1 Disaster Response One of the special needs groups identified in the community is the lame, persons with walking disabilities. Moreover, some cannot move because of temporary illnesses arising from factors such as accidents. All their specific needs must be determined. The third step is to avail of the necessary materials and services required to meet their needs. The services would include special support equipment and machines to help them move out of danger.
