CHAPTER 1 THE PROBLEM AND ITS SETTING ​ ​Rationale School facilities have a keen impact on both students’ and teachers’ performance outcomes. With respect to the faculty and its staff, these facilities affect teacher recruitment, retention, commitment, and effort. To the students, facilities affect their health, behavior, engagement, learning, and growth in achievement. Hence, without requisite amenities and supplies, it would really be hard to carry out intricate necessities to the students and staff.

The purpose of this study is to create convenience for the students of Asian College of Technology - Bulacao Campus. The researchers want to improve the facilities in the Junior High School Department. To oversee the malfunctions, the lack of equipment, and how often do the students use the school facilities when it comes to academic performances and activities. It also serves as a quick action to replace the old tools and equipment and renovate the facilities to cater the essentials of the students. This is also to ameliorate and refurbish the facilities for the students and staff to enhance their production or outputs.

An improved facility has a lot of benefits for the people using the institution. Not only will this be a great convenience to the students, facilitators, etc. but this will live up to the school’s reputation for the future enrollees. It will assure the parents that the school can provide and help their children and will live up to the payments. A good school infrastructure with renewed spaces makes it possible for children and youths that live in remote areas to study and, in addition, tends to improve the attendance and interest of students and teachers in learning. the same reason, investments in school infrastructure have an essential role in solving access problems of students to the school system and to improve their performances.

Good facility can cost a chance of attracting more students that can be a great effect for the institution. Funds will be increased which can help the school’s structure and facilities. This will also be an advantage for whatever events they want to make, people will get to see how good the state of the school is.

Students are also affected by the state of the facilities. Their health is needed to be prioritized, if the environment isn’t sanitary thus it will affect them highly. The researchers believed that if the facilities are not hygienic and not fully functioning, less people will be able to work on their performance at school and tons of students may be affected due to its unhygienic facilities. The purpose of this research is to simply ease the access, providing and protecting those who occupy the school.

Improving the quality of school facilities is an expensive undertaking. However, when the positive impacts of facility improvement on teachers and students are translated into dollar figures, the rewards of such investments far outstrip the cost of the investments (Pennstate, 2015).

Theoretical Background In the research, the impact of a well-conditioned facility affects the student’s performances, the researchers have gathered theories to further explain the functions on why the learning of students are connected to their environment. These are the following: First is the Theory building in facilities management performance measurement: application of some core performance measurement and management principles theory by Amaratunga, RDG 2001. It is about how facilities affect the performance of the employee in a workplace. Second is Andreasen's Social Marketing Theory. This theory specifically focuses on learning what people in a specific target group - want or need rather than trying to persuade them to adapt to what the person happens to be offering. In this theory; rather than trying to let the class adapt to an environment, let the environment change for the wellness of the students to make them comfortable and feel convenience in their studies.

The theories particularly focus on the students and how the environment plays a part in every student. The researchers gathered the theories in order for the panels and future researchers to be guided. Facilities are considered environmental because it is part of the school and where the students would take place upon studying. It’s also useful for activities and experiments and it is understandable for the facilities to be sanitized and well-equipped. It motivates and lets the students be comfortable and convenient for their studies.

Importantly, the issue of a not safe and not sanitized environment can be bad for one's health. It is quite a hazard for the educators and the students. Human diseases would take place if the environment itself is untidy. While the health is affected, the performance is also affected.

The researchers don’t need to provide any theories because it has been proven that the environment can affect the human system. It is actually one of the factors in human illnesses, as 8 | Page

well as family heritage. Scientists have already proven these factors and by the professionals as well.

Statement of the Problem The main purpose of this study is to determine the perceptions of the Junior High School students to facilities of ACT - Bulacao Campus. The study seeks to answer the following questions: 1. The perceptions of the JHS students to the facilities of ACT regarding with the following: a) How the facilities affect the academic and non-academic performances of the students b) The satisfaction of the students to the current facilities of ACT

Significance of the Study The researchers have come up with this study to find out how effective it is to have well-conditioned academic school facilities in ACT. It aims to awaken the administration and set another standard of its facilities. This study will help the institution on how to modify and upgrade the facilities with great quality of materials used. Moreover, a said set standard can help the school in making a better learning environment.

This study can benefit lots of people coming in and out. However, one main user of the facilities in the institution is the students. Since they are always doing tasks, this will help them in doing better during performance tasks. It may be academic or non-academic but relevant to the schools activities and vision – mission statement. They will also have the opportunity to use the facilities in finishing their outputs so that they can be able to rest at home.

Aside from the students, the second main user of the school’s facilities are the faculty members. They are one of the caretakers of the property of the school. However, this will be a bridge for them to open up the situation to the higher administration and address the dreadful problem that the school is facing. And so that they should take action immediately for the welfare of the students, teachers, staff and the school who have been in the institution for more than years.

The parents on the other hand will also benefit from this study. It will help them understand and be aware of their child’s usage of facilities, on how safe the place is and how it can affect their child’s learning.

Lastly, it will enable the institution, ACT in reaching out the teachers and students’ needs in terms of good quality school academic facilities. It will also help them to upgrade and get new things to put into the facility that are now not in use due to lack of tools and equipment. Thus, 12 | Page

helping them in modernizing the school's academic facilities and adding major facilities to the school that are really useful in achieving greater education.

​CHAPTER 2 REVIEW OF RELATED LITERATURE AND RELATED STUDIES The purpose of having school facilities is to help the students enhance and nurture their skills and talents. School facilities with equipment that is essential to hone a student’s skills.

These facilities help them find new discoveries of themselves and find new knowledge that may bring in the near future where they can use these skills in their field of work. School facilities also help students to have a better understanding of hygiene and discipline and this can be seen when they follow the school ethics and keep the environment clean.

Facilities are the face of the school. Parents wanted an assurance that the school they had their child/children enrolled has a high standard. A school where the performance of each and every student is prioritized.

For the past decades, a growing body of research has found that school facilities can have a full impact on student outcomes. For teachers, the quality of their teaching environment can have an impact on recruitment, retention, commitment, and effort. For students, school facilities affect health, behavior, engagement, learning, and growth in achievement.

School facilities can directly influence the teaching and learning. Poor conditions make it difficult for teachers to provide an adequate education to their students. It also affects not just the teacher’s teaching but also their health, and increases the likelihood that teachers will leave their school. A study published from Texas University entitled, School Facilities: The Relationship of the Physical Environment to Teacher Professionalism (Betty Lightfoot Overbaugh, May 1990), determined the perceptions of 38 state teachers of the year 1988 about how school facilities affected their ability to function as professionals. Considering the fact that America has higher standards with regards to their school, it is seen from the results that there are still complications 15 | Page

and it is affecting the teachers’ ability to perform their duty. The Philippines is no better in having a good impression in any reviews or surveys considering the differences between America with their high standards and the Philippines with their substandard if measured. Data from a 105-item questionnaire revealed that, except for space utilization, the teachers were satisfied with all the physical environmental aspects of their school's instructional areas. They were also satisfied with non- instructional features except for telephones for teacher use; teacher to teacher conference areas; teacher professional libraries; and planning, lounge, and dining areas. Statistically significant differences in perception were found by gender, teaching level, and years of experience. The teachers ranked classroom furnishings, equipment, and ambient features as most important environmental features. They were least pleased with space utilization; acoustics; thermal conditions; equipment; and areas for planning, conferencing, and relaxation in their schools. The respondents also suggested features from their present facilities and features to add when planning new schools. Appendices provide the environmental questionnaire and copies of several study correspondence.

Another research (US General Accounting Office, 1995) states that besides general maintenance and construction issues, many researchers have found that almost every school lacks 21st century facilities. More than half do not have enough instructional space for effective teaching to take place. Thus, facility quality is an important ingredient for teacher and student learning.

Most facilities these days are considered to be mediocre as most equipment that we can find in the facilities are either old or lacking. Some teachers require the students to bring some designated equipment as some utilities are either too old to use that they might be broken or they have insufficient tools or instruments that are important to the given task or activity.

An article examines the impact of social research on education policy and reform in the Philippines (Miralao, 2004). It begins with a brief description of the key issues in Philippine education followed by analysis of three major studies conducted in the late 1990s. The article then assesses the ways in which these studies were used in the policy process and their impact on education policy reform, with a particular focus on the key period 1998–2001. Consideration is also given to the socio‐political context of education policy‐making in the Philippines as well as to the mechanisms used to disseminate the research results and bring them to the attention of key decision‐makers.

The assessment shows that even overcoming the familiar reluctance of politicians to take account of research results does not guarantee effective implementation. While the studies considered in the article were policy‐oriented and endowed with a high degree of credibility, in terms of methods, problems identified and proposed reforms that related to an existing policy agenda, implementation encountered numerous difficulties. Educational bureaucracies have their own agenda, and furthermore the reform process involves a wide range of social actors, some of whom represent powerful political constituencies. Despite some long terms of efforts, much to the policy recommendations made to construct a better Philippine education system and to alleviate the situation, various Philippine based non-government organizations, such as Synergeia and Check My School, have been working on developing local leadership, instilling public transparency and accountability, and engaging with local communities to monitor and support local schools.

The provision of better school facilities is still evolving. Because of this, students who are experiencing a lack of equipment would be needed to share and this might lead to insufficient time to finish any activities that need equipment.

Providing survey questionnaires and some specialized reviews are helpful but it takes examination to determine the different causes aside from lack of equipment that affects the students’ and teachers’ ability to perform. Fortunately, there have been reviews that include the proper way of distinguishing these problems. An example would be Mark Schneider’s comprehensive review (2002).

This review explores which facility attributes affect academic outcomes the most and in what manner and degree. The research is examined in six categories: indoor air quality, ventilation, and thermal comfort; lighting; acoustics; building age and quality; school size; and class size. The review concludes that school facilities affect learning. Spatial configurations, noise, heat, cold, light, and air quality obviously bear on students' and teachers' ability to perform. Clean air, good light, and a quiet, comfortable, and safe learning environment are needed. The review asserts that this can be and generally has been achieved within the limits of existing knowledge, technology, and materials; it simply requires adequate funding and competent design, construction, and maintenance.

Furthermore, Penn State University states that (June 2015), policymakers, educators, and business people are now really focused on the students to learn 21st century skill education such as teamwork, collaborations and effective communication and other skills. This is particularly true with the respect to reconfiguring seating arrangements to facilitate various modes of teaching and learning and the use of technology in the classroom as a mode of teaching and learning.

During the global survey, the 2018 PISA results showed that the Philippines ranks lowest in reading comprehension. The global survey includes the two-hour Programme for International Student Assessment exam to 600,000 15-year-old students around the world. Albeit the news 18 | Page

discusses the Philippines unlikely to meet the 2018 economic target, this news supports the researchers in conducting the study since one of the reasons of having these results is by having poor school facilities or lack of equipment in school facilities. Additionally, the global survey involves 15-year-old students in taking the PISA exam, the very same age of the Junior High School students in Asian College of Technology that are to be the research subject upon conducting this study.

With all the growing research, articles, and news that are gathered, the researchers would like to target in nurturing the skills of every student. Especially when the educators, policymakers, and business people are really focused on the students who are good in having vocational skills and communication.

CHAPTER 3 RESEARCH METHODOLOGY ​Research Design This is a quantitative type of study which the researchers made use of the situations of the students in Asian College of Technology to gather data. The circumstances inside the school concern itself with understanding the meaning of the importance of well-conditioned school facilities to the JHS students as they deal with their life as a student. The aim of such a method is not to generalize but to analyze the result of having faultless school facilities.

Quantitative design deals with data gathered from a participant in which they answer some questions related to the topic and predict an outcome through a systematic way of procedure. The quantitative approach is appropriate to this study because the data collected focuses on the participants' experience as the one to use the school facilities and how the educators in Asian College of Technology deals with recommendations.

Research Subject The researchers’ subjects are the students in Asian College of Technology who are always seeing the progress of the institution. In the process, the researchers will be focusing more on the students in Junior High School since they are the major users of the school academic facilities. The researchers will be having 5 participants in each section, 10 students per level to answer the survey questions that the researchers had made. We are going to pick randomly for fair answers, opinions, etc. We are going to have survey questions since this will be used to analyze what action should be taken by the school immediately after seeing the observation of this study.

Research Environment

The researchers shall conduct the study at Asian College of Technology, Bulacao, Talisay City, Cebu, Philippines. The institution has been installed for over decades by now and the researchers wanted to see if they are efficient in using their school academic facilities and what they need to improve. Moreover, the researchers wanted to check on the availability of each facility and know how it affects the students’ performance in any field.

Research Instrument The instrument is based on the problem and its function to gather data from the students.

It is a printed survey in which the researchers can evaluate if the facilities of the school had made an impact on their performance both academic and non-academic. As the researchers will be gathering the survey, biases are strictly prohibited. That is why the respondents are randomly picked in the first place. In the end, it encouraged open responses to sensitive issues at hand.

Data Gathering Procedure The researchers will use two tools to gather data. Namely; observation and; survey questions. However, the researchers will first conduct a survey before doing an observation.

One expected procedure of gathering the data will be conducting a survey. Survey questions should be prepared beforehand. It may be quantitative or qualitative. From there, the researchers will be selecting the best location to conduct a survey. The survey questions will consist of qualitative questions that are derived and based on the given statement of the problem.

After gathering the survey, the researchers will then evaluate and arrange the survey questions according to their answers. The researchers then will formulate a report based on their observation on the survey.

Once the study achieves the expected outcome, the researchers will address a consent letter to the participants explaining the details of the study. Upon conducting this research, the researchers will ensure the approval letter of the adviser, the head of the school and participants to fully undergo the said intervention.

CHAPTER 4 PRESENTATION, ANALYSIS, AND INTERPRETATION OF DATA The chapter talks about the data that have been gathered after giving the research instrument – the survey questions. When the researchers already have their subjects with the consent letter signed by the higher administration, with the proper permission to proceed, the researchers will start to give their survey questions in which the students of ACT can have their insights about the facilities in the institution. The Semantic Differential Surveys are currently used by the researchers to identify which facilities have been used, need to be repaired or need improvement. The following are questions in the survey questions given to 40 respondents from the JHS Department of ACT.

Table 1 shows the result of the effectiveness of the facilities to the ACT student’s academic and non-academic performances. For question number 1, how high can the following facilities affect the academic and non-academic performances of the ACT students? It shows that 10% of the respondents are very affected by the library when it comes to their performances.

While, 14 respondents have said that the computer laboratory had highly affected their performances. The kitchen has 12% of the respondents saying that their performance has been affected with the facilities.

Classrooms have been one of the most used facilities in the school. Based on the given chart 10% out of 40 respondents have said that the classroom has affected their performances.

While, 10% also have said that it had highly affected them on their performances. And out of 15 students, 8% of the respondents have said that the comfort room had not affected their performance both academic and non-academic.

The clinic on the other side, has been used for students who are not feeling well. And based on the survey, 9% out of 40 respondents said that the facility has affected their performances in the school. Lastly, the canteen wherein students go to buy the goods they need from morning and even before they go out to school. It has said that 11% of students have been lees affected with the facilities. 5% of respondents said that it had affected their performances highly and the other 5% respondents said that it had affected their performances fairly.

Generally, the majority votes of the given chart have said that the facilities of the institution have normally affected their performances both academic and non-academic.

There is a correlation between student achievement and building conditions tested in the Washington, D.C., school system. After controlling for other variables, such as a student's socioeconomic status, Edward found that as a school's condition improved from one category to the next--for example, from poor to fair--students' standardized achievement scores rose an average of 5.45 percentage points. If a school improved its condition from poor to excellent, an increase of 10.9 (Edwards, 1991).

Table 1 Survey Question Number 2 Table 2 shows the result of the satisfaction of the students towards the facilities provided by the institution. It may not be too much related to the given problem yet, this will help the 25 | Page

researchers in providing more sufficient suggestions and recommendations to the facilities of the school later on. The shown rate scale shows how satisfied the ACT students are with the current status and availability of the school’s facilities.

For question number 2, it says how satisfied the students are with the available facilities of the institution. And based on the chart, the library, computer laboratory, kitchen, classroom and clinic shows that more respondents said that they are satisfied with the availability and condition of these facilities.

However, out of 40 respondents, 9% have said that they are fairly satisfied with the canteen and other 5% of the respondents have said that they are poorly satisfied with it. Lastly, 7% out of 40 respondents said that they are not satisfied with the comfort room at all. The computer laboratory has 11% of its respondents saying that it highly satisfies them. The kitchen has 10% and classrooms 12% saying that they are satisfied with the facility and that the standard of the facility is seen. Lastly, the clinic has 6% of its respondents saying that it highly satisfies them and another 6% of its respondents saying that it has the standard of a well-conditioned facility.

Over-all, the results of the given questionnaire have satisfied the needs of the researchers in order to gather the data needed for the conclusion and recommendation. Moreover, it has been seen that the majority of the respondents said that some facilities have been in good condition and they are satisfied with it.

CHAPTER 5 SUMMARY OF FINDINGS, CONCLUSION, AND RECOMMENDATION This chapter will show the final outcome of the research. It will provide the summary of findings gathered with the research instruments. This chapter will also present the implication, conclusion and recommendations.

Summary of Findings As the researchers already gathered the data with the research instrument, the respondents said that most of the facilities in the institution have been normally affecting their performance both academic and non-academic. The survey shows how satisfied the students are with the current condition of the facilities as well as on how it affects them in their learning areas.

Survey number 1 shows the effectiveness of the facilities being used by the students. By means of using it, it has normally affected their performance, improving both academic and non-academic tasks and skills. On the other hand, survey number 2 shows the satisfaction of the students to the facilities being used by them frequently. Based on the survey, more respondents have said that it has satisfied their needs, while on the other hand, others voted that they were not satisfied at all.

As a result, the survey has successfully met the expectations of the research. However, even if it is said and the majority of the survey is fair, others have said that the school needs to improve some of its facilities such as the comfort room that have been one of the problems up until now. Change the old materials that have been rusty and not used so that each place will soon be useful later on.

Conclusion This research proves that the school's facilities have made an impact on the students of ACT. However, not all of them have agreed on the fact that they are satisfied with the said areas.

The researchers can now conclude that the facilities have improved the performances of the students in both academic and non-academic fields. Thus, making them satisfied with the facilities provided by the institution.

Recommendations To further improve the study, the researchers recommends the following: 1. Add additional facilities that can be used both academic and non-academic facilities 2. Renovate the facilities that is needed to be renovated 3. Add additional materials to the facilities 4. Throw the old materials and things that can cause harm to the students 5. Strictly modernize all the facilities in however, preserve what is needed to be preserved 6. It simply requires adequate funding and competent design, construction, and maintenance
