Teachers’ action costs district Report cites $34,000 in travel costs, plus extra managers’ time

Teachers’ job action in Abbotsford has so far cost the school district $34,000 in travel costs and an estimated equivalent of $180,000 in managers’ time, according to a report released at Monday’s public board of education meeting. School district secretary-treasurer Ray Velestuk said the dis-

trict has felt the impact of managers supervising students during recess, lunch, and after school. That task was previously handled by teachers, but they withdrew that role as part of province-wide job action that began in September, while their union – the B.C. Teachers’ Federation – tries to negotiate a contract with the B.C. Public School Employers’ Association (BCPSEA).

Their job action has also included not attending staff meetings or having any written communication with administrators. Velestuk said 35 management staff have spent a combined total of about 270 hours each week – or about 20 per cent of their scheduled time – on supervision. B.C.’s climbing carbon tax may be an irritant to consumers when they pay at the pump, but to farmers it is becoming a heavy levy. The carbon tax on gas sits at 5.56 cents per litre, rising to 6.67 on July 1, in the last of an annual Canada Day hikes set out in the current legislation. It will represent an additional $3 to $4 per fill for most consumers. Marcus Janzen’s carbon tax bill is a much higher than that. Debra Giuliani’s two small dogs knew better than to mess with the goat standing at the bottom of the porch stairs on Monday afternoon. So they ran to their beds and cowered. Debra, on the other hand, wanted to take her car for an oil change. So she picked up a snow shovel and tried to shoo the black and white creature away. This enraged the goat, setting off a tirade that trapped Debra in her home, located in the 4500 block of Lefeuvre Road in Abbotsford. The goat was returned to the neighbours’ property, but they weren’t home so he was tied to the fence post. “We all pretty much just laughed. What else can you do?� Debra said. The incident has since been reported in media outlets across the nation. Debra said she’s happy that people are getting a laugh out of her predicament. “I think it’s absolutely hilarious ... If the goat wasn’t so mean, I’d pose for a picture with him,� she said.

Pot on stove causes fire

A pot left unattended on a stove was the cause of a fire in an apartment suite on Saturday night. Abbotsford Fire Rescue Service (AFRS) attended the apartment building on George Ferguson Way at about 9:15 p.m. and arrived to find alarms ringing and light smoke throughout the building. Deputy Fire Chief Mike Helmer said neighbours helped extinguish the fire be-

fore crews arrived. The resident of the suite was treated for smoke inhalation at Abbotsford Regional Hospital and released. He said an unattended pot on the stove is the city’s most frequent cause of structure fires. “AFRS responded to more than 50 of these calls in 2011, and is very concerned about the potential for serious harm,� he said.

Dunton said the $180,000 figure was speculative, and the report did not provide the offsets to the teachers’ freedup schedules or the costs savings in not having staff meetings. “Teachers definitely have more time for teaching (right now),� he said. Dunton said although the district has been supportive in recognizing the hard work that teachers do, that message needs to be reinforced with the BCPSEA. “Hopefully, trustees will feel compelled to put pressure on their side ... to come up with a bargaining settlement.�

He said several projects have been delayed due to difficulties in scheduling meetings. “It creates a real struggle for us to try to get people together ... It’s quite

disruptive, I think, to people trying to get their work done.� For example, Velestuk said a plan to update and streamline the district’s technology systems is now about three or four months behind schedule. Also behind are projects such as file management, a standardized banking initiative, and webbased budget allocation, among others, he DUNTON said. revenue neutral tax on carbon emissions in 2008 as part of its Climate Action Plan. It was the first jurisdiction in North America to implement a carbon tax. The levy is designed to reduce the amount of greenhouse gas emissions generated by the burning of fossil fuels including gasoline, diesel, natural gas, coal, propane and home heating fuel. The tax will rise to $30 per tonne by July 2012. Janzen said B.C.-based companies are making huge greenhouse investments in Northern California, because of the present tax regime. “The competitive situation in B.C. is getting to the point where producers feel they’re better off elsewhere.” He recently expanded his Abbotsford business, but said he won’t be doing so again. “If we’re going to expand beyond this, we’ll look to Alberta and the U.S.” He said the carbon tax will diminish greenhouse industry expansion, and works against the Liberal government’s job-creation goals. Linda Delli Santi, executive director of the B.C. Greenhouse Growers Association, has been lobbying government for an exemption from the carbon tax. She has encouraged her 40 member greenhouse operators to contact their MLAs. She explained how having carbon dioxide in greenhouses optimizes plant growth and is critical to the business. What’s more, greenhouse vegetables are one of B.C.’s few agriculture products that are mostly exported, and 60 to 65 per cent of the province’s crop gets shipped. “We’re at a huge competi-

tive disadvantage,” she said. “We’re up against product that is produced without a carbon tax.” She said the situation would not be so dire if other provinces and countries had followed B.C.’s lead into a

An Abbotsford church is inviting local youth and young adults to talk about sex. Youth Church Abbotsford, which meets weekly at South Abbotsford Church, is hosting a series of conversations about sex, dating, pornography and relationships every Sunday in February. Pastor Jon Wiebe said the church didn’t want to assume that youth will always come to them with the things they want to talk about. “So we are bringing the conversation to the community,” he said. “Part of the reason we are seeking this format is because the local church hasn’t done something like this before ... We want to be known as relevant and engaged with our local community.” Guest speakers will be featured at each session, and Wiebe said topics will include sex, purity, pornography, virginity, “dating with honour” and boundaries. Questions to be considered for discussion include: “What’s the big deal with having sex before you’re married?”, “Is looking at porn really that bad?” and “How do I break up the right way?” Wiebe said the idea is to have a candid discussion with participants – ages 14 to 24 – about the “realistic and relevant choices” they can be making around these issues. “We believe that God set up the best outline for healthy relationships; it’s not outdated or ‘old school.’” The program takes place Feb. 5, 12 and 19 at Matsqui Centennial Auditorium (32315 South Fraser Way) and Feb. 26 at South Abbotsford Church (32424 Huntingdon Rd.). Looming global energy issues behind carbon tax In 2008, when B.C. introduced its carbon tax, it was widely hailed as a model of environmental and economic design. Applied to the purchase or use of fossil fuels within the province, the tax rates were initially set at $10 per tonne of CO2 (carbon dioxide) emissions, rising to $25 last July, and $30 per tonne this year. Motorists will be paying 6.67 cents per litre of carbon tax on gasoline this summer. And as a story in this issue of The News details, farmers are complaining that the tax is spiking their costs, and affecting their competitiveness with American and other markets. The Liberal government committed that the initiative would be “revenue neutral,” with the money generated returned to taxpayers and businesses by way of tax deductions. Now almost four years old,

B.C.’s carbon tax is still the centre of much debate. Has it been effective in its objective of reducing the use of fossil fuels? Stats Canada reports the consumption of gasoline in the province held relatively steady since 2008, and increased in 2010. In the global scheme of things, the impact of B.C.’s carbon tax on the release of greenhouse gases since its inception can be considered miniscule, if not irrelevant. However, it has led to some positive changes in awareness and attitudes, with examples found in industry and civic infrastructure where energy-efficient measures and alternatives to fossil fuels were implemented. In fact, while opponents call for the demise of the carbon tax, calling it ineffective and unfair, proponents maintain it must continue to be ramped up to change bad energy habits. In response, critics point out

that realistic alternatives may often not exist, such as the lack of transit for commuters in outlying suburbs and in B.C.’s far-flung, small communities. It is also true that B.C. stands out in North America with its carbon tax initiative. Does it make sense for this province to continue to pursue this if even other Canadian provinces don’t have escalating carbon taxes, or none at all? The question becomes even broader if one is among the “deniers” and rejects the entire greenhouse gas and global warming theory. However, regardless of where one stands on the level of mankind’s impact upon climate, the supply of fossil fuels is finite. At present, the global consumption rate of oil is approximately 85 million barrels per day, and current trending sees that rising over 100 million barrels per day

by 2020. Rail against initiatives to pursue environmentally-friendly strategies, if you must. However, if alternative energy sources are not vigorously pursued now, the world is headed for an energy crisis. That makes for a strong argument that instead of carbon taxes being “neutral,” they should instead be funnelled directly into government and private research and development projects that provide solutions to a looming fossil fuel shortage. Equally important are conservation initiatives, since each barrel of oil not used is the equivalent of producing more. A carbon tax is considered a conservation measure since it raises the price of fossil fuels, and motivates consumers to find alternatives. It makes more sense then to invest the revenue from carbon taxes – or a taxation program by

another name – into energy-wise initiatives, such as transit and other transportation alternatives. B.C.’s carbon tax may not be entirely equitable. It is a rare tax indeed that wins 100 per cent approval. Some adjustments for agriculture may be justifiable, although that’s opening the door to lobbying from every industry that sees additional costs from taxed fossil fuels. But, full exemptions defeat the principle and purpose. Governments around the world can choose to avoid the questions that give rise to initiatives such as carbon taxes, or carbon cap and trade policies, which are often neither publicly nor politically popular. Yet, global energy issues will become the greatest challenge modern mankind faces, and in context of the human time frame, that challenge is right around the corner.

B.C. Views Teachers in parts of B.C. wore black on Friday to mark the 10th anniversary of legislation that their union insists “stripped” their “right” to control staffing levels in public schools. This crucial management tool was abruptly taken back in 2002 by the B.C. Liberal government’s huge majority. Too abruptly, according to a B.C. Supreme Court judge last year. The court decision stemmed from a landmark Supreme Court of Canada ruling that led to $80 million in compensation for contract-breaking in the B.C. health care support sector at around the same time. In the B.C. Teachers’ Federation case, the judge gave the provincial government a year to consult and come up with a replacement to the offending legislation, which will then cease to be in effect. That year is running out, with no more prog-

ress being made than the talks to replace the BCTF’s expired union contract. The pattern of all this is drearily familiar. The B.C. government has already tabled legislation to wrest control of teacher discipline away from the union, after an outside expert found that a convicted drug dealer and a sex offender had managed to get their teaching credentials restored. After the legislature resumes sitting, conflict-weary parents can expect to hear of new legislation to address the class size and special needs support issue. And there will likely also be an imposed contract, with the two-year “net zero” wage mandate that has already been accepted by most other government unions. After months of fruitless meetings, political posturing and work-to-rule action, the BCTF finally tabled a revised contract offer last week, typically by staging a news conference in Vancouver before sharing the offer with the government’s bargaining agent. It called for wage increases of three, six and six per cent, plus benefit improvements that tinkered with the breathtakingly extravagant demands the union tabled last year.

The BCTF estimated the package would cost a mere $300 million in the first year. “Show your work,” my math teachers used to tell me, but the BCTF didn’t show its calculations. Union officials dismissed the B.C. Public School Employers’ Association’s $2 billion cost estimate of the their

BCPSEA crunched what numbers the union gave them in the new proposal, and came up with a first-year cost of nearly $500 million. The BCTF, again to the media rather than at the bargaining table, allowed that its total package would cost $565 million. Again, no calculations were produced. BCPSEA estimates the union’s proposal

would cost an additional $880 million over three years. And that’s not counting the union’s demand for $300 million a year to reduce class sizes and increase special needs support staff. Teachers are still being compensated under the final terms of a contract that provided 16 per cent in wage increases over five years, in the midst of a harsh recession. And here’s a fun math fact. With percentage wage increases, three plus six plus six doesn’t equal 15. It’s closer to 16, because later raises are calculated on a larger base. So on wages alone, the BCTF wants the same in three years that it just got in five, at a time when private sector unions take layoffs and wage cuts, and the province is billions in the red. The president of the Langley Teachers’ Association went on CKNW radio and succinctly summed up the BCTF’s position. Raise income taxes across the board. Gordon Campbell cut everyone’s taxes by 25 per cent in 2001, and cut education to pay for it. They’re still fighting the 2005 election. The Abbotsford Rugby Football Club dropped a 27-10 decision on the road to top-ranked James Bay on Saturday as the CDI Premier League kicked off its spring schedule. The ARFC and James Bay are at opposite ends of the spectrum in Premier League pedigree – Abbotsford is in just its second consecutive season in B.C.’s top men’s rugby circuit, while traditional powerhouse James Bay owns 22 Rounsefell Cup league titles. Pilots’ lackluster loss to Flames ‘very upsetting’: Cowden Dan KINVIG Abbotsford News

A pair of weekend games illustrated the Abbotsford Pilots’ seasonlong inconsistency when playing teams below them in the standings. On Friday at MSA Arena, the local junior B hockey club racked up 66 shots on goal in a 4-2 win over the Port Moody Black Panthers. Justin Dorey, Chris Vinette, Luke Venema and Brad Parker scored for the Pilots, and the score could have been more lopsided if not for a strong outing from Panthers goalie Zachary Station. Then on Saturday night, the Pilots laid an egg in a 2-0 road loss to the lowly Ridge Meadows Flames. In the aftermath, head coach Jim Cowden was extremely peeved with the effort his team put forth. “That’s probably one of the most discouraging games I’ve ever coached in, as far as the lack of effort and consistency,� Cowden said.

“It was very upsetting. “I could go down the whole lineup, and only one hockey player played last night, and that was (forward Brady) Lawlor. Everyone else didn’t show up. They might as well not have even come.� It marked the second consecutive defeat for the Pilots (23-10-20) against the Flames (8-27-1-0), and is all the more discouraging considering Ridge Meadows is a potential first-round playoff foe. A win over the Flames would have given Abbotsford sole possession of first place in the Pacific International Junior Hockey League’s Harold Brittain Conference. As it stands, they’re tied with the Aldergrove Kodiaks at 48 points, and Aldergrove has a game in hand. Q On Thursday, the Pilots visit the Richmond Sockeyes (7:30 p.m., Richmond Arena). The next home game is Friday vs. the Mission Icebreakers (7:30 p.m., MSA Arena).

On the PacWest college sports scene, the Columbia Bible College volleyball programs turned in a series of terrific results at home last weekend against the Douglas College Royals. Q The Bearcats women, ranked No. 15 in the nation, swept the Royals, winning in three sets Friday and five sets Saturday to improve to 9-8 on the season and solidify their grip on fourth place in the PacWest. Sadie Ball had a huge game Saturday, racking up 20 kills and 15 digs. Q The men’s games at Columbia Place were a clash between two of Canada’s top teams – the Royals are ranked No. 3 nationally, while the defending national champ Bearcats are No. 12. CBC won Friday’s opener in thrilling fashion, edging Douglas 18-16 in the fifth set. The Royals bounced back with a four-set win on Saturday to salvage a split. Will Quiring, with 20 kills Friday and 19 more Saturday, paced the attack for the Bearcats, who sit third in the PacWest at 11-7. The second-place Royals are 15-5. Q Over at the University of the Fraser Valley, the Cascades women’s volleyball squad – ranked fourth in the nation – had a huge match-up against the Capilano Blues with second place in the PacWest on the line. Helen was a member of the Silverdale Community Centre, Mission Hospital Auxiliary and a founding member of Bethel Pentecostal Assembly. A graveside service was held on Tuesday January 31, 2012 at 12:00 p.m. at the Hatzic Cemetery 34867 Cemetery Road, Mission BC followed by the Funeral Service at 1:00 at the Bethel Pentecostal Church 32729 7th Avenue, Mission BC with Rev. Ken Critchley officiating. In lieu of flowers donations may be made to the Kidney Foundation of Canada, B.C. Branch and Mission Hospital Auxiliary in Helen’s memory.
