Depuis plus de 150 ans, Monaco adapte son urbanisme à l’étroitesse de son territoire de 2km2 contraint entre montagne et mer. La Principauté façonne sans cesse son paysage urbain à travers de grands projets structurants et répond ainsi aux exigences de la progression de sa démographie, de son attractivité économique et de son développement pérenne.

Au siècle dernier, à partir des années 50, 20 % de la surface de la Principauté ont été gagnés sur la mer. Pour continuer de soutenir et d’accompagner ses évolutions et répondre aux responsabilités et défis qui lui sont posés, Monaco doit poursuivre le développement de l’emprise au sol de son territoire.

For more than 150 years, Monaco has adapted its town planning to the narrowness of its territory of two squared km, constrained between mountain and sea. The Principality is constantly shaping its urban landscape through major structuring projects and thus responds to the demands of its growing demography, its economic attractiveness and its sustainable development.

In the last century, from the 1950s onward, 20% of the Principality’s surface was reclaimed from the sea. To continue to support and accompany its developments and respond to the responsibilities and challenges facing it, Monaco must continue to develop its territory.

C’est pourquoi le Gouvernement Princier a lancé en mai 2013 un appel à candidatures pour la réalisation d’un nouveau quartier à travers un projet d’urbanisation en mer.

La SAM L’Anse du Portier a remporté cet appel d’offres. La réalisation de ce projet, constitue un défi architectural et technique. Il concilie les exigences de croissance d’un pays dynamique et moderne et les objectifs ambitieux de la Principauté en matière de transition énergétique.

Ce programme de construction est d’une complexité inédite sur les plans techniques, environnementaux et humains. Il repose sur la compétence et l’organisation du travail de plus d’une centaine de sociétés et jusqu’à 2 000 personnes mobilisées simultanément.

This is why the Prince’s government launched a call for applications in May 2013 for the creation of a new district through an urbanisation project at sea.

SAM L’Anse du Portier won this call for bids. The realisation of this project constitutes an architectural and technical challenge.

It reconciles the growth requirements of a dynamic and modern country with the Principality’s ambitious energy transition objectives.

This construction programme is of unprecedented technical, environmental and human complexity. It is based on the skills and work organisation of more than a hundred companies and up to 2,000 people mobilised simultaneously.

D’une durée de près de dix années, le vaste chantier de l’opération Mareterra, dont la livraison est prévue fin 2024, c’est-à-dire dans moins de deux ans, laisse depuis peu apparaître sa volumétrie finale. S’il est vrai que la livraison de la plateforme, en octobre 2020, a marqué une étape importante, charnière et transitoire symbolique, les saisons qui ont suivi ont vu les différents ensembles immobiliers et les aménagements publics avancer selon le calendrier prévu. Rapidement, les formes se sont dessinées et, plus récemment, les premiers arbres ont fait leur apparition.

C’est ainsi qu’en ce début 2023, chacun peut désormais se faire une idée plus précise de ce nouveau quartier intégralement conquis sur la mer. 2022 aura ainsi été une période particulière, le quasi-achèvement du gros œuvre sur les bâtiments privés ayant dès lors joué un rôle majeur dans la visibilité du projet par le public.

Lasting nearly ten years, the vast construction site of the Mareterra project, scheduled to be completed at the end of 2024, i.e., in less than two years, has recently been revealing its final magnitude. Although the completion of the platform, in October 2020, marked an important, pivotal and symbolic transitional stage, the seasons that followed made it possible for the various buildings and public amenities to develop according to schedule. Everything started taking shape and, more recently, the first trees were planted.

So now, at the start of 2023, everyone can get a more precise idea of this new district that has been completely built on the sea. 2022 was thus a special period: the virtual completion of the structural work on the individual buildings that play a major role in how the project is perceived by the public.

L’année 2022 s’est avérée être celle du passage de la phase de gros œuvre à la phase d’aménagement intérieur des espaces relevant des corps d’état techniques et secondaires. La réalisation des structures béton des différents bâtiments est ainsi quasiment achevée, laissant alors le champ libre à l’intervention des électriciens, plombiers, menuisiers, peintres, staffeurs, serruriers…

2022 was the year in which work on the structures transitioned to the interior design phase of the spaces with the technical and finishing trades. The construction of the concrete structures of the various buildings is almost complete, leaving the field open to electricians, plumbers, carpenters, painters, plasterers, locksmiths, etc.

Au début de l’année, le gros œuvre a pris fin pour les trois villas de la Colline (R+3 à R+4), puis au courant de l’été pour trois des quatre immeubles des Jardins d’Eau (jusqu’à R+11) et la première partie du Renzo (R+14), et, enfin, fin décembre pour la seconde partie et ses 17 étages. Toujours sur le Renzo les butons provisoires (allant jusqu’à 8,50 m de longueur et 600 mm de diamètre), qui maintenaient les porte-à-faux, ont pu être retirés à l’été. Cela a permis de vérifier si les observations de déformation étaient conformes aux calculs, ce qui s’est avéré être le cas.

Le gros œuvre ainsi achevé a permis de réaliser l’étanchéité et de mettre hors d’eau nombre de bâtiments, tandis que les opérations de mise hors d’air ont pu commencer fin 2022.

Dès lors, l’on a pu observer une démobilisation progressive des moyens matériels sur le site. Devenus non nécessaires, ces équipements ont été démontés avant enlèvement. Il en est ainsi, par exemple, de la centrale à béton. Présente depuis près de deux années, elle a définitivement quitté les lieux juste avant la fin de l’année.

C’est aussi du côté des grues que l’on a pu observer un repli révélateur : des 14 engins simultanément en fonctionnement au début 2022, il n’en restait que 10 à fin décembre, le retrait de la grue « G6 » ayant certainement été le plus spectaculaire.

Celle-ci, conformément à ce qui avait été prévu, s’est trouvée « emprisonnée » derrière le Renzo, obligeant à faire appel à une autre grue, automotrice et de très grandes dimensions, pour « enjamber » le Renzo et venir récupérer les différents éléments préalablement démontés de cette G6, la plus emblématique de l’opération.

En parallèle de la fin du gros œuvre de plusieurs bâtiments, l’année 2022 a été marquée par l’accélération des corps d’état techniques et du démarrage des corps d’état secondaires, tels que les cloisons, le staff, les revêtements durs des salles de bains, les dressings…

At the beginning of the year, the structural work was completed for the three Villas de la Colline (Levels 3 to 4), then during the summer for three of the four buildings of the Jardins d’Eau (up to Level 11) and the first part of Renzo (Level 14), and, finally, at the end of December for the second part and its 17 floors. Also for the Renzo, the temporary struts (up to 8.50m in length and 600mm in diameter), which held up the cantilevers, could be removed in the summer. This made it possible to check whether the deformation observed was in line with the calculations, which turned out to be the case.

The structural work thus completed made it possible for a number of buildings to be waterproofed, while the operations to windproof them began at the end of 2022.

At that point, the material means on the site were gradually dismantled and removed. This is the case, for example, of the concrete plant. Onsite for almost two years, it left the site for good just before the end of the year.

The number of cranes also decreased in this period: of the 14 machines in operation simultaneously at the beginning of 2022, there were only 10 left at the end of December, the withdrawal of the “G6” crane was certainly the most spectacular one. This machine, as planned, found itself “imprisoned” behind the Renzo, making it necessary to use a large self-propelled crane, to “step over” the Renzo and recover the various previously dismantled elements of this G6, the most representative crane of the project.

In parallel with the end of the structural work of several buildings, 2022 was marked by the acceleration of the technical trades and the start of the finishing trades, that were responsible for building the partitions, spreading fiber plaster in the bathrooms, dressing rooms, etc.

Significant progress was also made in 2022, in terms of the Internal Road (Voie de Desserte Interne (VDI) and the utility tunnel (GT). With the weatherproofing work done, it was possible to begin the finishing activities of the VDI, while the concessionaires Société Monégasque du Gaz et de l’Electricité (SMEG), SMEAUX, Monaco Telecom or Seawergie continued installing their grids in the utility tunnel. In particular, SMEG installed and commissioned the four transformers planned for the site.

Au cours de cette année 2022, une avancée importante a également été réalisée au niveau de la Voie de Desserte Interne (VDI) et de la Galerie Technique (GT). L’étanchéité y a été réalisée, ce qui a permis d’entamer les opérations de finition de la première, tandis que les concessionnaires que sont la Société Monégasque du Gaz et de l’Electricité (SMEG), la SMEAUX, Monaco Telecom ou encore Seawergie ont poursuivi l’installation de leurs réseaux dans la seconde. La SMEG a notamment installé et mis en service les quatre transformateurs prévus sur le site.

L’arrivée des premiers arbres

À terme, plus d’un millier d’arbres viendra habiller l’ensemble de Mareterra, faisant ainsi de ce nouveau quartier le plus « vert » de tout Monaco. Avec un peu d’anticipation, les premiers sont arrivés courant 2022 sur site. Notamment des petits et moyens sujets, une trentaine au total, sur les toitures des Villas de la Colline. Il s’agit principalement de chênes verts, blancs, d’Espagne, mais aussi de caroubiers et d’arbousiers.

Ces arbres, sélectionnés dès les premiers temps de l’opération, ont fait l’objet d’un contrat de culture chez un pépiniériste de Pistoia, en Italie, afin de répondre au plus près au cahier des charges de Mareterra. Leur implantation sur site se poursuivra tout au long de l’année 2023, notamment au printemps et à l’automne afin de respecter le cycle naturel. La très large majorité des sujets aura ainsi rejoint le nouveau quartier avant la fin de l’année.

More than a thousand trees will eventually cover the whole of Mareterra, thus making this new district the “greenest” in all of Monaco. The first ones arrived on site in 2022 a little ahead of schedule. Approximately thirty small and medium-sized trees were planted on the roofs of the Villas de la Colline. These are mainly holly, white and Spanish oaks, but also West Indians locust and arbutus trees.

These trees, selected at the very beginning of the project, were the object of a contract signed with a nursery in Pistoia, Italy, in order to meet Mareterra’s specifications as closely as possible. Planting will continue onsite throughout 2023, particularly in the spring and autumn in order to respect the natural growth cycle. The vast majority of trees will thus have been planted in the new district before the end of the year.

2023, l’année du second œuvre et des aménagements extérieurs Effectif : le pic atteint

Comme indiqué précédemment, les opérations de gros œuvre ont, pour leur très large majorité, été réalisées. Celles relatives à l’extension du Grimaldi Forum et du parking public doivent encore être terminées, ce qui sera chose faite avant la fin du premier semestre en cours, et des deux dernières villas. De nombreux acteurs du second œuvre ont fait leur apparition sur le site. Et leur nombre va évoluer très sensiblement jusqu’à atteindre un pic, le plus grand nombre d’intervenants sur Mareterra de l’histoire du chantier avec près de 2 000 professionnels simultanément contre 800 en début d’année dernière ! Parmi eux, les électriciens, plombiers-climaticiens, menuisiers, peintres, staffeurs, serruriers… C’est dire si la logistique occupe un rôle central dans cette organisation. Une stratégie quotidienne afin que chacun puisse travailler dans les meilleures conditions de confort, d’efficacité, de respect du planning mais aussi et surtout de sécurité.

Many finish workers have come onsite. The number of workers onsite will increase significantly until reaching a peak of 2,000, the largest number of people working simultaneously on Mareterra in the history of the project, versus 800 at the start of last year! They include electricians, plumbers and HVAC technicians, carpenters, painters, plasterers, locksmiths, etc.

This just shows how logistics plays a central role in this organisation — a daily strategy so that everyone can work in the optimal conditions of comfort, efficiency, and in compliance with the schedule, but also and above all: safety.

Le gros œuvre achevé, le travail a pu débuter à l’intérieur des différents bâtiments mais aussi sur les façades elles-mêmes.

Des opérations majeures tant le soin apporté à ces éléments atteint un niveau d’exigence particulièrement élevé. À commencer par le Renzo où, les fenêtres ayant été mises en place, les compagnons œuvrent désormais à la pose des parties opaques.

Avec une longueur totale de 130 mètres, le Renzo constitue le bâtiment emblématique de Mareterra et fait alors appel à des techniques particulières. Ses façades métalliques du plus bel effet sont en cours de réalisation. Elles seront recouvertes d’une couleur blanc-bleu appliquée selon la technique du thermolaquage afin de garantir sa durabilité. En 2023, le bâtiment va progressivement se parer de sa robe et transmettre l’impression de légèreté recherchée par Renzo Piano.

Parallèlement, sur les Villas de la Colline sont en train d’être mises en place les façades de pierre, à base de pierre de Chandoré, retenue là aussi pour ses qualités esthétiques et de durabilité.

Elles y sont installées selon la technique de l’agrafage au rendu des plus soignés. Des opérations de réalisation des façades que l’on retrouve également en 2023 sur les bâtiments des Jardins d’Eau. Un ensemble d’opérations qui laissent progressivement deviner le niveau de finition de l’ensemble du projet.

These façades require a high level of care. Starting with the Renzo, where the windows have been put in place, the workers are now installing the opaque parts. 130-meters-long, the Renzo constitutes the emblematic building of Mareterra and therefore requires special techniques. Its magnificent metal façades are in progress. They will be covered with a white-blue colour, applied using the powder coating technique to guarantee its durability.

In 2023, the building will gradually take on its final appearance and convey the impression of lightness sought by Renzo Piano.

At the same time, stone façades are being installed on the Villas de la Colline, using Chandoré stone, also chosen for its aesthetic qualities and durability. They are installed there using the most meticulous stapling technique. Work on the construction of façades will also take place in 2023 on the buildings of the Jardins d’Eau — that will gradually reveal the level of finish of the entire project.

Peu de temps après l’arrivée des premiers sujets végétaux sur les Villas de la Colline en fin d’année 2022, c’est l’ensemble des espaces extérieurs qui vont désormais faire l’objet de nombreuses activités. Sont concernées les places, les allées, les promenades… Un travail de longue haleine qui va débuter au premier trimestre 2023 et qui se terminera juste avant la livraison de l’ensemble du quartier, fin 2024. Il convient ainsi de couvrir quelque six hectares de superficie, d’aménager les espaces publics avec l’ensemble du mobilier urbain et de finaliser les plus de deux hectares d’espaces verts du quartier.

Un exercice délicat et complexe car il impacte le reste du chantier, notamment les livraisons. Là encore, il s’agit donc d’un important défi en termes de phasage et de logistique, puisqu’il faut permettre à ces travaux de se dérouler, tout en maintenant l’accès aux différents bâtiments.

Shortly after the arrival of the first plants on the Villas de la Colline at the end of 2022, the landscaping becomes the focus of numerous activities. This concerns the plazas, the walkways, the promenades. This is a long-term project which will begin in the first quarter of 2023 and which will end just before the delivery of the whole district, at the end of 2024. It is thus necessary to cover some six hectares, providing public spaces with street furniture and completing the more than two hectares of green spaces in the district. A delicate and complex job, since it impacts the rest of the site, especially deliveries of goods and services. Here again, this is a major challenge in terms of phasing and logistics, since it is necessary to allow this work to take place, while maintaining access to the various buildings.

Si l’essentiel du gros œuvre a été réalisé, notamment sur les parties privées, deux ateliers principaux sont encore en cours en ce début d’année : l’extension du Grimaldi Forum et le parking public. Située pour une grande partie dans le « ventre » de la Colline, l’extension du Grimaldi Forum s’avère être un ouvrage complexe recourant à des techniques d’étaiement spécifiques.

Although most of the structural work has been carried out, particularly on the individual buildings, two main projects are still in progress at the start of this year: the extension of the Grimaldi Forum and the public car park. Located for the most part in the “belly” of la Colline, the extension of the Grimaldi Forum has revealed itself to be a complex project using specific shoring techniques.

Des poutres crémaillères sous forme de marches permettant de former des dalles en escalier ont été imaginées pour, tout à la fois, assurer la structure et épouser la forme de la Colline. Six poutres au total sont ainsi en cours de réalisation. L’ensemble devrait être achevé avant la fin du premier semestre, permettant ainsi la mise en place de l’étanchéité, la construction de murets en pierre dont la principale fonction sera de maintenir la terre végétale, à la manière des restanques de l’arrière-pays, et enfin la plantation des grands sujets qui viendront constituer la Pinède du quartier.
