However, many of those services—as well as the rights and liberties enjoyed by people with disabilities—are the result of work we and our advocacy partners conducted in the halls of Congress and Annapolis:

● Before Congress enacted The Right to Education for all Handicapped Children Act in 1975, children with more significant disabilities were routinely excluded from their community schools. The elected leaders pictured below have played integral roles in helping people supported by The Arc:
● The Fair Housing Act Amendments passed by Congress in 1988 put an end to the protracted legal and zoning battles that accompanied efforts to open some of the first small, communitybased group homes in the 1970’s and early 1980’s. CONTINUED ON PAGE 4
