Albania: draft comprehensive electricity law and assist in obtaining enactment; develop secondary legislation; obtain resident advisor to assist ERE in tariff methodologies, organization and staffing, licensing monitoring and enforcement, KESH commercialization (e.g., unbundling, efficiencies), customer service standards and environmental guidelines, competition, market structure and development, and privatization issues; support government implementation of Strategic Action Plan (developed by Pierce Atwood in first year of Task Order); build on previous reform by assisting with amendments on real estate and water rights; conducting study of cost of service and tariff methodologies; drafting proposed market rules; regulations for licensing IPPs; assistance on completing other draft market-related rules; and assist in obtaining full-time financial advisor to KESH; continue building regulatory competence through assistance with draft regulations; assistance in conduct of public hearing on KESH standards of service; promote implementation of market model through comments on draft market and interconnection rules, harmonizing rules with regional electricity market; assist ERE with public hearings on licensing and other rules; build on prior studies to develop cost-ofservice tariff methodologies and assist with unbundled tariff issues (including transmission tariffs); and assist Ministry of Industry and Energy with other rules as requested

TASK 8

Kosovo: create roadmap and framework for private-sector management assistance to KEK, including assisting with Request for Proposal and evaluation and selection of management team; prepare related documents, including foundation documents, restructuring, Power Purchase Agreements, and supply agreements; draft energy laws and related regulations; assist in developing collection strategies (including incentivebased) and necessary regulations (e.g., meter reading, dispute resolution body); draft MOU between the Kosovo Police Service and Kosovo Trust Agency on collection judgments; assist new regulatory body in performing its functions under new legal framework

TASK 9

Regional: continued support for Athens Process via an update to previous benchmarking reports; technical analysis and discussions with CEER on development of regional regulatory standards; coordination with other contractors on the role of regulators vis-Ă -vis traders and brokers; final draft benchmarking report (2004); draft standards for regulatory development; paper on structure and function of regional regulatory committee; draft report on recommendation on donor regulatory assistance

TASK 10

Macedonia: provide assistance in three areas – regulatory strengthening, tariff methodologies, and licensing. Focus on developing regulatory tools through training programs in fair hearing procedures, dispute resolution, rulemaking, tariff methodologies, and licensing, among others
