BELIZE: A POSTER CHILD FOR AN IMPRESSIVE REBOUND

The John Briceno administration has revived Belize’s economy in just two and a half years. The International Monetary Fund (IMF) issued its Article IV Consultation 2023 Report that shows significant growth and improvement since the Briceno Administration came into office. The IMF reported that in 2020, just before the elections, the economy had shrunk by thirteen percent. In 2021 and 2022, a turnaround was clear as the economy began rebounding by fifteen point two percent and twelve point one percent, respectively. This is proof that the #PlanBelize strategy is working, despite doubts by the IMF and other entities. Belize took its own home-grown plan and began working the economy, implementing austerity measures and collaborating with the unions and other agencies to rebuild the mess that was left behind by the previous administration.

IMF is projecting that the rate of inflation will see a decline, and that the global slowdown will still have a trickling effect on Belize. The government has been able to buffer the effects of the global economy by fixing fuel prices for the past year which saves the consumer from paying the real cost at the pumps.

As for Belize’s fiscal position, the IMF has applauded a significant decrease in public debt, and has attributed it to the debt for marine protection swap with The Nature Conservancy, coupled with a discount on PetroCaribe payments from Venezuela.

As per recommendations from the IMF, the government is already working on projects and programs that will enhance revenues, reprioritize expenditures, prioritize spending on infrastructure, social programs, and crime prevention. Additionally, as part of the #PlanBelize mission, the government has already introduced initiatives that will ease access to credit for micro, small, and medium sized enterprises, enhance governance, and build resilience to climate change and related disasters.

ESPERANZA: 500 HOUSING LOTS FOR DISTRIBUTION The distribution of five hundred house lots has begun in Esperanza Village, Cayo District. “The Hopeville Heights Development” is a housing project led by the Area Representative for Cayo Northeast, Honorable Orlando Habet, and targets first time land owners, single parents and one-income families. The development began after the government was able to identify a large portion of land that was a part of a land greed scheme under the previous administration.

According to Minister Habet, the government was able to assist in clearing the land, and the installation of the necessary infrastructure. The new land owners at Hopeville Heights will be required to give a minimal contribution to the cost of surveying and subdivision. To date, sixty five lots have been distributed with further distribution planned for the coming weeks.

Coordinator for the Hopeville Heights Development, Owen Codd, has been spearheading the ground works for this land distribution project. Codd has devised a pick-system that will provide transparency as each new land owner will get their lot number from picking a random number out of a box. This, according to Codd, will prevent any perception of favoritism or political favors.

The second set of lots to be distributed will be done at the Cayo Northeast Esperanza Office later this month.///

TEACHER APPRECIATION WEEK his week was dedicated to the appreciation of teachers, and all they do daily to stimulate, educate, and inspire the future leaders of Belize. There were certainly many tributes to teachers enumerating the ways that they go above and beyond for the sake of their students and the enormous influence they exert in the formation of the next generation of Belizeans. The Belize National Teachers Union (BNTU) however, chose to mark Teacher Appreciation Week in a much different way. On April 13, 2023, Ruth Shoman was elected by an overwhelming majority of her peers as president-elect of the BNTU and was slated to take over in early July. It was supposed to be a smooth transition from one powerful woman to another, while President Elena Smith was this union’s first woman to serve as President, it was Ruth who served faithfully beside her. In fact, Sister Ruth has had a long and illustrious career both as an educator and as a union activist. She has been a teacher for over twenty years, she has not only been a union member and leader at the district level, but she has also been on the BNTU’s National Executive as the National Secretary since April 2017.

The natural expectations were that after serving the union and alongside the leadership she had earned her right to sit at the table. Sister Ruth did not inherit the right, there was no sense of entitlement because she had clawed tooth and nail and merited her place among her peers through hard and unrelenting work. Soon after her victory, some old news started to make the rounds again. To what vile purpose one can only speculate. However, we would like to point out that in the Guardian of October 13th, 2016, the same information was circulated. The rag in question asserted that atonement did not give one the moral authority to make “demands on accountability, transparency, and good governance.” It admonished Sister Ruth, “a good-looking Corozal lady/ teacher” and told her she “should be sitting at the back of her class with her mouth shut.”

At this juncture, it is evident that not much has changed at the Guardian or in the UDP as it relates to their views regarding women, women’s empowerment, discrimination, gender-based violence, harassment, and biases. The whole lot is still tone-deaf and have not realized that these barbaric attitudes have no place in the modern, bias-free society Belize yearns to become. Voters, especially young voters are less likely to be forgiving of this narrow-minded mess. Sister Ruth was welcomed to work as an active member of the union, to participate and lead at a district level, and then at the national level. Her credentials were never put into question, her work on behalf of and commitment to the union have been beyond reproach. Her application to be considered on the ballot for the presidency was approved, and she won convincingly because the membership gave her the mandate. There is no question of her abilities, her skill, or her commitment and they cannot kill her drive and laser focus, the easy way out is to kill her credibility and assassinate her character. It has happened time and again in the UDP, ask Lady Z when they came for her on her delivery bed, and ask Lady T how she was treated by her own. Sister Ruth’s crime is that she is a woman, a smart and independent woman at that, a woman from a rural area in a man’s world.

She does not have the right familial ties or the right connections. She refuses to look pretty and to sit quietly in the corner. Sister Ruth asks uncomfortable questions; she demands answers and is not afraid of hard work. Sister Ruth still has a few more lessons to impart and we are definitely here for it.

SEMANA DE AGRADECIMIENTO A LOS PROFESORES

sta semana se dedicó al agradecimiento a los profesores y a todo lo que hacen a diario para estimular, educar e inspirar a los futuros líderes de Belice. Hubo sin duda muchos homenajes a los profesores enumerando las formas en que van más allá por el bien de sus alumnos y la enorme influencia que ejercen en la formación de la próxima generación de beliceños. Sin embargo, el Sindicato Nacional de Profesores de Belice (BNTU) decidió celebrar la Semana de Agradecimiento a los Profesores de una forma muy diferente. El 13 de abril de 2023, Ruth Shoman fue elegida por una abrumadora mayoría de sus compañeros como presidenta electa del BNTU y estaba previsto que asumiera el cargo a principios de julio. Se suponía que iba a ser una transición suave de una mujer poderosa a otra, mientras la Presidenta Elena Smith fue la primera mujer de este sindicato en ocupar el cargo de Presidenta, fue Ruth quien sirvió fielmente a su lado. De hecho, la Hermana Ruth ha tenido una larga e ilustre carrera como educadora y como activista sindical. Poco después de su victoria, algunas viejas noticias empezaron a circular de nuevo. Sólo se puede especular con qué vil propósito. Sin embargo, nos gustaría señalar que en The Guardian del 13 de octubre de 2016 circuló la misma información. El periodicucho en cuestión afirmaba que la expiación no le daba a uno la autoridad moral para hacer "exigencias de rendición de cuentas, transparencia y buen gobierno". Amonestaba a la hermana Ruth, "una guapa señora/profesora de Corozal" y le decía que "debería estar sentada al fondo de su clase con la boca cerrada".

En esta coyuntura, es evidente que no ha cambiado mucho en el Guardian ni en el UDP en lo que se refiere a sus opiniones de las mujeres, la capacitación de las mujeres, la discriminación, la violencia de género, el acoso y los prejuicios. Todos siguen sin entender nada y no se han dado cuenta de que estas actitudes bárbaras no tienen cabida en la sociedad moderna y libre de prejuicios en la que Belice anhela convertirse. Es menos probable que los votantes, especialmente los jóvenes, sean indulgentes con esta mentalidad cerrada. La hermana Ruth fue bienvenida a trabajar como miembro activo del sindicato, a participar y dirigir a nivel de distrito, y luego a nivel nacional. Nunca se cuestionaron sus credenciales, su trabajo en nombre del sindicato y su compromiso con él han sido irreprochables. Su candidatura a la presidencia fue aprobada y ganó de forma convincente porque los afiliados le dieron el mandato. No se pone en duda su capacidad, su habilidad ni su compromiso, y no pueden acabar con su empuje y su enfoque láser, la salida fácil es acabar con su credibilidad y asesinar su carácter. Ha ocurrido una y otra vez en el UDP, pregúntenle a Lady Z cuando vinieron a por ella en su cama de partos, y pregúntenle a Lady T cómo fue tratada por los suyos. El delito de la hermana Ruth es que es una mujer, una mujer inteligente e independiente, una mujer de una zona rural en un mundo de hombres. No tiene los lazos familiares ni los contactos adecuados. Se niega a parecer guapa y a sentarse tranquilamente en un rincón. La hermana Ruth hace preguntas incómodas, exige respuestas y no le asusta el trabajo duro.

La Hermana Ruth aún tiene algunas lecciones que impartir y, sin duda, estamos aquí para ello.

SAFER FOOD IN SCHOOL

A few weeks ago, we have quite a scare when a group of students got ill after ingesting edibles, which are infused with THC from cannabis aka marijuana.

This is very harmful to children, side effects can be sleepiness, difficulty breathing, and in severe cases seizures.

Due to this incident, the Ministry of Education, Culture, Science, and Technology in collaboration with the Ministry of Health and Wellness dіѕсuѕѕed if there are gарѕ or роѕѕіbіlіtіеѕ of strengthening the рrосеѕѕ of іѕѕuіng fооd handlers сеrtіfісаtеѕ to ѕсhооl vеndоrѕ. This would еnѕurе ѕаfе рrосеdurеѕ when it comes to what types of food are allowed in schools.

In an interview with Hon. Kevin Bernard, Minister of Health, and Wellness, “A few weeks ago I took a paper to cabinet where we are introducing the cabinet approved the issue of unhealthy food and sugary drinks to primary school and to school at all levels.”

He went on to state, “We are now in the process between the Ministry of Education and the Ministry of Health and Wellness, in coming up with legislative changes, that has to happen as this includes a ban on certain items.”

This shows a government ensuring not only that our kids are educated but that they are healthy as well.

Minister Bernard stated that “the technical people in the ministry and from the Ministry of Education in collaboration with PAHO as what it is we should look at in terms of implementation.”

It will take time, Minister Bernard also indicated but it’s a start. He emphasizes that only by working together we can have safer and healthier schools.

THE BELIZE TIMES Ecuador Debt for Nature Swap - Blue Bond Based on reports coming out of Ecuador and echoing around the world they have sealed the world's largest "debt-for-nature" swap on record as of Tuesday, May 9th, 2023, selling a new "blue bond" that will funnel at least $12 million a year into the conservation of the Galapagos Islands, one of the world's most precious ecosystems.

Using some of the same structural concepts as Belize’s Debtfor-nature swap with The Nature Conservancy, which itself raised finance from Credit Suisse, which in turn raised funds via the market through the issuance of so-called blue bonds, a kind of tiered crediting structure.

Reuters reported, “Having bought back roughly $1.6 billion of the country's debt at a near 60% discount late last week with the help of Credit Suisse, Ecuadorean Foreign Minister Gustavo Manrique Miranda said biodiversity was now a valuable "currency".”

Safety and Health for Our Children Belize launches sustainable and healthy school feeding program with FAO support.

The initiative benefits more than 400 children and is part of the work agenda of the Mexico-CARICOM-FAO initiative "Cooperation for adaptation and resilience to climate change in the Caribbean."

14 November 2022, Belmopan, Belize - 488 primary school students are receiving a free, healthy meal daily as school feeding gets underway in Belize thanks to the support of the Food and Agriculture Organization of the United Nations (FAO) and the Government of Mexico, collaborating with the Government of Belize.

Over the last year, the 'Resilient School Feeding' sub-project of the Mexico-CARICOM-FAO Initiative “Cooperation for Climate Change Adaptation and Resilience in the Caribbean” has been partnering with the Ministry of Education, Culture, Science and Technology to develop a sustainable and wholesome school feeding programme through infrastructure upgrades, capacity building and student nutrition assessments. As part of the Initiative, six schools in Belize received infrastructure upgrades to existing kitchens or converting spaces into kitchens and outfitting with new appliances such

as refrigerators, freezers, stoves, and utensils like pans, pots, serving tools and baking materials. In addition, the Ministry of Education is providing ongoing funding for the purchasing of the provisions for the feeding programme. Schools benefiting from these upgrades included Biscayne Government School, Chan Chen Government School, Guinea Grass RC, Lucky Strike Government School, Santa Martha Government School and San Joaquin RC. Further support has also been provided to school cooks through the facilitation of a series of trainings on food safety and the preparation of healthy meals that are also familiar to the students in each community. Principal of Santa Martha Government School, Seleni Grajales, welcomed the initiative sharing, “Proper nutrition is important for a child’s growth and essential to learning at school. The school feeding program offers our children a proper diet, which promotes their physical and intellectual development. The program also assists parents and the community by ensuring that the children have a healthy development.”

Future school feeding activities will be informed by the results of a nutrition assessment, which was conducted through the project in

October, across the six beneficiary schools. The nutrition status and eating habits of students were reviewed including aspects like body mass index.

National Project Coordinator, Cathleen Juan explained, "This assessment collected data about students' weight and height; which can be used to determine the percentages of underweight, normal weight, overweight, and obese children. Also, information was gathered from students about what types of food they eat in a day, both in school and at home. This data will be used to make recommendations for how school meals can be best tailored to meet the nutritional needs of primary school children, and to support healthy school environment policies."

The Resilient Carib-

bean Initiative, funded by the Mexican Agency for International Development Cooperation (AMEXCID) and the Mexican Ministry of Foreign Affairs (SRE) is being implemented by FAO in 14 CARICOM countries, with School Feeding being a focus for The Bahamas, Belize, Saint Vincent and the Grenadines, Saint Lucia, Trinidad and Tobago and Suriname. The sub-project aims to strengthen the capacities of institutions and stakeholders to link the purchase of products from small farmers, while promoting a national framework for school feeding that facilitates access to healthy diets produced locally.

The project follows the sustainable school feeding approach of the FAO-Brazil Technical Cooperation and other FAO frameworks such as the Home-Grown School Feeding Framework. The Ministry of Education, Culture, Science and Technology is in the process of developing a national healthy start feeding policy which will encompass the experience of this sub-project, to ensure that all students can benefit from a healthy meal daily.

Ѕunrіѕе: April 26, 1955 Ѕunѕеt: May 10, 2023 It is with great sadness that we announce the transitioning of our beloved sister.

Belizean Legendary dancer, performer and musical artist, Dr. Glenda Arnold-Heon, professionally known as Bella Carib, has transitioned today, May 10, 2023.

Born in Belize City, Bella Carib grew up on the stage with the famous Bob Reneau musical and dance group. She migrated to the United States in the 1970s and resided in Los Angeles most of her adult life. She was born to Clive and Evelyn Arnold, and was the third of eight children in that union. She is survived by her son Jimol Burns, and her ten siblings: Clarine Johnson, Alma Erskine, Elaine Toppin, Ellen Jacobs, Nellie Gabourel, Dorita Gillett, Curlyn “Pupa Curly” Arnold, Gaynor McDonald, Glenford Arnold, and Clive Arnold Jr. who preceded her in death.

Bella Carib earned a Ph.D. in Education from the University of Southern California and was a dynamic performer who captured her audiences with pulsating body movements and poetic, lyrical renditions. Her unique musical style and magnetic stagecraft captured the richness and vibrancy of Caribbean culture with a blend of folk, comedy and sensuality; brilliantly braided together. Bella Carib’s breakout hit single “Bald Head Man” produced by Clinton ‘Junie’ Crawford, and released on her brother’s Fresh Breeze Records label was one such representation.

Bella Carib was an established songwriter /composer, with more than two decades in the music business. She was a playwright, and dramatist as well as a sought after choreographer and dancer. Among an extensive list of credits, Bella Carib appeared as a lead dancer in Universal's motion picture Doctor Detroit, starring Dan Aykroyd and James Brown. Bella Carib was also featured on a number of television shows, musicals, and concerts, sharing the stage with world-acclaimed artists such as Lucky Dube, the Mighty Sparrow, El General, Beanie Man, Luciano, and many others.

Bella Carib’s extensive history as a performer included a stylistic portrayal of her idol Josephine Baker in a year in concert hosted by the legendary actor Ernest Thomas of the famed TV show What’s Happening Now. She will be greatly missed!

Belize Assumes the Presidency of CONCECADE for Central America Hon. Rodwell Ferguson, Minister of Youth, Sport, and Transport was elected president of the Central American Region of CONCECADE, which is the regional sports council’s organization.

Minister Ferguson was voted as the President defeating his Honduran counterpart 5-2. He was nominated by Nicaragua.

Hon. Ferguson stated in a Facebook post, “I want to thank Nicaragua, for nominating me to vie, for the position, of the prestigious post.”

This organization works to coordinate regional sporting events, such as the Central American and Caribbean Games, and to promote the development of sports infrastructure, training, and competition at all levels.

The Central American and Caribbean Sports Council (CONCECADE) was founded in 1976 with the aim of promoting sports development and cooperation between countries in the region. It comprises of 22 member countries, including Mexico, Guatemala, Belize, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, and various island nations in the Caribbean.

Crucial Book Launch

Gilroy Usher “Of all the arts in which the wise excel, nature’s chief masterpiece is writing well.” – John Sheffield The book, “My God, The Tree and Me.” by Mrs. Jennifer Woods Cadle is based on the childhood experience of her uncle, Otto Wade, and the 1961 Hurricane Hattie. Mr. Wade is now widely known as Rev. Otto Wade and was an educator for many years.

My acquaintance with the author and her family spans over several years. Her children attended Bethel Primary School on Freetown Road during the period of my teaching career there. I observed them to be supportive of their children’s education in various ways, and held an admiration for them over the years.

That admiration remains to this day, and with that I was honored to be a part of the launch of Ms. Jennifer’s first book.

THE BELIZE TIMES add to the collection of local authors, but it also adds to the successes coming out of the Port Loyola division that I proudly represent. For me, and I know I speak for many others, this is further proof that the constituency has hardworking and talented Belizeans. While authors and media personalities are not unique in my division, as some of the best still reside in the area, Mrs Jennifer Woods-Cadle deserves a round of applause for this milestone.

We surely look forward to the next work by the writer. “My God, The Tree and Me” by Mrs. Cadle is a very important piece of writing, because it deals with the experience of early hurricanes in the country from the perspective of a Belizean writer., Foreigners have written a number of books on Hurricane Hattie and other terrible storms in the country ,but no one can relate our history better than us, who are born Belizeans.

The publication of this book is also a motivation to other Belizean writers to share their stories and their experiences on Belize. It is my hope that this one event would propel other Belizeans to publish their writings, or support our local authors by purchasing their books.

My grandparents told us many horror stories of early hurricanes in the country and their survival. I will help to preserve that rich history of Belize by purchasing a copy of, “My God, The Tree and Me” and encouraging other Belizeans to do likewise.

“My God, The Tree and Me” is also a very important work for Belizeans to learn more about the history of their country. It would therefore be great if this literary work is included on the list of books for high schools as a starter.

In addition to being a writer Mrs. Jenifer Woods Cadle is also a career educator. Her students past and present are therefore the beneficiary of teaching by one of the most talented educators in the country and her first book is an invaluable gift anyone.

By HILLY BENNETT “Decolonization implies that there has been a prior state, namely, colonization. When colonization is referred to in the political or in the economic sense one immediately thinks of a territory controlled from a distance by a metropolitan country and an administrative system which reflects such control…The task of decolonization in Belize has been to break away from a state of control by Great Britain not only politically and economically, but also culturally and educationally “J Alexander Bennett.

The coronation of King Charles III and his wife Camilla as King and Queen of the United Kingdom and other Commonwealth realms, took place on 6th May 2023 at Westminster Abbey. King Charles acceded the throne on 8th September 2022 upon the death of his mother, Elizabeth II. Over 2,000 people were on the list of invitees to King Charles III’s coronation, including high-profile royals and world leaders. Her Excellency, Dame Froyla Tzlam and Honorable Francis Fonseca, representing Belize on behalf of Prime Minister Honorable John Briceño were among those invited guests.

Notwithstanding, the pomp and circumstance and grandeur of the event the whisper became loud. It was time for Belize to rid itself of the last vestiges of colonialism. During a parliamentary session, Honorable Henry Usher, Minister of Public Service, Constitutional & Political Reform and Religious Affairs told Parliament and directed to the Speaker of the House that “ …the decolonization process is enveloping the Caribbean region. Perhaps it is time for Belize to take that next step in truly owning our independence. But it is a matter for the people to decide on, “ he added.

Belize stands as the last Caribbean country where the monarchy could be removed without a referendum, Barbados was the other. The impetus for the removal of the monarch as Head of State will be the recommendation of the Peoples Constitutional Commission ( PCC ). However, like Jamaica removing the monarch can be pursued through a vote in parliament. The Prime Minister of Belize, Honorable John Briceño told The Guardian newspaper it was “ quite likely “ that Belize could be the next Commonwealth realm to become a republic.

Barbados made the move in 2021. Jamaica is also considering to replace the monarchy as their head of state. Marlene Malahoo Forte, Jamaica’s Minister of Legal and Constitutional Affairs told Britain Sky News television that “ Time has come. Jamaica in Jamaican hands “ Nonetheless, what would it mean for the realms to become republics apart from closing the final chapter of colonialism - the removal of the monarch as the head of state? PM Briceño has acknowledged that Belize like Barbados would remain a part of the Commonwealth of Nations. The Guardian noted after the interview that Briceño has also considered the challenges to dispel the many myths that surround the transitioning into a republic. One of the longstanding myths is a fear that departure from the crown would re-intensify the ongoing border dispute with neighboring Guatemala. The matter is before the International Court of Justice ( ICJ ) and that worry has not been intense as in the past. Another of the myths is the devaluation of the Belize dollar if the country rid itself of the monarchy. The Belize dollar is pegged to the United States dollar.

The matter was explained by the Governor of the Central Bank, Kareem Michael that the only cost would come if the present currency with the face of the monarch would be removed from circulation.

The Prime Minister John Briceño when asked about the revelance of the coronation has on the Belizean people replied that “there is no excitement, we are so far away from the UK … you don’t see people taking out their Union Jack flags or anything.” The sentiments could be contributed to the management and governance of the country. The successes and historic achievements have been realized by the Peoples United Party Government and not by inputs of the monarch. The removal of preferential treatment seen

as a means of reparation is indicative of the falsities of compensation for the atrocities committed by the motherland.

Dr Harshan Kumarasingham, a senior lecturer in political science at the University of Edinburg said that “the Commonwealth’s obituary has been written so many times, but it’s never been true somehow it keeps surviving. And one of the reasons is that it does continue in the fabric of British society, and societies of all member states.” There are those who want change but at the same time hold onto some of the things responsible for the past. The royal creoles and the affection of the monarch disregarding the colonial past. Prime Minister John Briceño told the Guardian that “The United Kingdom became great on the backs of colonies and they do have a responsibility to have some form of reparation.

They will never be able to pay back what was plundered and probably the millions of lives that were lost.” The PM added “a

public apology is a start.”

Belize has recently been lauded for its economic performance in the International Monetary Fund (IMF) executive summary. One of Belize’s biggest achievements is the reduction of debt to GDP ratio. The reality is that there is consistent economic growth. There are indicators that economic growth numbers will surpass those published by the IMF. The PUP continues to chart the road to economic independence. With little or no support from the Monarchy. Clearly, moving from the Monarchy to Republic would not retard the Jewel, the Haven of Democracy, Belize’s development. Therefore, it is “quite likely “that it is “perhaps time for Belize to take that step in truly owning our independence.” Whether by referendum or a vote of Parliament the country’s future lie in the hands of Belizeans under the Peoples United Party Government. To be or not to be a republic is the question. Aluta continua!

International Press Group Visits Taiwan

At the invitation of the Republic of China (Taiwan), an International Press Group visited the Far East country on an itinerary prepared by Taiwan’s Ministry of Foreign Affairs (MOFA). The group was comprised of 30 delegates coming from 24 different countries. This included the United States (California, Washington D.C. Alaska), Spain, Poland, Brazil, Paraguay, Canada, Japan, United Kingdom, Oman, Nigeria, Colombia, Australia, Germany, Eswatini, South Korea, St. Christopher and Nevis, Slovakia, Kuwait, Italy, Fiji, Israel, Denmark, Malaysia and Belize) Some countries had a number of delegates but generally each had one. The editor of the Belize Times Press, Jose Jimenez, was invited to this year’s Press Group.

Probably journalists all over the world were asking 'why not me?' The embassy routinely invites journalists from other media houses on a rotation basis. The objective of the invitation was to showcase to a cross section of the world press “the latest development of Taiwan in the field of politics, economy and society.” The feat to get journalists from all these countries was most likely a challenging one on many fronts. Journalists were invited by the government of ROC (Taiwan) following a broad range of reasons. The details of the itinerary chosen by the MOFA revealed what are the points that the Taiwan government wanted expose to the journalists on this press group’s visit.

There was so much that Taiwan can offer and any press trip’s itinerary is a sample of what can be shown.

Presentations to the Group were done by Director-General Connie Chang, Department of Overall Planning, National Development Council; Secretary General Hua Shijie, Mainland Affairs Council; Director-General Catherine Hsu, Department of International Information Services, MOFA; Minister Jaushieh Joseph Wu, Ministry of Foreign Affairs; Deputy Secretary-General Stephen J. H. Lee, International Cooperation and Development Fund (TaiwanICDF); Deputy Minister Roy Chun Lee, MOFA; Vice Minister Chen Chern-chyi, Ministry of Economic Affairs; Acting Deputy CEO Ming-Shih Shen, Institute for National Defense and Security Research; and Minister Hsueh Jui-yuan, Ministry of Health and Welfare.

These short presentations were followed

by Questions and thus Answers. The officials’ responses were focused on the claim that mainland People's Republic of China has on the island of Taiwan. The reason why mainland China claims Taiwan is definitely historically complex as is the question of Guatemala's unfounded claim on Belize. The various Taiwanese government officials all addressed most topics with the general theme: Taiwan seeks peace and to deter war as no one will benefit from war. No one includes mainland China which does not benefit from war; Taiwan does not benefit and

neither does Belize, which is a part of the world community. In fact, the point was put that Ukraine’s invasion is a heavy example that shows how an invasion will not solve mainland China quest to acquire the Taiwan island for itself.

The officials voiced that Taiwan has no interest in any aggressive move towards mainland China or coming from mainland China. ROC Taiwan's focus is on deterrence. Nevertheless, one official stated that God will help those who help themselves. That was answered whenever asked if Taiwan expects that the United States or any other country should help Taiwan in the instance of China invading the island. Taiwan seeks to have a peaceful Taiwan Strait and wishes to avoid any embargo such as what Cuba has suffered for some 60 years.

When Belizeans purchase items, imported or locally-made, they directly feel the invasion of Ukraine by Russia. Thousands of miles away, but the disruption of production and supply chains has caused soaring oil/fuel prices which then spread to inflated prices on goods that traverse the globe. The international press was sensitized by all officials that an invasion of Taiwan by mainland China will disrupt the world order in a similar way. Belize has definitely felt the global effects by the Ukraine war and definitely would feel the economic effects of an invasion of Taiwan or even a China-imposed blockade of the Taiwan Strait and of commerce into and out of Taiwan.

their diplomacy around the world is complex and cannot be explained by any one angle. How does Belize fit in this People's Republic of China-Republic of China(Taiwan) question of sovereignty? It is up to the people of Belize to become informed on as much details as possible. Is it immoral for mainland China to claim Taiwan in this day and age when Taiwanese citizens have chosen how to live their lives?

The press group’s visit was another way to demonstrate that Taiwan's existence in the world stage is already a reality. Taiwan is 13,976 square miles of true grit and love of country. It is a country of 23 million with high-end technologically

advanced healthcare, small but is the 21st largest world economy, an exceptional leader in green technology and fuel efficiency, a giant semiconductor manufacturer, amongst other feats.

The cross-section of journalists drilled the officials with varied questions that searched for more reasons as to why Taiwan's sovereignty should not be in peril.

Today, mainland China and Taiwan have a number of daily flights. The number per day varies depending on the day and airline. This is a signal that the status quo can be considered stable and not close to war as some would want us to believe.

Mixed with the geopolitical discourse were visits to the Presidential Office Building, the National Palace Museum, the Taipei Veterans General Hospital, the Jiaoxi Hot Springs Park, the National Center for Traditional Arts, the Taipei 101 Observatory, and to i-Ride Taipei. Even restaurant visits were ingeniously designed to send the message that Taiwan is of itself a thriving country without the need of a spurious claim.

Taiwan wants to be included in the United Nations, the World Health Organization and other international organizations and feels it is in the capacity to help in global development./////

This competency-based curriculum is geared at filling the need to develop skills and attitude of the students, and to prepare them for success whilst contributing to the sustainable human development of Belize.

The new competency-based approach will be fully rolled out in the upcoming academic year, 2023/2024. Consultations with various schools in the six districts began in December 2022, spearheaded by Dr. Hon. Zabaneh, with team members from the Curriculum and Assessment Unit of the MoECST and respective district education centres, representatives from the Belize National Teachers’ Union, managing authorities, Pathlight Belize and UNICEF.

Energy Resilience for Climate Adaptation (ERCAP) The Government of Belize (GOB) has been allocated grant funds (the Grant) from the Global Environmental Facility (GEF), which are administered by the International Bank for Reconstruction and Development (World Bank) and executed by Belize Electricity Limited (BEL) in conjunction with the Ministry of Public Service, Energy and Public Utility (MPSEPU) and the National Meteorological Service (NMS), in an amount equivalent to USD 8 million, towards the cost of an Energy Resilience and Climate Change Adaptation Project. A portion of the proceeds of the Grant will be applied to eligible payments under the contract for which this specific procurement notice is issued. Payments by the World Bank will be made only at the request of BEL, and upon approval by the World Bank, and will be subject in all respects to the terms and conditions of the Grant Agreement. The Grant Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the World Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
