CITY OF LANCASTER EARNS STRONG CREDIT RATINGS, INCLUDING UPGRADE FROM MOODY’S

AND REAFFIRMATION FROM S&P

The City of Lancaster is proud to announce continued recognition of its strong financial standing, as both S&P Global Ratings and Moody’s Ratings have affirmed the City’s disciplined fiscal management and long-term stability.

S&P Global Ratings has reaffirmed the City’s ‘AA’ long-term rating on its existing General Obligation (GO) bonds and Certificates of Obligation (COs), while also assigning its ‘AA’ rating to the City’s $38.26 million Series 2026 Combination Tax and Revenue Certificates of Obligation and $16.39 million Series 2026 General Obligation Refunding Bonds.

At the same time, Moody’s Ratings has upgraded the City’s issuer and General Obligation Limited Tax (GOLT) ratings to ‘Aa1’ from ‘Aa2’ and assigned ‘Aa1’ ratings to the same Series 2026 issuances.

These ratings reflect Lancaster’s consistent financial performance, prudent budgeting practices, and strong financial metrics, supported by relatively low long-term liabilities and fixed costs. Both agencies cited the City’s disciplined approach to fiscal management and its ability to maintain stability while continuing to grow its tax base. Proceeds from the Series 2026 issuances will support critical infrastructure improvements and the refinancing of existing debt to achieve cost efficiencies and further strengthen the City’s financial position.

“This recognition speaks to the strength of our financial foundation and the disciplined leadership guiding our City,” said Mayor Clyde C. Hairston. “We remain committed to responsible fiscal management while continuing to invest in the infrastructure and services that support our residents and drive Lancaster forward.”

S&P Global Ratings assigned a stable outlook, reflecting its expectation that the City will sustain stable to positive financial performance, with debt levels remaining manageable and supported by continued tax base growth. Moody’s noted the City’s strong financial profile is expected to continue, driven by historically strong reserves and ongoing revenue growth supported by prudent management.

Strong credit ratings translate directly into lower borrowing costs, allowing the City to maximize taxpayer dollars and invest more efficiently in capital projects that benefit the community.
