Eleni Kounalakis

Lieutenant Governor, State of California

Ambassador Eleni Kounalakis was sworn in as the 50th Lieutenant Governor of California by Governor Gavin Newsom on January 7th, 2019. She is the first woman elected Lt. Governor of California.

From 2010 to 2013, Kounalakis served as President Barack Obama’s Ambassador to the Republic of Hungary. Governor Jerry Brown appointed Kounalakis to chair the California Advisory Council for International Trade and Investment in 2014. Kounalakis was a Virtual Fellow at the U.S. Department of State, Bureau of Intelligence and Research (INR) between 2014 and 2017, specializing in international trade and immigration. She is currently a director of the Association of American Ambassadors and a National Democratic Institute (NDI) “Ambassadors Circle” advisor. Prior to her public service, Kounalakis was president of one of California’s most respected housing development firms, AKT Development, where she worked for 18 years.

Kounalakis graduated from Dartmouth College in 1989 and earned her Masters in Business Administration (MBA) from U.C. Berkeley’s Haas School Business in 1992. She holds an Honorary Doctorate of Laws from the American College of Greece. She is married to Dr. Markos Kounalakis and the couple has two teenage sons, Neo and Eon. 康伊莲 加州副州长

Wei Fang

Vice Governor, Jiangsu Province, PRC

Wei Fang was born in May 1965. He studied philosophy in Nanjing University, and worked consecutively in Jiangsu Province’s Suzhou City, Taizhou City and Wuxi City, etc.

In 2013, he was appointed as Deputy Secretary-General of Jiangsu Provincial People’s Government. Between 2018 and 2022, he worked in the City of Lianyungang in Jiangsu, in positions including Mayor of the City, Secretary of Municipal CPC Committee, Director of Municipal People’s Congress Standing Committee, etc.

Since July 2022, Wei Fang has been Vice Governor of Jiangsu Province.

Erin Bromaghim

Deputy Mayor, City of Los Angeles

Erin Bromaghim serves as the Deputy Mayor of International Affairs in the Office of Los Angeles Mayor Karen Bass, focused on bringing global opportunities to Angelenos and connecting Los Angeles to economic and cultural partners around the world. She leads a team with deep expertise on international trade and investment, international relations, educational and cultural exchange, the Sustainable Development Goals and the green economy, city diplomacy, gender equity, and major global events including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games.

Most recently, Erin served as the Director of Olympic and Paralympic Development as part of the Mayor’s International Affairs team, where she led the City’s planning for the Olympic and Paralympic Games in 2028 and its enduring benefits for all Angelenos. This legacy includes her work as the Conrad N. Hilton Foundation Fellow, using the framework of the United Nations Agenda 2030 to align, measure, and track the City’s progress toward the 17 Sustainable Development Goals. Erin has also served as a Visiting Senior Fellow on City and State Diplomacy with the Truman Center for National Policy, exploring the ways in which collaboration between local and federal actors can advance U.S. foreign policy objectives.

Erin previously spent 14 years as a senior civilian with the U.S. Department of Defense, where she managed interagency defense, intelligence, special operations, and security reform efforts. Erin entered federal civil service as a Presidential Management Fellow with

the U.S. Navy, later working for the U.S. Air Force, the Office of the Secretary of Defense, and NATO. She holds degrees from Wake Forest University and Georgetown University, as well as a certificate in advanced project management from Stanford University.

Consul General (Ambassadorial Rank), Consulate General of the People’s Republic of China in Los Angeles

H.E. Shaochun Guo is currently serving as Consul General (Ambassadorial Rank) of the People’s Republic of China in Los Angeles. He was born in February 1968 in Fujian, China’s southeastern coastal province. He has a Master’s degree in International Public Policy.

He joined the Ministry of Foreign Affairs of the People’s Republic of China in 1990. He worked in Chinese embassies in London and Manila as well as the Office of the Foreign Affairs Committee of the National People’s Congress. He was Director General of the Department of Consular Affairs of the Ministry of Foreign Affairs from 2015 to 2018.

Prior to his current position, he was Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Zimbabwe from 2019 to 2022.

Jim Wunderman is President and CEO of the Bay Area Council, a CEO-led public policy and advocacy organization formed in 1945 that works to shape the future of the Bay Area and maintain it as the most innovative, globally competitive, and sustainable region in the world. Since becoming CEO in 2004, Jim has dramatically expanded and deepened the Council’s reach and influence throughout the Bay Area, Silicon Valley, California, the nation and the world. He guided the Council’s expansion into China with the opening of offices in four major cities and has established the Council as a respected partner with business and government leaders in India, North America, the European Union and other countries around the globe. As the leading steward of the Bay Area, the Council has grown under Jim’s tenure to include more than 325 member companies across a wide range of industries. He has positioned the Council as a leading voice for business and the economy on a wide range of issues, including housing, transportation, homelessness, workforce development, early education, climate resilience and more. Jim also serves as Chair of the Water Emergency Transportation Authority, which the Council played an instrumental role in creating.

Chun Liu is Vice President of China Chamber of Commerce for Import and Export of Machinery and Electronic Products (abbreviated as CCCME). In 1992, she joined CCCME, working at the posts of Deputy Director of the General Affairs Department, Secretary General of the Tools and Farm Implements Branch, Director of the Export Department, Director of the General Affairs Department and Secretary General/Vice President of CCCME in succession. In 2009, she obtained the honor of advanced individual for “women making contributions” given by Ministry of Commerce; and in 2013, she won the honorary title of the Bearer of Red Flag March 8.

Vice President Chun Liu has been devoted to integrating the industrial advantages to push forward Chinese enterprises to “go global” and make inroads in the world market. She organized more than 20 important economic and trade forums and signing ceremonies the Chinese and foreign leaders attended in major countries in Europe and America in a bid to promote the practical cooperation between Chinese and foreign enterprises; organized many major industrial activities like credit grade rating, recommending brands for export and assessment for import discount interest with the purpose to promote the credit, brand-building and technological level in this sector of China; actively participated in the cooperation between provinces in China and states in the U.S. to promote the China-U.S. cooperation in economy and trade; and as the deputy director of the Finance Committee of CCCME, she actively facilitates the communication between the member enterprises and financial institutions.

Emily Desai

Deputy Director of International Affairs & Trade, GO-Biz

Emily Desai was appointed by Governor Newsom to serve as the Deputy Director for International Affairs and Trade at GO-Biz and is responsible for overseeing the state’s international trade, export promotion, foreign investment attraction, and subnational engagement efforts. She formerly served as the California Trade and Investment Representative for Europe, the Middle East, and India at GO-Biz. Emily brings more than 15 years of experience from the public and private sectors. Most recently, she evaluated international affairs and trade for the U.S. Congress as a Senior Project Manager and Policy Advisor for International Affairs and Trade at the U.S. Government Accountability Office (GAO). While at the GAO, Emily led project teams reporting to Congress on issues related to national security, internet freedom, anti-money laundering, maritime trade and shipping, U.S. small business financing, tax and budgetary policy, and workforce training. She graduated summa cum laude and with honors from the University of Arizona and has a Master’s in Public Policy from U.C. Berkeley’s Goldman School of Public Policy.

Brian Peck

Executive Director of the Center for Transnational Law and Business, Adjunct Assistant Professor of Law, USC Gould School of Law

Chair, Los Angeles Regional Export Council (LARExC)

Brian Peck is the Executive Director of the Center for Transnational Law and Business and Adjunct Assistant Professor of Law; he teaches international trade law and policy, global regulatory compliance and international IP law.

In 2013, Brian was appointed by California Gov. Edmund G. Brown, Jr., to serve as deputy director in charge of international affairs and business development for the Governor’s Office. In this capacity, he negotiated bilateral trade and investment MOUs between the state of California and Mexico, Japan and Chinese subnational governments.

Brian served as senior director for intellectual property, and director of Japanese affairs at the Office of the United States Trade Representative. He was the lead negotiator for the IP chapters in the U.S.-Colombia, U.S.-Peru and U.S.-Panama FTAs, and led the U.S. delegation at the WTO TRIPS Council meetings. He also co-chaired the U.S.-Japan IT Working Group, and worked on regulatory reform initiatives for Japan’s IP rights legal regime, IT, e-commerce and telecommunication sectors. He also led bilateral talks with several Asian countries at the WTO under the Doha Development Agenda negotiations to liberalize market access for trade in services.

He received his law degree, cum laude, from the University of San Diego School of Law and his BA degree from UC Berkeley.

Dr. Feng An Executive Director, U.S.-China Cleantech Center

Dr. Feng An is a world-renowned expert in clean transportation and lowcarbon technologies. In 2006, he founded iCET in California and Beijing to promote clean energy and zero-emission mobility transformation in China, U.S. and beyond. In 2013, iCET formed a partnership with the US Dept. of Commerce to launch the U.S.-China Cleantech Center (UCCTC) to help U.S. enterprises to enter cleantech market in the Greater China. Prior to founding iCET and UCCTC, Dr. An held various positions with USAID, the U.S. Department of Energy’s Lawrence Berkeley National Laboratory and Argonne National Laboratory, and the University of California. Over the past few decades, he has advised governments in China, the United States, the European Union, Mexico, Brazil, India, Thailand, and Saudi Arabia on automotive fuel economy and clean energy policies. He is currently also a guest scientist in the Energy Technology Area of Lawrence Berkeley National Laboratory, a senior fellow in the School of Automotive Research and Strategies at Tsinghua University, and a Schwartzman Scholar Mentor at Tsinghua Schwartzman College. Dr. An holds an MS from Tsinghua University and a PhD from the University of Michigan, both in Physics.

Stephanie Duran Director, U.S. Department of Energy (DOE) China Office

Stephanie Duran currently serves as the Energy Attaché and Director of the Department of Energy (DOE) China Office at the U.S. Embassy in Beijing. In this role, she is responsible for advancing U.S. national security and economic interests by supporting the development of DOE and National Nuclear Security Administration (NNSA) policies, priorities, and initiatives with China. This is Stephanie’s second tour at DOE China – she served as the Deputy Director from 2011-2014 where she bolstered DOE’s and NNSA’s bilateral relationship with China on nonproliferation, nuclear energy, and fossil energy issues. Before her current assignment to Beijing, Stephanie served as the Deputy Director and Acting Director of the NNSA Office of Policy and Strategic Planning.

Prior to joining the Office of Policy and Strategic Planning, Stephanie served as the Director for International and External Partnerships for the Office of Carbon Management within DOE’s Office of Fossil Energy and Carbon Management. She was responsible for managing bilateral and multilateral international partnerships with both the public and private sector on carbon capture and storage (CCS). In this capacity, she led the Executive Secretariat for the Carbon Sequestration Leadership Forum, the world’s only Ministerial-level platform dedicated to CCS, and helped to establish and initially co-led the Mission Innovation CCS challenge with Saudi Arabia. Stephanie has spent most of her career with DOE, serving in a number of different positions throughout the agency as a foreign affairs specialist. Dr. Susan X. Ying is the Senior Vice President of Global Partnerships and Operations at Ampaire. She is also the VP Aerospace serving on the Board of Directors of the SAE International, and is a Board member of the Lindbergh Foundation. Dr. Ying has devoted over three decades to the aerospace industry, including three years as the Chief Integration Officer of the Commercial Aircraft Corporation of China (COMAC). In 2013, she retired from the Boeing Company as the Director of Research and Technology. Before joining Boeing, Dr. Ying taught at universities and directed research in the DOE Research Labs and NASA Ames Research Center. She also was an inaugural member in the NASA Advisory Council Innovation and Technology Committee. Demonstrating success both at individual and team levels, Dr. Ying has been the recipient of many honors, including “Top 50 Women Leaders of Los Angeles for 2022”, the People’s Republic of China Friendship Award, Asian American Engineer of the Year Award, Boeing Professional Excellence Award from the CTO, NASA Group Achievement Award, AIAA Applied Aerodynamics Best Paper Award, and the Professional Achievement Award for Women of Color in Technology. Dr. Ying is a past President of the International Council of the Aeronautical Sciences (ICAS), now a member and chair of the Honorary Fellow Advisory Group (2023-2024) which supports the Executive Committee to shape the agenda of this multinational professional aerospace organization. Dr. Ying is recognized as a Fellow of the American Institute of Aeronautics and Astronautics (AIAA) and a Fellow of the Royal Aeronautical Society (RAeS). With a deep passion for flight, Dr. Ying holds a Commercial Pilot License and is a FAA-Certified Flight Instructor (CFI). Brian Peck

Executive Director of the Center for Transnational Law and Business, Adjunct Assistant Professor of Law, USC Gould School of Law Chair, Los Angeles Regional Export Council (LARExC)

Brian Peck is the Executive Director of the Center for Transnational Law and Business and Adjunct Assistant Professor of Law; he teaches international trade law and policy, global regulatory compliance and international IP law.

In 2013, Brian was appointed by California Gov. Edmund G. Brown, Jr., to serve as deputy director in charge of international affairs and business development for the Governor’s Office. In this capacity, he negotiated bilateral trade and investment MOUs between the state of California and Mexico, Japan and Chinese subnational governments.

Brian served as senior director for intellectual property, and director of Japanese affairs at the Office of the United States Trade Representative. He was the lead negotiator for the IP chapters in the U.S.-Colombia, U.S.-Peru and U.S.-Panama FTAs, and led the U.S. delegation at the WTO TRIPS Council meetings. He also co-chaired the U.S.-Japan IT Working Group, and worked on regulatory reform initiatives for Japan’s IP rights legal regime, IT, e-commerce and telecommunication sectors. He also led bilateral talks with several Asian countries at the WTO under the Doha Development Agenda negotiations to liberalize market access for trade in services.

He received his law degree, cum laude, from the University of San Diego School of Law and his BA degree from UC Berkeley.

Mark Matsumoto is the Director of CBEC ASIA, an organization dedicated to demystifying the cross-border e-commerce process to offer U.S. companies a one-stop solution to success launch and start selling their products online in China and S.E. Asia. The CBEC Asia initiative began in 2017 and has developed linkages with leading e-marketplaces in Asia including Alibaba. com, Kaola.com, JD.com, Shopee, and leading O2O retailers in the ASEAN.

Mark was previously the founding member of the California Education and Training Export Consortium (ETEC), a leading exporter of student recruitment and training services in Asia and the Middle East. Wei Hu was appointed Chief Executive Officer and President of Bank of China Limited, United States Branches (“BOC U.S.A.”), on April 16, 2022. As CEO and President, Wei is responsible for managing the bank’s operations across its United States branches, providing strategic, financial and operational leadership for the New York, Queens, Chicago, and Los Angeles branches.

From December 2018 through March 2022, Wei served as an Executive Vice President of BOC U.S.A. Prior to joining BOC U.S.A., he held several management positions within Bank of China Group, including serving as Assistant General Manager, Deputy General Manager at the Sydney Branch and in the Executive Office of BOC’s head office in Beijing as the executive assistant to the then CEO and President of Bank of China Group. Wei began his banking career in 2000 as a risk management specialist at the Bank of China Head Office Risk Management Department.

In June 2022, Wei was elected as the Chairman of the China General Chamber of CommerceUSA. The Chamber is recognized as the largest and most impactful non-profit organization representing Chinese enterprises in the U.S.

Wei Hu received a PhD in Management from Central South University, majoring in Management Science and Engineering, and a Master’s in Economics from Central University of Finance and Economics, majoring in International Finance.

Matt Horton is the director of state policy and initiatives for Accelerator for America. In this role he interacts with government officials, impact investment and other community leaders in building capacity toward shaping infrastructure, jobs creation, and equitable community development efforts. Over the past fifteen years, Matt has worked to direct research driven programs and initiatives to develop public policy that impacts housing production, infrastructure finance, enhance access to capital, create jobs and other economic development strategies. Previously, Matt was the director of the California Center at the Milken Institute. There, he produced research, programs, and events designed to inform and activate innovative economic policy solutions to support job creation and infrastructure development as a catalyst to supporting resilient growth. Before, Matt worked for the Southern California Association of Governments (SCAG), the nation’s largest metropolitan planning organization. There, Matt served as the primary point of contact for external and government affairs, coordinating regional policy development with local elected officials, state, and federal stakeholders. In this role, he developed plans with leaders across Southern California to plan for growth, build resiliency, and improve quality of life throughout the region.

Matt is a Senior Advisor for the Milken Institute and a member of the California Economic Mobility and Entrepreneurship task force and participates on a number of advisory boards including: Lift to Rise and WorkingNation. Dr. James Dai has been engaged in promoting trade and investment between Jiangsu province and the United States for a long time. Dr. Dai has served as a Chief Staff at the Development Zones Division of Jiangsu Provincial Department of Commerce (Jiangsu DOC) and the Deputy Director of the Foreign Investment Administrative Division of Jiangsu DOC. Dr. Dai has been the Economic and Trade Representative of Jiangsu Province in the United States for over decade.

During the tenure, Dr. James Dai established good working partnerships with the California government and local business association and business leaders, focused on helping Jiangsu enterprises invest in the United States and promoting American businesses to expand their operations in China.

Patrick Duan

Senior Vice President of Operations , BYD North America

With a broad range of engineering, sales and operations experience, Patrick Duan is Senior Vice President of Operations for BYD North America. He has played an integral role in bringing the global leader of battery electric technology to the United States and its continued growth in North America.

Patrick brings a unique perspective to his role from serving in posts in nearly every BYD division. He joined BYD in 2004 as a Design Engineer, responsible for engine modeling and performance analysis for the firm’s Motor Development division. Two years later, Patrick relocated to BYD North America offices in Chicago taking charge of BYD’s market sales of cell phone batteries and key accounts, as Project Manager and later Regional Manager. In 2012, Mr. Duan moved to the new BYD North American Los Angeles headquarters as a Regional Sales Director for the coach and bus division, which is now the largest BYD group in the U.S.

In 2014, he was promoted to the position of BYD’s Vice President of Operations for the North American headquarters, using his extensive engineering and management experience to

oversee the corporate groups, and continue to expand the firm. Patrick leads BYD’s general day-to-day operations, including general management, and oversight of marketing, bids and grants, and communications/public relations. In 2017, he also assumed the oversight of BYD’s SkyRail division for North America, the advanced monorail system.

Serving as one of BYD’s key North American spokespersons, Patrick is active in many transportation and business organizations including the American Public Transportation Association (APTA), International Monorail Association, Los Angeles County Business Federation (BizFed), Los Angeles Chamber of Commerce, MoveLA, Valley Industry & Commerce Association (VICA) and WTS. He is supporting the workforce of tomorrow through scholarships and mentoring programs.

Patrick Duan received his Mechanical Engineering degree from the Beijing Institute of Technology, one of the national key universities in China, and a research-oriented university that has received more than 130 national awards of science and technology over the past 30 years.

Zhen “Richard” Tang earned his BS and MS in Business Administration from the East China University of Science and Technology and Ph.D. in marketing from the University of Arizona with a minor in economics. By training, he is an econometrician, using quantitative methods to address real business challenges. His research focuses on business location decisions, helping companies and business owners to select the best locations to grow and flourish. In addition, he also conducts research on improving employees’ productivity and well-being.

In a recent grant project sponsored by California 100 Initiative, Richard and colleagues study California’s business climate and draw implications for California’s sustainable development. Richard Tang also works with Los Angeles Economic Development Corporation (LAEDC) and World Trade Center Los Angeles (WTCLA) on annual reports of FDI in California and Los Angeles, serving international investors and the local communities in economic development.

Kevin Xu serves as the CEO of MEBO International and Skingenix. Appointed to serve by then California Governor Jerry Brown on the California-China Trade and Investment Advisory Group and key advisory board of California -China trade office. Kevin is also the Executive Committee member of Bay Area Council, California. Kevin serves also on the International policy committee of US chamber of commerce.

In addition, Kevin serves as a member of Clinton Global Initiative, Forbes Non-Profit Council, Fortune CEO Initiative. He is the founder of National Rongxiang Xu Foundation, Human Heritage Project, California Fight Against Coronavirus (CFAC) and International Society of Regenerative Medicine and Wound Repair (ISRMWR).

Kevin also serves on the advisory board of BIDMC of Harvard Medical School, California Institute of Technology, the USC Leonard Davis School of Gerontology, and California State University Los Angeles; and Esport Leadership Committee Advisory Board of UC Irvine and California State University Fullerton. He is also the founder of Kevin Xu Initiative at University of Chicago and University of Oxford.

China Provinces and US California Joint Working Group on Trade and Investment Cooperation

China Provinces and U.S. California Joint Working Group on Trade and Investment Cooperation was initiated by Mr. Jerry Brown, the former Governor of the California State, in his meeting with then Chinese Vice President H.E. Xi Jinping in Xi’s visit to the United States in 2012, aiming to boost sub-national trade and investment cooperation. The Joint Working Group was officially launched in April, 2013, following the signing of an Memorandum of Understanding (MOU) between Chinese Ministry of Commerce (MOFCOM) and six provinces and the California State Government in Beijing. For the Chinese part, MOFCOM was the leading agency and the number of Joint Working Group members grows from the original six to seven provinces and municipalities, namely Guangdong, Jiangsu, Shandong, Hebei, Inner Mongolia, Shanghai and Chongqing. The coordination is done by local departments of commerce. For the US part, led by the Governor Office and covering all departments of economy of the Californian State Government, it is administered by the Governor’s Office of Business and Economic Development.

The working group is designed to expand bilateral trade and investment cooperation, enhance communication, boost mutual trust, and promote economic growth and employment. By holding a series of events including annual meetings, mutual visits between enterprises and exhibitions, it aims at enhancing SINO-US cooperation in key areas such as infrastructure, bio-medicine, IT, agriculture, energy, manufacturing, tourism, environmental protection and exhibitions.

工作组机制的目标是拓展双方的贸易、投资合作，加强沟通，增进互信，促进经济增长和 就业增加。通过年会、企业互访、举办展会等方式加强中美双方在基础设施、生物制药、电子 信息、农业、能源、制造业、旅游、环保、会展等重点领域的合作。
