New longer, state of the art electric trains rolled out across rail network

The trustees of St Elizabeth’s, the Much Hadham-based charity that provides services to people with epilepsy and other complex needs, have withdrawn a decision to close its adult care home at the end of November so a consultation with residents and their families can take place. The decision to close, which was announced in July, would affect the home’s 83 residents, many of whom need one-to-one care and some of whom have lived there for their whole adult life. It would leave them and their families just four months to try to secure alter native specialist care.

The trustees made what they called a ‘heart-breaking’ decision after a long-term struggle to recruit and retain sufficient numbers of trained Thestaff.60-acre site at Perry Green, which is also the base for the charity’s adult supported living facility as well as a residential and day school and further education college for children and young people, is in a semi-rural location not served by public transport. The CQC made a return visit in June but its latest report – which was published in August after the trustees’ decision was announced – concluded that in each of the five categories used to rate services (whether it is safe, effective, caring, responsive and well led) the home is inadequate.

It has served notice that it intends to cancel St Elizabeth’s registrations as a provider in respect of both the care home and its supported living service.

Other services including the school and college are unaffected. The trustees of St Elizabeth’s say they plan to appeal the decisions with the specific aim of enabling a consultation with service users and family representatives to continue, and to enable all options for the home to be fully explored.

After Government regulator the Care Quality Commission inspect ed the home in November 2021, publishing its report in March this year and rating it inadequate, the centre invested £2million in staff wages and continued its recruit ment drive.

A major project to make plat forms at Hertford East, Ware and Broxbourne long enough for the new ten-carriage trains was due to be completed by the end of August bringing a significant increase in seating capacity on the busy Hertford East line.

Existing tennis courts at the park closed on 22nd August with new courts due to open in early 2023. Areas may be cordoned off during construction phases but visitors will be re-directed onto alternative footpaths and park users made aware of temporary routes.

Investigations were underway in August to find out why contractors building the new skate park at Sworder’s Field in Bishop’s Stort ford appear not to be on site. Progress on the new facility, which forms part of the wider Castle Park project, is already running behind Afterschedule.work started on site in May it had to be temporarily suspend ed after exploratory excavations identified issues with drainage as well as with the foundations.

Planned landscape works will make features of the castle mound and the war memorial and there will be improved access to the remains of Waytemore Castle on which conservation works are also to be carried out.

Work on the Castle Park project that will unite and improve Castle Gardens and Sworder’s Field in Bishop’s Stortford has begun, with archaeological assessments taking place at the end of August and construction works now ongoing.

The council has applied for around £835,000 to carry out the first phase of works which it says will be paid back over the coming years via income generated at the lido.

The aim is to create one, more cohesive, park through the join ing of the two areas, with new footpaths and bridge links over the river to achieve this as well as a raft of other improvements to make the most of the park’s historical features and to provide new community facilities.

These were rectified and work re-started at the end of June with a new anticipated completion date set for September. But in recent weeks Bishop’s Stortford Town Council and East Herts Council who, along with the Heritage Lottery Fund, are financ ing the works, say little or no work has been carried out. They say that the contractor, The Freestyle Collective Limited, is not responding to any of their commu nications.

After this, when the pool closes at the end of the 2023 season, further improvements to the overall site will be made, taking on board feedback from a recent consultation with users.

The nature of the works needed mean that the pool will be around a metre smaller both in length and width and shallower than previously to facilitate a better main drain. The town council says that swimmers will still be able to use the pool in the same way as before though and the popular programme of activities including family sessions, laned swimming and swimming lessons will be back.

Work could begin on repairing Ware Priory Lido next month if an application by Ware Town Council to the Government’s Public Works Loans Board is successful. It would mean that the lido, which remained closed throughout 2022 after defects were identified at both the 30-metre main pool and separate teaching pool at the end of the 2021 season, could re-open next Spring. The investigations were prompted by water loss at the pools and re vealed failures in the underground pipe network to both, along with structural defects to the teaching pool that mean it will need to be Warerebuilt.Town Council first proposes carrying out the necessary repairs. These works in themselves will introduce some new features in cluding air source heat pumps, a new cover and UV disinfection.

Wildlife habitats along the River Stort, which flows through the park, will be improved. There will be a major refurbish ment of Markwell Pavilion to modernise its facilities with new community rooms for hire, public toilets and a Changing Places toilet for people with limited mobility.

Developer Wrenbridge intends to start construction work on its planned employment park at St James’ Park to the south of Bishop’s Stortford by the end of the year after East Herts Council approved plans for the design and layout of the Thesite.park will be situated on the south-eastern edge of the wider St James’ Park development between St James Way and Whit tington Way, for which developer Countryside obtained outline planning consent in 2019. The development, which is already under construction, will include homes, education and community facilities and a care home. Countryside sold the employment land, with outline planning consent in situ, to Fiera Real Estate, a share holder of Wrenbridge, leaving the new owners to submit the necessary reserved matters application detail ing site layout, scale, appearance and landscaping, to the planning

Attempts to stop rat-running through the residential streets of Bengeo could see a 12-month trial road closure Hertfordshireintroduced.CountyCouncil has just completed a consultation with local residents seeking their views on the potential closure of Byde Street at its junction with Fan shawe Street and Farquhar Street. Subject to the outcome of the consultation, the initiative from the Bengeo Quieter Streets project would see a bollard and planters placed at the junction along with double yellow lines preventing parking near the location. This would make room for vehicles needing to turn around and for emergency vehicle access. Towards the end of the trial period the community would be asked if they would like the measures to remain in place permanently. This area of Bengeo has long been used as a cut through between the B158 Bengeo Street and the A119 near Hertford North Station. Previous attempts to reduce the number of vehicles driving through the area have included the intro duction of a no right turn traffic order from Bengeo Street into Cross Street during the morning rush hour and making Tower Street Journeysone-way.onfoot and by bicycle will not be affected.

One of Hertford’s most interesting small buildings, The Little Theatre in Balfour Street, will be extended if a new planning application is approved by East Herts Council. Amateur dramatics group The Company of Players owns the theatre and uses it for its productions – which currently number five a year, each of which authority for approval.

A first such application submitted in June 2021 revealed plans for seven warehouse-style units with a likely logistics use for the site and was withdrawn following wide spread objections. The new application, which was determined by East Herts Coun cil’s development management committee on 10th August, also faced opposition, mainly related to highways matters. Objectors say the site was originally envisaged as a business park and a more industrial-style use would mean an increase in heavy goods vehicle movements in the area. However, the committee heard that the planning consent granted in 2019 allowed for a variety of business uses including storage and distribution and the county council’s Highways Authority did not object to the reserved matters

Briggens quarry plan Also, over the summer 1,800 resi dents in Stanstead Abbotts received a letter from me about plans for a new quarry at the Briggens Estate. I am pleased Hertfordshire County Council is consulting on its new Minerals and Waste Local Plan which the quarry could be part of. However, I am against this quarry and I am very conscious of the lev el of construction in our local area. Whether this is 10,000 new homes in the Gilston area, hundreds of new homes in the North and East of Ware or this proposed new quarry. I urge residents to comment on the council’s draft plan at hertfordshire.gov.uk/mwlp by 11.50pm on Friday 30th Sep tember. I shall certainly do so.

Cost of living crisis Over the summer I held a cost of living surgery at the Hertford and District Foodbank to support local people who are experiencing financial hardship. I met with four people by ap pointment at the bank at Hertford United Reformed Church who are struggling for a variety of reasons with the rise in energy, food and fuel bills. The global rise in prices due to the war in Ukraine and post-pandemic supply problems is affecting everyone and will last for some time yet. I will carry on my work in this area. It is important I support people who are finding it difficult at the moment. Jobs fair One area that can make a big dif ference is having good, well-paid employment and I am holding a free Jobs, Apprenticeships and Opportunities Fair at Ware Priory on Friday 9th September from 10am to 2pm. Rail ticket offices

There have been some rumours that local railway station ticket of fices across the constituency could be closed. They are a vital resource for vulnerable passengers who struggle to use machines or do not have mobile phones. I wrote to the Department for Transport to make my feelings clear this should not happen. I received a response from the Rail Minister who assured me that all those people who need to use cash to buy a ticket or do not have a mobile phone will be catered for. She also said that station staff will not be disappearing. St Elizabeth’s Finally, I have been keeping up to date with the latest developments at St Elizabeth’s care home. At the time of writing, the latest news is that the home’s trustees have stopped the closure to enable a 30-day consultation period to commence. This offers families the opportunity to propose suggestions and solutions to avoid closure. I hope a solution can be reached that benefits residents, families and hardworking staff alike. I have been in contact with the home and residents’ families have already been in touch for help and support.

The reaction to The Hop Box locally has been brilliant so far, with a wide range of customers discovering it, including families (kids are allowed up to 8pm), peo ple coming in with their laptops to work, mums with prams during the day and couples on dates. It is open seven days a week from 12noon until either 10 or 11pm, depending on how busy it is later. Early evenings have tended to be the busiest times so far, Tom says.

Craft beer bar and bottle shop

The Hop Box is a craft beer bar and bottle shop that has just opened in Ware’s new Amwell End Thisdevelopment.stylishnew addition to the town centre builds on the popular inner-city concept of the tap room, which traditionally has been an extension of a small brewery, and is a fusion of that and a bar, factoring in the industrial feel often associated with such venues.

The front of the unit is a café where people can come in and enjoy organic fruit and vegetable smoothies, which have a higher density of nutrients without the toxins of conventional produce. Coffee is also served as is a range of nutritious salads with other healthy food options coming soon. A long-term customer of Riverford Organics, Jae is delighted to have secured them as a supplier. With public knowledge of allergies and intolerances now higher than ever, Jae believes that many people will wish to incorporate some vegan food into their diet, even if they are not following a strict vegan regime themselves.

At any one time, The Hop Box will have 10 tap lines on with up to 100 other craft beers available in the fridge in bottles or cans that people can either drink in or take Theaway.beers on tap are on rotation, so the moment one is gone it is replaced by another of The Hop Box’s nice mix of independents. Big names available include Clearwater and Cornwall-based Verdant, as well as local beers such as Baron from Buntingford.

Blend Organics combines a vegan café with an all-day yoga studio

The Hop Box opens in Ware Blend Organics, which has also just opened in Ware’s Amwell End, is a unique combination of yoga studio and vegan café. Owner Jae Israel, who has a back ground in high profile hospitality in Las Vegas, Los Angeles and London’s Mayfair, has brought her dream business to Ware alongside her manager Sarita Bansal. Jae’s vision is for a boutique café and yoga studio open seven days a week with an upbeat community focus. She believes many people want to live a healthy lifestyle but find this is at odds with our busy, fast-paced culture, so she wants Blend Organics to bring healthy, delicious and nutritious food and drink into customers’ schedules. “We maintain a ‘food as medicine’ mentality,” she says.

At the back of the unit is an airconditioned yoga studio which, from this month, will be running a full timetable of classes from 6.30am to 9pm to fit around busy customers’ work and family commitments, led by a range of instructors chosen for their manner and style of teaching as well as their Thequalifications.BlendOrganics website is currently being developed to include the ability to take preorders for food and drinks to help locals, commuters and school-run parents pick up what they want at a time to suit them too.

This is the third opening for the growing business, which already has premises in Harpenden’s High Street and Christopher Place in St Albans, and has now taken over the shop that most Hertford people will remember as the previous home of school uniform shop Kids Connection, which also expanded and moved to Hartham Lane. You can eat in or order to take away at Brad & Dills, which is open seven days a week from 9am to 4pm.

Herts Open Studios is the largest countywide celebration of art around and runs this year from Saturday 10th September through to 2nd October. The event is run by HVAF (Herts Visual Arts) and showcases the skills of its members from all around the county. As the name suggests, local artists open up their studios for members of the public to visit, where they can meet the artists, talk to them about their work and both view and buy their art. Now owned by Stonegate group, the village pub has undergone a £490,000 refurbishment that has given it a new look inside and out, with new furniture, flooring and décor as well as a new back Exposedbar. wooden beams are among the traditional themes inside the pub while a covered outdoor garden space offers visitors the chance to enjoy some shade from the sun while still experiencing al fresco dining.

The Farmer’s Boy food menu in cludes traditional pub favourites, such as fish and chips and Sunday lunches, with an emphasis on fresh meat and fish. The pub has a range of offers to tempt visitors in, with lunch from just £8 and a set menu with either two courses for £13.99 or three for £15.99. There are also drinks from two local breweries, Tring Brewery and New River Brewery, for the first time, alongside a range of bottled beers and ciders plus gins, wines and cocktails. There will be live music nights every Saturday and locals and former regulars will be pleased to know that the pub’s traditional fireworks celebration is planned to take place again this year in November.
