5. Municipal planning and urban development:
a) Information of the Municipal Council about a specific amendment to the graphic part of the General Development Plan (GDP) of the Municipality of Mamer concerning the “Zolwerfeld II” project in Capellen (Article 10 of the amended Law of 19 July 2004); With the votes of all the Councillors, the Municipal Council approves a specific amendment to the graphic part of the General Development Plan of the Municipality of Mamer concerning the “Zolwerfeld II” project, where the delimitations of the zones prescribing the elaboration of a “New District” Specific Development Plan are narrowed so that the College of Aldermen can begin the planned procedures. b) Adoption of a “New District” Specific Development Project relating to assets in Capellen, at the “Domaine Beaulieu”, presented by the engineering consultancy firm bEST on behalf of Mr and Mrs Janssen-Reuter and a decision as to compensation to be required by the owner for the area of less than one quarter of the total area (Articles 30 and 34 of the Law). With nine votes against two abstentions, the Municipal Council approves a Specific Development Plan for the engineering consultancy office bEST for the domaine Beaulieu Estate in Capellen. Also with two abstentions, the Council decides that the compensation to be paid for the area of less than one quarter of the total area will be used for the installations planned on a plot of 7.04 ares in Capellen and finally decides that an area of 0.33 ares is to be given for free to the Municipality as an integral part of the local pathways.
6. Estimates and additional loans:
a) 4/690/211000/18029 – Study into renovation of the school in Holzem – Estimate amount e 50,000.00; The Municipal Council unanimously approves an estimate and an additional loan of e 50,000 for a study into renovation of the school in Holzem. b) 4/821/222100/17027 – Replacement of the lighting at the football ground in Mamer by LED lights – Estimate amount e 100,000.00; Also unanimously, the Councillors approve an extraordinary loan of e 100,000 for the replacement of the lighting of the football ground in Mamer with LED lights. c) 4/120/223410/18050 – Allocation of an extraordinary loan for the acquisition of furniture for the requirements of the municipal secretariat – Loan amount e 115,000. All the Councillors agree on an extraordinary loan of e 115,000

for the acquisition of furniture for the requirements of the municipal secretariat.
7. Approval of receipts.
Receipts amounting to a total of e 73,579.23 are approved unanimously.
8. Decision of the exercise of a right of pre-emption on the following parcels:
a) Parcels entered in the Land Register for the Municipality of Mamer, Section B Mamer-South under Nos 817/7586, 817/7587, 817/7589 and 817/7591 at “Wieweschgaass” and the “Rue Henri Kirpach”; The Municipal Council decides unanimously to waive its right of pre-emption concerning land in the “Wieweschgaass” and the Rue Henri Kirpach in Mamer.
b) Parcel entered in the Land Register for the Municipality of Mamer, Section C Holzem under No 1029/4850 in the “Rue des Champs”. Also unanimously, the Councillors waive the right of preemption concerning a parcel of land in the Rue de Champs in Holzem.
9. Agreements:
a) Approval of an agreement with the Fund for the management of religious buildings and other property of the catholic religion in relation to the provision of a religious building locating in Mamer; An agreement with the Fund for the management of religious buildings and other property of the catholic religion in relation to the church in Mamer is approved unanimously. b) Approval of an agreement with the Fund for the management of religious buildings and other property of the catholic religion in relation to the provision of a religious building locating in Holzem; Another agreement with the Fund for the management of religious buildings and other property of the catholic religion in relation to the church in Holzem is also approved unanimously by the Councillors. c) Approval of an agreement with the Fund for the management of religious buildings and other property of the catholic religion in relation to the provision of a religious building locating in Capellen. Also unanimously, the Councillors approve an agreement in relation to the church in Capellen. The three agreements provide for the payment of an annual rent to the Municipality, which is the owner of religious buildings: for the church in Mamer e 2,000, for the church in Capellen e 1,500 and for the church in Holzem e 1,000.
