JOB ANNOUNCEMENT: PROGRAM OFFICER -EDUCATION & CHILD PROTECTION

FXB is currently seeking to recruit a Program officer - Education and Child Protection

The Association François-Xavier Bagnoud (FXB) International FXB in Uganda is a NonGovernmental Organization (NGO) that has been operating in Uganda since 1990 FXB’s mission is to fight poverty and HIV/AIDS through its integrated community development model FXBVillage and other interventions benefiting populations living in extreme poverty.

Job description

FXB is looking for a Program officer as part of the implementation of its FXBVillage program in the communities of Namayumba sub-county, Wakiso District. The program Officer will be responsible for supporting children’s education and, at the same time protecting and promoting their rights in the community He/she will work under the supervision of the Program Manager and will collaborate with the other staff and stakeholders assigned to the program.

Location: Namayumba, Wakiso District

Duties and responsibilities:

✓ Lead the process of assessing, identifying, and enrolment of eligible beneficiaries onto the program following laid down procedures from the government and the organization

✓ Map out all key child protection structures, systems, and services with the targeted communities.

✓ Take responsibility to review, understand, and declare commitment to observe and implement child safeguarding policy.

✓ Closely work with supervisors to ensure all child abuse or potential risks to children are recorded, reported, and filed

✓ Support the formation, functionality, and capacity building of the program stakeholders including PTAs, and SMCs in all the targeted Schools on child protection issues

✓ Support the participation of the children, community, and partners in the process of planning, monitoring and implementation of FXB education Programs

✓ Facilitate the process of enrolment and retention of out-of-school children to school

✓ Conduct community dialogues for OVC caregivers and other community members on different child protection issues such as quality education, child abuse and neglect, life skills, parenting

✓ Support orientation of the Headteachers, CCTs, SMCs, PTAs, and children on the FXBVillage program and Common Approaches.

✓ Liaise with the Office of the DEO, CCT, and the other stakeholders to develop an annual plan for Teaching at the Right Level (TarL) among other approaches for FXB Programs in the supported primary schools and communities.

✓ Plan, organize, facilitate, and support the implementation of the TarL approach in the supported primary schools and communities.

✓ Facilitate or participate in dialogue meetings, workshops, and seminars focused on education and child protection.

✓ Create and sustain positive working relationships internally with other technical staff; externally with the District Local Government, CSO partners, and other stakeholders, and also maintain an up-to-date understanding of key development trends in the Programme area.

✓ Provide technical advice and expertise to teachers and Community Volunteers to effectively deliver key project outcomes

✓ Play an active role in identifying, documenting and disseminating best practices

✓ Monitor the performance of the education and child protection interventions and participate in monitoring and review activities

✓ Maintain accurate and up-to-date activity data

✓ Report on activity progress and project outcomes

✓ Undertake regular monitoring visits to the Schools supported by the Program to understand the ground situation and take necessary actions for improvement in the quality of programs for the children.

✓ Ensure that the funds requested for the program activities are spent and accounted for, in line with the FXB financial management procedures and policies.

Academic Background, Experience and Person Specifications:

✓ Minimum of a degree in Education, social work, social sciences or related fields. An additional qualification such as a Diploma in Teacher Education is an added advantage.

✓ At least 2 years of progressive working experience in planning and implementing Education programs with NGOs

✓ Must be willing to be based in the program area; with a direct field time presence of 80% of working time.

✓ Experience working with the Local Government, and local partners with a focus on improving the learning environments is an added advantage.

✓ Ability to ride a Motorcycle and in possession of a valid Class A riding license.

✓ Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.

✓ Availability and willingness to work extra hours during times of humanitarian response.

✓ Proficient in MS office(Ms word, Ms Excel, Ms Power point,)

✓ Excellent verbal and written communication skills

✓ Management skills and Team working qualities;
