espite a difficult market dominated by political events, progress was made last year in both the sales and lettings markets. Winkworth enjoyed a fruitful 2019, and we attribute our success in part to our continuing emphasis on accurate pricing - you can read more about this on page 42. While prices in the country remained broadly flat and the London market stayed subdued throughout 2019, transaction levels in the country market did increase. Due to the increase in confidence levels following the Conservative majority in the latest elections we enjoyed a positive start to 2020. This coupled with the underlying demand driven by years of low transaction levels gave the market a significant boost in activity, and we entered the year with an increase in both sales and lettings applications. While we navigate the impact of Coronavirus, we may enter into a short period of uncertainty. However, as interest rates are at historic lows and property prices have continued to adjust since the 2014 peak, we aren’t looking at longer term effects. Indeed, we believe there will be a strong bounce with transactions rather than prices affected in the interim period, especially given the government initiatives underpinning lower interest rates and support of wages. As we celebrate our 185th year of trading, we’ve just launched our new campaign ‘For Every Step.,’ and in this time of uncertainty, now more than ever we will continue to provide support throughout your property journey. We’re also pleased to announce our new charity partnership with London Youth Rowing. We are looking to continue the growth of the Winkworth network through new franchise openings and welcoming fresh talent at all levels. People remain at the heart of Winkworth and we place a strong focus on having the best talent to drive the success of each office, as well as the business as a whole. We hope you enjoy reading this edition. If you would like to get in touch, we would love to hear from you. Please contact us at marketing@winkworth.com.

Q &A

House Hunting Matthew Hallett, Director at Winkworth Salisbury takes us for a trip down memory lane

Q Property I’d most like on my books A Arundells at 59 Cathedral Close is the most perfect Georgian gem. It’s a painfully pretty gentleman’s house with gorgeous gardens running down to the river. The house was owned by a former prime minister and is now kept as a living museum and events venue. There is no place on earth like the Cathedral Close, particularly at evensong. Q Most interesting property A The Gothic revival riverside house of John Thaw and Sheila Hancock in Chiswick, or perhaps the most magical Dorset estate which was purchased for clients off market.

MATTHEW HALLETT

Director 01722 443 000 winkworth.co.uk/salisbury

PERIOD PROPERTY

Q Most unusual interior A I once sold an entirely round, semi subterranean house at the top of a hill in the South Downs. At

VS

over five thousand square feet, the curved walls were wonderful, the skylights were teletubbies-esque. Liz Hurley’s house had an unexpectedly modern interior for a classic thatched house. However, the most unusual interior was a thirteen thousand square feet eco house on the South Downs Pilgrims Way, which was largely below ground and had a Japanese interior, complete with a living wall and Shoji doors and walls. Q Most satisfying transaction I've had A Achieving unprecedented premiums is always satisfying but, with an aging population, helping older clients sell their houses and achieve a happy downsize is perhaps the best and most satisfying transaction of all. Particularly when we receive reviews from ninety-seven year old clients.

NEW BUILD

Two agents discuss the benefits of the different property types

Sandra Hutchinson

Sebastian Clarke

 If you're like me it’s all about country living, there is so much period property to choose from. From thatched country cottages with low beams and inglenook fireplaces, to Victorian villas with high ceilings and picture windows, what’s not to love? These properties are a living record of families who’ve made one their home, painstakingly restoring original features. There will always be something to fix, but it is all a labour of love.

 The quality of new builds has dramatically increased over recent years, with these low maintenance homes offering state of the art appliances, as well as long warranties. Moreover, as planning authorities have become stricter on aesthetic elements, we’ve seen an improvement in the architectural design of these homes. Lastly, the various government schemes available today can help those with smaller deposits move up the property ladder.

Generation R

N

T

With the evolving nature of the buy-to-let market, Winkworth investigates the best course of action for landlords

T

his is set to be a pivotal year for buy-to-let. While buyers’ confidence is up, there are several changes on the horizon that will bring significant changes for prospective landlords. If buy-to-let used to be an easy win, it’s now something that needs a little more guidance, and it’s never been more important for landlords to take professional advice from experienced agents. Carl Burgess, Director of Winkworth in Shepherd’s Bush has noticed a stark change. “We haven’t seen anybody buying to let with a mortgage for some time.” Cash buyers, on the other hand, are still investing, believing that property is a more tangible and trustworthy home for their money and can create a viable pension. Buy-to-let has been seen as a reliable prospect since Thatcher’s 1988 housing act abolished secure tenancies with their claims to succession. This paved the way for individuals to let out properties while retaining the right to take them back – and over the next three decades, buy-tolet grew in popularity and affordability; in 2018 there were as many as 2.5 million buy-to-let landlords across the UK. 20

The referendum in 2016 created uncertainty, and increased tax and stamp duty rates were affecting people’s interest in buying property until early this year – but now more than 80% of recently polled Londoners are shown once again to believe that that a buy-to-let property is a good investment. Still, there’s no denying that becoming a landlord will cost more this year, with a variety of new policies designed to protect tenants’ security and limit landlord profits. A new cap on mortgage tax relief, coupled with increased stamp duty, makes costs rise, while new property licensing laws and limits on deposits are contributing to what Burgess calls the current “mass exodus of landlords” on his west London patch – “in 2000, we sold 50% of our stock to buy-to-let landlords, while in 2019 it was substantially lower.” However, it’s not all doom and gloom for landlords. For one thing, rents are rising, and for those weathering the storm, that’s a plus – and people will always need to rent. Not everyone will be able to afford to buy a home, even with prices significantly cheaper than they were five years ago and the boost in stock created by ex-landlords liquidising their assets. “Rents have been

kept low by landlords’ insatiable urge to buy and now it looks as if they could start to rise above inflation,” says Burgess. And with mortgages remaining cheaper than ever before, now could be a positive time to leverage. Outside London, demand remains strong, with Michael Foldvari of Winkworth in Reading reporting strong capital growth and massive demand for rental properties from young professionals working in tech. Reading remains one of the cheapest places to buy in the South East and with employers such as Microsoft and Vodafone, good schools and fast links to Paddington plus the imminent arrival of Crossrail, Reading houses and flats are making good investment options. But tenants have high standards, and landlords are having to up their game in terms of presentation. “You wouldn’t get away with some of

advice • buy-to-let

Top tips for landlords from Carl Burgess When the market gets tough, the best properties hold their value. Make your property desirable and it will always let quickly and for the best rent.

01

Don’t be greedy! It is often a false economy. Landlords that are holding out for a high rent often don’t get it, and even if they do the property could be left empty for weeks or months first. For every week your property is vacant you are losing around 2% of your annual rent – so an empty month is 10% lost. Plus you will be responsible for the council tax, and you’ll have the stress of worrying while it is empty too.

02

Be mindful of the timing of your lease and break clause. If a tenant is negotiating a request to break in December, this could be a bad time to be re-renting your property. Speak to your agent, ask them about the best time and worst times – and consider this when negotiating the lease terms.

03

When choosing an agent to manage your property, ask them more than just what their fees are. Find out where their management is based, what typical cost of works are and request some examples like a plumbing call out charge or rate per hour – and enquire about any extra fees.

04

the places that would let ten years ago,” says Foldvari. “There’s more demand, but also more supply, and tenants have more choice.” New licensing increases the need for safety inspections and raised standards, which is a positive for those landlords who have found themselves at a disadvantage when competing against others who would ignore guidelines. There’s no space for bad landlords in the new regime. Ultimately, new regulations can be a minefield for landlords and it has therefore never been more important to take good advice from an agent. Issues surrounding leasehold need to be carefully considered, and it’s crucial to consider your net return and not simply the gross. Without proper licenses in place, landlords can be served rent repayment orders, so it’s worth paying an agent who is informed about all new developments to make sure you’re not at risk. Buy-to-let is here to stay.

If you self-manage the property, ensure that conduct visits and inspections of the property take place at least once a year, preferably twice. This will enable you to pick up issues that have not been reported before they become bigger problems.

Exclusive access to the property on completion is a good way of boosting appeal to a potential buyer. In 2019, I saw more properties sold chain-free than ever before. Buyers enjoy the ability to move into the property immediately upon completion, as well as a quicker conveyancing time.

Instruct your solicitor at the same time as you are starting to market your property. Many delays can be avoided, particularly on the sale of leasehold properties, if the solicitor has contacted the managing agents and is already in possession of the relevant information.

Think practically. Before you start your search, put your home on the market. I've seen vendors disappointed in the past when they have lost their dream homes because they weren't prepared. Moreover, it makes potential buyers understand that you're serious about moving.

Don’t choose an agent purely on who gives you the highest price. Once you have a market appraisal, call your agent to discuss both this and their services. You need an agent that will work hard to get as many viewings as possible and follow up not only with applicants, but also with you. Tunbridge Wells 01892 519 600 winkworth.co.uk/tunbridge-wells

I make sure I really know the property I am selling and ask the vendors for half a dozen things that they love about the house that I mention whenever I talk about the property to potential buyers. The

he 2019 election was only the second time in the past 100 years that a general election has taken place in December. The last was in 1923 when the election resulted in a hung parliment. Since Margaret Thatcher’s first election win in 1979, elections have taken place in May or June and have often had the effect of dampening the usual ‘Spring Bounce’. The aptly named ‘Spring Bounce’ is the name given to the period where spring officially starts and is, for many prospective buyers and sellers, a time of fresh starts and new beginnings. During years where elections are held, fewer property sales take place in the two months immediately prior to an election than would usually be expected as buyers delay their

decisionmaking process until there is greater clarity and certainty. Over the course of the past six general elections sales volumes have risen more sharply in the two months immediately following the vote than would normally be expected. Sales volumes have increased by nearly 20% (19.5%) in these election years, compared to just over 13% in non-election years. The rise in sales volumes following an election has been highest when consumer confidence has been at its strongest. Tony Blair’s second landslide Labour victory in 2001 resulted in an uplift of 27% as he became the first Labour politician in history to serve a full term. Compare that to the 2010 election, with a lower than average uplift of just 11% as the Conservative and Liberal Democrats entered the first coalition in British politics since Chamberlain in World War II. Similarly to the seasonal shift, the impact of a general election has historically impacted the capital to a lesser extent than the country as a whole. The UK is considered one of the most politically stable countries in the world, with overseas purchasers less affected by domestic politics. On average sales volumes in the two months following an election have risen by 15.3%, compared to a rise of 9.6% in non-election years. Tony Blair’s first election victory in 1997 created far less of a wave of activity in the capital, as did David Cameron’s largely unexpected majority government in 2015.

BORIS BOUNCE

After the Conservative party’s latest election win, the property market experienced the ‘Boris Bounce’, with an uplift in activity. While the outbreak of Coronavirus will impact the property market during this period of uncertainty, we have collated analysis that focuses on the impact that occurred immediately after the election win.

New to the market A D V I C E

A

nyone selling their house needs to understand that price is the key to the market. Sometimes vendors are reluctant to sell at a certain price, but the reality of the situation is that the market will invariably deliver what a property is worth. This is where the importance of instructing a qualified and experienced estate agent comes in. In order to do a vendor and their property justice, good agency is a crucial part of the process. A good agent will ensure that the most is gained out of the market. Has an excellent and comprehensive advertising campaign been delivered? Has everyone who may be interested in the property been contacted, and everything been followed up? Why is a buyer moving and what is motivating them? These are vital clues to ensure opportunities are not missed. Winkworth has evolved from being a family business into a national agency, but has maintained its original ethos, never losing the belief that if you get the basics right, everything else follows. Realistic advice on pricing is one of the fundamental elements in producing interest and viewings, which will lead on to offers and a sale.

n some ways, many things have stayed the same. Demand from tenants remains fairly consistent and demographics are still focusing on the traditional areas they always have, i.e, twenty-somethings are looking to be close to town centres and transport links, whereas families continue to move to catchment areas for the best schools. Rent prices have also remained stable, with perhaps a small upwards drift. In other ways, however, there have been huge changes. This has primarily impacted landlords; but looking forward, these changes have the potential to affect tenants too. New legislation is increasing the

burden on landlords, but this is not necessarily a negative. Many of the new requirements have been put in place to protect tenants, not just legally, but in terms of the quality of accommodation on offer. However, for the unsuspecting or unaware landlord, there are many pitfalls that could result in fines, criminal convictions and even inability to regain possession. This has led to more landlords shying away from managing their own properties and instead entrusting this task to qualified and insured agents who can keep abreast of the continuing flow of regulation changes in the private rental sector.

NEW LEGISLATION IS INCREASING THE BURDEN ON LANDLORDS, BUT THIS IS NOT NECESSARILY A NEGATIVE

A well-designed home will improve your quality of life – and you’ll reap financial rewards too. We look at the world of renovations

o less relevant than the established property-buying mantra ‘location, location, location’ is the motto ‘potential, potential, potential’. The proliferation of scaffolding, skips and drilling noise on our streets and endless dinner party conversations all underline the fact that everyone is at it. Building projects are everywhere, because when buying houses we’re all tuned into possible ways that we can improve them. We’re just not as willing to put up with outdated layouts, awkward spaces or unattractive features as we used to be – and we’re all savvy investors too. Not only do we all want to improve our living spaces, but we also want to profit financially from them. Much of the UK’s housing stock is made up of standard Victorian or Edwardian houses, with their warrens of small rooms, galley kitchens and unused side returns. These layouts don’t suit the demands of 21st century family life, mostly because we now need less separation; kitchens are at the centre of the home and living areas are often integrated with cooking areas. Extending to create a larger kitchen space has become commonplace, often creating space for a separate utility room too. Living rooms commonly shrink to become essentially tv rooms, while kitchens dominate most of the ground floor footprint. However, according to Simon Jacobs of Winkworth in Devizes, people are increasingly keen on reviving original features too. “People are trying to work with buildings now, rather than trying to fight against them to modernise. When once people would shove an en suite bathroom into a corner of a wellproportioned bedroom, there’s a new sensitivity now.” For properties on Jacobs’ patch, renovations can be costly. A lot of his Wiltshire stock comprises pre-1850s buildings, many of which are Grade-II listed. He advises THE WM ∙ 2020

A well-designed home can improve quality of life, offer functional solutions on the smallest of sites, and create beautiful spaces even within the most restricted of budgets. Buying a derelict property on the basis of its potential enables the owner to design everything just the way they want it – and after all, who wants to pay a premium to live in a space newly designed by a developer? Far better to have done it yourself, even if taking on a house refurbishment can be daunting and harder than you think. While anyone can have a vision, knowing how to realise it doesn’t necessarily follow. Hiring a fleet of architects and builders can be timeconsuming and costly, and managing them all is a job in itself, which is why many people look to companies that can do everything for them. Barn conversions can deliver impressive spaces with double height rooms, mezzanine floors, exposed beams and lots of glazing. Buyers looking to take on an unconverted barn with planning permission are advised to check whether the building is listed or not – having to use specific materials during the conversion may turn a conversion into a more costly outlay than first thought. Barn conversions can be sound investments, though undertaking the work yourself can land you in a money pit if

potential buyers to be realistic when considering renovations – “you have to remember that sash windows for a listed building can come in at £5,000 each rather than £500,” – and he always advises vendors of older houses to have detailed surveys done before going to market. However, he also says that “opportunities to pick up and buy lovely period listed buildings are still out there, and they can be bought at sensible prices.” His Wiltshire patch is seeing increased interest from Londoners, for whom the imminent arrival of Crossrail will make the area more accessible. In Petersfield in Hampshire, Winkworth’s Andrew Beecheno helps clients negotiate the strict rules of the South Downs National Park when considering renovations. Planning permission can be hard to come by, though the strict rules that protect the area’s beauty are welcomed by most. While external alterations and additions may be limited, internal restructuring is often undertaken by London families moving to the area for its schools and connections.

And while a beautiful barn conversion that makes good use of light and space can offer huge appeal to buyers, they are not universally popular. Drawbacks can include impractical layouts and high heating costs, but new technologies can result in great thermal efficiency, making sensitively converted barns more energy efficient than you might think. Jo Dyson, serial renovator and guest speaker at the recent National Homebuilding & Renovating Show explains: “I’d encourage people to design for longevity by creating a home full of items they love and are drawn towards; to be inspired by trends, but ultimately choose what they like. This will stand the test of time and also make it more

personal, creating your own design narrative. Instead of being wedded to trends, think about how you’d like to feel in a space and create these emotions through light, materials, textures, but most importantly, special items which are either family heirlooms, acquired pieces that are evocative of a specific time and place or even their own artwork. Furnish your home with pieces that tell a story and stand the test of time.” Sympathetically renovated period properties offer the highest returns, according to Winkworth’s experts, and their advice is to maintain a house’s history and character while incorporating contemporary elements and beautiful finishes.

It’s also full of museums such as the Museum of Naval Firepower and Submarine Museum, Milestone which is a ‘living village’ museum and the Winchester Science Centre. Types of property? Country Estates, Victorian detached houses as well as farm and barn conversions. You can also find a mix of more contemporary properties along the coast line. Average property price? £337,653

Why? Home to medieval villages, patchwork countryside and gorgeous coastlines, East Sussex has a rich and fascinating history. If you are torn between the rolling countryside and the quintessential British coast, then it’s the perfect place to live. What’s on? For the adventurous, try hang gliding or paragliding over the Downs. Visit the site of the Battle of Hastings where an audio tour will take you through the events of 1066. A steam train ride on the Bluebell Railway in Spring is a delightful way to see the scenery. And of course take a trip to bustling Brighton for sun, sea and a bit of shopping! Types of property? Period country homes will be found in all sizes from cottage upwards and more recently built homes can be found too, especially in coastal areas. Expect to pay a premium for a sea view. Average property price? £353,820

FAMILY TIES

David King, Head of Winkworth International on bringing up children abroad while retaining UK ties

D

uring this digital age, it has never been easier to stay in touch with Skype, FaceTime et al providing instant access to loved ones at home, but there are a myriad of other ways to keep those ties while you’re raising your children abroad. One way to retain ties is to continue to speak your mother tongue at home while children learn a second language at school. David King, Head of Winkworth International, comments “Children will quickly assimilate, the language barrier will be short lived and in later life they will be bi-lingual.” This will give children a definitive edge in the British job market later on. According to a 2018 report, 80% of European 15-30 year olds can read and write in at least one foreign language, but the figure falls to a mere 32% amongst British 15-30 year olds. Different schooling types have also made it easier for children living abroad. David expands; “Children are very adaptable and entering them into the local education system may prove stressful at the outset but there will be lifelong benefits.”

60

Universal qualifications such as the International Baccalaureate have also made it easier, as well as providing other benefits. As David says “maybe later on choosing a British university will give them a balanced and cosmopolitan upbringing.” Another way of making sure that you retain ties with the UK is by making the most of the school holidays. In Portugal and Spain, for instance, summer holidays last for two months, leaving ample time to return to visit family and friends. This coupled with lower air fares from competing budget airlines means European travel is more affordable than ever before. While some may choose not to rent out their UK property, making it easier to visit at a moment’s notice, you may need to switch to a buy-to-let mortgage with potentially higher rates and fees. If this isn’t a financially viable option, home owners can look at shorter term letting through a corporate relocation agent so they retain some flexibility. While you will still need to pay taxes on your UK property, including Capital Gains Tax, retaining your UK base means that your property will be a failsafe when you do return home, as well as providing you with a good rental income if you do choose to let.
