Message from the Chair of the Board of Directors

On behalf of the Board of Directors of the Cecil County Chamber of Commerce, I am excited to introduce you to our annual Community Guide and Business Directory. We are proud to publish this book each and every year to showcase what Cecil County has to offer. Whether you work here, live here, or play here, you know that this is a special place. We also truly believe that this is an ideal place to grow your business.

The lifeblood of a community is its businesses and those who support them. The Cecil County Chamber of Commerce is proud to support its nearly 500 member businesses and the 15,000-plus people who are employed by those businesses. The number of new businesses in the county is continuing to grow every day, and we couldn’t be more excited about the opportunities that are in front of us. The strategic partnerships that the Chamber has with the Office of Economic Development, our corporate partners, and other organizations allow us to continuously look to the future in enhancing the quality of life in Cecil County. We take pride in our efforts to be the voice of our business community. Our open dialogue with local elected officials and legislative advocacy to push our agendas to benefit our business community does not go unnoticed. It

is our commitment and a Chamber priority to do so.

There are many different ways to leverage your membership with the Cecil County Chamber of Commerce. Whether it be networking events like business card exchanges or joint Chamber mixers, roundtable focus groups, educational seminars, or major events like Cecil Night in Annapolis, there is something for every member to participate in and benefit from. I will conclude my message with this. Cecil County is a wonderful place. The beauty of it is what strikes me. From the rolling hills to the waterways that attract the fishing enthusiasts and boaters, the charm of the main streets and the amazing waterfront establishments that bring together the locals and tourists, we have much to be proud of. I encourage you to utilize this guide to explore and appreciate what this place has to offer.

Message from the President/CEO

2018 was a banner year for the Cecil County Chamber! From January through December we welcomed 126 new members. Debbie Brown, our Member Services Director, introduced businesses of all sizes to the many benefits of being a member, while our first-ever membership event, CecilStrong, brought in even more members in November. We ended the year with the most members we’ve had in many years.

A new special-interest peer group was introduced: the Direct Sales/Network Marketing Roundtable. To our knowledge, we’re the only Chamber to host a special program for these self-employed professionals. Our smaller, more focused groups utilize all of what the Chamber does well for the larger group, cultivating and inspiring “micro group” opportunities for making meaningful connections. Watch for more of these groups in 2019.

Two new events were introduced in 2018. The Pirates & Pearls Gala was held in June in recognition of our 30th anniversary, and the Wonderland of Wreaths was our first event co-presented with the Cecil County Arts Council.

History of Chamberthe Supporting Local Business for Over Three Decades

In the 1920s, chambers of commerce were established to serve as economic development entities, helping businesses grow, supporting an educated workforce, establishing practices for workforce development, and steering business-friendly legislation.

The Cecil County Chamber of Commerce began as a subsidiary of the New Castle County Chamber in Delaware. It was formed primarily as an outlet for the New Castle Chamber’s insurance sales program in Maryland.

In 1987, the Board of Directors of the Cecil County Chamber voted to declare independence from the New Castle County Chamber, and a part-time Executive Director was hired. On January 1, 1988, the Cecil County Chamber became a completely autonomous entity.

Through the efforts of several influential Cecil County citizens, a capital campaign was organized. Approximately $30,000 was donated by local government and businesses. These monies, along with the charter members’ initial dues investments, enabled the Chamber to survive for the first couple of years, while becoming established and developing its own programs and fundraising activities.

In 2017 the Chamber was named a “Most Small Business Friendly Chamber” by the Maryland Small Business Administration.

Today the Chamber’s membership is approaching 500. The organization is governed by a Board of Directors consisting of local business representatives. The President/CEO and two full time employees perform the day-to-day responsibilities.

Cecil County’s local business community has needs and interests similar to those who were served by the very first chambers of commerce nearly a century ago. The Board, staff and volunteers of the Cecil County Chamber of Commerce are committed to meeting those needs and helping our member businesses grow and prosper.

Beautiful Cecil County is tucked along the upper banks of the Chesapeake Bay, midway between Philadelphia and Baltimore. Two hundred miles of shoreline, open space, eight incorporated and inviting towns, and wonderful rural attractions make Cecil County a great place to spend a day…or a lifetime.

Cecil County’s location on Interstate 95 provides easy access to the Mid-Atlantic region, as well as to BWI and Philadelphia airports. While being located in the midst of a heavily populated corridor, the County offers an oasis of green, with 15,000 acres of pristine parkland and special charm. The views are spectacular, and its personality is enchanting.

The eight incorporated municipalities within Cecil County are Cecilton, Charlestown, Chesapeake City, Elkton, North East, Perryville, Port Deposit and Rising Sun.

A Message from our County Executive

Moving Forward

Charter Government continues to evolve in Cecil County as we commence year seven. This past December 3, 2018, the newly elected County Council was sworn in, and then the members selected Bob Meffley as Council President and Jackie Gregory as Vice President. I look forward to working with them as well as members George Patchell, Al Miller and Bill Coutz. We must work synergistically between the executive and legislative branches of government to ensure that we do not lose the momentum achieved in 2018, but actually accelerate our successes as we move forward in 2019.

It is an old cliché but “it takes a village” is a value long demonstrated by all Cecil County entities. Local, state and municipal governments, along with public agencies and private sector businesses and organizations, must contribute all resources to keep our commercial, industrial and residential growth moving in a positive direction, along with the creation of a 21st-century workforce to fill jobs now, and in the future. We will strive to provide the highest quality K-12 and higher education programs to equip our citizens with the knowledge and skills required in this technical age. Varied health and wellness activities of all types

will be increased to address varied quality of life needs that all deserve, regardless of age or socio-economic status.

LOCATION AND TRANSPORTATION

Strategic Access to Key Markets

Cecil County’s desirable Mid-Atlantic location on the Interstate 95 I-95 corridor in northeastern Maryland has made it one of the region’s most sought after business locations. Situated midway between the metropolitan areas of Baltimore and Philadelphia, Cecil County’s strategic location offers businesses overnight access to markets in New York, New Jersey, Pennsylvania, Delaware, Virginia and Washington, DC. Cecil County’s well-developed transportation system offers easy access via land, rail and water.

On November 14, 1963, President John F. Kennedy came to Cecil County to dedicate the area’s first modern-day toll road. Today I-95, along with US Route 40, supports the Growth Corridor. Three interchanges Perryville, North East and Elkton provide direct access for each of the County’s eight commercial industrial parks.

Main lines for CSX and Norfolk Southern railroads, plus

Amtrak commuter lines, provide vital rail transportation linkages.

The Chesapeake and Delaware (C&D) Canal provides easy connections to the Chesapeake Bay and the Port of Baltimore for both commercial transport and leisure travel. Millions of tons of cargo are transported through the Canal annually. The US Army Corps of Engineers project office is located in Chesapeake City, along with the C&D Canal Museum and the Bethel Bridge Lighthouse.

Scheduled air service is available one hour south of Cecil County on I-95 at the Baltimore/Washington International Thurgood Marshall Airport BWI, and 45 minutes to the north on I-95 at the Philadelphia International Airport PHL. Air service is also available at the New Castle Airport in nearby Wilmington, DE. Claremont Airport Cecil County Airport, south of the town of Elkton, has a 2,600 foot runway.

CECIL COUNTY GOVERNMENT

Dynamic, Efficient, Responsive

On November 2, 2010, the citizens of Cecil County voted to switch to a charter form of government. This allowed them to establish a more dynamic, efficient, and responsive form of County government, and empowered them to exercise greater local authority to govern. Charter government allows for the separation of the executive and legislative branches. Both the County Executive and County Council serve four year terms. Cecil County’s first County Executive was elected on November 6, 2012. The Council is comprised of five County residents who reside in their respective districts and are elected at large by the Cecil County voters. The Council members choose a President and Vice President from among their members. The General Fund budget for Cecil County for fiscal year 2019 was adopted at $195.3 million. Property taxes account for 60 percent of the County’s revenues, while 32 percent comes from local income taxes. Budgeted expenses for fiscal 2019 include $126.5 million (65 percent of the total budget) for transfers and intergovernmental expenditures, and $44.5 million (23 percent) for salaries and fringe benefits. The County budget also supports the community’s high quality of life through outstanding citizen service programs, over 200 miles of shoreline, and 15,000 acres of parkland.

Gail Jusiewicz, Independent Consultant for Tastefully Simple

Gail Jusiewicz calls Tastefully Simple a “delicious company to work for.” And indeed, the website is sure to wake up your tastebuds with all kinds of sauces, seasonings, dip mixes and ingredients for breads and muffins, along with many other foods designed to help you cook creatively.

Jusiewicz started with the marketing company that sells food products while she was working as an IT professional for Delmarva Power in Newark, DE. She held both jobs simultaneously for seven years, and when she retired from her information system position, she took on the Tastefully Simple consultant job full time.

Jusiecwicz discussed the origin of the direct sales company. “It was founded by a woman [Jill Blashack Strahan in 1995] who was selling gift baskets, and she realized that the people were more interested in what was in the baskets for themselves than in giving them for gifts. She actually started in a shed with no running water … She really didn’t have a dime to her name.”

And the rest is history. Products are now offered through a network of independent commissioned distributors. Tastefully Simple is a member of the Direct Selling Association.

“I’ve been with Tastefully Simple for nine years, and when I started out, it was pretty much a party company, party food for having people over, entertaining,” Jusiecwicz said. “Then about five years ago, they started getting into meal preparation, and now we have meal kits.”

One advantage to this approach is the ability of the customer to swap out a particular ingredient for something else that’s better suited to his or her taste. For instance, non-beef eaters can swap out for ground turkey. “It’s very versatile that way,” Jusiewicz added.

At one time, customers were unable to order off the website. “In the beginning, consultants used to have to carry such an inventory, and I don’t know when that went away,” she said. “I do carry an inventory, but that’s my choice. I do a lot of events and stuff, and people just want to take the products and go. So that’s why I carry an inventory.”

So, does the easy availability of online transactions minimize the consultant’s role? Jusiewicz said each method has its advantages.

“Let’s say I bought something and I forget why I bought it; I don’t know exactly what to do with it,” she said. “That’s where I come in. Because I walk the walk and talk the talk. Ninety-eight percent of my cooking is with Tastefully Simple. It may not be the bulk of the meal, but there’s something in there, even if it’s just spices. So I can educate people.”

As important as the website is in disseminating information about Tastefully Simple, another marketing tool that’s more fun and effective is the sampling party. “I do home parties so people can sample things, and the host will get a sample kit, then they’ll prepare what’s in the kit,” Jusiecwicz said.

Jusiewicz began her relationship with the Cecil County Chamber of Commerce at an event for Immaculate Conception School in Elkton, when Chamber President Bonnie Grady saw her performing her duties as co-chair for the vendors at the bazaar.

“She watched me working,” Jusiewicz said, “and she came up to me and said, ‘Would you be interested?’ I had just retired from my day job, so I said absolutely, because I am business-minded, and being involved with the Chamber gives you access to businesses and non-profits.”

Jusiewicz helped organize their Direct Sales/Network Marketing Roundtable, which launched in January 2018, and she chairs the monthly meetings. With her experience, savvy and energy, she has become an integral part of the Roundtable members’ success.

GROWTH AND DEVELOPMENT

Population

According to the US Census, the population of Cecil County was 101,108 in 2010. The American Community Survey estimated Cecil County’s population to be 102,746 as of 2017 and it is expected to increase by nearly 40 percent to 142,550 residents by 2045.

Cecil County’s population growth rate is expected to be the fourth highest among Maryland counties over the next 30 years.

Real Estate Markets

According to Costar analytics, in December 2017 Cecil County’s industrial, flex, and office vacancy rates were 2.6%, 8.4%, and 10.7%, respectively. Recent industrial development in Cecil County accounts for more than half of all construction inventory for the entire Central Maryland area. Cecil County has seen job growth of nearly 10% over the past two years, with companies such as Amazon, Medline, Fortress Steel, and Northrop Grumman creating jobs in a diverse mix of industries.

Enterprise Zones

Enterprise zones provide tax incentives to both property and business owners and are an important economic development tool used to recruit businesses. In 2018, Cecil County’s Enterprise Zone was expanded to include the Chesapeake Overlook site in Perryville and the Nazerne Camp Road area of North East.

Looking forward

Cecil County — graced with natural beauty, an ideal location halfway between Washington, D.C., and New York, and a diverse mix of businesses — has been traditionally viewed as a “bedroom community” between job centers like Baltimore, Wilmington and Philadelphia. But that is in the past.

The county has seen unprecedented job growth over the past two years. While institutions such as Orbital ATK (now Northrop Grumman Innovation Systems), WL Gore, and Cecil College have been in Cecil County for more than 170 years combined, new employers such as Amazon, Fortress Steel, Medline and others have grown the county’s job base by nearly 10 percent over the past two years.

Cecil County’s economy isn’t just poised for growth, it is growing. And we want more.

Skilled labor availability

Workforce is the most critical factor for business success. Workforce issues such as the opioid crisis, finding employees with historically low unemployment rates, engaging the millennial population, and promoting career prep (versus college prep) for a strong talent pipeline are discussed nationally, regionally, and locally.

When considering whether an area would make a strong business location, companies tend to focus on eight factors: skilled labor availability, highway access, land availability, labor costs, major market proximity, building availability, infrastructure, and incentives.

Under County Executive Alan McCarthy’s leadership, the Cecil County Office of Economic Development’s focus is on promoting and building on Cecil County’s strong position in these factors. Looking forward, the county will become an even stronger place to do business.

The Cecil County Office of Economic Development, Cecil County Economic Development Commission, Cecil County Chamber of Commerce, Susquehanna Workforce Network, Cecil College, Cecil County Public Schools, and Cecil County Public Library all champion workforce issues in some way. These organizations need to include the local business community and collaborate more – it can only help.

When evaluating workforce availability, businesses look at a region typically around 40 miles or 40 minutes in radius. Boundaries such as county lines, rivers and state lines do not come into play. While Cecil County is not on an island, given its proximity to population centers such as Harford County and New Castle County, we must all

collectively ensure that Cecil County can provide a workforce that is ready for the jobs that are here today, and for the jobs that coming in the future.

Employers such as the trades and manufacturers can struggle to find skilled, available talent. These jobs offer good pay, full benefits and a strong career path. Cecil County must continue connecting young, hardworking talent with these opportunities.

The Cecil County Public School System, particularly its School of Technology, is a tremendous asset. Stronger collaboration between the school system and employers is needed to connect the young people graduating from Cecil County’s schools with opportunities in the county’s business community.

With the influx of jobs over the past two years, more coming in the near future, and an unemployment rate under 4 percent, Cecil County must focus on both developing a workforce pipeline and attracting a new workforce to live in the county.

Quality of life

Cecil County is projected to see a population growth of roughly 10 percent by 2025. New residents have expectations – a safe community with good schools, places to shop, and things to do. We need to continue making Cecil County a great place to live. An excellent quality of life is essential to attracting the workforce necessary for jobs currently in the area and jobs that will come in the future. The county is catching up to its neighbors as it relates to services and things to do. Nevertheless, we have a long way to go. Retailers decide to locate to a community for one reason: rooftops (that is, how many people live there).

Cecil County’s relatively low population creates a nasty

cycle – without retail options, there are not residents. Without residents, there are not retail options.

When the county’s low population is factored in with its proximity to tax-free shopping in New Castle County (and how many retailers have located there already), Cecil County is at a distinct disadvantage. We must work harder to bring in new retailers, whether they be new clothing stores, fast-casual restaurants, or family-oriented entertainment options like movie theaters or trampoline parks. An influx of new residents coming after the newly created jobs in Cecil County will definitely help.

Industrial land and building availability

Land availability in the growth corridor is a key competitive advantage Cecil County has over its neighbors.

While other nearby counties are nearly built out, Cecil has many opportunities for business growth and other development. The importance of this cannot be stressed enough. Other jurisdictions have large industrial sites that are a long distance from I-95, or sites that face costly redevelopment in order to be development-ready. Site readiness was a prime reason that Great Wolf Lodge chose Perryville’s Chesapeake Overlook site over other locations in the

region. Having greenfield sites queued up is a major plus for the county.

Cecil County is also home to business parks that are rich with opportunity. Industrial parks, such as Peninsula and Triumph, have seen interest from outside businesses in the past year. Bainbridge, the 1,000-plus-acre former naval training center overlooking Port Deposit and the Susquehanna River, has recently made progress towards commercial development that’s been decades in the making.

When discussing large business parks in Cecil County – or anywhere on the East Coast, for that matter – the conversation always comes back to Principio Business Park. With approximately 6 million square feet either built or under construction, and the likes of Amazon, GE, Medline, and

Restoration Hardware already calling it home, Principio is already a major jobs center. It is not close to meeting its potential, however. Over the next 10 to 20 years, Principio could see an additional 14 million square feet, making it a $2.5 billion project with 20 million square feet total, providing more than 8,000 direct jobs for Cecil County.

Highway access

Cecil County’s economy is blessed by the fact that I-95 and Route 40 run through the county’s growth corridor. I-95 stretches 1,917 miles from Maine to Florida, and accounts for 21 percent of the nation’s road miles. It connects Cecil County to the largest market in the U.S., the northeastern megalopolis. I-95 is obviously a major trucking route, but it also serves to connect employees to their jobs every day.

Route 40 is the industrial spine of Cecil County, with direct access to employment centers such as IKEA, Principio Business Park and its companies, Northrop Grumman, WL Gore, Triumph Industrial Park, Terumo Medical, and the Upper Chesapeake Corporate Center.

In 2018, Cecil County received a $20 million BUILD grant for development of a new interchange at I-95 and Belvidere Road. This will directly serve Principio Business Park and will relieve routes 222 and 272 from truck traffic. This project is expected to be completed in the next several years, and will offer Cecil County businesses a distinct advantage over competitors.

Infrastructure

Since County Executive Alan McCarthy took office in December 2016, he has pledged to provide the needed infrastructure to allow Cecil County’s growth corridor to reach its full potential. These improvements are the fuel that Cecil County’s business community needs to be successful.

Up and down Route 40, construction zones are evident. These projects — whether they be for a 12-inch natural gas line connecting Elkton to Perryville, or new sewer lines in the areas around North East and west of Elkton — mean progress. Some of this infrastructure has been in planning stages for nearly 50 years.

In the coming year, Chesapeake Utilities will begin natural gas expansion north of Route 40 to Cecil College, Perryville will begin infrastructure connections for the Great Wolf Lodge project, development of a new Port Deposit wastewater treatment plant will start, and Bainbridge will begin to get new water, sewer, and natural gas lines. Continued infrastructure expansion projects such as these are critical to Cecil County’s growth.

Moving forward

Cecil County’s economy has garnered much attention locally and regionally in recent years. The entire business community should be proud of our collective accomplishments, and we must work together to ensure that this momentum continues. The county has come a long way, but our best days are in front of us. Continued infrastructure improvements, a workforce that becomes stronger and bigger, and connectivity of the county’s key sites to major markets by rail and highway, will set the course for a prosperous future economy.

Cecilton

Cecilton owes its existence to August Herman, an immigrant to America in 1633 and subject of heroic legend. He was the builder and first Lord of Bohemia Manor. Herman made several attempts to establish a town named for his friend Cecilius Calvert in lower Cecil County, but, uncharacteristically, he was not successful. Several generations later, a descendant again took up the task and founded a town that survived. That was Cecilton, incorporated in 1864. Located between the Bohemia and Sassafras Rivers, which attract a great deal of seasonal tourism to the town, it is centered at the largest crossroads south of the Chesapeake and Delaware Canal. Cecilton is the hub of community, public facilities and services offered in lower Cecil County. The town continues to provide a hometown look and feel even though it is within close proximity to a growing region. Individuals can enjoy services, benefits and amenities of traditional urban services, but in the middle of the beauty, peacefulness and quiet countryside of rural life. The town is surrounded by farmland that is an important component of its history and economy, much of which has been placed in agricultural preservation programs, ensuring that the town will maintain its rural character. Located where the North East River meets the Chesapeake Bay, Charlestown was an active shipping center in its early days. In 1742 the colonial village became the first incorporated town in Cecil County, and briefly served as the County seat. Although today Charlestown is peaceful and primarily residential, you’ll also find marinas, growing businesses, several restored colonial structures, and a wharf that’s quite a popular place to cast a line and catch a fish. And what a view year round!

Chesapeake City

Once known as the “Village of Bohemia,” Chesapeake City was incorporated in 1839 shortly after the construction and opening of the Chesapeake & Delaware Canal. Today it is the only town in Maryland situated on a working commercial canal. Most of its interesting 19th-century architecture remains intact, and the historic area on the south bank is listed on the National Register of Historic Places. Chesapeake City is a destination town widely known for its unique inland view of ocean-going vessels, proudly preserved and displayed reminders of its history, and friendly hospitality.

Elkton is located on the colonial highway of America. Our country’s forefathers navigated its waterways and traveled its roads when heading north to Philadelphia, or south to Virginia. Once known as Head of Elk named by Captain John Smith, it sits at the northern headwaters of the Chesapeake Bay. Elkton played a significant role in both the Revolutionary War and the War of 1812. Many of the town’s beautiful colonial structures remain today, surrounded by buildings that reflect an active business community. The once infamous “marriage capital” has developed into a thriving economic arena for service and retail industries, several large manufacturers, and Union Hospital. Office buildings, courthouses, the hospital, and retail establishments share space with history in Elkton, which has been the County seat since 1787.

North East

The North East River played a significant role in the early years of this town. Mills were built along its shores, farms prospered, and local fishermen found the area to be rich in stock. One of its churches, St. Mary Anne’s Episcopal Church, dates back to the early 1700s, and has one of the oldest graveyards in the state. Today the neighborly town enjoys a charming renovation and is a tourist destination for visitors who like regional foods, boating, history, and antiques and collectibles shopping. A few miles south of town is Elk Neck State Park, surrounded on three sides by water with a breathtaking view next to the Turkey Point Light House.

Perryville

Along the banks of the Susquehanna River lies the Town of Perryville. An area steeped in history, Perryville boasts Rodgers Tavern, which was frequented by General George Washington in his travels from VA to NY, and the Principio Iron Works, which were destroyed by the British during the War of 1812. Perryville is also a railroad town; the Perryville Train Station (built in 1905) provides MARC services to points south, including Baltimore City and Washington, D.C. Today’s Perryville honors its past while embracing its future. Other area highlights include the Principio Mansion, waterfront communities, two waterfront community parks, travel plaza, Lower Ferry Park, golf course, multiple biking and hiking trails and Maryland’s first casino.

Historic Port Deposit is nestled between granite cliffs and the banks of the Susquehanna River. The tiny village was a place where men made fortunes in granite quarrying and shipping sellable goods on arks and rafts from the “port of deposit” on the waterfront. Fishing was also a big industry with a plentiful supply of shad and rockfish. Port Deposit is a well-preserved, historic, mid-nineteenth century, industrial town, and the architecture is evidence of the artistry and craftsmanship of the period. The commercial waterfront has been replaced with a vibrant residential community, Marina Park, and a new Visitor Center in the restored historic Jacob Tome Gas House that includes a Northern Map Turtle habitat and education center. Come to our town to enjoy boating, fishing, a stroll along the scenic waterfront promenade, and step back in time along historic Main Street to visit our great restaurants and shops.

Rising Sun

Rising Sun got its unique name from an old tavern located in the center of town in the 1700s that had a sign with a picture of a sunrise. Since this was a popular watering hole located at a point where five wagon trails all came together, many travelers and frontiersman were known to say, “We’ll meet at the Rising Sun,” and so the name of the town was established. A little known fact, its beautiful rolling hills and landscape were originally part of the Nottingham Lots of Pennsylvania, and were part of a land dispute between William Penn of Pennsylvania and the Proprietary Governor of Maryland, Charles Calvert, 5th Baron of Baltimore. This border conflict waged for years and was actually known as Cresap’s War. When the Mason-Dixon Line was established and a new boundary line between Maryland and Pennsylvania was created, Rising Sun was officially made part of Cecil County, Maryland. Limestone benchmarks can be found in the area marking the Mason-Dixon Line.

AGRICULTURE

Agriculture is at the core of Cecil County’s rural heritage and quality of life.

Cecil County comprises 222,824 acres, approximately 35% of which is farmland. The working landscapes are devoted mainly to cash grain crops – corn, soybeans, wheat, hay and barley. Other rural land uses include tree fruits, apples, peaches, pears, table grapes and berries, plant nurseries and vegetables.

Year-round vegetable growing is now possible with the use of high tunnels, also known as hoop barns. You may join a Community Supported Agriculture (CSA) operation which allows you to select your fresh products weekly whatever the season.

Traditional U-Pick operations, roadside stands and farmers markets offer fresh picked, seasonal fruits and vegetables.

Warwick Mushroom Farm, the largest operation on one site with almost a half-million square feet under roof, uses the most modern growing technology on their farm in southern Cecil County.

Our climate is great for growing a wide variety of vegetables, fruits, flowers, and ornamental trees, and several large wholesale nurseries transport their products from Maine to Miami and the mid-west, and are even transporting certain plants west to California.

Horses are big business in Maryland, and Cecil County

is home to equine operations of all sizes, including; the Fair Hill Training Center, the most innovative Thoroughbred training center in Maryland; Select Breeders Services International Headquarters; Hassler Dressage’s world-class facility at Riveredge; Winbak Farm - the largest Standardbred operation in North America; Northview Stallion Station – a renown Thoroughbred operation; as well as backyard pastures with individual pleasure riding horses.

Diversification of traditional farming in Cecil County now includes vineyards and wineries, micro breweries and distilleries, fresh milk home-delivered in glass bottles, produce available year-round and pasture-raised meats, poultry and eggs – all available from your local farmer / grower / producer. Cecil County Public Schools is home to over 15,000 students and 2,100 employees. Cecil College

Founded in 1968 to meet the postsecondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for 50 years. With a diverse student population, Cecil College enrolls 3,000 credit students and more than 3,500 non-credit students annually. Cecil offers associate degrees, certificate programs, and non-credit classes.

Classes, taught by qualified faculty, can be taken in a traditional classroom setting with some being offered online. Many of the programs can transfer to four-year institutions. The College offers a full range of day and evening classes along with a new fully online General Studies degree.

Cecil offers a variety of associate degrees and certificate programs. The college has formalized articulation agreements with public and private four-year institutions throughout Maryland and the United States to expedite the transfer process for Cecil students and graduates. Weyrich, Cronin & Sorra

In 1979, Carol Weyrich, Bill Cronin and Manny Sorra started an accounting firm in Baltimore County. Since then, Weyrich, Cronin and Sorra CPAs and Business Consultants has expanded into Harford (Bel Air) and Cecil (Elkton) counties. Rayma McRoberts is the manager of the Elkton office at 200 South Bridge Street. In the financial industries, McRoberts explained, the older players are “solo flyers” who have established a brand and a reputation, and newer businesses tend to link up with the veterans. “We purchased or merged with Donald Greenberg’s practice. [Greenberg fully retired as of November 1, 2018]. We had also formerly gone into business with Jennifer Arches, who had Chesapeake Accounting,” McRoberts said. “So we basically got our footprint here in Cecil County through two acquisitions. Although we do have other business here, that’s what really put us on the map, so to speak.” Both additions occurred over the past seven years. In describing her business approach, McRoberts noted that the dynamics of Cecil County are very home-grown. “Just being here matters a lot,” she said. “Folks like to do business with people who are here. They don’t want to have to go to Wilmington or Newark or into Baltimore, which is almost absurd for them.” With all the sophisticated ways to increase product awareness, McRoberts cited the age-old concept of word-of-mouth as a primary force. “I’ve been doing marketing now in the company for about ten or 11 years with the chamber and some other networking groups, so the presence and the recognition is there,” she said.

As senior manager of the Elkton office, McRoberts shares that responsibility with co-worker Janet Gomes, CPA. “We go back and forth between Bel Air and Elkton, although I’m here around 75 percent of the time,” she said. About 60 people work for the company, with eight at the Elkton office.

Community outreach has played an important role in McRoberts’ life. She previously served on the board of Upper Bay Counseling and Support Services, and currently is on the board of the Fair Hill Nature Center. The center’s mission is to connect children and adults to the environment by educating, engaging and exploring local, natural resources. Or, as McRoberts put it, “They do a lot of cool stuff there.”

Over the past year, Weyrich, Cronin and Sorra has made a commitment to be a supporter of the Cecil County Chamber of Commerce in terms of sponsorship. “So we have increased our involvement with the chamber in an effort to help beef up the organization, because they are there to support the business community and to be that one voice that we all need,” McRoberts said.

One of the more impressive parts of the Cecil County business scene, McRoberts said, is simply the overall size. “You’d be surprised at the amount of business here, especially in the non-profit area,” she said. “Also the small, one-man shop, direct sellers even. There’s a lot of business here.”

As proud as she is of the services her firm performs, McRoberts also has a

deep sense of satisfaction when it comes to the overall commitment to the well-being of local residents.

“Our practice has always been that we give back to the community,” she said. “You’ll find that a lot of our employees are on a board or some committee, or they’re volunteering, because that’s where we’re getting our money from and we feel that we should be giving back to them.”

In commenting about the relationship with the Cecil County Chamber of Commerce, McRoberts said, “They have a legislative committee that definitely stays in tune with what’s going on business-wise, they have contacts at the state level, and they’re doing what they can so people can have a voice in Annapolis so that we can bring even more jobs to Cecil County. And that’s what it’s about –commerce, jobs, and making sure people have quality of life.

HISTORY

By Land and By Sea

Cecil County is steeped in American history, and has many historic sites and districts, churches and museums. American Indians were the earliest inhabitants. “White men” arrived by ship in the early 1600s as part of an expedition led by one of Cecil’s most famous visitors - Captain John Smith. He and his men explored the rivers and met the native American residents living along their shorelines. Because of Cecil’s strategic location at the headwaters of the Chesapeake Bay, it became a bustling transportation route during the colonial era. Wares and travelers, including famous founding fathers, arrived at and departed from its ports, and traveled by horse drawn wagons along the county’s dusty roads.

In the early 19th century, less than one year after President James Madison persuaded Congress to embark on a second war with England, the British blockaded the Chesapeake Bay and sailed up the Elk River. It was April of 1813. They traveled the Elk, North East, and Sassafras Rivers and burned waterfront houses and buildings of commerce at Frenchtown, Fredericktown, and Principio Furnace. Due to the action and bravery of local citizens, the

British were unable to reach the county seat of Elkton, thus could not burn the town. They considered setting their sights on Port Deposit along the Susquehanna River, but reconsidered.

During the Civil War, Cecil became a border county in a border state, with some citizens supporting the Union, and others the Confederacy. No battles took place in this part of Maryland, but there were notable people and happenings. What is now the Town of Perryville became a staging area for Union troops and supplies as well as the site of a “Mule School” which readied the animals for troop transport and war. Snow’s Battery was one of the county’s notable Civil War units from Port Deposit, which battled alongside Union forces at Antietam. Many Cecil County men left their homes and families to fight on both sides, with and against family and neighbors. A drive through Cecil County today will take visitors past exquisite manor homes, 18th century churches, and covered bridges. Roadside historic markers tout the area’s history including inns, taverns, and plantations where folks like Lafayette and Washington hung their hats. Travelers can visit the C&D Canal Museum, or Mount Harmon - a tobacco plantation south of Cecilton. They can tour Upper Bay Museum, or Sinking Springs Herb Farm where a sycamore tree that sprouted in the 1500s spreads its shade over an 18th Century log farmhouse.

Rodgers Tavern stands on the east bank of the Susquehanna River in Perryville. The tavern is a monument to our country’s early history and a reminder of a past way of life in Cecil County. Built in the early eighteenth century, the tavern was known first as the Ferry House or Stevenson’s Tavern and was located next to a ferry established in 1695.

The Rodgers family was actively involved in supporting the American cause during the Revolutionary War. In 1775, John Rodgers raised and commanded a company of militia for the defense of Maryland. Because of the Tavern’s strategic location on the main thoroughfare, and the owner’s patriotic tendencies, it was a favorite stopping place for such Revolutionary figures as George Washington, Lafayette, and Rochambeau.

Other distinguished visitors included Thomas Jefferson and James Madison. Just one year after John Rodgers bought the tavern, in 1781, Washington brought officers and troops through the Lower Ferry Crossing on his way to his victorious campaign against Cornwallis at Yorktown, Virginia.

The Tome School for Boys, originally located on Main Street in Port Deposit, Maryland was founded by Jacob Tome as a nonsectarian college preparatory school for boys. It opened for boarders and received its first students in 1894. It was part of a system of schools that began with kindergarten and extended through high school that was collectively known as the Jacob Tome Institute. The Tome School is significant in military history as the location of the Naval Academy Preparatory School (NAPS) from 1943 to 1974, excepting the years 1949 to 1951. The NAPS, the third oldest school in the U.S. Navy after the Naval Academy and the Naval War College, prepares enlisted candidates in the Navy and Marine Corps for admission to the Naval Academy. The NAPS was located in the Tome School buildings for a total of 29 years covering a period of three major wars, during which the school played a continuing role in providing naval leadership for those conflicts. Cecil County offers youth sports, family-friendly events, golf courses, and wonderful scenery for nature photographers. The Cecil County Department of Parks and Recreation

The Cecil County Department of Parks and Recreation operates and maintains over 600 acres of parkland/open space, three indoor facilities, and three boat ramps which offer boaters access to the waters of Cecil County and the Chesapeake Bay. Main venues include:

• Cecil County Sports Complex which hosts youth sports functions.

• Conowingo Park which hosts youth sports activities and offers walking trails, bird watching, and kayak/canoe access to the Susquehanna River.

• Cecil Community Center which hosts youth sports activities and features a walking trail, a fishing pond, tennis courts, and an indoor facility that is used for various community functions and rentals.

• Cecil Arena, an indoor facility which houses youth and adult sports and fitness activities. It is also rented to the public for meetings, clinics and birthday parties.

• Calvert Regional Park is a 122-acre site which is the County’s first Regional Park. Phase I houses a 1-mile paved walking trail, seven natural grass linear fields, one synthetic turf field, three basketball courts and two playgrounds. Phase II consists of an additional three linear grass fields and two parking lots. Phase III construction is slated to begin during the 2020 budget cycle.

• Calvert Regional Park which also brings sports tourism to the County.

• Cecil County’s first Curatorship, which was established in 2009. This project, performed with private dollars, restored a historic house located on the Calvert property. A complete history of the project can be found on the County’s web site under Parks & Recreation, “Hebron’s Gift.”

• The County’s three public boat ramps which are: Elk River Park with two ramps, a pavilion and a large parking facility; Stemmers Run with two ramps and a large parking facility; and Fredericktown with one ramp and limited parking.

• The Holly Tree Lighting, a traditional event that began in 1948. Located on Holly Tree Lane off of Jackson Station Rd. This, in conjunction with the North East Christmas Parade, starts the holiday season in the County.

• In 1974, the State of Maryland purchased 5,655 acres in Fair Hill from the estate of William DuPont, Jr. Features of the property today include:

• Historic Foxcatcher Farm Covered Bridge which spans Big Elk Creek, a favorite site of anglers

• Locations for many TV and film productions, including “Beloved”

Honoring Dr. Carl Roberts, a tireless leader and invaluable resource

As a longtime member of the Cecil County Chamber of Commerce, Dr. Carl Roberts has chaired the chamber’s Government Relations Committee since 2012. His achievements in this capacity include guiding the planning of the annual Cecil Night in Annapolis, monitoring proposed legislation on behalf of chamber members, and researching potential impact on local businesses. He also serves as emcee for the Chamber’s annual State of the County Breakfast.

While he shies away from the spotlight, Carl was singled out for the Chamber’s 2018 IMPACT Cecil County Award. IMPACT stands for Individuals Making Positive Additions and Changes To Cecil County, and that’s certainly the case here. Recipients are recognized for having achieved something – or more than one thing -- so big, so impactful, that it just has to acknowledged.

Carl is highly regarded by his peers, those he serves, and those who have reported to him during his varied career. He has been described as a leader, a facilitator, a mediator, a liaison and even “an ultimate planner.” Someone else called him “an invaluable resource in Cecil County.” There is widespread speculation that retirement is not in his vocabulary.

Carl spent 40 years in education, beginning in Cecil County in 1968 at North East Elementary School, where he taught physical education. He transferred to Elkton High School, where he spent one year. He then served as the director of the Donaldson Brown Conference Center for the University of Maryland from 1970 to 1973, and then returned to teaching in 1973 with Harford County Public Schools, where he served for 23 years as a teacher, assistant principal, principal and assistant superintendent. He returned to Cecil County Public Schools in 1996, where he served as the Superintendent of Schools for 12 years, before retiring in 2008.

Along the way, Carl has been the past President of the Public School Superintendents Association of Maryland, and for several years he served as the organization’s Legislative Chairperson, meeting with legislators and testifying before the General Assembly. Carl also served as the Executive Director for the Public School Superintendents’ Association of Maryland, and currently serves as strategic

consultant to County Executive Alan McCarthy.

In this current role, Carl has assisted in creating a comprehensive customer service plan for county employees. He serves as liaison between Cecil County government and Cecil County public schools, and he has assisted in strategic planning for substance abuse prevention.

There is hardly an institution in Cecil County that has not been touched in a positive way by Carl’s leadership, guidance and knowledge. Our schools, our County government, and our Chamber are better for having him involved, and we look forward to many more years of working together.

Legislative Advocacy on Behalf of our Members

The Cecil County Chamber serves as the voice of business at the county, state and local levels.

The Chamber’s Government Relations Committee (GRC) is made up of volunteers from local businesses of all types and sizes. The committee meets periodically throughout the year, and weekly from mid-January

through early April while the Maryland State Legislature is in session. Chamber members are invited to attend any or all committee meetings to share information and views about pending legislation.

The GRC often hosts state and local elected officials at regular committee meetings for candid discussions of business-related issues. The committee also hosts special events each year, including the State of the County Breakfast, Cecil Night in Annapolis, and a Legislative Wrap-up at the end of the legislative session. In election years, candidate forums may also be coordinated and hosted by committee members.

The GRC also releases a Legislative Issues Online Survey to chamber members each fall. The data provided helps the committee prioritize topics and concerns in preparation for the upcoming Legislative Session and create the Chamber’s Legislative Brief that is shared with the entire General Assembly at Cecil Night in Annapolis. This information is critical to the GRC to ensure that we are properly representing Chamber members’ priorities and concerns associated with local, state and federal legislation.
