‫ﻭﺘﺤﺘل ﺍﻟﻤﻭﺍﺼﻼﺕ ﺍﻟﻌﺎﻤﺔ ﺍﻟﻨﺴﺒﺔ ﺍﻷﻜﺒﺭ ﻓﻲ ﺭﺤﻼﺕ ﺍﻟﺫﻫﺎﺏ ﻟﻠﻌﻤل ﺤﻴﺙ ﺘﺸﻜل ‪ %61‬ﻤﻥ ﻤﺠﻤل‬ ‫ﻫﺫﻩ ﺍﻟﺭﺤﻼﺕ‪.‬‬ ‫ﻭﻗﺩ ﻤﺭﺕ ﺴﺎﻥ ﻓﺭﺍﻨﺴﻴﺴﻜﻭ ﺒﺴﻨﻭﺍﺕ ﻋﺩﻴﺩﺓ ﻤﻥ ﺍﻟﺨﺒﺭﺓ ﻓﻲ ﻤﺠـﺎل ﺍﻟﺘﺨﻁـﻴﻁ ﺒـﺩﺀﺍ ﻤـﻥ ﻋﻤـل‬ ‫ﻤﺨﻁﻁﺎﺕ ﻋﺎﻤﺔ ﻋﺎﻡ ‪ 1937‬ﻭﻤﺭﻭﺭﺍ ﺒﺈﻨﺸﺎﺀ ﻫﻴﺌﺔ ﺘﺨﻁﻴﻁ ﻓﻲ ‪ 1942‬ﻭﺤﺘﻰ ﺍﻵﻥ‪ .‬ﻭﻗﺒل ﺍﻟﺤـﺩﻴﺙ‬ ‫ﻋﻥ ﺍﻟﻤﺨﻁﻁ ﺍﻟﻬﻴﻜﻠﻲ ﺘﺠﺩﺭ ﺍﻹﺸﺎﺭﺓ ﺇﻟﻰ ﺃﻥ ﻤﺨﻁﻁ ﻤﻭﺍﺼﻼﺕ ﺴﺎﻥ ﻓﺭﺍﻨﺴﻴﺴﻜﻭ ﻴﻌﺘﻤـﺩ ﺴﻴﺎﺴـﺔ‬ ‫ﺍﻟﺘﺭﺍﻨﺯﻴﺕ ﺃﻭﻻ ﺇﻀﺎﻓﺔ ﺇﻟﻰ ﺍﺴﺘﻌﻤﺎﻻﺕ ﺍﻷﺭﺽ ﻓﻲ ﺍﻟﻤﺨﻁﻁﺎﺕ ﺍﻟﻌﺎﻤﺔ‪ .‬ﻭﺘﻌﺘﻤﺩ ﻫﺫﻩ ﺍﻟﺴﻴﺎﺴﺔ ﻋﻠـﻰ‬ ‫ﺍﻟﺘﺄﻜﻴﺩ ﻋﻠﻰ ﻜل ﻤﻥ ﺍﻷﻤﻭﺭ ﺍﻟﺘﺎﻟﻴﺔ‪:‬‬ ‫‪ .1‬ﻨﻭﻋﻴﺔ ﺍﻟﺤﻴﺎﺓ ﻭﺍﻻﻗﺘﺼﺎﺩ ﺍﻟﺠﻴﺩ ﻟﻠﻤﺩﻴﻨﺔ‪.‬‬ ‫‪ .2‬ﺃﻥ ﺍﻟﻬﺩﻑ ﺍﻷﻭﻟﻲ ﻟﻨﻅﺎﻡ ﺍﻟﻤﻭﺍﺼﻼﺕ ﻫﻭ ﺘﺄﻤﻴﻥ ﺍﻟﺤﺭﻜﺔ ﺍﻵﻤﻨﺔ ﻭﺍﻟﻔﻌﺎﻟﺔ ﻟﻸﻓﺭﺍﺩ ﻭﺍﻟﺒﻀﺎﺌﻊ‪.‬‬ ‫‪ .3‬ﺍﻟﻨﻘل ﺍﻟﻌﺎﻡ ﺒﻤﺎ ﻓﻴﻪ ﻤﻥ ﺴﻴﺎﺭﺍﺕ ﺃﺠﺭﺓ ﻭﺒﺎﺼﺎﺕ ﺼﻐﻴﺭﺓ ﻫﻲ ﺒﺩﻴل ﻤﻭﺍﺼﻼﺕ ﺍﻗﺘﺼﺎﺩﻱ ﻭﺒﻴﺌﻲ‬ ‫ﺠﻴﺩ‪ ،‬ﻭﻓﻲ ﺴﺎﻥ ﻓﺭﺍﻨﺴﻴﺴﻜﻭ ﺘﻌﺩ ﺍﻟﻤﻭﺍﺼﻼﺕ ﺍﻟﻌﺎﻤﺔ ﻭﺍﻟﺩﺭﺍﺠﺎﺕ ﻭﺍﻟﻤﺸﻲ ﺒـﺩﺍﺌل ﻤﻤﺘﻌـﺔ ﻟﻠﺴـﻔﺭ‬ ‫ﺒﺎﻟﺴﻴﺎﺭﺍﺕ ﺍﻟﺨﺎﺼﺔ‪.‬‬ ‫‪66‬‬
