“Draw your Dream” Korea Scout Association intends to provide opportunities to young people to dream and desire, make it a reality on their own through being active members of the Scout movement. The 25th World Scout Jamboree will solely not planned by us as a host, but scouts from all over the world will be part of the planning, managing and operating with their innovative ideas for “Better Jamboree, Better Scouts & Better World” and we will do our best to facilitate them to realize their dreams and ideas. Their ideas will be explored with plenty of opportunities for themselves with changes and challenges they are facing since the centennial anniversary with the core values of scouting, and these ideas will be transformed in to variety of different scout programs having new concept with basics of Scouting ethics. Regardless of how big or small their ideas may be, we will respect them by looking at their efforts and beautiful minds to realize our vision ‘ Creating a Better World’ Saemangeum in Jeonbuk Province, as the venue for for 25th World Scout Jamboree is most compatible place to unfold the new dreams of scouts from all over the world.

Visual Expression 1. Official Emblem ∫ Scouts from around world gathered together under one roof of Korea to enjoy World Scout Jamboree is expressed in the shape of Korean tile roofs resembling camping tents. ∫ Korea’s World Scout Jamboree logo was developed in 2011 and has been in use as apart of promotion since Sweden’s World Scout Jamboree. It has been finalized with a survey among KSA Scouts and as well as scouts from various NSO’s.

2. Strategy By keeping the “Draw Your Dream” as base and it is also the theme of the 25th World Jamboree in 2023, The 3S+1S concept is developed. It composed of – Solidarity, Smart & Scientific, Safe & Secured and one more s with Sustainability.

(1) Solidarity ∫ One of the main purpose of World Scout Jamboree is to promote fraternity among Scouts. Inviting young scouts who are financial challenged will give them a chance to be part of WSJ, develop and grow like a global citizen. ∫ This will include not only youth from underdeveloped countries but also from vulnerable classes from developed countries, which will be biggest impact on Scouting and new trend in the history of world scout history. ∫ Youth from refugee camp’s & IDP(Internally Displaced Persons)will be part of 25 WSJ as invitees & they go back with scouting spirit to begin new life & start scouting troops in their areas. ∫ Special children / youth will have a separated sub camps with special care & facilities. ∫ Support through the 25th World Jamboree will not just be a one-time event but will continue to expand into a long-term twinning program. ∫ The Home Hospitality (Ho Ho) Program will offer unforgettable memories and learning Opportunities for every participant in addition to existing challenges, mutual exchange and tourism programs for better understanding and accepting as well as respecting the Global Culture. * For example, we provide experience programs such as Taekwondo experience, Korean food making, Hanji

∫ Life skills of the 21st century, which are currently being discussed globally, will most definitely be in action during 25th World Scout Jamboree with the integration of future IT skills with the scout ethics, discipline and scout methods. ∫ Create the environment where you can use and charge the free Wi-Fi throughout the entire Jamb site and all over Korea through the latest communication technology. ∫ Smart Jamboree comprehensively covers all jamboree elements such as program, ceremonies, various facilities, including eco friendly and safety approach. ∫ Maximize the activity by applying the latest ICT technology to the process of jamboree operation – including Jamboree registration process, guidance service and emergency response in case of emergency situation * Example: A wearable device that can be worn on the user’s body, such as wrist watch, button, glasses, etc., provides information on the change of the user’s body and detailed information about the surrounding environment where individual is located in no time. ∫ Time bound translation and interpretation service for automatic service for smooth communication throughout the jamboree without language barriers and guidance with computerised automated machines to make participants more safe and secured. * S upports interpretation and translation between Korean and major languages (English, French, Spanish, Arabic, etc.) by providing intelligent traffic control service through personalized service and signal control such as entrance, arrivals / departure, traffic, game viewing to participant and leader using IOT (Internet of Things)

(3) Safe & Secured ∫ Total safe working system including jamboree facilities and program. Further with updating of natural disasters and emergencies at regular intervals. ∫ Introduce Scout motto “Be prepared” to strengthen the ability of the crew to cope with various emergency situations, disasters and accidents ∫ Experiencing various accidents and natural disasters virtually, linking them with exciting adventure as one of the programs and enhancing their awareness.

(4) Sustainability ∫ After the 25th World Scout Jamboree, site will be transformed into a scout camping site where you can enjoy the world scouting facilities and atmosphere. Here, a variety of Scout activities including leadership training, will be made available to support and realize the goals of the future with Vision 2023 and beyond.

∫ In 1991, after the 17th World Scout Jamboree, the Jamboree Training Centre in Gangwon Province has been continuously developed for 25 years. In same lines, Saemangeum will maintain a permanent campsite and world scout centre of 60,000 square meters after the 25th World Scout Jamboree in 2023 is concluded. ∫ T he proposed Scout Centre, will be used as the jamboree operation headquarters and will continue to be a global leadership complex of young scouts from around the world.

Jamboree Site 1. Location SaeManGeum Tourism and Recreation 1 District (Buan-gun, Jeollabuk-do, Korea) ∫ 1,000ha (hectare), 2,500 acre (acre), 10,000,000m2 (6.2km x 1.7km) ∫ Meeting the requirements of the World Scout Bureau with over 2.5 million square feet for WSJ venue.

There is a 300,000 square-foot open field where 50,000 people (about 100,000 people) can camp, and the central government has already began to build infrastructure such as roads, airports, harbours, electricity connections, water and sewage systems, will be completed according to the national development plan before the event. All possible options to envision various programs based on adjacent natural resources including forests, open sky, mountains, sea, fields and rivers. It is also possible to promote the mini-Olympics by using tidal (mud)-flats as a resource. There is no natural disaster in this coastal vicinity in the history; however, there are 4 military bases within one hour and 300 gymnasium facilities that can evacuate more than 100,000 people if the need arises.

After 2023 World Scout Jamboree, we will continue to maintain and operate Scout Centre, Jamboree Museum, and permanent campsite.

3. Jamboree field composition The Korean government has established the SaeManGeum comprehensive development including the world scout jamboree camp site as follows and the entire infrastructure such as road, electricity, water, landscaping will be provided in the interest of youth and Scouting.

Currently, 33 km of dykes linking Buan and Gunsan are built in 4 ~ 6 lanes, 4 lanes of Route 30 connecting Gimje and Buan, and 21 lanes connecting Gunsan and Jeonju have already been opened in 4 ~ 6 lanes. The 34.9km East-West 2-axis road linking with the Jamboree camp is under construction with 4 ~ 6 lanes and the 6 ~ 8 lanes with 26.7km of north and south roads with the aim of completion in 2020.

1) Essential Facilities a. The Grand Arena Eco-friendly facilities with the background of harmonious natural sea and mountains surroundings will be made available.

b. Jamboree Headquarters The Jamboree Headquarters is a place where key operating personnel will be set up their offices and conduct business with routines, so that they can communicate closely with delegations /teams of each NSO / country.

(2) Airport In the short term, we have already secured a 6 km runway site in preparation for the expansion of Gunsan Airport, because the demand for air travel will be handled using the runway at Gunsan Airport and the demand for the SaeManGeum development will increase. The government also plans to build SaeManGeum International Airport by 2022.

(3) Harbour The SaeManGeum comprehensive development includes harbour development. A total of 18 ships capacity harbour will be completed by 2020, 15 km from the proposed Jamboree site, including a 1-car dock, a general goods quay 14line, a container quay 2-line and a cruise quay 1-line. Container ships carrying equipment and materials of delegations from each country are expected to be able to reduce logistics costs by shortening the distance travelled to the nearby SaeManGeum port.

(4) Jamboree facility (camp site) development plan Prior to the 2023 World Scout Jamboree, we will hold various international events, including local/ national / regional / zonal jamboree’s and gradually build up the necessary infrastructure.

d. Parking Area In the Jamboree area, vehicles are prohibited to enter. Therefore, a separate parking space is provided during the opening ceremony, the luncheon event’s and for the visitors. There is also a parking area with a shuttle bus regularly play along the main road and facilities for participants using caravans or campervans.

c. Jamboree Plaza In the Jamboree, all participants visit the Jamboree Square at one of the most prestigious locations and will be a popular meeting place. Jamboree Square is located in an open space with plenty of shade and is equipped with facilities such as banks, post offices, kiosks, souvenir shops, scout shops, cultural exhibition halls and much more.

On-Line Electric Vehicle An eco-friendly vehicle that does not discharge pollutants by supplying electric power to the electric devices on the road floor

f. Shuttle bus stops The basic route runs from the main parking lot to the Jamboree Plaza, with a stop at each area / sub camp / important locations and an on-line electric vehicle is operated considering the environment.

h. Jamboree Container Depot g. Jamboree Logistics Depot Will set up and manage the necessary tools/logistics for Jamboree Operations by NSO’s are available free of charge, also used as a place to sell basic pioneering equipment, and can be exchanged and repaired if there is any problem with the supply.

For the contingents, we will facilitate a place with the system nearest to their camp with container storage and management depot. This will also make it more safe and secured to handle the heavy containers with care.

∫ After 2023 World Scout Jamboree, we will secure a land of 110,000 square meters which will be used for scouting development continuously. (1st campsite: 50,000 square feet, 2nd campsite: 60,000 square feet) ∫ This site will help to the revitalization of the Scout movement by establishing a campsite, leader training centre, Jamboree / Scouting museum, outdoor program activity centre, Scout Research Centre and high adventure facility. Through the creation of the Scout Centre and its operation is being entrusted to the Korean Scout Association.

f∫ . Shade composition Poplar resistant to salinity and sea breeze is planted in the National Forestry A Academy since 2012, and Jeonbuk Forestry Environmental Research Institute will provide 100,000 Poplar by 2020. It also uses gourd plants such as shade tunnels throughout.

g. Fresh Water Channels ∫ A fresh water channels will be made to flow in Jamboree site with 70 cm depth along the each Base Camp. Scouts will have pleasure in cooling down and enjoy into the shallow water. It will be connected from River side to the Sea Wall. Further narrow water channel between Sub Camp and Base Camp will be created. ∫ with small cross over bridges to make Jamboree site more attractive & beautiful. We may have 25 Sub Camp’s and 4 base camps in every Sub Camp. with total 100 Base Camp’s. All security measures will be taken with safety post at every 1.5 Km’s, each safety post will have 2 IST volunteers on either side (total 4 members) with life saving equipments.

4. Features of Jamboree (1) Minimize participants’ movement

∫ Centrally Located - Arena, Exhibition Hall (World Scout Centre), BP Exhibition hall, and convenience facilities, which have the highest movement frequency by all jamboree participants will be made to locate in the mid of Jamboree layout and minimise the distance for everyone. ∫ Planned in radial form, can reached by the shortest distance from any place ∫ Process of participant’s movements outside Jamboree area to take part in activities sub bus terminal will be set up and operated to facilitate them to reach easily. This will be a separate parking besides the main parking lot.

(2) Various Shades and Shelters ∫ Trees (fast growing) will be planted all over Jamboree site in accordance with plan – to make it shady for participants and also to get fresh air. This will be relaxing and enjoying for one and all. ∫ Will make as many as possible plantations for shade where participants can relax sufficiently in the green shade space to avoid the heat. ∫ Each patrol will receive 4 shade tents to avoid heat in the tent. ∫ Oasis Shelter: Install ice maker to supply cool ice, install fan, and provide cool water with cool air. ∫ Happy Walk Tunnel: The Cool Tunnel, which shadows the main aisle of the jamboree and sprays a cool water fog in the middle.

(3) Brownsea Island: Historical Scout Camp, Virtual Reality Brown Sea Island ∫ The Brown sea Island will be recreated and reproduced in the SaeManGeum jamboree campsite. ∫ B rown sea Island Camp- Experience Program - which recreates the experiencing the first camp on a small island next to the Jamboree site. ∫ The replica (model) of Brown Sea Island will be exhibited at appropriate place in the islands to make it easier for participants to go around in the islands. ∫ It will be learning experience for everyone who visit the Brown Sea Island and know the very fact of Scouting History and 1st Scout Camp. ∫ VR (Virtual Reality) and AI (Artificial Intelligence) will enable the participants to experience the origin of scouting. VR will invite lord Baden Powell and first 20 scouts to join the World Jamboree in 2023.

It is Scout’s unique way of participating in programs, not as individuals, but in a small group of patrols. In addition, some programs will operate International Patrols, which combine local and international scouts, to maximize the program’s purpose.

4. New Era of Scouting For the New Era of the world Scouting, We will introduce the new paradigm of Scout Method which shall describe to fuse the cutting edge technology and traditional scout methods for 21st century life skills.

5. Progress Recognition Various authentication methods will be used to encourage participants to join actively and to praise their efforts. IT skills will be used, so that they can feel the sense of accomplishment toward their dreams and keep accurate records in accordance with the theme ‘Draw your Dream’.

7. Sharing Youth Philanthropy ⇨ Solidarity Action Some of the activities will prepare a program to revitalize the meaning of Creating better World and to share it with others in the world.Letting the scout discipline take place naturally.

8. Role of Adults Adult leader’s role will be used in accordance with their skills and experience to help the scouts to gain diverse knowledge and skills through the programs. This section ensures that the professional group will be fully operative both domestically and internationally, so that the participants can truly gain confidence in their dreams.

Jamboree Programs The World Scout Jamboree programme will be composed of 3 sections. First, the programmes which were very popular in the previous WSJ will be reborn as best programmes after upgrading process. Second, new programmes which correspond to the educational objectives and method of Scout will be organized and according to the Jamboree theme, ““Draw your dream””, all Scouts from the world will take part in adding more programmes. Last, various on/off site programmes which the participants experience and enjoy the beauty and culture of Korea will be organized.

Since the first GDV program was introduce in 17 th World Scout Jamboree, KSA has cherished affection for the program. Based on the results of 17 SDGs of the POST-2015 Development Agenda, the programmes and campaigns of 2023 will motivate the Scouts to take action to change the world. The first Challenge Valley programme was organized at the 16th World Scout Jamboree. The participants may expect very different Challenge Valley in 2023 after 35 years from WJS in Australia.

2. “Dream” Programme 1) STEAMS The STEAMS stand for the concept of Science, Technology, Engineering, Mathematics, Arts and Scout Methods. It is the part of the fusion education without border of the studies that we offer the new paradigm of the scouting. Young people can experience the new dimension of scout methodology to adapt the demand of society.

2) Hwarang Award Hwarang is the name of a patriotic & elite royal group in Silla, Korea in the era of the Three Kindoms(AD576). Silla selected some excellent youths and strengthened them even more by developing their cooperative spirit and giving them opportunity to visit many places to widen their view. Their Hwarangdo, the spirit of being Hwarang, is very similar to Scout oath. The participants will experience the dance, traditional martial arts, survival skills, and many more.

3) Safety and Adventures 3) Brownsea Island Experience ““Bownsea Island”” will be constructed in the Jamboree site. The participants will visit this ““Brownsea Island”” by pioneering a raft or kanu and meet B-P to experience the basis of Scout and will have an opportunity to reflect one’’s future Scout being.

4) High Adventure Programmes Various high adventure programmes such as triathlon game, survival camp, paragliding, kanuing, natural rock climbing, zipline, mountain climbing, clay shooting, jet skiing, etc. will be prepared to satisfy the participants’’ endless challenge spirit and passion.

5) Dream Zone

Many incidents and natural disasters are happening throughout the world and Scouts are actively participating in preserving and restoring these incidents. The 25th World Scout Jamboree will give the participants experiences in various accident situations and natural disasters which will be connected to adventure programmes and increase their educational effects.

4) Small Events World Scout Jamboree is where Scouts worldwide get together. The participants may enjoy meeting new friends as much as they particiapte in the activities. The Jamborees so far organized camp fires or food festivals in each Sub-Camp but still the participants want more time to share with friends. The 25th World Scout Jamboree will promote friendship sharing through many small events every night.

This is the programme which was organized in 2011 World Scout Jamboree. The Scouts will have valuable time to think about the people they honour and draw future images of themselves.

The opening ceremony, closing ceremony, international night, etc. will be organized in the place where the participants can minimize their moving time. These progammes will be focused on young people’’s needs such as K-pop and IT technology.

ICT technology development enabled many things. With other NSO’’s cooperations, a teleport which will enable participants to connect with world’’s big cities and communicate with people is planned. Once this program is realized, its Scout promotion effect will be immense.

1) Korean Traditional Culture Experience This is an opportunity that foreign participants experience Korean traditional culture and understand different cultures. The programme is composed of Talchum(mask dance), traditional wedding experience, traditional singing experience of Jeonju city, modern culture history of Gunsan city, traditional scholar experience of Jeongeup city and farming culture experience of Gimje city. Also the participants can learn Hanji(traditional paper) history and experience Hanji craft with the Hanji they make by themselves at the Hanji museum. More programmes, such as traditional natural dyeing, making fans, making traditional knots, ceramic art, etc. are planned.

2) Ecological Environment Programme This programme is to experience the importance of ecological environment and learn how Scouts make harmony with the nature. The Scouts will have opportunities to visit ecological centers and habitat for migratory birds in Gunsan city, Maisan in Jinan-gun, dolmen world heritage, tideland experience, biosphere zone in Gochanggun, firefly park in Muju-gun, and tideland experience in Buan-gun.

Some food experience examples are bibimbap making in Jeonju city, wild food in Wanju-gun, red ginseng experience in Jian-gun, making cheese in Imsilgun, and Jang(traditional paste) experience in Sunchang-gun.

4) Experience the Korean Heritage Young Peoples are able to experience variety of Korean Heritages. You can feel the spirit of Korean history by intangible heritage which is Mask dance and Korean Traditional Wedding ceremony. Also people can visit current Modern History place in Gunsan City which can experience the life of colonized time in 1930’s. Even more We would like to share the World Heritage named Mireuksa Temple Site in Ik-San City which has been designated by UNESCO since 2015.

One routine scout’s tradition all over is always greets good morning to each other at the Jamboree campsite, regardless of time. The Scout movement has no end, means it start and continue, so it is used like a traditional greeting in Jamboree. The encounter with new Scout means a new future, not the end, and it is called Good Morning to reunite Jamboree in order to meet friends in a long time with a bright smile.

Jamboree reunions A) 1991 World Scout Jamboree Reunion The reunion of the 1991 WSJ will be held with jamboree grounds, with photographs and video materials displayed to remind them all of us their activities. Further more detailed program will be worked and the veterans who attended 1991 WSJ will be invited with various options.

B) Pinkie’s & Volunteers : World Scout centre staff & AP Scout Centre Suncheon Volunteers A reunion of scouts from around the world who served at the Kandersteg International Scout Centre & AP Scout Centre Suncheon Volunteers will be held separately during the WSJ.

C) Gillwell / Wood Badge holder’s Reunion It will be held in Brown Sea Island (recreated) with complete ethics of world Scouting.

We invite 1~2 representative young people from every NSOs to march the steps along the 155 miise of D.M.Z in Korea Peninsula. A festival that connects various religious, cultural, historical and cultural resources of scout participants from all over the world with harmony. The 2016 World Religions and Cultural Festival is held for Protestantism, Buddhism, Won Buddhism, Catholicism, Islam, Hinduism and so on. It is a festival created by linking various religious, cultural and historical cultural resources around the world. As these religions are largely based on this scout movement, the world religion and culture festival can be interpreted as a step toward the fusion of various religions and indigenous cultures and a new spirit. Even during the jamboree, you can feel the spirit of dialogue and communication on the path created by each religious leader in the era of divisions and conflicts, which is an example of true dialogue and communication.

∫ Peace Exhibition: Korea is the only divided nation in the world divided into two countries for nearly 70 years. It is a program that allows the message of peace to be accurately communicated to all participants. With 50,000 participants, it is possible to imagine a united Korea and to create concrete virtual countries, peace-related institutions and projects. ∫ Environmental exhibition: Through activities such as ‘through the nature’, ‘about nature’, and ‘for the nature’ activities, participants will reduce garbage, practice separation, and practice environmental conservation habits in everyday life after jamboree. 1) Draw our Issue: Includes Global Development Village (within campsite) MOP, WSEP course The program is held with international organizations and NGOs as a spot to think, discuss and present the major issues of the global village - hunger, human rights, environment, warming and peace. Through the announcement at the Acropolis square, place where we have to worry about, we will make a series of actions such as planning through the NGO after the jamboree so that the dream can be achieved through Donation through Smart Cash. It will be reported and managed by the World Scout Bureau, so that the jamboree will not stop forever. All speeches will continue to be managed through Jamboree UCC

Virtual Reality We provide a safety experience program for all jamboree participants to enjoy the jamboree safely and by operating it with secured experience museum through 3D program VR, and experience on 3D and 4D.

Renewable energy: New and Renewable Energy Village We dream of new and renewable energy that is not depleted together with our friends in the world. We experience the principle of energy and transform ourselves into an energy scientist through experiments and dream about the future.

GDV to SPACE VILLAGE It is a place where you can easily touch and enjoy cutting-edge space science. You can experiment with the principles of space science, and enjoy the experience at the Naro Space Centre where you can practically understand the principles. The story of World Scout Jamboree in Korea began in 1991 – when we hosted 17th World Scout Jamboree – we left behind a strongest path of GLOBAL DEVELOPMENT VILLAGE, even after 25 years the GDV is one of the most popular activities in all WSJ’s / Regional as well as National Jamborees. This proves how KSA is technically sound and plan in accordance with future of Scouting with true spirit and ethics. In 2023 KSA will make it one of the best ever WSJ held so far with SPACE SCOUTING with following concepts and world of realities. In addition, Agoonoree becomes a program Manifesto for participating in the program and joining them in the program.

8) Draw our Service: Service - MOP program ∫ A project to present hand-made desks and bookshelves to public facilities (nursing homes, orphanages, community centres etc.) in the SaeManGeum area through ‘DIY (Do It Yourself) Furniture Making’. ∫ We use our eco-friendly wood materials and eco-friendly paint to make our DIY furniture strong and sturdy.

2) SaeManGeum Run 2023

∫ In 1907, Lord Baden Powell started scouting at Brown sea Island, where he camped with 20 boys. We make a replica through VR and AI at the campsite ∫ Experience the camp life with the virtual Lord BP and the first 20 scouts from Brownsea Island, the hometown of the world scouting movement. ∫ Experience not only the early camping atmosphere but also the history and spirit of the Scout movement.

Organise a temporary marathon stadium in the jamboree area and operates at the Dawn time to make participants to understand importance of healthy and active life.

6) HAM Radio station Scouts from all over the world will become friends around the world through Ham Radio and be in touch through WSJ (also to keep the system operative for emergencies).

7) Jamboree Kindergarten

Jamboree The Jamboree Kindergarten is operated for leaders with young children. The subject will be cantered on a preschool scouts, Beaver Scout, and can participate with the consent of the parents participating in the jamboree as an IST / service volunteer from among participants.

Facilities ∫ Beaver Scouts of about 100 or less can be active in the centre. ∫ Prepare toilets and convenience facilities for 3 to 6 year olds. ∫ Operate with a separate management care. ∫ To reduce the anxiety of parents who serve as IST, CCTV (surveillance camera) is installed and operated as a system that can be checked from time to time.

11) Ramsar wetlands expedition A program that explores the wetlands that are designated, registered and protected by the Ramsar Association.

8) AIR FUN Village A space where participants can enjoy the water and the beach by connecting the sea and the land with air bounce

Ramsar Convention on Wetlands of International Importance especially as Waterfowl Habitat is an international treaty for the conservation and sustainable use of wetlands.[1] It is also known as the Convention on Wetlands.

The Korean Scout Association has been organising the Agunori for more than 30 years, where Special Scout troop members with the general members and hold it every year. The Agunori program is a social activity program that promotes interest in Challenged scouts and promotes discipline activities, such as sharing the friendship between the Challenged scouts while camp life and eliminating prejudice against Challenged people in general. It is in accomplishing the purpose. Based on this experience, Challenged scouts can also join a world scout jamboree to enjoy nature.
