Big year for Chelsea: Growth, choices and a city coming into its own

T

here is no confusion when it comes to the family calendar, at least when it comes to basketball season.

The Mears family and the Kerley family are typically in the same place, at the same time, doing the same thing. The parallels are almost limitless.

Lorie Kerley is the head coach of the Briarwood Christian School girls basketball team. Jeremy Mears is the head man of the boys team. Both have the honor, privilege and pressure of coaching their own.

Emma Kerley is a matchup nightmare, using her nearly 6-foot frame to score on all three levels of the floor.

Drew Mears’ shooting range extends to the parking lot of most gymnasiums.

Both are moving down the stretch in their final high school seasons, attempting to make the most of their senior year. As juniors, both players became the leading scorers in Briarwood program history and are working on making their final numbers unattainable for anyone else.

Both have been part of a resurgence of sorts for Briarwood basketball, as the boys and girls teams advanced in the postseason to the regional tournament last season.

And both have been motivated by the bitter disappointment of last year’s playoff losses, as both teams had victory within reach before being struck with elimination.

Chelsea enters 2026 at a familiar crossroads — one it has been approaching for nearly three decades — but this time with sharper definition and higher stakes. Once a small dot along U.S. 280 with two gas stations and no traffic lights, Chelsea has become one of Alabama’s fastest-growing cities, pushing upwards of 16,000 residents after incorporating with fewer than 1,000 people in 1996.

Now the question is no longer whether Chelsea will grow, but how — and at what pace?

New Mayor Cody Sumners, who took office after nine years on the City Council, sees the year ahead less as a sprint and more as a shaping moment.

“It will be a challenge, but it’s a challenge that we’re looking forward to,” Sumners said of the city’s Sumners trajectory.

The emphasis, he said repeatedly, is balance: growth that brings opportunity without losing what drew people to Chelsea in the first place.

“We want to grow, but we want to do it responsibly and still maintain that smalltown charm that so many people like,” Sumners said.

That balance between momentum and identity runs through nearly every major issue Chelsea will navigate in 2026.

State legislators from US 280 area discuss priorities for this year

By JON ANDERSON The state Legislature goes into session on Jan. 13, and legislators representing the U.S. 280 corridor in Shelby County recently shared that some of their priorities in this session will be to address issues affecting children, such as education and health care.

Their comments came during a meeting of the Shelby County delegation with the Shelby County Chamber.

State Rep. Arnold Mooney of House District 43 in north Shelby County said his priority will be to regain the trust and confidence of parents by taking better care of the greatest assets in this state: our children.

“We have been working towards that, but we have got to turn that ship around so that people believe that those of us who serve in Montgomery intend to put first the best interests of our children, whether its educationally, further education, training and job force things, whatever it is — higher education, health care, everything,” Mooney said. “That’s the asset we’ve got that we cannot lose.”

State Rep. Jim Carns, whose House District 48 includes parts of Greystone, Vestavia Hills, Mountain Brook and north Shelby County, said that 70% of the tax dollars received by the state of Alabama go toward education but that “we can improve that.”

The Legislature needs to continue to cut out wasteful spending, Carns said. “If we can do that, we will have a lot more money for these absolutely valid programs that we’re doing,” he said.

State Rep. Susan DuBose, a Greystone resident whose House District 45 includes parts of Chelsea, Greystone, Highland Lakes, Leeds, Mt Laurel and Shoal Creek, said there is an effort being made to start basing some of the funding for higher education institutions on the outcomes of the students they produce, such as whether the students are employable and how much money the students make when they graduate.

“We want educated students that can work in our state, and we’re tired of these deadend degrees that really don’t help students,” DuBose said. “They come out with a lot of debt, and they can’t get a job.”

DuBose, who is on a House committee on health, also talked about the need for Alabama to add more long-term care beds for mental health care. There are fewer than 200 longterm mental health care beds in the state, and Alabama House Speaker Nathaniel Ledbetter is trying to find money in the next state budget to add 500 more, she said.

In Shelby County, there are only 15 mental health care beds, and those are for short-term stays, DuBose said.

“It’s a critical need,” she said. “We know it’s a strain on our jails. Our hospitals are having to keep these patients long term, and it’s hurting our population because there are people that are not being treated.”

DuBose also said she is pushing to improve maternal and infant health in Alabama.

“Alabama is one of the worst in the nation,” she said. “We have the third-highest maternal and infant mortality death rate in the whole nation.”

Alabama recently received $16.5 million from the federal government to be used for maternal health over the next 10 years, and DuBose will be keeping her eye on that money and how it is used, she said. She wants to see more work done with midwives and doulas, she said.

“I know that hasn’t always been popular, but the fact of the matter is, we have mommas showing up at the emergency room to give birth to babies, and they haven’t seen the doctor the whole time,” DuBose said. “That’s

part of the problem with the infant death rate.

So if we can get doulas and midwives out to see these mommas in some of these rural areas, we’re going to be much better off.”

State Sen. April Weaver in Senate District 14 is chairwoman of a Rural Roadmap Initiative Committee that is exploring ways to improve health care in rural areas, DuBose said.

That committee is exploring ideas such as expanding paramedicine so paramedics can be trained on additional health care services and providing more resources for community clinics so patients don’t have to travel to faraway hospitals.

“We’re going to have to be innovative,” she said. “We’re going to have to think outside the box.”

State Rep. Russell Bedsole, an Alabaster resident who represents parts of Shelby, Bibb and Chilton counties, said as many as 20 rural hospitals in Alabama could close soon.

Of course, that would be bad for people in those rural areas, but it also could overburden hospitals in suburban and urban areas as more patients come there, he said.

BUDGETS

Mooney, who serves on the House General Fund Committee, said fiscal 2025 was a good year and fiscal 2026 has gotten off to a good start. For the first two months of the fiscal year, general fund revenues totaled $639 million, an increase of $38.5 million from the same period the year before, he said.

The Legislature has established a strong

reserve fund for potential future problems, but Mooney said he doesn’t foresee any negative effects for Shelby County regarding the general fund.

Corley Ellis, who represents House District 41, including parts of Chelsea, is on the Ways and Means Education Committee, which manages the Education Trust Fund. He said the Education Trust Fund in fiscal 2025 took in $10.95 billion and had expenditures of $9.35 billion, leaving a $1.6 billion surplus.

For fiscal 2026, revenues are expected to be $10.9 billion, while budgeted expenditures are $9.9 billion, leaving an expected $1 billion surplus, Ellis said. However, the state expects to have a $400 million shortfall in the health insurance program for state employees and a $122 million reduction in sales tax revenues due to another 1 percentage point decrease in the state grocery sales tax, Ellis said.

Ellis said he’s a little worried about the economy because sales tax revenues for this past November were down about 6% from the previous year, but the overall outlook is good.

“We’ve prepared ourselves for the day that’s coming, so we’re well prepared to weather that storm without doing proration with major layoffs,” he said.

“Coach Finley made a difference for so many people, and he continues to make a difference,” says Dr. Amanda Esslinger, the principal at Spain Park High School. “Even decades after death, his legacy lives on because of the man, teacher and coach he was.”

Each year, The Finley Awards honor one senior from each high school and one Hoover City Schools employee. The awards program also bestows recognitions of good character to students in each Hoover school, beginning in kindergarten.

The Finley Awards are important because they encourage personal qualities that students will really need in their adult lives.

“School is a lot more than doing well in math class or winning the game on Friday night,”

The Finley Committee is chaired by Stephen Burns. A former Finley Award Winner at Hoover High School, Rotimi Kukoyi — now attending UNC-Chapel Hill — was recently named a Rhodes Scholar for 2026.

Chelsea approves incentive packages for new shopping center and Target

By EMILY REED The Chelsea City Council approved on Dec. 2, during a regularly scheduled council meeting, economic incentive packages for The Shoppes of Chelsea and a Target that is proposed for the city, but still contingent on city, county and state traffic plan approval.

The vote was a 3-1 approval from the council with councilman Casey Morris voting against the motions.

The council moved forward in the next step toward finalizing an agreement with Franklin Land Associates LLC, which is an affiliate of GBT Realty, to purchase 20.3 acres of land on the corner of Chelsea Corners Way and Highway 47.

The developer extended an offer to Target Corporation to sell an 11.27-acre portion of the land.

Members of the Chelsea City Council voted to move forward toward an agreement between the city of Chelsea and Target Corporation for the development and construction of the commercial development on the corner of Chelsea Corners Way and Highway 47.

Chelsea Mayor Cody Sumners explained during the meeting that the agreement is a $15 million sales tax abatement where Target would get 1.5 cents of the 5 cents that the city collects in sales tax off the sales of the development.

This agreement would last until Target earns $15 million or the contract reaches 20 years, whichever comes first.

Concerning the agreement between the city and GBT Realty for the outparcels, GBT Realty withholds that the developer requests Chelsea to pay $2,400,000 at the closing of the agreement, which would be paid in three equal parts of $800,000.

The first payment would be made when the construction of the development begins with the subsequent two payments being made when construction is complete and when the developer signs leases for more than half of the allotted commercial square footage.

Two public hearings were held prior to the votes taken by the council regarding the developments of both the Shoppes of Chelsea and Target.

was concerned with the amount of traffic the development would bring to an already congested area.

“That area is already a bottleneck,” Wilson said.

Resident Paul McKee also spoke during the second public hearing encouraging the council to consider the unique aspects Chelsea could have with less commercial development than other cities.

McKee, who said he has grown up in the

area, said there is something special about Chelsea in that it maintains a tightly knit, small-town feel.

McKee said having a Target come to Chelsea could be a negative on both the environment and the city as a whole.

“Let us just think about it, because there are Targets everywhere,” McKee said.

Sumners said the development could tentatively open in fall 2027 or early 2028 if approved.

Chloe Randall, 14, top junior dog handler, rises to no. 1 in the world

BY KELLI S. HEWETT On any given weekend, Chloe Randall might be found in a show ring, expertly presenting a 130-pound bullmastiff or a sleek Doberman with the same confidence she once used to guide a French bulldog around the ring for the very first time.

Now 14, the Chelsea High School freshman is ranked No. 1 junior handler in the world by the American Bully Kennel Club — an achievement earned through more than a dozen competitions, 16 dogs, eight breeds and one unshakable focus.

Chloe’s dog show journey began four years ago, when she and her mom, Gretchen, attended their first ABKC event in Birmingham with Harvard, their new French bulldog pup.

“We just thought we’d check it out,” Chloe said of competition, which is more informal for the youngest handlers to help them acclimate to competition. “It was nerve wracking, but after I did it, I really loved it.”

She, her mom and her dad, David, live on Randall Ranch, a 20-acre farm and equestrian facility in Chelsea. Dogs and horses have always been a part of life, and her early bond with animals laid the groundwork for what would become a national-level commitment.

“You have to really know your dog,” Chloe said. “It’s all about the connection — eye contact, trust, learning their quirks.”

She and Harvard were a team for two years, traveling to shows across the region. In 2024, that work paid off. At the ABKC National Show, Randall won her class and was named Reserve Best Junior Handler in the nation, which is the runner-up. But it was what she said afterward that changed everything.

“I told my mom I wanted to be number one,” Chloe said.

That goal set the pace for 2025. Randall began showing a wider range of breeds — golden retrievers, shepherds, huskies and the bullmastiff — often traveling out of state (and even to Belgium) to do it. Her ability to adapt to each dog’s needs, build trust fast and handle larger, more powerful breeds impressed judges and peers alike. She ultimately earned the top junior handler ranking for the entire ABKC season — by a landslide. She was recognized in Savannah, Georgia last month.

“Some dogs can be nut jobs,” Chloe said with a laugh. “Others are calm but don’t want

to work. You just have to be patient and figure them out.”

Her discipline behind the scenes is not typical of most young teenagers. When she’s not in school, at cross-country practice or riding horses, Chloe is training, grooming or networking with fellow handlers to find dogs to show.

For mom Gretchen, the view from the sidelines is both familiar and new.

“When Chloe goes in the ring, that’s absolutely phenomenal. It’s a beautiful thing to watch,” Gretchen said.

Next, the young handler is aiming for the

prestigious Westminster. She plans to begin competing in AKC and UKC events in 2026 and hopes to qualify for the Junior Showmanship division at Westminster by 2027 — a goal she calls “incredible” given the caliber of competition.

She has plenty of supporters in her corner.

“I have been watching juniors for the past five years,” said Chester Rose, a veteran professional dog handler and mentor. “Chloe is one of the best I have seen. She has the talent and skills to potentially win Best Junior at Westminster Kennel Club.”

Key metrics include academic achievement, growth, graduation rates, chronic (secondary), and Rebekah Austin of Oak absenteeism, English learner proficiency and Mountain Elementary School, gifted education teacher (elementary), who will go on to college/career readiness Shelby County earned an A on the report compete for Alabama Teacher of the Year.

A: My name is Austyn Eddins, and I am 13 and in the eighth grade at Oak Mountain Middle School. I love God, softball and cheerleading. I love trying new things and meeting people. I also love spending time with my family and laying around the house.

Q: What extracurricular activities do you participate in?

A: I play softball for the AL Bombers, and I play the shortstop and third base positions. I also cheer at the middle school. I’m the cheer captain for the Traditional competitive squad and a member of the Gameday competitive squad.

Q: What is your favorite thing about attending Oak Mountain Middle School?

A: My favorite thing about attending OMMS is that I get to be an aide for Mr. White’s special needs class. I’m so glad that I got this opportunity. It’s my favorite class of the day. I love the students and they are awesome kids.

Q: This school year will be successful if … what?

A: This year will be successful if I can make the honor roll each semester. But math!!!

Q: Are you excited to attend high school next year? Why or why not?

A: I can’t wait for high school. It will be

D-BAT Oak Mountain, located at 5308 Cahaba Valley Road near Heardmont Park, is scheduled to open in early 2026. The 16,500-square-foot facility will offer indoor, climate-controlled training space for baseball and softball. Programs will include batting cage rentals, private lessons, camps, clinics and monthly memberships. The facility will also feature automated pitching machines, pitching mounds, a team and party room, and a pro shop with gear and apparel. The business is locally owned by Chris Hillman, who said the facility is designed to support players of all ages and skill levels, from beginners to competitive athletes. In addition to individual instruction, the space will accommodate team training and host events. D-BAT Oak Mountain is part of a national network of D-BAT franchises that focus on skill development in a controlled, professional environment. The facility aims to serve families, teams and the

All-South Metro Volleyball Alexis Rudolph named Offensive Player of the Year

By KYLE PARMLEY The 2025 high school volleyball season featured some new faces making deep postseason runs. Hewitt-Trussville returned to the state tournament for the first time in 36 years, Briarwood announced its presence as a force once again and Spain Park made another deep playoff run in its return to state.

But plenty of players and teams continued to make strong statements, as they have made a habit of doing. The Under the Lights All-South Metro Volleyball Team aims to recognize the top performers from the season.

Millie Burgess of Vestavia Hills is the overall Player of the Year after capping off her high school career with another brilliant season. She posted 424 kills and 294 digs, and her impact is far beyond the stat sheet for the Rebels. She will head to Jacksonville State University next season, recently signing with the Gamecocks.

Chelsea’s Alexis Rudolph is the Offensive Player of the Year, as the only player in the area to eclipse 500 kills in the season. Rudolph earned this nod, but it very easily could have gone to a number of players, such as Johnna Cox (Hewitt-Trussville), Bea Wiggins (Spain Park), Julie Roberts (Briarwood) or any of the first-team setters.

Mountain Brook’s Sullivan Lell is this year’s Defensive Player of the Year, as the junior libero finished with 477 digs and returned to the Spartans’ program to command the libero jersey. She is a University of Southern Miss commit and had a season to remember.

All-South Metro Football Brock Bradley, Gage Nasworthy earn Player of the Year honors

By KYLE PARMLEY Each year presents a mixed bag when it comes to individual performances. Some of the top players in the area put forth the great seasons expected of them. Others, however, come out of nowhere and emerge as the new stars of the area.

The 2025 high school football season presented exactly that. Brock Bradley, the Spain Park quarterback, earns the Under the Lights All-South Metro Player of the Year award for the second straight year. He completed his senior year with another incredible campaign, throwing for nearly 3,000 yards and leading a young Spain Park team to another impressive season.

Parker Floyd earns a share of the Defensive Player of the Year honors for the second straight year, posting yet another 100-tackle season and leading the Hewitt-Trussville defense to another lights-out campaign.

Then there are players who ascended to a new level, each capitalizing on the opportunity to become a top player on their team.

Homewood quarterback Kaleb Carson and Clay-Chalkville’s Aaron Frye share the Offensive Player of the Year honors, posting tremendous dual-threat seasons to cap off their high school careers.

From radio to the pulpit: Mark Harvard ministers to people

By LAUREN H. DOWDLE Some might recognize his voice from past radio shows like “The Way Home” on 93.7 WDJC, but now the Chelsea community will get to see Mark Harvard behind the pulpit as pastor of Morningstar Methodist Church.

“It’s a fantastic opportunity, and the folks here have been super welcoming,” Harvard said.

He came to Morningstar last October from Clearbranch Methodist Church in Trussville, where he served as the minister of communications and then associate pastor. Before entering into ministry full time in 2018, Harvard connected with people over the radio.

He first started in radio while he was in high school, later working at several stations across the Birmingham area. Most recently, he was on air at Crawford Broadcasting’s 93.7 WDJC, which plays Christian programming.

During his 14 years with Crawford, Harvard had the opportunity to interview Christian musical artists like Bill Gaither, Mandisa and Mac Powell.

He also connected with listeners to talk with them about their struggles and share about his own life, from losing his first wife to cancer to dating again and getting remarried. While he enjoyed his time on radio and all of the people he met, Harvard said being in ministry full time like he is now was his calling.

“This is the path that God has for me, and it’s the direction he’s been prepping me for,” Harvard said. “There’s just a peace that comes from knowing that you’re exactly where God wants you to be.”

Though sitting in a radio booth is different from standing behind the pulpit, Harvard said people are still looking to him to speak the gospel into places where they’re having a hard

time seeing God at work.

“I love being with people in the low times,” Harvard said. “The celebrations are great, but being able to help people see that God is working even when things aren’t going their way is the best.”

He said he’s also excited to see Morningstar continue to grow and minister even more to the community. In January, the church will begin holding a prayer service once a month

“We will spend a good hour in dedicated prayer,” Harvard said. “Prayer is how we trust God’s peace more than our panic.”

He encourages people to come visit and become a part of their church family — and share their life, struggles and blessings just

like he has done both on the radio and as a pastor.

“This isn’t a church where you’ll be another face in the crowd,” he said. “This is a growing church that loves people and loves God. When you walk in, you’ll be noticed, welcomed and loved on.”

Q: Please tell our readers about the Birmingham Boys Choir. When and how was it founded?

A: The Birmingham Boys Choir trains young men for life through the power of choral music. We are a nonprofit civic organization founded in 1973 by Caulk a small group of parents through a local church. The BBC serves 150 choristers annually, ages 8-18, from across the greater Birmingham area.

Q: What is your favorite thing about being the director of the Birmingham Boys Choir?

A: My favorite part of leading the Birmingham Boys Choir is the people! I get to see the transformation that takes place in our choristers, volunteers, concert goers and donors.

Q: Who can be a member of the choir?

What schools are represented among your singers? How are they selected for the choir?

A: We welcome boys from all public, private and homeschool backgrounds and take auditions from second to eighth grade. Auditions are designed to be welcoming and exploratory, focusing on each boy’s potential and passion for music. Our ideal chorister is not defined by musical talent alone but by a willingness

to learn, be challenged and belong.

Q: What is the mission of the Birmingham Boys Choir?

A: The Birmingham Boys Choir trains young men for life through the power of choral music.

Q: I know that the choir is a nonprofit. How can the community support the Birmingham Boys choir?

A: Community support is vital to our mission. Attending concerts, sharing our story and partnering with us through donations or sponsorships all make a difference. This year, we are especially grateful for the support of our proud partner, Piddlin Art and Antique, whose generosity helps us offer the gift of music to Birmingham.

Q: What accomplishments with the choir are you most proud of?

A: Recently we toured through America’s founding cities. Our boys sing the national anthem beautifully, and one particular recording quickly reached over 150,000 views on social media. I’m proud of that achievement, but I’m most proud of the work done that led to that accomplishment in every rehearsal and day in the office. I love working for these boys and families!

YEARS IN THE MAKING

For Jeremy and Drew, this journey began long before varsity basketball. Even though it wasn’t the original plan, Jeremy fell into a coaching role early on in Drew’s playing days.

“Drew was in K5 and the first-grade coach came to me and said, ‘Hey, would you be willing to let Drew play for us?” Jeremy recalled. “I thought it was just going to be kind of a hands off, just let Drew do his thing, and next thing I know, I’m providing gym time and coach time.”

Those early years were about exposure, learning and enjoyment.

“It really kind of worked out, it was really enjoyable, getting to coach Drew on that elementary level and kind of see him progress,” Jeremy said.

Jeremy has been at Briarwood more than 20 years now and was serving as a varsity assistant to Bobby Kerley during Drew’s earlier years. Once Drew progressed into middle school basketball, he had different coaches, and Jeremy called that a positive experience.

Drew’s older brother, Grant, played varsity ball at Briarwood as well, so when Jeremy took over as head coach three years ago, he had already had some experience coaching his sons.

“I hope he’s not tired of me, because we’ve spent quite a lot of time together over the years,” Jeremy said with a laugh.

Drew seems receptive to dad’s ideas on the floor, for the most part. There’s a solid working relationship between coach and player.

“I think it’s cool how we can bounce ideas off of each other,” he said. “Even in the game, I have the confidence I can go up to him and give him ideas, and know that he won’t think I’m trying to undermine him or anything.”

That comfort works both ways.

“He can be a little hard on me, but he’s never too hard,” Drew said. “And I’m fine with it, because I want to be pushed.”

Jeremy knows exactly how delicate the situation can be because he lived it himself.

“I played for my dad many years in high school,” he said. “I know the good side, the bad side, the good, bad and ugly, I guess you could say.”

That experience shaped how he’s handled coaching Drew.

“I am. I’m extremely intentional,” Jeremy said. “I remember those days vividly.”

That intentionality shows up in expectations, effort and trust.

“Drew has made it really easy because he’s a great teammate, he’s unselfish, he’s a high-character kid,” Jeremy said. “And he’s always the hardest-playing player on the team.”

Drew admits there was something to prove early on, and being the leading scorer on a team coached by dad isn’t always the easiest thing. But he’s much more comfortable now.

“In the last few years, everyone on the team’s accepted me,” Drew said. “Rarely

has it been an issue where people are like, ‘Oh, he’s just playing because he’s the coach’s son.’”

DIFFERENT FAMILY, SAME SEASON

The same dynamic is playing out with the Kerleys. Lorie Kerley has coached Emma in some fashion dating back to third grade.

Emma moved up to the varsity team in eighth grade and has had her mom on the

sidelines ever since. Lorie is in her eighth season as the head coach of the Lady Lions varsity team.

“I think it’s a lot of fun,” Emma said.

“I think it’s definitely brought us closer together.”

There was some trepidation early on in Emma’s varsity career, as Lorie navigated the best way to coach a player who is her own biggest critic.

“She was so young, I really tried to not be too hard on her,” Lorie said. “She’s already really hard on herself.”

Emma knows that to be true and agrees.

“I’m normally just really hard on myself,” she said. “Normally, whenever she says something, I’m already thinking it.”

One of the most important boundaries Lorie set was from the court entirely. It was advice she borrowed from legendary Tennessee coach Pat Summitt.

“When she was in eighth grade, I told Emma that it was not her responsibility to come to me with things that go on in the locker room,” Lorie said. “The locker room should be a place of trust.”

MORE THAN BASKETBALL

Emma and Drew have a shared goal of making this season end in less heartbreaking fashion than their junior years.

The boys team blew a 20-point lead in the regional semifinals. Emma was ejected from the regional final after a second technical foul, and the Lady Lions suffered a loss in the regional final.

Both have the chance to do something special this year. Drew, along with Tory Smith, Charlie Caldwell and Sam Canale leading the way, have a potent lineup. The girls team, which features Emma, Ann Tatum Baker and Clara Crawford as part of a senior-heavy lineup, has a chance to have a special season as well.

But it’s about more than the scoreboard for both families.

They agree that the memories extend far beyond the gym.

“Because of basketball, we’ve traveled so much together with AAU and spending time together in hotels in Chicago, Virginia, Louisville, we’ve had so many memories together through basketball. We’ve seen so many places we would’ve never traveled to.

That part has been so fun and rewarding and brought us together,” Lorie said.

Jeremy hopes Drew will one day see it the same way.

“I certainly hope that he can look back on it five, 10, years from now, and say, ‘Wow, this was a great experience,’” he said.

“Oh, man, it hasn’t really hit me yet,” Drew said. “But I’m making the most of everything.

“I wouldn’t rather have it any other way.”

VALLEY POST ARRIVES

The most immediate symbol of Chelsea’s evolution is Valley Post, the 6-acre dining and gathering destination that opened in November 2025 at the corner of U.S. 280 and Dunnavant Valley Road. Featuring four restaurants from the Pihakis Restaurant Group — Rodney Scott’s BBQ, Hero Diner, Little Donkey and Luca & Lucy — the project brought a new kind of energy to the corridor almost overnight.

Sumners said the response has exceeded expectations.

“Everything that I’ve seen and heard, the people really enjoy the restaurants and the atmosphere,” he said. “It’s going to be a good, family-friendly atmosphere for you to take your family to, (or) friends from out of town.”

What stands out, city leaders say, is not just the food but the way the space functions — with a courtyard, outdoor seating and room for informal gathering.

“It’s going to be a huge boost for our community,” Sumners said, calling Valley Post “a draw” not just for Chelsea residents but for visitors from Harpersville, Childersburg, Hoover, Birmingham and beyond.

That outside draw matters. Chelsea has long watched its residents drive west to Hoover or Birmingham to spend their money. Developments like Valley Post flip that pattern.

“We look forward to keeping those dollars local to help our city,” Sumners said.

In 2026, the question becomes whether Valley Post is a one-off success or the new baseline — a signal of the kind of development Chelsea expects going forward.

CHELSEA’S NEXT CHAPTER

If Valley Post represents arrival, the projects

lining up behind it represent scale.

The biggest is Chelsea Plaza, a $75 million mixed-use development planned on roughly 14 acres across from Walgreens along U.S. 280. The project envisions 70,000 square feet of retail space, restaurants, gathering areas and up to 20 storefronts — a long-discussed attempt to create a town-center-style destination for a city that has largely grown in strips and subdivisions.

With residents anxious to learn what new businesses will locate in the city, Chelsea Plaza has already sparked debate about infrastructure, traffic and timing. Sumners acknowledges those concerns, but views the project through a longer lens.

“This will provide our citizens with more opportunities to ‘shop local’ and keep Chelsea tax dollars in Chelsea,” he said.

That logic underpins another major headline: Target.

In December 2025, the Chelsea City Council approved incentive packages for a new shopping center and a proposed Target store planned near Highway 47 and Chelsea Corners Way. The agreement includes a $15 million sales-tax abatement for Target, structured to last until that amount is reached or 20 years pass.

The broader development involves Franklin Land Associates and GBT Realty, with the city buying land and committing additional payments tied to construction milestones.

Sumners told the council the project could open as early as fall 2027 or early 2028 — beyond the immediate horizon, but very much shaping 2026 decisions.

“It’s going to bring in a lot of additional revenue that we need,” Sumners said. “We need things like Target to provide that additional revenue so that we can make the changes to infrastructure that are needed.”

Traffic, however, remains the pressure point.

said the city, county and state are working together on traffic studies and recommendations before it has final approval.

“Any time you have a development of that size, there are going to have to be changes made so the traffic can flow smoothly,” he said.

CITY GOVERNANCE GROWS UP

Behind the visible projects is a more subtle shift in how Chelsea operates.

Sumners has made clear that his administration is focused on professionalizing city operations as population growth accelerates.

“I’m working with all of our department heads right now,” he said, explaining that each department is completing a thorough analysis along with one-, three-, five- and 10-year plans.

“We’re all going to sit down together and come up with our plan for the city of Chelsea — out to 10 years,” he said.

The first year, he noted, focuses on realistic goals; the later years are more aspirational but will be revisited annually.

That approach reflects Chelsea’s fiscal structure, which is unlike most cities’.

“We do not have property tax in the city of Chelsea,” Sumners said. “Our city budget is primarily sales tax.”

Sales tax is what funds city services, capital maintenance and quality-of-life amenities — from ballfields to roads to public safety.

“A lot of people look at the commercial growth and think that it’s a detriment,” Sumners said. “But at the same time, they want nice ball fields and nice roads.”

SMALL-TOWN CHARM, PRESERVED

Even as Chelsea courts major retail and mixed-use projects, Sumners has repeatedly emphasized that growth is not synonymous with big-box blandness.

“One of the things that we’re really passionate

about is promoting and supporting our small businesses here in the city,” Sumners said.

The city has hired an event planner and promoter and is looking at ways to highlight local shops and boutiques alongside national brands.

“You’ve got your small boutiques that really cater to a whole different demographic than Target and Walmart,” Sumners said. “(We’re) pointing that out, reminding people, ‘Hey, if you want this, you can get it in Chelsea.’”

The goal, he said, is not choosing between large and small, but making room for both.

“To be a thriving city, we require those larger box retail stores as well as the small businesses,” he said. “I think that we can all work together and be successful in Chelsea.”

That philosophy is rooted in personal history.

Sumners moved to Chelsea in 1986, when the city had no traffic lights and little commercial presence.

“I’ve seen it grow,” Sumners said. “You want to keep that small-town mentality, but then, being on the council for the last nine years, I’ve come to learn and understand what it takes for the city to be able to grow and provide the amenities and the services that the citizens want and expect.”

INFRASTRUCTURE, IDENTITY AND THE YEAR AHEAD

Chelsea’s population curve clearly tells the story: rapid growth in the early 2000s, steady gains through the 2010s, and another surge around 2020. With that growth comes complexity — and 2026 is poised to be a year when long-term decisions begin to lock into place.

Traffic studies, incentive structures, development phasing and internal planning will all intersect. Some projects, like Valley Post, are already delivering results. Others, like Chelsea Plaza and Target, remain future tense — but require present-day choices.

Sumners does not pretend the path is simple.

“If you’re not growing, you’re dying.”
