Take command with TRICARE changes: FALLS CHURCH, Va. — Starting Jan. 1, 2018, cost changes for TRICARE benefits transition from a fiscal year period to a calendar year period. “Changing from a fiscal year (Oct. 1 – Sept. 30) to a calendar year (Jan. 1 – Dec. 31) makes the TRICARE benefit consistent with civilian health plans,” said Capt. Nicholas Edvarchuk, 86th Medical Group Tricare Operation and Patient Administration Flight Commander.

The change will largely affect those plans which have an enrollment fee and are currently billed by the fiscal year. This includes retirees and their family members in TRICARE Prime, TRICARE Retired Reserve, TRICARE Reserve Select and those in TRICARE Young Adult plans. This change is one of several changes that TRICARE is adopting in 2018. Enrollment fees apply to retirees and their family members enrolled in TRICARE Prime, those enrolled in the premium-based plans, and several others to include:

• TRICARE Young Adult-Prime Option • TRICARE Young Adult-Standard Option • TRICARE Retired Reserve • TRICARE Reserve Select • Continued Health Care Benefit Program (this will continue to follow a fiscal year cycle) • US Family Health Plan

However, enrollment fees will be prorated for the threemonth period and billed accordingly for enrollees who pay on a monthly or quarterly basis. If you pay enrollment fees on an annual basis, you’ll be billed for the fees to cover the three-month period and sent a billing notice for the annual fee for calendar year 2018. TRICARE will extend payments (for example, catastrophic caps and deductibles) that usually reset on Oct. 1 through the end of the calendar year. BATAJNICA AIRFIELD, Serbia — “This exercise is important because it builds the readiness of both our militaries,” said Lt. Gen. John Gronski, U.S. Army Europe deputy commanding general. “When you have a ready military a region can be more stable and secure.” The Serbian government invited the U.S. to train with their forces in order to strengthen both countries’ emergency response capabilities, thereby helping secure regional security and peace. Double Eagle developed from the U.S. and Serbia’s shared commitment to regional security and the importance of the Balkan region to that security. The two countries spent five days conducting multiple airborne insertions via the C-130Js from Nov. 13 to 17. Gronski commented on the first jump the forces conducted together. “I hear the exercise went really

well yesterday,” Gronski said. “I know the soldiers certainly enjoyed being able to conduct an airborne insertion together and we call that a success.” Working together isn’t only about two countries learning to perform together; it’s about connecting personally, professionally and tactically. Teamwork provides the opportunity to build strong and strategic

relationships. The U.S. and Serbia hope the bonds they build will help them create stronger, more capable forces who can find solutions together. to count against the catastrophic cap until it resets on Jan. 1, 2018. This means that if you reach your fiscal year 2017 catastrophic cap, you will not have additional out-of-pocket costs for authorized TRICARE-covered services for the last three months of the year.

Regional contactors have discovered some errors in processing claims and are working aggressively to fix them. If you think you were charged a deductible in error, call your contractor. On Jan. 1, 2018, new rules for deductibles and catastrophic caps will apply to some costs. If you pay your enrollment fees by

allotment, you don’t need to do anything. You will continue to pay your enrollment fees automatically. Unless you cancel your allotment, TRICARE will continue to deduct enrollment fees starting Jan. 1, 2018. If you pay enrollment fees by electronic funds transfer (for example, debit card, credit card and electronic check) and are in an

86th MDG leadership visits Homburg Medical University Story and photos by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs HOMBURG, Germany — Leadership from the 86th Medical Group and Landstuhl Regional Medical Center visited Saarland University Medical Center in Homburg, Germany, Nov. 9, in order to strengthen partnership and exchange information with German medical practitioners. Capt. Nicholas Edvarchuk, 86th MDSS TRiCaRE operations and patient administration flight commander, said the medical center plays a major role in providing quality healthcare for members of the Kaiserslautern Military Community. “UKS Saarland University Medical Center in Homburg is one of the largest network providers in the (Kaiserslautern Military Community),” he said. “The 86th MDG quite often refers its patients to this medical center. as a result, the 86th MDG commander wanted to see the hospital, its operations, meet its staff as well as to start building relationships for future partnership,” said Edvarchuck. Edvarchuk said the 86th

MDG referred 3,924 patients to UKS Saarland University Medical Center since 2016. Patients with TRiCaRE can be referred to services at the center if the 86th MDG and LRMC are not able to provide care for the particular patient. The hospital is even postured to take in ophthalmology and pediatrics patients from the KMC. The tour was organized by the 86th Medical Support Squadron TRiCaRE operations and patient administration flight and included stops at the facility’s emergency room, pediatrics clinic, ophthalmology building, and the traumatology unit.

Military Star card

To offer greater convenience to service members and their families and further strengthen funding of critical Quality-of-Life programs, the military exchanges’ Exchange Credit program will expand acceptance of the Military Star Card to all commissaries around the world, including the Vogelweh and Ramstein commissaries. The card will be accepted throughout the Defense Commissary Agency for all branches of service.

Free layaway at KMCC

Military members, families and retirees can get a headstart on holiday shopping with fee-free layaway from the Army and Air Force Exchange Service. The Kaiserslautern Military Community Center Exchange will waive the $3 service fee for items that are placed on layaway and paid for by Dec. 24, including toys and bikes. Purchases of $25 or more are eligible for the layaway plan. A deposit of 15 percent is required to hold items on layaway. Shoppers can visit customer ser-

Toys for tots drive

The Marines assigned to Wounded Warrior Battalion East at Landstuhl Regional Medical Center will host their annual Toys for Tots drive through Dec. 19 to collect new, unwrapped toys throughout the Kaiserslautern Military Community. Weapon-like toys or cash will not be accepted. The toys will be donated to military families through Army Community Services as well as

needy families in the local community through the German Red Cross and Streetkidz International. Toys can be dropped off in Toys for Tots boxes at the Kaiserslautern Military Community Mall on Ramstein, Landstuhl Regional Medical Center dining facility, USO Warrior Center on Landstuhl and Armstrong Club on Vogelweh until Dec. 19. Stop by and see the Marines at their Toys for Tots drive 8 to 11 p.m. Dec. 8. at the Armstrong Club’s karaoke night, or at 86th Maintenance Group “Rudolph the Red Nose Herc” event Dec. 14 for their staff and families.

USO, military leaders thank KMC

The team conducted the annual USO Thanks for Thanksgiving event, in which free Thanksgiving packages were provided to enlisted members.. The packages include everything needed to create

a Thanksgiving meal: a turkey, ready-tomake side dishes, dessert, and gift cards from Service Credit Union. “It’s another way for us to show our appreciation for what our Airman do day in and day out,” said Master Sgt. Shane Monterosso, 86th Comptroller Squadron first sergeant. “(With) every opportunity we have to show that appreciation, we need to take full advantage of it … this is one of those opportunities.” Thanks for Thanksgiving helps leaders say thanks to their troops and provides an avenue for military members’ families to meet their leadership, said Monterosso, who helped recipients pick

up their packages. The event began early in the morning at the Vogelweh Commissary, where volunteers and event organizers set up stations at which the recipients would receive various goods. Senior NCOs helped recipients along the way by pushing a cart for the goods to be placed in. Monterosso explained that in order to be eligible to receive a package, a member had to be an E-5 or below with at least one dependent child living in the country. Besides showing gratitude and forming bonds, Monterosso said the event

serves as a display of servant leadership. He said senior enlisted leaders should remember they came from small beginnings and should appreciate the service of all military members. “As enlisted leaders we are responsible for the morale of these service members,” he said, “leading by example shows them the ways they can take care of their Airman. Being a positive role model will help bring positivity to the community.” The USO Thanks for Thanksgiving event is held annually, and this year’s event saw the distribution of more than 200 packages.

Optimizing post office customer experience by 86th Communications Squadron Customers who have visited Ramstein’s Northside Post Office over the last month and a half, undoubtedly noticed significant changes and projects taking place. Outside, benches have been sanded and stained while the interior is in the process of being completely repainted. Additional improvements, which will further streamline the process enabling to

receive mail are on the way. Behind the scenes, a brand new conveyor belt and automatic roller system have been purchased and promise to make the offloading of the mail trucks from Frankfurt faster and more efficient. These pieces of equipment are scheduled to be operational during the first quarter of 2018. Members and dependents should have received a notice requesting personal email addresses and validating contact information. This information

request assists with preparations for a new parcel tracking and notification system that is scheduled to come into operation mid-January 2018. This system will more accurately track the whereabouts of parcels upon their arrival at the Ramstein and Kapaun post offices, but more importantly, the system will automatically email the recipient upon a parcel’s arrival. This system will also phase out and eventually eliminate the use of the yellow parcel slips now in use.

Finally, the post office has been collecting customer metrics since the middle of September. This data is being used to create heat maps, which graphically depict the periods of time with the longest and shortest lines. This data is being published monthly to the Ramstein Facebook page and on the new television displays in each post office. Customers are encouraged to use these heat maps to assist in decreasing their wait times when visiting the post office.

Shoplifting steals joy from holidays Story and photos by Mary Davis U.S. Army Garrison Rheinland-Pfalz Public Affairs Office Three University of California Los Angeles basketball players were caught shoplifting designer sunglasses in China last month, which caused an international incident. More than 5,000 miles away, local stores in the Kaiserslautern Military Community are experiencing the same thing – merchandise loss due to shoplifting. People caught stealing here have more to lose than you think. As the holidays approach, there are spikes in shoplifting, larceny and damage to property, said Don Gwinn, U.S. Army Garrison Rheinland-Pfalz Civilian Misconduct Program manager. “We want to let the community and stakeholders know that we need to prevent or lessen the amount of larcenies that occur during this time,” he explained. “This issue doesn’t only affect teenagers, it includes everyone – officers and enlisted, spouses and civilian employees. It’s incumbent on us to try to limit the larcenies happening in our facilities and the base exchange during the holidays.” While some students enjoy their winter vacation from school, others may be studying ways to steal merchandise at the BX. “When schools let out during the holiday break and parents are still working, a lot of our youth will use the Kaiserslautern Military Community Center as a place to gather with friends,” said Robert Leist, USAG RP assistant civilian misconduct officer. “Sometimes, when teens are hanging out there for several hours, they

may think they can get away with whatever items they can get their hands on. We just want to make sure parents impress upon their children that stealing from the Army Air Force Exchange Service is not just larceny from the facility itself, but it also takes money AAFES repurposes back into the community.” To combat would-be thieves, AAFES installed numerous camera systems and employs several plainclothes detectives to keep an eye out for anything suspicious to include switching sales tags, returning several items without receipts, concealing merchandise and demonstrating questionable behavior. According to Leist, many times it’s not a matter of money to people. They are just making poor choices that can add up to enormous repercussions – military police reports, investigations, paying AAFES recovery fees and embarrassment for themselves, parents or sponsors, chain of command and worst of all – receiving a larceny record. Additionally, if someone is caught stealing from AAFES, the perpetrator can’t seek employment at any AAFES establishment – ever. So what happens to those who steal at the KMCC? “When AAFES Loss Prevention identifies shoplifters, they are processed by security forces or military police, their military identification will be confiscated and they are issued a letter for a temporary confiscated ID card. Within that letter, their base exchange privileges are removed for one year,” Leist explained. “Teenagers can get their privileges back in six months and adults in nine months, if they complete community

service and go to counseling. The civilian misconduct office determines the appropriate amount of community service. Additionally, perpetrators also have to pay AAFES a $200 civil recovery fee plus the cost of the item that they are unable to keep.” Garrison civilian misconduct and the 86th Mission Support Group Civilian Misconduct Office are on the same sheet of music in regard to reprimands to ensure application of policy and procedures are consistent, said Richard Toney, 86th Mission Support Group deputy director. “Army and Air Force personnel involved in shoplifting cases can be assured that consequential measures are equally applied regardless of service affiliation,” he said. “An average of 30 to 40 Air Force-affiliated shoplifters get caught every year, but within the last four months there were only three incidents. This is a positive development.” Shoplifting isn’t just a problem on U.S. installations, sometimes Americans shopping in the civilian sector take things from local establishments as well, said Rick Anderson, USAG RP assistant civilian misconduct officer at Baumholder. “People who are caught shoplifting off post may be required to pay a store fine of €200 to €300 and most incidents will generate a German polizei report as well as a military police report,” Anderson said. “People have to understand there are repercussions for their actions – even off post,” he said. According to the garrison civilian misconduct office, there was a 49 percent decrease in the number of shoplifting cases in fiscal 2017, but the

significant reduction can be attributed to the garrison and 86th Airlift Wing civilian misconduct teams, AAFES Loss Prevention Office and school liaison officers presenting shoplifting prevention briefings at schools and other events to discourage theft during the holidays. Customs shopping guide for the holidays by Robert Szostek U.S. European Command Customs and Border Clearance Agency Public Affairs WIESBADEN, Germany — Some people are just not good at buying the right gifts. While this is normally a matter of taste, people new to Europe should note that many items available in Europe may seem like good Christmas presents but violate U.S. import rules. Some products are banned from the United States altogether and others may only be carried in baggage, but not mailed. Violations of customs, agriculture, or postal regulations can lead to hefty fines and confiscation of the goods. Meat and meat products are the biggest problem, said Julie Aliaga-Milos, U.S. Department of Agriculture advisor at the U.S. European Command Customs and Border Clearance Agency. “Delicacies like French pâté, German wurst, Spanish chorizo, and Italian Parma ham are here for the buying and much sought-after in the States,” Aliaga-Milos said. “Unfortunately, they can also carry viruses and other organisms that are not present in the U.S. and which may cause new animal disease outbreaks of virulent livestock ailments such as the Foot and Mouth Disease and Classical Swine Fever (Hog Cholera).” These products are therefore

banned, as are canned meats, sausages, some types of cheese, and even soup mixes or pasta containing dried meat. Fresh fruits and vegetables are also prohibited because they could harbor plant pests such as the Mediterranean fruit fly. The threat to U.S. agriculture is so great that U.S. Customs and Border Protection fine people who mail or take banned foods to the States a minimum of $100 as a deterrent. Criminal action for deliberate cases of smuggling can result in a $5,000 fine and a year in jail. Many European artisans make oldstyle nativity scenes that are popular with shoppers. However, the scenes are sometimes made with natural products that are banned from import to the United States, Aliaga-Milos noted. Scenes that contain untreated straw or wood, bark, moss, or pinecones may harbor insects or plant diseases and should not be sent stateside, as the consumer can be charged a $100 fine. However, she says nativity scenes that are produced using finished wood, plastic, or ceramics are fine to mail. Europe also boasts many fine wines, spirits, and liquor-filled candies that make original Christmas gifts. Unfortunately the U.S. Postal Service bans all liquor from being mailed, even if it is inside a piece of candy. However, customs allows travelers more than 21 years of age to import one liter of duty-free liquor. “The federal taxes and duties are

currently low enough to make it worthwhile to take more than one liter of beer or wine stateside as gifts,” said Tim Sellman, director of the CBCA. However, state liquor laws must also be met which can add to the cost. Taxes on distilled spirits like Scotch whiskey are generally considered high, he noted. Cigars, cigarillos, or pipe tobacco may be your idea of a great gift. Unfortunately, USPS does not allow tobacco products to be imported into the U.S. in the mail either. However, travelers are allowed to take limited amounts of tobacco as gifts with them when they fly stateside. And don’t be surprised if you get a letter from CBP saying they removed Kinder Surprise eggs from the package you mailed stateside. The reason is that the chocolate eggs are banned in the United States. While many people think the eggs are innocuous fun, the U.S. Consumer Product Safety Commission believes the toy hidden inside can pose a choking hazard to very young children. Other Kinder products, such as the Kinder Joy eggs, are not banned because the candy and toy are contained in separate halves of the egg. Wildlife products also present problems. Buying ivory as a gift is a bad idea, according to Sellman. “Only ivory pieces previously registered with Customs and Border Protection generally may be imported,” he continued. Whale teeth carvings, known as netsuke or scrim-

shaw, are also prohibited from import. When buying furs, shoppers should insist on a certificate of origin stating the animal’s scientific name to avoid buying prohibited endangered species products. The import of caviar is also restricted. Foreign-made gifts are allowed dutyfree entry if their retail value is under $100 and the recipient does not receive over $100 worth of foreign gifts in one day. If such a gift is over $100, the entire amount is subject to duty and a customs processing fee. Only the recipient can pay the duty and the fee. However, American-made gifts are duty-free if they were not altered abroad in a way that increased their value. “Many people think that gifts bought in military exchanges can go to the States duty-free,” said Sellman. “but this is not necessarily true. The items have to be American-made to gain duty-free entry.” “It is important to make an accurate declaration when mailing packages stateside,” Sellman concluded. “Failure to do so can result in a penalty or seizure of all the items, or even potential criminal prosecution.” Military customs offices can provide more advice on these and other holiday mail questions. There are many informative pamphlets available from CBP and USDA to ensure holiday gifts don’t present problems stateside. 3D Month: Sobering facts about impaired driving by Mary Davis U.S. Army Garrison Rheinland-Pfalz Public Affairs Office Many people celebrate the holiday season at Christmas markets, local festivals and parties, but driving to or from these festivities can be dan­ gerous because of impaired drivers. During December’s Nation­ al Drunk and Drugged Driving Prevention Month (3D Month), people are encour­ aged to have a plan and never get behind the wheel while under the influence of drugs or alcohol. “3D Month brings aware­ ness to the importance of sober driving to reduce alcohol­ and drug­related auto accidents,” said Ainsley Moreno, an intern with the U.S. Army Garrison Rheinland­Pfalz Army Substance Abuse Program. “It also reminds the community how important is to have a plan and maintain safety guidelines before any celebration.” According to the National Highway Traffic Safety Administration, 10,497 Americans died from crashes involving alcohol­impaired drivers last year, and it isn’t just a concern in the U.S., it’s an important matter overseas as well. There were 25 alcohol­ related accidents in the Kaiserslautern Military Community last fiscal year with six of those collisions involving more than one vehicle, said Seth Dyer, U.S. Army Garrison Rheinland­

Even if you are single and don’t have kids, someone you know is on the road with their kids in the KMC.” During the holidays, Dyer advised people to be more vig­ ilant on the roads. “In 2016, we had two Driving While Intoxicated/ Driving Under the Influence events over the holidays. So far during this holiday season, we’ve only had one, but we still have more than 30 days left in 2017,” he explained. “Every Soldier, Sailor, Airman, Marine, civilian and family member needs to think about drug and alcohol driv­ ing safety. Together, we can

reduce the number of acci­ dents for the rest of the year and into the New Year.” 3D Month advocates people having a plan before they cel­ ebrate, said Josh Goslin, an intern with garrison ASAP. “As a community, we have to take care of one another. So, if you see someone who is impaired, please ensure that individual gets home safely,” he explained. “If you are unable to drive the person home, call a taxi, a friend or Armed Forces Against Drunk Driving Program at 0631­536­ 2233 to provide a free, safe ride home.” Dyer agreed with Goslin about prior planning before getting too festive with alco­ hol. “Have a plan, and then have two or three backup plans in case your original plan fails. Have the phone numbers of your friends, supervisor, first sergeant, Charge of Quarters desk and AADD on hand to provide help or a ride in case you need it,” the safety special­ ist said. “The consequences of failing to plan can be deadly for everyone involved.” The legal blood­alcohol limit in Germany is 0.05, and 0.03 for anyone involved in a vehicle accident. German blood­alcohol limits apply on military installations as well. Although military police use a breathalyzer to verify drunk driving, they have to resort to alternative methods to determine drugged driving, Moreno said. “Not all instances involve illegal drugs. So, taking care of your bat­ tle buddies when they’ve had too much to drink is not only the best alternative, it’s the right thing to do, Dyer said. “It takes a lot of intesti­ nal fortitude to stand up to a buddy who has been drink­ ing and steer him or her in the right direction, and it takes a lot more to stand up to a person of senior rank,” he said. “Stopping someone from driving drunk might cause your relationship to be uncomfortable for a couple of days or you might lose the person as a friend or cause static at work, but that person you saved from drunk driv­ ing would rather be alive than just another statistic in the graveyard.”

Rumbaugh 86th Airlift Wing Public Affairs Members of the Kaisers­ lautern Military Community First Sergeant’s Council kicked off the annual Angel Tree event at the Kaiserslautern Military Community Center on Ramstein Air Base, Nov. 14. The Angel Tree is an American custom where people can take an angel off a dis­ played Christmas tree and give monetary donations or items to families in need in their com­ munity. In the KMC, first ser­ geants from each unit identify families within the unit who could use the monetary donation and community members make monetary donations directly to families through the council. “Last year alone, we had 233 families and 407 kids that benefitted from this,” said Master Sgt. Antonio Lindsay, 569th United States Forces Police Squadron First Sergeant. “The families said

Over the next weeks, I will be presenting a fall menu for 4 people with a recipe each week. Happy cooking!

Ingredients

(for 4 people) • 1 Roulade per person (buy beef ready for roulade from a butcher on the economy) • 2 teaspoons mustard • 4 long slices of bacon or Black Forrest ham • Sliced dill pickles • Thin onion slices • Salt and Pepper for seasoning • 1 teaspoon tomato paste • 1 cup red wine • 3 onions, sliced

Tenderize roulades and season with salt and pepper. Spread mustard on each roulade. Add bacon, dill pickle and onions. Roll each up and close with toothpicks. Heat margarine in an oven-proof pan. Roast roulades on all sides. Take out of pan and set aside. Roast tomato paste on medium heat with onions. Add red wine and bring to boil. Let it reduce until the tomato paste starts to roast for a second time. Add 2 cups of water and salt and pepper and stir until combined. Place roulades back in pan, place lid on top and put in 180 degree Celsius oven. Every half hour turn the roulades over. Add more water if necessary. The roulades should be covered in sauce at the midway point. The Roulades need 3 hours to cook and be tender.

With the joy of the holiday season right around the corner, should people be worried about suicide? Definitely, because suicide awareness and prevention are topics people should be concerned about year-round, said Yancy Chandler, U.S. Army Garrison Rheinland-Pfalz Suicide Prevention Program manager. According to the Centers for Disease Control and Prevention’s National Center for Health Statistics, suicide rates are lowest in December with rates typically peaking in the spring and the fall. Garrison statistics show suicidal ideations and attempts are down overall this year compared to 2016. “Although it’s a myth that suicides happen more frequently during the holidays, it’s still a good idea to talk about it throughout the year,” he said. “Just because suicide rates may be lower during the holidays, it doesn’t mean that suicide and suicide attempts won’t happen. That’s why it’s important to ensure we are looking out for each other and know about the available resources to get help.” The holiday season can be fun while living overseas with all the Christmas markets, festivals and outdoor activities to participate in, but it can also be a lonely time for people because of holiday stress, Chandler said. “Some people think about suicide during the holidays because of the stress

of being unable to travel home or from experiencing financial issues when buying gifts for family members and friends,” he said. That’s why Chandler emphasized the importance of connecting with people — especially if they are single or geographically separated from a spouse. “The big issue is people withdrawing from family and friends; so to stay connected, use audio or video calls to keep in touch with loved ones back home,” he said. “What unit members can do to help those who can’t go home to the States during the holidays is invite them over for dinner or out to a Christmas market or a coffee shop to develop that connection and keep people from being alone over the holidays. There are also several programs that can keep people engaged like Better Opportunities for Single Soldiers and Family and Morale, Welfare and Recreation trips.” People can also connect with the community by volunteering over the holidays with Army Community Service, local schools and Parent Teacher Organizations, post offices and Armed Forces Against Drunk Driving on Friday and Saturday nights. Relocating overseas can also be a huge cause of stress over the holidays, Chandler said. “If you have an inbound single or married Soldier or civilian employee traveling overseas with a spouse, children and pets, that’s a whole different kind of stress at this time of year,” he explained. “Finding transportation to and from inprocessing appointments, finding housing, registering your chil-

French Town Dedicates WWII Memorial to 103rd Infantry Story and Photos by Sgt. 1st Class John Freese 7th Mission Support Command Public Affairs Office SCHERWILLER, France — On Nov. 11, the people of this Alsatian community near the German border honored American Army veterans of World War II who served with the 103rd Infantry Division. The unit liberated the town from the Nazis on Dec. 1, 1944. The memorial contains a large metal plaque of the 103rd’s distinctive patch, mounted on a slender gray and brown pyramid of roughly hewn granite, placed next to the town’s center. Representing the 103rd Infantry Division were retired Col. Cranston (Chan) Rogers, who served as a private in the 103rd ID and later served under the 45th Infantry in the liberation of the concentration camp at Dachau; and Mr. Calvin (Buck) Landau, who served as a sergeant in the 103rd ID throughout its campaigns in France and Germany.

Patton, granddaughter of Gen. George Patton, spent the day celebrating the town’s liberation. They attended a French memorial dedicated to Scherwiller veterans and civilians lost and wounded during the war. Then, they moved with the crowd of about 200 onlookers across the town square for the dedication of a memorial to the 103rd. The 103rd is known as the “Cactus Division,” a moniker taken from the Saguaro shown on the unit’s shoulder patch, and its origins in the Southwest U.S. in the years after World War I. The Army Reserve’s modern-day 103rd Expeditionary Sustainment Command, based in Des Moines, Iowa, traces its lineage back to the 103rd Infantry Division. In brief statements during the ceremony, Rogers stressed the importance of remembering the sacrifice both countries made during the war and the need for a continued alliance against ongoing threats to freedom and the prevention of a third world war. service in the 103rd. Despite more than 70 years that have passed since the war, he choked back tears as he added that he’d never forget his friends from the 103rd who did not make the trip home. And though the better part of four generations have passed, the memories of the war seem to remain in the Scherwiller collective mind. Captains Daniel Jost and Andrew Pollick of the Army Reserve’s 7th Mission Support Command were escorts for the honored veterans. They attended both the ceremony and the dining event that followed. Among those attending the dinner was a local WWII re-enactment group called the U.S. Army Group of Alsace, whose members dressed in period uniforms to participate in the ceremony. Jost has roots in Alsace-Lorraine and resides there part-time. “Speaking with some of the younger participants, I got the sense that there is a lot of interest and passion to go along with the high degree of respect for what an entire generation of Americans did for the French during WWII,” Jost said. The front line units of the 103rd saw heavy resistance throughout the campaigns of Ardennes-Alsace, Rhineland, and Central Europe. After its relief of the 3rd Division at Chevry, France, in October 1944, the units of the 103rd pushed eastward at a rapid pace before eventually liberating Scherwiller on Dec. 1, and then neighboring Selestat on Dec. 4, 1944. After that, they continued into the Rhineland area of Germany. The 103rd Infantry Division World War II Association, of which Rogers is President, is located on the University of Southern Mississippi campus, in Hattiesburg, Miss.

After four successful years of having a Christmas village set up in Weilerbach, the community again will sponsor a Culinary Christmas Village under the motto, “Culinary Art,” Saturday to Dec. 10 at the new village square called Alter Bahnhof, or old train station. “We will present a diversified entertaining program with live music each day,” said Christoph Molter from the organizing event team. “More than 35 vendors will offer their merchandise and eating and drinking specialties in the decorated booths.” The festive opening with the

Santa Claus will make his appearance at 6 p.m. Wednesday, after the local kindergarten Arche Noah has performed Nikolaus songs. Culinary delicacies include Celtic meat, Christmas burgers, turkey and pork sandwiches, salmon from the Finish kota grill, Palatinate chili, chestnut soup, game dishes and various flammkuchen. Waffles, crepes and dampfnudeln with vanilla sauce are some of the sweet delights. To warm up, visitors can enjoy gluehwein from regional vintners, glueh beer, hot hugo, hot chocolate and punch. Arts and crafts vendors will sell Christmas decorations, candles, lights, Advent wreaths and wood turners’ objects. “A tall decorated Christmas tree and special light effects will provide a romantic and cozy atmosphere,” said Molter. “We hope to be able to welcome numerous visitors, who want to enjoy these special days in good company with family and friends.” The Christmas village will open at 5 p.m. Saturdays, 2 p.m. Sundays and 6 p.m. Monday to Friday. Advent traditions start with calendar today by Petra Lessoing 86th Airlift Wing Public Affairs German children start to observe Advent traditions today, when they open the first door of their Advent calendar. Until Dec. 24, each day they will open a door. When all 24 doors are open, they will receive their gifts. In Germany, the gift exchange always is on Christmas Eve. The word Advent comes from the Latin verb “advenare” which means “to arrive” and indicates the coming of Christ. The history of the Advent calendar is more than 100 years old. It was invented by a mother in Munich, whose son Gerhard, as soon as the first candle of the Advent wreath was lit, kept asking when Santa Claus would come and bring the gifts. Gerhard Lang’s mother had to think of something to make him understand when the waiting time is over. She designed a cardboard box and drew 24 squares on it. She explained to little Gerhard that each square means getting up once and going to bed again. She even sewed a cookie onto each square to sweeten the waiting time. From then on, Gerhard’s mother had to design a calendar every year until she thought he was too old for it. At the turn of the century, Gerhard Lang founded, together with a partner, a lithographic art publishing company. When business wasn’t good anymore, he remembered his mother’s idea and brought the “Munich Christmas calendar” onto the market in 1904. Its subtitle was “The 24 Waiting Days” and it was sold for 30 pfennigs (about 15 euro cents) in stationer shops. Today, different kinds of

Advent calendars are available — cardboard calendars, felt calendars with filled pockets, 24 bags hung up on a string or 24 little houses set up like a town. Lighting candles on the Advent wreath is another preChristmas tradition. The original Advent wreath is made of fir tree branches decorated with four candles, fir cones, ribbons and little Christmas ornaments. The first candle is lit the fourth Sunday before Christmas, then each following Advent Sunday another one is lit. Today, Advent wreaths of different shapes are made of different materials

and placed in homes, stores, offices, public buildings and churches. The history of the Advent wreath goes back to northern Germany in 1839, when Johann Hinrich Wichern, the founder of the Evangelist Home Mission and a juvenile home, created the first wreath made of wood and decorated with 24 candles, four big white ones for Sundays and little red ones to be lit on weekdays. Many Germans bake their Christmas cookies during Advent. There is a big variety — cookies with nuts, almonds, chocolate, marmalade, nougat, vanilla or marzipan. Traditional butter cookies are made in the shape of Christmas motifs such as stars, Christmas trees, candles, bells and snowmen. Other baked goods only offered during pre-Christmas time are Dresdner Stollen, a cake filled with raisins, candied lemon peel and orange peel, and gingerbread or “Lebkuchen,” which is known all over the world.

by Petra Lessoing 86th Airlift Wing Public Affairs In Germany it’s a tradition for children to place their boots outside their rooms the night of Dec. 5 to have them filled by Santa Claus with candy, cookies, nuts, oranges and little gifts. Dec. 6 is “Nikolaustag,” or Santa Claus Day. The day is observed in honor of Saint Nikolaus, who was bishop of Myra, Asia Minor, during the fourth century. Nikolaus was born around A.D. 270 in Patras. Two hundred years after he passed away, he died Dec. 6, A.D. 345, he was canonized. As the patron of children, he is one of the most favored saints. Legend says he once restored to life three little boys who were killed by an evil innkeeper, cut up and preserved in barrels of vinegar. Nikolaus found them, put them together and after saying a prayer, the boys returned to life. Saint Nikolaus is also known as patron of skippers, because he was able to calm down stormy seas and save sailors’ lives. At the age of 19, his uncle, the bishop of Myra, ordained him. The new priest was then put into the monastery of Sion as abbot. When his parents died of the plague, he inherited all their property and gave it to the poor. That’s why in another legend, Nikolaus became the patron of maidens. He saved three daughters of a poor family from becoming prostitutes for not having a dowry. Nowadays, besides visiting families at home, Santa Claus makes his appearance in kindergartens where he recites each child’s name out of his golden book and mentions if the child behaved well or not. The children have to sing him a song, before they receive chocolate and sweets. Some children fear him because he might bring them a rod to let them know that they didn’t behave well throughout the year. But usually the rod is hung with sweets and is supposed to remind children of their bad behavior. The costume of Nikolaus varies from place to place. In some German regions he is dressed like a bishop with mitre and bishop’s crook and is accompanied by “Knecht Rupprecht,” a shabbily dressed peasant who carries the sack of toys and treats, flourishes

bundles of rods and threatens punishment to naughty children. In the Pfalz area, he appears mostly in a red robe and a peaked cap and has a long white beard. He is a friendly old man, who accepts children’s Christmas wish lists and asks children to promise to change for the better. Santa Claus will make his appearance at the ice skating rink in the event hall of the Gartenschau from 4 to 5 p.m. Wednesday. He also will be on tour with a reindeer at the Kaiserslautern Christmas market from 5 to 6 p.m. and pass out sweets to the children. The Zoo in KaiserslauternSiegelbach will offer a guided tour for children with Santa Claus at 3 p.m. Besides making stops at the different compounds to see various animals, the children will receive little surprise gifts from Santa Claus.
