The continuing evolutions of construction technologies and the new architectural concepts they make possible, allow the development of ever more innovative and daring structures using more efficient and sustainable methods and materials. That is why the Princeâs Government launched a call for applications in May 2013 for the construction of a new district through an urbanisation project at sea. SAM LâAnse du Portier, with Bouygues Travaux Publics MC, submitted the winning bid. The completion of this project constitutes an architectural and technical challenge. It reconciles the growth requirements of a dynamic and modern country with the Principalityâs ambitious energy transition objectives.

MARETERRA This construction programme is of unprecedented technical, environmental and human complexity. It relies on the skills and work organisation of more than a hundred companies and the mobilisation of up to 2,000 people, tools in hand, at the controls of construction machinery or leaning over computers. Characterised by âneighbourhoods within the districtâ with different and strong identities, Mareterra will house a small port at its southern end. A dozen docking rings for traditional units are surrounded by wide alleys and shops. âLe Petit Portierâ is intended to be a district where life and relaxation come together: a form of Dolce Vita accessible to all.
Ce programme de construction est dâune complexitĂ© inĂ©dite sur les plans techniques, environnementaux et humains. Il repose sur la compĂ©tence et lâorganisation du travail de plus dâune centaine de sociĂ©tĂ©s et jusquâĂ 2 000 personnes mobilisĂ©es simultanĂ©ment, outils Ă la main, aux commandes dâengins de chantier ou penchĂ©es sur des ordinateurs. CaractĂ©risĂ© par des « quartiers au sein du quartier » aux identitĂ©s diffĂ©rentes et fortes, Mareterra abritera, Ă son extrĂ©mitĂ© Sud, un petit port dâanimation. Une douzaine dâanneaux pour des unitĂ©s traditionnelles entourĂ©e de larges allĂ©es et de commerces. Carrefour de nombreuses activitĂ©s, le Petit Portier constitue un site Ă part au sein de Mareterra. Par ses commerces, son ambiance, son cadre maritime, il bĂ©nĂ©ficie dâune identitĂ© forte et unique. ArticulĂ© autour dâun port au caractĂšre intimiste et abritant des bateaux traditionnels, le Petit Portier constitue la partie situĂ©e la plus au Sud de Mareterra. Il sera, comme lâensemble du nouveau quartier conquis sur la mer, accessible aux seuls piĂ©tons, exception faite des vĂ©hicules de secours. Les bruits de la ville y laisseront place Ă ceux de la vie. En effet, cet espace public comprendra des lieux de dĂ©tente, le dĂ©part vers la Promenade littorale de plus dâun kilomĂštre et se verra animĂ© par une dizaine de commerces, dont trois restaurants ainsi quâune galerie dâart. Si les noms de ces enseignes ne sont pas encore connus, lâaccent sera mis sur la mixitĂ© et la cohĂ©rence avec le site. Ainsi, le visiteur pourra dĂ©ambuler au sein de ce lieu apaisant et empreint de sĂ©rĂ©nitĂ©, profiter de lâoffre commerciale pour effectuer quelques achats, se dĂ©tendre sur la terrasse de lâun des cafĂ©s-restaurants et envisager de prolonger lâexpĂ©rience par la dĂ©couverte dâune vue unique le long de la Promenade Prince Jacques.
Crossroads of many activities, Le Petit Portier is a unique site within Mareterra. Through its shops, atmosphere and maritime setting, it benefits from a strong and unique identity. Built round an intimate port and home to traditional boats, Le Petit Portier is the southernmost part of Mareterra. Like the whole of the new district reclaimed from the sea, it will normally be accessible to pedestrians only. The noises of the city will give way to those of life. This public space will include places to relax, a kilometre-long exit to the Promenade Littorale, which will be filled with life thanks to its ten shops, including three restaurants and an art gallery. While the names of these brands are not yet known, the emphasis will be on diversity and consistency with the site. The visitor can look forward to strolling within this soothing and serene place, enjoying an opportunity to shop, and sitting on the terrace of one of the café-restaurants. And why not extend the experience by enjoying the unique view along the Promenade Prince Jacques?

Evolution Si le cahier des charges initial affichait des contours extrĂȘmement prĂ©cis, les diffĂ©rents acteurs du chantier ne se sont Ă©videmment pas interdit de le faire Ă©voluer au fil de la rĂ©alisation de lâopĂ©ration. Il en est ainsi, sous lâimpulsion de lâarchitecte italien Renzo Piano, des arches sises sous le boulevard Louis II. En effet, il est rapidement apparu que ces arches en pierre du plus bel effet agrĂ©mentent sans aucun doute le quartier du Petit Portier dâun charme incomparable. Si, dĂšs lâorigine du projet, il Ă©tait convenu de les conserver, lâidĂ©e est progressivement nĂ©e de laisser entrer lâeau sous ces arches, comme il Ă©tait dĂ©jĂ le cas dans les annĂ©es 50. Ă la diffĂ©rence des premiĂšres Ă©tudes oĂč lâambiance sous ces arches Ă©tait minĂ©rale, cette Ă©volution a permis de mĂȘler les caractĂšres traditionnels et modernes du lieu. Lâon imagine alors aisĂ©ment le visiteur porter son regard au premier plan sur les petits bateaux traditionnels du port, et, au second sur ces espaces maritimes prĂ©servĂ©s que surplombent des arches de pierre en forme de clin dâĆil historiqueâŠ
Evolution While the initial specifications showed extremely precise plans, the siteâs various stakeholders obviously did not refrain from improving them as the operation evolved. This is the case with the arches located under the Boulevard Louis II, thanks to the ideas of the Italian architect Renzo Piano. It was clear that these stunning stone arches embellish Le Petit Portier district with incomparable charm. If, from the start of the project, it was agreed to keep them, the idea gradually arose to let water enter under the arches, as had been the case in the 1950s. Unlike the first studies where the atmosphere under these arches was mineral, this evolution blended traditional and modern characteristics. It is easy to imagine visitors taking in the foreground watching the small traditional boats of the port, and, in the background, the preserved maritime spaces with their overhanging stone arches in the form of a historical wink⊠Hub To access Le Petit Portier from the entrance located at the roundabout, visitors will reach the Place Princesse Gabriella. They will then follow Le PĂ©riscope, whose architectural signature, as with neighbouring buildings, derives from the Italian architect Renzo Piano. This small building with its elevators and stairs leads down to the level of Le Petit Portier. Near the arches, the development of which has made it possible to preserve the pleasing aesthetics, a footbridge and another mechanical link will provide access to the entrance to the Fairmont hotel and an opening to the famous Monte-Carlo district. From the causeway opposite the port it will be possible to reach the start of the Promenade Littorale and enjoy a pleasant walk towards the Larvotto district.

Technically, Le Petit Portier has been the subject of numerous studies and has required the implementation of particularly advanced solutions. In order to provide a lagoon as protected from the swell as possible, the Mareterra teams have added a caisson to the caisson belt, the C0, which breaks the strongest waves. Inside the port itself, they used the âJarlan chamberâ technique, the same one that is already present on the entire caisson belt. This method absorbs 45,000 cubic metres of water for each wave. Two types of studies were previously carried out. The first, in a two-dimensional pool called a swell channel, made it possible to determine the attenuation coefficients of the swell. The second, this time in a three-dimensional pool at a scale of 1/60th, made it possible to faithfully reproduce the âbehavioursâ of the sea outside and inside the port in order to verify that the port infrastructure remains well sheltered from the waves. Located in Wallingford, England, this pool is currently the largest hydraulic laboratory in Europe and one of the largest in the world.

Afin dâoffrir un bassin le plus protĂ©gĂ© de la houle possible, les Ă©quipes de Mareterra ont ajoutĂ© un caisson Ă la ceinture de caisson, le C0, qui permet de briser les plus fortes vagues. Et Ă lâintĂ©rieur mĂȘme du port, elles ont utilisĂ© la technique des « chambres Jarlan », la mĂȘme que celle dĂ©jĂ prĂ©sente sur lâensemble de la ceinture de caissons. Cette mĂ©thode permet dâabsorber, pour chaque vague, une quantitĂ© de 45 000 mĂštres cubes dâeau. Deux types dâĂ©tudes ont Ă©tĂ© prĂ©alablement rĂ©alisĂ©es. La premiĂšre, en bassin deux dimensions dĂ©nommĂ© canal Ă houle a permis de dĂ©terminer des coefficients dâattĂ©nuation de cette houle. La seconde, cette fois-ci en bassin trois dimensions Ă lâĂ©chelle 1/60e a permis de fidĂšlement reproduire les « comportements » de la mer Ă lâextĂ©rieur et Ă lâintĂ©rieur du port afin de vĂ©rifier que lâinfrastructure portuaire demeure bien abritĂ©e des vagues. SituĂ© Ă Wallingford, en Angleterre, ce bassin est actuellement le plus grand laboratoire hydraulique dâEurope et lâun des plus grands au monde.

Sheet piling and rock armour To build the port docks, the method chosen is to create sheet piling retaining walls outside the future caissons forming the docks. Once this metal belt was completed, the earthworks could take place up to a minus 5-metre dimension, and the caissons were then built âdryâ in the traditional way. Note that rock armour was then laid inside the caissons to further attenuate the swell. An evolution of the phasing and the calendar therefore appeared obvious. The final earthworks for the port, between the caissons, and its equipment (pontoons, anchors, etc.) were scheduled for the end of the operation in 2024. Rather than carry out this earthwork in a constrained environment amongst almost finished shops, it was decided to anticipate it in 2021. The construction of the decking was done quickly to create a large storage space on a site where there were multiple simultaneous operations. With an area of approximately 3,000 square metres, this decking covers the port and will be removed in early 2024.

Une fois cette ceinture mĂ©tallique rĂ©alisĂ©e, le terrassement a alors pu avoir lieu jusquâĂ une cote -5 mĂštres et les caissons ont alors Ă©tĂ© construits « au sec » de maniĂšre traditionnelle. Ă noter que des enrochements ont ensuite Ă©tĂ© posĂ©s Ă lâintĂ©rieur des caissons pour attĂ©nuer encore la houle. Une Ă©volution du phasage et du calendrier est dĂšs lors apparue comme une Ă©vidence. Le terrassement final du port, entre les caissons et son Ă©quipement (pontons, ancragesâŠ) Ă©tait programmĂ© pour la fin de lâopĂ©ration, câest-Ă -dire en 2024. PlutĂŽt que de rĂ©aliser ce terrassement dans un environnement contraint, au milieu des commerces quasi achevĂ©s, il a Ă©tĂ© dĂ©cidĂ© de lâanticiper dĂšs 2021. La rĂ©alisation dâun platelage sâest alors rapidement imposĂ©e afin de crĂ©er un large espace de stockage sur un chantier aux multiples opĂ©rations concomitantes. Avec une surface de 3 000 mĂštres carrĂ©s environ, ce platelage recouvre ainsi le port et sera ĂŽtĂ© en dĂ©but dâannĂ©e 2024.

Nos services ont Ă©tĂ© associĂ©s trĂšs tĂŽt Ă la dĂ©finition de ce port, notamment concernant les conditions de navigation. Les Ă©changes se sont avĂ©rĂ©s nombreux et constructifs. Et mĂȘme si, bien Ă©videmment, nos mĂ©tiers et nos visions nâont pas toujours Ă©tĂ© les mĂȘmes, chacun a su Ă©couter lâautre, prendre en compte les diffĂ©rentes contraintes et, ensemble, nous sommes parvenus Ă des solutions efficaces car nous concourons tous au mĂȘme objectif final.
Our services were involved very early on in the description of this port, particularly with regard to navigational conditions. The discussions turned out to be numerous and constructive. And even when, of course, our jobs and our visions were not always the same, each one knew how to listen to the other, to take into account the various constraints and, together, we reached effective solutions because we all work together to the same end goal.

Il importait de prendre en compte de nombreux facteurs. Certes, il sâagit dâun port dit dâanimation avec un faible nombre dâanneaux. Mais les enjeux de sĂ©curitĂ© demeurent importants comme dans toute autre infrastructure portuaire. A lâextĂ©rieur, comme Ă lâintĂ©rieur, mais aussi dans la circulation entre les zones portuaires et la zone maritime. Premier Ă©lĂ©ment : il fallait travailler Ă la sĂ©curitĂ© des abords du port, abords eux-mĂȘmes situĂ©s proches de lâentrĂ©e du Port Hercule oĂč transitent de grands yachts et des navires de croisiĂšre. Nous avons notamment largement accompagnĂ© le constructeur dans la dĂ©finition dâun balisage adĂ©quat. Autre Ă©lĂ©ment, lâexposition du port dâanimation. There were many factors to take into account. This is a so-called âanimated portâ with a low number of docking rings. But the security issues remain important as in any other port infrastructure. Outside, as well as inside, and also in traffic between port areas and the maritime area. First element: it was necessary to work on the safety of the surroundings of the port, the surroundings themselves located near the entrance to Port Hercule, where large yachts and cruise ships pass. In particular, we have provided extensive support to the builder in defining adequate markings. Another element was the exposure of the animated port. If its configuration risked making it insufficiently sheltered, it would be necessary to provide the most effective responses. More generally, the challenge was to integrate our constraints into an architectural project that there was no question of distorting.

Thatâs right. However, for us, the animated port falls within the same legal framework as the other two Monegasque ports. It is a port and as such, we must ensure the same requirements of safety, service, waste management and pollution prevention⊠Moreover, there will still be only a single concessionaire for the three entities: the SociĂ©tĂ© dâExploitation des Ports de Monaco (SEPM). Obviously, once this general framework is established, specific methods can then allow each port to be adapted according to its characteristics. This is also the case in certain port areas of Port Hercule.

PrĂ©cisĂ©ment, un port comme Hercule accueillant des navires de croisiĂšre ne se gĂšre assurĂ©ment pas comme un port dâune douzaine dâanneaux pour des navires de petite taille. Ă vous entendre, le port dâanimation sera intĂ©grĂ© dans lâarsenal rĂšglementaire de lâensemble des ports, mais il comportera ses propres spĂ©cificitĂ©s. Pouvez-vous prĂ©ciser ?
Obviously, a port like Hercule accommodating cruise ships cannot be managed like a port of a dozen docking rings for small boats. According to you, the animated port will be integrated into the regulatory arsenal of all the ports but it will have its own specifics. Could you be more precise? We have already mentioned the principle of one-way entry. But there are other things to take into account. For example, we have agreed with the builder to ensure that the lights of the Hercule port remain visible from the port of Mareterra, in order to guarantee the safety of very different ships such as those of the animated port and cruise ships from Port Hercule. Moreover, even if this port will have its own âharbour masterâs officeâ, communication between the three port structures will be ongoing. The teams from the SEPM and the Department of Maritime Affairs will visit the site on a regular basis. The State services will have locations for this purpose, which cannot be used commercially, but which will be reserved for them in the port of Mareterra.
