Man terrorizes letter carrier, is chased by police

A Roswell man is in jail facing a felony charge after police say he terrorized a letter carrier and then led police on a high speed chase through town Wednesday morning. The Chaves County Sheriff’s Department said a female United States Postal Service carrier was traveling her route through Roswell delivering mail when she noticed a light blue Acura SUV began following her near the intersection of Poe and Main Streets. Emergency radio traffic released by police indicates the driver even cut her off
at one point, trying to stop her. Frightened, the carrier went to the Chisum Travel Center north of Roswell where she called her husband, who alerted police. “Also had a report of this vehicle in the 1000 block of South Pennsylvania casing the area,” 911 dispatchers told responding deputies. Upon arrival of deputies, the alleged driver, Jered Leatherman, took off south on Main Street, and deputies pursued. Residents sound off on Roswell city planning

About 80 Roswell residents on Tuesday night attended the first of a series of public meetings about a new city comprehensive master plan. Residents completed a survey on quality of life, growth and land use, economic development, and other issues at the Daniels Leadership Center on the campus of New Mexico Military Institute. The discussion became lively when residents spoke about what they liked most and least about Roswell. “We want to know what the citizens want, because you’re the people paying for everything,” said Roswell City Councilor Jason Perry. The city is in the process of updating its 2005 comprehensive master
plan, said Elizabeth StarkRankins of Roswell’s Planning and Zoning Department. Stark-Rankins said the main goals of the new plan include creating a wellplanned community; providing code enforcement with the finances and manpower needed; working with federal, state and local agencies to develop vacant lots; meet the demand of low-income, affordable housing; continuing to improve local streets, parks and recreation facilities; building entertainment facilities; improving water systems and other infrastructure; improving employment opportunities and retaining Roswell’s status as the commercial, industrial and economic See PLANNING, Page A3

State Briefs Police on alert for NM biker gathering
ALBUQUERQUE (AP) — A motorcycle gang shootout in Texas that left nine people dead and 18 others wounded has put law enforcement agencies on alert for an annual motorcycle gathering in northern New Mexico. Authorities say they have heightened awareness for the Memorial Day Motorcycle Rally in Red River that is expected to attract 20,000 bikers, though spillover violence isn’t expected. “We will tell officers to be extra vigilant,” said Red River Town Marshal David Smith. “We are ask-
ing them to be proactive to make sure groups are not de facto setting up territory on street corners.” Past attendees of the New Mexico event in the state’s Enchanted Circle include members of the Bandidos, who authorities say were involved in the shooting in Waco.
WASHINGTON (AP) — The House voted Wednesday to make permanent a generous tax credit that rewards businesses for investing in research and development, setting the stage for another showdown over taxes. The tax credit is part of a package of more than 50 temporary tax breaks that routinely expires every year or two, only to be renewed by Congress. The entire package expired

Members of the Roswell Police Department carried the Special Olympics torch Wednesday morning as they participated in the Law Enforcement Torch Run that takes place throughout the month in various parts of the state, culminating at the Special Olympics New Mexico Summer Games in Albuquerque, May 29. On Wednesday in Roswell, several RPD runners took the torch south on Main Street from 19th to Poe streets. The officers were cheered on by some local Special Olympians.
