The eight boroughs have a population of more than 2.1 million, enough to put us in the top five UK cities if we were freestanding. At 8.8 million, London’s population is larger now than it has ever been.

It is set to reach 10.5 million by 2041, with an average increase of

almost 44,000 households each year. Local London will account for more than 34% of London’s future population growth over the coming decades.

CONNECTED NATIONALLY AND INTERNATIONALLY With our history of trading, shipping and manufacturing, east London has always been open to the world. Today we’re well connected by both by air and rail, with City Airport flying over 4 million passengers a year to and from Europe and beyond, and direct rail links to the continent via Stratford International.

Building on the extensions of the Jubilee line and the Docklands Light Railway in the 1990s and the opening of the refurbished East London Line in 2010, in 2018 the completion of the £14 billion Crossrail project will add capacity for additional 100,000 passengers per day, a further direct connection with central London’s major terminals and with HS2 in future. In addition, the mayor recently announced investment in a further DLR extension towards Thamesmead with a new river crossing between Newham and Greenwich, and more work on

other proposed cross-river links.

Together the Local London boroughs will continue to make the case for improving connectivity in east London, and push hard for the further investment in east Thames river crossings needed to underpin London’s growth.

STRATEGICALLY LOCATED Local London sits at the intersection of two major national growth corridors. The Lea Valley Opportunity Area to the north links with the strategic LondonStansted-Cambridge corridor, highlighted as a priority by the National Infrastructure Commission. To the east, the Thames riverside connects to the wider estuary growth corridor beyond, with a new Garden City at Ebbsfleet and major economic infrastructure at the Port of Tilbury and the new DP World London Gateway.

LONDON’S MOVING EAST Building on established successes like the O2 Arena and the ExCeL, Local London has continued to attract major new investment, both public and private, alongside thousands of

new residents who choose to make their homes in east London each year. We’ve recently seen the V&A announce a new site in Queen Elizabeth Olympic Park in partnership with the Smithsonian, and University College London commit to a major new campus, where they will be joined by Sadlers Wells and the London College of Fashion, while 2016 saw confirmation of £1.7 billion of private investment led by ABP developments of China in a new financial centre at Royal Albert Docks.

BARKING AND DAGENHAM INTRODUCTION & VISION Barking and Dagenham is London’s Growth Opportunity with plans for 50,000 new homes and 20,000 new jobs by 2035.

Last year an independent Growth Commission led by Mike Emmerich (an economist central to the Manchester devolution deal) produced its final report entitled: No-one left behind: In pursuit of growth for the benefit of everyone.

The report recognised the council had the right vision for the future and that the time was right, with a variety of factors propitiously coming together.

One of the key Growth Commission recommendations was the establishment of a dedicated regeneration company tasked with accelerating delivery.

Be First will build on the council’s recent experience in delivering over 620 discounted market rent homes for Barking and Dagenham Reside (the council’s housing company), utilising CPO powers and working with the private sector to deliver numerous award-winning regeneration schemes.

BARKING RIVERSIDE GATEWAYS Barking Riverside, with its 2km of south facing River Thames frontage is powering ahead following confirmation of the funding for the London Overground extension to serve the site. The development described by the leader of the council as ‘Barcelona-onThames’ will deliver 10,800 homes complete with district centre in a superb landscape setting.

A new opportunity has emerged for a further 3,000 homes with the confirmation of the Barking Riverside Gateways Housing Zone (top image). BEXLEY INTRO & VISION Situated on the River Thames in south-east London, Bexley is rich in open spaces, waterscapes and heritage. With good connections to the strategic road network and direct rail lines into major London stations, including Crossrail from 2018, Channel Tunnel and ports, Eurostar and airports, Bexley provides unique accessibility to all within an hour.

Looking to the future, the council and its partners are lobbying hard to extend Crossrail further eastward to Gravesend including stops at Belvedere, Erith and Slade Green.

Bexley’s excellent location provides opportunities for large-scale growth over the next two decades. Projections suggest that with the appropriate infrastructure, the borough will gain 31,000 new homes and

ENFIELD INTRODUCTION AND VISION Enfield is already a magnet for businesses and developers and is planning the development of 50,000 new homes and 40,000 new permanent jobs. Enfield has all the advantages of an outer London borough: good infrastructure, green spaces, attractive suburban housing, low crime levels, excellent education and it forms part of the second largest employment corridor in London.

The borough has always been one of London’s most important business destinations with 12,300 businesses providing 132,000 jobs.

As well as being a strong economic performer, Enfield has significant scope, including land for development, to

accommodate and drive substantially more growth at affordable prices.

The key to unlocking this growth potential is first-class transport connections. With the West Anglia route improvements having been confirmed, Enfield’s excellent rail services are now being further enhanced and our Crossrail ambitions would mean even more frequent trains into central London.

We have unashamedly ambitious plans for Meridian Water and want to see 10,000 new homes as well as the creation of 6,700 permanent new high-quality, highly skilled jobs – in what would be effectively regarded as a central London location.

However, our ambitions don’t stop there.

We want to attract international headquarters as well as SMEs and microbusinesses.

We intend to develop our base for food, high-value manufacturing and logistics sectors while facilitating investment in key growth areas including IT, professional services and life sciences.

We will also facilitate investment which supports the vibrancy and viability of our town centres while encouraging and accommodating growth in our retail parks.

Finally, we will maximise the benefits of this growth by ensuring our residents are well equipped to compete for and access these new jobs, whether at entry level or with the highest skills requirement.

MERIDIAN WATER Meridian Water is a major London regeneration programme, creating 10,000 new homes and 6,700 new jobs, with a gross development value of £6 billion.

The transformation is already underway. In January 2017, the Mayor of London Sadiq Khan visited the site to see construction, enabling works to formally begin on the first 725 new homes, shops, facilities and public spaces delivered by Barratt London, part of the UK’s largest homes builder, Barratt Homes.

The first phase will also include a new Meridian Water railway station due to open in 2019.

The programme is being actively led by Enfield Council, which is investing £350 million for the benefit of residents, showcasing the public sector at its pioneering best.

This is a time of real excitement for the borough; new business developments and links such as Crossrail (pictured, links to the City in 17 minutes) are putting Havering on the map and opening doors to showcase what it has to offer as a partner to the rest of London. With its excellent location, fast and accessible transport links to central London, the Thames corridor and international rail, shipping and air connections, the borough is looking to maximise opportunities for development.

RAINHAM AND ROMFORD REGENERATION The council wants to capitalise on the opportunities for regenerating Romford town centre. With the arrival of Crossrail in 2019, huge regeneration and investment opportunities are coming to Romford. Regeneration will bring new homes, commercial, retail, leisure and restaurant opportunities. Havering is investing millions in Romford and wants to engage with partners who are willing to deliver a bold new future for this historic town that attracts 22 million visitors each year.

In the south of the borough, Rainham is part of the London Riverside Opportunity Area, the largest regeneration opportunity within the Thames Gateway development scheme, which has been identified by the GLA as one of London’s highest potential places for ‘massive change’.

To cater for the 10,000 new job opportunities coming to Rainham, there are plans for 5,000 new homes by 2025, a new primary school and a new station on the C2C line offering links to central London within 20 minutes by 2020. Over 50 acres of commercial development opportunity are being brought forward, including the SEGRO Business Park with 4,400 jobs.

NEWHAM INTRODUCTION AND VISION Newham is home to some of the largest and most spectacular developments in Europe.

Investment in the borough’s ‘Arc of Opportunity’, including Queen Elizabeth Olympic Park and Stratford, Canning Town, Custom House and the Royal Docks, which features London’s only Enterprise Zone, reflect Newham’s major regeneration priorities for the next 25 years.

By 2027, £22 billion will have been invested in Newham, creating more than 37,500 new homes and thousands of new jobs. Situated just five miles east of the City of London, Newham is hot-wired into the capital and beyond. Major investment in transport infrastructure has brought the world to our fingertips, making Newham’s development opportunities the best connected in Europe: • Six underground stations – 15 minutes to central London • Six rail stations – within seven minutes to St Pancras International • Crossrail – five Crossrail train links to be completed by 2018/2019. THE ROYAL DOCKS The Royal Docks is London’s biggest economic development opportunity on one of London’s most iconic waterfronts. Once regarded as London’s gateway to global markets and the capital’s economic heart, the Royal Docks’ historical prominence will be revived as it is set to become a bustling, world-class business district known for its innovation and cultural offering. CARPENTERS ESTATE Carpenters Estate offers the impressive and unique opportunity to revive 9.3ha of brownfield land in the heart of Europe’s largest regeneration project. The delivery of Carpenters Estate will be delivered via a corporate joint venture whereby Newham Council, as the landowners, will contract with the joint venture and will be a 50% shareholder.

Through this partnership approach to regeneration, the council hopes to secure a delivery partner in 2018 with a view to commence development on site in 2019.

REDBRIDGE INTRODUCTION AND VISION Redbridge is an outer borough in north-east London with a culturally rich and well educated population. The borough is poised for growth and the population is projected to rise from 288,000 to 365,000 by 2030.

The draft Redbridge Local Plan 2015 - 2030 sets out the council’s vision and plan for how the borough will grow and develop over the next 15 years. Growth will be focused around five broad investment areas, which are based around established town centres with excellent transport links into the City and beyond.

The council’s priority for investment is Ilford. With the arrival of the Elizabeth line in December 2019, Ilford’s place in London is set to fundamentally change. Journey times will be dramatically reduced, bringing Ilford closer to central London than ever before. Bond Street will be 24 minutes away and a journey to Heathrow will be 52 minutes.

Already one of London’s 13 Metropolitan Town Centres, the emerging Local Plan 2015-2030 identifies potential for 6,000 new homes and 2,000 new jobs in Ilford Town Centre.

Housing Zone status was given to Ilford in December 2015 to accelerate the delivery of housing.

600 new homes are already on

site and a further 1,000 are currently in the planning system.

But it’s not just about housing.

We will develop a strong business, leisure and cultural offer that enhances and promotes the evening economy.

We will work with investors and developers to co-locate civic functions to provide a modern, flexible environment which improves the customer experience. And we are already embarking on the first phase of a £15 million public realm transformation of the town centre.

Redbridge Council is committed to redefining Ilford’s place in the 21st century, but we cannot do this alone. Working together with investors and developers we can redefine Ilford for you, for me, for all.

CROSSRAIL Ilford will benefit from a fully accessible, multimillion pound refurbishment of Ilford station in December 2019. The new station will coincide with the fully operational running of Crossrail (the Elizabeth line).

Crossrail will see important journey times dramatically reduced from Ilford Station.

Commuting times will be slashed and the Elizabeth Line will rapidly link Ilford to London’s Docklands, the City, the West End and Heathrow airport.

We will deliver a series of key public realm improvements to accommodate ease of movement and accessibility for visitors and residents.

Ilford will be a modern London town and millions of pounds are being invested to support residential and commercial development, and business and leisure activities.

• Crossrail (Elizabeth line) opening in December 2019 will bring central London closer to Ilford than ever before: 17 minutes to Liverpool Street or Canary Wharf, 24 minutes to Bond Street and 52 minutes to Heathrow • The station entrance will provide access for all, improving the passenger experience, and a new southern entrance will further improve passenger flow at peak times • £2.2 million public realm improvements will be delivered in parallel with the opening of the new Crossrail station • Opportunity sites identified within the draft Local Plan 2015 – 2030 are clustered around the station and ideally positioned to come forward as Crossrail arrives • The projected footfall through the main station entrance by 2026 is 5,000 entry and 2,000 exit between 7am and 10am, presenting commercial opportunities

40 ILFORD HILL (KNOWN AS ILFORD ISLAND) This site has been identified in the emerging Local Plan 2015-2030 as suitable for commercial / housing, with an indicative development capacity of 84 new units.

Located close to three live development sites, bringing 600 new homes to this part of Ilford, and close to a proposed new southern entrance to Ilford Station, this site is extremely well located.

Grade II-listed buildings neighbouring the site reflect the historic context but with a considered development approach, amendments to the highway alignment and site assembly, a comprehensive development can be promoted that could realise between 250-300 residential units.

• Excellent transport links and proximity to Crossrail (Elizabeth Line) and facilities within Ilford town centre • The council is a landowner but for comprehensive development some land and property interests will need to be assembled • Maximum development plot is around two acres and minimum plot is around 0.8 acres • Commercial benefit from anticipated footfall associated with Ilford station’s southern entrance • Located within the Ilford Town housing zone, so access to loans and grant funding to accelerate housing delivery

LEA BRIDGE TOWN CENTRE Our latest proposal, the Lea Valley Eastside Vision, a regeneration area the size of the City of London, sets out how the Leyton and Lea Bridge area, part of our GLA-endorsed housing zone, could change over the next 10 years. Our vision will take advantage of economic change and capitalise on the rise of the inner suburb. At the heart of this development is London’s newest railway station, Lea Bridge station. The £12 million regenerated station adds to our connectivity, providing links to Tottenham Hale, Stansted airport, Stratford and Liverpool Street. It’s already exceeding our expectations around passenger usage.

Shovel-ready sites adjacent to the station will act as a catalyst for growth and increase the potential for further development in the area.

A new town centre at Lea Bridge will be the heart of a revived business quarter and new mixed-use development around the railway station will see new retail opportunities, community and health facilities.

CORONATION SQUARE, LEYTON (IVE FARM & SCORE CENTRE) Coronation Square will be a new high quality, well-connected sustainable neighbourhood with homes and facilities to support new and existing communities.

The network of roads will be redesigned to provide better vehicular access to Leyton Mill and simplify pedestrian and cycle routes in the area.

Development will be virtually car -free and sensitively service non-residential uses.

Within this, Ive Farm will see the delivery of an international sporting complex that will offer world-class outdoor facilities accessible to local people. The existing outdoor sports facilities currently provided at the nearby Score Centre, will be relocated and rebuilt. The Score Centre will be redeveloped into a new public indoor leisure facility. The redevelopment of the two areas will create a town square with quality homes and first-class facilities for new and existing residents.
