HE Khyber Pakhtunkhwa government has decided to approach the Peshawar High Court against what it calls the non-fulfilment of promises on the part of the federal government concerning the China-Pakistan Economic Corridor (CPEC) project.

KP Assembly Speaker Asad Qaiser will file the petition with the high court on behalf of the KP government.

The federal government had pledged to give the provincial government its rightful share in the CPEC plan, but the promise was not kept, Mushtaq Ahmed Ghani, a spokesperson for the KP government said, according to a private news channel.

He said the federal government did not even provide the provincial government with the documents related to CPEC. “Work has only been started on one adjoining road in the province. Apart from that there are no facilities being given to the government,” Ghani said.

He said it was similar to keeping KP bereft of benefits of the CPEC project. The spokesman said that a resolu-

tion had also been approved in the KP assembly unanimously to give the province its rightful share.

Ghani said all the parliamentary parties had given the speaker the right to take the legal course regarding the province’s rights.

Minister for Planning, Development and Reforms Ahsan Iqbal meanwhile said the decision of Khyber Pakthunkwa government to take the issue of China Pakistan Economic Corridor (CPEC) to court was “unrealistic” as it would create difficulties for the province.

Foreign investment could not be attracted through courts rather such an action would have a negative impact in that regard, the minister said in a statement. He questioned as to why KP Chief Minister Pervez Khattak had suddenly taken a U-turn after supporting the mega project at the summit on CPEC held on August 29.

All the provinces were being given equal opportunities in the CPEC, he added. Iqbal said through the CPEC the under-developed and backward areas would get even more benefit from the mega project. “The national level project of CPEC should not be used for party politics,” he added.

ISLAMABAD Pakistan Awami Tehreek (PAT) and Pakistan Tehreek-e-Insaf (PTI) on Sunday expressed suspicions over government’s decision of setting up an inquiry into news leak of security meeting through a committee headed by a retired high court judge.

Law enforcement agencies on Sunday reportedly arrested a militant commander said to be the mastermind of the attack on a police training centre in Quetta last month.

Police sources said that law enforcement agencies conducted an intelligence-based raid near Airport Road in the provincial capital and took the commander of a banned militant organisation into custody.

Law enforcement agencies, including AntiTerrorism Force and others, raided a house on Airport Road in Quetta and arrested the militant, they said. Weapons, ammunition and jehadi literature were also seized during the raid. The arrested militant has been shifted to an undisclosed location for further interrogation. On October 24, terrorists stormed the police academy in Saryab area, killing 60 and wounding at least 122 cadets.

Pakistan, India border forces trade fire across LoC ISLAMABAD KP Chief Minister Khattak had alleged that the federal government was cheating federating units of the country on CPEC project. He had said that CPEC project was conceptually initiated by Mushrraf-led government but when PML-N came into power, it initiated different projects in Punjab keeping the rest of federating units in darkness. Khattak had claimed that the

federal government diverted almost the entire amount of $46 billion to projects in Punjab. He was of the view that work on western route should be initiated and completed first.

“The KP government won’t allow the proposed China-Pakistan Economic Corridor to pass through the province if the western route was not made its part,” he had said.

The story drew an outpour of criticism with the military stating that it was fed to the reporter and demanded investigations into it.

In a fresh violation of the ceasefire agreement, Indian troops resorted to unprovoked firing across the Line of Control (LoC) on Sunday morning.

According to the Inter-Services Public Relations (ISPR), Indian troops resorted to unprovoked firing in the Battal sector at the LoC, but Pakistani troops befittingly responded to Indian fire.

No loss of life was reported.

In another incident on Friday, India’s Border Security Force (BSF) resorted to unprovoked firing and shelling at the Working Boundary in Shakargarh sector, north of Chak Amroo village.

The Foreign Office on Thursday registered protest with United Nations Military Observer Group in India and Pakistan (UNMOGIP) after Indian firing along the Line of Control (LoC) killed one civilian.

Several civilians have been killed and injured on Pakistani side of LoC during recent skirmishes. Daily life activities on both sides of the LoC and working boundary have badly been affected due to intermittent cross-border firing.

Pakistan maintains that India is attempting to divert the world’s attention away from atrocities committed by government forces in India-held Kashmir.

Pakistan and India have, most recently, locked horns over Kashmir since Indian forces stepped up a crackdown against protesters after Hizbul Mujahideen commander Burhan Wani was killed by government forces in July.

FAISAL RAZA ABIDI SENT TO JAIL ON JUDICIAL REMAND KARACHI STAFF REPORT

A local court Sunday (today) sent Ex- senator Faisal Raza Abidi to jail on a judicial remand till November 19. The detainee was presented before the judicial magistrate in Malir in connection with Patel Para killings. A case was also registered against Abidi at Sachal police station for ‘illegal possession’ of weapons on Sunday. According to investigative officials, five different kinds of illegally possessed weapons were recovered from his residence in Karachi.

Earlier, Law-enforcement agencies (LEAs) officials detained former Pakistan Peoples Party (PPP) Senator Faisal Raza Abidi in Karachi late on Friday.

According to police, Abidi had been arrested on charges of a firing

The development comes hours after five members of Ahle Sunnat Wal Jamaat (ASWJ), including two prayer leaders, were shot and killed in three separate shooting incidents in Karachi on Friday. Once a close confidant of former President Asif Ali Zardari, Abidi resigned from Senate and as PPP’s Karachi president in 2012 and 2013 respectively, after developing differences with the party leadership.

Abidi was accused of violating party discipline and repeatedly issuing statements in favour of the martial law. Abidi, known for his firebrand speeches for his former party, Pakistan Peoples` Party (PPP), resigned from the Senate in 2014.

Allama Mirza Yusuf Husain was arrested from his residence —attached to Jamia Masjid Noor-i-Iman in Nazimabad - in Karachi by police late Saturday night, a Majlis Wahdat-e-Muslimeen (MWM)

spokesperson said.

He was apprehended along with nearly 40 suspects, police officials said.

Hussain - a prominent scholar - was taken into custody and moved to an undisclosed location for interrogation. Charges against him were not immediately known.

MWM leader Ahmed Iqbal Rizvi condemned his arrest and said that “killings of the mourners and detentions of Shia leaders were a conspiracy to foil Karachi operation.”

Residents blocked roads in Karachi to protest the alleged insult of religious texts during a search operation in a mosque in Rizvia Society. The allegations surfaced after photographs showing the aftermath of the search operation were shared widely

across social media. A Rangers press release, however, denied any such incident took place during a search operation, and appealed to the masses not to pay any heed to the misleading propaganda.

“The Pakistan Rangers term photos being shared on social media by miscreants contrary to the facts,” the press release said. “The purpose of such photos is to hinder the operation.”

Death toll rises to 24

NEWS DESK Two more workers succumbed to injuries caused by the fire at an oil tanker in Gadani ship-breaking yard, increasing the death toll to 24. Labourers identified as Alam Babar and Hasan Karim were pronounced dead on Sunday. Both the workers had been under treatment at Karachi’s Civil Hospital burns ward.

has mostly been completed. Rescue officials claimed that 19 bodies and body parts of three people were recovered from the wreckage.

Fire at the oil tanker in the Gadani ship-breaking yard was put out on the fourth day, but rescue work inside the ship could not begin right away as the metal plates were scalding hot.

At least 24 people were killed and 58 injured when the ship’s fuel tank exploded on November 1.

The ship was bought by owner of Ghafoor and Company Abdul Ghafoor, who has been missing since the incident. Police has arrested the contractor who was dealing with the workers.

A case on behalf of the government has been filed at the Gadani police station. According to police, four suspects have been named in the case: Chaudhry Ghafoor, Muhammad Hafeez, Contractor Jalal and Farooq Bangali. One of the suspects, Hafeez, has been arrested by police.

Curbs on prime minister’s discretionary powers

The historic decision of the Supreme Court maintaining curbs on the prime minister’s discretionary powers to unilaterally approve legislative, financial and fiscal bills without consulting the cabinet has made the future of more than half a dozen cabinet committees bleak. These committees were being utilised to make decisions without consulting the whole cabinet as it could have aroused certain controversies. However, an official source said the government was yet to decide whether to continue with the committees or find some other way.

The apex court had, in its judgement, held that the prime minister could not take decisions by himself or by supplanting or ignoring the cabinet because the power to take decisions was vested with the federal government ie, the cabinet. It ruled that unilateral decisions taken by the prime minister would be taken as usurpation of power.

The Supreme Court had given judgement on the matter on August 18 which was subsequently challenged by the government. But during this period, the government kept on taking approval from the cabinet for all the decisions of the sub-committees of the cabinet, mainly the Economic Coordination Committee (ECC).

An official source said that after the court’s ruling, the most affected committees would be the ECC and Cabinet Committee

on Privatisation (CCOP). These two committees are the most powerful ones, since the cabinet scarcely discusses any of their decisions. The official said if the economic and privatisation issues were discussed by the cabinet, then the decision-making would be difficult, expressing apprehension that the ministers would raise social and political issues. He said the cabinet committees were formed to include only relevant ministers to avoid any controversies.

The ECC, the source said, was especially established in 1965 by General Ayub Khan under the finance minister to finalise economic matters on an urgent basis. The objective was to make decisions in line with the economic policies of the leadership. The ECC meeting agenda, decisions and minutes are not shared with the non-economic ministries since.

Even in most of the cases, federal ministries are not aware of any policy or an institution that falls under their jurisdiction. For instance, the Ministry of Industries and Production recently informed a parliamentary panel that it was unable to move the summary about salary of employees of steel mills since the entity, being under privatisation, fell under the Privatization Commission. The Ministry of Industries and Production being the line ministry of PSM has no role in its privatisation. The matters are being finalised by the CCOP while the ministry is just a silent spectator. If the issue is discussed in the federal cabinet meeting, then the unilateral decisions could not be taken.

Pakistani digital rights activist wins HR Tulip Award The 2016 Human Rights Tulip Award has been awarded to Pakistani internet activist Nighat Dad. Foreign minister Bert Koenders will present her with the prize on Human Rights Day to be observed on December 10.

The Human Rights Tulip is an annual prize awarded by the Minister of Foreign Affairs to human rights defenders who take an innovative approach to promoting human rights. The prize consists of a bronze sculpture and €100,000, which is intended to enable recipients to further develop their work. ‘Human rights defenders are modern-day heroes,’ said the minister.

‘Despite the many threats she has received, Nighat Dad continues to fight to improve adherence to human rights in Pakistan in a unique and innovative way. Ms Dad is a pioneer who is working to remove everyday obstacles to internet access, especially those that affect women.’

Freedom of expression is under pressure in Pakistan.

Increasing restrictions are being placed on the digital freedoms of individuals and civil society organisations alike. Nighat Dad is a staunch defender of digital rights and the importance of protecting women and girls and marginalised groups on social media. Koenders hopes that this prize will serve as a gesture of support for the freedom of internet users, especially women. In 2012, Nighat Dad founded the Digital Rights Foundation, which supports female internet users in the form of digital security training courses, public awareness campaigns and the newly created Cyber Harassment Helpline.

Nighat’s approach enables her to reach women throughout Pakistan, including those in more remote areas of the country. Human rights are the cornerstone of the Netherlands’ foreign policy. Nighat Dad’s work is in keeping with the two priorities of that policy: freedom of expression, including internet expression, and promoting equal rights for women. News Desk

APAN and India are set to sign a controversial civil nuclear deal this week, reports said Sunday, as the two Asian allies look to boost economic and security ties to counter an assertive China.

India’s Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe are set to sign a deal Friday that would allow Japan to export nuclear technology to the subcontinent, the Yomiuri Shimbun paper reported. India would become the first non-signatory to the Treaty on the

Non-Proliferation of Nuclear Weapons (NPT) to agree such a nuclear deal with Japan ─ which was the victim of US atomic bombings in the final days of World War II. The two countries are also set to agree that if India conducts a nuclear test, Japan will stop cooperation, the Yomiuri reported. The expected deal comes against a backdrop of growing security concerns in the region over China’s military presence.

Beijing is expanding its deepwater naval presence and asserts sovereignty over disputed areas of the

East and South China Sea and Indian Ocean region, parts of which Japan also claims. India has a longstanding territorial dispute with China, and troops from the two countries engaged in a major stand-off at the border in 2014. Tokyo has its own spat with Beijing over islands in the East China Sea, and is increasingly vocal about its rival’s ambitions to control almost the whole of the South China Sea. Japan has in the past shunned civil nuclear cooperation with India, citing concerns over the international Non-Proliferation Treaty, but ap-

pears to have softened its stance.

The business daily Nikkei confirmed the expected nuclear deal, adding that a batch of businesslinked deals are also set to be signed.

Modi visited Japan in August 2014 on his first bilateral trip outside South Asia, months after coming to power. Subsequently Abe paid a two-day visit to India last December.

Pakistan’s candidate for WHO chief reveals her vision Islamabad APP

Pakistan’s candidate for the Director General World Health Organisation (WHO) Dr Sania Nishtar presented her vision and plan for the WHO at a forum hosted by the Chatham House, the Royal Institute of International Affairs, in London.

Dr Sania is contending for the slot of director general WHO with other candidates from other countries – including Italy, France, United Kingdom and Hungary – who also participated in the event, said a press release received here Sunday.

Speaking on the occasion, Dr Sania called for reinvigorating the world’s only universal membership multilateral health agency in face of the pressing global health challenges.

She outlined her priorities of bringing reforms to rapid fruition, embracing meaningful and timely

transparency, institutionalising true accountability, ensuring value for money, and driving a culture based on results and delivery in order to transform the organisation.

Placing universal attainment of the highest possible level of health at the centre of her vision, she also highlighted her pledges, including delivering effective operational readiness in outbreaks and emergencies; strengthened action on global public goods; focus on supporting countries to reduce the health risks of climate change; and country-relevant support to achieve the SDGs, with an emphasis on universal health coverage and multi-sectoral action.

With her diverse experience in the areas of health, civil society, public sector and the multilateral system, Dr Sania expressed her commitment to deliver a renewed WHO. She also promised to lead a WHO that leverages stakeholders’

contributions and inspires increased engagement and accountability.

During the event, Dr Sania also responded to questions from the audiences on a number of issues, including challenges to WHO, gender equity, accountability, a partnership with private sector, universal health coverage

and north-south health divide.

Earlier, Dr Sania called on Lord Prior; UK’s parliamentary under secretary of state for health and apprised him about her candidature. Lord Prior appreciated her credentials and her professional experience and diverse background in the field of health.

Separately, she also met the High Commissioner for Pakistan Syed Ibne Abbas, who praised her achievements and contributions in the fields of health and governance.

With her professional expertise, experience and background, he termed Dr Sania the ideal candidate for the post of DG WHO. Dr Sania Nishtar, a former federal minister and prominent global health leader with extensive experience in public health care, is among the six candidates nominated for the post of director general WHO. The election for the post will be held in January and May next year.

WHEN AUDITORS BECOME DEFAULTERS

Auditor-general turns a blind eye to defaulting subordinates Islamabad MIAN ABRAR

The Auditor-General of Pakistan (AG) is the prime monitor of the country for ensuring public accountability and fiscal transparency in government operations.

However, the top auditor has turned a blind eye to financial irregularities committed by his own peers and allowed them to retire and go home without recovery of huge amounts mentioned even in successive yearly audit reports.

Documents available with Pakistan Today reveal that the AG Office has given clean chit to some of his “blue-eyed” persons who had, while serving in the Benazir Income Support Program (BISP), committed serious financial irregularities, bagging millions of rupees illegally in the form of House Rent Allowance.

During the audit of BISP by auditors belonging to the Auditor General’s department, massive irregularities were reported in the audit reports for the years 2012-13, 2013-14 and 2014-15. These audit observations not only include irregularly extending personal benefits to the employees of BISP, but also to various firms, some of which are now being investigated by the National Accountability Bureau (NAB).

A number of audit observations indicated the active connivance of the officers on deputation from the Auditor

General’s department. The audit para 2.4.2 of the Audit Report 2012-13 contains the names of nine such officers who irregularly obtained financial benefits amounting to Rs 3.734 million.

The audit observations state that the nine deputationists paid to themselves an amount of Rs 3.734 million on the account of House Rent Allowance (HRA) @ 60% during FY 2010-12, despite living in government allotted accommodation. The House Rent Allowance was not deposited into the government treasury in violation of Rule 15(4)(c) of Accommodation Allocation Rules, 2002. The auditors recommended that the BISP management should recover the amount paid irregularly and deposit it into the government treasury.

According to Rule 15(4)(c) of the Accommodation Allocation Rules, 2002, an allottee who is transferred to an autonomous organisation at the same station may retain the government accommodation till such time as that organisation provides him alternate accommodation or for a period of five years, whichever is earlier. The total monthly House Rent Allowance payable to the allottee or his rental ceiling, whichever is more, will be payable into government treasury. The Standard Rent payable prior to 2002 was done away with, being too meagre.

The recent example of nepotism and favoritism is the sanctioning of pension

payment to Jamal Abdul Nasir Usmani, presently Deputy Auditor General (Federal Audit Operations), who will retire from service on November 9, 2016 although a total amount of Rs 1.165 million was due from him to the exchequer for the period he served in BISP. According to the Audit Reports for 2012-13 and 2013-14 pertaining to Federal Audit, Usmani owed to the government an amount of Rs 546,000 for the period up to 30.06.2012, and an amount of Rs 619,000 from July 2012 to June 2013.

However, Usmani deposited only Rs 573,280 in the government treasury on October 7, 2016 as “Standard Rent” for the period 10.08.2011 to 12.08.2013 although Standard Rent was abolished by the government in 2002, and replaced with the Rental Ceiling or House Rent Allowance, whichever is more.

It is indeed an irony that it is the DAG (FAO) who represents the AG before the Public Accounts Committee, where the government auditors leave no stone unturned for recovery of illegally withdrawn government money from all and sundry.

As per procedure, the pension cases are first processed by the Deputy Auditor General (Administration & Coordination) after receipt of Clearance Certificate from the Deputy Auditor General (Inspection, Regulations, Vigilance & Monitoring of

Training) – IRV&MT. Although the AGP has introduced a whistleblowing toll-free number 0800-22999 in the Vigilance Section of the IRV& MT Wing of his office since September 30, 2016, the DAG (IRV&MT) did not ensure full recovery and issued Clearance Certificate.

The Director General Audit (Federal Government) who had raised the audit objections in his Audit Reports also did not seek recovery of the full amount when the pension case of Jamal Abdul Nasir Usmani was sent to him for audit scrutiny. Earlier, the same office had also cleared the pension case of Ehsanullah Cheema, former Deputy Director, BISP without seeking recovery of illegally withdrawn House Rent Allowance.

Despite clear evidence of irregular payment in the Audit Report 2012-13, Ehsanullah Cheema, the then Deputy Director, BISP was allowed to retire from service on 17.01.2016 without recovering an amount of Rs 990,000/- overpaid to him up to June 2012 and Rs. 534,000/from July 2012 to June 2013 reported in Audit Report 2013-14.

DG AUDIT CONFIRMS OUTSTANDING PAYMENTS When contacted for comments by Pakistan Today, Ajmal Gondal, Director-General (DG) Audit (Federal Government) conceded that Usmani had not deposited the actual amount payable and rather had preferred to submit Stan-

dard Rent. Asked whether it was legal under rules to pay Standard Rent which had actually been abolished and replaced with House Rent Allowance or rental ceiling in 2002, the DG Audit confirmed the same.

“We have noted it down and we have not settled the audit para. This (irregularity) would be presented to the Public Accounts Committee,” he said.

Asked why his pension papers were cleared and approved without recommending deduction of the full amount, Gondal said that he was not the right person to answer the question.

He said that according to his department’s record, Usmani needed to pay Rs. 612,000 but could not explain why the audit reports for 2012-13 and 2013-14 collectively amounted to Rs. 1,165,000.

About clean chit given to Cheema, the DG Audit confirmed that Cheema had also not deposited the requisite amount but his pension case was also cleared in defiance of the rules.

“We have also written letters to Cheema Sahib. We are pursuing and the matter would also be submitted in the PAC,” he concluded.

When Pakistan Today tried to contact Dr Waheed Ahmed, DAG (A&C), for comments, his personal assistant assured that this correspondent would get a response. However, the officer preferred not to respond despite repeated attempts.

T least three people were killed due to firing in different areas of Karachi within the last 24 hours, reigniting target-killing fears in the port city. A person was shot dead in Orangi Town No. 10, while another was targeted in New

Rizvia Society late on Saturday.

Today, one injured due to firing in Patel Para succumbed to his injuries. Following the firing spree, police and Rangers started raids in the city. Karachi police have also arrested a suspected terrorist belonging to banned Lashkar-e-Jhangvi.

According to SSP Central, the terrorist was identified as Umar Hayat. Earlier, the authorities appre-

hended Allama Mirza Yousuf Hussain along with nearly 40 suspects in overnight raids in Karachi, police officials said.

Mobile snatching trend continues in Karachi: report NEWS DESK A report released by the Citizens-Police Liaison Committee (CPLC) on mobile phones snatched between the period of January and October in Karachi, reflected an unending trend in street crimes and mobile snatching.

According to the CPLC report, 29,536 mobile phones were snatched from January till October. In the month of January, 3,138 phones were snatched, while the figure for February stood at 2,917.

2,882 mobile phones were snatched in March, while in April the number stood at 2,839. Figures for the months of May, June and July stood at 3,072, 2,819 and 3,034, respectively.

The number of phones snatched during the months of August, September and October was 3,210, 3,006 and 2,819, respectively.

The highest number of phone muggings was reported from Karachi’s Gulshan-e-Iqbal area, as 4,881 phones were snatched during the 10-month period.

At least five persons were arrested for allegedly hunting deers in Jandiala area of Lahore. The Wildlife officials with the help of Rangers held five persons for illegal hunting. The Wildlife officials got a tip-off that five persons were engaged in illegal hunting of deers upon which the officials conducted a raid along with Rangers in Jandiala and arrested five accused while two of their accomplices managed to escape.

The Wildlife officials also recovered weapons, rounds and three deers.

Noreen is a mother of three. After her bickering, unemployed husband refused to provide for his growing family, her parents (who had so far been the source of financial support for their daughter’s household) gave him an ultimatum. “You can leave her,” they told their son in law, “or you can realise that we’ll provide only for her and her children from now on, but not you.” Her husband divorced her.

Three months later, he came back - and doused her with acid. When I met her, half of her beautiful face was gone, as if it had been melted right off.

And finally, there’s Bushra. 20 years ago, she was set on fire. Her loved ones deserted her, leaving the woman destitute.

“I was desperate,” she recalled as she addressed the room, “when one day I saw an ad in the newspaper. It was about a woman called Musarrat Misbah who was helping women like me, women who’d been through what I’d had to go through – and she was doing it for free.”

These are only three of the stories I

heard in a special workshop arranged by the Depilex Smile Again Foundation on Sunday. One after the other, each of the 10 acid and burn survivors stood in front of cameras to talk about their journey. They’d been burnt, beaten, betrayed and left for dead but thanks to the foundation, they’d found a new family that strove to help them not only recover from their physical scars, but to be rehabilitated and create new lives for themselves. One such step in their rehabilitation was taking responsibility for their health and their wellbeing – and that’s where Dr Hina Javed came in.

Dr Hina is a General Practitioner who worked in the UK before setting up her practice in Pakistan, where she’s been working for 2 years now. Her mission is to aid in the growth of the practice of family medicine – a facility that is severely lacking in Pakistan, the Doctor lamented.

“A GP or a family doctor could look at your family history and tell you, say, if you need to have a mammogram. They can do this because they’re your family doctor, and know your family’s and hence your medical conditions and susceptibilities and thus, treat you better.” Instead, Pakistanis choose healthcare providers on a whim: “baselessly, without any understanding, picking anything - and anyone - at random.”

In her session with the survivors of acid and burn attacks, she strove to reduce the misconceptions that resulted in this lackadaisical approach towards healthcare prevalent among Pakistani women. She talked about dealing with stress, and better, more nutritional meal options, as well as some tougher subjects women hesitate to talk about – even, sometimes, to each other – because they’re taboo. She tackled

issues ranging from fertility myths to menopause, the necessity for counselling and how crucial it is to get second opinions before surgical procedures - like hysterectomies. She also answered the survivor’s questions about breast cancer, pointing out how both men and women could be diagnosed with it, and talked them through the process of a mammography. She got most of the women’s attention with that nugget, and again, when she talked about other practices necessary to build healthier lives. After the workshop, she explained that when it came to rehabilitating these women, medicine

could only go so far. “It needs to be balanced with healthy practices too,” she said, encouraging them to talk about their strengths and what made them more mindful, give back and laugh more.

Talking to me about their lives after the workshop had ended and the cameras had been packed away, some women choked up with emotion. They admitted that it felt like people didn’t take them seriously, choosing to turn away – just because their features were too disturbing. “It’s not easy coming here and talking about the tragedy that happened to me,” agreed Bushra who,

like Noreen and others, was trained as a beautician by Musarrat Misbah’s foundation after her surgeries. “But I come and I talk. Our families shun us, refusing to associate with us because of how we look – as if we asked to be burned! But God gave me this chance.

So I’m here. So, God forbid, if it happens to someone else, she can know this isn’t the end, that there are people here who’ll help if she’ll accept it.”

“You’re a woman,” chimed a young woman from the back who’d been quiet so far, “but that doesn’t mean you’re helpless. It doesn’t mean you’re weak.”

UNjAB Chief Minister Shehbaz Sharif said that potable water was a basic right of the citizens and billions of rupees have been allocated for the implementation of "Khadim-e-Punjab Saaf Pani Programme."

He said this while chairing a meeting here on Sunday to review the progress on different matters of the programme of provision of clean drinking water to the masses.

He said that this programme was directly linked to human health and with the provision of clean drinking water people would get rid of diseases spreading due to polluted water. He added that

the work would have to be carried out in a professional manner to forward this public welfare programme speedily.

Shehbaz Sharif said that the resources were a trust of the nation and clean drinking water programme was a project of spending resources on the masses, which would be moved ahead speedily. He directed that the agreements with selected companies should be given a final shape at the earliest in a transparent manner for the programme and training should be imparted to newly appointed technical and other staff in Saaf Pani Company.

The CM said that a comprehensive system should be evolved with

the help of information technology for implementing and monitoring the programme. He said that no compromise would be made on quality and speed and pre and post shipment inspection would be compulsory for ensuring quality.

Edhi Foundation provides free treatment to 9,658 patients in Oct LAHORE APP

The Edhi Foundation provided free medical treatment to 9,658 patients in its free dispensary located at Allama Iqbal Town in October. The foundation shifted 90 killed persons and 159 injured persons to their homes from hospitals during different accidents in the metropolis, said EF spokesman on Sunday. The volunteers of Edhi Foundation provided their services in shifting 1,123 bodies and 4,972 patients to hospitals from houses and to houses from hospitals, during the same period. The foundation buried 33 unclaimed bodies.

The foundation admitted 213 persons including women and children to Edhi Home Gulberg and Bilquess Edhi Home Township in which 126 persons were sent to their homes after locating their home addresses. The foundation provided free meals to 12,394 people from Edhi free food, the spokesman added.

EArly 108,000 people die each year in Pakistan from tobacco related diseases, affecting 1200 youth and children daily.

According to a WHO report on tobacco consumption in Pakistan, diseases like heart disease, stroke and emphysema account for most of the tobacco related deaths. Smokers are at high risk of cancers, while non smokers become victims of cardiovascular disease because of passive smoking.

It said that many people are not fully aware of the risks of tobacco

consumption; they either misunderstand or underestimate the deadly risks –such as premature mortalityinvolved in tobacco use and exposure to tobacco smoke.

It said that well designed health warnings and messages on tobacco product packages have been demonstrated to be a cost effective means to increase public awareness of the health risks of tobacco use, and an effective way of reducing tobacco consumption.

19.1% (23.9 million) of Pakistani adults (31.8% among men and 5.8% among women) used tobacco products on a daily or less than daily basis, according to the Global Adult Tobacco Survey (GATS Pakistan) It added that of the entire populations 12.4% (22.2% of men, 2.1 of women) were tobacco smokers. More people smoke in rural areas (13.9%) than in urban areas (10.0%).

It said overall, ‘daily’ cigarette smokers smoked an average of 13.6 cigarettes per day, with males smoking

The average amount spent on a packet of 20 cigarettes has been rs 40.9 – an amount that could buy 2.2 pounds of potatoes, or five eggs.

On the other hand, 74.8% of adults favored increasing taxes on tobacco products. Around 85.8% adults believed smoking causes serious illness whereas 77% believed edible tobacco causes serious illness, it added.

National Coordinator, Coalition for Tobacco Control Pakistan (CTC), Khurram Hashmi, said that effective health warnings and messages on packaging for tobacco products and labeling measures are key components of a comprehensive, integrated approach to tobacco control.

He said that the evidence showed that health warnings and messages that contained both pictures and text were shown to be far more effective than ones that carried warnings in text alone.

He added that they had the added potential of reaching people with low levels of literacy and those who cannot read the language in which the text of the health warning or message is written.

Hashmi said that plain packaging would standardise the appearance of cigarette packages by requiring the removal of all brand imagery, including corporate logos and trademarks.

He said packages would display a standard background color and manufacturers would be permitted to print only the brand name in a mandated size, font and position.

He said that studies have shown that pictorial health warnings raise the awareness of tobacco users to the negative health and economic impacts associated with tobacco use.

He said Pakistan was a signatory to the Framework Convention on Tobacco Control (FCTC) which was binding on all member states; the WHO requires parties to the convention to implement large, rotating health warnings on all packaging for tobacco products, and gives guidelines for labeling.

An official of Tobacco Control Cell, Ministry of National Health Services, regulations and Coordination said that in February 2015, the ministry had announced new measures that will require the size of the warnings to increase from 40% to 85% of the package.

He added Urdu text will appear on the front of the pack, and English text will appear on the back. He added several other steps were taken related to the implementation and regulation of picture based health warnings in Pakistan including prohibition of Smoking and Protection of Non-Smokers Health Ordinance (2002), Health Warning rules (2009) and Amendment to Health Warning rules (2010). In 2019, it will start paying out more in benefits than it takes in taxes and interest income. That does not mean benefits will need to be cut, at least right away. Social Security has a stock of US Treasury bonds that’s expected to pay benefits for another 15 years. But in 2034 something has to happen—either benefits are cut, taxes increased, the government takes on more debt, or spending on other programs gets cut to fill the gap.

According to the Trustees Report from the Social Security Administration, there’s a cost to waiting.

Suppose on day one of the next presidency, the winner decides to fix Social Security. She (or he) could increase taxes by 2.58% or cut all benefits, including on current retirees, by 16%.

With either tactic, or some combination of the two, odds are Social Security will be solvent for the next 75 years. If she (or he) does nothing and we wait until 2034, fixing Social Security would require increasing taxes by 3.58% or cutting benefits by 21%.

Putting Social Security on firm financial footing today also gives retirees peace of mind and allows them to plan their retirement income.

A responsible leader would have a plan and make Social Security a priority, but each plan falls short.

Trump’s plan for social securiTy: Donald Trump has been vague on the details of what he plans to do. The Republican candidate has

promised to not cut benefits or increase the retirement age. He also promises no new taxes. He claims his other economic programs will increase growth so much there needn’t be any change to Social Security.

Putting aside the question of whether higher growth is realistic, this strategy won’t work. Higher growth means higher wages, which means more tax revenues (which are good for the program), but because your Social Security benefit is based on your earnings, higher wages also mean bigger promises to future retirees.

The Urban Institute estimates that even a very ambitious 3.4% growth rate would not come close to filling Social Security’s funding gap. Someone—either taxpayers, beneficiaries, or both— must give something up. clinTon’s plan for social securiTy: Clinton offers a few more details. She promises to increase benefits to widows (whose benefits are cut when their spouse dies) and to caregivers who spend time out of the labor force (currently you must work 35 years to receive a decent benefit). She also promises to never increase the retirement age, and has committed to not cutting benefits by lowering cost-of-living increases. How we’ll pay for this is unclear. Clinton says it will come from taxes on high earners. The 2016 Democratic platform offers a bit more detail.

It advocates levying a 12.4% payroll tax on income over $250,000. It is worth noting this is a humungous marginal tax increase that may not leave room to pay for the other programs high earners are supposed to pay for.

On taxes, public spending and protectionism the two candidates for the White House are diametrically opposed: Hillary Clinton represents continuity while Donald Trump seduces or frightens with his radical proposals. But while many economists are alarmed by the threat Trump poses to American prosperity, there is no shortage of small business owners and investors who believe the Republican candidate’s plans would benefit the economy.

As the markets tremble, the polls tighten, the bookies scramble to adjust the odds, and the US presidential race enters its final, frantic days, the rhetoric – from the president down – grows more hysterical by the hour. If we are to believe Barack Obama, the fate of the civilised world hangs in the balance as America faces an imminent electoral apocalypse after the “dirtiest campaign ever”.

To the uninitiated, the Donald Trump insurgency must look like the nadir of democracy, more about “pussy” than politics. How, you might ask, could a powerful, multi-ethnic country, where women voters outnumber men by several million, seriously consider electing a man whose name is synonymous with xenophobia, racism and misogyny? As this vituperative and volatile encounter approaches its climax on Tuesday, you might think: Is this not the worst?

Actually, the US electorate has been here before, many times, going back to the 1780s, in elections replete with assassination, corruption, rhetorical vitriol, and good old “dirty tricks”. The meat-grinding process by which the American democratic sausage is made has always fallen a long way short of edifying. In 1968, the primary season was scarred by the violent deaths of Martin Luther King and Bobby Kennedy. On election day itself, Hubert Humphrey, who had trailed Richard Nixon in the polls for weeks, ran Tricky Dicky so close that the networks could not declare the result until morning. Closer still was the NixonKennedy contest of 1960. John F Kennedy scraped 112,827 (0.17%) more votes than Nixon nationwide, allegedly through the corrupt intervention of the mayor of Chicago, Richard Daley. Although Nixon won the popular vote in more individual states (26 to 22), Kennedy won an electoral college victory of 303 to 219. Overall, 1960 was the closest election since 1916and remains famously suspenseful. It too was held on 8 November. Trump may have plumbed the depths of vulgarity, sleaze and pig-ignorance, but he is anticipated by the politics of the 1850s, in the decade before Abraham Lincoln’s presidency. Not many now remember Millard Fillmore or his supporters, the self-styled “Know Nothings”, but these wild patriots, the forefathers of the angry white males who chant “lock her up”, prefigure many aspects of the Trump campaign, promising to “purify” American politics. The Know Nothings exploited popular fears that the country was being overwhelmed by immigrants, who were seen as enemies of the republic and, more sinister still, controlled by the pope. The party was most active from 1854 to 1856 and had a champion in Fillmore (one of the worst US presidents). Lincoln himself wrote to a friend, “I am not a Know Nothing. How could I be? … Our progress in degeneracy appears to me to be pretty rapid. As a nation, we began by declaring that ‘All men are created equal’ … When the Know Nothings get control, it will read ‘All men are created equal, except negroes and foreigners and Catholics.’”

Analysts estimate a Trump win would send the broad S&P 500 index below the 2,000 level, about 5 percent lower than the week before the vote. That is what the index did on June 27, the day markets were shocked by the Brexit vote. But it was not long before the index rebounded.

The twin attacks took place in Tikrit and Samarra, as Iraqi troops and security forces battled to retake the northern city of Mosul from Islamic State militants who have controlled it for more than two years.

of a series of diversionary attacks by the ultra-hardline Sunni extremists, who have struck the Kurdish-controlled city of Kirkuk, the capital Baghdad and a western desert town during the three-week Mosul campaign.

In Tikrit, a bomber detonated his explosives-laden ambulance at the southern entrance to the city during the morning rush hour, killing 13 people, police and hospital sources said.

President Bashar al Assad claimed Western powers are “becoming much weaker” in Syria, in a confident interview published Sunday in The Sunday Times. “In the past if I said anything, people would say the Syrian president is disconnected from reality. Now it’s different. The West is becoming much weaker,” told the British weekly. “They don’t have a leg to stand on explaining to people what’s going on. “Isis (the Islamic State group) was smuggling oil and using Iraqi oilfields under American satellites and drones to make money, and the West was not saying anything. “Whereas here the Russians interfered and Isis started to shrink in every sense of the word.” Assad acknowledged the key role played by Russian airstrikes, saying: “What made the difference, of course, was firepower. They have firepower we don’t have.” He added: “At the end we were fighting an unlimited reserve of terrorists coming to Syria and we struggled, so Russian firepower and Iranian support has compensated.”

However, he said of the Russians: “They never try to interfere because they don’t want anything from us. They don’t ask us to be a puppet president.”

Assad also confirmed his determination to crush rebel forces in Aleppo, the one-time economic powerhouse that has been under a three-month government siege. “Aleppo is an issue where terrorists have occupied part of the city, and we need to get rid of them,” he said. More than 300,000 people have been killed in Syria since the conflict erupted with anti-government protests in March 2011, and the situation for civilians in Aleppo is particularly dire. British Prime Minister Theresa May warned lawmakers on Sunday not to block Brexit, after the High Court ruled that she cannot start the process of leaving the European Union (EU) without parliament’s approval.

The Conservative government has said it will appeal Thursday’s court decision and May told EU leaders on Friday that she believes she has a strong case. But in a statement published ahead of a trade mission to India, May cautioned members of parliament against using the ruling to undermine the result of the June referendum.

“The result was clear. It was legitimate. MPs and peers who regret the referendum result need to accept what the people decided,” she said.

Supporters of Brexit responded angrily to the court’s decision, amid speculation that pro-European lawmakers would seek to water down the break with the EU and derail May’s plans to begin formal exit talks by the end of March.

“Now we need to turn our minds to how we get the best outcome for our country,” the prime minister said.

“That means sticking to our plan and timetable, getting on with the work of developing our negotiating strategy and not putting all our cards on the table. That is not in our national interest and it won’t help us get the best deal for Britain,” he added.

oR over six months the government and the opposition failed to reach a consensus on the ToRs. The two finally decided to get their respective drafts passed by the Parliament. An impatient Imran Khan who had petitioned to the SC to disqualify the Prime Minister on the basis of revelations in the Panama Papers announced a lock down of Islamabad without waiting for the Supreme Court decision on his petition. Realising that the PML-N was in a position to get its ToRs endorsed by the NA on account of its numerical strength, Bilawal Bhutto announced that his party would initiate a long march to Islamabad if its four demands were not accepted by December 27.

Finally, the Supreme Court asked the four parties seeking PM’s disqualification as well as the government to send their ToRs to the court and agree in writing to abide by whatever decision was taken by the court.

Assurances of the kind given verbally are common in panchayats and jirgas but are unusual in the case of a court of law. Keeping in view the lack of consensus among political parties some might think this was perhaps the only way out. The apex court also announced that after the receipt of replies from the parties in the case, it would appoint a single judge enquiry commission having the powers of the SC. The verdict has divided the legal community which is already split in two major groups. A meeting of the PCB has been convened on November 26 is to deliberate on whether the Supreme Court had jurisdiction to fix the ToRs. Meanwhile prominent legal expert Barrister Zafarullah has filed a petition in the SC questioning the apex court’s authority to appoint an enquiry commission or formulate ToRs which he maintains come under the purview of Parliament. Unless politicians show mutual accommodation and learn to run Parliament with consensus they would be creating conditions for the intervention of offstage players.

Anyone who thinks that he would benefit from this is living a paradise of his own.

At the same time Trump himself said on live TV that “she should go straight to jail”.

most forty per cent of Hillary voters, including all Bernie Sanders supporters, are only voting for Democrats so as to prevent Trump from winning.

In Britain during the traumatic Brexit referendum the referendum itself was so charged that it led to a pro-remain Labour Party MP Jo Cox being shot and killed by a remain supporter. The media particularly the social media has add fuel to the fire in an attempt to increase their respective footprints. For example after the recent ruling by the High Court that parliament must be consulted prior to invoking article 50 that starts the Brexit process, three tabloids including the Sun and the Daily Mail, lambasted the judges calling them “enemy of the people” and “who do they think they are”.

Such adversarial position does no favours to the country especially where the Leave won by a narrow vote. These headlines only triggered a new debate about judicial activism and maligning of the judicial process. Instead of maintaining focus on the core issue, namely what exactly is the government’s position Vis a Vis Brexit.

In India after the Uri massacre we had the entire Indian media trying to outdo each other as to who would bash Pakistan more, and the louder they shouting the higher were their ratings. jectives, namely maximising viewership. Accordingly one may gain more traction with a negative comment than with a positive one.

Admittedly as the American showman Mr Phineas Barnum said “there is no such things a bad publicity”, but the bad blood that hate creates can easily get out of control, or worst linger for a long time, like a hydra resurfacing later in a different and even more toxic form. The 24/7 TV news cycle, widespread reach by satellite and cable TV, and of course social media greatly amplifies the noise, drowning out any calls for objectivity or sanity.

Such is the insecurity of today’s rulers’, that we are moving to a binary world where on hand – all power is centralised into the hands of a few chosen family members or close advisors and on the other people inciting mob rule - all controlled by social and TV media gods.

It’s a pity that in today’s world, judicious and thoughtful dialogue has been voted out in favour of soundbites and on-air deafening shouting matches (or equally vicious exchanges on twitter and Facebook) all of course in the name of democracy. My New Year resolution shall be more books and less TV and Twitter (except for sports). All power to the cocoons.

HEN National Geographic’s famous Afghan girl was discovered living illegally in Pakistan, it was only a matter of time before her case caught international attention. In a multi ethnic country like Pakistan, perhaps the most crucial task of the government is maintaining the delicate balance that exists between the various ethnicities and regions in the country. Should something disrupt that balance, the spill over effect can hamper all efforts to regain it. The sensitive situation that has arisen over the case of the Afghan refugees in Pakistan is just such a story. on the one hand, these are people who came to this country over two decades ago. Legally speaking, they should have been granted asylum temporarily, before being respectfully given passage back to their country once the situation there settled down. Instead, their prolonged presence has badly affected the ethnic balance, particularly in Balochistan, where we may soon see riots if the Baloch majority continue to clash with the Pashtun “refugees” from Afghanistan. And finally, the settlements established for the refugees have become a hot topic because of their potential as launch pads for terrorist organisations.

And yet, one must consider the human and political aspect to the situation. These are people who have settled in this country, they’ve married among the locals and had families that would be broken if not completely uprooted should the former refugees be forced to leave.

Any goodwill we’ve fostered from 20 years of hospitability will be replaced with this act. These cases are sensitive and dealing with them requires a modicum of decency and respect.

Coming back to Sharbat Gulla, we must realise that hers is a special case that must be treated with the respect and sensitivity it deserves. The woman has hepatitis C, and forcing her back to an area that cannot provide her the necessary medical attention will be gambling with her life. She’s also only one of several lesser known Sharbat Gullas, and Pakistan will have to tread carefully with such similar cases ahead.

In Egypt President Sissi’s supporters all rallied behind him, even as his courts sentenced hundreds of Muslim Brotherhood supporters to death in what many believe are sham trials. The “Ansaar e Sissi” as they are called are just as active on the social media in accentuating their mission, as is the Egyptian state controlled media.

In Pakistan too it appears that journalism is being done by Twitter and Facebook with TV channels regularly reproducing tweets on its ticker tapes. As the recent fracas in Islamabad shut down demonstrated, social and TV media instead of injecting sanity into the proceeding, only adding to vitriolic febrile exchanges.

Hate is an effective but dangerous ingredient to introduce to any debate, particularly if you can claim or demonstrate that someone else is benefitting at my expense. As any marketing specialist will tell you, if you have a bad meal at a restaurant you will tell twelve people about it, if you have a good one you will only tell four. Hate is a stronger emotion than love, and damnation is easier than salvation. But that is the paradox, because the ratings game as is ruthless as it is inexorable in fulfilling its ob-

ow significant have the three televised US presidential debates been in winning voters for the two candidates? Have these three showdowns between opposing candidates been enough to sway the undecided voters toward one candidate or the other?

Do these televised presidential debates aid the general public in discerning the nuanced differences between the two competing candidates? Those who think that they do, often cite the presidential debates between Kennedy and Nixon (1960) and Ronald Reagan and Jimmy Carter (1980) as glaring examples to corroborate their views. while others who don’t consider these debates as playing a significant role in swaying the electorate.

The US election campaign broadly comprises of two parts. Firstly, the intraparty debates are followed by primary elections to decide one candidate from each political party. Secondly, debates between the candidates from the competing political parties are held amidst the relentless presidential campaigns, eventually followed by the general elections.

The presidential debates between Donald Trump and Clinton were anxiously awaited as people around the world were keen to see the two completely opposite candidates clash. Clinton being an apotheosis of eloquence and a political adeptness while Donald Trump as an unorthodox, political “outsider”, who does not give much weight to being politically correct. In Trump’s own words, “we cannot afford to be so politically correct anymore.”

During first presidential campaign, Trump was very much overshadowing Clinton at the outset but later on, Clinton put forth a better overall performance. As for the second debate, Trump was very well prepared but his “Access Hollywood” tape scandal completely undermined his amply prepared performance for he failed to present any plausible explanation to the tape scandal. tober 19. Trump’s supporters were rather hopeful, as far as his performance was concerned, that he would, undermine Clinton’s arguments on multiple issues but unfortunately, he couldn’t. Moreover, even the choice of the moderator for the debate Chris wallace from Fox news, the news channel having reputation of being friendly toward Republicans and conservatives -– was not effectively utilised by Trump in his benefit. wallace asked rather strict questions from Clinton; she responded with utmost confidence and finesse of and adept politician. However, there were several instances when Hillary seemed vulnerable. For instance, regarding the question about the immigration policy, Clinton responded that she would not deport the foreigners living illegally in the US. This was a great chance for Trump to criticise Clinton, while focusing on questioning the legality of her stance and/or highlighting the irony that Clinton despite being a Lawyer was advocating something that was impossible to justify legally. Trump could have underscored the fact that he was not against the migrants but only the “Illegal” migrants. Despite, he wasted the opportune moment; he merely stuck to his usual wrath laced comments. However, Clinton did not miss any opportunity to criticise Trump; for instance, his comments on Muslims were greatly scrutinised and played up by her. Moreover, Trump failed to defend or deflect Clinton’s attacks, which could have been easily turned around to his advantage if he had been a little sound. Another way Trump could have turned tables on Clinton was by adopting a patriotic rhetoric in response to Clinton’s criticism of him being harsh against the immigrants. He could simply have portrayed himself as being biased in favour of Americans; a person who gives top priority to Americans and their interests.

He could consequently have cornered Clinton by underlining her preference for illegal immigrants (foreigners) over the interest of her own countrymen and terming it as a conspicuous example of misplaced priorities. This juxtaposition would have transcended him above party lines, but he failed to capitalise on it. Similarly, when the moderator questioned Clinton about her private speech to the Brazilian bank where she talked about open borders and open markets, which was disclosed by the wikiLeaks. Clinton instead of responding to the asked question comprehensively began talking about how Russian President Putin has been interfering in the US elections. Trump, again, had a chance to catch Clinton off- guard at that instance. He could have criticised her for deviating from the original question but instead he came out as defensive; clarifying his nonexistent relationship with Vladimir Putin, accompanied by a verbal crusade against Clinton and her Putin phobia. only if he had managed to

maintain the focus of the discussion on the revelations of wiki leaks instead of allowing Clinton to making up a conspiracy theory regarding his collusion with Russian president, he could have criticised her for adopting a hostile stance against Putin, despite her perception of being an epitome of peace and diplomacy. He could have corroborated his view by pointing out her foreign policy fiasco regarding Libya and Syria and her responsibility for the terrible fate of American ambassador at Bin Ghazi. Unfortunately, Trump missed all of the chances provided to him by Clinton’s not so comprehensive answers and consequently, failed at picking on Clinton’s shortcomings during the debate that could have been helpful in gaining him more support. Adding insult to the injury, when the moderator asked him if he would accept the election results, instead of responding soundly with logical answers, he made a grave mistake by saying that only time will tell. He could just have responded affirmatively. or he could have said that that he certainly would accept the results upon one condition; if the elections are free from all kinds of rigging.

Moreover, Trump’s “alleged” sexual harassment scandals with various women were was brought up by Clinton and consequently presented as an evidence for him being unfit for the position of President. Trump could have drawn a stark contrast between “accusations” of his sexually deviant behaviour with Clinton’s failed foreign policies and their horrendous consequences, such as the inception and rise of ISIS; the international migrant crisis.. He could have rubbed it on her as to despite being a lawyer herself, she is the one supporting “illegal” immigrants. But alas, he did not, rather expectantly. These are just some of the opportunities missed by Trump to sway voters.

Despite of Trump’s subpar performance, a number of analysts and scholars have praised Trump for his perspective laced on- policies, especially the economic and foreign policy. on the other hand, according to the pre-election polls, Clinton’ support number is still slightly higher than Trump. However, you still never know what is going to happen in the actual elections as according to some sage political analysts there are many Trump supporters at heart who are shy of supporting him publicly and vocally. Some analysts liken the US Presidential Election to Brexit vote in UK, where polls seemed to get it wrong and it was eventually the silent voters that proved to be the ultimate determinant.

Promoting transparency THE decision by the high-ups of Police department to establish special cell to ensure internal accountability of police is welcoming. The move calls for applause as it will not only help investigate complaints against high-handedness of police officials in a transparent way but legal action will also be taken against the culprits. According to details, the Discipline and Inspection Cell will work under the supervision of an additional inspector general, while one deputy inspector general, along with a team of three AIGs and one high rank official from each region of the province, will work for the cell. It is hoped that once established, the cell would not only help promote transparency but also improve effectiveness of the police department.

Water shortage in Gwadar I wish to draw the attention of higher authorities towards a very serious issue of the dweller of the Gwadar city which is shortage of water. water is basic need of every individual. But unfortunately the people of Gwadar locality are deprived of this need. They are facing a lot of problems in order to carry out their routine work. To add salt to the injury, when water is supplied, it is undrinkable. Anyhow, this water is causing many fatal diseases. It is suggested that there should be a proper time table of water supply. The Pakistani diaspora Ghose, Suleri and Qureishi

–Philip Larkin HE writers in diaspora are not dissimilar to oedipus at Colonos where he makes Antigone, his daughter, the compass. He asks her to make sense of the place they had arrived at.

The diaspora writers make their wider audience the Antigone to their predicament. The predicament is that of a lost home, a blurred identity and a confused sense of direction. All these they have to negotiate in order to better connect with their past, present and future. They seek counsel in the world of creativity- writing- in order to carve out an individual niche in a chaotic world of displaced identities and multifarious origins.

The image of a native alien, the word coined by Zulfiqar Ghose, is common to most writers internationally too; but my aim through this is to talk about the Pakistani diaspora writers including Sara Suleri, Zulfiqar Ghose and Hanif Qureshi.

The rootlessness that these postcolonial diasporic authors talk about is encapsulated in the words of Zulfiqar Ghose who makes one of the first generation of English writers in Pakistan: with the theme of rootlessness, Zulfiqar Ghose’s words ring true: “when we left Bombay in 1952 for England, we were leaving two countries, for in some way we were alien to both and our emigration to a country to which we were not native only emphasised our alienation from the

country in which we had been born.”

This is the rootlessness, the absolute absence of a belonging is what these lines help explain to the lay man. These lines help not only perpetuate the diaspora discourse, but simultaneously aid in understanding the mental stress and anxiety of having to leave a homeland.

The writers deftly demonstrate how the familiar struggles between new and old, assimilation and cultural preservation, striving toward the future and longing for the past, play out in people in diaspora.

Sara Suleri, while talking about transmutation, dedicates one entire chapter to the cause in her book Boys will be Boys. She says, “Cultures are certainly translated things: moving from one to another requires a discursive equilibrium hard to acquire, hard to retain.”

In the same vein, while the writers explore this magical effect of transformation, they arrive at considering themselves the citizens of the world at large and not just one nationality. Their horizons broaden and they arrive at an eventual peace with their new found new identities.

In Confessions of a Native Alien, the author says that he left Pakistan when it was still in British India and when he returned the whole place had fragmented.

Losing sense of ownership of the India he had known he was now torn, belonging nowhere. This created a ‘schizophrenic need’ in him to belong. And hence this theme remained a consistent feature of his writings.

For Zulfiqar Ghose, all is being written as a part of an obsession. He writes, “Some images of that time persist as obsessions”. He reminisces and then frets. As he says in the book that, “You’re tormented by not belonging” .This is the theme that runs throughout his autobiography.

It is essential to see the paranoia, this psychological duress.

He felt, in England and in the South Asia, that, he was constantly being watched.

This is the height of the psychopathology that has resulted in his not being able to connect with any geographical space or any national conscience. For him, to be able to call a country his own, is a source of intense nausea and sentiment. when these two combine, the mental condition

is all the more worsened; this leads him to question the criterion of belonging to one nation or calling one geographical area his own. He constantly oscillates between these dichotomous feelings creating in himself a rootless person. we see an epitome of the vicissitudes of native alienhood. This approach is very explicit in ZG. He talks of his lifelong struggle, his “…difficulty in belonging to both which ended in belonging to neither.”

Diaspora writers are at worst pitiable, and at best teachers of a higher conscience.

Moving on, picking Ghose’s theme to belong and feeling alienated at the same time, Suleri talks for the people with foreign mothers and Pakistani fathers. In Boys will be Boys (BWBB) and Meatless Days (MD), she talks in turn about her father and mother and the rest of the familial framework that helps us understand her brought up and the feelings she had at being torn between two cultures. while Boys Will Be Boys is an elegy of a daughter, Meatless Days is a heartbreaking story consisting of small snippets of her life in Pakistan- that is happy and happening in one instant, and depressing and desolate the next. we see how memory and writing overlaps in her work and like Ghose, she too understands that memory convolutes many of the realities as subjective versions of the event and not objective at all.

For Suleri the definition of homeland is also different and more complex because her mother was welsh. So she perfectly straddled two distinct cultures and ways of life. Due to thi one is forced to say that hers was a predicament more complicated than Ghose because in her home, since she was a little child, she witnessed the dichotomies of being a foreigner in alien soils in the shape of her mother.

In MD, we see that the author literally breaks down to find meanings to her person; in her own obliteration she seeks refuge; “only in my obliteration will you see shapes of what I really can be…It is a rib that floats in longing for some other cage”. Through this bodily grotesque the author has tried to depict the fact that she is constantly a migrant in search for new meanings and home. A rib is most fundamental for a body, if that goes afloat, really all the purpose of the body is in a mess. Through the rib, she has driven home another new meaning that is of womanhood in a shambles as well. As woman was made from Adam’s rib, she feels her position in society threatened, and personally in a shambles. She can no longer find meaning for herself at any level. As a woman, as someone belonging to a certain race and nationality, she feels she is in a constant state of flux. In MD, the author talks of the bodies dismantling and her own womanhood being placeless.

Her mum’s rootlessness and lack of belonging to the land she inhabited only physically had had a major impact on the author’s psyche. Suleri’s role of being a woman, the most personally vital character, even is in a shambles. This is because

every culture has a way of transcribing a role for women; when the cultures are always changing and the place is constantly in flux an individual goes off on a tangent and loses one specific direction. when this confusion occurs as to who am I and where do I belong, the stature of a woman comes crumbling down.

This confusion augments the psychosis already at play in a person’s mind.

Sara relates her niece, Heba’s, question in BwBB, “why can’t one place be home?” This question carries a resounding echo of search for meaning of one’s home in the family. what does it mean to be having a permanent aboard, a home! How does it feel to belong above all else and to be rooted with one’s tentacles deeply entrenched in a culture, a nation, a society and a people? These yearnings tell of the collective psyche of the diaspora people most exquisitely captured in a young girl’s seemingly innocuous question.

Moving to Hanif Qureishi, in his book, My Ear at His Heart author accounts his father’s book which tells the family’s history, memories and past; how relationships are affected by distance; how rootlessness is a trait of people who change countries and shift often; and what role racial criticism and bullying has on individuals. This Kureishi shares in great detail with Ghose where rootlessness makes a mess out of individuals. what I find particularly interesting is that, the people in diaspora are constantly in search for their past, their memories and this very nostalgia is what they try to find their identities in. Kureishi opens the book with the thought that the book that his father wrote, “…will tell me a lot about my father” (Kureishi 1). Moreover, he comments, “…I seem to be opening a door on my past, preserved in wordssome clue or key to my father’s life.”

(Kureishi 14) They desperately want a hint to their past, their origin. A connection that fosters their linkage with the old, and hence they try to find their own position in what was, and is no more.

Ghose and Suleri share the same. They delve in an uncharted realm called memories. Ghose particularly says that memories are deceptive because they are always so subjective. Suleri also remi-

nisces heavily on her old Lahore house and how it all worked within a joint family set up. Hence to say in brief, roots and past drive deep roads into family historicity and identity. when the past is recaptured, it leads to a discovery of the self. It opens a window into a cluster of appurtenances which heighten an acute sense of identity.

Kureishi and Suleri share another very interesting aspect. The love inducted in them by their parents for reading and books, and eventually writing.

They felt their lives revolved around the ambit of writing. Like Kureishi says, “Through books I was entering a narrative, a myth.”

Their fathers have had an indelible mark on the process of thinking for writing. Both their fathers were particular about their rules of writing and they inherited it. For Sara, the process of “chiselling” the written word before it goes to an audience was what she learnt for her father. while the love and longing for the land is tactile in the diasporic writings, their love for religion is not very tactile again owing to a loosely tethered identity. we see that like the postcolonial British authors, there is a tactile elegy in the works of the Pakistani diaspora. There world is fractured and their lives are torn by rootlessness. Their direction is blurred and their purpose is lost in the wilderness of time. As Suleri quotes Mirza Ghalib, Koi Wirani Si Wirani Hai ‘There is a wilderness within a wilderness’ The void that diaspora people feel cannot be filled by any material comfort or provision. Their loss of a permanent home and roots is translated in the pain that reflects on their work. Their search for home is what tortures them. And what adds insult to injury is the absence of the happy and lasting home for they are in a constant search for settlement. If at all, “a serious house on serious earth it is…”

The pro-BrexiT newspapers have finally losT Touch wiTh realiTy inDepenDenT

UST when you thought Brexit-based hysteria couldn’t get any more bonkers, along comes a perfectly well-argued legal decision and the more ardent Leavers go into complete and utter meltdown, with the front pages of Brexit-supporting newspapers in the vanguard.

The Telegraph plumped for “The judges versus the people”, which turned out to be only a short hop away from the Daily Mail’s “Enemies of the people” (featuring pictures of the judges below). While The Sun’s ire was aimed more towards those who had brought the legal challenge which led to the ruling (“Who do EU think you are?

Loaded foreign elite defy will of Brit voters”), the Daily Express did not hold fire against the judges either, those who had “blocked Brexit”, apparently as part of some elitist plot.

The High Court’s judgment was said to have left Britain facing “a crisis as grave as anything since the dark days when Churchill vowed we would fight them on the beaches”. The Express is described as “the world’s greatest newspaper” on its masthead; “most hyperbolic” would be less questionable.

Critics of the ruling are as one in their opinion: it has created a constitutional crisis of epic proportions. In

fact, nothing could be further from the truth. The judgment underlined the primacy of Parliament in dealing with Britain’s domestic affairs, confirming that governments cannot simply use prerogative powers to push through changes which would affect the rights of every man, woman and child in the UK. It also highlighted the vital independence of the judiciary from both executive and legislature. For heaven’s sake, it is precisely this separation of powers on which Britain’s great democracy is founded – and it can be traced all the way back to Magna Carta, that treaty beloved of anyone who has ever railed against

an overbearing EU. As such, the thing most likely to cause a constitutional crisis is the claim that we are already facing one simply by virtue of the judgment.

After all, to express outrage – as some have done – at the judges being “unelected”; and to call them “arrogant” because they reached their conclusion on the basis of the law (rather than by simply looking at the outcome of a yes/no referendum) is only a few steps short of arguing for the effective dissolution of Britain’s constitution. To compare the defence of this country against the Nazis to a new battle against the “injustice” of a court ruling gets about as close as

He drew attention to how the PPP government of Sindh has not only appointed the highly respected Khatu Mal Jeewan as the minority minister but also created a special office of religious harmony.

You say “European cultural institutions”, and what should come immediately to mind are lavish concerts, avant-garde art exhibitions, high quality language courses and benevolent scholarships for talented cashstrapped local students.

I wrote my short novel, “Aurora”, after studying the activities of various Western ‘cultural institutions’, in virtually all the continents of the Planet.

Funding and grants are put to work where threats and killing were applied before. How does it work? It is actually all quite simple: rebellious, socially-oriented and anti-imperialist local artists and thinkers are now shamelessly bought and corrupted.

Their egos are played on with great skill. Trips abroad for ‘young and talented artists’ are arranged, funding dispersed, scholarships offered.

Carrots are too tasty, most would say, ‘irresistible’. Seals of approval from the Empire are ready to stamp those blank pages of the lives of still young, unrecognized but angry and sharp young artists and intellectuals from those poor, colonized countries. It is so easy to betray! It is so easy to bend.

Some, very few countries are almost incorruptible, like Cuba. But Cuba is a unique country. My dream is that it would be read by millions of young thinkers and artists, on all continents, that it would help them to understand how the Empire operates, and how filthy and disgraceful betrayal is.

But that email says that it is the government of Saudi Arabia, and the government of Qatar that have been funding ISIS.' Clinton has also been criticized over claims that the Clinton Foundation receives funding from Saudi and Qatari sources.

Later in the 25-minute interview, which will be broadcast on Russia Today, Assange claims next Tuesday's presidential election has been fixed in favour of Hillary Clinton.

ITH the deftness of decades of experience, Abu Mohammad wove thick green thread with a wooden loom in northwest Syria, creating a vibrant geometric pattern renowned among Arabic textiles.

It was the last day before the weaver in his 50s would be forced to close the workshop, leaving the last five remaining looms in his hometown of Ariha in Idlib province to gather dust. “This trade is dead now… Today is our last day of work on the loom, as we don’t have any more thread,” said the balding man.

Weaving has been devastated by Syria’s five-year civil war, with thread becoming too difficult to procure from Aleppo — once the country’s artisanal hub but now ravaged by fighting and bombardment.

The battered city, 70 kilometres (45 miles) northeast of Ariha, was the main provider of the rough thread needed to weave Arabic textiles, versatile fabrics turned into rugs, furniture covers, and other household items.

But now Aleppo’s rebel-held eastern districts are besieged by government forces, making it impossible to obtain thread from there, and materials from the regime-controlled west are too expensive, Abu Mohammad said.

On his last day, he worked as enthusiastically as he had since his teenage years, pulling down wooden levers to lay down colourful acrylic

fibre across a white base.

The sound of the panels smacking against each other was interrupted only

by Abu Mohammad’s nasal singing, or a brief tea break with fellow weavers reclining on a shabby couch.

“Ariha, in Idlib province, is the most well-known in making this product,” said Abu Mohammad, gesturing to the green-and-red blankets and pillow cases hanging on the wall behind him. “We make all household items, from rugs for bedrooms to covers for the Quran. We would furnish entire houses.” “Before the war, there were more than 100 looms in Ariha, but the only ones left are the ones in this shop,” he said.

As the siege on Aleppo’s east tightened and access to thread became more difficult, only three looms in the Ariha workshop remained active.

“Before the war, our trade was booming. We could buy thread for pennies from Aleppo,” Abu Mohammad said. He pulled out a small box containing dozens of spools of colourful thread: “This is all we have left.”

Today, a kilogramme (around two pounds) of the blend of cotton and polyester used for the textiles costs 3,500 Syrian pounds ($7), up from 175 pounds before the war.

Abu Mohammad points to a rug hanging on the wall: “Before, I could make this whole rug with just 200 Syr-

ian pounds.”

Another lifelong weaver, 40-yearold Abu Mostafa, said he began working a loom when he was about 12.

He tried to find stable work in a different field but never felt comfortable doing anything except weaving, he said, as he pumped the wooden panels below his loom.

“I went to Lebanon and worked in construction and then to Turkey for a few months, but I couldn’t hold any job that kept me away from a loom for too long.” Abu Mostafa beamed with pride as he reminisced about the robes and pillow covers he would produce. “No one else could make the pieces we made. They looked as if they were printed,” he said. “I challenge any computer to make something like this!”

The products from rebel-held Ariha were once sold across Syria.

Even as the war raged on, they were exported to areas controlled by regime forces like Damascus and Hama, as well as regional markets like Lebanon and Saudi Arabia.

But today transporting the woven goods — whether in or outside Syria — takes between two and three months and is exorbitantly expensive.

“We used to send our products to Damascus at 10:00 am and they would get there by 2:00 pm,” Abu Mohammad said. Despite the pressures, Arabic textile production will resume eventually, the veteran weaver insisted. If there was enough thread, “we could work 100 looms at once. The looms are all ready, we just need the thread.” “It’s a shame it’s going to end like this.”

Samsung to launch AI assistant service for Galaxy S8

Samsung Electronics Co Ltd said on Sunday it would launch an artificial intelligence digital assistant service for its upcoming Galaxy S8 smartphone, seeking to rebound from the Galaxy Note 7’s collapse and differentiate its devices.

The world’s top smartphone maker in October announced the acquisition of Viv Labs Inc, a firm run by a co-creator of Apple Inc’s Siri voice assistant program. Samsung plans to integrate the San Jose-based

Scientists at Disney Research have developed a 360-degree virtual reality application that enables users to enhance their experience by adjusting feel effects - for instance, a light sprinkle or a heavy downpour - to complement the visuals.

“Virtual reality has seen a renaissance in recent years as advancements in computer graphics, computing platforms

and the seamless flow of information between hardware and software have come together in a powerful way,” said Ali Israr, senior research engineer at Disney Research.

“Our team is working to make VR haptic sensations just as rich as the 360degree visual media now available,” Israr said.

The haptic definition app, called VR360HD, was developed and tested using a consumer headset and Disney Re-

search’s haptic chair.

The chair features a grid of six vibrotactile actuators in its back and two subwoofers, or “shakers,” in the seat and back.

The grid produces localised moving sensations in the back, while the subwoofers shake two different regions of the body and can create a sensation of motion.

Users were able to select from a library of feel effects, also assembled and

tested by Disney Research - a network of research laboratories supporting The Walt Disney Company.

These feel effects are identified with common terms such as rain, pulsing, or rumbling, and can be adjusted so that people can distinguish, for instance, between a light sprinkle and a heavy downpour.

“Current VR systems provide ‘buzzlike’ haptic sensations through hand controllers,” Israr said.

“But technology exists for much richer sensations. We’ve created a framework that would enable users to select from a wide range of meaningful sensations that can be adjusted to complement the visual scene and to play them through a variety of haptic feedback devices,” Israr said.

The research was presented at the ACM Symposium on Virtual Reality Software and Technology in Munich, Germany.

PEW calls for TacklIng gas sEcTor cIrcular dEBT ISLAMABAD

HE Pakistan Economy Watch (PEW) on Sunday asked the government to tackle gas sector circular debt before it puts a question mark on the success of the energy policy. He expressed concern over the gas sector circular debt which has already touched the mark of Rs 12 billion.

The debt should be contained before it damages the gas sector in the same way it has already played havoc with the electricity sector, said Dr Murtaza Mughal, President PEW. He said the country already faced a circular debt of Rs 650 billion and now Rs 12 billion of gas debt has been added to it, creating yet more uncertainty.

The government is buying LNG since April 2015 and such losses in a short span are not acceptable, he said, adding that the government keeps IMF that circular debt will be controlled, but it has not managed to do it so far. He said that a gas utility had reported profit after three years of losses which demonstrated that immediate steps should be taken to streamline gas sector.

Earlier this week, I noted that elevated M&A valuations could be a tad concerning. But the difference between Buffett and everyone else is that he doesn't rely on synergies to justify transactions. Berkshire also has more cash than it knows what to do with -- as opposed to other giant companies, which are putting themselves deeper into debt in a desperate attempt to juice growth.

As Pakistan and China is heading toward shared destiny through CPEC, part of one belt on road (OBOR) initiative which is another mega plan of introducing sand and green economy in the five deserts of Pakistan is in offing.

Chinese company, the Elion Resources Group (ERG) is going to invest in Cholistan desert, Thal desert, Indus Valley desert, Thar desert and Kharan desert by implementing ecological system, eco-environment infrastructure and mechanism of technological innovation.

It has been aimed at to reclaim land from sand by promoting vegetative cover, establishing forest (afforestation and reforestation), controlling desertification, developing severe weather-resistant cultivable lands and uplifting the lives of locals through innovating husbandry, pharmacy and tourism.

Dr Javaid Iqbal, an expert in environmental sciences, said ERG was capable of changing disadvantage of deserts into advantage.

“It has done wonders by rehabilitating China’s ecology system, promoting China’s eco-civilization and green economy at the national level and boosting global green civilization, betterment of eco-environment in desert areas, poverty eradication and green economy develop-

ment by utilizing cutting-edge scientific technology,” he said.

During an intensive talk with 8-member Pakistan delegation who recently visited Inner Mongolia China, He Pengfei, executive general manager of branding, Elion Resource Group showed avid interest in development of Pakistani deserts.

“Pakistan-China friendship is inseparable and we will be investing in sand economy and green economy in deserts.

Commercial collaborations, joint-ventures, technological assistances and transformations are possibilities to make things happen,” he said. He gave the example of Kabuqi desert in Inner Mongolia, seventh largest desert in China which was once a barren land, uncultivable area with no water, no electricity and no future.

“Sand storms reigned supreme, survival rate of tree in the arid desert was even under 10 percent. Grasslands and farmlands were facing extinction. Livestock was depleting and living condition had worsened. However, ERG took on all challenges and today it has afforested more than 6000 square kilometer in Kabuqi desert and had built up a comprehensive sand economy system worth over 30 billion Chinese Yaun based on six ecoindustry sectors ranging from husbandry to desert tourism, pharmacy to photovoltaic power generation,” he explained.

The ecological industry, he claimed, in the desert had provided over 5000 employ-

ment opportunities for local peasants and herdsmen, while free professional training had also been provided to make them the new-generation ecological construction workers, tourist service staff and skilled workers of intensive breeding and planting.

The ecological industry in desert had increased the income of natives by over 300million Yaun per year. The per capita net income of herdsmen has increased from RMB 2,000 in the past to 30,000 Yaun at present.

All five deserts in Pakistan had been confronting the same conditions like once Kabuqi desert was suffering from. Cholistan desert sprawling over 10,200 sq miles is stripped off all civic facilities with scanty water and vegetation. The Indus Valley desert covers an area of 19,501 square kilometers in Punjab between the Chenab and Indus rivers. The Indus Valley Desert is drier and less hospitable to forest cover. The Kharan Desert is a sandy and mountainous desert situated in Balochistan province in south-western Pakistan.

This desert was the site of Pakistan's second nuclear test, Chagai-II. The Thal desert is spread between the Jhelum and Sindh rivers near the Pothohar Plateau, covering Bhakkar, Khushab, Mianwali, Layyah, Muzaffargarh as well as Jhang, Thar Desert spans an area of 175,000 square kilometers. Agriculturist Humayun Faisal said that Pakistan governments, in past, launched some projects to increase the prospects of irrigation and cultivation in the Thal desert by unveiling Greater Thal Canal project (phase I and Phase II) costing Rs 30 billion in 2001,

For antisand greening, Elion had been using an “economical” way: to plant liquorice that can well grow in the desert as the major plant for anti-sand greening. Liquorice, as a sand-and-draught medicinal plant, can both prevent sand and serve the medicine industry. It’s a natural pharmaceutical group that possesses complete industrial chains, rarely found in China.

By relying on desert resources, EcoGreen Society official Mehreen Bukhari said, Elion invested over 100 billion yuan (about 17billion USD) to develop desert green energy industry. “Since 2011, the group had introduced the integrative, intensive and clustered development mode of circular economy, strove to develop bio-energy, built up about 2000 square kilometers of carbon sink forests and took in CO2 alga breeding technology from the US to fully carbon-sink absorb the CO2 emitted from the industrial base,” she added.

Pakistan could take advantage of Elion’s expertise to manage and develop desert tourist industry by relying on natural desert landscapes and the green space created in over last 20 years.

To make civilians in the desert area, who suffered from poverty for generations, live and work in peace , and to make desert industrial workers live as well as urban residents, Elion is planning to construct a low-carbon town for 100,000 people in Kubuqi desert, integrating culture, tourism, business, medical service, education, ecology and residence.

oPEc needs friends and a miracle VIENNA AGENCIES

If this is what an OPEC agreement looks like, it's no wonder investors are losing faith. The oil producer group's job of engineering a short-term balance of supply and demand is getting harder and harder. Its own members and the non-OPEC "friends" it's counting on to achieve production cuts are not doing the group any favors as its make-or-break Vienna meeting draws near. Without a credible deal on Nov. 30, market sentiment will turn even more bearish. As it was shortly before OPEC unexpectedly agreed in September to cut output, achieving that goal was never going to be straightforward. The group's big-4 Gulf Arab producers were all producing near record levels, as was key non-OPEC participant, Russia. Since then, things have got even worse. At this point, it's going to take a minor miracle for the group to achieve the promise of a deal that's barely a month old. The cuts OPEC needs to make to reach its output target are just getting bigger and bigger.When OPEC reached its accord in Algiers, it needed to cut between 850,000 and 1.35 million barrels a day to get output down to its target range of 32.5 million to 33 million, based on Bloomberg supply estimates for September.

With October output estimates now in, the required cut has increased by another 150,000 barrels. That may not seem a lot, but Angola's output was down 230,000 barrels due to maintenance and should come back this month. So, by the time OPEC meets it will probably need to cut an additional 400,000 barrels a day.

And that's without any further growth in production from Libya or Nigeria, which isn't looking likely -- Nigeria exceeded 2 million barrels by the end of last month, while Libya added 180,000 barrels to its daily production and is aiming for more as it works to repair its main export terminal.

It's not only an internal problem, as some key non-OPEC producers are nowhere near restricting supply.

Russian output hit another post-Soviet record of 11.2 million barrels a day last month. With new fields ramping up production and more due to start producing before year-end, that should climb further. Kazakhstan is seeing its first oil from the much-delayed Kashagan field, which could add as much as 370,000 barrels a day by the end of next year, or even sooner, according to field partner ENI SpA. Brazil's Pre-salt surge: Brazil's output is soaring.

Official data show it reached 2.61 million barrels a day in August, on gains from huge deposits lying beneath the sea and thick layers of salt. That's up by 260,000 barrels since January, and more is on the way. All three countries, along with Azerbaijan, Mexico and Oman, met OPEC in Vienna at the end of October, but no firm pledges were forthcoming. Russia has said it may cut output, but prefers to freeze it, and in any event will only consider its position once OPEC has reached an internal agreement. Without its participation, success is unlikely, as Gadfly has noted. Azerbaijan is ready to pledge it won't raise output, an easy call to make as it continues to battle against falling production.

Even the high-cost North Sea is poised to ship the most crude in more than four years in December. Neither the U.K. nor Norway, the two main North Sea producers, attended the Vienna meeting. The euphoria that followed the gathering in Algiers is evaporating. Oil prices are almost back where they were before that meeting, with Brent briefly dipping below $46 a barrel on Friday. OPEC warned in its latest monthly bulletin that industry observers "should not be too quick to judge or criticize the Organization or its Member Countries.

Over the years, we have seen how wildly inaccurate their predictions have been." It's almost inconceivable that OPEC will fail to reach some form of agreement this month. Whether it will be enough to convince the market that it will make a difference is another matter entirely. HE delay in completion of the crucial Tarbela Dam 4th Extension Hydropower Project may discredit the ruling Pakistan Muslim LeagueNawaz of its efforts on the energy front when the country goes to polls in 2018, since this hitch has already thrown another 1410 MW power plant on Tunnel 5 – which developed complications with its components – behind the schedule.

Sources told Pakistan Today that the delay in completion of the project had triggered a delay in reduction in the overall production cost of energy by 2.4 per cent from Rs7.02 to 6.85 per kWh. They said it had also scaled nine components up before going for another power plant on Terbela Tunnel number 5 with the already existing infrastructure, which could have been developed at a rapid pace to meet the ongoing power shortage in Pakistan.

The original cost of tunnel 5 project was USD823.50 million, which was being used for irrigation at the moment.

Besides, one additional subcomponent for construction of the transmission line–component B3 have been added which is to be implemented by National Transmission and Dispatch

Company (NTDC). They said that the loan closing date of the parent project (T4HP) extended for completion of all works and warranty and defect liability period.

They said that International Bank for Reconstruction and Development (IBRD) could only disbursed 35 percent till yet whereas International Development Association (IDA) has cancelled USD 115 million and could able to disburse 40 percent following the delay of T4HP. The disbursement was less than the original projections due to more time taken in award of the contracts.

They said that delay in T4PH would be leading to scale-up in changing the project key performance indicators (KPIs) and costs besides the change in Results Framework including Disbursement Arrangements, Disbursement Estimates, Components and Cost, Institutional Arrangements, Financial Management, Implementation Schedule, Legal Covenants and Loan Closing Date.

Sources say, the key changes in the results framework and KPI targets include an increase in the electricity supply from about 3,000 GWh from T4HP to 4,800 GWh T5HP for total annual supply of 19,000 GWh from Tarbela; availability of additional generation capacity during summer months from 1,410 MW to 2,820 MW for a total installed capacity of 6,298 MW at Tarbela.

They said government would ensure that Central Power Purchasing Agency (CPPA), responsible for purchase of electricity from WAPDA, shall maintain a balance in an escrow account equivalent to a period of billing by WAPDA. WAPDA will also open a new segregated designated account to receive the funds from the bank.

T5HP will add 1,410 MW to an existing tunnel number 5 of Tarbela Dam on Indus River, presently being used to release water for irrigation only when the reservoir level is below the minimum spillway operating level and water releases from the existing power units is not adequate. With power house installed it would continue to carry out the same function and in addition water released from spillway would be diverted through Tunnel 5 to generate 1,800 GWh. This would maximize use of the existing facilities and serve the critically needed power for the country. The pilot project to float a solar power plant under the AF in the reservoir area would help expand in future over the rest of the area leading to a capacity of about 5,000 MW. Asian Infrastructure Investment Bank (AIIB) would co-finance US$300 million for T5HP. Police pressed charges against the couple on December 27, 2015. Seven prosecution witnesses, including the complainant and the victim of the case, gave their statements before the court. Shahadat had been suspended in September 2015 after a case was registered against him and his wife under the Women and Children Repression Prevention Act. Pacquiao pressed the fight from the opening bell, trying to score a knock-

down. He looked as if he would when he caught Vargas with a straight left that put him on the canvas in the second, but Vargas got up quickly.

Vargas had difficulty dealing with Pacquiao’s speed, but was more than willing to trade punches to try to lure him into a brawl.

He succeeded in the eighth, but came off worse when he suffered a cut in an accidental clash of heads. Pacquiao increasingly dominated in the final rounds to close out an emphatic victory.

“I feel I could have done more but every round I tried to knock him out,” Pacquiao said.
