DOG DAYS OF SUMMER: IT’S HOT OUT THERE!

As we approach the heart of the summer season, with August fast approaching, the “dog days” are in full swing across our construction sites. The long hours under the sun, the rising temperatures, and the push to stay on schedule all come with added pressures this time of year. Yet, despite the challenges, our member companies and workforce continue to exemplify resilience, dedication, and professionalism that define the merit shop philosophy. It’s a testament to the strength of ABC Keystone’s membership and our shared commitment to building excellence across the Commonwealth.

With the heat of summer comes a critical responsibility to prioritize safety—particularly around heat-related illnesses. OSHA reports that thousands of workers become sick from heat exposure each year, and construction remains one of the most impacted industries. Hydration, shade, rest breaks, and vigilance are not just best practices—they’re life-saving protocols. As leaders, we must set the tone from the top down, ensuring every crew member on every site understands that safety comes first, no matter the pressure to perform. Let’s remain proactive and support one another in keeping our teams safe and healthy through the hottest months of the year.

Amidst the summer grind, ABC Keystone has continued to deliver value and results for our members. One recent and significant advocacy win came with the removal of the Project Labor Agreement (PLA) from the Pennsylvania State Lab project. This victory reflects the power of our collective voice and the importance of remaining engaged in the political and legislative process. PLAs restrict competition and inflate costs at the expense of taxpayers and open shop contractors alike. By standing firm, ABC Keystone and our partners reaffirmed the principles of free enterprise and fair access to public work.

Looking ahead, August offers more than just soaring temperatures. ABC Keystone’s calendar is full of opportunities to stay connected and continue growing. From networking mixers to professional development workshops and safety training sessions, our events provide meaningful chances to invest in your teams, strengthen your businesses, and reinforce relationships across the industry. I encourage all members to take advantage of these programs—not only to beat the heat but to stay sharp and engaged as we push through the second half of the year.

This season is also a time to take stock of the progress we’ve made and recommit to the goals we set earlier in the year. Whether that means pursuing STEP safety recognition, implementing mental health support under the Total Human Health initiative, or simply improving project execution and communication—now is the time to refocus and finish strong. Let’s continue to support each other, advocate for our values, and ensure that ABC Keystone remains a leader not only in construction, but in community, culture, and care.

Our goal, as part of Total Human Health, is to recognize the signs and help people navigate the issues they are dealing with. Keystone has a dedicated Total Human Health Committee, separate from the Safety Committee, that will roll out several seminars and classes.

Committee Update TOTAL HUMAN HEALTH

Supporting Member Wellbeing Through Total Human Health

ABC Keystone’s newly rebranded Total Human Health Committee—formerly the Inclusion, Diversity & Merit Committee—is dedicated to supporting the holistic health and wellbeing of our members. By expanding our focus to mental, physical, financial, and social wellness, the committee is aligning its initiatives with the growing need for comprehensive support across the construction industry.

A key priority in 2025 is mental health awareness and education, and ABC Keystone is excited to announce that VitalCog training will now be offered to members at no cost.

What is VitalCog?

VitalCog is an evidence-based training program designed to give employees and leaders the tools to recognize, understand, and respond to signs of mental health challenges in the workplace. The training provides practical steps to support colleagues in need, reduce stigma, and create a culture of care and safety on the jobsite.

Earlier this year, the program was introduced during ABC Keystone’s Safety Summit, where members shared positive feedback and valuable insights. Participants appreciated the tools provided but suggested that smaller, more interactive sessions would make an even greater impact. In response, the committee has committed to offering the training in small groups of 20 or fewer, allowing for a more personalized and hands-on experience.

Starting in August, VitalCog sessions will be scheduled monthly, giving all members and their teams the opportunity to participate. These sessions will cover key mental health awareness strategies, including:

• Recognizing early warning signs of stress, burnout, or crisis

• Responding appropriately and connecting team members to resources

• Building a safer, healthier, and more supportive workplace culture

In addition to VitalCog, the committee is also working to expand Employee Assistance Program (EAP) seminars and provide resources tailored to small contractors and firms with 50 employees or fewer. Future seminars will include practical insights for business owners and supervisors, as well as cost-effective solutions for employee support.

Building a Culture of Care

The Total Human Health Committee is also exploring initiatives in physical health and injury prevention, financial wellness education, and opportunities to foster social connectedness among members. Activities like book clubs and game nights are being discussed to build stronger relationships beyond the jobsite.

Through these efforts, ABC Keystone continues to champion a workplace culture where every member feels supported in all aspects of life—mental, physical, financial, and social.

Members are encouraged to take advantage of the free monthly VitalCog sessions and explore additional resources offered through the Total Human Health Committee. Together, we can build a safer, healthier, and more resilient construction industry.

JOHN CRUM

ELECTRICAL INSTRUCTOR

We're excited to welcome John Crum to the ABC Keystone Electrical Team! With 25 years of hands-on electrical experience, John brings a wealth of knowledge and industry insight to his new role. His extensive background will be a valuable asset in training and mentoring the next generation of electrical professionals. We are excited to have him on board and look forward to the expertise he will contribute to our program.

What part of your role are you most excited about?

As a project superintendent, I always enjoyed working with my apprentices and sharing my knowledge and experience with them. I plan to continue that in the classroom here at ABC Keystone as an Electrical Instructor. Educating, developing, and supporting the next generation of workers in the trades is essential to our local community and our nation.

What’s a skill or strength you bring to the team? First, the team at ABC Keystone is outstanding and welcoming. My background in telecommunications

and low-voltage systems will complement the electrical instruction currently being taught in the classroom and shop environments here at ABC. That will help to round out the apprenticeship experience for the students and expose them to parts of the electrical trade they may not be familiar with.

What do you hope to contribute to ABC’s mission?

I believe in the merit shop philosophy and am a product of that environment. By being a representative of this model, I will contribute to ABC’s mission.

What

drew you to work in the construction industry?

As a child, I was always interested in how things were constructed and how they worked. After graduating from college with a degree in Industrial Automation, I began a career as a service engineer in the x-ray imaging field, where I worked on various diagnostic imaging equipment in both hospital and outpatient settings. I greatly enjoyed my job, but after eight years of constant travel, I wanted to be at home with my family every night, so I began to search for a new career. Looking back on my childhood Interests and with some encouragement from friends who were contractors, I decided to learn the Electrical trade. I was hired by an Electrical Contractor who is a longtime ABC Keystone member. My new employer promptly enrolled me as an electrical apprentice, and I have never looked back! There are numerous great reasons to be in construction, and that’s what drew me in and continues to drive me in this industry.

What do you enjoy doing outside of work?

I enjoy spending time with my family at our cabin in the mountains of northern Pennsylvania. While there, I enjoy hiking and trail running the many trails, kayaking or floating the Pine Creek, and generally relaxing. I’m an active member in the Central Pennsylvania Chapter of the Porsche Club of America. Serving as a deacon at my church is important to me, as it allows me to help others in my community.

DEWALT® RECOGNIZES STUDENT WINNERS OF ABC’S CONSTRUCTION MANAGEMENT COMPETITION WITH HEADQUARTERS VISIT

DEWALT, a Stanley Black & Decker (NYSE: SWK) brand and leader in total jobsite solutions, recently hosted the winning Student Chapter of the Year for 2024 of Associated Builders and Contractor’s (ABC) Construction Management Competition at its headquarters in Towson, Maryland. The group from Pennsylvania College of Technology visited as part of DEWALT’s ongoing commitment to supporting and inspiring the next generation of skilled trades professionals.

During the visit, students toured DEWALT’s research and development labs, spent time at its Customer Experience and Innovation Center, participated in hands-on demos, networked with DEWALT leaders, engineers, product managers and trade specialists, and gained valuable insights into the tools, technologies and resources shaping the future of the construction industry.

“Construction jobs play an essential role in our country’s infrastructure and economy, and the need for new talent has never been greater,” said James Oh, President and General Manager of DEWALT. “Through our Grow the Trades initiative and partnerships like this, we are committed to supporting the next

generation of trades professionals with hands-on experiences, educational opportunities, and the resources needed to find success in the trades.”

Recent findings from DEWALT’s Gen Z in the Trades survey underscore the importance of these opportunities, with 39% of students citing a lack of networking and hands-on experiences as barriers to

obtaining apprenticeships in the trades.*

“Colleges and universities are important talent pipelines into the construction industry. Exposure

to real-life learning opportunities allows these construction management students a chance to gain valuable experiences, informing them how construction projects are built safely and with quality,” said Haley Moyers, ABC Director of Workforce Programs and Initiatives. “Thank you to the DEWALT team for hosting ABC’s 2024 Student Chapter of the Year, Pennsylvania College of Technology. This experience will help advance their construction career goals.”

Committee Update TECHNOLOGY

Laying the Foundation for Innovation

2025 marks the inaugural year of the ABC Keystone Technology Committee, and with it, a strong foundation has been set for advancing innovation and technology across our membership. Under the leadership of Committee Chair Mitch Erb of Benchmark Construction Co., Inc., the group has made significant strides in organizing its first major initiative—Construction Technology Conference—while also identifying ways to provide year-round value to members. We extend our sincere thanks to Mitch for his leadership in guiding the committee through its formative year.

Building a Strategy for Impact

From its first meeting, the committee aligned with ABC Keystone’s 2025–2027 Strategic Plan, placing an emphasis on equipping members—regardless of company size—with tools to improve efficiency, safety, and profitability. Early priorities included outlining the committee’s role, identifying goals, and tapping into national ABC resources to ensure alignment and access to broader industry insights.

Construction Technology Conference

Scheduled for October 22, the upcoming Construction Technology Conference presented by Everound, LLC is the committee’s current project and promises to deliver a full day of learning experiences:

• Keynote Speaker

Paul Doherty, President and CEO with The Digit Group, will headline the event, offering a forward-looking perspective on emerging tech trends in construction.

• Three-Track Format

Sessions will cover Field Operations, Office Operations, and IT/Innovation, with topics ranging from AI and cybersecurity to ERP transitions and data management.

• Hands-On Opportunities

Vendor booths, a drone demonstration, and strategically placed breaks will encourage attendee-vendor interaction and hands-on tech engagement.

Collaboration and Content Development

To ensure quality programming, committee members volunteered to develop topic outlines and are incorporating real-life applications from ABC member companies into the sessions. Sponsors have been engaged early, and the committee is leveraging ABC National’s Tech Alliance network to identify speakers, vendors, and promotional support.

Extending Value Beyond the Event

Looking ahead, the committee is exploring ways to offer continued tech education after the October event. Potential initiatives include follow-up career development offerings, a technology blog or resource hub on the ABC Keystone website, and regular content in the The Spokesman Magazine.

As the committee wraps up its first year, the focus remains on supporting our members with relevant, high-value programming. With a successful first year nearly in the books and Construction Technology Conference just around the corner, the Technology Committee is excited to continue serving as a resource and champion for innovation in the construction industry.

Empower Business Solutions

Empower Business Solutions is a Pennsylvania-based ERP consulting firm founded in 1989. We implement Acumatica Cloud ERP (particularly its Construction Edition) to unify accounting, project management, payroll, and field reporting for merit-shop contractors. I co-founded Empower and have led the team for nearly 30 years, guiding more than 200 ERP projects for companies that have grown from <$50 million to >$200 million in annual revenue.

How did you get involved in the industry?

Early in my career as a CPA, I saw small and mid-size contractors drowning in spreadsheets and outdated accounting packages. I realized technology, not headcount, was the lever to unlock growth. What is the best business advice you have ever received?

“Listen first, automate second.” No software (cloud or otherwise) will fix a process you don’t fully understand. We start every engagement by walking the jobsite floor, not opening a laptop.

What is the best part about the work you do?

Watching a business leader's or project manager’s face when they see real-time costs and data – no re-keying, no guessing. That moment of clarity is priceless.

What do you like to do in your free time?

When I’m not helping clients streamline their operations, you’ll find me traveling (and often hanging with my dog, Bella) to discover new job-site ideas disguised as vacation spots. I’m a lifelong sports fan – whether watching or cheering from the stands at a Pirates, Steelers, or Penn State game. ADVOCACY UPDATE

HEY, POLITICIANS: THE RCO FAILED? WE TOLD YOU SO.

ABC has been pushing back on a policy known as a “responsible contractor ordinance,” or RCO. So, what is an RCO? It’s a policy that any government entity can adopt in place of its current procurement process. Over the last few years, we have seen several counties and municipalities adopt RCOs, which mostly replicate existing state laws for bonding, licensing, and other purposes. It has an excellent name for focus group testing, with numerous promises of safety and accountability, which may pressure policymakers to agree to it, while also making it difficult for ABC to challenge. The problem is that the policy doesn’t deliver and creates an expensive taxpayer failure while also discriminating against merit shops.

The newer defining aspects of RCOs are the requirement that a percentage of workers on the job complete/ enroll in apprenticeship (usually 70%), and more commonly, a requirement that everyone in the supply chain for prefabricated materials be paid prevailing wage. This is where ABC’s concerns come in and where most RCOs quickly fail.

Many contractors cannot meet the apprenticeship requirement, whether union or non-union (merit shops face a higher hurdle due to a state regulation on apprentice ratios). As this prevents many from meeting the RCO requirement, many contractors do not bid, which in turn results in very few bids. Costs for RCO projects increase due to the limited number of bids received and the expanded prevailing wage language.

ABC shares this eventuality every time an RCO is considered, along with a history of other failures in RCOs throughout Pennsylvania. Now, two of the more recent RCOs are publicly collapsing.

State College Borough adopted its RCO in October 2024 and had to rebid a road project twice this summer because it received few bids (two or fewer) due to the stringent nature of the policy. Then, they bid it a third time without the RCO. This was exactly as we expected.

Centre County implemented its RCO in July 2023. They had several issues, not the least of which have been change orders, removing subcontractors for not meeting apprenticeship requirements, and a limited number of bids. Now, they bid on projects outside of an RCO in any way they can. These actions are starting to get attention from the public and are proof of failure.

These are two recent examples that are currently in the news cycle and highly visible. If you have an RCO, or there’s talk of adopting an RCO, tell us. RCOs don’t work, and it must be emphasized in sharing their failures that there is nothing safer in any of these PLA projects. From Field Engineer to General Manager

Corbin joined Warfel in 2017 as a Field Engineer and has since taken on roles as Project Engineer, Project Manager, and, most recently, Project Executive. His path reflects a deep commitment to learning, leadership, and building strong relationships.

With this leadership transition, project management staff in both Central PA offices will begin reporting directly to Corbin, supporting aligned leadership and continued team success.

Known for his authentic and servant-minded leadership style, Corbin brings a thoughtful, people-first approach to his work. In his new role, he’ll focus on growing and supporting project management teams, strengthening Warfel’s Clients for Life mission, and delivering operational excellence across the region.
