As summer fades and fall approaches, we’re excited to highlight one of the key benefits ABC Keystone offers to our construction community: our apprenticeship program, which is kicking off a new year.
Here are some important details about the ABC Keystone apprenticeship program:
• The 2024-2025 school year marks the beginning of our 56th year of registered apprenticeship classes.
• Since 1972, we have successfully graduated 3,066 students across 9 trades.
• This year, we’re starting with over 480 students, setting a new record and showing a growth of more than 10% from 2023.
• The trades offered this year include:
- Carpentry
- Construction Craft Laborer
- Electrical
- Heavy Equipment Operator
- HVAC Technician
- Masonry
- Plumbing/Pipefitting
- Roofing
- Sheet Metal
Roofing is in its second year, and by May, we will celebrate the graduation of our inaugural class from this program.
Alongside our Registered Apprenticeship program, we are also running a Registered Pre-apprenticeship in collaboration with 10 educational partners, in addition to the pre-apprenticeship offered at the Keystone office. This pre-apprenticeship provides valuable trade awareness and can transition into one of our full apprenticeship programs upon completion.
Given the estimated labor shortage in the construction industry exceeding $500,000 per person, it is crucial for ABC Keystone to continue providing our construction community with the necessary resources to train and graduate individuals who will help build our communities and support America’s growth.
The increase in apprenticeship enrollment is a positive indicator that more people are turning to the trades for employment and placing their trust in ABC Keystone to help shape their careers.
Looking ahead, this fall promises to be eventful with strategic planning, clay shoots, a tech conference, and more. Be sure to sign up and stay involved!

Both Gov. Shapiro and legislators have spoken publicly in favor of policy that skews construction labor favorably to unions while intentionally seeking opportunity to cut out construction workers that have chosen not to be unionized. At Associated Builders & Contractors (ABC) we have advocated for decades to have a level playing field that does not favor anyone, and awards construction projects based on merit. This means that union or nonunion workers get bids based on performance, not politics.
The ABC Keystone Chapter engaged with Susquehanna Polling & Research to do a statewide poll of 700 registered voters in July to gauge their view on key issues including labor policy. The results show an overwhelming support for merit more than favoring unions. This is in stark contrast to the opinion of Gov. Shapiro and the democrat House members that continue to champion legislation and policy that gives advantages to unions, or gives unions the ability to exempt themselves from any given law simply through a Collective Bargaining Agreement – an option not available to non-union workers. Given that, we strongly state that 46% of those polled identified as democrat and 11% were independent, so the results are not skewed in favor of conservatives.
When asked what factor should be used in awarding public construction projects, 57% said projects should be awarded to the most qualified, price-competitive contractor, with another 20% saying that the second most important factor should be a company’s safety record. Both policy concepts are strongly advocated by ABC in three different areas: Project Labor Agreements (PLAs), Responsible Contractor Ordinances (RCOs) and, in general, prevailing wage.
However, democrats frequently distort these factors through agreements or legislation and seek ways to make non-union construction workers ineligible to work or allow them to work only if they become unionized. This shows the strong need for legislators and the Shapiro administration to engage with ABC to find ways nonunion workers are more represented in labor policy. Any carving out of non-union workers’ ability to work on construction sites harms 9-in-10 construction workers (ABC represents 90% of the construction workforce in Pennsylvania).
Public construction projects are taxpayer-funded developments, including roads, bridges, schools, hospitals, parks, and government buildings. These projects are awarded in two main ways, either through an open bidding process or what’s known as a project labor agreement between a government entity and a labor union. In your opinion, what is the best way for public construction projects to be awarded?

3. The project is awarded to the contractor with the best safety record

When asked what specifications government should use most in awarding public construction projects to contractors, nearly 2/3 (64%) said it should be based on merit of most qualified (that is, trained, educated workers and the company with the best safety record). Again, this is in contrast to Gov. Shapiro’s announcement prior to the budget that he is urging all state agencies to use a Project Labor Agreement – a policy that requires the use of union contractors first and only allows non-union workers to come on site as an employee of a union in some fashion and then forfeit any payments into the union pension system after the project ends. Voters are sending a message that merit, training and safety should be higher priorities than propping up union membership for public construction projects.

Furthermore, polled voters strongly disagree with current policy that creates an unlevel playing field, as 76% agreed that there should be a level playing field for labor policy. This reinforces ABC’s policy position that there should be no union advantage over non-union employees and vice versa. Yet, the policy goals of the governor and House democrats clearly state that they want to give more advantages to unions – against the opinion of the majority of voters in Pennsylvania.
Many policies and laws that federal and state government policymakers are advocating are designed to give more advantages to union contractor employees over non-union contractors. Some people believe this gives union contractor employees an unfair advantage over non-union employees. In your opinion, should there be a level playing field between union and non-union contractor employees when it comes to public construction projects? 1.
Upon release of these results, ABC Keystone Chapter president, G. David Sload said, “ It is both encouraging and discouraging to see these results. We are glad to know the majority of the public agrees with our values that there should be a level playing field in construction, as there is plenty of sand in the sandbox for both union and nonunion workers. Those same voters agree with us that when merit and safety are the major factors for awarding projects everyone wins with the least taxpayer dollars spent on quality projects. What is disheartening is how many of our elected officials not only refuse to engage with us on policy to benefit all of Pennsylvania but are also ignoring the will of the voters that sent them to Harrisburg for representation. We hope that polling like this can begin to shape a policy shift that is mutually inclusive for everyone.”
In July 2024, we were thrilled to welcome Melissa Turano, an alumna of the ABC Keystone Plumbing Apprenticeship Program, to our team as our new Plumbing Instructor. Melissa steps into the role previously held by Randy Doxzon, who is now serving as our Director of Workforce Development & Apprenticeship Resources.
Melissa, a 2022 graduate of the ABC Keystone apprenticeship program, brings a fresh perspective from her field experience. She aims to inspire incoming apprentices with her unique background and insights.
Before the new year kicks off, let's take a moment to get to know Melissa!
What made you choose the plumbing trade?
Before entering the trade, I worked in property management, where I had the chance to meet several technicians and explore different career paths. Plumbing emerged as the most challenging option, and since I’ve always been drawn to tackling challenges, it was a natural fit for me.
What surprised you about the plumbing trade?
I was genuinely amazed at how fulfilling it can be. You begin with a mix of parts that need to be pieced together into something functional and orderly. Once everything is set up and working seamlessly, the sense of accomplishment is incredible. Even in service work, solving and repairing an issue for a customer brings a real sense of satisfaction.
What most excites you about being a part of the ABC team?
I truly value the opportunity to be my authentic self with everyone I work with. We have such a strong and cohesive team. Having known most of the leadership since I began the program in 2018, I’m entering ABC with well-established relationships. I’m excited about our upcoming retreats and group events!
What advice can you give incoming apprentices?
Be open and eager to learn—ask questions and get involved. Since many of us learn best by doing, the most effective way to experience the program is through active participation.
What’s a memorable plumbing experience you’ve had?
My first on-call weekend was definitely memorable. I received a call about a sewage pump failure that was causing an overflow at a business. Despite my nerves and fear of making a mistake, I managed to stay calm. I located the correct parts, replaced the pump, and reconnected everything properly. Seeing the pit finally drain was a huge relief!

PLAN YOUR VOTE:
If you’re voting in person, schedule your time and know your polling place. For mail-in ballots, ensure they are received by your county office by October 29.
REGISTER TO VOTE:
If you’re not registered, do it now. Encourage those around you to register as well. Online registration is easy, but applications must be submitted by October 21 to vote this year.
Familiarize yourself with all the candidates on the ballot and their qualifications. We’ll share our endorsed candidates next month, but there are others to consider, too. Check the Department of State’s website or your county elections office for a complete list. Reliable sources like Ballotpedia can also be helpful.
Stay informed by paying attention to ads, voting records, and other candidate information. Try to meet candidates or contact their campaigns with any questions. Your engagement can not only guide your voting decision but also inform candidates about important issues, including those in construction, which many may not be familiar with. How the Supreme Court’s Loper Bright Decision will affect Construction Industry Regulation from the US Department of Labor, Wage and Hour Division; OSHA; and the NLRB.
For decades federal agencies enjoyed wide latitude in creating and enforcing regulations. The Supreme Court’s recent Loper Bright decision however, put back in the courts’ hands the final say on interpreting laws about the scope of agency authority. This Wake-Up call will discuss the Loper Bright decision’s contours and its impact on how OSHA, DoL’s Wage and Hour Division and the NLRB govern the construction industry, with focus on these topics:
• Pre-Loper Bright deference to agency interpretations of their statutory authority;

Tell us about Gorski Engineering, Inc.
My father started our company 70 years ago after he got out of the Marines. As a kid, I regularly rode around with him, visiting job sites. My first 8-hour day was when I was 14, doing cleanup work and learning basic carpentry skills. I thought I would be a carpenter, but I became interested in engineering, so I went to college, worked for Turner Construction in Albany and Philadelphia, and rejoined Gorski 40 years ago. I took over operations 20 years ago when my dad retired. Our company has evolved from residential to commercial/industrial work. Now, we focus heavily on design-build construction in both the private and public sectors, with in-house architectural and civil engineering capabilities.
What is the best part about the work you do?
It is rewarding to watch our clients grow and prosper as they put the facilities we created into use. I also enjoy knowing that we provide opportunities for our Gorski team members to develop themselves and their careers.
In what ways has your participation in ABC Keystone contributed value to your company?
As a second-generation ABC member, I was Chairman of the SE PA chapter in 1996 and enjoyed a productive working relationship with Keystone. After serving on some national committees, I was named a Regional Vice Chair and was ABC's National Chair in 2009. Keystone's Jack Zimmer was the chapter
president's liaison to the national board that year. It was a great year working on our shared ABC goals, especially as our nation faced a severe economic downturn. It was a year I will never forget!
ABC has been a source of invaluable support and collaboration for me. When I face a business challenge, I have a team of fellow ABC members across the country to turn to for advice. The leadership roles I've held at ABC have positively impacted my career, introducing me to industry leaders and broadening my professional perspective.
What do you do in your free time?
I’m passionate about cycling and fundraise for the National MS Society. This July, my daughter and I rode over 500 miles across Iowa, raising $16,000 to date. With the MS City-to-Shore ride in September, I hope to top $20,000. I also enjoy weekend rides around Cape May, skiing in the winter, and cooking.

Effective January 2025, David Bernhardt, PE, the current President and CEO, will maintain the role of Chief Executive Officer (CEO), while Dana Ziegler, PE, will be promoted to President.
David Bernhardt, PE, has been an integral part of Providence Engineering for many years, joining the firm in 2003, becoming an owner in 2009, and most recently serving as President and CEO since 2015. In her real estate practice, Shanaman represents buyers and sellers in all aspects of commercial real estate transactions. You’ll work directly with middle school students, guiding them as they build skills in carpentry, masonry, plumbing, sheet metal fabrication, electrical work, and HVAC. Students will also get a taste of real-world safety practices, and the importance of personal protective equipment.
