Built on a strong foundation of advocacy, ACHIEVA was founded in the 1950s by a group of parents with a common passion, to ensure their children with disabilities had the same chances in life that all children should be given. Since then, ACHIEVA has been committed to providing innovative and industry changing programs and services for individuals with disabilities and their families.

Each year, ACHIEVA grows in staff, customers and support services. ACHIEVA currently operates from more than 100 different locations and is the service provider of choice for more than 12,600 individuals and their families. ACHIEVA is southwestern Pennsylvania’s largest provider of lifelong services and supports for people with disabilities and their families. As a nationally recognized leader in health and human services ACHIEVA created innovative supports, such as ACHIEVA Family Trust, for individuals with disabilities and their families.

ACHIEVA is a premier provider of early intervention, with more than 50 years of experience supporting infants, toddlers and their families. ACHIEVA is known for its innovative programs and advocacy on behalf of children with developmental delays from birth to three years of age. ACHIEVA also provides preschool readiness programs for two and three year olds with developmental delays to help them prepare for transition to preschool.

Advocacy and Family Supports

Advocates from The Arc of Greater Pittsburgh and The Arc of Westmoreland work to ensure full community participation for children and adults with intellectual disabilities. This initiative has:

• The Arc of Beaver hosted 29 recreational events for 1,120 children and adults • The Arc of Beaver’s Day Camp provided three weeks of summer fun to more than 64 school age children with intellectual and developmental disabilities • The Arc of Westmoreland hosted 60 events for 1,800 people. Activities included movies, dinners, seasonal events (swimming, amusement parks, baseball games, Pittsburgh Zoo), dances, mall shopping and theater experiences • 260 children (birth to age 13) and their families attended the annual family picnic • 175 children and their families enjoyed Breakfast with Santa

Disability Healthcare Initiative

ACHIEVA works with many stakeholders, including individuals with disabilities and their families, medical professionals, hospitals and health centers, government agencies, educators and advocates to develop viable solutions to increase access to healthcare for people with disabilities.

• Produced the “Access to Healthcare for Women and Girls with Disabilities: Challenges and Solutions” Policy Brief • Worked with the Pennsylvania Office of Medical Assistance Programs Bureau of Managed Care to create the Dental Levels of Care Initiative for all Managed Care Organizations (MCO)

Older Adult Protective Services

ACHIEVA is under contract with the Beaver County Office on Aging to Provide Older Adult Protective Services (OAPS) to people 60 years of age and older. Protective services are available to older adults, who, because of one or more functional limitations, need the assistance of another person to perform or obtain services necessary to maintain physical or mental health.

Our experienced and knowledgeable staff: • Provided services to over 400 alleged victims of abuse, neglect or exploitation with a monthly average of 30 new reported cases • Received recognition by the Pennsylvania Department of Aging for “Exceptional Efforts to Protect Pennsylvania’s Older Adults”

ACHIEVA Home Care

ACHIEVA Home Care offers home and community habilitation, homemaker supports, transportation and classroom aides and assists individuals with disabilities with personal care services.

ACHIEVA Home Care also offers respite supports that give parents and caregivers of individuals with disabilities a break for a few hours or overnight care and emergency support to individuals with disabilities of any age.

• Provided support services to 261 families in Beaver County • Provided more than 1,200 hours of advocacy services for more than 240 new familes in Allegheny, Beaver and Westmoreland Counties • Provided more than 1,400 hours of technical assistance in Beaver, Allegheny and Westmoreland Counties • Produced webinars on medical, educational early intervention and long term planning topics • Increased our viewership of webinars by 15 percent

Recreation

• Provided over 300,000 hours of support to over 430 individuals in Allegheny and Westmoreland counties • Applied for and received authorization to serve four individuals who have an Autism Waiver • ACHIEVA and The Arc of Westmoreland secured a second year license from the Department of Health to assure safe, adequate and efficient services for the operation of a Home Care program

ACHIEVA Vocational Supports

ACHIEVA Residential Supports

ACHIEVA is a qualified provider of Community Habilitation; Pre-Vocational Services; Traditional Work Services and Employment Services. ACHIEVA has five vocational facilities located in Pittsburgh’s Strip District, Bridgeville, West Mifflin, Wilkinsburg and Greensburg.

ACHIEVA provides many residential living options for adults with intellectual disabilities.

Guided by a person-centered approach and focused on the achievement of personal outcomes, ACHIEVA supports full inclusion in the community.

We experienced growth in all of our business and contacts.

• Full-time job assignments increased by 20 percent • Individuals working in the vocational facilities earned $1,038,288 in wages and benefits • Individuals transitioning from high school to work increased by 58 percent • Mail service processed 5,636,396 pieces of mail (an 18 percent increase over last fiscal year) • Cleaning and Janitorial (C & J) services increased by 11 percent • Supported Work saw an increase of 40 percent in the number of individuals being served • Property Maintenance revenue increased 22 percent • All programs received 100 percent compliance on state licensing

ACHIEVA Resource Development

Every year ACHIEVA must raise funds to provide supports for individuals with intellectual and developmental disabilities and their families.

• Overall donations increased five percent • $711,000 was raised through special events as well as individual, business and foundation donors • 400 guests attended the annual Pittsburgh Promenade Auction netting over $67,000 • 160 golfers and guests raised $66,000 at the annual golf outing at Valley Brook Country Club

• Started a pilot residential assessment for those on the Pennsylvania Waiting List to determine their level of support • Received 100 percent compliance for all ACHIEVA Residential homes through Pennsylvania’s licensing requirements

Community-based supports are currently being provided in eight counties in southwestern Pennsylvania. All vocational services are outcomes-based and tailored to the individual’s needs and specific goals of its customers.

ACHIEVA Family Trust

Individuals with disabilities and their families face significant challenges in planning for their financial stability. ACHIEVA was the first nonprofit organization in the United States to receive approval from the federal government to provide family trust services to help families plan and privately finance support for loved ones with disabilities.

ACHIEVA Quality Assurance

ACHIEVA is committed to providing high quality supports based on the input of the people we serve. A system for evaluating the delivery of supports and services provided to customers was established.

ACHIEVA’s Disability Healthcare Initiative staff provided the leadership on Senate Bill 532 which was signed into law by Governor Corbett as Act 40. Act 40 mandates insurance coverage for general anesthesia for children under the age of seven years and individuals with developmental disabilities for whom a successful result cannot be expected under local anesthesia.

ACHIEVA requested and was granted a seat on the Medical Assistance Advisory Committee which provides the Department of Public Welfare with advice about access to and the delivery of health care services to low income individuals and families.

ACHIEVA’s advocates worked with others across the state to urge legislators to include a waiting list initiative in the Governor’s FY 2011 – 2012 budget. As a result, 700 graduates and 431 elderly caregivers will receive services during the coming year.

ACHIEVA’s disability advocates provided support to the Education Law Center and the Homeless Children’s Education Fund in their efforts to get Senate Bill 157 passed which established within the Department of Education a task force on homeless children’s education. It was signed into law by Governor Corbett on July 5, 2012.

• Established a baseline for customer satisfaction by implementing a customer satisfaction survey of ACHIEVA customers • Developed and implemented first customer service organization training via webinar • Each department developed goals to increase and track customer satisfaction

ACHIEVA’s disability advocates provided testimony during House hearings on the waiting list crisis and the devastating effects of the proposed block grant.

ACHIEVA provided comments on the following: Pennsylvania State Plan on Aging; the Center for Medicare and Medicaid’s Proposed Rule on the Medicaid program’s Plan on Home and Community Based Services; the Pennsylvania Department of Public Welfare Plan for its Shared Living Program and the Allegheny County Port Authority’s Proposed Fare and Service Changes.

• New accounts increased by eight percent • Assets under management increased by 14 percent to $56.7 million • Disbursements increased by 14 percent for a total of $7.3 million • The ACHIEVA Family Trust residual account distributed over $200,000 to assist individuals that lack funds to purchase services and equipment

Advocacy Accomplishments

Eight Years with ACHIEVA Family Trust Dylan was born prematurely and suffered from a significant lack of oxygen to his brain, resulting in spastic quadriplegic cerebral palsy, uncontrolled epilepsy, severe obstructive sleep apnea, scoliosis, cortical vision impairment and intellectual and developmental disabilities. Dylan requires a private duty nurse to care for him at night while his family sleeps and also during the day when they work. Dylan is unable to attend public school but his teacher comes to his home three days a week. His parents work hard to ensure his social needs are met since he isn’t able to have typical school interaction with other children.

Everyone in Dylan’s life play a significant role in making this happen, everyone from his friends, nurses, teachers and family members. Dylan’s mom Carrie says, “When they say that it takes a village to raise a child, they really weren’t kidding.”

Dylan’s family was introduced to ACHIEVA Family Trust in 2004. At that time Dylan was five and a half years old. “I remember the day that we had our initial meeting with everyone at the Trust. I was incredibly nervous but quickly realized I had no reason to be,” Carrie recalls. “All of the staff members were very kind to us right from the minute we walked through the door and they still are eight years later.”

ACHIEVA Family Trust adds a unique and vital case management and social work component to the traditional role of the trustee.ACHIEVA offers life planning services for individuals with disabilities and their families, including a personal planning guide to help families collect and update information about their loved ones. Creating a special needs trust also helps an individual with

a disability remain eligible for government services. ACHIEVA works with individuals with disabilities and their families to ensure that proper government support services are being provided. For Dylan, the trust has been a supplement to his medical needs when insurance coverage wasn’t enough.

“It has helped us to pursue alternative medical avenues, it has helped by paying for medical travels as well as his leisure travel. We always make sure we offer Dylan the opportunities to experience joyful things in his life since his life is bound by so many medical issues and treatments. The Trust has always been good to Dylan in that respect.”

At ACHIEVA we know and understand the challenges people with disabilities and their families face, especially when planning for their financial future. ACHIEVA Family Trust now has over 1,900 accounts for individuals with disabilities and their families.Establishing a trust account with ACHIEVA Family Trust offers some peace of mind to families working to ensure that their loved ones are taken care of in the future. “They are the gate keeper so to speak when it comes to Dylan’s funds. They ensure that all monies are being used for Dylan’s benefit, just as it should be.”

Dylan is now 14 years old and as I look back I can’t believe how quickly the time has passed. Dylan’s health has waxed and waned over the years and at this point we have been told that he has end stage respiratory disease.

We know that Dylan’s time here on earth won’t be forever but we also know that we take each moment that we have together and we make them count. Life is a gift and it’s because of Dylan that we truly understand that.

There are several different techniques and approaches to caring for a child with a disability. It’s important for families to decide what approach works best for them and stick with it. Therapists at ACHIEVA are trained to educate and help families implement the best approach, guiding them every step of the way.

Four years ago Shannon and her husband had their second child, a beautiful baby girl they named Abigail Grace. In the midst of their excitement and joy for their new addition their lives were changed forever. “In our discharge paperwork there was a small yellow piece of paper,” Shannon recalls. “Our daughter had failed the newborn hearing screen and just six weeks later we learned that she was deaf.” News of Abigail’s condition sparked doubt for Shannon. She wondered if she could parent a child that she knew nothing about, if she could be a good mom to a deaf child. Therapists with ACHIEVA showed her she could.

“There are two different schools of thought on how best to educate deaf children, the oral-auditory approach and the total communication approach. As Abigail approached transition, we needed to make a decision on which philosophy best fit our family. Our ACHIEVA therapists visited preschool options with us, connected us with other families and provided resources that illustrated the benefits of each philosophy. We chose to educate our daughter using a total communication approach and we feel confident that was the right choice for our family because our therapists provided us with so much vital information.”

ACHIEVA’s early intervention is designed as a family training model. By providing services in home and community environments therapists are able to teach families the skills necessary to promote their child’s growth and development in the context of their everyday life. ACHIEVA therapists show families how to incorporate learning opportunities throughout the child’s day, giving the family the tools and confidence necessary for their child’s improvement. “Our therapist helped me to realize that I could do this, that I could be a good mom to a deaf child. She was not only my guide in an unfamiliar world, but also my source of strength.”

Just as Shannon’s extraordinary efforts became ordinary the family was hit with another diagnosis that would greatly impact their lives. Abigail lost all remaining residual hearing in her left ear, which meant the family had to make some decisions about Abigail’s care moving forward. Faced with another tough decision, Abigail received a cochlear implant in May 2011. “I once again found myself in an unfamiliar world full of anxiety. How could I take care of this piece of equipment that was worth more than my parents’ home? How could I learn to use it? How can I convince her to wear it? Did we make the wrong decision?” With help from ACHIEVA therapists the family was able to make it through. “ACHIEVA therapists provided ideas on how to adapt our schedules, continuous instructions on how to use the equipment, how to maintain it and countless hours of working one-on-one with Abigail to grow with it. “

From once being the mother unsure of how to care for her little girl, unsure if she had the strength and knowledge to care for a deaf child, to a mother confident enough to soon after welcome her third child. One month after Abigail’s cochlear implant was activated Shannon gave birth to a baby boy, Jameson Andrew who, like his sister, was also deaf. Jameson was immediately enrolled in early intervention services with ACHIEVA and paired with yet another wonderful therapist. “I have learned so much in the last four years about how to be a strong parent and advocate for my child. Our therapist comes up with techniques and ideas that I haven’t seen before. She is a wealth of wonderful information and not only focuses on Jameson, but on our whole family.”

A Mother’s Will

At four years old, Abigail is enrolled in a specialized preschool program that utilizes total communication. She is bi-lingual, communicating in English and and American Sign Language (ASL) and will start kindergarten at her local elementary school next year. Jameson, is now 15 months old and is learning several signs and beginning to talk. As for mom, “I have grown from a scared, anxious parent into a strong advocate for my children.”

ACHIEVA Launches Capital Campaign

In 2012, ACHIEVA launched the largest capital campaign in its history. Innovation in Support of People with Disabilities: ACHIEVA’s Commitment to the Community, will enhance the lives of people with disabilities and their families by supporting the following four priorities.

ACHIEVA Family Trust • Helping 1,500 more families to secure the financial futures of their loved ones with disabilities through the ACHIEVA Family Trust Social Entrepreneurship – Expanding the Pallet Manufacturing Business • Acquiring a new band re-saw line, expanding working space, and acquiring additional equipment to increase production and create new jobs for people with disabilities at ACHIEVA’s successful pallet manufacturing plant in Bridgeville Stability & Sustainability • Greening ACHIEVA’s many facilities, increasing their energy efficiency and providing long-term operating cost reductions When complete in the spring of 2013, this $8 million campaign will expand ACHIEVA’s capacity to serve the growing needs of its customers through direct programming, reduction in annual operating expenses and increased business for the organization’s pallet manufacturing operation. It will: • Ensure that fitting and successful residential arrangements will be available to people with disabilities for years to come • Provide comprehensive services to help families plan and finance supplemental services and supports • Provide people with disabilities with the training and gainful employment that will enhance their lives and enable them to contribute more fully to the life of their region • Create safe, comfortable and environmentally sustainable workplaces and living spaces for the many people with disabilities in our region

A dedicated group of nearly 50 of the region’s leaders has assembled to conduct this campaign. All six committees of the campaign are on schedule for raising their share of the funds needed to complete the project. On behalf of the more than 12,600 individuals with disabilities whom ACHIEVA serves each year, we extend our deepest gratitude to these volunteers and to the hundreds of individuals, foundations and corporations that have provided financial support to this major effort.

First, you can include us in your will. To include ACHIEVA in your will, you may use the following statement in your will or codicil: “I give, devise and bequeath to ACHIEVA, a Pennsyvania not-for-profit corporation, with offices presently located at 711 Bingham Street, Pittsburgh, Pennsylvania, 15203, the sum of $_______.”

Second, you may list ACHIEVA as a beneficiary in your insurance policies.
