he Federal Government yesterday declared that it was not possible to achieve 100 per cent implementation of the 2012 budget by September this year. The House of Representatives had on July 19 threatened to impeach President Goodluck Jonathan if he failed to achieve full implementation of the budget by September. G o v e r n m e n t , however, said it would ensure a substantial implementation of about 80 to 90 per cent at the end of the fiscal year.
