US, Polish conclude Aviation Rotation 18-4 Story and photo by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs POWIDZ AIR BASE, Poland — U.S. and Polish troops concluded more than two weeks of intense bilateral training at Powidz Air Base, Poland. The approximately 100-person strong team — comprising of Airmen, Soldiers, and civilians — arrived in the country to conduct exercise Aviation Detachment Rotation 18-4. The annual exercise featured multiple training events and scenarios, such as flight training which involved tactical evasions, and assault landings on dirt fields, cargo and personnel airdrops,

and aeromedical evacuation training. “It was an awesome experience working with our Polish friends,” said U.S. Air Force Capt. Zackery Williams, 37th Airlift Squadron instructor pilot and this year’s mission commander. “The country is amazing, and the people are gracious hosts.” The exercise was a massive balancing act requiring full participation from a diverse spectrum of players: aircrew, maintainers, medics, ground crew, airfield management teams, airborne personnel, and much more. Nick Wilson 435th Air Expeditionary Wing Public Affairs AGADEZ, Niger — U.S. Africa Command continues to work by, with and through their host nation partners to promote peace and stability throughout the African region. The U.S. Army civil affairs team at Nigerien Air Base 201, Niger, contributes to this mission by reducing the susceptibility of violent extremists in the Agadez area and by growing trust between the local community and U.S. service members.

“It’s important because we’re partners in this region,” stated U.S. Army Capt. Alexander d’Orchimont, Alpha Company 411 Civil Affairs Battalion team leader. “Part of our presence in the Agadez area include having good relations with the Nigerien government.” d’Orchimont sees this as not only furthering the mission of the U.S. Air Force and the 435th Air Expeditionary Wing, but strengthening partner networks for AFRICOM. Doug Magill 21st Theater Sustainment Command Kaiserslautern’s top elected official joined area business leaders to increase their awareness of the 21st Theater Sustainment Command’s mission during a visit to the 2-star command’s headquarters, Aug. 15, at Panzer Kaserne. Klaus Weichel, Kaiserslautern Lord Mayor, joined 10 members of the Kaiserslautern U.S. Business Council for a mission brief from Maj. Gen. Steven A. Shapiro, 21st TSC commanding general, before touring the Theater Logistics Support Center-Europe facility on Kaiserslautern Army Depot. Helmut Haufe, TLSC-E director, guided the tour for TLSC-E which is responsible for executing sustainment across Europe for the 21st TSC – which serves as the logistics headquarters for U.S. Army Europe, a 3-star command headquartered in Wiesbaden, Germany. Part of the discussion at TLSC-E included how to improve recruiting practices for the skilled labor workforce. The TLSC-E employs approximately 1,400 people in multiple trades throughout Europe, with German nationals comprising the majority. For U.S. Air Force Senior Airman Cameron Davis, 86th Operations Support Squadron aircrew flight equipment technician, the whole event served as a testament to the friendship between the U.S. and Poland. “It was interesting to see their aircraft and how they fly in formation,” he said. “It’s important for us to main-

tain our relationships with our allies here, and we should also get to know them personally as well, not just in a work situation. We work together, so we should also have fun together.” Williams was impressed with the performance of the Polish air force during the competition and the exercise as a whole. He also noted that the annual exercises serve as both a reassurance of U.S. alliances in Europe and a strategic deterrence toward any threats in the region. “The Americans did well; the Polish did better,” Williams said. “Every time we come here, we reit-

erate the importance of Poland as a NATO ally and the importance of our two nations integrating aircraft and personnel to work toward the same goal.” The whole team encountered some challenges along the way, but they worked hard to overcome these challenges and prevailed, he added. Davis said that while he was looking forward to going home after an intense exercise, he will miss Poland. “It was fun being here, and I made memories I will never forget,” he said. “I look forward to coming back some day.”

Women’s Equality Day 2018: An opportunity to act by Airman 1st Class Christopher Thomas 86th Civil Engineer Squadron Fire Protection No sooner the ink could dry than the overwhelming triumph was felt on Aug. 26, 1920 — the historic day the 19th Amendment was passed, and has since been proclaimed as Women’s Equality Day. Women deserve to be recognized as the true embodiment of strength, intelligence, and perseverance. They have held a multitude of roles throughout history, and continue to prove to the world that they shouldn’t have to prove their worth. Women’s Equality Day is not about competing with men over which gender is better or more superior but rather commemorating their fight to be treated and seen as equals, as well as honor the legacy of the brave women who pioneered this great movement. Women have been underappreciated, have faced harsh scrutiny, and have been constantly overlooked in the workplace in comparison to men. Their merits were not respected, and their kindness often taken for weakness. Whether it’s in politics, business, or the dollar amount on a paycheck, decisions should all come down to the simple words of pioneer woman Susan B. Anthony: “Men, their rights, and nothing more; women, their rights, and nothing less.”

Though the plight of women is not yet universally heard, it’s celebrations like this that shed positive light on the long and progressive journey they have endured. It’s going to take continual effort from the women of this generation and the next to make equality a reality and no longer just a dream. Women’s Equality Day is an opportunity to act. An urge to vote, speak up, and add another building block to the foundation that has been set. The call to uplift and encourage women, young and old alike, has never been greater. Society is on the cusp of a beautiful epiphany, and the world will grow stronger the sooner women are treated as equals. Therefore, let us remember the struggles of women past, and let the spirit of equality echo throughout the world. The true extent of a woman’s impact could never be bound. May the work of the tireless women who have pioneered the way continue to cultivate our societies and pave the way to greatness. To quote the virtuous words of Sheri L. Dew: “Neither man nor woman is perfect or complete without the other. Thus, no marriage or family, no ward or stake is likely to reach its full potential until husbands and wives, mothers and fathers, men and women work together in unity of purpose, respecting and relying upon each other’s strengths.”

Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation.

Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. Tristan Medellin, Alpha Company 411 Civil Affairs noncommissioned officer. “Through these efforts, we demonstrate that we care.” One example is by incorporating an artisan’s bazaar with local vendors to sell cultural items with service members. “The people on the base are enthusiastic about the artisans,” Medellin said. “Every little bit of money that we put into the economy helps the rest of the region.” The bazaars also provide service members who typically don’t have the opportunity to travel off base with an opportunity to interact with the locals. “Even if it’s just a couple of hours to experience the culture, they can have that experience to bring home and tell their families,” d’Orchimont said. “Those are our favorite types of projects because the bazaar generates over $6,000 USD in revenue for the local community. That’s one of the best ways we can inject some local capital into the local community.” While these bazaars stimulate the economy, coordinating orphanage trips and sporting events build a sense of camaraderie between U.S. service members and the local popu-

lation. For example, a recent basketball game had its largest turnout yet with hundreds of Agadez community members in attendance. “Our job is not just business. It’s not just about governmental partnerships,” Medellin said. “It also highlights cultural involvement by showcasing that we want to get involved with the community.” The civil affairs team also partnered with a U.S. women’s organization on Nigerien Air Base 201 to organize the local women’s soccer game.

“The women’s games demonstrate to local girls that they, too, can get involved in activities that help them develop leadership and sportsmanship skills. These games have been very popular among our troops and the local community,” Medellin said. According to d’Orchimont and Medellin, the opportunities to interact with the Agadez community are endless. “The Agadez community knows there is an air base here because its construction is clearly visible from the city limits,” d’Orchimont said.

Board the bus without proper authority (only registered students, bus driver, security attendant and school officials are authorized to board a school bus). Bottom line: When you meet your child at the bus stop, please take charge of the situation. As the adult, you can reduce the risk to your child and control the danger.

Danger Zones: Educate your child on the danger zones as shown on the picture. We ask that you and your child take extra precautions when near a school bus.

Teach them to never cross in front of or behind a bus. Reinforce to your child that traffic in Europe does not stop for loading and unloading of school buses. Stress good behavior on the bus — good behavior and safety go hand-in-hand. On or around buses, students must conduct themselves in accordance with the following school bus rules:

DODEA behavior standards for students: • Obey the driver or adult. • Enter and exit the bus safely, and always show your bus pass. • Stay properly seated and use seat belts when available. • Keep your hands, feet, and other body parts to yourself. • Do not throw things. • Put nothing out the window. • Remain quiet and do not disturb the driver or others. • No profanity, indecency, smoking, prohibited items or vandalism. • Do not eat, drink or chew gum. • Be responsible and be safe.

Five basic safety rules for riding the bus: • Be on time. Walk, do not run, to the bus stop. • When waiting for the bus, take at least three large steps away from the curb. • Take your seat on the bus and stay in it while the bus is moving. If there are seat belts, buckle up. • When getting off the bus, take three large steps away from the curb and wait for the bus to depart before crossing the street.

Page 5 “But many of them are not aware of the projects we’re doing.” Upcoming civil affairs proposals include building four new schools to set up a solar technician project to complement the investment from the French for solar infrastructure in the area. “Additionally, we are working to sponsor veterinarians to assist with farmers who depend on farm animals in the region,” d’Orchimont said. “We are also looking to install solar wells and fund the construction of not only schools, but also school desks and school chairs using local labor.” “We’re not here just to build an air base,” d’Orchimont said. “We’re here in part to help the people of Agadez improve their quality life.” In terms of forward thinking, Air Base 201’s civil affairs team seeks to continue efforts to push the envelope, in close coordination with their host nation partners, as they work against actors seeking to destabilize the region. “We want to dispel incorrect assumptions about this base,” Medellin said. “This is what the optimal civil affairs mission summary should be. We’re going out to the town and we’re doing real humanitarian work and also building enduring relationships with the government and the host nation.” • Never cross the street in front or behind the bus. Ensure children know and use the safest route possible from home to and from the bus stop. Teach children how to safely cross the street and use pedestrian crosswalks and trafficlighted intersections, where available. Students must present his/her bus pass to the driver while boarding the bus. Ensure children wear clothing that is easily visible to motorists. You greatly improve the children’s visibility when you put reflective tape or devices on your children’s outerwear, book bags or other carried items.

Cast your absentee ballot free with Priority Mail Express by USAFE-AFRICA Air Postal Squadron Postal Operations Flight Effective Sept. 1 through Dec. 8 customers can mail their Cast Absentee Ballots back to the U.S. for free using priority mail express military service. “The Department of Defense, in collaboration with the United States Postal Service, and for the first time during a midterm election, is offering this expedited, free service to ensure ballots from American citizens stationed or living overseas arrive in time for the upcoming midterm elections,” said Lionel Rivera, U.S. Air Forces in Europe-Air Forces Africa Air Postal Squadron Postal Operations Flight public affairs officer. In order to receive this free service, customers must present their absentee ballots at a post office finance window. Finance window clerks will give customers a receipt copy of the express mail 11-DoD label. The copy of the express mail label includes a tracking number customers can use to track the status of their ballots on the USPS web-

AFMS transition cell coordinates MTF governance changes by Peter Holstein Air Force Surgeon General Public Affairs Change is coming to the Air Force Medical Service, but its core mission remains the same, says Maj. Gen. Robert Miller, director, Medical Operations and Research for the AFMS. “For the AFMS, it’s all about our Trusted Care culture, and it will stay that way,” said Miller. “If we do this transition right, our patients and even many of our medics won’t know anything has changed at all.” The National Defense Authorization Act for Fiscal Year 2017 requires the transfer of administration and management of all military treatment facilities from the Air Force, Army and Navy to the Defense Health Agency. This process begins on Oct. 1, when select MTFs from each service move under the DHA’s authority. A new transition cell was recently stood-up to coordinate and support ongoing transition efforts related to

the NDAA and transformation of the AFMS. “Transition cell members come from each AFMS directorate,” said Miller. “They are people who were already doing the work, but now they can make the transition their top priority, and give our transitioning MTFs the support they need as we move forward.” In any transition, one of the biggest challenges is effective communication. Miller says that consolidating and formalizing the ongoing transition efforts into one group should give AFMS personnel greater clarity on the organizational management and governance changes underway.

“There’s so much happening, and the pace is so fast, that it’s understandable for people to be uncertain about the future of the AFMS and their place in it,” said Miller. “There are challenges in this process, but opportunities as well. It’s our job to make the process as smooth as possible, get clear information out to the field, and maintain the high level of care we provide to our patients.” One enduring message that Miller wants all medical Airmen to hear is that even as MTFs move to the DHA, their mission will not change. “I was in clinic the other day, at Malcolm Grow Clinic [ Joint Base

He points to his own experience as evidence that many of the concerns are misguided. “I was part of the DHA, the director of Education and Training for about two years,” said Miller. “This transition to the DHA is our future. We’re part of the DHA as medics. You don’t put on the DHA badge and become someone else. This whole military health team, Air Force, Army, Navy and DHA, we have the same mission. We are all committed to our patients and to supporting our combatant commands. We’re all working together to make this transition successful.”

GERMERSHEIM, Germany — U.S. Army Garrison Rheinland-Pfalz leadership received an immersion tour of Germersheim Army Depot and Coleman Work Site, Mannheim, to get a firsthand look at the installations’ vital missions and responsibilities, Aug. 10. USAG RP Commander Col. Jason Edwards and Command Sgt. Maj. D. Brett Waterhouse first visited the Germersheim facility, which was originally used as a U.S. Army storage area for World War II equipment and rolling stock. Today, Germersheim serves as a major logistics distribution and warehouse hub within Europe with more than 200 trucks transiting through the depot daily. During the tour, garrison leadership also met with tenant organization managers from Defense Logistics Agency, Defense Commissary Agency and the Army and Air Force Exchange Service to learn more about their organizations and how they support the critical missions in the European Command, Central Command and Africa Command areas of operation. “The new garrison commander and command sergeant major received several operational briefs and facility tours from our tenants DLA, DeCA and AAFES. These briefs and facility tours demonstrated the enormous logistical support mission the installation provides,” said Leonard Chanler, Germersheim Army Depot manager. “They recognize the teamwork between the agencies and appreciate the security and force protection safeguards in place, protecting the installation and employees.” Afterward, the leadership team traveled 57 kilometers northeast to

Coleman Work Site, which is one of U.S. Army Europe’s locations for Army Pre-positioned Stock, where thousands of vehicles and pieces of equipment receive depot-level maintenance or full reset, are staged and stored, and eventually disseminated back to Army combat brigades rotating in and out of Europe. Easy autobahn access, seven kilometers of railhead track and a barge site only 15 minutes away makes this USAG RP asset an integral part of the Army’s premier Strategic Readiness Platform overseas. “This site is vital to the Army PrePositioned Stock operation,” said Coleman Work Site Manager Matt Wheeler, who gave the garrison leaders a windshield tour of the central receiving and shipping point, railhead, wash rack, fuel point, base operations, fire station and numerous contractor operations. “I’m glad Colonel Edwards and Command Sgt. Major Waterhouse took time out of their busy schedules to visit our installation to hear what we do, meet our professionals and learn how we contribute to the U.S. Army Europe mission.” At the end of the day, the commander said he was impressed with the missions and the people at both installations. “There is a great geographic dispersion between our critical resources, and we work diligently to pull all of that together and make our complete operation effective,” Edwards said. “More than anything, the quality of our individuals we have at our facilities is second to none and the reason they run so seamlessly is due to their effort. Over my 22-year career, I’ve seen few locations that can match the professionalism that I see at these remote sites. They are secured, protected, efficient and they are in great hands.”

Sembach holds annual fair this weekend Sembach will hold its annual fair Aug. 25 to 27 in the main square next to the restaurant Zum Kochlöffel also known as Wooden Spoon. The official opening of the fair will be on Saturday at 7 p.m. with a performance by the United States Army Europe Band & Chorus followed by the tapping of the keg at 7:30 p.m. The band XXL Steirer will put on a free performance for the crowds from 9 p.m. playing a varied repertoire, including oldies, and German and international pop and rock music. Celebrations start on Sunday with an ecumenical worship service at 10:30 a.m. Sembach Music Association will entertain visitors with

a musical program along with a performance by the Kindergarten Sonnenblume. The traditional Kerwe parade will wind its way through the streets of Sembach with walking acts and tractor-pulled floats starting at 2 p.m. Kalli Koppold will entertain visitors with his musical program in the afternoon, when visitors can enjoy a large German-style cake buffet. The final day of the fair starts Monday at 11 a.m. with the traditional Frühschoppen, or morning pint, with music by the band Tiede und Seine Freunde. Food and beverages will be served throughout the whole weekend. The fair is free of charge on all days. Sembach is looking forward to celebrating their Kerwe with you this weekend.

Ticks in Germany by The Find-It Guide Summer time in Germany is a great time of year and everyone has “the bug” (no pun intended) to get outside and enjoy everything the parks, forests and open-air venues have to offer. Unfortunately there are nasty bugs looking to hitch a ride on you or your pet called “Zecken” (the German word for ticks) which can carry such diseases as Lyme disease, ehrlichiosis, Rocky Mountain spotted fever and viral diseases. If you have heard that ticks drop on you from trees, it is an old wives tale. They don’t drop or jump but actually happen to catch on to your clothes by accident. Since they feed on animals, the fact that they end up on you is only by chance. They are attracted to a difference in CO2 levels and temperature shifts. Tick saliva contains an anaesthetic, which means a bite may go unnoticed. Ticks will wander around on your body for hours looking for a place to feed, so you should constantly keep an eye out for ticks after you have come inside from the outdoors. They tend to like places like your scalp, groin, underarms and behind the knees. Read more on last page of Properties section

If you are trying to identify a bite, a characteristic bull’s-eye skin rash occurs in 80 percent of people. The easiest way to prevent tick bites is to avoid wooded areas, leaf litter, high grass, weeds and brush. If you can’t avoid these places because you love the outdoors, we have put together some helpful tips that may help you defend against exposure. • Use a repellent containing 20%-30% DEET or 20% Picaridin. Re-apply according to manufacturer’s directions. (As with anything you apply to your skin, you should consult your doctor). • Clothing that is lighter in color will help identify ticks when they jump on to you. Long sleeves and pants are recommended. • Tuck your pants into socks. (Although this isn’t fashion forward, it is safer!) • Apply repellent to your clothing as well. • Stay on the trail when you are in the woods. Venturing off into grassy areas and dead leaves increases exposure as this is where ticks love to live. • Don’t sit on the bare ground. Use a blanket or covering. • Do a tick check before, during and after activities outside (this includes Fido). • Apply sunscreen first followed by the repellent (preferably 20 minutes later). Living History in the Black Forest

Along the Black Forest Autobahnstraße, about an hour and a half from Stuttgart, nestled in the Black Forest is the little valley town of Gutach. With a recommendation from the USO and some friends, we visited the Schwarzwälder Freilichtmuseum Vogtbauernhof. This living history farmstead of over 400 years old is interactive and fun! My friend Betsey and I brought our older children for kicks and we had a hard time pulling them away. Normally I would say this is a good pick for younger children, but I would be wrong. It’s great for everyone! Interactive Open-Air Museum

I think hands-on is the best way to learn. A great place for a field trip, the park was filled with children seeing, hearing, saying and doing all kinds of 17th century craft and artisan work. This living history museum also has daily demonstrations during the summer from hand-made crafts, cooking, and milling from the early 1600 to 1700 periods. There are over 16 out-buildings and eight farmhouses to see and experience

Click on DB Bahn for train information. It was a beautiful ride through the Black Forest but a few winding roads. My daughter used her sea bands against motion sickness and then she was fine.
