BRIEF HISTORY OF NIA, LAGOS STATE CHAPTER, IKEJA BRANCH

The Ikeja Branch of the Nigerian Institute of Architect, Lagos State Chapter was established on 7th May 2021 as enshrined in the Constitution of the Nigerian Institute of Architects, Lagos State Chapter and was inaugurated on Wednesday 16th of February 2022 at the Adeyemi Bero Auditorium, Alausa Secretariat, Ikeja, Lagos It is a known fact that Ikeja is the capital of Lagos State and home to Administrative, Commercial activities with huge investments in Infrastructure in the City of Lagos. The NIALSC Ikeja is one the state branches and covers major local government areas of Lagos State which was recently established from the state chapter which has continue to be the most vibrant and strategically positioned chapter in Nigeria.

The Ikeja Branch comprises of eight (8) Local Government Area which includes Ikeja, Kosofe, Alimosho, Oshodi - Isolo, Agege, Mushin, Ifako – Jaiye and Somolu and was created along the IBILE structure of Lagos State through the State chapter. The state chapter Chairman NIALSC, Arc. David Majekodunmi MNIA was instrumental to this feat in a glamorous event that was graced by respected dignitaries inclusive of The President of the Nigerian Institute of Architects, Arc. Enyi Ben Eboh FNIA with his amiable wife Arc. Emmanuella Ben-Eboh nd MNIA, 2 Vice President of NIA –Arc. Chioma Wogu-Ogbonna FNIA, Past NIALSC

Further to the creation of NIALSC Ikeja Branch, there has been steady growth in the membership of the Institute, its activities and influence in the Private and Public sector of Ikeja division Its membership is made up of Fellows, Full members, Associates, Graduates and Student members

The Pioneer executives of The Nigerian Institute of Architects, Lagos State Chapter, Ikeja Branch under the leadership of Arc. Olufemi Ade Wahab MNIA left office on the 16th February, 2024 after serving for two years i.e. (2022-2024).

The policy making body of NIALSC Ikeja Branch is the Executive Council and the Chairs of Committees which includes Practice, Education, Finance, Public Relations, Admissions and Student Affairs

The chapter activities are up and running and can only get better as the years roll in with a lot of responsibilities thrust on the shoulders of the Pioneer Executives and members of NIALSC Ikeja Branch who are determined to keep the Flag of the Ikeja Branch ying in Lagos State.

WELCOME ADDRESS BY THE CHAIR, IKEJA BRANCH OF THE NIGERIAN INSTITUTE OF ARCHITECTS LAGOS STATE CHAPTER AT THE 2024 NIALSC IKEJA BRANCH BIENNIAL GENERAL MEETING (BGM-2024) HELD AT ADDAS MALL, 8/10 HAKEEM BALOGUN STREET, AGIDINGBI IKEJA LAGOS ON THURSDAY 22nd FEBRUARY 2024. ith gratitude to the Almighty God, much happiness, a sense of gratitude and respect to humankind, on behalf of the Executive Board of the Nigerian Institute of Architects Lagos State Chapter-

wIkeja Branch, I humbly and wholeheartedly welcome Members of NIA National Executive Committee here present, NIA Lagos State Chapter Executive Committee, College of Fellows, Distinguished Members of NIA Lagos State Chapter and Ikorodu Branch, our treasured Branch members and wonderful Guests in our midst I am indeed once again privileged and honoured to have the singular honour of your presence at this Biennial 2024 General Meeting of our respected Branch, an offshoot of the Lagos Chapter of our dear Institute

Distinguished Colleagues, it is pleasing and yet humbling to say that we have come to the end of a two-year-term of courageous service to you our esteemed Members and the Institute as a whole. Exactly, twenty-four months ago precisely two years, we were given the rare opportunity and mandate to serve the Branch of the Chapter and this we have executed with great Professionalism, Enthusiasm and Integrity.

Although the experience has been humbling, we have been able to take a few strides since we took our oaths of Office on that memorable and historic day 16th February 2022 Beyond all reasonable doubt, I believe I speak the mind of the members of this honorable Executive Committee, as we express our gratitude to you all for the opportunity accorded us to serve

The Biennial General Meeting therefore provides us all with the opportunity as the Executive Committee to give account of the stewardship of our tenure as well as to assess the general activities of the Branch to date The essential elements of our service as the current NIA Lagos State Chapter Branch Executive Committee to you and our immediate constituency in the last two years has been full of desire, enthusiasm, professionalism and commitment to selflessly serve you and protect the collective interests bestowed on us two years ago We have therefore come forward again to seek a fresh mandate God willing as we pledge to continue to do all in our power to ensure that we lay more stones on the established foundation to serve you better

It is pleasing and yet humbling to see that we have come to the end of our first twenty-four months of service which has been an eventful period of modest steps and strides as we find our footing on this new path. The Grace of Almighty God has most definitely been more than sufficient for us during this period under review. Our efforts in this direction continue relentlessly as we aim to build on the very profound success achieved from the first tenure and our Mother chapter NIALSC who have provided us with so much priceless guidance in the daily running of the Branch. As we present our report collectively and individually, we thank you once again for honouring us with your presence. Thank you.

Good morning, ladies and Gentlemen On behalf of the Nigeria Institute of Architects Lagos State Chapter, I warmly welcome our valued members of the NIALSC Ikeja Branch to their Biannual General Meeting

It is with great pleasure and a sense of purpose that I stand before you today to address our distinguished gathering

Our theme for this biannual meeting, "Effective Project Risk Management in the Architectural Industry," strikes at the heart of one of the most pressing challenges facing our profession today

In an industry characterized by complexity, uncertainty, and evolving regulations, the ability to manage risks effectively is paramount to the success of our projects and the reputation of our profession

As architects, we are entrusted with the responsibility of translating the visions and aspirations of our clients into tangible, built realities. However, this process is fraught with inherent risks, ranging from budget overruns and schedule delays to design flaws and regulatory non-compliance

Failure to address these risks proactively can have serious consequences, not only in terms of financial loss but also in terms of damage to our professional reputation and the safety of the public.

Effective project risk management requires a multifaceted approach that encompasses careful planning, diligent execution, and continuous monitoring and evaluation It begins with a thorough understanding of the project objectives, constraints, and stakeholders' expectations, followed by a comprehensive risk assessment that identifies potential threats and opportunities at every stage of the project lifecycle

Moreover, it necessitates clear communication and collaboration among all project stakeholders, including clients, consultants, contractors, and regulatory authorities By fostering a culture of transparency and accountability, we can mitigate risks more effectively and resolve issues in a timely manner, thereby safeguarding the interests of all parties involved

In today's rapidly changing business environment, characterized by technological advancements, economic uncertainties, and shifting market dynamics, the need for robust risk management practices has never been greater As architects, we must embrace innovation and leverage cutting-edge tools and methodologies to enhance our ability to anticipate, assess, and mitigate risks effectively.

In closing, I urge each and every one of you to embrace the theme of effective project risk management as a guiding principle in your professional practice Let us work together to elevate the standards of excellence in our industry and ensure the successful delivery of projects that enrich our communities and enhance the quality of life for all Nigerians

I would like to extend my sincere gratitude to our members for their ongoing trust, loyalty, and support We recognize that as we grow, our responsibilities to our members, our host branch, and first and foremost, to the Exco, increase significantly The year ahead will undoubtedly bring new challenges, as is typical in business However, the NIALSC Ikeja Branch has consistently showcased its resilience and capacity to derive maximum value from its resources. I am fully confident in the NIALSC Ikeja Branch's capability to meet these challenges head-on. We are making significant strides toward becoming the most esteemed professional body in the country Thank you for your unwavering dedication and commitment

THE SUMMARY OF THE ANNUAL GENERAL MEETING OF THE NIGERIAN INSTITUTE OF ARCHITECTS, LAGOS STATE CHAPTER, IKEJA BRANCH HELD ON THURSDAY 16TH OF FEBRUARY 2023 AT ADDAS MALL, 8/10, HAKEEM BALOGUN STREET, AGIDINGBI, IKEJA, LAGOS STATE.

1.0 OPENING: The opening prayer was said by Arc Toyin Ibitoye The National Anthem was sung shortly thereafter.

2.0 The Chairman Arc. Olufemi Ade-Wahab recognized the following dignitaries present, Arc Abimbola Ajayi FNIA, a Fellow of the Institute, former HGS of the Institute and Past Chairman of NIA Lagos State Chapter, Arc. Abiodun Fatuyi MNIA, the Vice Chairman of NIA Lagos State Chapter, Arc. Moniba Odunlami MNIA, the General Secretary of NIA Lagos State Chapter, Arc Abosede Akindele MNIA, the Treasurer, NIA Lagos State Chapter, Arc Funmi Bashua MNIA, the Welfare Officer of NIA Lagos State Chapter, Arc Gbolahan Kukoyi MNIA, the Vice Chairman of Ikorodu Branch, NIA Lagos State Chapter.

5.0 NIA LAGOS STATE CHAPTER CHAIRMAN’S SPEECH:

The Nigerian Institute of Architects, Lagos State Chairman speech was read by the Chapter Vice Chairman, Arc. Abiodun Fatuyi. The Chairman is running late as he is engaged in other activities

6.0 CHAIRMAN’S OPENING SPEECH: In his welcome address, the Chairman welcomed everyone present He thanked the Branch for allowing them to serve for the past one (1) year

7.0 NIGERIAN INSTITUTE OF ARCHITECTS PRESIDENT SPEECH

The NIA Lagos State Chapter Chairman Arc David Majekodunmi FNIA read the NIA President Arc Enyi Ben-Eboh PNIA, FNIA Speech congratulated both the Ikeja Branch and NIA Lagos State Chapter for the formation of the Ikeja Branch and wishes the Branch a successful AGM 2023

8.0 GUEST SPEAKER – ARC. OLUDOLAPO OJELABI: Arc Dami Popoola MNIA read the citation of our speaker, Arc Oludolapo Ojelabi Arc Oludolapo Ojelabi thanked everyone present and spoke on the theme of the Ikeja Branch AGM 2023 – “The Impact of the Digital Age for Architects and Architecture”. Arc. Oludolapo Ojelabi spoke about the impacts of digital technology on Architects and Architecture. Examples of these digital tools are CAD, BIM, Digital Calamities, Machinery, and Artificial Intelligence (AI). These digital technologies are time-saving, cost-saving, and very important to Architecture and in our everyday lives. He mentioned that the positive impacts of these technologies on Architects are: that they improve our way of designing, faster modifications, and new career opportunities while the challenges/negative impacts of these technologies on our profession include: It leads to isolation and it also causes change which sometimes is challenging to humans

There were question and answer sessions to end the presentation.

The Chairman Lagos State Chapter, Arc. David Majekodunmi FNIA recommended Arc. Oludolapo Ojelabi to assist with the development of the Architects Intervention Program (AIP) app as this is an initiative of the NIA Lagos State Chapter and also advised the NIA Lagos State Chapter, Ikeja Branch Chair, Arc Femi Wahab MNIA to keep hold of the speaker Arc Oludolapo Ojelabi, so that he will not stop being a part of the Branch

9.0 SECRETARIAT REPORT:

The General Secretary Arc, Olayinka Olayiwola MNIA informed the house of the barcode on the front and the back of the brochure which can be scanned to join the WhatsApp group and view photos of past events of the Ikeja Branch

Arc. Olayiwola Olayinka MNIA read the Secretariat report of the NIA Lagos State Chapter, Ikeja Branch. Arc. Adeniyi Adebiyi MNIA moved a motion for the adoption of the report, which was also seconded by Arc. Randle Abosede MNIA.

10.0 PRODUCT PRESENTATION BY GRIMFIELD ASSOCIATES QUARRY LIMITED

i They spoke about their product and how relevant it is to the Architects and Architecture ii He also advised that Architects should get the quarry products directly from the company as they will assist to transport the products to the site

11.0 TREASURER’S REPORT:

The financial report of the Branch that covers to 31st of January 2023 was read by the Treasurer - Arc Olanike Olabiran MNIA

She reported that the only means of revenue for the Branch is sponsorship by companies at our General Meeting who exhibits their products and service to Members

She reported that as at the 11th of January 2023 the Branch bank balance was at One Million, One Hundred and Forty-Nine Thousand, One Hundred and Thirteen Naira, and Seventy-Six Kobo Only (N1, 149, 113.76K).

She ended her report by thanking the entire Members of the Executive Committee and the Members of the Chapter for their support.

The motion for adoption of the Treasurer’s report was moved by Arc. Bamidele Alomooluwa MNIA and was seconded by Arc. Modupe Adetoye MNIA.

12.0 OTHER COMMITTEE REPORTS:

The Chairman Lagos State Chapter, Arc David Majekodunmi FNIA pleaded with our senior colleagues that are post Ten (10) years that does not have their names in the Fellowship Nomination list to send their names to the Chapter so that they can be included in the list that will be send to the NIA National.

The Branch Chairman Arc. Femi Ade-Wahab MNIA advised everyone to fill the attendance sheet so that the Executives can reach out to them and appreciate everyone for their presence.

13.0 AOB

1.The Chairman Lagos State Chapter, Arc. David Majekodunmi FNIA pleaded with our senior colleagues that are post Ten (10) years that does not have their names in the Fellowship Nomination list to send their names to the Chapter so that they can be included in the list that will be send to the NIA National.

2.The Branch Chairman Arc. Femi Ade-Wahab MNIA advised everyone to fill the attendance sheet so that the Executives can reach out to them and appreciate everyone for their presence

14.0 VOTE OF THANKS

The Vice Chairman, Arc. Taiwo Kunle gave a vote of thanks for the success thus far and appreciated the Chairman of Lagos State Chapter, the Vice Chairman of the Chapter and all the Executives of the Chapter for their support. He also thanked the Fellows of the Institute; he thanked the Permanent Secretary on behalf of the Executive Committee for his support and to the sponsors and everyone for their presence.

15.0 ADJOURNMENT/CLOSING.

The motion for adjournment was moved by Arc Bamidele Alomooluwa MNIA and was seconded by Arc Randle A Oluseun MNIA

REPORT OF ACTIVITIES OF IKEJA BRANCH, LAGOS STATE CHAPTER OF THE NIGERIAN INSTITUTE OF ARCHITECTS FROM THURSDAY 16TH FEBRUARY, 2022 TO 22ND FEBRUARY, 2024; PRESENTED AT THE BIENNIAL GENERAL MEETING OF THE NIGERIAN INSTITUTE OF ARCHITECTS, LAGOS STATE CHAPTER, IKEJA BRANCH HELD FROM THURSDAY 22ND FEBRUARY, 2024 AT THE 6TH FLOOR ADDAS MALL, AGINDINGBIN, LAGOS, NIGERIA.

This report is a summary of the activities of the NIA Lagos State Chapter, Ikeja branch from Thursday 16th February, 2022 to Friday 16th February, 2024

THE ACTIVITIES OF NIALSC IKEJA BRANCH ARE AS FOLLOWS:

INAUGURATION CEREMONY OF NIALSC, IKEJA BRANCH

Ikeja Branch Inauguration, with the theme “CAPITAL OF THE EMERGING ULTRA MODERN MEGA

CITY: THE ARCHITECT’S ROLE” took place on Wednesday 16th February 2022 at the Adeyemi Bero Auditorium, Alausa Secretariat, Ikeja, Lagos The event started with the arrival of guests by 10 a m The total attendance was 266 in total comprising 226 Architects, and 40 people from other disciplines with Engineers, Quantity Surveyors, and Town Planners in the Built Environment The occasion was graced by the President of the Nigerian Institute of Architects, Arc Enyi Ben Eboh fnia with his amiable wife Arc Emmanuella Ben-Eboh, 2nd Vice President of NIA –Arc Chioma Wogu-Ogbonna fnia, Past NIALSC Chairman and NIA HGSArc Mrs Abimbola Ajayi fnia, and the Chairman NIA Lagos State Chapter Arc David Majekodunmi mnia, several fellows of the Institute including Arc. Wunmi Agbaje fnia, current and immediate past Lagos State ARCON representatives, Arc. Adebayo Odusanya MNIA and Arc. Foluso Adebayo Dipe MNIA respectively.

Proceedings at the event include the invitation of dignitaries to the high table with an opening prayer. The Welcome address was delivered by the Chairman, NIALSC Ikeja Branch Arc. Femi Ade-Wahab mnia and the Keynote Speech was delivered by Arc. Mrs. Oluwatoyin Ajayi fnia Former Permanent Secretary, Lagos State Ministry of Ministry of Works & Infrastructure and Physical Planning and Urban Development on “The Role of an Architect in the Building Industry”; followed by a drama presentation by the Cultural Troupe of LagosMinistry of Arts and Culture with the inauguration theme

Thereafter, the Chairman Lagos State Chapter gave an address followed by the product presentation by Convey Estate Nigeria Limited and Sweet Home Bathroom Ltd (Kohler) Arc Solomon Ogunseye mnia also gave a keynote speech on the Theme for the NIALSC, Ikeja branch Inauguration

Subsequently, the inauguration proper of Ikeja Branch was performed by the Chairman, NIALSC - Arc David Majekodunmi mnia, swearing-in the new members of the Executives of the NIALSC Ikeja branch as listed below:

Thereafter, a photo session and cake cutting were carried out with all the dignitaries from the high table with the new executive of NIALSC Ikeja Branch. The NIA President - Arc. Enyi Ben Eboh FNIA also gave his speech, which was preceded by another drama presentation by the Cultural troupe from Lagos State Ministry of Arts and Culture.

The Vote of thanks was given by Vice Chairman NIALSCIKJ - Arc Kunle Taiwo MNIA and the closing prayer by Architect Taiwo Aiyepe

NIA LAGOS STATE CHAPTER IKEJA BRANCH EXECUTIVE EMERGENCY MEETING

An emergency Google Meet virtual meeting of the newly sworn-in executive members of the NIALSC Ikeja Branch was called by the Chairman NIALSCIKJ, Arc. Olufemi Ade Wahab MNIA and was held on Saturday 27th February 2022 at 4:12 pm The following were discussed Account Opening, Database of Exco and Architect Members, Venue, Time and Duration of Business/General Meeting, opening of social media handles for easy dissemination of information to members, Letter of Appreciation, Request for Sponsorship of General meeting of NIALSC Ikeja Branch, Liaising with relevant Officers of NIALSC, Letterhead format & design and Monthly Business Meeting Flyer Approvals, Topics for General meetings and Speakers, Strict Accounting Procedures, A O B -Outstanding Dues with NIALSC, Visitation to more Venues, List of Topics and Final Date for the First General Meeting of NIALSC Ikeja Branch

The Executive Council of NIALSC Ikeja Branch virtual meeting was adjourned, meeting ended with a Closing prayer by Arc Afolabi-Oni Olabode MNIA at 5:29pm

NIA LAGOS STATE CHAPTER IKEJA BRANCH EXECUTIVE COMMITTEE RETREAT

The Ikeja Branch executive member retreat took place on Saturday 21st May 2022 at the Prestige Caterings and Hotels beside Tisco Plaza, Agindingbi, Ikeja, Lagos. It was physically attended by all the Exco Members of the NIALSC Ikeja Branch and was anchored by the Chairman, Arc Olufemi Ade Wahab mnia The guest Speaker at the Retreat was Arc Biodun Fatuyi, mnia, gave a great speech and deep insight into the roles and functions of each post of the Executive members as enshrined in the Bylaws of NIA

MARCH 2022 BUSINESS/GENERAL MEETING

The First Business/General Meeting was held on Thursday 24th March 2022 at noon on the 3rd Floor of Addas Mall, Agindingbi, Ikeja, Lagos, and was anchored by the Chairman NIALSCIKJ, Arc Olufemi Ade Wahab MNIA The Meeting was a physical meeting with the invitation of Arc Anetor Eromosele Uwagbale FNIA as the guest speaker to give a lecture on the topic “Effectiveness of Specification to the Practice” and in attendance was the Chairman of NIALSC, Arc David Majekodunmi MNIA, Vice Chairman NIALSC, Arc Biodun Fatuyi MNIA and NIA Chair Student Affairs, Arc Olajide Ololade MNIA

The other matters discussed were the Ikeja Branch Inauguration Report, the creation of Chairs of Committees, Lagos Architects Forum - LAF 2022 Update, a reminder on the payment of dues by Members (State and National), and product presentations by Advanced Concrete Technologies, Clear View Limited and Dulux Paint There were Forty-two (42) people in attendance at the inaugural Business/General meeting of NIALSCIKJ

LAGOS ARCHITECTS AWARENESS WALK

The Awareness walk took place on the 1st of May, 2022 with the theme “Every Building Must Have an Architect - WHO IS YOUR ARCHITECT?” The awareness walk which also took place in Festac, Ikeja, and Ikorodu simultaneously was organized by the NIALSC while NIALSCIKJ was in charge of the walk within Ikeja division which started from the Nduibisi Kanu park, Alausa to the Ikeja Under bridge bypass and back to the Nduibisi Kanu park in Alausa; and was attended by members of NIALSCIKJ; who in turn shared handbills to the public with special coverage by MITV and Guardian newspaper respectively.

JUNE 2022 BUSINESS/GENERAL MEETING

The Business Meeting was held on Thursday 23rd June 2022 at noon on the 3rd Floor of Addas Mall, Agindingbi, Ikeja, Lagos, and was anchored by the Chairman, Arc Olufemi Ade Wahab MNIA

The Meeting was a physical with the invitation of Arc Titi Adeleye FNIA as the guest speaker on the topic “Building a good Client base for Architects and Architectural firms” with Vice Chairman NIALSC, Arc Biodun Fatuyi MNIA and NIA Chairs Student Affairs, Arc Olajide Ololade MNIA in attendance

The matters discussed centered on the creation of Chairs of Committees and appeal to members to attend meetings There were Thirty (30) people in attendance at the meeting

AUGUST 2022 BUSINESS MEETING

The Business Meeting was held on Thursday 18th August 2022 at noon on the 3rd Floor of Addas Mall, Agindingbi, Ikeja, Lagos, and was anchored by the Chairman, Arc. Olufemi Ade Wahab MNIA.

The Meeting was a physical meeting with the invitation of Arc. Olufemi Fakolade FNIA as the guest speaker to give a lecture on the topic “Disputes Resolution in Building Contracts”. The matters discussed were the creation of Chairs of Committees. They were product presentations from Armorsil Limited, VXL Nigeria Limited, and book presentations by Arc. Titi Adeleye FNIA, Arc Charles Maduka MNIA and Arc Abiodun Wilson MNIA There were Fiftytwo (52) people in attendance at the meeting

The Executives of the NIALSC, Ikeja Branch paid a courtesy call visit on Friday 16th September 2022 to the Permanent Secretary, Office of Works, Ministry of Works & Infrastructure, Alausa, Ikeja, Lagos Arc Adebayo Odusanya MNIA

Furthermore, also in attendance at the meeting were Architects working in the Office of Works.

The Chairman NIALSCIKJ conversed with the Permanent Secretary on the reasons for the visit, showcasing and Publication of Public Buildings in the Ikeja Division, Introduction of a Draft Work Plan for the repositioning of Architects and Architecture in Lagos State, Encouragement of Architects within the Ministry to attend Ikeja Branch functions, Sponsorship and hosting of Meetings and the request for Permanent Secretary to deliver a lecture during one of the Business meetings shortly

The Meeting started at noon with Twenty–three (23) people in attendance. Arc. Abimbola Ashiru MNIA took the opening prayer. The welcome address and Introductions were led by The Chairman, NIALSCIKJ -Arc. Wahab MNIA with the individual introductions of other members of the Exco as well as the Architects in the Office of Works.

The Business of the Day was reeled out by the Arc. Wahab which is as follows

-Introduction of a Draft Work Plan for the Repositioning of Architects and Architecture

-Encouragement of Architects within the Ministry to attend Ikeja Branch functions

-Sponsorship and hosting of Meetings

-Showcasing and Publication of Public Buildings in the Ikeja Division

-Invitation of the PS to deliver a lecture during one of the Monthly meetings

OTHER EXECUTIVE MEMBERS OF NIALSC IKEJA BRANCH

-Collaboration with the Ministry for a Better Life for Architects in Ikeja environs

-Sponsorship of Ikeja Branch Events

-Creation of a formidable force in Chairs of Committees

-Architects to attend meetings for more visibility of the Ikeja Branch

-Creation of Social Media handles for the branch

-Funding

RESPONSE FROM ARCHITECTS FROM THE MINISTRY OF WORKS

-Take-outs from the Meeting include the following-

-Coming together as Architects, attending branch meetings, and also formulating policies within the state

-Impact of the branch in creating lasting solutions to Architects imbroglio and creation of a comprehensive work plan for Architects and Architecture

-Drafting of Letters to all Ministries, Agency, and Parastatal in Lagos State where Architects are domiciled to attend meetings.

-Payment of dues by the Ministry to support or encourage Architects.

-Request for the P.S to wade into the issues caused by Architects in Agencies in the aspects of Vetting, screening of Architectural Drawings, and Monitoring of Buildings.

-Incentives for attendees of the Monthly meetings

-Building a strong foundation for the Ikeja branch important

-Identify and Create programs to bring Architects together

-Funding for the Ikeja Branch through Contractors in the Ministry-

-G S to draft a letter addressed to the P S for the invitation of all Architects to the meeting

The meeting ended at 1 05 p m with a vote of Thanks by the Vice Chairman NIALSCIKJ, Arc Kunle Taiwo MNIA and closing prayer by Arc Dosunmu mnia

COURTESY CALL VISIT TO ARC. GBOLAHAN OWODUNNI OKI MNIA, THE GENERAL MANAGER, LAGOS STATE BUILDING CONTROL AGENCY (LASBCA) HELD ON THE 7TH OF DECEMBER, 2022 AT THE LASBCA HEADQUARTERS IN IKEJA, LAGOS.

The meeting started at 12:45 pm with an introduction of the General Manager and Management Staff of LASBCA by Mrs. Akitoye, P.R.O LASBCA followed by the welcome speech of the Chairman Ikeja Branch, Arc. Olufemi Ade Wahab MNIA. He spoke extensively on the reason for the courtesy visit which included:

-Commendations, activities, and relevance of NIALSC Ikeja branch to LASBCA,

-Introduction of a Draft Work Plan for the repositioning of Architects and Architecture,

-Domestication of the Building Codes and Building Standards

-Full compliance, Application, and Utilization of Specifications,

-Encouragement of Architects within LASBCA to attend Ikeja Branch functions,

-Sponsorship and hosting of Meetings and forthcoming Annual General Meetings and

-Invitation of the General Manager to deliver a lecture during one of the General Meetings

RESPONSE FROM THE G.M., LASBCA.

-Issues of Full membership Registration of the Architects within LASBCA needing redress

-The emergence of quacks due to the low number of Full-member Architects augments the rising built environment compared to other professionals with mammoth membership structures.

-Attitudinal behaviour of Architect

-Promise to support the Branch and also encourage the Architects within the Agency to attend Ikeja Branch functions.

Finally, the Chairman NIALSC Ikeja Branch gladly received the challenge to speedily look into the dearth of professionally recognized architects in the Agency to proffer a lasting solution and requested the list of Architects within LASBCA with NIA issues with a promise to address each case on its merit.

THE FIRST EDITION OF NIALSC, IKEJA BRANCH ANNUAL GENERAL MEETING 2023

The First Edition of the Annual General Meeting of The Nigerian Institute of Architects, Lagos State Chapter, Ikeja Branch was held on Wednesday 16th February, 2023 with the theme “The Impact of Digital Age for Architects and Architecture”; which was delivered by Arc. Dolapo Ojelabi and took place at the NIALSC Ikeja Branch Secretariat-Third Floor Addas Mall, Agindingbi, Ikeja, Lagos

The Event started at noon with the arrival of guests and dignitaries; which included the NIA Lagos State Chapter Executives, Guest Speaker, Fellows, Architect, and other guests. It was an elaborate event, which started with an opening prayer by Arc. Ibitoye B.R. MNIA, the National Anthem was conducted by the Treasurer - Arc Oluwatoyin O Olabiran MNIA; while the Introduction of Dignitaries in the likes of the First Female former State Chapter Chairman of NIALSC and HGS NIA – Arc Abimbola Ajayi FNIA, Permanent Secretary Office of Works

The Chairman, NIALSC- Arc. David Majekodunmi FNIA read the Goodwill message of The President of The Nigerian Institute of Architects, Arc. Enyi Ben Eboh FNIA

The Guest Speaker at the First edition of the NIALSC Ikeja Branch Annual General Meeting gave a delectable presentation on the topic “The Impact of Digital Age for Architects and Architecture”; emphasizing the need for Architects to brace up for the innovations in Artificial Intelligence and Building Information Model BIM. He further enlightened Architects on the need to compete with the current world trends in delivering their works in terms of technology-driven tools and methods for Architects and Architecture.

The Business of the Day was the AGM Business meeting report anchored by the Chairman, NIALSC Ikeja Branch – Arc. Olufemi Ade-Wahab MNIA and the Ikeja Branch report were delivered by the General Secretary, NIALSC, Ikeja Branch –Arc. Olayiwola Olayinka MNIA and the treasurer’s report were taken by the treasurer, NIALSCIKJ – Arc. Olanike Olabiran MNIA. The AGM was adjourned by Arc. Bamidele Alomooluwa MNIA and seconded by Arc. Oluwaseun Randle MNIA.

SEPTEMBER, 2023 GENERAL/BUSINESS MEETING

The NIALSCIKJ General/Business Meeting was held on Thursday 21 st September 2023 at noon on the 6 th floor of Addas Mall, Agindingbi, Ikeja, Lagos and was anchored by the Vice-Chairman, Arc Kunle Taiwo MNIA

The Meeting was a physical meeting with the invitation of Dr. MKO Balogun MIOD, FNSE, EDGE EXPERT as the guest speaker to give a lecture on the topic “The Importance of Architecture to Facility Management”. The matters arising include the NIALSC 40th Anniversary event, the Novelty match between the NIALSC Ikorodu branch and Ikeja Branch, and the swearing-in Chairs of NIALSCIKJ sub-committees. There were forty-six (46) people in attendance at the meeting

NIALSC Ikeja Branch members actively participated in the One (1) week activities/events lined up by the Executives of NIALSC in commemoration of the 4oth Anniversary of NIALSC; which include thanksgiving services at the Cathedral Church of Christ, Marina and Alausa Central Mosque, Alausa, Ikeja respectively, career talk/seminar at Agidingbi Grammar School, Agidingbi, Ikeja, Novelty match between NIALSC Ikeja & Ikorodu branches, Anniversary Lecture & Dinner and Investiture of Fellows The Event commenced on Sunday 1 st October 2023 and ended on Friday 6th October 2023

Notable members of NIALSC Ikeja Branch were honored on Thursday 5 th October 2023 at White Stone Event place, Billings Way, Oregun, Ikeja, Lagos State into the College of Fellows of The Nigerian Institute of Architects, NIA; they include Arc. Adebayo A. Odusanya FNIA, Arc. Foluso Dipe FNIA, Arc. Gbolahan O. Oki FNIA, Arc. Akintola Francisco FNIA, Arc. Charles D. Maduka FNIA, Arc. Bodunrin Y. Oki FNIA and Arc. Aderemi M. Adebo FNIA.

CONTINOUS PROFESSIONAL DEVELOPMENT LECTURE HIGHLIGHTS OF ALL THE BUSINESS/GENERAL MEETING OF NIALSC IKEJA BRANCH 2022-2024.

PRESENTATION ON “THE EFFECTIVENESS OF SPECIFICATION TO THE PRACTICE” BY ARC. EROMOSELE ANETOR

i. Arc. Anetor fnia commenced the lecture by thanking the Chairman, NIALSCIKJ, Arc. Wahab MNIA for the opportunity to speak at the General/Business Meeting and also acknowledged the presence of other NIA, NIALSC Exco members, Fellows and everyone at the meeting.

ii. Arc Anetor fnia informed that the objective at the end of the lecture is for the attitude of participants to change and be able to understand the importance of Specification in terms of learning, using, and the need for Architects to take ownership of Specification

iii He also mentioned the need for Architects to take the bull by the horn and not leave specifications to the Quantity Surveyor or other professionals as always stated in the cross & longitudinal sections of Architectural drawings as "See Engineer's Specification"

iv He informed that communication basics are the key and necessary background – being the first step for Specification in the Built Environment and the process of Construction is complex (oral, written, and graphics)

v. He mentioned clarity of information and communication as key in terms of ideas for design and defined specification using the dictionary meaning a detailed description of the criteria of constituents, construction appearance, and performance of material or standard of workmanship required not just in the manufacture but its placement in its information.

vi. He stated that in the advent of BIM (Building Information Modelling), specification is to be started before the design commences compared to the era of pen and ink, where specification comes at the end of the design. The Architect is the conceiver, the main specifier and should not wait for the manufacturer's specification

vii. Purpose of Specification includes: 1. Design Record, 2. Record keeping, and 3. statutory compliance with Building Codes 4. Project Management daily tool, 5. On-site manual for Clerk of works etc , 6 Evidence of Disputes during Arbitrations, 7 Tool for Facility Management and Building Maintenance and 8. Cost Planning tool.

viii There are three (3) different types of Specification which include: Descriptive, Performance, and Propriety Specification

ix. Tools for Specification include Master Specification (It has a division of the different elements of the building and the key components to look out for when specifying a material for such component) and there are many other specifications tools.

x. He also stated that there are qualities required in writing a good specification, which include

1 No ambiguity, confusion, and superfluity in words

2. Concise, clear, and use of correct terminologies and avoid abbreviations.

3 Conformity to Building codes

4. Avoid repetition, and difficult explanations, provide sections and paragraphs where necessary.

5 Seek feedback, discuss the draft, and refine it

6. Keep records of the specifications you have written for the future

xi. He highlighted the effectiveness of Specification as follows:

1 It gives clear instructions on the intent, performance, and construction of the project

2 The Specifications are referenced in quality and standards to be applied

3. Materials and Products can be clearly defined

4 It acts as a tool for assessment and inspection during construction

5 Classification in Specification can be used to hand over and assets management

6. Identification of information is easier because it reduces information on the drawing.

7 It supports project estimates because it is on the basis that the project contractors will do their pricing

8. It makes up part of the tender document which can support legal issues.

9 It assures clients of project product quality

10 It is essential for the construction phase and follow-up processing

11. A detailed specification provides many answers to on-site construction questions

12. Specifications can be incorporated for optimizing future endeavors.

13 It is a living document and becomes part of the project docket tray and can form the basis for future management qualities

xii. Arc. Anetor FNIA mentioned that there are Challenges to Specification writing in Nigeria

1. Adoption of foreign standards which does not meet our local needs.

2 Lack of adequate data

3 Poor Maintenance culture

4. Low value for Specification writing and besides this lecture is more of an awareness for Architects to take possession and drive specification writing.

5 De-motivation from poor financial remuneration

6 Repetition of specification

xiii. He further highlighted the recommendations as follows:

1. Firms should make conscious efforts in preparing specifications.

2 Creation and adoption of the Nigerian Building Code

3. Schools should encourage students to prepare the specification

4. Manufacturers’ catalogues should be updated regularly and must be made available to the built industry professionals – seamless partnership with manufacturers is important

5. Contextualization of specific specification standards through research and practices.

xiv. Finally, Arc. Anetor fnia emphasized the need for Architects to have a collection of specifications that can be used and adapted for future projects

PRESENTATION BY ARC. TITI ADELEYE FNIA ON “BUILDING A GOOD CLIENT BASE FOR ARCHITECTS AND ARCHITECTURAL PRACTICES”.

i. Arc Titi Adeleye fnia thanked Chairman, NIALSCIKJ, Arc Wahab MNIA for the privilege and opportunity to speak at the 2nd General/Business Meeting also acknowledged the presence of NIA, NIALSC Exco members, other Fellows, and Architects at the meeting and appreciated the forum given to share her wealth of experience with Architects.

ii Arc Titi Adeleye fnia spoke on ;Building a Good Client Base for Architects and Architectural Practices”.

iii. She stated Architects need to define their “WHY”, and the reasons for studying, and practicing Architecture and gave many reasons why

Architectural businesses fail or do not withstand the test of time. Examples of such reasons include No client or Structure in place by Architects.

iv. She listed many of the pitfalls of Architects and architectural practices and gave a practical example of the attention given to professions like Accountants and Lawyers in terms of their numbers during their Annual General Meetings

v She further mentioned that to make an impact as an Architect, firstly, the Architect needs to define who the Client is. Whether Government or High-End Clients or Low-End private clients non-governmental or religious Organizations or International Clients or Politicians.

vi Arc Adeleye noted that once the Architect can identify his or her client, he or she will be able to understand and identify the peculiarity of their needs e g record keeping for Government Clients, Confidentiality for Private or High-End Clients, Accountability for NonGovernmental or Religious Clients, etc.

vii Architects are trained to be busy, meet deadlines, productive with the ability to effectively and efficiently communicate

1. An Architect should be a master of etiquette – Etiquette for riding and dining with Clients, interviews, presentations & meetings, style, social conduct, Restroom, Money & Financial, and the ability for a client to part with their money with you as their Architect

2 An Architect must be a master of etiquette and continuously upgrade him or herself

3 Ability to speak in public

4 Appearance

5. Invest in Complimentary cards, website, appearance, and general courtesy.

6. Must have a standard procedure, defining and understanding the Client’s brief.

7 Architects must not be shy to discuss payment and money with clients

8 Identify the proper line of Structure and line of communication

9 Mail and correspondence must boost confidence

10. Be security conscious when visiting sites.

viii Furthermore, she spoke about Orientation – The Name of an Architect is the greatest asset an Architect has An Architect must protect his/her name, and brand and treat his/her staff well in terms of remuneration and packages.

1. Architects should learn to walk away from money issues with Clients.

2 Get feedback from the Client and do due diligence

3 Always make a good first impression with the Client for more referrals

4. Avoid time waster Clients

5 Active in Alumni, Professional Associations, Parent Teachers Associations (PTA) and Political groups

6. Must get their branding right

7 Engage in Sponsorship and get his/her branding right i e Logo Consistency in terms of design style, concept, and colour.

8 The portfolio should be concise, compacted, and well-detailed with relevant information as required

9. Architectural firms should be registered with CAC.

10 Invest in their firm in terms of shares, properties, rents, and assets

11. Avoid being a one-man power by creating an Advisory board for his/her firm.

12. Always put a succession plan in place and get mentors.

13 Architects must collaborate with experienced colleagues on projects that they know nothing or little about or beyond their control.

14 Add value and patronize your clients as well and do every design job diligently

15 Architects should associate with professionals from other allied professions and also get involved in volunteer work.

16 Architects should also do public relations

17. Accountability is key

18 Architects should stay focused, know when to downsize, expand their firm, and keep overheads low.

19 Architects should engage in self-development from time to time and do regular auditing of the firm to know if the firm is on the right track.

PRESENTATION BY ARC. OLUFEMI SAMUEL FAKOLADE FNIA ON “DISPUTE RESOLUTION IN BUILDING CONTRACTS”.

i. Arc Olufemi Samuel Fakolade FNIA thanked Chairman, NIALSCIKJ, Arc Wahab MNIA for the privilege and opportunity to speak at the 3rd General/Business Meeting of the Ikeja Branch and also acknowledged the presence of NIA, NIALSC Exco members, other Fellows, and Architect members present at the meeting and appreciated the opportunity to share from his wealth of experience

ii. Arc. Samuel Fakolade FNIA spoke on the topic titled ;”Disputes Resolution in Building Construction Contracts”.

iii He stated that the aim of the lecture is for Architects to learn how to avoid, prevent, and train Architects on how to resolve disputes and how to respect the Arbitration and dispute clauses in Building contracts because it is normal for disputes in Building construction to arise and he is happy to introduce another profession to members known as Arbitration and he further encourages members to be part of it.

iv He mentioned that dispute resolution is essential in the economy of a nation, when disputes occur between two parties, the first point of call is Litigation and the court in turn refers them back to Arbitration. There are various methods through which disputes can be resolved by both parties, which include Litigation and Alternative dispute resolutions ADRs such as Arbitration, Conciliation, Mediation, and Negotiation.

v. He defined Disputes as unforeseen or unforeseeable obstacles, delays in payments, and technical problems that arise in the construction process which in turn causes delays and has cost implications.

vi. Arc. Samuel Fakolade FNIA stated that most disputes in Building Construction are usually caused by the Architect because of their attitudinal behavior and output. When there is a dispute, there is a cause, action & effect and which results in the question of “Who should be responsible?”

vii. He mentioned that parties and professionals involved in disputes in the construction industry have different objectives

viii. The first method of dispute resolution is Litigation – The first point of contact for dispute resolution, which has a winner and a loser at the end of the process

ix. The advantage of Litigation include the following: it sets a precedent value, is costeffective, Appeals possible and disputes information always in the public domain. Disadvantages include: It damages the relationship, time-consuming–delays in court proceedings, adjournments and its impersonal

x The second method of Dispute resolution is Arbitration: which is the Alternative dispute resolution method also known as ADR, it is the most advanced and also a method of settling disputes between two or more parties in a quasi-judicial manner. It is usually aired by a specialist called Arbitrators who has a comprehensive knowledge of the matter and on whose decision the warring parties adhere to

xi He further defined Arbitration (Orojo 1999) as the process by which parties voluntarily refer their disputes to an impartial third person, who can be selected by them for the decision based on the evidence and arguments to be presented before the Arbitration tribunal The court of Arbitration is often referred to as a mini court or social court and most times hearing can be done by one or two or more Arbitrators.

xii. The warring parties voluntarily refer their dispute to the court of Arbitration where a specialist makes the decision based on the evidence presented to them.

xiii. The Construction Industry Arbitrator must be knowledgeable in construction and also in law and must undergo training in Arbitration Arbitration is less expensive than Litigation

xiv. He stated that matters in Arbitration can be referred by Consent, Statutory Arbitration or by Order of Court Arbitration Agreements concerning Architects carry different clauses for the parties in appointing an Arbitrator or often at times prescribed in the Agreement

xv. Architects are appointed in writing by the President NIA; in which the procedure and process of arbitration is agreed by the two parties from the professional body – NIA The parties usually supply all the details of the disputes and complete the application as instructed by NIA The completed forms are returned and it is at the discretion of the NIA President to formally approve the Application of the Architect

xvi. The expert Arbitrators is ICIArb – Institute of Construction Industry Arbitrators which includes all professionals in the built environment, appoints Arbitrators as it relates to the focus of dispute and fees of the arbitrators are usually paid by the parties in disputes and which is conducted under the Arbitration and Conciliation Act, Laws of the Federation of Nigeria 2004

xvii. He further stated the customary procedure before the Arbitration tribunal includes the following: Opening, Evidence,Assessors & other Assistants, stating a special case, Inspection and Irregularities in the course of reference.

xviii The Judgement of an Arbitrator in an arbitral proceeding is referred to as an Award

The Award must comply with the conditions of the arbitration agreement, must be in writing, and not exceed the scope of the Arbitration agreement which must be legal, final, and aim at settling the disputes.

xix. Advantages of Arbitration over Litigation include the following: Technical matters are referred to experts who have technical knowledge of the subject matter, it is less expensive, quicker decisions are made because they know the crux of the dispute, the ability to pick the choice of venue to hear and resolve the dispute and simpler rules of engagement.

xx Disadvantages of Arbitration include the following: Lengthy process and procedure, Appeals are usually brought against awards of Arbitration, It is more expensive, etc

xxi He further stated the ADRs is another method of setting dispute without going to court which includes Negotiating, Mediation, and Conciliation Others include: Collaborating, Obliging, Compromising, Avoiding, Confronting, and Accommodating

xxii. Arc. Fakolade concluded that the most popular ADR is Arbitration which is a convenient way of conflict resolution that operates within very flexible latitudes due to the specialized, technical, and peculiar nature of handling disputes and advised Architects to join the Institute of Construction Industry Arbitrators
