Hon. Susan A. Yap Governor of the Province of Tarlac

Governor Susan A. Yap came from a distinguished family of public servants. The daughter of esteemed governor and legislator, the late Jose “Apeng” A. Yap, Governor Susan inherited an unquestionable legacy of integrity and renowned dedication in uplifting the life of every Tarlaqueño.

One of the primary advocacies of Governor Susan Yap is the promotion of inclusive growth for Tarlaquenos through good governance, responsible leadership, sustainable development, and equal opportunity for all. The province of Tarlac seeks to achieve continuous economic development through cooperation between the national and the local government, as well as the private and public sectors.

Governor Susan Yap’s goal is to provide the basic needs of her people, uplift their standard of living, and enhance their opportunity to a better life. To this end, the Provincial Government of Tarlac (PGT) prioritizes human capital development that focuses on Food, Livelihood, Health, Education, Infrastructure and the Environment.

FOOD “Seventy percent (70%) of our province’s income is derived from our agricultural yield. I encourage our people to continue nurturing our agricultural system, improve our productive efficiency, and make our rice yields world class again.”

Continuing her advocacy of ensuring every child’s optimal growth and development, the PGT, and Hope and Dreams Foundation launched a feeding program benefitting two hundred and twenty one (221) public schools. Students from kindergarten to grade six were given nutritious foods for their breakfast and lunch. The “Bukas na Pangarap and Kusina ni Juan Feeding Programs” continues to address malnutrition in the province. Currently, a total of 1600 beneficiaries are fed daily for a period of 10 months.

To boost Tarlac’s agricultural capability, the PGT distributed seventy million (Php 70,000,000.00) worth of irrigation equipments under the Provincial Agricultural Office last May 22, 2018. Governor Yap led the distribution of one hundred seventy nine (179) units of agricultural machineries and equipments to one hundred seventy six (176) farmer organizations. Twenty two (22) rice combine harvesters, thirteen (13) mini four wheeled drive tractors, seventeen (17) hand tractors, thirty eight (38) rice transplanters, seven (7) rice threshers, seven (7) rice reapers, three (3) floating tillers and seventy two (72) shallow tube wells were allocated all over the province.

LIVELIHOOD “The potential of ICT is limitless. Its continues evolution makes the modern economy truly global. The province of Tarlac must seize this opportunity to equip our people and make Tarlaquenos future-proof.”

The PGT and the Department of Information and Communication Technology (DICT) launched the ten (10) Technology Empowerment for Education, Employment, Entrepreneurship and Economic Development (Tech4ED) program last August 9, 2017. The Tech4ED centres will serve as business hubs and knowledge areas that will nurture the digital literacy of Tarlaquenos. This project seeks to educate and improve the knowledge of out-of-school youths, senior citizens, overseas Filipino workers, persons with disabilities, teachers, students, women and indigenous people for the digital age.

As a staunch advocate of Information and Communication Technology (ICT), Governor Yap championed several ICT laws during her stint in Congress. She authored the Data Privacy Act, the Anti Cyber-crime Act, and the law creating the DICT. By ensuring that the province is ready for the digital age, Governor Yap readies the province of Tarlac to be future-proof.

The PGT also initiated a collaboration with the governments of Israel and Japan for the construction of ten (10) rice farms all over the province.

This aims to improve the technological capacity and agricultural efficiency of farmers. Governor Yap hopes that this will elevate our farmers, and our agricultural sector to become world class again.

HEALTH “We continue to expand universal health care for all Tarlaquenos.

Further, we seek to provide preventative measures to ensure that our people’s health are properly attended with.”

Tarlac continues to expand universal coverage for basic health services. The PGT has invested Php 300 million to the Tarlac Provincial Hospital, Php 90 million to the La Paz Medicare Hospital, Php 20 million to the Gilberto Teodoro Hospital, Php 97 million to the Moncada District Hospital and Php 175 million to the Concepcion Hospital. With a total of Php 634 million worth of investment in hospitals, Governor Yap intends to provide the best quality of health services to her constituents.

The PGT also continues to have its virtual clinic program. Through this program, patients can have access to Service Delivery Network (SDN) medical specialist doctors via a web conference to treat some common health issues. These virtual clinics will provide faster service to Tarlaqueños and improve effective referral system ensuring that the patients who go to Tarlac Provincial Hospital are the ones that need immediate operations or medical procedures.

Another project of Governor Yap is the establishment of the Tarlac Provincial Hospital Out Patient Department (TPH-OPD). This program will provide ambulatory services in out patient clinics. Among the medical services to be provided in this program are general medicine, pediatrics, surgery, obstetrics and gynaecology, hemodialysis, dental, physical therapy, and diagnostics.

EDUCATION “Access to quality education is key to a province’s success.

With high literacy rate, the people of Tarlac will have a higher chance in improving their quality of life.”

Another project of Governor Yap with the ECJ foundation is Project HOPE which targets 1,000 Out of School Youth to be trained through partner institutions in developing their technical-vocational and entrepreneurial skills.

English literacy and speech communications continue to be one of the core developments in educational infrastructure in Tarlac. Speech laboratories have been delivered and implemented in Victoria National High School, Moncada National High School, Capas High School, Benigno National High School, Anao High School and Mababanaba High School. New school buildings are also being built in San Clemente Central Elementary School and Corazon Aquino National High School.

Last August 23, 2017, the Province of Tarlac was given the National Kabalikat Award-Local Government Unit Category by the Technical Education and Skill Development Authority (TESDA). This is in recognition of the success of the Technical Vocational Education and Training (TVET) under the leadership of Gov. Yap.

ENVIRONMENT “We need to plant more trees and reforest our lands to maintain ecological balance and biological diversity in the province.

The health of our environment is vital in ensuring the development of our province.”

INFRASTRUCTURE “The construction of viable, sustainable and world-class economic zones will provide key economic opportunities to Tarlaquenos.

This development is a welcome boost for the local public sector to cater the growing infrastructure needs of our province. ”

Governor Yap has taken the initiative to implement programs to ensure that natural resources are preserved in the province. To this end, the PGT launched the Sustainable Tourism and Development Project (STDP) concentrated in the western borders of Bamban, Capas, San Jose and Mayantoc. The STDP is Tarlac’s response to climate change and sudden calamities such as typhoon and heavy rain in the province to ensure that our geophysical environment is protected from flooding and erosion. Reforestation through community-based programs, environmental preservation and sustainable tourism are the key components of STDP.

Governor Yap facilitated the ground-breaking ceremony of the National Government Administrative Centre (NGAC) last January 23, 2018. Phase 1 of the project includes the establishment of back up offices for government agencies in a 200 hectares land. This will also serve as a one stop shop for business and trade in Central Luzon.

In line with this, the PGT signed a memorandum of agreement with the University of the Philippines for the Biodiversity Assessment of San Jose forrest. Governor Yap hopes that this project will aid the PGT in crafting a policy on eco-tourism and how to properly manage San Jose forrest.

Among the infrastructure projects of Governor Yap is the construction of the Tarlac Provincial Hospital and the Tarlac Legislative Building, the enhancement of the Maria Christina Park, and the renovation of Tarlac Provincial Capitol and the Diwa ng Tarlac.

Gov. Yap also led the establishment of a Modern Mechanized Forest Nursery in Tarlac. The project was envisioned to meet the reforestation and tree planting targets of the province. The facility was also intended to cater to the seedling requirements of other provinces in Region 3.

The nursery covers an area of 1.25 hectares (to be expanded to 7.39 hectares) with the capacity of more than 2 million seedlings.

The construction of the BCDA Green City has also began. The 9,450-hectare Clark Green City is located within the Clark Special Economic Zone and at the heart of the bustling urban centers and major infrastructures in the Central Luzon Region.

AWARDS RECEIVED • Tarlac PDRRMC gets inducted in the Half of Fame of National Risk Reduction and Management Council Gawad Kalasag Award: Tarlac took home its 4th consecutive award as best Provincial Disaster Risk Reduction Management Council for Basic Government Emergency Management category during the 19th Regional Gawad Kalasag Awarding Ceremony held on December 11, 2017.

• Tarlac PDRRMC Wins National Gawad KALASAG Award: FOR DEMOSTRATING exemplary performance in executing efficient response during and after an emergency, Tarlac Provincial Disaster Risk Reduction Management Council’s Disaster Assistance and Rescue Team/Emergency Medical Services [DART/EMS] was awarded as first place winner during the 18th Gawad Kalasag National Awarding Ceremony last June 8, 2017 held at the Reception Hall of the Philippine International Convention Center in Pasay City.

• Tarlac DART/EMS is Regional Gawad Kalasag Winner: For sustaining its invaluable and selfless service to the residents of Tarlac and in the region, Disaster Assistance and Response Team/ Emergency Management System of the Tarlac Provincial Disaster Risk Reduction and Management Council was chosen as Best in Government Emergency Management [Basic Search and Rescue Category] by the Regional Risk Reduction Management Council Region III during the 19th Gawad Kalasag regional awarding ceremony held at the Podium Special Events Center, Cabanatuan City, Nueva Ecija last August 7, 2017.

• Tarlac Wins 2018 National Kabalikat Award: For the province’ exemplary contributions in the advancement of Technical Vocational Education and Training, the PGT captured the National Kabalikat Award in the Local Government Unit category. The award was received by the province during the 24rd Technical Education and Skills Development Authority (TESDA) anniversary.

Another major target is the Phase 1A project in Clark Green City which costs around Php 13 billion. Included in this project is the construction of a world-class sports complex with aquatic and athletics center. These facilities will be used in the 30th SEA games that will be hosted by the Philippines.

Last July 20, 2017, the PGT in cooperation with the Environmental and Natural Resources Office (ENRO) launched a tree planting project in Brgy. Lubigan, San Jose, Tarlac. It is under the “Samyo at Yamang Kalikasan Program” which aims to plant trees, specifically Ilang-ilang, Narra and other native species to the perimeter and open ground areas of schools, piggeries, poultries, business establishments and barangay parks.
