EXECUTIVE SUMMARY

The Air Cargo Logistics Industry • • • • •

Air Cargo Logistics Industry transports annually more than USD 6 trillion worth of goods by air, accounting for approximately 35% of world trade by value.

As per IATA, in 2020 one-third of the overall revenue of airlines was attributed to the air cargo industry, and in 2021 and for the year 2022, IATA predicts the air cargo demand to exceed prepandemic levels by 13%.

India is one of the fastest growing economies of the world and the present government has set a target, India becoming $ 5 Trillion economy by 2024-25 & third largest in the world.

In order to meet the projected growth in the Indian economy, Ministry of Civil Aviation has targeted the air freight growth rate to 13.5% to reach the 10 million Mt by 2030-31.

The need of the hour is for timely integration of action plans across the air cargo industry and all the stakeholders including the Government departments need to adopt fundamental changes in their workings and go for digital transformation as an enabler of innovation for trade facilitation.

The air cargo industry is struggling with the following current adversaries after COVID Pandemic & Russia - Ukraine conflict/war and looking for the support of all regulatory & promoting agencies. o o o o

Soaring oil prices, Rising air freight costs, Reduced airline freight capacity The Russia-Ukraine war has suspended trade from most of the western world along with the closure of air space above Russia and Ukraine, will have long term negative impact on the air cargo recovery. o The closure of the direct route via Russia’s Siberian air corridor is adding hours to flight times between the US/ UK and Asia has resulted airlines carrying only around 20% of its cargo capacity.

India is aspiring to become USD 5 Trillion economy and there’s no denying the fact that the PM Gati Shakti masterplan for multimodal connectivity will play an instrumental role in achieving this vision of the new India. The Gati Shakti project has majorly emphasized more on building a multi-modal infrastructure that will provide integrated and seamless connectivity for movement of goods and services and people from one mode of transport to another. It will not only facilitate the last mile connectivity for freight movement but will also play a major role in reducing cost of logistics in India.

INTRODUCTION

Air Cargo Forum India (ACFI)

Air Cargo Forum India (ACFI) was established on 14th September 2012 with a vision to “build a world class environmental friendly air logistics industry by innovation with credible allied activities and providing business facilitation to boost the Indian economy.” , Mr.

Air Cargo Forum India (ACFI) is a nationwide association of the member stakeholders from the entire Air Cargo Logistics Supply Chain Industry, comprising of members from Airport Operators, Cargo Terminal Operators, Freight Forwarders, Customs Brokers, Airlines (scheduled and non-scheduled), Express Industry, Bonded Truck Operators, etc. and the associations of these stakeholders like FFFAI, BAR India – Cargo, EICI, ACHAI, DACAAI. ACFI is a unique air cargo association with following attributes; • • •

ACFI Collaboration International Collaboration with The International Air Cargo Association (TIACA) At the global level, ACFI is working closely with The International Air Cargo Association (TIACA) as its lifetime member to bring the International Best Practices and Business Opportunities and in the domestic collaboration ACFI is the association member of PHD Chamber of Commerce and Industry (PHDCCI) one of the leading PAN India Industry Association.

On Skill Development with AASSC & LSC ACFI has signed MoU with Aerospace & Aviation Sector Skill Council (AASSC) and Logistics Sector Skill Council (LSC) to promote the skill development in the air cargo industry by creating a long term mutually rewarding partnership between ACFI - AASSC & ACFI – LSC under National Skills Qualifications Framework (NSQF), with this collaboration all the ACFI training programs certificates are being signed jointly to the qualified candidates of ACFI training programs.

There are many challenges being faced by the air cargo logistics trade & industry which are impending the growth and development of this sector. To deal with the challenges and improve the level of ease of doing business, ACFI engages proactively with all the players of Air Logistics Industry and with Government/ Regulatory Agencies to mitigate the hardships.

Functionality of ACFI ACFI Taskforce Pillars:

ACFI established five (5) Taskforce Pillars in 2017 headed by Industry Experts including ACFI board members to give impetus to its activities on the development and improvements of Air Cargo Logistics Trade & Industry. The Taskforce Pillars hold their monthly meetings of executive members on a quarterly basis with their larger group of members to achieve the aims and objectives of their respective pillars.

Katgara, President, ACFI and following issues were deliberated for taking further action by the Task Pillar on Policy Advocacy; a) Shortlisted Customs Process related five (5) Administrative Issues b) Seven (7) Shortlisted Customs Process issues required Solution through System Digitally c) Three (3) Air Cargo Logistics Issues. d) Industry issues related to Ministry of Civil Aviation e) Four (4) Other issues related to Custodians & Other Regulatory. ii. Mr. Cyrus Katgara Chairman Task Pillar on Policy Advocacy in the 64th office bearers meeting held on 2nd Mar’ 2022 reviewed all the pending issues pertaining to regulatory authorities viz.

Customs, DGCA, BCAS, MoCA, Special Secy. Logistics & Airport Operators & identified the major issues for taking follow up action by Policy Advocacy Pillar. iii. It was also decided that all the pending Customs issues will be discussed with FFFAI separately by Mr. Arun Kumar for deciding a joint strategy. Mr. Arun Kumar has already deliberated with the office bearers of FFFAI in this regard.

The processing of obtaining Authorized Economic Operator (AEO) Certificate should be Digital or Online to prevail transparency in the system and avoid delay as at present it takes lots of time and cost.

ACFI Task Pillar on Skill Fourteen (14) Training Programs Conducted during FY Development Meetings 2021-22 i. The Task Pillar successfully conducted 4 Office Bearers BCAP Training Programs, 3 AACTP and 4 Mr. Vipan Jain – Chairman ECTP in total 11 online Training Programs Mr. J.M. Nair - Vice during the period 2021-22.

Chairman ii. A record number of 733 trainees from the air cargo logistics industry across the country attended the above training programs.

Total Training Programs Conducted till Apr’ 2022 In total till Apr’ 2022 the Task Pillar on Skill Development has conducted, 4 ECTP (halfday), 75 BCAP (one-day) and 06 AACTP (twoday) training programs including seventeen (17) virtual ones have been conducted by ACFI covering 3936 trainees from ACFI members & from the other cargo industry members have been trained.

Other Activities i. Collection of Rs.2.75 lakh as Sponsorship fee from the ACFI Members Trainings in the current FY 2021-22. ii. ACFI has participated in the FICCI Wings India Awards 2022 held on 24th-27th March 2022 at Hotel Taj Krishna, Hyderabad under category of Best Agency for Providing Aviation Skills & Training. iii. ACFI Regional Chapters

ACFI has established its regional chaptering Ahmadabad, Bengaluru, Chennai, Delhi, and Hyderabad incorporating the Air Cargo Logistics Industry of the entire country at a single National Common Platform.

Summary of Activities Undertaken by ACFI Chapters during FY 2021-22 ACFI Chapters

Meetings Activities Undertaken Held ACFI Ahmedabad Chapter Three (3) i. With the efforts of ACFI Board members a new Meetings office bearer along with members was established in a webinar meeting held on 11th Jan-2022 in the presence of ACFI Office bearers.

Office Bearers ii. With his consent Mr. Mahendra Pokhriyal Cargo Manager Emirates was nominated the Chairman Chairman – Ahmedabad Chapter in the presence of the Mr. Mahendra Pokhriyal, members of Ahmedabad.

Cargo Manager – Gujarat, iii. Full assurance was given by the ACFI office bearers Emirates SkyCargo, for the support of ACFI Secretariat for future guidance & assistance.

Vice Chairman iv. 2nd virtual meeting was held on 13th Jan-2022 by Mr. Anil Pandya, General the newly formed committee in which Vice Manager – Operations Chairman and the task pillars Chairman/Vice GSEC Limited chairman were selected by the members. v. The 3rd meeting of ACFI AMD chapter was held on 08th February-2022 where various trade related issues were discussed and concerned task pillar members were given responsibility to look into the matter and suggest the findings & solutions. vi. On 05th May-2022, Chapter members attended a virtual meeting of CCFC chaired by Dy. Commissioner of Customs. It was basically pertaining to Customs Broker’s issues where some issues were raised by the members of Customs Broker which were resolved by Dy. Commissioner during the meeting.

vii. The Chapter on record has appreciated the regular update received from the ACFI headquarter/ secretariat which is regularly shared with all the members of Ahmedabad Chapter. With the regular Meetings the Chapter Members are encouraged to come forward in case there are any issues and matters that need the attention of ACFI for the overall benefit of the air cargo trade & community.

• Proposed to have a working committee for the pending DBK & IGST Refunds due to EGM Error before issuing any SCN’s

Attended one (1) Permanent Trade Facilitation Committee of Customs (PTFCC) held on 11 March 2022 to facilitate the needs of ACFI members. iii) Attended three (3) Watch Dog Committee Meeting to facilitate the needs of ACFI members, issues deliberated in the meeting are as follows. ➢ Port Based Restriction ➢ Issuing a Public Notice to collect the KYC Documents from Exporter & Importers ➢ Shortage of Inspector’s at Air Cargo for Examination. ➢ Need for exclusive Deputy or Asst.

➢ Dwell time monitoring from PAG’s to get NOC on Single window. iv) Vice Chairman in December 2021 participated in an article in India Seatrade Magazine to promote ACFI and the Bangalore Chapter. Details about work being done ACFI were shared through the article. v) On 23rd November 2021 the Chairman and Vice Chairman of the chapter met the newly appointed Principal Commissioner ACC – Smt. Kajal Singh.

This was a courtesy visit which lasted over an hour, and we briefed her about ACFI and work that we do, also gave her the ACFI brochure and last printed magazine. Madam was very receptive to new ideas and made a few suggestions for us to look at as well. vi) Vice Chairman participated in a webinar held on 18 August 2021 on Difficulties faced by Exporters w.r.t. a. Informal meetings with the members of Trade were held on monthly basis to address Decongestion, Export Initiatives, Discussion Forum to address with all stake holders like Customs, GHA Etc b. Chennai Chapter has been inactive due to officials from AAICLAS getting transferred to New Delhi & subsequent replacement thereof. c. However, the chapter informally contributing to the growth of Trade by regularly engaging with CAFAC & other Stakeholders such as Customs, & GHA. d. Efforts are underway to appoint Vice President and other task pillars in due course after careful evaluation and selection criteria.

ACFI Delhi Chapter

Seven (7) i) Delhi Chapter has constituted following four Sub meetings Committees: • Health Care Subcommittee – Mr. Sanjay Gupta • Synergy with Terminal Operators subcommittee – Headed by Mr. Sanjay Gupta • Transshipment Subcommittee – Headed by Mr. Sujeen • Customs + NSOs Subcommittee – Headed by Mr. Ashwani Handa ii) ACFI Delhi Chapter organised a virtual webinar on Cargo Village topic being “Developing An Ideal Indian Cargo Village” on 7th October 2021. more than 200 participants attended the webinar virtually from trade and industry. Mr. Piyush Srivastava, Sr. EA, MoCA was the chief guest of this webinar. iii) Mr. Prediman Koul was appointed as new chairman of ACFI Delhi Chapter in the Month of February 2022. iv) Delhi Chapter created “Synergy with Terminal Operators” subcommittee which will be chaired by Mr. Sanjay Gupta, with the objective to identify the bottleneck at the Cargo Terminal Operations from the industry perspective and consultant with the respective Cargo Terminal Operator to resolve the issues and make the operation smooth without any hassle. v) ACFI Delhi Chapter changed “Pharma Subcommittee” to “Healthcare Subcommittee”. vi) ACFI Delhi Chapter in collaboration with ACFI Skill Development Task Force Pillar organized half day Elementary Cargo Training Program (ECTP) on 21st March 2022. vii)ACFI Office Bearers in its 64th virtual meeting held on 2nd Mar’ 2022 has desired to refer following key issues to the Delhi Chapter for taking further follow up action and solutions with the

Local Commissioner Customs Delhi, DIAL and BCAS respectively.

• Airlines obtaining signature of Customs Officer (EFO) on the Export Release Gate Pass, may be dispensed with, • Signature of IFO by Airlines on the hard copy of IGM for commencing the segregation of import cargo, should be dispensed with, • Signature of Customs Gate Officer by the Importer/ Customs Broker (CB), on the system generated Import Gate Pass against Customs online Out of Charge should be dispensed with.

• Requirement of Efficient and Customer Friendly Visitor Entry Gate Pass System for Entry to Air Cargo Complex, IGIA, New Delhi.

• BCAS to consider Dispensation of Security Stickers on each export package after screening.

ACFI Delhi Chapter have reviewed above issues and decided that Mr. Ashwani Handa will take Customs issues with local Customs authorities and Mr. Sanjay Gupta will take the Issues related to CTO’s/ DIAL through “Synergy with Terminal Operators Subcommittee).

ACFI Hyderabad Chapter

Conducted BCAP, ACAP, ECTP, Vaccine handling training for the members of the trade. ii. Three (3) meetings of Task Pillar on Policy Advocacy Meeting with FSSAI, PQ for import of fruits, and other related commodity at Hyderabad iii. ACFI SUCCESSDFUL INITIATIVES In order to improve the ‘Ease of Doing Business index of the country in the processing and clearance of EXIM trade, ACFI Task Pillar on Process Simplification has undertaken an in-depth study and made several recommendations on digitization, total paperless & faceless processing of EXIM trade by air and for improving the challenges currently being faced by air cargo logistics trade and industry.

On the recommendations of Task Pillar on Process Simplification ACFI Task Pillar on Policy Advocacy has taken up Customs policy-related issues at the highest level along with the other cargo associations with Revenue Secretary, Ministry of Finance with the help of Air Cargo Logistics Promotion Board (ACLPB) followed by a meeting with JS (Customs) CBIC. ACFI had pursued all these challenges of air cargo logistics industry at various platforms like Air Cargo Logistics Promotion Board (ACLPB) in the Ministry of Civil Aviation, Central Board of Indirect Taxes & Customs (CBIC), Ministry of Finance, Directorate General of Foreign Trade (DGFT), Department of Logistics, Ministry of Commerce & Industry, Ministry of Environment & Forest (WCCB), Ministry of Textiles, Ministry of Health & Family Welfare (DGHS, DGCI), etc.

With the result of these tireless efforts ACFI’s success rate has been found to be 25% + out of the total issues raised with various regulatory authorities and more than 20 issues are still under active consideration.

ACFI support to Ministry of Civil Aviation has been just like a back office of MoCA in preparing case studies and papers with justification supporting material for taking up with various other Ministries.

Keeping in mind the framework of ACFI Membership and the expertise of its members & task pillars, MoCA while establishing a Cargo Advisory Group (CAG) under Civil Aviation Advisory Group (CAAG) under the Chairmanship of Mr. Jyotiraditya Sindhia the Hon’ble Minister of Civil Aviation ACFI – Committed to leading the Indian Air Logistics Industry to Greater Height

(MoCA), has nominated President ACFI to lead the Cargo Advisory Group. The industry has welcomed the setting up of Cargo Advisory Group by the government to strengthen the aviation sector particularly the air cargo sector. The Cargo Advisory Group lead by President ACFI has held several meetings under the Chairmanship of the HMCA and deliberated on the several key issues of air cargo logistics industry in these meetings which includes the visit of IGIA Cargo Terminals with a quick inspection/run. The Cargo Advisory Group is working closely with MoCA on the following five (5) shortlisted issues of Cargo Advisory Group; i. Allowing Open Sky in wide body freighter Operation- Mitigating Airlines Cargo Upliftment Capacity Shortfall. ii. In order to encourage/promote FTWZ at the International Airports of the country, Government has to relax norms regarding minimum land areas at Airports (currently from 100 Acre minimum to 5-10 Acre). iii. Transshipment Cargo Issues. a) Airlines should be allowed to file a Single PAN India Transshipment Cargo Bond in the Customs EDI System, centrally & a uniform custom clearance procedures across PAN India. b) The TP clearance procedure of Customs should be completely online, faceless, and no physical signatures of Customs officials should be required in the entire TP procedures i.e., clearance, execution of Customs bond/ BG, and realization (debit & credit) of Customs bond iv. The Need for having offices of PGA/ Allied agencies (Drug controllers, APHO, FSSAI, WCCB, Plant & Animal Quarantine, etc.) with the adequate Staff for the clearance/ NOC of EXIM Trade at the 7 major gateway Airports of the country v. Creation of Multi-Modal Connectivity Hubs at the six (6) gateway airports of the country (Delhi, Mumbai, Chennai, Bangalore, Hyderabad & Kolkata). Actions have already been initiated by MoCA on the above five (5) issues.

4.

ACFI ACTIVITIES

4.1.

Conference and Seminar conducted on Air Cargo Industry:

ACFI from its secretariat at Delhi and its five (5) chapters from their respective regional stations has conducted eleven (11) Conferences/ Seminars on the various themes relevant to air cargo industry and thirteen (13) Awareness Programs/ Workshops held from its inception for the benefit of the air cargo Industry.

4.2.

Coordination meetings with other Cargo Associations –

ACFI Office bearers have established several coordination meetings & exchange of issue based correspondence with various important associations i.e. Air Cargo Agents Association of India (ACAAI), ACFI – Committed to leading the Indian Air Logistics Industry to Greater Height

Federation of Freight Forwarders Association in India (FFFAI), Association of Multimodal Transport Operators of India (AMTOI), BAR India Cargo. Such initiatives have developed better understanding & transparency among the cargo trade associations particularly on the common issues & challenges being faced by the air cargo industry.

In this regard ACFI Board members have also held a meeting with our national carriers to deliberate on the improvement of airline’s cargo carrying capacity from the gateway airports of the country particularly during COVID pandemic and thereafter.

4.3. ACFI Conducted Various Skill Development Training Programs for Skilling the Employees of Air Cargo Logistics Industry successfully: One of the key initiatives of the Ministry of Civil Aviation (MoCA) during 2015 was to promote the Skill India initiative of Government of India, which was discussed with ACFI, and a task force group was formed under the Chairmanship of Senior Economic Advisor during mid of August 2015. A ‘NeedAnalysis’ was done in the industry and to start with a basic program was conceptualized by ACFI engaging various key personnel from all the stakeholders in the air cargo logistics industry, to gain maximum people benefit from this development program across the air cargo fraternity in India.

Following initiatives were taken by the taskforce group • • •

Formation of a separate Task Pillar on Skill Development by ACFI. Give focus on the skills required in the areas of cargo processing, handling, transportation throughout the air cargo logistics supply chain.

Identify Cargo Skill Development courses, Faculty Members, Institutions for Imparting “SKILL DEVELOPMENT TRAINING” to various level of officials working in the air cargo logistics supply chain industry. With the Vision Statement of “Skill Entry level & Existing Industry personnel for enhancing & improving efficiency in Air Cargo Industry.’’

Explore up-gradation of training material from time to time based on industry requirements and giving on the job practical training at each level of operation, processing and handling/ operating equipment also liaise with the task force committee of Ministry of Civil Aviation on Skill Development as well as with the Ministry of Skill Development for seeking their assistance if any in this regard.

Accordingly following training courses were developed by the ACFI Task pillar on Skill Development time to time; -

1. Basic Cargo Awareness Program (BCAP).

The contents of BCAP were prepared and finalized and initiated by the Task Force Group with the assistance of the Senior Economic Advisor Ministry of Civil Aviation (MoCA) for ACFI – Committed to leading the Indian Air Logistics Industry to Greater Height

implementation. First BCAP program was conducted on 20 th October 2015 at the Training Centre of DCSC Cargo Terminal, Delhi Airport, inaugurated by Dr. Renu Singh Parmar, Senior Economic Advisor and other notable delegates from the Ministry and Trade.

2. Advanced Air Cargo Training Program (AACTP) The Course material for the Advanced Air Cargo Training Program (AACTP) was launched by the then Hon’ble Minister of Civil Aviation, Mr. Ashok Gajapathi Raju in May’ 2017.

The first two days Advanced Air Cargo Training Program was inaugurated by Ms. Vandana Aggarwal Sr. Economic Advisor, MoCA on Dec’2018.

3. Elementary Cargo Training Program (ECTP) A unique half-day virtual "Elementary Cargo Training Program (ECTP)” organized on Thursday, 10th June 2021 on pan India basis in the presence of Chief Guest Mr. Pradeep Panicker the first President of ACFI. This initiative is first of its kind in the skilling programs happened so far in the air cargo industry. The ECTP course has been designed particularly for the ‘Base Level staff’ (blue collar) of air cargo industry, such as Loader, Helper, Packer, Equipment Operator etc., considering their important role while the EXIM cargo is being handled by them, about the operational aspects, knowledge on the equipment’s being handled by them with all the safety measures including health safety and security aspects while handling various types of cargo/special types of cargo, during their day-to-day routine work.

The need of virtual training programs after the spread of COVID-pandemic.

The world changed from classroom to online due to lockdown in view of COVID-19 pandemic and ACFI has been very fast & quick to adapt to online training programs and has conducted following online trainings:

Four (4) ECTP virtual training programs, Five (5) AACTP Virtual training programs, Eight (8) BCAP virtual training programs

A Summary of ACFI Training Programs Conducted by ACFI In total 85 training programs comprising of 4 ECTP (half-day), 75 BCAP (one-day) and 06 AACTP (twoday) training programs including seventeen (17) virtual ones, have been conducted by ACFI covering 3936 trainees from ACFI members & from the other cargo industry members have been trained till Apr’ 2022. The ECTP & BCAP trainings have been imparted free of charge and AACTP on a very nominal charge. It will be first time an Air Cargo Association has accomplished this task for the development of Skilling among the work force of the industry from the base level (blue coloured) to supervisory staff (white coloured). This will be a small contribution of ACFI towards GOI’s Skill Development Program (Kaushal Vikash Yojana) as service to the nation.

It is an achievement of ACFI that it has conducted 85 training programs and trained 3936 trainees from the air cargo logistics industry.

Submission of Performa of Annual Report of ACFI to the Registrar of Societies for the FY 2020 – 2021.

Immediately after the completion of the 9th AGM, the Performa of Annual Report of ACFI for the FY 2020 - 2021 duly signed by the ACFI President was submitted to the Registrar of Societies, District of South West, and Government of NCT of Delhi as per the procedure in vogue.

The ACFI Annual Event on the theme of “Changing Consumption Patterns – Transforming Supply Chains” held on 24th February 2021, to celebrate the completion of its eight (8) successful years of service to the Indian air cargo logistics industry and to the nation. This conference has brought to the fore an international perspective and participation from Global Business Leaders who have discussed new trends and smart solutions to handle the logistics supply chain under the new normal for better synergies which will build a resilient and robust Logistics Supply chain in the country, to support our vision of building an “ATMANIRBHAR BHARAT”.

The virtual event was innovatively conceived and viewed more than 4000 viewers by the senior government/ policymaker and key industry leaders including shippers globally. The event was aimed to benefit the air cargo industry in India and the deliberations of this event would serve the industry well and enhance the experience of our drive to make the air cargo industry a reliable and efficient enabler that would ensure the success of this seminar on Changing Consumption Patterns Transforming Supply Chains globally.

Mr. Hardeep Singh Puri, Hon’ble Minister of State (Independent Charge) Ministry of Civil Aviation was the Chief Guest of ACFI event and appreciated ACFI for choosing the apt and the relevant theme of ACFI Annual Event-2021. ACFI Board has placed on record the commendable support by Delhi International Airport Limited (DIAL) to ACFI providing office space free of cost, right from the inception of ACFI i.e. September 2011 with one room and one work station with furniture viz. Table and Chairs, Telephone, Elmira at Room No. 19, Ground Floor, Project Office, New Udaan Bhawan, Opposite T-3, IGIA, New Delhi along with regular upkeep and maintenance services.
