New football stadium to be at the heart of Cheshunt Sports Village after public inquiry overturns refusal A new stadium for Cheshunt Football Club, together with a sports village with community facilities and 163 new homes, will now go ahead after Broxbourne Council’s decision to refuse planning permission was overturned at a public inquiry.

The application, by LW Developments, whose director Dean Williamson is also chairman of Cheshunt FC, will include a 2,000-seater football stadium with an artificial 3G pitch on the site of the current ground in Theobalds Lane.

The club play in the Isthmian League Premier Division, which is the third tier of non-League football, below the English Football League.

However, the club has ambitions to play at a higher level, hence the plans for the stadium allow scope to increase the ground capacity to 5,000 in the future should

Football League status be secured.

The decision by government planning inspector Michael Boniface comes after an inquiry that took place during July and August this year and brings to an end an eight-year process to build the new stadium and sports village.

The club sees the development as the best way to safeguard its future, and to offer much-needed new facilities for local people.

The 163 homes will be a mix of

private and affordable, ranging from one bed apartments to four bed family homes.

A range of new sports, leisure and business facilities will also be available in the village for the wider community.

Mr Williamson said the club will now seek an agreement with landowners Broxbourne Council and Hertfordshire County Council to determine how the scheme will be brought forward.

Waste transfer station planned for the outskirts of Ware A new waste transfer station where black bin waste would be taken before being transported in bulk to disposal facilities could be built in Ware on land next to the existing recycling centre in Westmill Road.

As part of its plans to deal with the residual (or black bin) waste that is collected across Hertfordshire, the county council intends to submit a planning application for a new Eastern Transfer Station on the site.

The county council is responsible for the disposal of black bin waste collected across Hertfordshire and had entered into a contract with environmental services company Veolia to build an energy recovery facility to deal with it, first at New Barnfield in Hatfield, and later at Rye House in Hoddesdon.

But when the company failed, after lengthy planning battles, to secure planning permission for

New plans for the redevelopment of Jackson Square shopping centre in Bishop’s Stortford, which owners hope will address local concerns around access, have been submitted to East Herts Council.

Legal and General, which owns the centre, plans redevelopment works to accommodate a new 21,009 sq ft anchor store for popular retailer TK Maxx.

But while the imminent arrival of the discount retailer in the town has been widely welcomed, there was widespread opposition to Legal and General’s plans to remove an existing entrance to the centre in Bridge Street, leaving entry only via the main Potter Street entrance or the car park.

The owners have now submitted new plans which include an accessible entrance to the centre in Bridge Street to the east of the existing entrance.

Warehouse scheme withdrawn A waste transfer station could be sited next to Ware Recycling Centre

either site, the contract was terminated, leaving the council having to rely on bridging contracts that were put in place when it became clear that a Rye House facility would not be operational within the timeframes originally anticipated.

The council is now looking to put in new contracts for the disposal of waste after the existing ones end, which it says should be non-landfill solutions in line with its sustainability strategy and ambitions

of zero waste to landfill by 2030.

Waste transfer stations allow bin lorries to drop waste off where it can be screened for inappropriate items before it is compacted and loaded onto larger vehicles for transfer to the final energy from waste facility; this also reduces the journeys by smaller vehicles, so cutting congestion and pollution.

The council already uses several such facilities but only one, Waterdale in Watford, is in the council’s ownership.

Plans for a logistics warehouse development at the new St James’ Park development to the south of Bishop’s Stortford have been withdrawn by the land owners, investment company Fiera Real Estate and developer Wrenbridge.

In June they submitted plans to East Herts Council for a logistics centre, to operate 24 hours a day, on the site, provoking widespread anger locally – the site had been earmarked for employment use but was expected to be a business park. A revised application for the site is now thought likely to be submitted. axis magazine 5

It’s the end of the line for Hertford East’s historic signal box The Grade II-listed signal box at Hertford East Station is scheduled to be dismantled this month and relocated to the heritage Wensleydale Railway in Yorkshire.

The structure’s removal from Hertford’s conservation area is to enable the platforms at the station to be extended to accommodate longer trains.

The Wensleydale Railway Association proposes restoring and then siting the signal box about a kilometre south of Constable Burton as a feature for passengers to view from its trains.

Abellio Greater Anglia and Network Rail anticipate undertaking the dismantling and relocation work over a ten-day period beginning on 22nd October and running through to 31st October.

Drivers warned to beware of Autumn deer on the roads

Iron Age homes and Roman artefacts unearthed along the route of new A120 Little Hadham bypass

Pottery, a corn dryer and coins were unearthed during the archaeological digs along the bypass route

Archaeological digs carried out as part of the A120 Little Hadham bypass and flood alleviation scheme have revealed the foundations of Iron Age houses as well as evidence of dwellings, a cemetery, corn dryer, pottery and coins from the Roman period.

The excavations were carried out in 2019 by Cotswold Archaeology alongside the civil engineering and construction company Graham, which is constructing the bypass.

They followed geophysical surveys carried out in 2016 to explore what might possibly lie beneath the otherwise inconspicuous farmers’ fields that run alongside the road.

The route of the A120 was established by the Romans in the 6 axis magazine

first century AD and has been in almost continuous use ever since.

It ran from the great Roman city of Colchester westwards towards Braughing where it met the main road from London to the north.

Such roads were the economic arteries of their empire and many farms were situated close to them so that produce could be quickly and easily transported to the major towns of the province.

The work revealed the foundations of houses from around 300 BC as well as the former field boundaries that would have sub-divided the farming landscape at that time.

From the Roman period, a small cemetery was unearthed which included the remains of four

burials and 16 cremations, some of which survived within their urns.

Other finds included a corn dryer, an agricultural structure which would enable grain to be dried so that it could be stored over winter; pottery and 72 Roman bronze coins, nearly all of which date to a very short period between 330 AD and 348 AD, the time when the House of Constantine ruled the Roman Empire.

With the UK deer population at high levels, Hertfordshire County Council is reminding drivers to be vigilant on the roads this Autumn.

The deer population in Hertfordshire consists mainly of fallow and muntjac deer and is widespread across the county with particular concentrations in pockets of woodland countryside.

At this time of year, the male fallow deer is unpredictable and can travel several miles a day in search of a mate, most commonly at dawn and dusk, which in October coincides with the morning and evening rush hours.

Safety tips to help motorists avoid deer collisions include reducing speed in wooded areas close to major roads; using headlights on full beam when safe to do so; being aware that more deer may cross after the first one you see; and braking firmly when you spot a deer in your path rather than over-swerving to avoid hitting it.

Phil Bibby, the council’s cabinet member for highways and environment, urged motorists to be cautious and drive a little slower at this time of year, especially on rural and semi-rural roads.

Ware Dickensian Evening cancelled Ware’s Dickensian Evening – the annual festive showcase that kicks off the town’s festive celebrations – has been cancelled for the second consecutive year.

The group of volunteers who organise the event say they do not have the resources to cope with the uncertainty and insurance requirements of such a large event this year, particularly if restrictions were to be reinstated. They say they intend to start planning Dickensian 2022 in the new year.

Harlow sets out its aims for next 30 years... ideas include Central Line extension and high-end retail Extending the Central Line to Harlow, a rebuilt town centre with high-end retail and leisure facilities and a once-in-a-generation renewal of its historic neighbourhoods are among the aspirations being considered as part of a new Town Plan for Harlow.

With growth expected to continue over the coming years, including through the building of Harlow and Gilston Garden Town, population numbers are expected to rise to around 130,000, making the new town of Harlow the size of a small city.

Harlow Council is now consulting the public on its projected Town Plan, a document which will set out the hopes and aspirations for Harlow through to 2047, when it will celebrate its 100th anniversary.

The council’s Cabinet met on 9th September to consider the draft plan and agreed to send it out to public consultation. When views have been heard, a revised plan will be presented back to Cabinet for adoption in the new year.

Harlow’s original developers, led by the architect Frederick Gibberd, had a 30-year plan through the Harlow Development Corporation, which built the new town.

With the centenary coming up in 2047, the council says now is the right time to produce a plan with a similar lifespan.

Its Harlow @ 100 vision statement says: “Harlow will be one of the best towns in Britain to raise your family and to send your children

The new town always had lofty ideals, now it’s aiming even higher

to school; the best place to start a business; the best place to live and to be a place of aspiration, innovation and prosperity for all.”

Aspirations include: l A town centre rebuild and renewal of neighbourhood centres and hatches; l Becoming an economic powerhouse in the East of England and UK innovation Corridor; l Sustainable, planned growth integrated with the existing town; l Becoming a beacon for sustainable development and beautiful design; l Having an enviable sustainable transport network promoting cycling and walking along with

exemplar public transport systems; l Creation of thousands of highskilled new jobs with world class digital network; l Retaining the existing Green Wedges and Green Finger network, ensuring Harlow’s continued status as a ‘green town’.

Among specific ideas mentioned are exploring the feasibility of extending the London Underground Central Line to Harlow; extending London Overground to Harlow and examining connectivity to Crossrail 2.

NEW RIVER BRIDGE IS SHORTLISTED FOR AWARD The New River Bridge, opened in 2021 to provide improved access to Hoddesdon Business Park, has been shortlisted as a finalist in the 2021 Highways Awards.

The bridge scheme in Essex Road was led by Hertfordshire County and Broxbourne Borough councils and supported by investment from Hertfordshire Local Enterprise Partnership. It is shortlisted for the Major Project Award.

The bridge opened in March 2021 ands can be used by vehicles, cyclists and pedestrians.

The awards, organised by Highways Magazine, take place on 20th October in London.

HOSPITAL TO REINTRODUCE CAR PARKING CHARGES Car parking charges, which have been waived since the start of the Covid-19 pandemic, are now set to be reinstated for patients and visitors to The Princess Alexandra Hospital in Harlow.

According to the hospital, the Government had provided the funding for parking charges to be waived but now that this has ceased, charging will restart on 1st November.

NOW IS THE TIME TO ORDER SALT TO GRIT WINTER ROADS Resident and community groups can order free salt to grit their streets from Hertfordshire County Council as winter approaches.

The council has already ordered thousands of tonnes of salt for main roads but it says the gritters can’t get everywhere and it is a real help when local groups are able to do their bit too.

The only stipulation for the free salt is that it must be for use on the public highway, not on private property.

Apply at hertfordshire.gov.uk/ applyforsalt before 31st October for one delivery which will be made at the beginning of winter.

Popular Ware deli French & Day expands to offer an eat-in option

As it approaches its first birthday, French and Day delicatessen in Ware is expanding what it offers its customers.

Owners Thomas Day and Tom French had always intended to offer the opportunity for people to sit at their window seats (“they’re perfect for people-watching” says Tom) and be able to order freshly selected cheese or meat from their deli counter. The recent relaxation of Covid regulations means this is now up and running.

You can order sustainable coffee, wine or draught beer to go with your food too. The coffee, from Sustain in Hertford, can also be ordered to take away.

French and Day, which is in High Street, Ware, offers high quality deli products from around the world, but with an emphasis on local produce. Since opening just before Christmas last year, the deli has expanded, with a second room offering additional products including some excellent and carefully chosen wines.

The deli is currently open Wednesday to Saturday from 10am to 7pm and on Sunday from 10am to 4pm.

Clock Cards welcomes former Hertford customers to Ware Clock Cards in Hertford has closed after 10 years in the county town but its loyal customers who make the short journey to its Ware shop will find lots of fabulous new gifts in stock.

Owner James Bowden founded his business in September 2000 with a first shop in Amersham, and then opened in Ware a year later, meaning he has just marked his 20th anniversary in the town.

He had a shop in Cambridge for a while, which he sold and used the proceeds to open in Railway Street, Hertford. He opted not to renew the lease on that shop when it ran out at the end of August.

Now concentrating on his one card and gift shop in Ware, James has sourced some new suppliers

with products just in including organic soaps and chocolates from Arthouse Unlimited, a charity that showcases the talents of adults living with learning and physical disabilities.

Other gifts now in stock include the ever-popular Jellycat toys; unique pieces of top quality Mexican silver from Chris Lewis; handbags and rucksacks from David Jones; and toiletries, candles and diffusers from Heaven Scent, Heyland and Whittle, and the St Albans-based Potters Crouch candles.

Chloe’s Pie & Mash shop in Hertford is closed Chloe’s Pie and Mash in Market Place, Hertford was boarded up and closed after bailiffs entered the shop and changed the locks on Friday 17th September.

The shop, which sold traditional pie and mash with liquor, salt beef bagels and desserts, only opened just over a year ago, having launched on 15th August 2020.

Hoddesdon: the town embracing the new normal Hoddesdon is continuing to bounce back well from the Covid-19 pandemic and much of this is down to Love Hoddesdon BID Ltd, the company representing the business improvement district covering the town centre.

Events are back!

One of Love Hoddesdon’s strengths has always been its events programme, so with restrictions lifted, it hosted its inaugural Food and Drink Fest in early September with around 20 food and drink stalls alongside local pubs and cafés offering alfresco dining.

Around 2,000 people visited the event which was a resounding success, with many participants running out of stock. As a result the Food and Drink Fest will now be added to the town’s annual calendar of events.

Importantly, the local authorities also considered it provided a glowing example of how a Covid-aware town centre event could be run.

The next event is the three-day Charter Fair which was due to be held from 1-3 October, offering a traditional funfair in the town centre, complemented by a Community Day on the Saturday comprising community/ charity stalls, a Punch and Judy show and a display of vintage commercial vehicles, whilst on the Sunday the Showtime Stage showcased local amateur entertainers.

Plans are also progressing for the town’s Christmas event on Saturday 27th November, although it may have to be more

Hoddesdon is helping provide Welcome Packs for occupiers of new developments locally as an incentive for new residents to shop local. It is also working with Hertford Regional College to develop a promotional film about the town and all that it has to offer shoppers and visitors.

The BID also hopes to work with students from the college and local secondary schools on ways they can get involved with the work of Love Hoddesdon, including being a sounding board for their perspective on local issues, as well as taking part in various projects and events.

The BID is also developing training opportunities to help local businesses and their staff develop new skills.

As part of the Race to Net Zero, Love Hoddesdon is working with Eastern New Energy, a Government-funded initiative which offers free advice and guidance to small businesses about ways in which they can reduce their energy bills and carbon footprint, as well as Broxbourne Council on ways to improve the ‘greening’ of the town and its surrounds.

First apartments now available at Bishop’s Stortford Goodsyard site Bellway has opened its sales suite and show apartment for the first residential properties to be built on the former Bishop’s Stortford Goodsyard site.

The developer is constructing the first phase of homes, called The Exchange at Goodsyard, which will offer 149 one, two and three-bedroom apartments.

The homes are part of a wider regeneration of the town centre site off Station Road to include 500 new homes, a care home, hotel, commercial and office spaces and two multi-storey car parks, for which Solum (a partnership of Network Rail and Kier Property) got planning consent in 2018.

Bellway will later also be building 174 apartments in a second phase of homes to be known as Southside Locks at Goodsyard.

St James’ Park: Homes go on sale in new village-style development The first collection of homes at developer Countryside’s St James’ Park off Whittington Way to the south of Bishop’s Stortford has gone on the market.

New performing arts academy opens for children A new performing arts academy has opened in Harlow, offering opportunities for children all around the area.

KD Academy, which is already well established around Cambridgeshire, has now opened at Newhall.

Its principals, Katherine Hickmott and Daniel Bell, have been co-producers of Harlow Playhouse’s successful pantomime for the last five years, so are no strangers to the area.

Founded in 2013, KD Academy provides high quality, low cost training and both Katherine and Daniel have a passion for nurturing and inspiring young talent. All classes are taught by professional teachers with many years of industry experience and students are encouraged to develop their skills in all the arts disciplines. They will also have the chance to perform in fullscale productions.

Goodbye, Mr Bond... Don’t miss Daniel Craig’s 007 farewell AT THE CINEMA If ever there was a film that cinema operators were banking on to get people back to the big screen it was the new James Bond.

No Time To Die, which has earned a 12A rating, is not only long-awaited (its release having twice been put back due to the Covid pandemic), but also marks the fifth and final appearance of Daniel Craig as 007.

Craig, who is now 53, has had the sense to get out while the going’s good.

Unlike Sean Connery he still has his own hair, and unlike Roger Moore he is still able to do action scenes without being cranked into them using a harness.

Craig is, of course, also a Bond for the 21st century; this latest film even garnering some criticism for being too “woke”.

If that means it has dialled down on the mysogyny it can surely only be a good thing.

The baton is handed over at Ware Choral Society Ware Choral Society has a new Musical Director after the renowned Julian Williamson stood down after 46 years in the role.

He will be succeeded by Harry Sever, who has extensive experience as a composer and conductor in the UK and around the world and is also in demand for work on film and in TV. After an 18-month absence, Ware Choral members gathered recently at Riverside Hall in Ware to thank Julian for all his work and to work under Harry for the first time.

Julian, who commuted from London for rehearsals, was surprised with the award of a Rotary Paul Harris Fellowship by Roger Williams, President of Amwell Rotary. These awards, for outstanding community service, are rarely presented to non-Rotary members.

The service of choir member Graham Warby was also celebrated – he has been a member for 60 years and has served 50 years as treasurer.

Members enjoyed performances by pianist Barbara Manning and trumpeter Crispian Steele-Perkins as well.

A club run for the benefit of local blind and partiallysighted residents is seeking both more members and volunteers.

The George Fuller Club has been helping to support the blind and partially-sighted community for 70 years. It holds a monthly meeting on the third Monday of each month (except in January) at Bushby Hall, in Wharf Road, Wormley from 7pm to 9pm and predominantly caters for residents living in the Hoddesdon, Broxbourne, Cheshunt, Hertford and Ware areas.

The voluntary, self-funding club is free to members and transport is organised for anyone coming along to the monthly meetings, which have entertainers and refreshments. A summer outing and annual dinner are also organised.

Why The Beehive is buzzing again after a lockdown renovation It goes without saying that the unprecedented lockdowns forced upon the country by the Covid-19 pandemic were the last things most businesses would have wished for.

And for the hospitality industry in general, they made life extremely difficult to say the least, with the on-off restrictions making it a nightmare for everyone running a pub or restaurant.

But, thankfully, as we begin to return to normal, there are stories emerging of businesses that have not only weathered the storm but found light at the end of the tunnel too.

One of these is The Beehive in Epping Green, which is a pretty village just minutes from both Hertford and Broxbourne.

Here, the pub had already had a good reputation for its food, but as owner Martin Squirrell openly admits, its premises were letting it down. There was insufficient space, low ceilings and cramped rooms.

So when lockdown struck, the family, who own the building, decided that the time was right to put into action the plan they had already been working on – to extend and renovate the historic pub.

This meant it was closed from March 2020 until May this year.

A true family business Martin’s parents, Maurice and Marie Squirrell, first took over The Beehive back in 1999, when they bought the lease from Punch Taverns. Martin, who is a chef by trade himself, came to work with them in 2008, taking over the day to day running of the pub while his parents took a back seat but remained living on-site where they could help if required. This remains the set-up, with Martin and his now fiancée Amanda Hollis – who he met at the pub – now at the helm. Furthermore, the Squirrells bought the freehold in 2010 as well.

They also kept it in the family with the renovation work last year, as this was carried out by Atlas Construction, an Essexbased building company owned

by Martin’s brother Tony Squirrell. The work doubled the floor space by adding a modern extension, moving the bar and the front door, and putting in a new and bigger kitchen.

The renovation work even extended to improving the accommodation above the pub and installing a new cesspit.

The new indoor space, which came fully into use in May, has been proving beneficial already – especially as our summer this year wasn’t all it might have been. On the days when you could sit outside, the front garden proved popular. Next on the agenda is a revamp of the

back garden which has superb views over the neighbouring countryside – Martin hopes to have that ready for next summer.

Seafood specialists Food-wise, The Beehive has maintained its reputation for fresh fish and seafood, which are supplied daily by local firm S&J Shellfish.

The menu offers mains such as oven-based skate with drizzled lemon butter served with new potatoes and seasonal vegetables for £17.45; and oak-smoked haddock with poached egg served with mashed potato and seasonal vegetables for £14.95.

It also includes grill options such as burgers; a selection of steaks; and veggie and vegan mains including a vegan katsu curry served with rice at £11.95.

Business at The Beehive has really taken off since it reopened, and Martin has been delighted to welcome back a former head chef at the pub, Mark Green, who works alongside trainee Rhys Jagger in the kitchen, while Martin is always on hand if needed as well.

One Thai opens in Bishop’s Stortford Bishop’s Stortford has a new Thai restaurant, One Thai, set in the heart of the town centre opposite the Corn Exchange.

One Thai is owned and run by Mike and Preechaya Wegrzyn, who have run the popular One Thai Café in West Street, Ware for the last five years.

Like their quirky little Ware eatery, One Thai’s new premises are delightfully bijou.

Unlike the Ware café, the new restaurant is fully licensed, though you can still bring your own for a £1 corkage fee if you wish.

The experienced owners, who have worked in the food industry for 20 years, have put together a balanced Thai menu with dishes full of authentic flavours.

All dishes and sauces are made in-house using fresh ingredients – many of which are grown in their own back garden.

The menu is large enough to satisfy lovers of Thai food without being overwhelming – a sensible balance

– and features many dishes that are sure to be popular, including a variety of stir-fries, curries, noodle dishes and soups, plus four chef’s recommendations. A gluten-free menu is also available.

The new restaurant is open for dine-in, takeaway and delivery from Tuesday to Saturday, with lunch from 11.30am to last orders at 2pm, and dinner from 5pm to 9.30pm during the week, and 10pm on Friday and Saturday.

Delivery is available to areas including Sawbridgeworth and Much Hadham as well.

One Thai is on the first floor in Market Square – look between Humphrey’s butchers and Dorringtons bakery to find the entrance – and head up the stairs for some great Thai food!

Redchurch hosted popular Oktoberfest events last month

Redchurch, the Shoreditch-born brewery now based on a Harlow industrial estate, leads the world Harlow-based brewery Redchurch is celebrating four of its beers winning medals at the 2021 World Beer Awards.

The global awards are organised

by TheDrinksReport.com, the online magazine for the wine, beer and spirits trade.

The awards are divided into beer types and attract entries from more than 36 countries with a team of judges tasting and scoring thousands of entries before selecting those to receive a prestigious medal.

The brewery’s Redchurch Lager, Great Eastern IPA, Hoxton Stout and Old Ford Export Stout all took medals this year, taking Redchurch’s total haul of World Beer Awards medals to nine across its product portfolio.

The independent brewery was founded in Redchurch Street in Shoreditch in 2011 before growth and expansion saw it relocate to a purpose-built modern brewery 26 axis magazine

facility on the Mead Park Industrial Estate in Harlow.

If you fancy trying their beers, a taproom is open every Saturday with bookable sessions between 2pm and 8pm. There’s also a brewery shop and bookable brewery tours which show you how the beers are made before letting you sample them at the bar.

Since Brexit there has been much confusion over whether that traditional British pastime (particularly popular in the 80s and 90s) of darting over to France and back in a day, filling our car boots with great value wines and beers in order to give our cars very light steering, is still possible?

Well, the answer is, it is!

Yes (assuming you have enough petrol) you can still go and you may even find that prices are actually lower now as you will not need to pay duty on alcohol when leaving the EU for the UK. However, there is a catch; there are now much tighter restrictions. As of 1st January 2021, there are new personal limits on alcohol – 42 litres of beer, 18 litres (24 standard bottles) of still wine, 4 litres of spirits or 9 litres (12 bottles) of sparkling wine, fortified wine or any alcoholic beverage less than 22% ABV. This is a far cry from the days when you could bring back 120 bottles of 1 euro wine (well, some people recognise it as wine!).

Still, at least the car will be safer to drive now...
