Community Profile
Hot Springs is often referred to as the Southern Gateway to the Black Hills, especially considering it is the destination point for many travelers coming from surrounding states like Nebraska, Wyoming and Colorado.
The town of just over 3,600 people serves as the seat of Fall River County, located in the far southwestern corner of South Dakota. With rolling plains to the south featuring irrigated farmland as well as cattle ranching, and the beautiful Black Hills just to the north, Hot Springs is well-known for its diversity.
While tourism plays a considerable role in its history as well as today, the town is much more than a seasonal hot spot for fun and relaxation — Hot Springs is a year-round community with a Chamber of Commerce that features well over 240 proud business members. Together, they help make the town self-sustaining by offering nearly everything one would want from a hometown.
Climate
With the highest average annual temperature at a comfortable 64 degrees, Hot Springs is one of the warmest cities in the state. Our average median temperature, averaging highs, and lows are 48.6 degrees. An average year will see 17.5 inches of rain and nearly 27 inches of snow. During the winter, the prevailing wind comes from the northwest, but switches in the summer to the southwest. We are at 3,448 feet above sea level.
Population
The estimated 2025 poplution of Hot Springs is 3,609 people, making it the state’s 23rd largest city. Fall River County has an estimated population of 7,359, which also includes the communities of Edgemont, Oelrichs, Oral, Smithwick as well as a growing population of residents around Angostura Reservoir.
Government
The city of Hot Springs has a Mayor, City Administrator, and eight City Council members, representing four wards. Each

Fall River County has a Board of five atlarge Commissioners, each of whom is elected to a four-year term. The county’s website is fallriver.sdcounties.org.
The Hot Springs Police Department has seven full-time and two reserve officers and the Hot Springs Fire Department is made up of approximately 40 volunteers. Law enforcement outside of the city limits is handled by the Fall RIver County Sheriff’s Department.
Community Facilities
Hot Springs is home to 22 churches, approximately 450 lodging rooms, 4 Bed & Breakfast Inns, 6 Banquet Rooms, 5 Caterers, 11 Meeting Rooms, and 1 Entertainment Convention Center, The Mueller Civic Center. With a seating capacity of 401 in the Theater, 1,250 in the Auditorium, 80 in the Conference Room, and 150 in the Annex, the Mueller Center is home to a variety of community functions throughout the year. The Hot Springs Post 71 American Legion also has a large hall where community functions and fundraisers are often held.
Recreation
Hot Springs boasts five city parks, many of which contain playground equipment and picnic shelters. Butler Park, located near the library, features six ballfields, (baseball, soccer, and softball), a tennis court, a pickle ball court, a basketball court, horse shoes and an outdoor volleyball pit as well as a skateboard park. There is also a 9-hole disc golf course under development. In addition, there is a challenging 18-hole public golf course, a bowling alley, a miniature golf course, an indoor swimming pool (Evans Plunge), miles of walking trails, and more than 40 active clubs and organizations. There is also a rifle shooting range northeast of town and a trap shooting range southeast of town.

Education
The Hot Springs Public School District serves PK-12th grade. Total enrollment for school year 24-25 was 691 students: 284 students are at the elementary level, 190 at the middle school, and 217 at the high school level. Private schools include Bethesda Lutheran Church and School which enrolls Prek-5th grade students and offers childcare services. The current enrollment at Bethesda Prek-5th grade is 30 students with 3 full time teachers. Bethesda’s childcare is DSS licensed.
For higher education, there is Cornerstone Bible Institute, which was founded in 1993 and trains students for ministry.
The Boy & Girls Club of Hot Springs (7458000) is open year-round five-days-aweek and offers an after-school program.

Hot Springs is the home of Wind Cave National Park
Wind Cave National Park is located only miles north of Hot Springs. With a variety of ranger-led cave tours offered below ground as well as more than 30 miles of hiking trails on the surface, the park is a place of endless adventure.
Wind Cave dates back 320 million years, making it one of the world’s oldest caves. Wind Cave has one of the largest displays of boxwork, a fragile lattice formation made of calcite that adorns the cave walls and ceilings. Other rare formations contained in the cave include frostwork, popcorn, and helictite bushes—all whose
names are suggestive of their looks.
The first documented people to locate the cave were brothers Jesse and Tom Bingham, who in 1881 heard strange whistling sounds emanating from the ground. The sounds drew them to a hole, which they then showed to others.
Wind Cave is now the sixth longest cave in the world. In the more than 140 years since the cave’s discovery, cavers have explored and mapped over 160 miles of the cave’s complex system. For historical perspective, when the National Park Service officially began managing Wind Cave in 1903, fewer than 10 miles of cave were known. By 2001, that number had increased to 100 miles. In 2019 the park celebrated surpassing 150 miles of mapped passageways, and in 2022, more than 160 miles. The total length of the cave currently sits just below 170 miles.
Though the park is better known for its miles of explored underground passages, visitors can also explore Wind Cave above the ground, in one of the nation’s lushest and most pristine prairie grasslands. Here exists an incredible prairie ecosystem

and ponderosa pine forest that includes a diverse mix of wildlife roaming freely throughout the park’s 33,971 acres.
Just before the busiest part of the tourist season in 2024, the park’s tours were suspended for nearly a year while the cave’s entire elevator system was replaced and modernized. Thankfully in January 2025 the park announced that cave tours had resumed for all to enjoy.

Community celebrating a new downtown!
In addition to the work that was recently completed on Wind Cave’s elevator, the community of Hot Springs is also now celebrating the completion of a three-year downtown reconstruction project which replaced more than two miles of concrete surfacing of U.S. Hwy. 385 as well as curb/ gutter and underground utilities.
One of the projects most anticipated and unique aspects was the construction of a 400 yard long suspended sidewalk that runs along North River Street, across from Centennial Park. The new walkway overlooks Fall River and also includes a pair of pedestrian bridges which brings people to the Freedom Trail, waterfall and Kidney Springs gazebo. This new centerpiece of Hot Springs’ downtown area promises to become a hub of new activity while also emphasizing the already important aspects of Centennial Park which plays home to such events as the Main Street Arts & Crafts Festival in June, weekly Farmer’s Markets from June to October and the Fall River Hot Air Balloon Festival’s Night Glow and other events.
A new series of events planned for this summer in Centennial Park is the Rockin’ Riverside Summer Concert Series that will feature live music primarily on the first and third Saturdays of each month in June, July and August. See page 28 for a full listing of the concert schedule.
The new suspended sidewalk along North River Street spans a 1/4 mile from the Jennings Avenue bridge to near the Kidney Springs gazebo. The walk, located across from Centennial Park, overlooks Fall River, the waterfall and the Freedom Trail.
One of the highlights of this year’s 10th annual Fall River Hot Air Balloon Festival will be the Night Glow, which takes place next to Fall River between Centennial Park and the new suspended sidewalk.
In the autumn of 1881, Dr. R.D. Jennings, an Ohio-born physician who came to Dakota Territory in the 1870s, traveled to the Minnekahta Valley and immediately obtained the title to the site where “hot, crystal-clear water flowed from the living sandstone to fill a large basin that had been carved into the shape of a moccasin.” There he operated the town’s first bath house, the present-day location of Moccasin Springs Natural Mineral Spa, which has been welcoming visitors since 2019.
In 1890, “public-spirited capitalist” Fred T. Evans began construction of Evans Plunge (known then as the Plunge Bath), which was “the world’s largest enclosed natural warmwater swimming pool at the time.”
Evans Plunge, considered the first manmade tourist attraction of the Black Hills, officially opened in May of 1891. Since 2013, Evans Plunge Mineral Springs has been owned by the City of Hot Springs.
The quiet and peaceful Minnekahta Valley then went from a few scattered homesteader cabins to a health resort destination. Soon the downtown area boasted architecturally unique sandstone buildings. Among some of the new attractions of the bustling city
It’s All About The Water!
Humans have made the Hot Springs area their home for centuries because of one valuable resource: WATER . It is an oasis in a region that was once labeled as the “Great American Desert.”
It has been reported that for thousands of years, many different Native American groups utilized the natural warm springs in the Vale of Minnekahta. In the more recent past, the Cheyenne and Lakota bathed in “the valley of the healing waters,” and the area is known as wiwila kata (warm springs) in the Lakota language.
The waters of Hot Springs were first officially documented in 1875 by a U.S.
government scientific expedition led by Walter P. Jenney, a geologist. Lt. Col. Richard Irving Dodge accompanied the surveying party and wrote in his journal: “Suddenly a fine large stream… springs from the bottom of the gorge… this stream is called by the Indians Minne-catta, or Warm Water Creek, the temperature of the water where it bursts from the ground being entirely too warm for drinking purposes.”

Yet major settlement and development of what is now Hot Springs did not occur until years later when Dr. Rudolphus D. Jennings traveled to the Minnekahta Valley.
for health-seekers and tourists were the Minnekahta Bath House and Hot Springs Hotel (built in 1886 by the Dakota Hot Springs Company; present site of Moccasin Springs), Gillespie Hotel (1890), Stewart Bath House (1891), Evans Hotel (1892), Siloam Bath and Plunge (1893), and Battle Mountain Sanitarium (1907). The local newspaper once proclaimed: “Hot Springs is the resort of the northwest. Hot Springs should be [the] resort of the world.”
The now lively city benefitted from nationwide tourism campaigns as well as increased accessibility. Not one but two railroads decided to connect Hot Springs to the outside world, with the Fremont, Elkhorn and Missouri Valley rails (via Buffalo Gap) completed by 1889 and the Chicago, Burlington and Quincy by 1890 (via Edgemont). The completion of these railroad lines “became a significant turning point in the long-range success” of the city.

Throughout the city, there are many original sandstone and other architecurally unique historic buildings which have helped make Hot Springs famous. Murals
The Cultural Development Organization made possible many murals in the community. From the “Reflections” mural on the side of Evans Plunge to the “Spirit of the Springs” mural next to the Police Station (above), there are a total of 8 large murals currently in town, with plans for more to be painted in the future.
Works of Art
In addition to the murals, there are also a few downtown businesses which specialize in artistic endeavors including The Art House (pictured), Blue Horn Gallery, Fall River Fibers and Chautauqua Artisans Market, to name just a few.
Kidney Springs
Kidney Springs offers the opportunity to drink from a natural warm mineral spring under the wooden gazebo. Water is safe to drink. Stand in the conductor’s spot in the bandshell nearby and say something aloud for a surprise!
Fall River Freedom Trail & River Walk Waterfall
An approximately one mile-long paved walking path is located along beautiful Fall River in downtown Hot Springs. Start at either Kidney Springs or at the Mueller Civic Center and enjoy the community the best way -- on foot!

Cascade Falls
Located 9.5 miles south of Hot Springs on Hwy 71, Cascade Falls is a US Forest Service operated picnic and swimming area. Springfed from water originating at Cascade Springs.

Cottonwood Dams

Biking on the Mickelson Trail
The George S. Mickelson Trail is a 109-mile bike trail that cuts through the heart of the Hills from Edgemont to Deadwood The Minnekahta Trailhead is located approximately 12 miles west of Hot Springs on U.S. Hwy 18.

The Mammoth Site
This is a nonprofit organization dedicated to the mission of preservation, research, and interpretation of the late Ice Age record found at the site in Hot Springs. It is the world’s largest mammoth research facility and one of the top fossil interpretive sites in North America, which attracts more than 100,00 visitors annually. Over 60 mammoths (58 Columbian, 3 woolly) have been unearthed, along with at least 87 other Late Ice Age animals. This ancient bone bed was discovered in 1974 and is still being unearthed with annual digs. A must-see educational opportunity for adults and children alike! Your ice age journey begins with a 10 minute high-definition video that sets the stage for your 30-minute guided or self-guided tour. Ask about their Junior Paleontological dig for kids!
Black Hills Wild Horse Sanctuary
Black Hills Wild Horse Sanctuary is a non-profit organization that provides and maintains a permanent private home for America’s unwanted wild Mustangs. The goal of saving the American Wild Mustang also includes the preservation of endangered wild horse bloodlines of the resident mustang bands. Pioneer Museum Hot Springs Public Library
Contains exceptional artifacts and memorabilia documenting history of Southern Black Hills displayed in a historic three-story 1890’s sandstone schoolhouse overlooking downtown Hot Springs.

World Fossil Finder Museum
This museum first opened in 2020 and focuses on science, humanity & educating about fossils world-wide. Displays include several first fossil discoveries of both dinosaurs and Ice Age mammals, including “Debby Sue,” the largest Tylosaurs ever found in South Dakota (pictured). Earlier this spring, the museum unveiled a fully constructed fossilized bison skeleton.
Evans Plunge Mineral Springs
The Black Hills’ oldest attraction, a natural warm mineral water pool built over several warm water springs. Water slides and games, health club and gift shop. Indoor pool is 200 x 50 ft. and up to 5 ft. deep with a volume of 500,000 gallons of water, fed by 13 springs at an average of 87 degrees, year-round.
Miniature Golf & Bowling
Your family is sure to enjoy the town’s 18hole miniature golf course called Black Hills’ Putt-4-Fun, located adjacent to the Hills Inn motel. Or if indoor fun is more your style, check out Winner’s Circle Lanes & Games bowling alley, which offers a casino and restaurant as well.

Located northeast of Hot Springs. fish for Rainbow Trout (no license required!) and see how trout are raised to supply restaurants, lakes & streams across the country.

The City of Hot Springs boasts several parks with one of the most popular being Chautauqua Park (pictured) located just to the northwest of Evans Plunge. Many of them offer a playground equipment, picnic areas, swimming, horseshoes, basketball and more!
Hot Air Balloon
Rides
The Fall RIver Hot Air Balloon Festival takes place the fourth weekend of August each year, but your family’s chance to ride in a hot air balloon is a near year-round opportunity. Western Horizons offers unique flights in the Southern Black Hills, with launches from either the Hot Springs Airport or The Mammoth Site.
Historic Hot Springs Theatre
Built in 1929, the historic downtown theater features a brand-new digital projector, sound system and several other upgrades, including a uniquely-painted façade. Movies are shown Friday, Saturday and Sunday at 7 p.m., also with a 2 p.m. Sunday matinee.

Soak in the Architecture!
The primary founders of Hot Springs had come to the Black Hills of Dakota during the gold rush of the late 1870’s. The town was developed as a warm-water resort at the southern end of the Black Hills in an area containing about 75 warm-water, mineral–rich springs. With the pursuit of health and enjoying the warm mineral springs in mind, Hot Springs was unique in the region and attracted visitors from around the globe.
Sandstone was the bulding block of Hot Springs and from 1886 to the mid 1930s, there were 27 sandstone quarries in the area. Sandstone, which comes in a variety of colors including white, pink and tan, was shipped from here to six Midwestern states, with many important buildings built from the local stone, including the Omaha Public Library in Nebraska and the Franklin Hotel in Deadwood.
Battle Mountain Sanitarium
Originally built in 1907 as one of the first National Soldier’s Homes, it was the only home that was intended for short term healthcare instead of long term care, making it the oldest national veterans hospital in America, pre-dating the Department of Veterans Affairs, which now operates a hospital, domiciliary, and museum.
S.D. State Veterans Home Union Depot Visitors Center
Originally built in 1889 for veterans of the Civil War, the current facility is operated by the State of South Dakota, serving retired veterans and their spouses. The building pictured above is still in usa, along with a new state-of-the-art State Veterans Home, constructed in 2016.
An original railroad train depot built in 1891 and made of sandstone, it is located at 630 N. RIver Street, and is now where you’ll find all the information you need on the Hot Springs area or the Black Hills by stopping in! Free Wi-Fi for visitors. Operated by Hot Springs Chamber of Commerce through tourist season.

The Veterans Town
Hot Springs is known as the state’s official Veterans Town, thanks to its long history of caring for America’s Veterans. The community features two well-known veterans care facilities including the Michael J. Fitzmaurice State Veterans Home (2500 Minnekahta Avenue) as well as the Hot Springs VA Medical Center (pictured on right). In addition, the community also has a very active American Legion family which hosts numerous veterans-related activities year-round. The Hot Springs Chamber of Commerce this year is also kicking off a new Salute To Valor celebration to be held over Memorial Day Weekend.
Shopping, Food & Refreshments
Whether its an iced specialty coffee, a one-of-akind hamburger or an unique handmade keepsake, downtown Hot Springs will likely have whatever you’re looking for. With the downtown reconstruction project now completed, there should be plenty of parking. The Mammoth Site was discovered by Phil Anderson in 1974 when the area was being developed for housing. He then sold all the lands at his cost to the newly formed NonProfit for scientific study and public education. It is now 1 of only 2 accredited museums in the Black Hills, and 1 of only 5 in the state of South Dakota.
Now 18 holes, Southern Hills Golf Course was once named the “Best 9-hole Golf Course in North America” by Golf Digest magazine.It expanded to 18 holes in 2005 and, at just under 6,000 yards, it is still considered one of the best places to play golf in all of South Dakota.
The indoor pool at Evans Plunge is fed by 13 naturally-warm springs which make it a fresh pool every 90 minutes, as it recycles itself 16 times per day at a rate of 5,000 gallons per minute.
The Pioneer Museum located on a hill in the center of town was built in 1893 and served as an elementary school until 1961 before being repurposed into the museum. Built of local sandstone, teamsters unloaded rock from railroad cars and hauled it up the hill.
Angostura Reservoir was created on the Cheyenne River when the dam was built from 1946 to 1949. While the dam’s main purpose is to store water for the irrigation of more than 12,000 acres of ag lands, it has become one of the most popular lakes in the Black Hills for recreational purposes as well.
The geothermal springs which feed Evans Plunge keep the water in the pool at 87 degrees Fahrenheit (31 degrees Celsius). The main pool is 200-feet x 50-feet with a depth of up to 5 feet.
The Mammoth Site boasts the largest concentration of mammoth remains left in situ in the world, which currently includes 61 mammoth so far. There have also been 87 other Ice Age species found at the site.
Sandstone was the bulding block of Hot Springs and from 1886 to the mid 1930s, there were 27 sandstone quarries in the area. Sandstone, which comes in a variety of colors including white, pink and tan, was shipped from here to six Midwestern states, with many important buildings built from the local stone, including the Omaha Public Library in Nebraska and the Franklin Hotel in Deadwood.

The Mueller Civic Center is named after John Mueller, Sr., who immigrated to America in the 1880s. He eventually made his way to Hot Springs in 1886 and was most well known for being an outstanding musician and bandmaster.
Hot Springs’ Butler Park is named after F.O. Butler, a Chicago native who owned a large paper company. The park was once home to a track that hosted horse, motorcycle, and auto races. Today it is owned by the City of Hot Springs and features baseball fields, basketball and tennis courts, playground and skate park.
The tidbits of history listed below are taken from the book “Naming Writes,” which features a series of stories written about the places of today, named for the people of yesterday. Jennings Avenue that runs through town is named after the Jennings family, the fifth family to settle in what is now Hot Springs. Dr. R.D. Jennings traveled to the southern Black Hills in 1881 and obtained the title to a warm spring in the valley. There he operated the town’s first bath house, which is now the present location of Moccasin Springs Natural Mineral Spa.
Badger Clark Road is named after Charles Badger Clark, Jr., who was South Dakota’s first Poet Laureate. The famous cowboy poet, known for “A Cowboy’s Prayer,” always considered Hot Springs his hometown and he is buried in Evergreen Cemetery.
The Jensen Highway that links Hot Springs to State Highway 79 at Maverick Junction was named for former South Dakota Governor Leslie Jensen. He was the 15th governor of the state and served in both WWI and WWII.
Fred T. Evans began construction on Evans Plunge (then known as the Plunge Bath) in 1890. At the time it was “the world’s largest enclosed natural warm-water swimming pool.” It officially opened in May 1891. Today it is owned by the City of Hot Springs.
J.H. Keith Memorial Park is located approximately eight miles south of Hot Springs on Highway 71 near the old townsite of Cascade Springs. The park is named after Josephine Helen Keith – one of the original settlers of Cascade Springs in the early 1880s.
In 1998, the State Veterans Home in Hot Springs was named for Vietnam veteran and Medal of Honor recipient Michael J. Fitzmaurice. For his courageous acts during a battle near Khe Sanh in 1971, Fitzmaurice was awarded the Medal of Honor by President Richard Nixon at the White House on October 15, 1973.

In 1979, Amateur- Paleontologist Frank Garcia worked as chief investigator for the Smithsonian Institution, collecting: prehistoric sea cows, whales, and dolphins. In June 1983, Garcia discovered the earliest, richest, Ice-Age discoveries in North America. Experts described it to be one of the most significant paleontological finds on the planet. Garcia and his team uncovered a 1.5-million-year-old prehistoric graveyard of what was once a bed of a prehistoric river that had attracted a wide range of animals. The Hot Springs Municipal Airport (HSR), elev. 3150.2 ft., can accommodate a variety of aircraft with its 4500 ft. paved runway and its 3950 ft. turf runway. Because of its geographical location the airport serves as a permanent air tanker fire base during the summer fire season. The Hot Springs Municipal Airport also serves our community and VA hospitals with Life Flight Transportation. Flight training is available from private pilot to commercial pilot rating. If you are up for a thrill and want to jump out of an airplane, the local Sky Diving Club is available to you. Other recreation opportunities include the Black Hills Glider Club and hot air balloon rides.

Public transit service is available Monday through Friday from 7:00 a.m. until 4:00 p.m. within Hot Springs and the fare is $2.00 one way for anyone less than 60 years of age. Older passengers can ride in Hot Springs for a donation. Trips to Rapid City are available on the first and third Fridays of each month and the fare is $10.00 each way regardless of age. Vehicles are lift equipped and ADA compliant. Service is available to everyone regardless of age. Qualified Medicaid participants’ and Veteran passengers’ medical transportation is at no charge to the rider; please contact Prairie Hills Transit for more information.
