Hon. Susan A. Yap Governor of the Province of Tarlac

Governor Susan A. Yap came from a distinguished family of public servants. The daughter of esteemed governor and legislator, the late Jose “Apeng” A. Yap, Governor Susan inherited an unquestionable legacy of integrity and renowned dedication in uplifting the life of every Tarlaqueño. TAO MUNA: Governor Susan Yap’s vision of Human Capital Development through advancements in food, livelihood, education, health and environment. “Every Tarlaqueño is vital to the growth and development of our province. Tao Muna has always been our battle cry where the priority is the upliftment of the lives of every Tarlaqueño.” One of the primary advocacies of Governor Susan Yap is the promotion of inclusive growth for Tarlaquenos through good governance, responsible leadership, sustainable development, and equal opportunity for all. The province of Tarlac seeks to achieve continuous economic development through cooperation between the national and the local government, as well as the private and public sectors. Governor Susan Yap’s goal is to provide the basic needs of her people, uplift their standard of living, and enhance their opportunity to a better life. To this end, the Provincial Government of Tarlac (PGT) prioritizes human capital development that focuses on Food, Livelihood, Health, Education, Infrastructure and the Environment.

FOOD “Seventy percent (70%) of our province’s income is derived from our agricultural yield. I encourage our people to continue nurturing our agricultural system, improve our productive efficiency, and make our rice yields world class again.” Continuing her advocacy of ensuring every child’s optimal growth and development, the PGT, and Hope and Dreams Foundation launched a feeding program benefitting two hundred and twenty one (221) public schools. Students from kindergarten to grade six were given nutritious foods for their breakfast and lunch. The “Bukas na Pangarap and Kusina ni Juan Feeding Programs” continues to address malnutrition in the province. Currently, a total of 1600 beneficiaries are fed daily for a period of 10 months. To boost Tarlac’s agricultural capability, the PGT distributed seventy million (Php 70,000,000.00) worth of irrigation equipments under the Provincial Agricultural Office last May 22, 2018. Governor Yap led the distribution of one hundred seventy nine (179) units of agricultural machineries and equipments to one hundred seventy six (176) farmer organizations. Twenty two (22) rice combine harvesters, thirteen (13) mini four wheeled drive tractors, seventeen (17) hand tractors, thirty eight (38) rice transplanters, seven (7) rice threshers, seven (7) rice reapers, three (3) floating tillers and seventy two (72) shallow tube wells were allocated all over the province.

LIVELIHOOD “The potential of ICT is limitless. Its continues evolution makes the modern economy truly global. The province of Tarlac must seize this opportunity to equip our people and make Tarlaquenos future-proof.” The PGT and the Department of Information and Communication Technology (DICT) launched the ten (10) Technology Empowerment for Education, Employment, Entrepreneurship and Economic Development (Tech4ED) program last August 9, 2017. The Tech4ED centres will serve as business hubs and knowledge areas that will nurture the digital literacy of Tarlaquenos. This project seeks to educate and improve the knowledge of out-of-school youths, senior citizens, overseas Filipino workers, persons with disabilities, teachers, students, women and indigenous people for the digital age. As a staunch advocate of Information and Communication Technology (ICT), Governor Yap championed several ICT laws during her stint in Congress. She authored the Data Privacy Act, the Anti Cyber-crime Act, and the law creating the DICT. By ensuring that the province is ready for the digital age, Governor Yap readies the province of Tarlac to be future-proof.

The PGT also initiated a collaboration with the governments of Israel and Japan for the construction of ten (10) rice farms all over the province. This aims to improve the technological capacity and agricultural efficiency of farmers. Governor Yap hopes that this will elevate our farmers, and our agricultural sector to become world class again.
