C’est pourquoi le gouvernement princier a lancé en mai 2013 un appel à candidatures pour la réalisation d’un nouveau quartier à travers un projet d’urbanisation en mer.

La SAM l’Anse du Portier, avec Bouygues Travaux Publics MC, a remporté cet appel d’offres. La réalisation de ce projet, constitue un défi architectural et technique. Il concilie les exigences de croissance d’un pays dynamique et moderne et les objectifs ambitieux de la Principauté en matière de transition énergétique.

That is why the Prince’s Government launched a call for applications in May 2013 for the construction of a new district through an urbanisation project at sea.

SAM L’Anse du Portier, with Bouygues Travaux Publics MC, submitted the winning bid. The completion of this project constitutes an architectural and technical challenge. It reconciles the growth requirements of a dynamic and modern country with the Principality’s ambitious energy transition objectives.

MARETERRA This construction programme is of unprecedented technical, environmental and human complexity. It relies on the skills and work organisation of more than a hundred companies and the mobilisation of up to 2,000 people, tools in hand, at the controls of construction machinery or leaning over computers.

Characterised by “neighbourhoods within the district” with different and strong identities, Mareterra will house a small port at its southern end. A dozen docking rings for traditional units are surrounded by wide alleys and shops. “Le Petit Portier” is intended to be a district where life and relaxation come together: a form of Dolce Vita accessible to all.

Ce programme de construction est d’une complexité inédite sur les plans techniques, environnementaux et humains. Il repose sur la compétence et l’organisation du travail de plus d’une centaine de sociétés et jusqu’à 2 000 personnes mobilisées simultanément, outils à la main, aux commandes d’engins de chantier ou penchées sur des ordinateurs.

Caractérisé par des « quartiers au sein du quartier » aux identités différentes et fortes, Mareterra abritera, à son extrémité Sud, un petit port d’animation. Une douzaine d’anneaux pour des unités traditionnelles entourée de larges allées et de commerces. Le Petit Portier, c’est son nom, se veut alors être un quartier où se mêlent la vie, la détente. Une forme de Dolce Vita accessible à tous.

Carrefour de nombreuses activités, le Petit Portier constitue un site à part au sein de Mareterra. Par ses commerces, son ambiance, son cadre maritime, il bénéficie d’une identité forte et unique.

Articulé autour d’un port au caractère intimiste et abritant des bateaux traditionnels, le Petit Portier constitue la partie située la plus au Sud de Mareterra. Il sera, comme l’ensemble du nouveau quartier conquis sur la mer, accessible aux seuls piétons, exception faite des véhicules de secours. Les bruits de la ville y laisseront place à ceux de la vie.

En effet, cet espace public comprendra des lieux de détente, le départ vers la Promenade littorale de plus d’un kilomètre et se verra animé par une dizaine de commerces, dont trois restaurants ainsi qu’une galerie d’art. Si les noms de ces enseignes ne sont pas encore connus, l’accent sera mis sur la mixité et la cohérence avec le site.

Ainsi, le visiteur pourra déambuler au sein de ce lieu apaisant et empreint de sérénité, profiter de l’offre commerciale pour effectuer quelques achats, se détendre sur la terrasse de l’un des cafés-restaurants et envisager de prolonger l’expérience par la découverte d’une vue unique le long de la Promenade Prince Jacques.

Crossroads of many activities, Le Petit Portier is a unique site within Mareterra. Through its shops, atmosphere and maritime setting, it benefits from a strong and unique identity.

Built round an intimate port and home to traditional boats, Le Petit Portier is the southernmost part of Mareterra. Like the whole of the new district reclaimed from the sea, it will normally be accessible to pedestrians only. The noises of the city will give way to those of life.

This public space will include places to relax, a kilometre-long exit to the Promenade Littorale, which will be filled with life thanks to its ten shops, including three restaurants and an art gallery.

While the names of these brands are not yet known, the emphasis will be on diversity and consistency with the site.

The visitor can look forward to strolling within this soothing and serene place, enjoying an opportunity to shop, and sitting on the terrace of one of the café-restaurants. And why not extend the experience by enjoying the unique view along the Promenade Prince Jacques?

Evolution Si le cahier des charges initial affichait des contours extrêmement précis, les différents acteurs du chantier ne se sont évidemment pas interdit de le faire évoluer au fil de la réalisation de l’opération.

Il en est ainsi, sous l’impulsion de l’architecte italien Renzo Piano, des arches sises sous le boulevard Louis II. En effet, il est rapidement apparu que ces arches en pierre du plus bel effet agrémentent sans aucun doute le quartier du Petit Portier d’un charme incomparable. Si, dès l’origine du projet, il était convenu de les conserver, l’idée est progressivement née de laisser entrer l’eau sous ces arches, comme il était déjà le cas dans les années 50. À la différence des premières études où l’ambiance sous ces arches était minérale, cette évolution a permis de mêler les caractères traditionnels et modernes du lieu. L’on imagine alors aisément le visiteur porter son regard au premier plan sur les petits bateaux traditionnels du port, et, au second sur ces espaces maritimes préservés que surplombent des arches de pierre en forme de clin d’œil historique…

Evolution While the initial specifications showed extremely precise plans, the site’s various stakeholders obviously did not refrain from improving them as the operation evolved.

This is the case with the arches located under the Boulevard Louis II, thanks to the ideas of the Italian architect Renzo Piano.

It was clear that these stunning stone arches embellish Le Petit Portier district with incomparable charm. If, from the start of the project, it was agreed to keep them, the idea gradually arose to let water enter under the arches, as had been the case in the 1950s. Unlike the first studies where the atmosphere under these arches was mineral, this evolution blended traditional and modern characteristics. It is easy to imagine visitors taking in the foreground watching the small traditional boats of the port, and, in the background, the preserved maritime spaces with their overhanging stone arches in the form of a historical wink…

Hub To access Le Petit Portier from the entrance located at the roundabout, visitors will reach the Place Princesse Gabriella.

They will then follow Le Périscope, whose architectural signature, as with neighbouring buildings, derives from the Italian architect Renzo Piano. This small building with its elevators and stairs leads down to the level of Le Petit Portier.

Near the arches, the development of which has made it possible to preserve the pleasing aesthetics, a footbridge and another mechanical link will provide access to the entrance to the Fairmont hotel and an opening to the famous Monte-Carlo district.

From the causeway opposite the port it will be possible to reach the start of the Promenade Littorale and enjoy a pleasant walk towards the Larvotto district.

Hub Pour accéder au Petit Portier, le visiteur gagnera, depuis l’entrée située au niveau du rond-point, la Place Princesse Gabriella. Il empruntera alors le Périscope dont la signature architecturale revient, comme pour les bâtiments voisins, à l’architecte italien Renzo Piano. Ce petit édifice comprenant ascenseurs et escaliers permettra alors de descendre au niveau du Petit Portier.

Près des arches, dont l’évolution du projet a permis de conserver l’esthétique apparence, une passerelle, puis une autre liaison mécanique offriront une jonction directe avec l’entrée de l’hôtel Fairmont et une ouverture vers le célèbre quartier de Monte-Carlo.

Sur la digue opposée du port, il sera possible de gagner le départ de la Promenade Littorale et d’entamer une agréable marche vers le quartier du Larvotto.

Un plan d’eau apaisé

Technically, Le Petit Portier has been the subject of numerous studies and has required the implementation of particularly advanced solutions.

In order to provide a lagoon as protected from the swell as possible, the Mareterra teams have added a caisson to the caisson belt, the C0, which breaks the strongest waves. Inside the port itself, they used the “Jarlan chamber” technique, the same one that is already present on the entire caisson belt. This method absorbs 45,000 cubic metres of water for each wave.

Two types of studies were previously carried out.

The first, in a two-dimensional pool called a swell channel, made it possible to determine the attenuation coefficients of the swell.

The second, this time in a three-dimensional pool at a scale of 1/60th, made it possible to faithfully reproduce the “behaviours” of the sea outside and inside the port in order to verify that the port infrastructure remains well sheltered from the waves.

Located in Wallingford, England, this pool is currently the largest hydraulic laboratory in Europe and one of the largest in the world.

Techniquement, le Petit Portier a fait l’objet de nombreuses études et a imposé la mise en œuvre de solutions particulièrement évoluées.

Afin d’offrir un bassin le plus protégé de la houle possible, les équipes de Mareterra ont ajouté un caisson à la ceinture de caisson, le C0, qui permet de briser les plus fortes vagues. Et à l’intérieur même du port, elles ont utilisé la technique des « chambres Jarlan », la même que celle déjà présente sur l’ensemble de la ceinture de caissons. Cette méthode permet d’absorber, pour chaque vague, une quantité de 45 000 mètres cubes d’eau. Deux types d’études ont été préalablement réalisées.

La première, en bassin deux dimensions dénommé canal à houle a permis de déterminer des coefficients d’atténuation de cette houle.

La seconde, cette fois-ci en bassin trois dimensions à l’échelle 1/60e a permis de fidèlement reproduire les « comportements » de la mer à l’extérieur et à l’intérieur du port afin de vérifier que l’infrastructure portuaire demeure bien abritée des vagues.

Situé à Wallingford, en Angleterre, ce bassin est actuellement le plus grand laboratoire hydraulique d’Europe et l’un des plus grands au monde.

Sheet piling and rock armour To build the port docks, the method chosen is to create sheet piling retaining walls outside the future caissons forming the docks. Once this metal belt was completed, the earthworks could take place up to a minus 5-metre dimension, and the caissons were then built “dry” in the traditional way. Note that rock armour was then laid inside the caissons to further attenuate the swell.

An evolution of the phasing and the calendar therefore appeared obvious. The final earthworks for the port, between the caissons, and its equipment (pontoons, anchors, etc.) were scheduled for the end of the operation in 2024. Rather than carry out this earthwork in a constrained environment amongst almost finished shops, it was decided to anticipate it in 2021.

The construction of the decking was done quickly to create a large storage space on a site where there were multiple simultaneous operations. With an area of approximately 3,000 square metres, this decking covers the port and will be removed in early 2024.

Palplanches et enrochements Pour construire les quais du port, la méthode retenue consiste à réaliser des palplanches à l’extérieur des futurs caissons formant les quais. Une fois cette ceinture métallique réalisée, le terrassement a alors pu avoir lieu jusqu’à une cote -5 mètres et les caissons ont alors été construits « au sec » de manière traditionnelle. À noter que des enrochements ont ensuite été posés à l’intérieur des caissons pour atténuer encore la houle.

Une évolution du phasage et du calendrier est dès lors apparue comme une évidence. Le terrassement final du port, entre les caissons et son équipement (pontons, ancrages…) était programmé pour la fin de l’opération, c’est-à-dire en 2024. Plutôt que de réaliser ce terrassement dans un environnement contraint, au milieu des commerces quasi achevés, il a été décidé de l’anticiper dès 2021. La réalisation d’un platelage s’est alors rapidement imposée afin de créer un large espace de stockage sur un chantier aux multiples opérations concomitantes. Avec une surface de 3 000 mètres carrés environ, ce platelage recouvre ainsi le port et sera ôté en début d’année 2024.

Directeur des Affaires Maritimes de Monaco depuis septembre 2012, Armelle Roudaut-Lafon et ses services ont été impliqués tout au long du projet Mareterra afin d’apporter une vision très technique des contraintes et enjeux de sécurité notamment, aux abords et à l’intérieur de cette nouvelle infrastructure portuaire.

Quel a été, quel est et quel continuera à être le rôle de la Direction des Affaires Maritimes dans le cadre de la réalisation du port d’animation de Mareterra ?

What has been, what is and will continue to be the role of the Department of Maritime Affairs in the construction of the port of Mareterra?

Nos services ont été associés très tôt à la définition de ce port, notamment concernant les conditions de navigation. Les échanges se sont avérés nombreux et constructifs. Et même si, bien évidemment, nos métiers et nos visions n’ont pas toujours été les mêmes, chacun a su écouter l’autre, prendre en compte les différentes contraintes et, ensemble, nous sommes parvenus à des solutions efficaces car nous concourons tous au même objectif final.

Our services were involved very early on in the description of this port, particularly with regard to navigational conditions. The discussions turned out to be numerous and constructive. And even when, of course, our jobs and our visions were not always the same, each one knew how to listen to the other, to take into account the various constraints and, together, we reached effective solutions because we all work together to the same end goal.

Pouvez-vous préciser quelles étaient, pour la Direction des Affaires Maritimes, ces contraintes et ces solutions auxquelles vous avez abouti ?

Can you specify what were, for the Department of Maritime Affairs, these constraints and these solutions that you came up with?

Il importait de prendre en compte de nombreux facteurs. Certes, il s’agit d’un port dit d’animation avec un faible nombre d’anneaux.

Mais les enjeux de sécurité demeurent importants comme dans toute autre infrastructure portuaire. A l’extérieur, comme à l’intérieur, mais aussi dans la circulation entre les zones portuaires et la zone maritime. Premier élément : il fallait travailler à la sécurité des abords du port, abords eux-mêmes situés proches de l’entrée du Port Hercule où transitent de grands yachts et des navires de croisière. Nous avons notamment largement accompagné le constructeur dans la définition d’un balisage adéquat. Autre élément, l’exposition du port d’animation. Si sa configuration risquait d’en faire un port insuffisamment abrité, il est dès lors apparu nécessaire d’apporter les réponses les plus efficaces. Les jetées, l’étroitesse de son entrée en font

There were many factors to take into account. This is a so-called “animated port” with a low number of docking rings. But the security issues remain important as in any other port infrastructure. Outside, as well as inside, and also in traffic between port areas and the maritime area. First element: it was necessary to work on the safety of the surroundings of the port, the surroundings themselves located near the entrance to Port Hercule, where large yachts and cruise ships pass. In particular, we have provided extensive support to the builder in defining adequate markings. Another element was the exposure of the animated port. If its configuration risked making it insufficiently sheltered, it would be necessary to provide the most effective responses.

The piers and narrowness of its entrance now make it as secure a port as any other in Monaco. This second option, reducing the

désormais un port aussi sécurisé que les autres ports de Monaco. Cette seconde option, réduire la largeur de l’entrée du port, a supposé de ne conserver qu’un seul sens de circulation simultané. Là encore, des feux et un balisage spécifiques, permettent aisément et en toute sécurité d’entrer et de sortir du port. De manière plus générale, le défi consistait à intégrer nos contraintes à un projet architectural qu’il n’était pas question de dénaturer.

width of the entrance to the port, meant restricting traffic to one direction at a time. Here again, specific lights and markings make it easy and safe to enter and leave the port. More generally, the challenge was to integrate our constraints into an architectural project that there was no question of distorting.

Le Petit Portier se distingue effectivement en de nombreux points des deux autres ports de Monaco que sont Hercule et Fontvieille…

That’s right. However, for us, the animated port falls within the same legal framework as the other two Monegasque ports. It is a port and as such, we must ensure the same requirements of safety, service, waste management and pollution prevention…

Moreover, there will still be only a single concessionaire for the three entities: the Société d’Exploitation des Ports de Monaco (SEPM). Obviously, once this general framework is established, specific methods can then allow each port to be adapted according to its characteristics. This is also the case in certain port areas of Port Hercule.

Le Petit Portier is indeed different in many ways from the two other ports of Monaco, Hercule and Fontvieille…

C’est exact. Cependant, pour nous, le port d’animation s’inscrit dans le même cadre juridique que les deux autres ports monégasques. Il s’agit d’un port et en tant que tel, nous nous devons d’assurer les mêmes exigences de sécurité, de service, de gestion des déchets et de prévention des pollutions… D’ailleurs, il n’y aura toujours qu’un seul concessionnaire pour les trois entités : la Société d’Exploitation des Ports de Monaco. Bien évidemment, ce cadre général posé, des modalités particulières peuvent ensuite permettre d’adapter chaque port en fonction de ses caractéristiques. C’est également le cas sur certains espaces portuaires du port Hercule.

Précisément, un port comme Hercule accueillant des navires de croisière ne se gère assurément pas comme un port d’une douzaine d’anneaux pour des navires de petite taille. À vous entendre, le port d’animation sera intégré dans l’arsenal règlementaire de l’ensemble des ports, mais il comportera ses propres spécificités. Pouvez-vous préciser ?

Obviously, a port like Hercule accommodating cruise ships cannot be managed like a port of a dozen docking rings for small boats. According to you, the animated port will be integrated into the regulatory arsenal of all the ports but it will have its own specifics. Could you be more precise?

We have already mentioned the principle of one-way entry. But there are other things to take into account. For example, we have agreed with the builder to ensure that the lights of the Hercule port remain visible from the port of Mareterra, in order to guarantee the safety of very different ships such as those of the animated port and cruise ships from Port Hercule. Moreover, even if this port will have its own “harbour master’s office”, communication between the three port structures will be ongoing. The teams from the SEPM and the Department of Maritime Affairs will visit the site on a regular basis. The State services will have locations for this purpose, which cannot be used commercially, but which will be reserved for them in the port of Mareterra.

Nous avons d’ores et déjà évoqué le principe de l’entrée en sens unique. Mais d’autres éléments sont à prendre en compte. Nous avons par exemple, convenu avec le constructeur de faire en sorte que les feux du port Hercule demeurent visibles du port d’animation, ceci afin de garantir la sécurité de navires très différents que sont ceux de plaisance du port d’animation et de croisière du port Hercule. Par ailleurs, même si le port d’animation disposera de sa propre « capitainerie », la communication entre les trois structures portuaires sera permanente. Les équipes de la SEPM et de la Direction des Affaires Maritimes se rendront régulièrement sur place. Les services de l’Etat disposeront à cet effet, d’emplacements, inexploitables commercialement, mais qui leur seront réservés dans le port de Mareterra.

Are all of these elements fully defined to date?

L’ensemble de ces éléments est-il complètement défini à ce jour ?

No. The main difficulty is that initially we only worked on paper.

We are now in the finalisation phase. There remains an essential legal part to be worked out in collaboration and with the support of the Department of the Mission for the Urbanisation at Sea, with the SEPM… However, this aspect is very advanced, so we will soon have completed this first part. But we know that minor marginal adjustments will be necessary during the early days of operation of the port.

Non. La principale difficulté réside dans le fait que nous avons travaillé uniquement sur papier. Nous sommes dans la phase de finalisation. Il demeure notamment une incontournable partie juridique à régler en collaboration et avec l’appui de la Direction de la Mission Urbanisation en mer, avec la SEPM… Pour autant, ce volet est très avancé. Dès lors, nous aurons achevé cette première partie. Mais nous savons que de menus aménagements à la marge seront ensuite nécessaires lors des premiers temps d’exploitation du port.
