ERSATUAN Persuratan Pemuda Pemudi Melayu (4PM) has contributed to the development of the Singapore Muslim community and Singapore society for over 70 years. Many community and national leaders have walked through 4PM’s doors as programme participants or volunteers.

This year, 4PM celebrates seventy years since its formation. 4PM has touched the lives of many, through its tuition scheme, debate competitions and social service programmes. This is a testament to the hard work of the leadership, staff and volunteers, who together have ensured the organisation continues to remain relevant today.

The organisation continues to grow from strength to strength, with a key focus on education and developing capabilities in our youths.

As our society faces more complex challenges caused by technological disruptions and a fastchanging economy, we need all hands on deck to help the Malay/Muslim community navigate these challenges. Together with our key community institutions as well as other Malay/Muslim organisations, we will reach out to more segments in the community, help those in need and deliver greater impact.

I would like to congratulate 4PM on your 70th anniversary. I am confident that 4PM will continue to contribute to our vision of an exceptional Muslim community in Singapore for many more years to come.

EVEN decades and still going strong.

It is a testament to the hard work of the management, volunteers and staff as well as the generosity of our supporters over the years that the Malay Youth Literary Association (4PM) continues to play an important role today.

However, this momentous occasion is not a celebration for 4PM alone.

Since its inception, 4PM has always been about the community. Thus, we are encouraged to witness the progress of the Malay/Muslim community in Singapore and humbled that this organisation has had a hand in this journey.

This is therefore truly a celebration for the community. A celebration of the gotong-royong spirit and the ethos of ‘berat sama dipikul, ringan sama dijinjing’.

As we celebrate our 70th anniversary, we are also turning a new chapter of 4PM. Our young leaders have been groomed and exposed to many responsibilities. They have proven to be capable, driven, motivated but most importantly they have shown that their heart is in the right place.

I am confident, moving forward 4PM is in good hands and will continue to play an important role in the years to come.

As a youth with a noble vision and big dreams, he wanted to establish an organisation that could champion causes for the Malay society. Not only was he willing to invest time and energy towards the cause, he also spent his own money to realise this vision.

His dreams turned into reality with the formation of the Malay Youth Literary Association. Under his leadership, 4PM started an English Class in Upper Serangoon Road. At the same time he also advocated the development of the Malay language by attending various congress that championed the language. He held the post of 4PM’s president until his passing on 28 August 1955.

A well-respected figure, Mohd Yatim Dohon was a leader who was passionate in helping build a progressive Malay society. During the post-war era, he was invited by his friends to set up an AngloMalay Evening Class. That was when he got to know Hanifa S. Kanoo. They both along with some other like-minded friends began discussing to set up a youth association. Two years later, 4PM was registered. In the early days when 4PM faced the challenge of raising funds, Mohd Yatim galvanised his friends and organised a Flag Day, thus providing the association with the much-needed funds to start their programmes. He passed on at the age of 91 in the year 2016 at Kempas, Johor Bahru.

A determined leader, Allahyarham Mohamed Amin believes in always striving to be better and not to remain contented. Following Hanifa S Kanoo’s passing, there was no successor to helm the leadership of 4PM. In 1956, an annual general meeting was held and several members proposed 4PM to cease. However, Mohamed Amin defended the association and convinced members to vote to keep 4PM in operation. He managed to do so. However, 4PM was in dire need of funds.

Thus, Haji Mohamed Amin, together with another activist, Allahyarham Nongchik Ghani, borrowed $70 from 4PM’s treasurer, Allahyarham Hamid Idris. That money was used to fund a charity drama performance at Victoria Memorial Hall to raise funds for 4PM. With the injection of funds, 4PM organised debate and public speaking competitions.

Highly regarded, Allahyarham Sha’ari Tadin was the first Malay Member of Parliament who had a degree when he was elected in 1968. An exemplary leader, he was a strong advocate for education. He actively encourage the Malay community to pursue education to the highest level as a catalyst for the community’s progress. During his tenure, he initiated the idea of launching ‘Gerakan Obor’, a programme that raised the Malay awareness of challenges facing the community and to stress upon them the importance of education as the key in tackling those challenges. This was to encourage them to improve their standard of living so that they could embrace the future with more confidence. With a focus on education, Gerakan Obor involved a series of lectures on radio that would be aired every week. Forums were also held to discuss current issues. Sha’ari passed away in 2009, at the age of 77.

A prolific advocate of Malay literature, the late Professor Emeritus Datuk Dr Mohd Taib Osman was former vice-Chancellor of Universiti Malaya, where he served from 1991 to 1994. He had also served in the United Nations Educational, Scientific and Cultural Organisation adivsory council in the field of Malay studies and Southeast Asian culture in the 1970s and early 1980s.

During his leadership, the organisation was active in drama and performing arts as well as martial arts classes for youth. In 1969, he led a multi-ethnic performance called, Malam Budaya Nasional, featuring performers of different races representing different organisations to raise fund for 4PM.

Said Mohd Ahmad Alhabshi has been actively volunteering with 4PM since the 1960s. Throughout his journey with 4PM, he has held a few roles in the organisation management committee - Assistant Honorary Secretary General and Vice President. part of his duty was looking into the development of the 4PM kindergarten in the 80s.

Abdul Rahman Salleh was a law lecturer in the College of Law and Justice at Victoria University. His research interests include clinical legal education, legal ethics and Asian and Islamic Law.

Graduated with a Law Degree in 1966 from the University of Singapore, Ahmad Thani served for 19 years as the Honorary Secretary General of 4PM. The younger brother of 4PM President (1971 - 1989), Shafawi Ahmad, he was also actively involved with other associations including YAYASAN Mendaki, Islamic Religious Council of Singapore (MUIS), Kampung Siglap Mosque and the Prophet Muhammad’s Birthday Memorial Scholarship Fund Board (LBKM).

Making community the centre of what we do

HAFAWI Ahmad could not recall exactly how long he was President of the Persatuan Persuratan Pemuda Pemudi Melayu (4PM).

He tried recalling, but gave up after a while and said; “It is not important how long I was president, but what is more important is, what I did as president! I hope I carried out my duty well.”

For the record, Shafawi, a highly respected educator and community leader, was president from 1971 to 1989 and he certainly carried out his duty with distinction and contributed significantly to build up 4PM in its early years.

One of the key things he did when he took over the presidency was to establish the organisation’s focus.

Back then, 4PM ran many programmes including sports, arts and culture. Shafawi decided the organisation focus must be on education.

“There was this lackadaisical attitude towards education among our community. Families send their children to school, but it stopped there.

Whether their children do well or not, or even go to school, it was not a major concern.

“Many Malay students did not continue school after primary 6, and this was a norm for many families!”

This attitude troubled Shafawi, who was among a handful of Malays then to graduate from the prestigious Raffles Institution.

One of the early moves he made as President of 4PM was to ramp up activities such as the education seminar. Such seminars received lukewarm response from parents but Shafawi did not lose hope.

On Father’s Day, 4PM also organised a celebration for fathers which included an education forum. The objective is to instil in Malay fathers their responsibility to provide the best educational opportunities for their children.

“These events may not receive overwhelming response but at least it created some form of realisation among the community to take education seriously.”

Through resources diverted from other activities which he scaled down, 4PM gathered a group of educators and started a tuition programme for primary school children.

in them a love of learning so they will be motivated to move on to secondary school.

After a few years, there was a demand for tuition at the secondary level.

“To me that was a success,” said Shafawi.

Under his leadership, 4PM also introduced a modest bursary.

Shafawi recalled how 4PM was so strap on financial resources that he decided not to call it a dermasiswa or bursary, but instead named it as Derma Pelajaran or Education Donation.

He remembered a particular recipient in those early years. A female recipient who was studying architecture at university.

“We gave her $600. In today’s value, it must be $6,000!” he laughed.

“It was a small amount but we were so proud of the student because she was the first Malay female student to study architecture in university.

“The other recipients received a token sum of $50 to $100. But the point is, we want to encourage them in their educational journey,” he added.

Shafawi is also happy at how 4PM kindergarten developed during his leadership.

“We realised during our tuition classes that many students had a very poor foundation because they did not get any form of education until primary 1.

So these students are always playing catch up and it affects their morale and their results.

“So 4PM kindergarten wanted to provide Malay families with affordable, good quality preschool.”

Asked to give his assessment of 4PM’s achievements over the last 70 years, Haji Shafawi, who is now 85 years of age, said ultimately it is up to the community to assess the organisation’s contributions.

However, he said it is a testimony to the hard work put in by dedicated volunteers that an organisation is able to remain relevant after seven decades.

He added that 4PM has always been an organisation that was opened to change. Citing the example of the tuition classes, hafawi said 4PM was happy to stop providing the service after YAYASAN Mendaki was formed in 1982 and started a tuition scheme. They also slowly phased out scholarships and bursaries as one of their services once LBKM was set up.

“We have done well to balance our passion and what the community needs. As long as the service

is provided by someone and they can do it well, we are happy to find other gaps. There will always be gaps in the community that need to be filled.

“Thus we must continue to be flexible and always have the community at the centre of what we do.

It is not about 4PM, it is about the community. The key is to continue to uphold this philosophy. And if we do, we will continue to be relevant in the next 70 years,” he said.

Six decades of serving and still going strong

IX decades - that is how long Sanif Wakiman has been a volunteer with 4PM, making him the organisation’s longest-serving volunteer.

In 1957, at the age of 20, Sanif joined 4PM as a member of the Malay Students Movement Body (Badan Pergerakan Pelajarpelajar Melayu).

He started out as an ordinary member, but was soon entrusted with bigger roles including the position of secretary.

The group main activity was to organise debate competitions for students, Quran recitation competitions and religious classes for public.

Such activities kept him busy in 4PM, shared Haji Sanif, now 81.

After his student days, Sanif was appointed Chairman of 4PM’s Social and Welfare Body (Badan Sosial dan Kebajikan 4PM), a position he held for a decade.

“Every month we would have food distributions in Singapore and the southern islands, including Pulau Brani, Pulau Blakang Mati and others.

“We would collaborate with the British soldiers at that time and they provided us with two lorries to be used to distribute food items,” shared Haji Sanif.

Haji Sanif speaks with incredible passion when talking about 4PM. It is clear, his heart is very much

still with the organisation.

Thus, he still continue to help out in whatever way he can, especially in mentoring the younger volunteers.

Asked what motivates him to stay for so long as a volunteer with 4PM, the retired staff of the national water agency PUB said quite simply: “What I do at 4PM is not only for myself but for others in the community.

“I am not too sure why myself, but after we do these kind of work, we feel satisfied. I just love doing it.”

In his 60 years with the organisation, Sanif has seen a fair share of changes within 4PM. He happily admits that the activities today are better and has a more lasting impact, citing the Ramadan On Wheels (ROW) as just one example.

While Sanif now prefers to spend his time at home, playing with his grandchildren, he still feels for 4PM and is ready to contribute whenever needed.

“My soul loves 4PM very much. As long as I can, insya Allah I will continue to help out at 4PM. I pray that 4PM continues to excel and the younger ones will look after it well,” said the grandfather of two.

“They are full of potential and bright, at the same time very respectful of the elders,” he added, praising the younger generation who are part of today’s 4PM.

Service to community in his blood

F

OR more than two decades, Haji Ahmad Thani has dedicated his service to 4PM as its Honorary Secretary General, focussing his efforts on improving the administration of the association.

He made staff welfare a priority and much was done during his tenure to ensure staff well-being were looked after.

Described by many as a soft-spoken gentleman but driven to get things done, Ahmad was committed to the position that was entrusted upon him and always worked closely with those under his charge, constantly sharing information on administrative matters.

The National University of Singapore (NUS) Law graduate had a deep interest in helping raise the standard of living amongst the Malay community here.

Thus, despite his busy schedule as editor of the then Singapore Broadcasting Corporation Malay News, he always finds time for the community.

Though his contributions to 4PM are indeed immeasurable, perhaps one of his greatest contributions was when the organisation had to make the move out of the historical Kampung Melayu to Bedok Reservoir.

Ahmad's stellar negotiations with the government ensured that 4PM was allocated the most suitable place for an activity centre back in 1984.

The centre is now a thriving hub for youths from all over Singapore to participate in community programmes, volunteer their services and share ideas.

Memories of 4PM

Inspired by 4PM to serve at a higher level

Over the years, 4PM has touched the lives of many from all races and in the following pages we speak to some of them on their memories of 4PM.

A

N iconic and a landmark of an organisation, not just for the Malay community but indeed Singapore.

That is how former Senior Minister of State, Zainul Abidin Rasheed describes Persatuan Persuratan Pemuda Pemudi Melayu (4PM).

Recalling his early memories of 4PM, Zainul said it dates back to the early 1960s when he was schooling at Jalan Daud Primary School, a stone throw away from 4PM office.

“When I visited the homes of my classmates from Jalan Daud Primary, I would inevitably come by the 4PM house, on the Kampung Melayu foothill, which was always seen to be full of activities.

“4PM also reminds me of one of my favourite teachers, the late Cikgu Sha’ari Tadin, my former Scout Master at Jalan Daud Primary, who was also an activist and a former President of 4PM. “It was Cikgu Shaari who first took me on a scout hike to Pasir Ris, to practically show me the vastness of tiny Singapore, something amazing for a primary school kid.

“It was also Cikgu Shaari, the first graduate Malay MP, to submit my name to be interviewed by the PAP Central Executive Committee for consideration as a candidate for the GE (General Elections) in 1976,” said Zainul.

Now retired from politics, Zainul said he only agreed to stand in the General Elections as a candidate for the People’s Action Party (PAP), in 1996 - 20 years after serving as Editor of Malaylanguage daily, Berita Harian; Chief Executive Officer (CEO) of YAYASAN Mendaki dan President of the Islamic Religious Council of Singapore (Muis).

“Ultimately, it was 4PM that exposed me to community work and the organisation played a major role in inspiring me to serve the community and the country at a higher level,” said Zainul, who is now Singapore's ambassador to the State of Kuwait and the Special Envoy of the Minister for Foreign Affairs to the Middle East.

Mr Zainul, 70, explained, he got more involved with 4PM after he began his education at Raffles Institution.

This organisation, which was and is till today most well-known for its school debates and oratorical competitions, was primarily responsible for allowing him to develop and sharpen his debating and oratorical skills.

“Most importantly, through 4PM, I also developed my bilingual skills - in both Malay and English,” he added.

It was also through the friends and contacts that Zainul made through 4PM that, as Chairman of the Raffles Institution Malay Language Society then, he was able to co-organise with the premier Malay School, Sang Nila Utama, a month-long national language month.

Most of the activities where organised either with or through 4PM, recalled Zainul.

“But 4PM was more than a literary and debating organisation. It also carried out many social and welfare programmes to help the needy.

“In 1968, when I was serving as part of the leadership of Yayasan Rakyat ( People’s Foundation) and needed a place and an organisation to distribute free powdered milk to the community which YR obtained from the Van Leer Foundation in the Netherlands, 4PM came to the rescue.”

It was also through 4PM that Zainul first came to know and be inspired by some of the early pioneering community leaders, including personalities such as Shaari, Mansor Fazal, Yatim Dohon, Shafawi Ahmad, Ahmad Thani, Mohamad Amin, among others.

“They were totally dedicated to serving the community and they served as wonderful models of leadership,” he said.

When the historical Kampung Melayu area had to give way to redevelopment and urbanisation, the new 4PM office was relocated to Block 606 of Bedok Reservoir Road, in the Eunos division of the Aljunied GRC, which coincidentally became the area where Zainul served as MP for two terms.

“Thus, the connection continues,” he added with a smile.

S a student studying in Singapore, Pehin Badaruddin Othman was introduced to Persatuan Persuratan Pemuda Pemudi Melayu (4PM) by a friend, long-time 4PM volunteer Sanif Wakiman, whom he fondly calls Boimin.

Pehin Badaruddin, who came from Brunei Darussalam, was then studying at Madrasah Aljunied Al-Islamiah, and Haji Sanif would always ask his friend to come and watch the many cultural activities organised by 4PM and Persatuan Sriwana, a local arts group.

“But I was not too keen on cultural activities.

Thankfully, Boimin understood,” he said.

While Pehin Badaruddin who is now the Minister of Religious Affairs, may not be attracted to the cultural activities organised by 4PM, he was nonetheless happy to participate in programmes organised by the organisation including its debate and public speaking competition.

He also joined 4PM’s students' group which served as a platform to groom youth to become leaders.

“We were brought into the badan pelajar (students group) and mentored by several senior activists like Cikgu Sha’ari Tadin, Cikgu Sardi Sharif, Cikgu Atan Kadir dan Cikgu Shafawi Ahmad,” shared Pehin Badaruddin.

He added that his involvement with the students' group also exposed him to youth studying in other countries including the Gabungan Pelajar-Pelajar Melayu Semenanjung (GPMS) which brings together several students group in Malaya at that time.

Pehin Badaruddin said he recalls fondly the

time he was sent to represent 4PM at a GPMS General Meeting in Johore Bahru and Seremban.

“The students' group gave 4PM a sound footing as it developed into a Malay organisation that advocates the importance of education,” he said.

As an ‘outsider’ looking in, Pehin Badaruddin said political developments too played a part in the transformation of 4PM in the late 1960s, He said the organisation shifted its focus from religion, social welfare, arts and culture to education following the separation of Singapore from Malaysia in August 1965.

“Following separation, the Malay community in Singapore entered a new climate of the sosiopolitical reality of living as a minority community in a multi-racial country.

“This new reality gave birth to a concerted response from the leaders of the community, including the leadership in 4PM, to imbue into the Malay consciousness the importance of education as the key to developing together with the rest of Singapore.

“Alhamdulillah, this has resulted in the Malays in Singapore reaching a level of development that is commendable and one they can be proud of.”

Looking to the future, Pehin Badaruddin said he is confident that 4PM will continue to be relevant.

Malay organisations, including 4PM, he said, will continue to be needed to play an important role in the community’s pursuit of excellence, while continuing to preserve its traditions and culture.

Another notable former Bruneian minister who remembered 4PM fondly was Pehin Dr Haji Md Zain Haji Serudin. In an article in Berita Harian in September 1987, the then Religious Affairs Minister said one of his fondest memories was being crowned the champion of the syarahan competition organised by 4PM in 1964.

The early years

URING the post-war era in 1948, 4PM was built on the foundation of youths who aspired to not only develop the Malay community at present, but also for the future.

As more and more youths joined 4PM, they brought in creative and fresh ideas.

The Inter School Debate Competition in 1952 was the first youth development programme by 4PM. It involved students from secondary and primary schools. During the end of the 50s and early 60s, non-Malay students were invited to compete with the aim of improving and promoting the use of the National Language. Apart from that, 4PM wanted to equip youths with leadership skills. In 1972, a Leadership Training Camp was organised and since then, more leadership camps like this were conducted.

4PM also champions education for the Malay community. Since 1953, they have been distributing financial aid to needy students. In 1962, the Student Assistance Fund was set up and donations were

channelled into a scholarship fund for students. Other bursaries included Bursaries for Adopted Children. On top of that, assistance in the form of free textbooks, bus fares, and other student necessities were given to motivate students to pursue education despite their financial conditions.

Besides education, 4PM extends social and welfare help. Since the 1960s, 4PM’s Social and Welfare Department has been distributing food items such as flour, milk, rice and other household necessities through the help of Catholic Welfare Services.

However, after the quantity of food supplies to be distributed reduced, 4PM became independent and distributed rations using its own funds.

The spiritual and religious aspect was not neglected. In 1952, 4PM organised an Al-Quran reading competition for students, and through this competition, some talents were discovered to subsequently represent Singapore in International Al-Quran Reading Competitions.

INCE its early years, the debate competition has been a core programme of Persatuan Persuratan Pemuda Pemudi Melayu (4PM) - in line with its focus on the promotion of the

Malay language.

While 4PM also organised other activities in its formative years, including public speaking, AlQuran recitation and syarahan competition, its debate has stood the test of time.

The annual 4PM Debate or Bahas 4PM has been a major part of the Malay literary calendar in Singapore. The debate competition at the preuniversity level has been a regular fixture since 1993 while a competition for secondary school was introduced in 2005.

4PM Debate too has evolved to include activities such as oratorical skills workshops for secondary schools and residential debate camp knows as Perkampungan Bahas for tertiary students.

4PM also introduced Bahas Muhibbah for regional debaters and in 2016, the organisation officially launched the 4PM Debate Academy or the Akademi Bahas 4PM. Many past and present leaders of the Malay community has taken part in 4PM Debate including former Minister of State, Zainul Abidin Rasheed and former Senior Parliamentary, Hawazi Daipi as well as current Member of Parliaments (MPs) - Senior Parliamentary Secretary (Home Affairs and Health), Amrin Amin and MP for Jurong GRC, Rahayu Mahzam.

To date, 4PM is still the only Malay national debating series organized for students in Singapore.

A ‘love affair’ with 4PM Debate

AHAYU Mahzam’s ‘love affair’ with the Persatuan Persuratan Pemuda Pemudi Melayu (4PM) began when she participated in a debate competition organised by 4PM some two decades ago, in 1997.

After being involved as a competitor, she ‘graduated’ to being the organiser when she volunteered to be part of the organising committee.

“I have always loved debates and my fondest memory of my involvement with 4PM is definitely the bahas (debate),” said Rahayu, 38. a lawyer and a Member of Parliament.

Thus, volunteering with 4PM to organise its annual debate competition was a natural thing to do for Rahayu.

“I wanted to help organise the debate camp and competition as a way of paying it forward.

“To me, the debate camps were more than just a debate competition, it was also about the interaction and camaraderie among participants,” she shared.

Besides the debate competition, Rahayu was also involved in various initiatives of 4PM including the reading club involving youths from the Bestari ITE (bITE) programme. She also served in the youth programme management committee.

‘Wheeling in’ help since 2001 When first launched in 2001, Ramadan on Wheels (ROW) began as a programme to help the elderly and needy - under 4PM’s food distribution initiative - to collect their food provisions during the fasting month of Ramadan.

While still keeping its name, the programme soon evolved into a comprehensive family support programme where volunteers are deployed to engage beneficiaries on a regular basis.

Our success story belongs to the community

I

ZZUDDIN Taherally’s first involvement with the Persatuan Persuratan Pemuda Pemudi Melayu (4PM) was to teach Mathematics to primary school children under the organisation’s tuition programme.

He recalled how at the end of the first month as a tutor, he was handed a white envelope by the tuition supervisor.

He opened the envelope and found a $5 note. He asked the supervisor politely what the money was for and was told it was his allowance for the month.

“I returned him the envelope immediately. I cannot accept money for doing voluntary work,” he said, recalling his early days with 4PM. $5 in those days, according to Izzuddin was ‘a lot’. It was what he would have spent in a full week as a student in National Junior College (NJC).

And it was not as if he was well-off. In fact, money in his family then was extremely ‘tight’.

When he was 11, his father's successful business, a textile company which had contracts with the British Army, collapsed when the British left the country in the early 1960s. His father passed away not long after.

“Before that, my life was fairly comfortable, but business took a hit and we ran into financial difficulty,” recalled Izzuddin.

Izzuddin remembered how the family had to move to several rental houses after being forced to vacate their ‘rumah batu’ - a two-storey shophouse at Changi Road.

They finally settled in a wooden house in a kampung at Jalan Labu, where they eventually stayed for 18 years.

“I still remember the first time I had to carry buckets

of water from the common tap, a good 10, 15 minutes walk away. I was only 11 and when the two buckets are full, they are very heavy.

“It was a cultural shock for me but I am thankful to my mother who reassured and showed me it is okay to live a difficult life.

“She never had to work but once my father’s business collapsed, she took on odd jobs, sewing clothes and things like that. She took it all in her stride. She was such a strong woman. She showed me, we may have very little, but life will go on.”

His father too was a big influence in getting him used to his new life.

“We had very little, but he made sure we had what we needed. And every day he will tell me to study hard, do my best in school. Education is important if you want to succeed, he used to tell me, and I hold that advice very dear to me till this day,” added Izzuddin, now 65.

That was why he could not accept that $5 in the white envelope almost five decades ago.

He had gotten used to a hard life, thus the satisfaction he got from teaching - many of the students he taught were from low-income families - was worth more than the $5.

“I was brought up to believe that education is an important factor in one's success so I was just happy, and privileged, to be able to contribute to the success of the students I taught,” he said.

This belief system was the foundation of his leadership as President of 4PM. He has seen many ups and downs as president, and has also seen the organisation evolve. However, one thing

remains constant, 4PM’s dedication to contributing to the success story of the Malay community through education.

Izzuddin is both humbled and proud that 4PM, under his leadership, has continued to play a signifitcant role in the community. And even as the organisation celebrates its 70th anniversary in 2018, it continues to be relevant.

His achievements in guiding 4PM are admirable, considering he was a reluctant president when appointed 28 years ago.

“I will be honest, I did not want to be president then. I was too young and did not think I was experienced enough.

“My own choice to be president was Hawazi (Hawazi Daipi, former Senior Parliamentary Secretary) who was also an activist with 4PM. But he was unable to take up the position because of work commitments."

One of the first things Izzuddin did was to put in place a succession plan and a structure where young leaders are exposed to bigger responsibilities within the organisation.

He made it his mission, even in the early days as president, to quickly identify and groom young leaders He felt 4PM needed a team, not just an individual that was ready to lead and bring 4PM to the next level.

Together with his management team, he said 4PM now has built a strong team of young leaders who

are being prepared to take over the reigns. Beyond this group of leaders, they are also grooming another group of even younger activists to take over in the long term.

“We made it our culture to allow young people to lead, from the small projects to the big ones, so they feel a sense of ownership, so they feel like they are truly making a difference.

“I am proud of our young leaders and activists, and I am very happy with this culture that we have built in 4PM. This is a place where the young are given opportunities to grow, learn and contribute.”

This young team, according to Izzuddin, will ensure 4PM continue to evolve with the times and remain relevant in helping the community navigate through an ever-changing socio-economic landscape, influenced by both domestic and global changes.

“They have the drive and the enthusiasm, and most importantly they have the heart to serve. 4PM has gone through a lot of changes but one thing remains, our dedication to serve. As long as we hold dear to this philosophy, we will be alright.”

When asked how can the young leaders measure the success of 4PM in the future?

Izzuddin replied: “Our success story is not really ours. It belongs to the community. Thus, 4PM must continue to be part of the Malay community’s success story in Singapore.

We must play our part, contribute and continue to be a part of this journey. That is how we should measure our success.”

Coming full circle

IFE for Mohamed Ismail Abdul Hakim has come full circle.

A couple of decades ago when he was among the youngest in the ‘midst of giants’ in 4PM’s management committee, Mohamed Ismail hardly voiced his opinions.

Not that he did not have any. In fact, his brain was oozing with ideas on how to improve the organisation and its programmes to benefit the community.

But as a young man in his early 20s, sitting amongst men and women who were already volunteering with 4PM when he was born, Mohamed Ismail felt he needed to listen more than he speaks.

“Cikgu Shafawi Ahmad was then the President of 4PM. He was a respected educator, esteemed community leader, and the rest of the committee too were ‘veterans’ in community services “So I learnt to listen more than I speak, I absorbed and learn as much as I can.

“But truth be told, I was a little intimidated, a little scared to speak up,” he said with a laugh as he recalled those early days.

Mohamed Ismail, however, found a mentor in one of the key members of the management committee - current President, Izzuddin Taherally.

This was the person he felt most comfortable to open up and share ideas with.

“When I have an idea or suggestion, I will talk to Izzuddin outside meetings. He will give me his views and gave me the confidence to raise them during the meeting.”

Mohamed Ismail’s comfort level with Izzuddin was natural as the two went back a long way.

When he was in secondary one, he was taught

by Izzuddin, then a volunteer in 4PM’s Mathematics tuition programme.

Mohamed Ismail said he benefited a lot from speaking to Izzuddin in his early years in the management committee of 4PM. Besides giving him the confidence and supporting his ideas in the meetings with the other, more senior members of the committee, Izzuddin also made him understand his senior counterparts better.

Izzuddin was always there to take the time to explain and make him see the issue from the perspective of the elders in 4PM. “He was like the dot that connected me with the rest of the senior committee members,” Mohamed Ismail said.

Today, with a much younger management committee and Izzuddin as President, Mohamed Ismail finds himself playing the role of the “dot”.

He is today, to the younger ones, what Izzuddin was to him back then.

“Now, the younger ones come to me first to bounce off their ideas with me. So I will give my input

and advice them on how they can channel or package their ideas in the meetings.

“Separately, I will also speak to Izzuddin in private so he too understands where the young ones are coming from.

“This method has proved useful for me, so I hope I am doing my role well to bridge any gap that may exist between the younger leaders and the more senior ones,” he shared.

However, Mohamed Ismail pointed out, to his credit, Izzuddin is always ready to adjust his position to give the younger ones more say in managing the organisation.

“He is steadfast in the principle of 4PM as a

platform for young people to contribute, develop and lead. He is clear about that. Even at his age and his wealth of experience, he is ready to learn from the younger one.

“Thus, I learn a lot being a ‘bridge’ in the management committee. I learn from the wisdom and experience of Izzuddin, and being exposed to the younger generation leaders broaden my perspective.”

With 4PM now embarking on the next chapter as it celebrates its 70th anniversary, Mohamed Ismail is taking his role as the ‘bridge’ seriously.

“I try my best to guide the younger ones, to instil in them the values of 4PM. “It is not an easy task. The young ones have lots of

ideas, but after decades of serving the community, you learn that there are many factors that make a good idea effective on the ground.

“A good idea alone is not enough if you do not have the contacts, the network, the reach, the relationship with other partners. That is where the collective wisdom and leadership in 4PM is crucial in making these ideas a reality.

“But Alhamdulillah, we have a good team of young leaders in 4PM who has a good balance of idealism and reality. They are humble and will pick up the phone, call me for advice. So I try to pass on the knowledge that I have. I hope I have been an effective ‘bridge,” said Mohamed Ismail with a smile.

Open and accepting to new ideas key to 4PM success

S a young man straight out of National Junior College (NJC) in the 1970s, Hawazi Daipi and his group of friends wanted to set up an association to look into ways to uplift the Malay community.

They consulted their respected teacher, Shafawi Ahmad, who was then heading Persatuan Persuratan Pemuda Pemudi Melayu (4PM).

The discussion did not turned out as they expected.

“After the talk, instead of setting up our own association, we joined 4PM! All 20 of us!” said Hawazi who laughed in amusement as he recalled the episode.

“But in all honesty, that was the right thing to do.

Cikgu Shafawi reminded us that it is easy to start an association, but the difficulty is to sustain it, build it, develop resources and funding. He shared what 4PM is doing, and suggested we join him instead. He was very convincing.”

Hawazi was no stranger to 4PM then.

His first interaction with the organisation began some years before that when he represented Telok Kurau Secondary School in 4PM’s public speaking competition in English.

“I was a student from the Malay language-stream, and only studied English part-time at night classes.

So I wanted to find a way to practice speaking in English and 4PM’s competition back then was an excellent opportunity. Of course, I never won,” he said, with a smile.

When Hawazi joined 4PM after graduating from NJC, he was made the deputy chairman of the Badan Perkumpulan Belia, a youth wing of 4PM before taking over as the chairman soon after.

In his capacity as chairman, he pioneered Kelab Kanak-Kanak which organised reading programme for preschool children among others.

At the same time, he was also made President of the National University of Singapore Malay Language Society (PBMUKS) where he was studying under a Ministry of Education scholarship.

“My early years with 4PM, and along with my role in PBMUKS, gave me a strong introduction to leadership and management. I am forever thankful to 4PM for giving me the opportunity to lead at such a young age,” he said.

Hawazi added one of the first things that struck him about 4PM was how strong their network of youth volunteers and activists were.

He cited the example of Sanif Wakiman, one of 4PM’s longest-serving volunteer.

Hawazi recalled how Sanif was extremely concerned if children from poor Malay families have enough to eat. He began seeking donations and started a food distribution programme.

“It was painstaking, time-consuming work.

I could never do what Sanif did. I do help from time to time, but to do it consistently, week in, week out, I do not think I can do it.”

That is why, Hawazi said, even at his age now, Sanif, who is now 81, is still strong and healthy and still contributing to 4PM. “This sense of mission and the realisation that what he does is meaningful, and appreciated. I think that is what keeps him healthy.

“So he was one of the volunteers that I looked up to, and there are many like him.

I was amazed at how strong the culture of volunteerism is at 4PM. And Alhamdulillah it has continued until now,” he said.

4PM when he first joined, according to Hawazi, was ‘the’ youth organisation. It brought youth from different background and interest together through clubs that included dance, sports and drama.

“Some senior leaders felt we should focus more on education. While I did not disagree, I was kinder to the idea of 4PM reaching out to youth with varied interests and providing them with a platform to express themselves.

“At least we got them in our radar, and slowly we can introduce them to other things,” he said.

After his undergraduate days, Hawazi joined the teaching service and continued to be active with 4PM as its Honorary Secretary.

After five years as a teacher, Hawazi joined Malay daily Berita Harian, in 1983.

As his work with BH also involved writing about the Malay/Muslim organisations (MMOs), he felt it was inappropriate for him to continue holding a leadership position in 4PM. “So I left for some time before Izzuddin Taherally (current President of 4PM) called me and said I cannot just leave 4PM totally.

“He proposed I come back as an advisor.

Actually, Izzuddin and I were already discussing regularly issues affecting the community and how 4PM can play a part in tackling those issues. So I agreed and have been advisor ever since!”

Hawazi said 4PM has stood the test of times because the organisation was unafraid to change, was open and accepting to new ideas.

Since the days he joined the organisation, Hawazi said 4PM has produced an environment that is conducive for young people to share ideas, try out new things, make mistakes, learn from them and take on leadership roles.

Much of the credit must go to the management team, headed by Izzuddin, said Hawazi.

“I hope 4PM will continue to embrace the dynamism of youth, to nurture them, guide them and allow them the space to express themselves. They have done well over the past decades in this, and I am confident they will continue to do so in years to come.”

Since the 1980s, Persatuan Persuratan Pemuda Pemudi Melayu (4PM) has understood the importance of expanding its network beyond Singapore, thus helping the organisation’s volunteers develop a global mindset. As globalisation intensified in the 1990s, 4PM enhanced its effort to develop volunteers with a global perspective through various programmes including the International Visitor Leadership Programme (IVLP) in collaboration with the American Embassy in Singapore and the Bas Belia Mabims (BBM) which serves as a platform for youth in the region to discuss about issues of concern to Muslims.

It is important for our volunteers to be exposed to issues around the region and in other countries as well as to develop a global mindset for two reasons; first is to internationalise 4PM by learning through exchanges the best practices of social service organisations in other parts of the world and second is to build up our critical knowledge and expand our network so we can better contribute to our beneficiaries in Singapore.

Partners in 4PM journey

O

VER the years, Persatuan Persuratan Pemuda Pemudi Melayu (4PM) has received tremendous support from many partners without which the organisation would not have been able to provide an effective service to the community.

Support from the government, particularly the Ministry for Social and Family Development (MSF), either through funding, administrative support or guidance has allowed 4PM to develop into the organisation it is today - contributing not just to the Malay/Muslim community but to the Singapore society at large.

Other partners that have supported 4PM’s work include the National Council of Social Service (NCSS), Community Chest and the Office of the Commissioner of Charities.

4PM also has a meaningful working relationship with many other organisations that has allowed the organisation to learn from the best practices in the local social service sector as well as help 4PM better serves its beneficiaries.

These partners include the Institute of Technical Education (ITE), Islamic Religious Council of Singapore (MUIS), YAYASAN Mendaki, the People’s Association and the National Youth Council as well as other Malay/ Muslim organisations.

Commenting on these collaborations, 4PM President, Izzuddin Taherally said: “Such collaborations facilitate inter-agency sharing and promotes healthy exchanges of ideas. Through these partnerships, 4PM is also able to maximise resources in providing our services to the community.”

One of Singapore’s founding fathers in Ophthalmology and Medicine, Dr Robert Loh Choo Kiat’s was a pillar of support to 4PM when he was the President of the National Council of Social Services (NCSS). ERHAPS one of the first organisations to see the importance of preschool education, Persatuan Persuratan Pemuda Pemudi Melayu (4PM) opened its first kindergarten in 1964.

Pioneered by Rohana Kadir, who was then the Programme Secretary of 4PM, the kindergarten quickly became one of the organisation’s key programme.

In those early days, the kindergarten was run by one teaching staff, Radiah Masjor, and had only one class.

In 1977, Radiah retired and was replaced by Azizah Ibrahim. Four years later, in 1981, the number of classes increased to three with a total number of 4 teaching staff, including Azizah, who subsequently retired in 2014.

In 2015, 4PM began providing childcare services. Currently managed

by Afisah Saiuti, as principal, the Childcare Centre has five teaching staff.

ERINA Pari was 21-years-old when she began work as an accounts clerk at Persatuan Persuratan Pemuda Pemudi Melayu (4PM).

Today, she is 53 years old and is still happily working for the organisations - now as an accounts executive.

In four words, Serina summed up her feelings: “I love my job”.

Her love for the job made her the longest serving staff in 4PM, and is one of the 11 full-time staff the organisation employ.

Serina, who holds a Diploma in Business and Human Resource Management from Singapore Human Resources Institute (SHRI), has seen the organisation grow both in size and in stature.

“The activities are more varied now, because we have to continuously evolve to meet the needs of the current generation. More and more young people are also joining us with new initiatives,” she added.

However, it was not only the organisation she saw that grew during her 32 years with 4PM, but she too, grew along with it. For her, it was a journey of personal growth.

“The experiences I have gained are priceless. It has taught me the meaning of life, and exposed me to different forms of humanities. I feel fortunate to have been able to witness all this,” she said.

Reminiscing her experiences in 4PM, Serina feels grateful to have been given a chance to be exposed to many things beyond her job scope.

Back when she started working in the 80s, Serina was involved in 4PM kindergarten’s

educational visits, sports day and graduation day.

She also experienced volunteering at overnight camps organised by the Children Club’s (Kelab Kanak-Kanak).

For Serina, being a staff of 4PM also allows her to contribute back to the community by lending a helping hand in the programmes organised by the organisation.

For example, when the Social and Welfare Department of 4PM was still distributing monthly food rations to the needy in the 80s and 90s, Serina readily volunteered her services.

Best of all about working for 4PM is the different people that she gets to interact with - both within and beyond the organisation.

“The main thing is the people and how they treat you. The people I have met are so special because what brings them together is their desire to serve the community,” said the mother of three.

However, as an organisation that serves the community, she readily admits that her time with 4PM too has had it challenges, including dealing with criticism from some members of the community that the Malay/Muslim Organisations here can do much more.

Nevertheless, she believes in always staying positive and constantly reminding herself that ultimately, what she and everyone else in 4PM is doing is for the community at large, and focusing on the young in the community gives her added motivation to continue to be a part of 4PM..

“What made me last this long is because of 4PM’s focus in developing leadership in our youth.

This focus has given birth to many leaders across all sectors, and for that I am very proud to be associated with 4PM.” 4PM’s longest serving staff, Serina Pari (sitting down) discussing ideas with other staff in the organisation.

Harnessing the power of volunteerism

NE of Mohd Hasni Mohd Hashim’s most satisfying work as a volunteer with the Persatuan Persuratan Pemuda Pemudi Melayu (4PM) is being a part of the development of Project Bestari ITE (bITE).

Mohd Hasni has worn many hats with bITE. He started out organising activities as the programme coordinator before taking on the role of programme In-Charge, camp chairman and camp commandant.

His good work in ensuring the programme run smoothly saw him tasked with the role of vice chairman before being given the responsibility as Chairman in 2007. “bITE is a unique programme that fills a gap that is needed in the community. The objective is to engage youths from ITE, help them stay focus and graduate from the institution with a qualification that can secure them a good job, and with the motivation to continue with their learning.

“This meaningful programme serves as a catalyst to ensure they do not waste the opportunity provided to them for life after school,” said Mohd Hasni.

Mohd Hasni’s relationship with 4PM began in 2000 when he participated in a motivational camp

organised by the organisation while studying for a Diploma in Mass Communications.

He enjoyed his time at the camp and decided to continue contributing as a volunteer.

In 2008, Mohd Hasni was asked to be a part of the Management Committee and since then has held several responsibilities including Assistant Honorary Treasurer and Assistant SecretaryGeneral.

Now, the 36-year-old sits in the Executive Committee as the Honorary Secretary General, and his responsibilities include ensuring the organisation’s objectives and mission remain relevant while providing guidance to staff in their daily operations and targets.

While he has held several key positions in the organisation, it is the simple things that give the father of two the biggest satisfaction.

“It is the grind of volunteer work, going to the ground, being close to the community. That gives me the biggest satisfaction, the best memories.

“For example, when I was engaging ITE students through the developmental activities, I get a real sense of meaning when I witness the changes in their character, how they are more motivated to complete their studies, how they mature and become responsible individuals. That gives me

the satisfaction knowing that our efforts are worthwhile,” he said.

Having been around with 4PM for almost two decades, Mohd Hasni has seen the organisation undergo several changes in order to serve the community’s needs.

But these changes were necessary, he was quick to add.

“4PM has stayed relevant throughout the years by challenging ourselves to produce better and more effective programmes that interest youths today.

“For example, more than 10 years ago, the tuition scheme was designed solely to help students with their studies.

“Today, we embark on mentoring as we aim to build character and develop (students) through befriending and guidance,” said Mohd Hasni.

While he has given much to 4PM over the year, Mohd Hasni said the organisation has given him much more.

“The volunteering experience at 4PM provided me with the opportunity to experience the real work of planning and organising of proposed plans. I learnt to plan and organise. I broadened my thinking skills, strengthened my decision-making abilities and develop my leadership skills. I am grateful for the opportunity 4PM has given me.”

It is the grind of volunteer work, going to the ground being close to the community. That gives me the biggest satisfaction, the best memories.

ERSATUAN Persuratan Pemuda Pemudi Melayu (4PM) has run many programmes over the years, benefitting different sectors of society.

However, there is one programme that gives Dr Mustafa Izzuddin the greatest satisfaction.

To him, seeing the countless Institute of Education (ITE) students who benefitted from 4PM programme reinforce in him the reason why he volunteers with organisation.

“I cherish the moments I witness how ITE students - who have gone through our programme - do well for themselves professionally and personally despite their humble beginnings and early setbacks in life. As a matter of fact many are contributing back to society,” said Dr Mustafa.

He added: “I feel 4PM has contributed significantly to changing the negative perception of society towards ITE students, and spurring them to push on and excel in their studies and in life.

“Many of them have become leaders in their own right, including at 4PM, and have never forgotten what 4PM has done for them.”

For Dr Mustafa personally, 4PM too has been a significant part of his life.

A student of the association’s kindergarten in the early 1980s, he later became a volunteer at the age of 16, after being influenced by his father, Izzuddin Taherally, the current president of 4PM. After graduating from the National University of Singapore (NUS) in 2005, Dr Mustafa, who holds a PhD in International Relations and Affairs from the London School of Economics and Political Sciences, was then roped in to be part of 4PM’s

management committee.

He now serves as 4PM’s Assistant Honorary Secretary General.

Recalling his time with the organisation, the fellow at the ISEAS-Yusof Ishak Institute said: “I started out teaching students from low income families through a 4PM initiative called the Student Support Programme.

“I was later the Chairman of the Project bITE (Bestari ITE) and then Chairman of the Awards committee.”

It was during his chairmanship of Project bIT E that 4PM won the Singapore Youth Award.

Over the years that he has been involved with 4PM, Dr Mustafa said the organisation has gone through various changes.

For instance, 4PM has been working more closely with schools and putting a lot more effort in developing the Malay/ Muslim youths.

“We take pride in being the organisation that gives the most number of opportunities for Malay/ Muslim youths to develop themselves, that is also why many of our initiatives at 4PM are bottom-up youth-driven,” he added.

While the organisation is unafraid to go into ‘unchartered territory’, Dr Mustafa pointed out that 4PM has been consistent in one of its founding mission of preserving and promoting the Malay language.

Nonetheless, he feels there is much more the organisation can do, not just for the community but for the country.

“I foresee 4PM going regional and play a role within ASEAN, and in the process, become a fine ambassador for Singapore.”

I started as a volunteer in 4PM's befriending program after graduating from university as I wanted a way to contribute back to the Malay community. The thing about volunteering in the befriender programme is the indescribable feeling you get when you see how the effort you put in has benefitted the beneficiaries. At the same time, you realise that it not only benefit them but it benefits you as well as you gain valuable skills at the same time.

Privileged to be part of 4PM

In the years ahead, my hopes for 4PM is that it will continue to play a significant role and be an organisation that is forward-looking, with an emphasis on youth.

It is that belief that continues to drive Syed Faisal Syed Ismail to contribute to the Singapore Malay/ Muslim community through the Persatuan Persuratan Pemuda Pemudi Melayu (4PM).

First introduced to 4PM in 1999 when he was still in junior college, Syed Faisal is now the organisation’s Vice President I. Reminiscing his experience with 4PM, Syed Faisal, 36, said he joined the organisation while he was still studying at Tampines Junior College.

After completing his GCE ‘A’ levels and while doing National Service (NS), he was called back to help organise a debate competition.

“I helped as the chairman, came up with motions for the debate and it was from there that I started to know 4PM better and fell in love with its programmes,” said the father of two.

Beyond the debate competition, Syed Faisal also contributes his time and energy in a range of other activities organised by 4PM. In 2004, he was the host for Projek Rentak Remaja, and in 2006, he was invited to became a mentor in the PODZ programme.

The programme help residents from the Boys’ Home to reintegrate back into society and the education system upon their release.

The following year, Syed Faisal was given the responsibility of chairing the Ramadan On Wheels (ROW) programme.

“The longer I got to know 4PM, the bigger the trust and responsibilities I was entrusted with. And this gives me a sense of ownership. I feel I cannot disappoint, that I got to do more and contribute more.”

It is the desire to give back to the community that propels the Head of Department (Humanities) teacher to continue dedicating his time and effort in 4PM. “Sometimes we realise that when we have achieved something, it is not only because of our hard work but because of the motivation from our community as well.

“Why I choose to continue contributing to 4PM is due to several factors but the main one is we are like a family. 4PM is a very humble organisation.

We do a lot for various groups in the community without much fanfare. Everything we do, we do for the community. We serve without expecting anything in return,” he added.

Syed Faisal added the programme run by 4PM has undergone many changes to suit the needs of the community since he first joined the organisation in 1999. And he is confident that the organisation will continue to evolve as challenges change and becomes more complex.

“We have to continuously change and be relevant while staying consistent to our objective of improving the socio economic standing and educational attainment of the community,” he said.

4PM is like family

I

T was a simple programme to assist disadvantaged families during Ramadan, but it turned out to be the inspiration that a 25-year-old needed to take that first step to contribute actively to the community.

Nassar Mohamad Zain was impressed at how the Ramadan on Wheels (ROW) programme not only provided practical help to beneficiaries but also galvanised a community to be part of the giving process.

A decade on, Nassar, said ROW still excites him the same way it did when he was first introduced to the programme.

Unlike many other programmes organised during Ramadan, ROW offers something different and unique, he said.

“Every Ramadan it is common for people and organisations to hand out food rations and also money. But at 4PM, ROW not only gives out cash vouchers which allows them to customize spending based on individual needs but also empower them with relevant skills such as financial planning during ROW workshops.

“That was something refreshing and it attracted me to 4PM.” Nassar started out as a facilitator in the ROW programme back in 2008. He then became a member of the executive committee for five years, up till 2013.

Now, he holds the position of Naib Yang DiPertua II of 4PM a position that comes with big responsibilities.

Reshaping the Akademi Bahas was one of them.

One of the things he did was to focus on the developmental progress of the debater, especially those from secondary schools.

“Previously there was no structured programme after they took part in the debate. I feel it is important for the students to be guided.

“This is because they are at the stage where they can return to their alma mater to be volunteer mentors, and then when they go on to university as an undergraduate they will contribute as a judge or organizing committee member for the debate competition - I call this the life cycle of a 4PM debater!” he said excitedly, referring to himself as an example. He was part of the Bahas 4PM champion team for Temasek Junior College in the year 2000.

Even though his primary focus is on Akademi Bahas (Debate Academy), Nassar is also involved in other projects and work of 4PM. The Masters of Architecture graduate from the National University of Singapore (NUS) uses his talents to contribute to 4PM’s childcare centre, PLAYscapes @ 4PM. Asked what keeps him motivated to continue contributing to 4PM, he answered quite simply: “I find joy in volunteering and seeing others volunteer for the community, and having fun while they are at it.

“There is also a certain closeness among us in 4PM, that can really be felt. Our friendship is very strong. We are like a big 4PM family,” he added with a smile.

UCH of who he is today he owes to 4PM. From an introverted young man who had little faith in his own abilities, Abu Bakar Sidiq Aslam now serves as Vice-President III of the organisation that has nurtured him to be a mature, confident young man that he is today.

“I used to not have the confidence to even speak in a group setting, but now I can even give speeches in public. All thanks to 4PM,” he said.

When he was 18 years old and a fresh graduate of the Institute of Technical Education (ITE), Abu Bakar became one of youngest in Persatuan Persuratan Pemuda Pemudi Melayu (4PM) management committee, which consisted mostly of university graduates.

“I was honoured, but honestly scared!” he recalled.

The 30-year-old, who is a proud father of a baby girl added: “It is a big responsibility and among the university graduates, I doubted how I can contribute.

“But Izzuddin Taherally (President 4PM) spoke to me and told me that he believed in me, that I have the potential to lead. I could not let him down.”

It was the just boost he needed and it continues to spur him on to serve till today.

Not only has he grown as an individual but the organisation too has developed, said Abu Bakar.

celebrated 70 years of formation and still remain as relevant as ever to the community.

The organisation, he explained, was able to remain relevant and an important institution because it was always ready to fill a need in the community, and it has now find its ‘niche’, he said, in youth development particularly in engaging students from ITE. Abu Bakar pointed out that 4PM decided to engage and develop programmes for ITE students when they saw a pressing need in the community.

“There were not many players in the Malay social service sector who are looking at the developmental programme, 4PM saw this, analysed the situation and felt we needed to fill this gap.”

The unique approach of 4PM, according to Abu Bakar, is that in every programme, the organisation will also take the opportunity to provide a platform to their young volunteers to develop their leadership, management and organisational skills..

“That is the reason we have a strong youth core,” he added.

Part of Abu Bakar’s responsibilities now includes guiding these young leaders as well as looking out for potential future leaders for 4PM. However, he still enjoys the ‘grind’ of volunteer work.

“Going house to house during Ramadan on Wheels (ROW) for example, I look forward to meeting the beneficiaries and listening to their story. I feel this engagement is very meaningful and is what keeps me grounded, humble and motivated to continue serving,” he said.

ORE than a decade ago, Siti Zulriah Mohd Rahmat started mentoring a group of Institute of Technical Education (ITE) students under Persatuan Persuratan Pemuda Pemudi Melayu (4PM) Project bITE (Bestari ITE) programme.

Today, she is still in touch with a number of them as mentor and mentee continue to engage and develop a special relationship that will last a lifetime.

Siti Zulriah, 33, a former student of ITE herself, got involved with 4PM after taking part in the programme as a participant of Project bITE while still in school.

Project bITE is a holistic programme dedicated to ITE students with the aim of talents and values such as independence and lifelong learning.

“I signed up as a 4PM volunteer after I experienced the benefit of the programme. I felt I needed to contribute back.

“By volunteering too, I got to develop myself.

I was once very shy and lack confidence, but volunteering with 4PM and interacting with other youth has given me the opportunity to build up my confidence.

“I hope to be able to do the same for other youth,” said Siti Zulriah, a graduate in Multimedia Technology from ITE Macpherson who now holds a Diploma in Multimedia and Infocomm Technology from Nanyang Polytechnic (NYP).

tutor, teaching primary school children under the Light Your Future progamme in 2004.

She was also involved in Project bITE for close to 13 years besides helping out in 4PM’s signature programme, Ramadan On Wheels (ROW).

She is now a member of the Community Engagement Committee (CEC) and this year, she was involved in organising 4PM’s Flag Day and Volunteers’ Welcome Tea. Her work as a volunteer was recognised when she received 4PM’s Outstanding Service Award (Anugerah Jasa Bakti) in 2014 for her contributions as a volunteer for more than eight years.

Siti Zulriah is also a recipient of National Youth Council’s Most Inspiring Mentor Award in 2012.

The information technology trainer ia also a mentor to a group of youths at risk under the Podz Youth Mentoring Programme conducted by NYC. However, while such acknowledgement of her volunteer work is nice, it is not what drives her to continue the work - despite having to juggle a career and family commitments.

“I feel excited, energised, when I get to meet and communicate with volunteers including those from other associations. And through the programme and activities with 4PM, I get to witness first hand how these have benefitted the youth. That is what drives me,” she said.

She added: “But its not all one-way. Volunteering also helps build my leadership skills because I am given the chance to lead. I get to use the knowledge and skills gained in my full-time job. Thus, I will not stop doing volunteer work for as long as I can.”

Investing in the young Over the years, Persatuan Persuratan Pemuda Pemudi Melayu (4PM) has carved out a niche for itself in providing a muchneeded service to students from the Institute of Technical Education (ITE). Key to this is the BESTARI ITE programme or bITE which has benefitted more than 24,00 ITE students. 4PM also runs the Frenz Mentoring Programme which aims to develop character and ensure ITE students complete their tertiary education.

Besides these initiatives, 4PM also runs the

Minister for Social and Family Development Desmond Lee attending the FRENZ graduation in 2018.

Remaja Resilien programme which gives young people the opportunity to exercise leadership, build skills and explore interests.

Beyond the numbers, the impact of the programme on the students has been immeasurable. The hardwork and dedication of 4PM youth volunteers were appreciated during last year's Tribute to Volunteers attended by Finance Minister Heng Swee Keat.

ROWING up in a low-income family, Mohammad Abdul Razak Zulkiflee, was once a participant of Persatuan Persuratan Pemuda Pemudi Melayu (4PM) tuition scheme when he was in primary school.

It was from there that the desire to lend a helping hand to the needy sparked within him, and at the age of 13, he became a volunteer for 4PM’s Ramadan On Wheels (ROW) programme.

Thereafter, as a student at Institute of Technical Education (ITE) College West where he studied for a Nitec certificate in fitness training, he began to be actively involved in the Remaja Resilien programme - an initiative to provide troubled youth with a platform to channel their energy and talents to a good cause.

At the same time, he was also active in Project bITE (Bestari ITE), and is currently a member of the Community Engagement Committee (CEC).

“4PM always empowers youth regardless of their background. The organisation allow us to lead and be creative, as long as it benefits the community. The trust that is given to youth while also guiding and nurturing them is something that I appreciate as a volunteer of 4PM.” Through volunteering with 4PM, Mohammad Abdul Razak also picked up useful skills including communicating and working with people from different backgrounds.

caseworker at voluntary welfare organisation, Muhammadiyah Association, was able to be part of several high-level overseas programmes including the National Youth Council (NYC) and United States Agency for International Development (USAID).

“The overseas programmes have helped widen my perspective and made me a more conscious global citizen. I would not have gotten such exposure if it is not for the work I do with 4PM,” he added.

Such overseas trip helped to widen his perspective and the sharing of ideas with other social activists from around the world has enabled him to introduce new things to the work he does at 4PM. “I saw how youths from different countries in Asia have the same passion to help those in need, but their contributions go beyond their community but they also extend meaningful help to people in this region through programmes such as the ASEAN youth volunteer programme.

“Thanks to 4PM, I was fortunate to have been part of that amazing programme and the experience has left an impact on me until today,” said the eldest child amongst four siblings.

Viewing his experience as a volunteer to be one that is precious, he advises those who have the passion to be a volunteer to do it with an open heart and mind.

“Be ready to do activities that are beyond your comfort zone. Being a volunteer is an enriching and humbling experience,” said Mohammad Abdul Razak.”

In July 2018, Persatuan Persuratan Pemuda Pemudi Melayu (4PM) held a gala dinner to celebrate its 70th anniversary.

Graced by Guest-of-Honour, President Halimah Yacob, the event saw several dedicated volunteers of 4PM receiving the Augerah Jasa Bakti Cemerlang.

A diehard fan of Liverpool Football Club, Izzuddin in his speech cited the club’s motto - You will never walk alone, with 4PM - as words of encouragement to volunteers. In jest, he also shared his other message that Liverpool will be crowned champions under current coach Jurgen Klopp.

About the authors

Nazri Hadi Saparin is Assistant to Editor of the Malay-language daily Berita Harian where he supervises a team of dedicated local news journalists. A Mass Communications graduate of Curtin University of Technology, Australia, Hadi has been a journalist for over a decade. His love for journalism was inspired by his father, who was former Sports Editor of the same newspaper.

He is married to Julianawarti Jumali, a principal consultant at the Ong Teng Cheong Labour Leadership Institute. They have two young boys.
