HEROES’ DAY Zamboanga City joined the nation in commemorating National Heroes' Day with a flag raising ceremony held 8am August 26 in City Hall.

CLEARING OF PUBLIC ROADS CONTINUES: Illegally-built structures occupying public roads and sidewalks in the Tumaga-Putik boundary area were demolished in operations led personally by Mayor Beng Climaco August 26. This is pursuant to the directive of President Duterte for all LGUs to reclaim public roads used for private purposes and formalized through DILG Memorandum Circular 121. Together with City Administrator Apple Go, Assistant Administrator Cesar Raz, Putik Chair and Coun. Jerry Perez, Tumaga barangay officials, barangay tanods, police authorities and other city government personnel, the mayor led the continuous clearing operations in the area to emphasize that the city government is fully complying the presidential directive. She likewise reiterated her call for all barangay officials to lead the campaign in their respective areas. The clearing operations were done after the conduct of massive information campaign. Gender and Development in collaboration with the Office of the City Planning and Development Coordinator Office conducted a two day seminar dubbed as "CBMS Barangay Planning and Program" to harness the knowledge of the selected barangay officials in coming up with an evidence-based plan using (Community-Based Monitoring System) CBMS data. CBMS data can be the primary source of local planning and budgeting data for LGUs especially for the barangays in identifying their programs and projects that will be included in their Annual Investment Plans (AIPs). It will also make local planning and budgeting much more transparent and participatory since its basis is a data set validated by the community and presumably known to the community. Finally and more importantly, it will make the local planning and budgeting process much more empirically based.

Climaco thanked especially the two eco-cultural communities and IPs for allowing the city government to develop the islands, and even reassuring that these islands are safe and secured for local and foreign visitors as different law enforcement agencies are in the area to help maintain peace and order.

For her part, DENR9-RED Rodriguez commended the city government for declaring “Once Islas” as an eco-cultural tourism destination as she pointed out the islands’ very high potential of becoming a successful eco-cultural tourism spot, owing to their pristine conditions and the presence of wildlife.

The City Government has developed an action plan to further strengthen the implementation of building permits and certificate occupancy systems (BPOS) one stop shop in a two-day workshop held from Aug. 6-7 facilitated by the USAID's Strengthening Urban Resilience for Growth with Equity (SURGE) Project. The 2-day coaching and mentoring activity provided a venue for city officials to assess their current procedures and identify necessary steps to ensure the implementation of the Joint Memorandum Circular No. 2018-01 and Republic Act 2018 No. 11032 or the Ease of Doing Business Act of 2018. Thirty-six (36) representatives of various departmental offices of the city government identified strategies that will reduce the lag time in the issuance of building and occupancy permits and guarantee the smooth operations of the BPOS one-stop shop. Challenges that were resolved during the coaching and mentoring session include the co-location of the one-stop shop, equipment and staffing needs, and the improvement of systems and capacity building for frontliners. As next steps, the city government with the assistance of USAID/SURGE will draft the amended executive order for the creation of a BPOS technical working group, co-location of various offices, and revisiting the checklist and relocation of the BPOS office. Towing operations... fees at the Office of the City Treasurer. The official receipt and proof of ownership (certificate of registration of the vehicle) shall be presented to the releasing personnel at the impounding site.

At present, leaflets warning vehicle owners about no parking zones are being distributed as part of the information drive.

Recall that the city government has purchased two tow trucks to pave way for the implementation of the towing services for illegally parked vehicles as provided for under Ordinance 248, otherwise known as the Revised Traffic Code of Zamboanga City.

Consequently, City Administrator Apple Go released the implementing rules and regulations (IRR) on Towing and Impounding Operations in Zamboanga City based on MMDA Resolution No. 02-33 series of 2002, “Approving and Adopting the Revised MMDA Guidelines for Towing and Impounding Operations.”

Sec.1 of the IRR defines vehicles that are subject for

towing as “Stalled Vehicle,” “Illegally Parked Vehicle,” “Attended Illegally Parked Vehicle,” and “Unattended Illegally Parked Vehicle.”

Sec. 2 provides that the guidelines apply to all towing services and trucks operating in Zamboanga City, whether private or public, and those operated/owned by government agencies.

Sec. 10 provides for the towing and storage fees as stated under Sec 7, Article 12 of Ordinance 248, whereby owners, operators and/or drivers shall pay the specified charges for the first five kilometers or in excess or fraction thereof an additional P100.00/km for the any of the vehicles defined under Sec.1, as follows: - Light vehicles with engine displacement of 0 to 1600cc shall pay P800 for towing and 50/day storage; - Medium vehicles with engine displacement of 1601 to 2800cc shall pay P1,000 towing and P75/day storage; - Heavy vehicles with engine displacement of 2801cc and above shall pat P1,200 and P100/day for towing and storage fees, respectively. The official date for the observance of the National Heroes’ Day changed throughout the years. On July 24, 2007, President Gloria Macapagal-Arroyo signed into law Republic Act 9492 which set the celebration of the National Heroes Day on the last Monday of August.

Leonel Nicolas for his commitment and dedication to service that resulted to zero bombing and zero kidnapping during his over 2-year stint as Task Force Zamboanga Chief. This, as she graced the change of command ceremony where Nicolas formally relinquished his post to Col. John Divinagracia with MGen. Roberto Ancan, commander of the 1st Infantry Tabak Division, PA as presiding officer. Climaco, together with Vice Mayor Rommel Agan presented Nicolas with a Council resolution of commendation. She also welcomed Divinagracia, a Zamboangueno to the post, and reaffirmed her commitment to the security sector in line with her SHE program. Closure of remaining... together with the City Social Welfare and Development Office and the NHA conducted a series of camp dialogues and social preparation activities in the 5 remaining transitory sites to guide the siege- affected families on the requirements for transfer to permanent shelters as well as to inform fire victims occupying the transitory sites on how to avail of the government’s housing program.

Rodrigo Pagotaisidro, HLMD officer-in-charge said the City Government targets the closure of the remaining 5 transitory sites by first week of September based on the directive of Mayor Beng Climaco.

The camp dialogues cum social preparations in the transitory sites in Mampang, Rio Hondo, Buggoc and Kasanyangan were held following the conduct of ‘go-and-see’ visits in Vida Vista Housing Village in Cabaluay and Vale Vista phase IV in Kasanyangan

The NHA has offered the Vida Vista Housing Project as the site for some of the 183 IDP families remaining in the TS while construction of the remaining housing package under the Zamboanga City Roadmap to Recovery (Z3R) program such as those slated at the Omar and Vicente Chiong properties are encountering delays. Another option are the houses that have yet to be awarded at Vale Vista phase 4.

The camp dialogues sought to address all issues and concerns voiced out by the IDPs as well as fire victims occupying the transitory sites.

The 5 remaining transitory sites and the number of IDP families that continue to stay in the area are: Kasanyangan TS- 25 families with 125 dependents; Masepla 2 TS- 99 families with 495 dependents; Masepla 3 TS – 18 families with 90 dependents; Buggoc TS- 18 families with 90 dependents and Rio Hondo TS – 23 families with 115 dependents.
