ATHENS — Two Greene County residents were arrested Thursday afternoon on felony drug and weapons possession charges, according to state police. Courtney Cochrane, 32, of Catskill, was charged with fourth-degree criminal possession of a controlled substance, a class C felony, firstdegree criminal possession of a controlled substance, a class A felony, two counts of fourth-degree criminal possession of a weapon, a class A misdemeanor, and two counts
of criminal possession of a firearm, a class E felony, police said. Diamonique Cochrane, 27, of Athens, was charged with fourth-degree criminal possession of a controlled substance, a class C felony, firstdegree criminal possession of a controlled substance, a class A felony, two counts of thirddegree criminal possession of a weapon, a class D felony, and two counts of criminal possession of a firearm, a class E felony, police said. The two were arrested at about 3:35 p.m. at a location in Athens, police said.
Police did not disclose the type of weapons or drugs that were seized in the arrests. After the two were arraigned, they were held by authorities, police said. State police hope to provide further information next week, as the investigation has not been completed, said Beau Duffy, director of information for state police Friday. According to New York Penal Law, first-degree criminal possession of a controlled substance is defined as possessing eight ounces or more

WINDHAM — Town officials laid out a detailed plan for improving and sustaining the municipality as they
finalize its first comprehensive plan since 2002. The Windham Town Board held a puablic hearing for the proposed plan at its meeting on Thursday and the
document will next be in front of the Greene County Planning Board on Feb. 16 for review. “The (Greene County) Planning Board will have a chance
to comment on it,” Windham Town Supervisor Thomas Hoyt said Friday. “We had sent them an unofficial plan earlier to get their comments earlier in the year and we received
comments back from them. We incorporated them into our final draft and once we finished our final draft, we sent it down for the 239 official review. Once we get their
