Allow me to open by thanking you all for supporting our 50th Annual Scholarship Awards & Dinner Dance Each year we come together to provide financial support for our young people who are the best and brightest. We are pleased with our honoree lineup and the implementation of a new award, "The Timothy Pearson Leadership Award", which will be awarded to the Senior Advisor to the Mayor on Public Safety, Timothy Pearson. Mr. Pearson is being acknowledged for his nearly 40yearsofadvocacyforissuessurroundingofficersofcolor Mr Pearsonhasparticipatedin deliberations,fraternalorganizations,andlawsuitsinthebattleforafairersystem,whilealso servingaspastPresidentofNOBLENYchapter.
Deputy Commissioner Tarik Sheppard, Man of the Year, is being acknowledged for his steadfast commitment in assuring fair representation anywhere he works. Commissioner Sheppard has provided career opportunities to many young officers and supervisors who ordinarily would not have received certain opportunities Next, we have Captain Julieann Stapleton, Woman of the Year, who is being acknowledged for her leadership as the President of the NOBLE NY chapter. Under Captain Stapleton's leadership, NOBLE NY has playedacrucialroleinadvocatingandencouragingtheadvancementofcareersofmany membersofservice.
We honor both Inspector Victoria Perry and Director Tennille Williams with Community Service Awards for their contributions to the communities of NYC, through events, programmingandtheirmeaningfuloutreach. Additionally,weacknowledgebothInspector Kevin Taylor, Presidential Award, and Assistant Commissioner Andy Shiwnarain, Civilian of the Year Award, for the work they are doing in the School Safety Division. Inspector Taylor and Commissioner Shiwnarain each work tirelessly to assure fair representation and treatmentofSchoolSafetyAgents,whileassuringpositivequality-of-lifestandardsfortheir staff The School Safety Division is composed of approximately 90% minorities with a large concentrationbeingwomenofcolor
Lastly, we salute Humanitarian Award honorees Inspector Terrell Anderson and Sergeant Farah Quisenberry. Inspector Anderson is being acknowledged for his unwavering commitment to assuring the hiring process is fair and equitable. Under his leadership, the Candidate Assessment Division has taken several strides in the right direction with a more streamlined and fairer hiring process Sergeant Quisenberry is being acknowledged for her humanitarian work at the Police Academy Sergeant Quisenberry has been a Godsend for herpeersandrecruitsservingasamentorandguide.

Rodney Bryant, a more than 15-year member of the National Organization of Black Law Enforcement Executives, is the organization’s 46th national president Hepreviouslyservedasfirstvicepresidentandsecondvicepresident,aswellas sergeant-at-arms for both the national office and the Georgia Chapter. He also served as the planning committee chair for the 2017 Annual Exhibit Training and ConferenceinAtlanta,Georgia.
HejoinedtheAtlantaPoliceDepartmentin1988.Duringhiscareer,heclimbedthe ranks, serving as a patrol officer, senior police, sergeant, lieutenant, assistant commanderandmajor.Highlightsofhiscareerincludeleadingthecommandof Super Bowl LIII in 2019 and the College Football Playoff Championship in 2018. He retiredin2022asthe25thchiefofthedepartment.
In alignment with 21st Century Policing, which asserts that law enforcement agencies must be well-trained and sensitive to the needs of the communities they serve to be effective, Bryant supports training that is tailored for each agency. He is also committed to bold leadership with respect to reducing gun violence, addressing the issue of missing and murdered women and children of color,andlawenforcementrecruitmentwithaneyetowardmiddlemanagement andmentoringforleadership.
Bryant earned a bachelor’s degree in criminal justice from Georgia State Universityandamaster’sdegreeinadministrationatCentralMichiganUniversity. Additionally,heisagraduateoftheFederalBureauofInvestigation(FBI)National Executive Institute and is an active member of the International Association of Chiefs of Police (IACP), the Major Cities Chief Association (MCCA), the Georgia Association of Chiefs of Police (GACP), Atlanta Metropol, Inc., and the Atlanta UrbanAreaSecurityInitiative.

Established in 2023, The William H Johnson Scholarship named after the 7th President of the NYPD Guardians Association. William H Johnson Jr was the only AfricanAmerican in the Police Academy class on June 9, 1941. Military service interrupted his lawenforcementcareerfrom1943-1945.WhileintheArmy,hebecamethefirstBlack officertobeassignedtotheMilitaryServiceBureauin1943. Inspector Victoria Perry currently serves as the Commanding Officer of the NYPD’s Community Affairs Bureau. This bureau plays a crucial role in strengthening policecommunity relations, mainly by opening and maintaining communication channels withlocalresidents,clergy,visitors,andvariousciviliangroups
Beginning her journey with the NYPD in 2004, Inspector Perry’s career trajectory is notable for its diversity and progression. After graduating from the Police Academy, she initially served in Transit District #2, followed by assignments in Transit District #20 and the School Safety Division. Her varied roles during this period laid a solid foundation for her subsequent promotions. In 2009, Perry advanced to the rank of Sergeant,takingonresponsibilitiesatthe115th,104th,110thPrecincts,andagaininthe School Safety Division. Her leadership skills were further recognized in 2014 with her promotion to Lieutenant, where she notably served at Transit District #32 before being appointed as the Commanding Officer of the Personnel Orders Division, Uniform Assignment Unit. Inspector Perry’s ascent continued in 2017 when she was promotedtoCaptain.SheinitiallyservedastheExecutiveOfficerinthe94thPrecinct andshortlythereafterinthe79thPrecinct.
In 2019, her leadership qualities and extensive experience culminated in her appointment as the Commanding Officer of the 104th Precinct Academically, Inspector Perry is equally accomplished She holds both an undergraduate and a graduatedegreefromtheJohnJayCollegeofCriminalJusticeandisadistinguished alumnus of the FBI National Academy. Andy R Shiwnarain, joined the New York City Police Department in May 2014 as Director of the Budget Unit in the office of Deputy Commissioner, Management and Budget (DCMB). In October 2016, he was designated as Director of Project Financial Management in the Project Management Office (PMO). In May 2019, Mr. Shiwnarain was promoted to Executive Director of Administrative Operations at the School SafetyDivision.
Prior to joining the NYPD, Assistant Commissioner Shiwnarain worked at the Mayor’s Office of Management and Budget in the Miscellaneous Revenue Taskforce. In his most recent role as Executive Director of Administrative Operations at the School Safety Division, Mr. Shiwnarain managed the personnel and expense budget, procurement, payroll, employee evaluation, and timekeeping functions. As Director of Project Financial Management in PMO, Mr. Shiwnarain helped to develop projects aimed at resolving challenges relating to planning, policy, and program implementationthroughouttheDepartment.Mr.Shiwnarainalsohelpedtomanage the full life cycle of major improvement and priority initiatives, with a focus on financial impact. As Director of the Budget Unit in DCMB, Mr. Shiwnarain facilitated themanagement,preparation,andadministrationoftheDepartment’scity-tax-levy expenseandrevenuebudget
Assistant Commissioner Shiwnarain attended NYC Public Schools throughout QueensincludingP.S14(elementary),I.S61(middleschool),andconsidershimselfa proudalumniofJohnBowneHighSchool.Additionally,heholdsaMasterofBusiness Administration degree in Strategic Business Management from the Zarb School of Business at Hofstra University and a Bachelor of Business Administration degree in EconomicsfromtheZicklinSchoolofBusinessatBaruchCollege.

Inspector Terrell Anderson was appointed to the New York City Police Department inJanuary2004.HisfirstassignmentaftercompletingthePoliceAcademywason patrol in the 23rd precinct. He was promoted to Sergeant in February 2009; LieutenantinAugust2013;Captainin2016,DeputyInspectorin2019,andInspector in2021.
InspectorAndersonhasservedinthe23,83,77,79,73,75aswellasBrooklynSouth Narcotics, Brooklyn South Gang Squad, Patrol Borough Brooklyn North Anti-Crime, andthePoliceAcademy. HeheldthetitleofCommandingOfficerinthe69thand 73rd Precincts. Both times leading the commands to be awarded Unit Citations. HeiscurrentlytheCommandingOfficeroftheCandidateAssessmentDivision.
In his current function, he has been tasked with overseeing the recruitment and hiring of Police Officers, Police Cadets, School Safety Agents, Traffic Enforcement Agents, and Police Communications Technicians. He has placed an emphasis on making sure hiring practices are fair, equitable, and efficient ensuring the DepartmentisreflectiveoftheCityitserves.

Farah Quisenberry became a NYPD Officer in 2002. She was first assigned to the 120 Precinct until 2009. May of 2009 she was transferred to the 105 Precinct for a durationof10years Duringhertimeworkingatthe105Precinct,sheobtainedher master’sdegreeatMonroeCollegeinCriminalJustice.InDecemberof2019newly promoted,SergeantQuisenberryhassupervisedinPSA5andthe113Precinct.She currentlyworksinthePoliceAcademyasaSocialScienceInstructor.
Sergeant Quisenberry’s love for teaching is depicted by the 110 percent of time, support, and energy she invests daily in the recruits She emphasizes the importanceofofficerstreatingthecommunitywithempathy,respect,anddignity by doing the same to recruits at all times. To Sgt. Quisenberry, every recruit that raises their hand and recites the oath is a new member of her family, the NYPD family!

In January 1981 Timothy Pearson was sworn into the New York City Police Department and after graduatingfromthePoliceAcademy,hebeganhispatrolcareerintheBushwicksectionofBrooklyn.It wasinthisdiversecommunitythatMr.Pearsonacquiredhisdrive,love,andaffinitytoworkwithyouth, schools, and community organizations. His police experience in Bushwick enabled him to develop the “art” of policing with Courtesy, Professionalism, and Respect He was promoted to Sergeant in November 1985; Lieutenant in 1989; Lieutenant Special Assignment in September 1994; Captain in September 1999; Deputy Inspector in December 2001; and Inspector in December 2004 He has been assignedtothe73rd,81st,83rd,88th;and94thPrecincts;HighwayPatrol,StreetCrimeUnit,Intelligence Division,AutoCrimeDivision,CriminalJusticeBureau,LegalBureau;andPatrolBoroughQueensSouth. He has served as the Executive Officer of the 73rd Precinct and the Police Service Area #2 of the Housing Bureau. He is the former Commanding Officer of the Criminal Justice Bureau Investigations Unit,PoliceServiceArea#2,andthe88thPrecinct.
Mr. Pearson is extremely proud of the 88th Precinct H.E.L.P. program (Help Encourage Leadership Potential) which he is a founding member of The HELP program is a community-based program designedtodeveloptheleadershipandeducationalpotentialofdelinquentjuvenilessothattheymay avoid criminal activity, truancy, and/or incarceration
Mr Pearson throughout his career has fought against injustice, inequality, and racism, and he has advocated for diversity, and fair treatment for all members of the NYPD and NYC Communities. Over the years he has been instrumental in changing NYPDpolicies,practices,andproceduresthatadverselyimpactpeopleofcolor.
InJune2011,after31yearsofdedicatedanddistinguishedpoliceserviceforthecitizensofNewYorkCity, inhisfinalrankasInspector,PearsonembarkedonanewcareerandjoinedtheGentingCorporationat “Resorts World Casino New York City” as the Vice President of Public Safety. In June 2022, Mr. Pearson joined NYC Mayor Eric Adams administration as the Senior Advisor to the Mayor for Public Safety and COVID-19Relief
Mr Pearson is a computer enthusiast, who enjoys teaching, mentoring, reading, traveling, and has developed a love for photography. Although he has a demanding work schedule he loves spending timeandvacationingwithhischildrenTimothyJr.,Timika,andTimmell. Mr. Pearson believes “to whom much is given, much is required”, that is why he supports, loves, and givesbacktohiscommunityandorganizations.

He is highlyqualifiedinpersonnelaffairs,resourcemanagement,publicsafety,schoolsafety, and emergency response. He is skillful in public speaking and community relations. He possessesastrongworkethicanduncompromisingdevotiontoservice.

Captain Julieann Stapleton is an exemplary leader and a dedicated public servant who has devoted her life to improving the lives of others. She joined the New York City Police Departmentin2007androsethroughtheranks,servinginvariouscommandsandunits,such as the Deputy Commissioner of Strategic Initiatives, Deputy Commissioner of Collaborative Policing, and the 24th Precinct. She has received numerous awards and commendations, including the NYPD Excellent Police Duty Award, the NYPD Elliot Humbard Award, the First Responder’s Children Foundation Community Hero Award, and the NOBLE Louis G. Raiford Award. She is currently the Executive Officer of the 24th Precinct, where she assists in overseeingthedailyoperationsandmanagementofthecommand JulieannStapletonisnotonlyaremarkablepoliceofficer,butalsoapassionateadvocatefor womenandcommunities.Shehasfoundedandledseveralinitiativesandorganizationsthat aimtoempower,support,andmentorwomen,especiallythoseinlawenforcement.Sheisthe founder of the S.U.P.E.R.Women Project, a movement that promotes mental health and wellness for women in law enforcement, and the host of the Annual Superwomen’s Empowerment Brunch, an event that celebrates and honors women who have made significant contributions to society. She is also the president of the New York Chapter of the National Organization of Black Law Enforcement Executives (NOBLE), an organization that fosters collaboration and community engagement among law enforcement professionals and the people they serve. Under her leadership, NOBLE has conducted various community outreach efforts that have impacted hundreds of individuals in vulnerable communities acrossthecity.
Julieann Stapleton is a proud immigrant who came to New York City from Trinidad and Tobago at an early age. She grew up in Jamaica, Queens, and attended the NYC Public school system She graduated from Brooklyn Technical High School and CUNY Queens College,wheresheearnedabachelor’sdegreeinpoliticalsciencewithaminorconcentration inUrbanAffairs ShelaterreceivedanNYPDscholarshipandaneducationalleaveofabsence to pursue a master’s degree in criminal justice and a graduate certificate in Emergency PreparednessfromSUNYAlbanyCollege.ShealsograduatedfromtheFBINationalAcademy, an elite program that provides advanced training and education to law enforcement executivesfromaroundtheworld.

NYPD Deputy Commissioner of Public Information Tarik Sheppard leads what is widely consideredtobeoneofthelargestandbusiestpressofficesingovernment.A19-yearveteran of the police department, Deputy Commissioner Sheppard served in a variety of key assignments over the course of his career, most recently as Commanding Officer of the 28th Precinct in Harlem – where his performance was recognized with a promotion to the rank of Deputy Inspector. Prior, he managed a specialized team in the Police Commissioner’s Office responsibleforliaisingwithdiversecommunitiesacrossthefiveboroughsofNewYorkCity He also held several advisory roles with department executives, including the Chief of Department,theNYPD’shighestuniformedrank
Deputy Commissioner Sheppard began his policing career as a patrol officer in 2004 in the 47thPrecinct,coveringtheWakefieldsectionoftheBronx.Hisrisethroughtheranksbeganwith a promotion to Sergeant in 2010, followed by Lieutenant in 2015, Captain in 2020, and, most recently,DeputyInspectorin2023.HewasnamedDeputyCommissionerofPublicInformation in August 2023. Previously, Deputy Commissioner Sheppard spent several years as a lieutenant in the public information office, In that capacity, he played a pivotal role in DCPI’s response to many high-profile emergencies, including the fatal rental truck terrorist attack along the West Side bike path in Manhattan, the unsuccessful suicide bombing inside a Port Authority subway station pedestrian tunnel, the fatal active-shooter incident inside BronxLebanonHospital,themassshootingonasubwaytraininBrooklyn,andtheseriesofepisodes inwhichimprovisedexplosivedevicesweresentviaU.S.mailtomultiplelocationsacrossNew YorkCityandthenation.DeputyCommissionerSheppardalsohelpeddevelopafull-daypress relations training course for all newly promoted NYPD captains, and coordinated the disseminationofpublicsafetyinformationandtheongoingarmedconflictbetweenIsraeland Palestinian militant groups. He has also helped manage the NYPD’s response to policeinvolvedshootings,includingincidentsinwhichofficers'livesweretragicallylost.
Deputy Commissioner Sheppard attended Southern New Hampshire University, where he earned a bachelor’s degree in business administration while playing NCAA Division II basketball – and leading his team to two Northeast-10 Conference Championships. Later, between 2004 and 2011, he and his police department teammates won six Police Commissioner’s Basketball League championships. He also holds a master’s degree in public administrationfromMaristCollegeandisagraduateoftheprestigiousFBINationalAcademy. CommissionerSheppardhasbeenrecognizedmanytimesforexcellentandmeritoriouspolice work,havingthreecommendations:twoforactsinvolvinggravepersonaldangerandonefor communityservice.
