espite a difficult market dominated by political events, progress was made last year in both the sales and lettings markets. Winkworth enjoyed a fruitful 2019, and we attribute our success in part to our continuing emphasis on accurate pricing - you can read more about this on page 42. While prices in the country remained broadly flat and the London market stayed subdued throughout 2019, transaction levels in the country market did increase. Due to the increase in confidence levels following the Conservative majority in the latest elections we enjoyed a positive start to 2020. This coupled with the underlying demand driven by years of low transaction levels gave the market a significant boost in activity, and we entered the year with an increase in both sales and lettings applications. While we navigate the impact of Coronavirus, we may enter into a short period of uncertainty. However, as interest rates are at historic lows and property prices have continued to adjust since the 2014 peak, we aren’t looking at longer term effects. Indeed, we believe there will be a strong bounce with transactions rather than prices affected in the interim period, especially given the government initiatives underpinning lower interest rates and support of wages. As we celebrate our 185th year of trading, we’ve just launched our new campaign ‘For Every Step.,’ and in this time of uncertainty, now more than ever we will continue to provide support throughout your property journey. We’re also pleased to announce our new charity partnership with London Youth Rowing. We are looking to continue the growth of the Winkworth network through new franchise openings and welcoming fresh talent at all levels. With the evolving nature of the buy-to-let market, Winkworth investigates the best course of action for landlords
T
his is set to be a pivotal year for buy-to-let. While buyers’ confidence is up, there are several changes on the horizon that will bring significant changes for prospective landlords. If buy-to-let used to be an easy win, it’s now something that needs a little more guidance, and it’s never been more important for landlords to take professional advice from experienced agents. Carl Burgess, Director of Winkworth in Shepherd’s Bush has noticed a stark change. “We haven’t seen anybody buying to let with a mortgage for some time.” Cash buyers, on the other hand, are still investing, believing that property is a more tangible and trustworthy home for their money and can create a viable pension. Buy-to-let has been seen as a reliable prospect since Thatcher’s 1988 housing act abolished secure tenancies with their claims to succession. This paved the way for individuals to let out properties while retaining the right to take them back – and over the next three decades, buy-tolet grew in popularity and affordability; in 2018 there were as many as 2.5 million buy-to-let landlords across the UK. 20
The referendum in 2016 created uncertainty, and increased tax and stamp duty rates were affecting people’s interest in buying property until early this year – but now more than 80% of recently polled Londoners are shown once again to believe that that a buy-to-let property is a good investment. Still, there’s no denying that becoming a landlord will cost more this year, with a variety of new policies designed to protect tenants’ security and limit landlord profits. A new cap on mortgage tax relief, coupled with increased stamp duty, makes costs rise, while new property licensing laws and limits on deposits are contributing to what Burgess calls the current “mass exodus of landlords” on his west London patch – “in 2000, we sold 50% of our stock to buy-to-let landlords, while in 2019 it was substantially lower.” However, it’s not all doom and gloom for landlords. For one thing, rents are rising, and for those weathering the storm, that’s a plus – and people will always need to rent. Not everyone will be able to afford to buy a home, even with prices significantly cheaper than they were five years ago and the boost in stock created by ex-landlords liquidising their assets. “Rents have been

Top tips for landlords from Carl Burgess When the market gets tough, the best properties hold their value. Make your property desirable and it will always let quickly and for the best rent.

Don’t be greedy! It is often a false economy. Landlords that are holding out for a high rent often don’t get it, and even if they do the property could be left empty for weeks or months first. For every week your property is vacant you are losing around 2% of your annual rent – so an empty month is 10% lost. Plus you will be responsible for the council tax, and you’ll have the stress of worrying while it is empty too.

Be mindful of the timing of your lease and break clause. If a tenant is negotiating a request to break in December, this could be a bad time to be re-renting your property. Speak to your agent, ask them about the best time and worst times – and consider this when negotiating the lease terms.

When choosing an agent to manage your property, ask them more than just what their fees are. Find out where their management is based, what typical cost of works are and request some examples like a plumbing call out charge or rate per hour – and enquire about any extra fees.

Since Margaret Thatcher’s first election win in 1979, elections have taken place in May or June and have often had the effect of dampening the usual ‘Spring Bounce’. The aptly named ‘Spring Bounce’ is the name given to the period where spring officially starts and is, for many prospective buyers and sellers, a time of fresh starts and new beginnings. During years where elections are held, fewer property sales take place in the two months immediately prior to an election than would usually be expected as buyers delay their

Over the course of the past six general elections sales volumes have risen more sharply in the two months immediately following the vote than would normally be expected. Sales volumes have increased by nearly 20% (19.5%) in these election years, compared to just over 13% in non-election years. The rise in sales volumes following an election has been highest when consumer confidence has been at its strongest. Tony Blair’s second landslide Labour victory in 2001 resulted in an uplift of 27% as he became the first Labour politician in history to serve a full term. Compare that to the 2010 election, with a lower than average uplift of just 11% as the Conservative and Liberal Democrats entered the first coalition in British politics since Chamberlain in World War II. Similarly to the seasonal shift, the impact of a general election has historically impacted the capital to a lesser extent than the country as a whole. The UK is considered one of the most politically stable countries in the world, with overseas purchasers less affected by domestic politics. On average sales volumes in the two months following an election have risen by 15.3%, compared to a rise of 9.6% in non-election years. Tony Blair’s first election victory in 1997 created far less of a wave of activity in the capital, as did David Cameron’s largely unexpected majority government in 2015.

n some ways, many things have stayed the same. Demand from tenants remains fairly consistent and demographics are still focusing on the traditional areas they always have, i.e, twenty-somethings are looking to be close to town centres and transport links, whereas families continue to move to catchment areas for the best schools. Rent prices have also remained stable, with perhaps a small upwards drift. In other ways, however, there have been huge changes. This has primarily impacted landlords; but looking forward, these changes have the potential to affect tenants too. New legislation is increasing the
burden on landlords, but this is not necessarily a negative. Many of the new requirements have been put in place to protect tenants, not just legally, but in terms of the quality of accommodation on offer. However, for the unsuspecting or unaware landlord, there are many pitfalls that could result in fines, criminal convictions and even inability to regain possession. This has led to more landlords shying away from managing their own properties and instead entrusting this task to qualified and insured agents who can keep abreast of the continuing flow of regulation changes in the private rental sector.

The proliferation of scaffolding, skips and drilling noise on our streets and endless dinner party conversations all underline the fact that everyone is at it. uring this digital age, it has never been easier to stay in touch with Skype, FaceTime et al providing instant access to loved ones at home, but there are a myriad of other ways to keep those ties while you’re raising your children abroad. One way to retain ties is to continue to speak your mother tongue at home while children learn a second language at school. David King, Head of Winkworth International, comments “Children will quickly assimilate, the language barrier will be short lived and in later life they will be bi-lingual.” This will give children a definitive edge in the British job market later on. According to a 2018 report, 80% of European 15-30 year olds can read and write in at least one foreign language, but the figure falls to a mere 32% amongst British 15-30 year olds. Different schooling types have also made it easier for children living abroad. David expands; “Children are very adaptable and entering them into the local education system may prove stressful at the outset but there will be lifelong benefits.”

Universal qualifications such as the International Baccalaureate have also made it easier, as well as providing other benefits. As David says “maybe later on choosing a British university will give them a balanced and cosmopolitan upbringing.” Another way of making sure that you retain ties with the UK is by making the most of the school holidays. In Portugal and Spain, for instance, summer holidays last for two months, leaving ample time to return to visit family and friends. This coupled with lower air fares from competing budget airlines means European travel is more affordable than ever before. While some may choose not to rent out their UK property, making it easier to visit at a moment’s notice, you may need to switch to a buy-to-let mortgage with potentially higher rates and fees. If this isn’t a financially viable option, home owners can look at shorter term letting through a corporate relocation agent so they retain some flexibility. While you will still need to pay taxes on your UK property, including Capital Gains Tax, retaining your UK base means that your property will be a failsafe when you do return home, as well as providing you with a good rental income if you do choose to let.
