HRA Coach Trips The Hockley Residents Association social secretary organises coach trips including pick-up points in Hawkwell. Friday 20th May – Downton Abbey Country Experience. This is a day in the Oxfordshire Cotswolds where the outdoor scenes were filmed. After lunch at a carvery we savour the views across the Windrush Valley. Then back to the coach for a tour of the beautiful towns and villages of Downton Abbey Country where we will see various filming locations. Local Info HOCKLEY ART TRAIL 2016 Following the success of the Art Trail in 2015 and requests from venues, Hockley Parish Council are organising an extended Art Trail 2nd – 9th July 2016. There will be up to 30 venues around the village where local artists and art groups will showcase a display of art, photography, ceramics, glasswork and sculptures.
An Event Programme and Trail Map giving details of venues and artists will be available from participating exhibitors, local shops, Hockley Library and the Parish Office by the end of May. Entry to the event is free for the viewing public. Look out for the numbered logos which will be displayed at all participating venues.

I
n the Rochford District Council’s Core Strategy it was agreed that 50 additional homes would be built in Hockley and 175 in Hawkwell. As I understand it the Core Strategy was developed to protect the district from house builder demands to release sites for uncontrolled development that could get approval from government appeals. Apart from minor house building approvals, approvals have been given for 175 homes off Rectory Road and 37 off Main Road in Hawkwell (accessed on a blind bend) and 75 off Folly Lane in Hockley. As far as I am aware, apart from an extra slip lane at the Rectory Road / Hall Road mini roundabout, there has been no improvement to local infrastructure that was talked about a number of times in the Core Strategy. It would appear to me that like the Parish Plans, this was a wasted exercise that cost local tax payers a great deal of money and is now being ignored. The junction of Folly Lane and Main Road is a source of constant traffic hold up when driving in the direction of Rayleigh from vehicles turning right into Folly Lane. This will now get considerably worse when an additional 75 homes are added off Folly Lane with at least an additional 300 vehicle movements per day. I believe the issue is that house building comes under Rochford District Council and roads under Essex County Council (ECC). What is needed is joined-up planning under one organisation, in other words a unitary council as they have for Southend and Thurrock. Southend is not a perfect example but at least they have joined-up services.
Local Elections
T
he local elections come around again on 5 May 2016 plus an in/out EU referendum in June. This time the local elections cover a replacement Essex Police & Crime Commissioner, your Rochford District Councillors and depending on local interest in standing, your Hockley Parish Councillors. I shall be voting for someone that promises they will fight to: 1. Keep to the Core Strategy published house building numbers. 2. Get more police on the beat. 3. Get the street lights back on at night. 4. Fill in all the remaining pot holes on our roads. Items 3 & 4 are actually ECC Highways responsibility but I would like to see pressure from local councillors on ECC to get something done. As I doubt anyone standing will do anything on this list, I possibly will not be voting and join the majority of apathetic voters. Alan James

District Council Increases Fees
R
ochford District Council Tax will rise this year by 1.93%. It could not be increased any more than that in order to preserve services because of the Government Cap of 2%. Instead the Council has increased other fees and charges by £400,000 and this sum would have represented an extra 6.6% on Council Tax. Of the £400,000 there is a specific increase of £145,000 coming from increased car parking charges across the whole District. The Council has proposed the next year savings could be made by closing all public toilets and charging an extra £40 per year to households who still wish to have their green bin emptied once a week. We know that residents will not be happy with these ideas and indeed we personally oppose them. John and Christine Mason, District Councillors for Hawkwell West.

T
his time of year can be particularly difficult for garden birds to source food. However, you can join the 49% of people in the UK who help our feathered friends, by providing the following sustenance in your outside space: Small seeds, such as millet: Seeds are popular amongst smaller birds, such as house sparrows and finches. White flaked maize: A favourite with blackbirds. Peanuts and sunflower seeds: Greenfinches, robins and tits love these nuts. Stick to the plain variety though, as salty and roasted can affect their digestive system. Fat balls: Popular with all birds. Remove from netting, as this can cause injury. Mealworms: A tasty treat! Make sure they are fresh and remove dead or discoloured ones, as these may cause salmonella poisoning. Human food: It’s not advised to leave out your old food as it can turn stale or mouldy, resulting in bacteria growth. Always keep eating areas sanitary by cleaning away uneaten food.
