Abbotsford Police have received a number of tips about the brazen sexual assault of a young woman on Thursday night, but Const. Ian MacDonald said the identity of the two suspects has not yet been uncovered. “A lot of (the tips) have to do with the sighting of the vehicle ... I think what has drawn people’s attention is that it had circled the block quite a few times ... We’re still waiting for the phone call that says, ‘Hey, we know who these guys are.’ “ MacDonald said the 19-year-old victim was walking along the sidewalk in the area of Pauline and Homeview streets at about 7 p.m. , when she saw a newer-model white pickup truck pass her twice as she headed east toward a bus stop. Two South Asian men were in the vehicle. As the woman approached the intersection of Pauline and Laurel streets, the passenger exited the truck, grabbed the woman and pushed her into the rear seat of the truck. Bacon and Scott found guilty of cocaine conspiracy charges Court to hand down sentences Wednesday to Abbotsford men Abbotsford News

Jarrod Bacon and co-accused Wayne Scott have been found guilty of conspiracy to traffic cocaine. Justice Allen Cullen made his decision Friday in B.C. Supreme Court in Vancouver after a four-month trial that heard evidence from a 2009 undercover operation. Bacon, the middle of a trio of Abbotsford brothers suspected of carrying out gang activity in the Lower Mainland as part of the Red Scorpion gang, has a child with Scott’s daughter and was initially approached by the police agent while visiting his son at Scott’s house. The Combined Special Forces Enforcement Unit obtained recorded evidence against the pair over months of sporadic meetings and phone calls between Bacon, Scott and the agent regarding the drug deal. Bacon, 28, had argued on the stand in his own defence that wiretap and surveillance evidence of him planning to purchase 100 kilograms of cocaine for $3 million from the agent, and the existence of a broker to fund the deal, were strategic moves in a plot to steal a smaller 10-kilogram sample of the drug. He admitted to being addicted to OxyContin and using a cocktail of drugs at the time. He argued his intention was always to rob the agent and that he created the broker story to seem legitimate. He also maintained that Scott had no knowledge of his plan.

the agent. Scott was heard in recordings discussing the amount of commission he would receive for facilitating the drug transaction between Bacon and the agent, identified only as G.L. While Cullen acknowledged that G.L. was an unsavoury witness, due to his history of drug trafficking and his participation in the sting for financial gain, he also ruled that the evidence presented by the Crown corroborated his testimony. Cullen stated that Bacon’s defence defied belief, and that the Abbotsford gangster presented contradictory and illogical explanations for his incriminating statements to G.L. The justice rejected Bacon’s argument that heavy drug use during that period of time accounted for his actions and stated that Bacon’s dealings with the agent were calculated and informed. Cullen also stated Bacon exhibited knowledge specific to drug dealing, such as methods of quality testing and value of the cocaine. Allowing Bacon and G.L. to use his home to arrange the deal and expressing financial interest in the sale of the cocaine largely established Scott’s role in the conspiracy, the judge found. Ultimately, no money or drugs were ever exchanged. However, in his ruling, Cullen said that did not mean the conspirators had no agreement to pursue that objective. A sentencing hearing is scheduled for Wednesday, Feb. 8. Lawyers for Bacon and Scott are expected to present entrapment arguments at that time.

NewsBytes MAHOGANY TOWER BACK BEFORE COUNCIL The Mahogany at Mill Lake tower project was scheduled to be discussed by council on Monday. Abbotsford’s Quantum Properties, which initiated the project, has asked the city for an amendment to the Official Community Plan and to rezone the area, allowing a change to the original concept. Initially, the residential building project was to contain 272 multi-family units in a 26-storey tower, and four-storey apartment building, located at 2180 Gladwin Rd. Quantum wants to reduce the number of units to 243, allowing the first three storeys of the tower’s podium base to be used for commercial purposes, such as medical offices, other commercial services, a seniors’ centre, coffee shop and other non-residential uses. If council supports the proposal, a community meeting will take place to collect input. The controversial Mahogany project was approved in March 2011.

SCHOOL RANKINGS Twenty-two Abbotsford elementary schools were in the top 50 per cent of the annual rankings released Monday by the Fraser Institute. The organization’s 2012 elementary school “report card” ranks 860 schools across the province based on 10 factors using data from the Foundation Skills Assessment (FSA), given annually to Grade 4 and 7 students. A total of 30 Abbotsford schools participated, and the top 10 were: St. James (23rd out of 860), King Traditional (28th), Dasmesh Punjabi (36th), South Poplar (45th), Mennonite Educational Institute (59th), Bradner (61st), Auguston (81st), Upper Sumas (102nd), Thomas A. Swift (134th) and Sandy Hill (144th). Dasmesh Punjabi was also among 20 schools in the province that have shown the fastest academic improvement over the past five years, according to the report. Victim dumped from truck From A1

pushed out of the truck and onto the ground in a parking lot in the area of the 34000 block of Gladys Avenue. MacDonald said the victim, who was severely traumatized, made her way home and did not disclose the incident until the next day. He said she has been offered specialized victim assistance through Abbotsford Community Services. Police believe the men either reside in Abbotsford or are familiar with the area. He said police do not believe the assault is linked to one on Dec. 18 that occurred when an 18-year-old girl was walking across a field on the east side of John Maclure elementary at about 8:15 p.m. In that incident, the girl was robbed by a thin South Asian man in his 20s who then groped her and attempted to force her into a sexual act. MacDonald said there are distinct differences between the two assaults. He said the December

incident was a “crime of opportunity,” while the one last week was “more like a hunting,” as the suspects circled the block looking for a victim. The major crime unit is investigating the latest assault and is hoping for information from anyone who might have seen the men that day or on previous outings. MacDonald said it is likely they might have made other stops that night – perhaps at a gas station or restaurant. The driver is described as a thin South Asian man in his late 20s, about 5’ 10”, clean shaven, with short black hair and wearing a dark jacket and blue T-shirt. The passenger is described as a heavy-built South Asian man in his late 20s to early 30s, about 5’ 11” to six feet tall, with short dark hair, a full beard and wearing a yellow shirt, grey hoodie and tear-away track pants. Chamber promotes city partnering in mobile licences Kevin MILLS Abbotsford News

Abbotsford Chamber of Commerce wants city hall to join forces with neighbouring communities and implement an intermunicipal mobile business licence policy. In a presentation to council Monday afternoon, chamber president Pat Giesbrecht noted that “government red tape” is a constant challenge to business growth. “A mobile business licence allows mobile businesses to operate across participating municipalities and regional districts. It streamlines and simplifies the licensing process,” according to Giesbrecht. He suggested Abbotsford partner with the Township of Langley, Chilliwack, Mission, Maple Ridge and Pitt Meadows. Examples of mobile businesses include contractors, landscapers, janitorial services, mobile mechanics and photographers. Allan Asaph, executive director of the local chamber, said the promotion of mobile licences is actually an initiative of the BC

The idea of mobile licences began in the Victoria area, followed by the Okanagan. Asaph said a business based in Abbotsford would take out an Abbotsford licence and a secondary mobile licence that allowed them to work in the other areas that agree to the program. The same would go for other communities. “There is no revenue splitting on this. The additional mobile business licence Abbotsford sells, Abbotsford would keep the revenue on that.” He said all parties involved gain an advantage. The businesses have less paperwork and eliminate some duplicate costs; the community at large gains more access to tradespeople, especially in smaller communities, and the cities see more revenue. Council voted to approve the business licence proposal in principle, and have staff look into the issue, and get back to council in 30 days. Trail proposal scaled down Kevin MILLS Abbotsford News

A smaller, revamped $1-million Urban Trail proposal was set to go before council on Monday. Mark Taylor, general manager of Parks Recreation and Culture, will ask council for permission to continue an application for $800,000 in provincial funding, from the Community Recreation Program Grant. An application has already been submitted, but will not be reviewed by the province until it receives a council resolution. Taylor is also asking council to approve a request for a capital expenditure of $117,000 from parkland development cost charges and $83,000 from existing trail donations in advance of the

2012 capital budget. Last month, council denied his request for funding for a larger, $3.3-million trail project. The new plan would still take advantage of the provincial grant opportunity, without asking for any gas tax funds. The result was a downsized trail. “We had proposed Mill Lake to Hazelwood Cemetery, now we’re proposing Mill Lake, through Ravine Park, to the back side of Mark’s Work Wearhouse,” (near McCallum Road and Five Corners), said Taylor. The budget breaks down to $603,000 for trail construction, materials and labour; $177,000 for boardwalks, ramps and kiosks; $93,000 for fencing and signage; $70,000 for trail furnishings and planting and $57,000 for planning and design.

Man sentenced in GST fraud scheme

An Abbotsford man who pleaded guilty to being involved in a scheme in which $23 million was fraudulently claimed in GST refunds was sentenced Friday to two years less a day in prison. Paramjit Gill was initially charged with 20 counts of fraud and three counts of laundering the proceeds of crime. He pleaded guilty to three fraud offences, and the other charges were stayed in B.C. Supreme Court in New Westminster. Co-accused Manjit Khangura of Abbotsford and Sikander Bath of Mission went to trial on the same charges and were found guilty in December. Gill testified for the Crown at their trial, under a plea agreement. Khangura was convicted of three fraud charges, and Bath was found guilty of six. They are due to be sentenced at a later date and are next scheduled to appear in court on Feb. 28.

The Crown alleged that Khangura and Bath created 20 false companies purporting to export lumber, shake and shingle products between 1994 and 1997 and fraudulently claimed GST refunds of between $400,000 and $2.4 million each. It was ruled that 13 of those companies were proved by the Crown to be shams, while there was not enough proof that the other seven were also false. Gill testified at the trial that he signed incorporation documents and opened bank accounts for three of the false companies – Meadow Forest Products Ltd., Terminal Shake Ltd. and West Bay Shake Ltd. – as well as conducted numerous banking transactions. In exchange, he received a percentage of the GST refunds, amounting to about $400,000 in total. He testified that he did not initially know that the companies were false or that the money was being fraudulently claimed.

Dialogue on poverty Meeting the challenge raised by the Raise The Rates group, Surrey MLA Jagrup Brar spent the past several weeks trying to subsist on the $610 monthly welfare rate. And, as many have pointed out, the shoes he was wearing were not his: he had the luxury of being able to walk away from them; he isn’t poor, or unemployed; and he knew throughout his ordeal that he would return to his family, with the certainty of finding a roof over his head and knowing where his next meal is coming from. But, at the very least, Brar has had a taste, firsthand, of what it’s like to be poor and marginalized in our society. That’s more than can be said of many politicians from all levels, whose idea of getting their hands dirty is donning a hardhat and rolling up their sleeves for a photo op and a few well-scripted platitudes. If the NDP MLA’s journey was a selfserving publicity stunt, it is clearly one that cost him a little more in physical discomfort than many politicians have risked over the course of numerous terms in office. It can be argued that it is an exercise in

futility with no practical outcome, serving to reinforce an entrenchment of political attitudes rather than promote a dialogue on possibilities. After all, say some, obviously the rate is too low for our needy to thrive – if not survive on. For others, it was never intended as a permanent income, and a higher rate will simply encourage more wastrels to apply for it rather than become self-reliant. The MLA claims his experience has made him a changed man. We can hope that change becomes manifest in more activism on behalf of the poor in his own riding and beyond. We can hope that his actions can motivate other leaders to provide policy alternatives to address the vicious cycle of poverty that exists on our streets. Unless there is meaningful follow-up by people of conscience, Brar’s experience – no matter how earnest and well-intended – will end up being considered just another photo-op. And that would be a shame. – Black Press

Other Hand Our last bill from BC Hydro included a rather large ‘catch-up’ fee. Seems the equal payment plan we are on was not sufficient to meet the consumption rate, thus the extra billing amount. When I inquired as to the reason for the fee, and why we had not been informed of increased consumption on previous bills, the answer was that our electrical meter had been read only once – in September – last year. Other than that one month, all other ‘readings’ were merely estimates. Now admittedly my electrical meter is not the most accessible: the meter reader has to climb over a locked gate. However, one day a few years ago I happened to be home when the reader guy showed up, and I asked him about climbing over the gate and he said “not a problem,” so I have to assume we either have a new meter reader or the old one is not

as athletic (except for September) as he used to be. However, and as I pointed out to BC Hydro, I don’t like being surprised by unexpected charges and want my meter read on a regular basis, which brought me to the realization of the value of ‘smart meters.’ They don’t require anyone to climb fences or gates, eliminate the possibility of confronting an aggressively protective dog, and mean that every month I get billed the ‘real’ amount of electrical consumption. So I did what very few British Columbians are doing right now; I called Hydro and asked to be put on a priority list for a smart meter. You could almost hear the gushing from the other end of the phone, as I’d guess 99 per cent of the calls Hydro gets about smart meters are that people don’t want them. And if I lived in a condo complex, where my bedroom was separated from a bank of smart meters by nothing more than a stud wall, I’d be a little concerned too. However, for most of us, the amount of radio frequency waves emanating from a

smart meter will be irrelevant since we are already bombarded with them 24/7. Cell phones, Wi-Fi, car alarms, radar detectors, even the little key fobs that unlock car doors, emit radio waves, and we absorb them. Cell phones are particularly ‘bad’ for exposure, yet most of us

who may lose their meter reading jobs; is it simply another ‘climb on the bandwagon’ protest; or are people really and truly worried about the amount of radio waves that our bodies absorb on a daily basis? I do think we could be literally in a state of overkill, and that eventually all this exposure could be detrimental to our long-term health. However, to argue against smart meters, yet continue to use our cell phones, connect to the Internet with wireless laptops and use every other conceivable device that operates on radio frequencies is being either hypocritical or misinformed. By the way, I’m not trying to justify the expense BC Hydro, and thus you its owners, are undertaking to install these devices, but if you argue against them based on the radio waves they emit, then you better also campaign to eliminate every other wireless device. As for me, I want one. I will miss the meter reader guy, though if he only comes by once a year I suppose there won’t be a big gap in my acquaintance roster. markrushton@abbynews.com

letters Guardian angels help out on Highway 11

Last Tuesday at noon it was pouring with rain, and a frightened Bernese mountain dog was running randomly across the highway, at least five times through the four lanes of traffic between Bateman Road and Clayburn Road. The owner and I were trying to catch her. I want to thank all the people that took time out of their busy day and had such compassion to help rescue this dog: There was a woman on Bateman Road parked diagonally, trying to keep the dog from going on the

Highway, but she got around her. The guy in the blue van made a chain with four or five other cars to corral her next to the median. Other drivers, when seeing the situation were not impatient or angry. You all have my gratitude, including the guy in the white truck who stuck with us too. It was a very happy outcome – she was captured, returned to her owner and is safe, thanks to all of you guardian angels that helped that day. She is one lucky dog. Sue Bridger

Fix transit with Carbon tax Thank you for including Stats Canada figures in your editorial comment “Looming global energy issues behind carbon tax” (February 2/11). Those stats, informing us that “consumption of gasoline held relatively steady since 2008, and increased in 2010,” are important. They indicate that economic realities – leaner times in 2008 giving way to a more vigorous economy in 2010 – are a much stronger influence on the use of fossil fuels than is the carbon tax. Even though I am concerned about the effects of both pollution

and climate change, a supposedly “revenue neutral” system that simply transfers tax dollars from one source to another makes neither economic nor environmental sense. Instead I support the editorial’s suggestion that carbon tax revenue be directed to “transit and other transportation alternatives.” Why that was not done right from the very beginning is a mystery – is it possible that some of the lucrative carbon tax has found its way into the fiscallychallenged general revenue fund? Respect water resource I will be very offended if the city reverts to the old way of billing for water. Our landlord replaced on ancient toilet and fixed several leaks. But I have neighbours who left the water run on, on and on in past summers. Not now! As for people with large houses; look, I grew up where water was a precious commodity. When you have to carry it

I know places where you will be refused a building permit unless your house plans include a system where you can collect and store 5-7,000 litres. Drop the Agrifair rodeo Dropping the rodeo from Agrifair would be a progressive step as well as a wise financial decision. Modern families want cruelty-free entertainment. The 2007 decision by the Cloverdale Rodeo to eliminate roping events has proven popular, with no negative effect on attendance. The Agrifair should go further and end the rodeo altogether. The latest news story these days is the idea of raising the age of OAP to 67 instead of 65. To many this may seem like a good idea. Where also was his concern when he voted to spend $200,000 (it turned out to be $326,000) of taxpayers’ money on a so-called public awareness campaign, that would have made Joseph Goebbels proud, on the ill-fated P3 water project? Coun. Barkman, while voting against slots, supported an application sending a request for a liquor licence to a public hearing. He stated, “They’re two different issues.”

Is the message gaming and the negative social ramifications are just plain bad, but booze, maybe not so bad? While I would agree gaming and drinking alcohol are two different activities, the negative social ramifications resulting from alcohol abuse are staggering. In 1995/96, alcohol abuse accounted for 5.5 per cent of all men and women hospitalized in Canada. Coun. Barkman went on to say that he didn’t want to make slot machines more accessible to people who didn’t have disposable incomes. Is he suggesting by voting against a public hearing on the

expansion of slots, but for a public hearing for liquor licence that it is alright to make alcohol more accessible for people with no disposable income? If disposable income is the problem, whether it’s putting a quarter in a slot machine or putting $5 down for a beer, it’s still coming out of the pocket of a person who probably can’t afford it. In closing, Coun. Gibson described the requested increase in the number of slots as “radical.” I don’t recall Coun. Gibson ever using this word in relation to the two- to three-times inflation tax increase that council has passed along to

Metro Vancouver is now ranked the second least affordable area to buy a home in an annual study of international real estate markets. T he annual Demographia survey of 325 cities rated Metro Vancouver second worst for affordability, bumping Sydney, Australia into third place. Only Hong Kong ranks worse. “The most unaffordable markets, Hong Kong and Vancouver, became even more unaffordable,” according to the findings, which looked at major cities in the U.S., Canada, the U.K., Australia, New Zealand and Hong

Kong. The study calculates a “median multiple” to measure housing affordability for each metro area (including far-flung suburbs) by dividing the median home price by the median household income. Metro Vancouver’s multiple at 10.6 means it would take more than a decade of a typical family’s entire annual income of $63,800 to cover the $678,500 cost of a home. That’s more than double the 5.0 multiple at which Demographia considers housing to be “severely unaffordable” and far above the 3.0 cutoff to be counted affordable. The next worst Canadian cities

looked at in the study are Abbotsford at 7.0, Victoria at 6.8, Kelowna at 6.6, Toronto at 5.5 and Montreal at 5.1. Several U.S. cities, including New York and San Francisco, were also classified severely unaffordable, but at lower ratios between 5.0 and 7.0. Vancouver’s ranking has worsened from 2006, when it was the survey’s 15th least affordable city with a median multiple of 6.6. It’s the latest in a series of reports that have red-flagged rising prices in this region. RBC Economics, which tracks affordability based on local residents’ ability to qualify for a mortgage on a typical home,

warned in November Vancouver’s “extreme unaffordability appears to be driving local buyers away.” Central 1 Credit Union economist Helmut Pastrick ag rees Metro Vancouver is “very expensive... these kinds of price-to-income measures verify that.” But he thinks the Demographia study may overstate Metro’s affordability problem, noting it seems to underestimate the region’s household income levels. Pastrick also argues high-priced homes that fetch $2 million or more in the most desired parts of the region make the problem appear worse than it really is in more affordable areas, such as Surrey, Langley or the Tri Cities. “I might quibble with our ranking,” he said. “We might not be number two, but number 10 or so.” Still, Pastrick doesn’t expect Metro Vancouver will get cheap any time soon. “We have very unique geographic constraints – mountains, water, the border – so the pressures on land prices are more intense here than elsewhere,” he said. Those are bigger factors here, he said, than land use restrictions such as the Agricultural Land Reserve or Metro Vancouver’s Regional Growth Strategy, which seeks to concentrate development in areas better served by transit. “The long-term upward trend in land prices will continue,” Pastrick predicts, adding the old expectation that most people can own a detached house will continue to fade. More residents will own condos and increasingly buyers will choose smaller units, older units or ones further from the core in response to rising prices, he said. “It may also mean renting,” Pastrick said. “In the future, I think there will be relatively more renters than we have now.”

Three local credit unions – Aldergrove Financial Group, Envision Financial and Prospera Credit Union – have teamed up to demonstrate the difference cooperatives are making in communities around the world. These three B.C.-based credit unions formed an innovative partnership in support of the Abbotsford Hospice Society’s Stepping Stones program with a $30,000 contribution. The only community service of its kind offered in Abbotsford, the Stepping Stones program provides grief support to school-aged children and their families. Services and education also extend to the school community including peer groups, teachers and administrators. “Through our grief support, the Abbotsford Hospice Society provides opportunities for children and teens to process their feelings,

learn to live with loss, plan for the future and re-engage in the community in a healthy way,” said Debbie Lehmann, executive director of the Abbotsford Hospice Society. “We are grateful to Prospera Credit Union, Envision Financial and Aldergrove Financial Group for their progressive approach to partnership and support of our Stepping Stones program. This group of three credit unions is setting a new standard in community engagement and leadership that can be modeled by others.” In addition to their support for the Stepping Stones program, the three credit unions have also come together as sponsors of the Abbotsford Hospice Society’s upcoming gala fundraiser, The Venetian Masquerade, which will take place on Feb. 18, at the Ramada Plaza & Conference Centre in Abbotsford.

2012 HOME AND GARDEN EXPO Jane Lockhart Interior designer, spokesperson, author and television personality Jane Lockhart is one of Canada’s best-known experts in the world of design and colour. She will be one of the key presenters at the Fraser Valley Spring Home Show at Tradex in Abbotsford. Lockhart has enjoyed six successful seasons as creative director and host of W Network’s top ranked Colour Confidential, which also airs on Home and Garden Television USA. She has been practising interior design in Toronto as principal designer with her firm Jane Lockhart Interior Design since 1997, and received much recognition for her expertise. Her interior design work appears regularly in a variety of national and regional publications including Canadian Living, Style at Home, Reno & Décor, Victoria’s Homes & Living, Home Décor & Renovations as well as American publi-

cations such as Consumer Reports and This Old House. In Abbotsford she will take the audience on a virtual tour of many of her firm’s stunning design projects, including some of her favorite before and after home renovations featured

Bridget Savereux Bridget Savereux, Home and Garden Television host and award-winning designer, will show the Abbotsford audience the basic steps to creating a dream bathroom. Whether the sky is the limit or you’re on a budget, Savereux will discuss all the finishing options, fixtures and most importantly, the most efficient way to to make it all happen. She currently co-owns Balance Living Design with her design partner and mother Maureen Powers. Savereux has been designing commercial and residential interiors for eight years. Her mother has been a professional interior designer for more than 25 years. She loves clean, contemporary interiors and her mothers’ passion lies in creating a home that is in sync with nature and the exterior surroundings of the home. No matter how confusing and tense the design process can get

between them, they always create an end product that is eclectic, unique, functional and most importantly, makes the client happy. They enjoy the challenge of taking on an empty space and giving it the authentic feeling of a “home,” in sometimes

less than 72 hours. They just trust their initial instincts and grab the most beautiful accessories they can get their hands on... whoever knew fabulous pillows could make or break a great stage! In 2002, after years of helping friends design their

homes and businesses and under the guidance and persistence of her mother, Savereux gave the design world a shot, and over a span of three years took on a few residential and small commercial projects on her own. At the same time, she also educated herself parttime at BCIT. Then in 2005, decided to make the scary commitment of starting up her own design company full time and even scarier, doing it with her mother! In 2007, Maureen and Bridget were approached by The Home and Garden Network to co-star in a new design lifestyle program called The Stagers. The show is now in its second season and airing in Canada and The States! Bridget believes the key to a successful design career is to be diligent, dream big and be flexible, but most importantly, listen to your client.

Restoring your property after a long winter Remove thatch. Once the grass has dried, you can begin to remove thatch that’s built up over the winter. Thatch is potentially very harmful to soil, blocking sunlight, air and moisture the soil needs to ensure a lawn looks lush and healthy. Thatch removal does not necessarily need to be an annual task. If thatch buildup is insignificant, then it can be done every other year. Just use a dethatching rake to make the job much easier. Commute vs housing quality The 25 minute increase in drive time from Surrey to Abbotsford equates to a savings of $5,028 per minute and the 10 minute increase from Langley City could save the buyer a whopping $14,260 per minute behind the wheel.

The commute from Vancouver to Abbotsford is typically 25 minutes longer than the commute to North Surrey and 10 minutes longer than Langley. But what is that time worth to a home buyer? “We knew the savings are significant but we wanted accurate numbers,” said Randy Dyck, president of RE/MAX Little Oak Realty in Abbotsford. “We analyzed sales in North Surrey, Langley City and Abbotsford and correlated these results with drive times. The results are striking,” he said. Based on recent average sales prices provided by MLS data, a 2,400-square-foot home in Abbotsford would sell for approximately $390,593. The same house would sell for $503,088 in North Surrey and $519,984 in Langley.. This makes the same home in Abbotsford $125,000 less expensive than North Surrey and $140,000 less than Langley. “Buying a few minutes further east could save a buyer $14,000 per extra mile of commute, that could mean the difference between buying a townhouse or buying a house with a yard,” said Paul Penner, also from RE/MAX.

New CBC residence Columbia Bible College opened a new residence that can house 130 students during the school year and provide for conference groups during the summer. The $3.5-million building, located on the campus at Clearbrook Road and George Ferguson Way, was made possible by more than 250 donors. It opened with no debt. The residence is named Redekop Hall, after the extended family that provided a $1-million lead gift for the project. College president Dr. Ron Penner described the project as the “completion of a dream.” The building is designed to maximize student interaction, with rooms set in clusters around social areas with kitchen facilities. Penner said the residence’s design reflects CBC’s heritage which “underpins our notion of community.” Abbotsford city Coun. Dave Loewen said Columbia is “an integral part of defining who we are as a city.” He paid tribute to the vision of the school community, generosity of partners and the high levels of volunteerism that brought the residence to completion.

expensive homes priced above the HST rebate threshold can avoid the seven per cent provincial tax portion if they wait until the HST is repealed and B.C. returns to a provincial sales tax along with the federal GST. Simpson said that’s also prompting some home owners to delay major renovations. “It’s still a concern,” he said of the HST, but added it no longer seems to be the first question prospective buyers ask. “People buying homes realize if they wait, the savings in HST could conceivably be offset by higher housing prices and higher interest rates down the road.” Almost 80 per cent of the new units started last year were in multifamily developments, up from 70 per cent in 2010. “Multi-family starts fueled growth in new home construction in 2011,” said Robyn Adamache, senior market analyst for the Canada Mortgage and Housing Corp. In contrast, just 3,686 detached houses were started last year down, 19 per cent from more than 4,500 in 2010. Abbotsford saw a four per cent increase in starts to 537. Surrey’s single detached house starts fell to 1,091 from more than 1,900 but the drop was more than offset by increased multifamily construction. “Solid market trends and a more positive economic outlook compared to a year ago have provided the impetus for developers to undertake larger projects,” Adamache said. Richmond and Surrey both saw 1,000 more multi-family units started in 2011 than the previous year. Richmond saw the biggest growth surge, with starts up 86 per cent, followed by North Vancouver with a gain of 81 per cent and Langley up 41 per cent. It’s entirely accurate to apply the adjective “stunning” to the University of the Fraser Valley men’s basketball team’s weekend sweep of the UBC Thunderbirds, though the Cascades themselves might beg to differ. This was UBC, after all – a storied program which has qualified for the national championship tournament seven of the past eight years, and which strutted into Abbotsford this weekend carrying a sterling 12-2 record and the No. 3 national ranking. T h e Cascades, relative newbies in just their sixth year in the CIS, only began to garner national-level respect this season. They came in ranked No. 8 in Canada at 10-5, but had some ugly blemishes on their resumé – namely, blowing 20point leads in road defeats to the Thompson Rivers WolfPack and the Saskatchewan Huskies in the first half of the campaign. But as the T-Birds found out, the Cascades have matured a great deal since those earlyseason stumbles. They

upset UBC 77-72 on Friday – their first-ever win over the T-Birds – then completed the sweep with a dominant 94-83 win on Saturday that wasn’t necessarily as close as the final score indicated. In the aftermath, Cascades guard Joel Friesen acknowledged his team is coming of age. “We always knew we had it in us,” he asserted. “I think it’s really been a head game for our team. “We always come out hungry, but a lot of times we’ve come out a little too emotionally aroused. Against certain teams, we’ve started off really well, but we haven’t been able to play 40 minutes of good, hard team basketball. It just seems like the last couple of weeks, on and off the court, we’ve stuck together.” If UFV’s win on Friday raised eyebrows nationally, Saturday’s triumph proved it was no fluke. The Abbotsford Heat ran out of gas at the end of a grueling three-games-inthree-days road trip, as they dropped a 5-2 decision to the Toronto Marlies at Ricoh Coliseum on Saturday afternoon. The Heat battled the Marlies to a 2-2 stalemate through 40 minutes, but Toronto scored three times in the third period to dispatch their weary visitors. After a scoreless opening frame, the Marlies' Matt Frattin broke the ice 46 seconds into the second period, and Mike Zigomanis staked the hosts to a 2-0 WILSON lead with a p o w e r- p l ay goal at the 8:05 mark. UFV, with the game seemingly in hand, got a little too casual in the early minutes of the fourth quarter, coughing up a series of turnovers against UBC’s press that allowed the T-Birds to trim the deficit down to 13 points with five minutes to go. But the Cascades buckled down from there, and five consecutive points from Sam Freeman – on a mid-range jumper and a three-pointer – essentially salted the game away. For the second straight night, UFV beat UBC decisively on the boards, out-rebounding the visitors 44-30. (The Cascades won the battle of the boards 48-30 on Friday). “That was obviously something that was on the white board (in the locker room) all week,” Friesen said, reflecting on his team’s rebounding prowess. “We needed to play physically, because we knew UBC was going to come out playing as hard as any team we’ve played. We needed to be mentally prepared.” Friesen paced the Cascades in scoring both nights, notching 18 points on Friday and 23 on Saturday. Centre Jasper Moedt had a monster outing Friday, racking up an eye-popping 17 rebounds to go with 10 points. Nathan Yu, UBC’s star fifth-year guard, scored 24 points Friday and 27 Saturday, but he got precious little offensive support from his teammates. With the weekend wins, UFV (12-5) moves to within a half-game of UBC (12-4) for second place in the Pacific Division of Canada West. The Cascades wrap up the regular season on the road vs. Trinity Western this Thursday, while the T-Birds have two games remaining against first-place UVic (13-3). If UBC loses one or both of those games, and the Cascades beat the Spartans, UFV would leap-frog the T-Birds for the second seed and host a firstround playoff series. pointer with 2:45 left in the fourth quarter. But the T-Birds battled back to level the score 58-58 with 35 seconds left when centre Zara Huntley hit a pair of free throws. After UFV’s Nicole Wierks missed a jumper with 25 seconds remaining, UBC came back down the floor, and Huntley hauled in

an offensive rebound in the dying seconds. She drew a foul on Sarah Wierks on the put-back attempt with just 0.4 seconds on the clock, and hit both shots from the charity stripe to provide the margin of victory. “I’m not as broken up about the foul call as some people maybe are,” Cascades coach Al Tuchscherer said afterward. “We’ve got to get that rebound, you know what I mean? We pride ourselves on not giving up a lot of second chance points, and that’s what it was.” Huntley paced the T-Birds with 15 points, including 9-for-10 shooting from the foul line, while Luyken, with 15 points, was the only player in double figures for the Cascades. While Saturday’s near-miss might have left a bad taste in his mouth, Tuchscherer still viewed the weekend as a success in light of Friday’s win. “For us, to get a victory is a big deal,” he noted. “The record of success they (UBC) have, and what they’ve

been able to do year in and year out is something you model your program after. “If we shoot the ball a little bit better (Saturday), maybe

The final frame was all Toronto, though, as Will Acton, Frattin and Philippe Dupuis beat Heat goalie Danny Taylor to provide the margin of victory. The Marlies out-shot Abbotsford 32-18 for the game. The Heat (26-183-0) posted a 1-2 record on the road trip. They opened with a 3-0 loss to the Rochester Americans on Thursday, but bounced back to edge the Amerks 3-2 in overtime in a rematch Friday. Wilson assisted on the first two Heat goals, then scored the winner 22 seconds into the extra session. Leland Irving, sent down by the NHL parent Calgary Flames last Tuesday, started both games in Rochester, before being recalled by the Flames on Sunday. The top men's side from the Abbotsford Rugby Football Club took its lumps on Saturday, falling 56-0 to Meraloma Rugby Club in Premier League action at Exhibition Park. Abbotsford saw four players go down with injuries in the first 20 minutes of the game, but managed to stay within striking dis-

tance at the half, trailing 15-0. The floodgates opened in the second half, though. "Since I've been the coach, that was probably our worst performance," summarized Abby head coach Jason Young. "Nothing went right, but sometimes you just have those games. We were unlucky to score a couple times, and it was frustrating." Abbotsford fell to 0-4

with the loss, while the Vancouver side improved to 1-3. The ARFC men host Burnaby Lake Rugby Club on Saturday (2:45 p.m., Exhibition Park). The local squad beat Burnaby 24-22 back in October to qualify for the Premier League, but Burnaby has been on fire since then. They're tops in the Premier League at 4-0.

KELLY John Thomas John (Sean) Kelly was born October 5, 1923 in Dublin, Ireland and passed away peacefully January 22, 2012 in Abbotsford with his family at his side. He was predeceased by his wife Bernice in 2003. He is survived by his sons Carl (Brenda), Brian (Bonnie) and Sean (Charlene), grandchildren and great grandchildren. A celebration of life will be held at 35122 High Drive, Abbotsford at 2:00 o’clock. Donations may be made to the Salvation Army.

MANDY Linda Arlene (nee Matson) August 17, 1941 - January 26, 2012

She was a loving, thoughtful and compassionate mother and grandmother, who now in the darkest of night, brightens the skies as a shining star. This beautiful song may be over, but the sweet melody shall linger forever within our hearts and minds eternally. Linda will be cherished by her loving family who were at her side as she passed away after a courageous battle with pancreatic cancer. Children Michael, Darcy and Sherri (Brian); grandchildren Michelle, Krista and Jayson; 2 brothers Harold and Alvin and 2 sisters Ina and Margie, as well as numerous nieces and nephews and dear friends. She is predeceased by her husband Walter. Linda will be fondly remembered for her love of children, love of travel, home decor and beautiful gardens. The memories we have been left with will comfort us for years to come. A celebration of Linda’s life will be held at 10:00 am on Saturday, February 11, 2012 at the Peace Lutheran Church, 2029 Ware St. in Abbotsford. It is with profound sadness that we announce the sudden passing of Alma Nora Toews, who passed away peacefully, surrounded by loving family, on February 2, 2012, at the Abbotsford Regional Hospital in Abbotsford, BC. Left to cherish Mom’s memory are her daughters, Brenda, Heather, Marion, Bonny, her son Jonathan, 10 grandchildren, and 3 great grandchildren. She is predeceased by her parents, John & Helen Thiessen, and her husband, Abram Toews. Besides her immediate family, she will also be missed by her siblings, Edith, Clara, Victor and Ruth. Although she touched many hearts with her full, long life, her family was her greatest pride and joy. Her sunny disposition brightened our days. Those who knew or met Mom could readily see her love for the Lord and others, through her committed involvement in the New Life Pentecostal Church. Special thanks to the Menno Home staff, the ARHCC emergency room team, Dr. Newton, Dr. Potter and the palliative care team, as well as the Baker 2 medical team, at Abbotsford Regional Hospital. VanderVeen, Gay (nee: Boonstra-Pranger) Oct. 3, 1938 - Jan. 31, 2012

Gay was born in Friesland Netherlands. At the age of 19 she followed her heart and immigrated to Canada to be with the love of her life Jerry. They married in Canada on October 17, 1958. Gay and Jerry bought their first dairy farm on Dixon Road in Sumas Prairie and later in 1968 moved with their four children to Fore Road in Matsqui where the family farm continues to thrive. Gay is survived by her loving husband of 53 years Jerry, children Andy (Cindy), Grace (Doug), Jeanette (Glen), Allen (Tracey), nine grandchildren Keith (Jamie), Travis, Amanda (Joel), Joshua, Jared, Danelle, Justin, Paige, Clayton, and 2 great - grandchildren Morgan and Coleton. In 1993 Gay and Jerry built a new home and moved to Page Road where they lived together until Gay’s move to the DeltaView Habilitation Centre in December, 2010. Throughout her life family meant everything. Her door was always open and the coffee pot always on. She enjoyed her Thursday night bowling team, biking, knitting and had a flare for entertaining. Gay embraced life and brought joy to many including the caring people at DeltaView where she struggled with Alzheimers. Gay passed away on January 31, 2012. Memorial Service was held on Saturday, February 4, 2012 at 1:00pm at Cascade Community Church (Salvation Army) located at 35190 Delair Road, Abbotsford. The family would like to thank the extraordinary staff at DeltaView who treated her with genuine love and care.
