NEW BALTIMORE — An Albany County man has been charged with rape following an investigation by two law enforcement agencies in Greene and Albany counties. Gage A. Tubman, 23, of Ravena, was arrested by state police Tuesday and charged with third-degree rape, with an alleged victim under 17, a class E felony; third-degree sexual abuse, a class B misdemeanor; and acting in a manner to injure a child, a class A misdemeanor, Nevel said. Tubman was arraigned in New Baltimore Town Court. Following his arraignment he
was turned over to Town of Coeymans Police to face additional charges, Nevel said. An order of protection was issued for the alleged victim. Tubman was then arraigned in Coeymans Town Court on Tuesday on one count of thirddegree rape, a class E felony; and one count of endangering the welfare of a minor, a class A misdemeanor, Albany County District Attorney’s Office public information officer Cecelia Walsh said Friday. The underage alleged victim in both the Greene County and Albany County incidents is the same person, Walsh said. Tubman and the alleged victim also knew one another

Theories about what area of upstate New York will lose representation in Congress are purely speculative, officials said Tuesday, after initial U.S. Census data show greater population loss upstate, causing a hum about how elective districts will be redrawn for draft maps to be released next month. New York will lose one seat in the state’s congressional delegation, bringing the total to 26 seats in the House of Representatives. Upstate New York is expected to sustain the loss based on population shifts identified in the most recent Census data, according to analysis Tuesday from the New York Public Interest Research Group. “It’s probably a safe bet that upstate outside the Hudson Valley is going to lose political clout,” NYPIRG Executive Director Blair Horner said Tuesday. “Demography is destiny. They have fewer people, and if you believe in representative democracy, that should be the case that areas with more population growth have an advantage.” Upstate New York — which includes all areas north of Westchester, Rockland and Putnam counties, according to NYPIRG

C-A mascot vote procedure hits snag By Kate Lisa Columbia-Greene Media
COXSACKIE — The process for community members to select Coxsackie-Athens Central School District’s new mascot is in flux after concerns about student participation before school begins. The district’s Liaison Committee spearheaded the process to choose a new mascot to represent Coxsackie-Athens, formerly home of the Indians, after the board of education voted June 18 to retire it amid controversy the mascot was derogatory to indigenous people.
The Rebranding Committee, comprised of students, staff and community residents will meet Monday to examine expanding the nomination and voting periods after multiple parents and student caregivers expressed concerns that people were unaware of the mascot change or opportunity to vote over the summer break. More than 45 parents signed up to speak at Coxsackie-Athens’ regular school board meeting Thursday night to discuss a multitude of ongoing issues within the school district and larger community, including
the controversial mascot change. “Can we give the kids an opportunity to have more investment in it?” Board of Education President Michael Donahue said Friday. “We want to make sure everyone has an opportunity.” The first round of voting for a new mascot concluded Wednesday after it began on the district’s website Aug. 11. Second and final rounds of voting were slated to take place in September and tallied by the board See SNAG A2
