ARLINGTON, Va. — Brig. Gen. Charles E. McGee, a Tuskegee Airman and Air Force legend, passed away at his residence in Bethesda, Maryland, Jan. 16, 2022.

He was 102 years old.

McGee was an airpower champion, noted for his combat successes and impact on the cultural shift within the military.

“As a Tuskegee Airman and combat aviator with 409 missions across three decades, his years in uniform were nothing shy of heroic, and his example of integrity, service, and excellence endures,” said Air Force Chief of Staff Gen. CQ Brown, Jr. “His legacy is foundational to our service, and a daily inspiration for me personally, and to so many other Airmen.”

McGee’s aviation career began on Oct. 26, 1942, after he enlisted in the U.S. Army as a pilot. He would fly 108 combat missions throughout Europe during World War II. During this time, he and other Tuskegee Airmen distinguished themselves through their combat proficiency and competence.

With over 6,800 flying hours, McGee’s career spanned 30 years and three different wars: World War II, the Korean War and the Vietnam War. His decorations for outstanding service included the Distinguished Flying Cross, Legion of Merit, Bronze Star, Air Medal and the Presidential Unit Citation.

In 2007, the Tuskegee Airmen were presented the Congressional Gold Medal by former president George W. Bush, and in 2011, McGee was enshrined in the National Aviation Hall of Fame. Later in 2019, the Tuskegee Airmen were further recognized in naming the T-7A training aircraft, the “Red Hawk,” in honor of the airplane flown during World War II. For his efforts during and after his military service, McGee was promoted to the rank of brigadier general at the age of 100.

The Tuskegee Airman dedicated his time to bettering the lives of all Airmen. Often sporting his red Tuskegee Airmen jacket, McGee advocated for aviation and equal treatment of Airmen, regardless of their backgrounds. After his retirement, McGee continued to mentor young people, current and former Airmen and all others interested in aviation and science, technology, engineering and mathematics.

“Just last month, to celebrate his 102nd birthday, he spent time with Airmen, continuing to influence and teach long after retirement,” Brown said. “One of

my favorite lessons, in his own words, was ‘Don’t let circumstances be an excuse to not achieve … that’s not the American way’.”

Through McGee’s actions, the Air Force has continued to break barriers and create a military branch that accelerates change at every possible instant. His legacy showcases the unending resolve and courage needed to secure and protect the nation at any time.

“Getting to know and spend time with him was an honor and a true joy, and my heart is with his family and all those affected by passing,” Brown said.

Pharmacy technology seeks to meet demand

The Satellite Pharmacy located inside of the Peterson Base Exchange on Peterson Space Force base, Colorado, is testing a new check-in system for customers using an operating system called Q-Flow. The Q-Flow system allows a single point of check in for patients. This allows the pharmacy to better understand how their patients are using the clinic and where any bottlenecks might be so that they can address them to optimize patient experiences.

PETERSON SPACE FORCE BASE, Colo. — The 21st Medical Group is rolling out a new queuing system called Q-Flow for patients at the Satellite Pharmacy located inside of the Peterson Base Exchange on Peterson Space Force Base, Colorado.

The Main Pharmacy and Satellite Pharmacy process over 900 prescriptions a day with an average staff of 21 team members. These pharmacies provide over 18,500 personnel and 173,000 local beneficiaries with quality medications.

“With the transition to MHS GENESIS and the Colorado Military Health System being the first market with a Joint Refill Center, there are some unforeseen information technology challenges that have resulted in increased prescription processing times and are not expected to be resolved until summer 2022,” said U.S. Air Force Master Sgt. Kristine Butler, 21st Medical Support Squadron pharmacy flight chief.

Longer wait times, COVID staffing impacts and communication issues between data systems create new challenges for the 21st MDG. The Airmen however, have kept their focus and continued pushing to improve customer experiences.

“Our staff may have to check as many as five different systems to locate the information necessary to serve you,” said U.S. Air Force Col. Patrick Pohle, 21st MDG commander. “An addition of even five minutes per patron can be significant to wait times when multiplied

by the number of people waiting in the queue.”

“We have seen the demand for pharmacy services double in a matter of four weeks,” said Pohle, “We are unsure why the increase has been so fast and steep, but the current demand has frankly outpaced our resources.”

In an attempt to make this process faster, smoother and safer for customers picking up their medications, the 21st MDG is testing a new check-in system utilizing Q-Flow software. The Q-Flow system allows a single point of check in for patients. This allows the pharmacy to better understand how their patients are using the clinic and where any bottlenecks might be so that they can address them to optimize patient experiences.

If successful in its trial run at the Satellite Pharmacy the Q-Flow system will be installed in clinics across PSFB and will allow patients to move from one clinic to another without having to check in every time, furthering the ease of care.

“In the near future when Q-Flow is fully operational it will work by having the patient check in at a single kiosk for the clinic they have an appointment for,” said Butler. “If other services are needed such as radiology or pharmacy, the patients can then be transferred internally to other clinics. — By transferring patients internally, the patient will not have to continue pulling numbers and getting in lines. Patients will be placed in the line que as soon as the staff transfers them.”

The new training was critical to the success of operations and protection of the wideband and protected Military Satellite Communication system. The squadron experienced an 80% turnover of their cyber personnel this past year. This occurred as the U.S. Space Force focused on moving Guardians to new units, as well as moving Airmen back to U.S. Air force units.

Select radio frequency transmission system enlisted Guardians and Airmen, Air Force Specialty Code 1D7X1, are attending the new crew chief training course. From a technical standpoint, the crew chief position merged the former communications system operator duties with the enlisted crew leader position. By completing this merge, 4th SOPS was able to re-allocate 20 unit personnel and save over 8,300 manhours of work per year.

operator-centric,” said U.S. Space Force Master Sgt. William H. Steward II, DEL 8, 4th SOPS operations superintendent. “With the birth of the Space Force, and trying to understand the direction we need to go as a service, it makes sense to capitalize on the talents of all of the Guardians and Airmen on the team. They all have the capacity to learn and lead, and it’s time to swing the culture to Guardian-centric.”

During the summer of 2021, 4th SOPS sent a cadre of subject matter experts to the 50th Operational Support Squadron in an effort to create a formal training course that took on-the-job operations floor training into a structured, classroom environment.

The currently unnamed crew chief course is taught by the 50th OSS. Enlisted members learn various aspects of crew operations, including writing reports, crew change-over procedures, crew coordination and emergency response actions.

Crew chiefs are trained to lead and manage 18 member crews, operating 27 MILSATCOM systems across four constellations. This course prepares them for understanding their area of responsibility as leaders.

In order to be qualified to operate on the mission system, each member must satisfactorily complete the training, followed by an evaluation. Each participant can earn one of three ratings Q1, Q2, or Q3. A Q3 is the lowest rating, and is essentially a failure.

“With Q1 being the highest, not all participants are able to achieve it, including the organic Space Operations members,” said Steward. “So it’s very impressive when our cyber Guardians can go through the same training and crush their evaluation.”

U.S. Space Force Sgt. Skyler Schaeffer, 4th SOPS MILSATCOM crew chief, was the first cyber professional to complete the training in April 2021, he also achieved the highest possible evaluation rating of a Q1 during his final crew evaluation.

MilTax online tax-filing forum opens doors to service members, families

Military OneSource’s MilTax forum opened for business today as the IRS began accepting tax returns, said an official with Defense Department Military Community and Family Policy.

Kelly Smith, program analyst with MC&FP, said the biggest factor DOD wants its service members and their families to know is that MilTax is an option for them when they’re considering how to file for this tax season; the deadline is April 18.

“We know there are many other tax products out there, but MilTax is 100% free of charge [without] rank or pay restrictions,” Smith said. Service members are entitled to the tax-filing benefit they’ve earned and can use MilTax’s filing software and consult with a MilTax consultant even if they have just a question. The MilTax consultants are well-versed in military-specific tax situations, she said, noting that MilTax results are guaranteed.

some eligibility requirements [under the MSRRA], and it applies when a spouse lives in a state different from his or her residency state.”

Because military families move often, there are certain qualifying military moving expenses that can apply to filing taxes, she said. One qualifier involves moving

household goods and personal effects, and the other is reasonable travel and lodging expenses, she added.

And particularly applicable to spouses is self-employment, otherwise known as working in the gig community, Smith said.

Operating a small self-business requires a Schedule C tax form, she added.

The Child Tax Credit can also come into play for 2021 tax filing, Smith said.

According to Military OneSource, the child tax credit maximum amount of credit is $2,000 per qualifying child and is refundable up to $1,400. The bill also includes a temporary $500 nonrefundable credit for other qualifying dependents. As part of the American Rescue Plan to help Americans recover financially from the COVID-19 pandemic, the 2021 child tax credit was expanded to $3,600 for children ages 5 and younger, and $3,000 for children ages 6-17.

Eligible taxpayers will receive monthly payments totaling half of their 2021 child tax credit from July 15, 2021 through the end of the year. Taxpayers can claim the other half when they file their 2021 tax return.

For those who are deployed overseas during the tax season and need an extension to file, Smith said DOD wants its service members to focus on their mission and not worry about filing tax forms. The IRS automatically extends tax deadlines for U.S. Armed Forces personnel deployed to a combat zone or in support of operations in a qualified hazardous duty area.

Defender takes big STEP with promotion

U.S. Air Force Tech. Sgt. Stephanie Stewart is a flight sergeant with the 50th Security Forces Squadron. On November 22, 2021, just before the holidays, the Defender was honored with a Stripes for Exceptional Performers promotion based upon her exceptional service, leadership and professionalism, elevating her from staff sergeant to her new rank.

Stewart has been in the U.S. Air Force for seven years, joining at 24 years of age, after earning a degree in criminal justice and working in a prison. Before being stationed at Schriever Space Force Base, Colorado, Stewart served at Kunsan Air Base, South Korea; Spangdahlem AB, Germany; Thule AB, Greenland; and Seymour-Johnson Air Force Base, North Carolina.

“After promotion, with essentially three days’ notice, Stewart immediately started leading non-commissioned and taking charge of a 26-person security forces element,” said U.S. Air Force Maj. Timothy Marriner, 50th SFS commander. “Her STEP package was competitively selected by Lt. Gen. Whiting across the U.S. Space Force for promotion.”

Stewart is charged with providing installation access control, integrated defense and law enforcement at Schriever SFB. “Tech. Sgt. Stewart is an outstanding Defender and leader who, since her arrival here at Schriever, has worked tirelessly to understand our mission while simultaneously guiding and mentoring her troops,” added Marriner. “In her years as a Defender, she’s experienced assignments in all major theaters of operation for the Department of Defense. Her deployed performance earned her the Airman 1st Class Elizabeth Jacobson

transfer to Space Force in 2022.

Five other cyber members have completed the training and are currently employed as crew chiefs within 4th SOPS: U.S. Air Force Tech. Sgt. Paul Zamora, U.S. Air Force Staff Sgt. Justin Sroufe, U.S. Air Force Staff Sgt. Amos Hommel, U.S. Space Force Spc. 4 James McMillon and U.S. Space Force Spc. 4 Joseph Cummins.

“We are the first crop of cyber opera-

tors to work this position, to my knowledge,” said Cummins. “We’ve all given our feedback to the [50th] OSS as to our experience in the space evaluations world. It’s something that we’ve never seen before, and some of us definitely had to try harder than we expected at first when it came to our training.”

“I am very proud of each of the members for their contributions to the mission, and for having the courage to

Stewart provides security for both protection level resources and the personnel assigned to Schriever SFB. Her efforts ensure impenetrable security for the nation’s epicenter of space operations.

“As Stewart’s immediate supervisor, I can say she is positive, earnest and professional at all times,” said U.S. Air Force Master Sgt. Brandon Williamson, 50th SFS days flight chief. “She continuously seeks to self-improve and advance her education. She is the type of NCO [noncommissioned officer] that needs little-to-no supervision and always takes care of the Airmen. She is not only a disciplined professional, but gets along great with her team members.”

Speaking of her STEP promotion, Stewart said, “It was an overwhelming experience.

I felt like I could finally breathe, after all that hard work. It really felt like everything added up.”

The Defender is very grateful for her experiences in the U.S. Air Force and U.S. Space Force.

“I never would have met such a diverse assortment of individuals if I stayed in Michigan where I was born and raised,” said Stewart. “People’s minds are an amazing tool — and when you bring people together from all over the world and remain open-minded to new understandings, there are no limits to opportunities. I’ve learned so many things about myself from other people and our collective experiences.”

Reflecting on her service and recent promotion, Stewart finished with: “It’s not all about yourself. If you’re leading, you need to bring people with you. If you’re in the front, help those in the back come up and get to the finish line along with you.”

Jason Elfe, deputy chief of operations capabilities and integration section, as one of its first Maritime Space Officers making good on their intent to professionalize space integration in the service while providing the framework to build and deploy space expertise needed in the multi-domain fight.

Elfe was one of five officers selected in the command among the first 25 selects for the Navy’s newest designator.

“The Navy has always recognized the importance of space but they’ve never had a dedicated career path for it until now,” said Elfe, who piloted MH60R helicopters and served as a test pilot prior to his position within the JTF-SD. The Navy announced its first board to select the first MSOs in August with the results released Jan. 13.

“Establishing the Maritime Space Officer community is a huge step in building the space technical proficiency the Navy needs to maintain naval superiority now and into the future,” said Vice Adm. Kelly Aeschbach, Commander, Naval Information Forces, in the published board announcement. “This move is critical in establishing a community of Navy space experts who can be intentionally managed and detailed to key Navy and Joint assignments.”

As part of his transition to be an MSO, Elfe will no longer fly for the Navy.

“At this point in my career, the flying opportunities decline so even though flying was my main motivation for serving, now is a good time to transition to something else I am interested in,” he said.

It’s more of an “interest” to be sure. Elfe has applied twice to be a NASA astronaut.

“Those didn’t work out but I have always

been interested in space. I followed NASA and SpaceX missions and it’s amazing the things they’ve done,” said Elfe.

In his current role for nearly 2 years, Elfe turns his hobby into a career while applying his experience to further the development of space capabilities.

“I’ve been involved in a lot of exercises here to push the envelope and in my previous test pilot time I learned how to work with

developers to make sure programs are as mission effective as possible,” he said.

While Elfe continues to advance space capabilities in his role here, he’s also amassing space experience that will fuel integrated deterrence in future assignments.

“The establishment of the MSO community allows us to leverage the unique talents of our personnel to ensure the Navy keeps pace with the rapidly maturing government and Department of Defense space enterprise,” said Vice Adm. John B. Nowell Jr, Chief of Naval Personnel, said in the published board announcement. “This designator will allow for a specialized community of experts to professionally grow, promote and compete for space jobs in their area of expertise — tenants of our Detailing Marketplace and Sailor 2025 initiatives.”

The Navy held an out of cycle board for this initial tranche of MSOs, future officers will selected through the semi-annual officer lateral transfer board process.
