Every day at Youth Villages, we ask children, families and young people who are facing tough mental health and behavioral problems to believe — in us, in themselves and in the brighter future that is possible. We offer the most effective evidence-based programs and services, but it’s that belief, born of the trust built on personal relationships, that makes the difference in real lives.

This will allow us to serve more children and families across the country in the years to come.

• The new Bower Activity Center opened on our Bartlett Campus, expanding our therapeutic recreational activities for young people.

• Our commitment to our staff during the pandemic resulted in our designation as a Great Place to Work® for the fourth consecutive year.

Belief has been so important for our organization over the last two years as we were tested by the pandemic. Youth Villages held tight to our belief in our mission and the strength and resilience of both our staff and the families we serve. The results have been remarkable. In 2021, our staff helped 32,344 children from 94 locations in 23 states and the District of Columbia. Over the last two years, 87% of the children and young people who were served in our programs found long-term success. Here are a few other highlights of the year that spanned from July 1, 2020, to June 30, 2021.

• Three rigorous evaluations by the Center for State Child Welfare Data at the University of Chicago’s Chapin Hall found our Intercept® intensive in-home program model effective in helping children avoid out-of-home placement and achieve permanency.

In this report, you’ll meet some of those who put their faith in us this year. Their successes inspire us to keep going and to keep expanding our reach, especially when the circumstances around us are uncertain. We know that our results would not be possible without the commitment of our supporters, volunteers, foster parents, donors and partner agencies. Bower Activity Center Youth Villages CEO Patrick Lawler is a familiar face on our residential campuses in Memphis, always talking to the children, giving encouragement and asking questions. “I learned a long time ago, if you want to know how to take care of kids, just ask them,” Lawler says with a laugh. “They’ll tell you.” A few years ago, Lawler was visiting with a group of about 12 children, different ages, boys and girls. He asked them how they were doing and if they needed anything. A 12-year-old boy named Lance responded. “Mr. Lawler, I’ve got a problem,” he said. “It’s been raining a lot and cold all winter long. We haven’t been able to go outside to play much, and we're tired of being in this cottage all the time.” “The other children chimed in and just started telling me things they would like to do indoors or outdoors in a covered area,” Lawler said. Three years later, the 13,800-square-foot Bower Activity Center opened, serving as an open, light-filled hub for activities on the Bartlett Campus. It includes specially designed spaces for therapeutic drumming, arts and crafts, yoga and dance, a movie theater and a large commercial kitchen for Youth Villages’ culinary arts and catering program, Food with Class, and a large

outdoor deck overlooking the campus. There’s a professionally equipped workout area, an indoor climbing wall, a salon, and counseling and health exam rooms. Outside the center are covered basketball and picnic areas and a new baseball diamond. The building is named after longtime national board member Paul C. Bower. His generous support of Youth Villages has made a difference in the lives of children over many decades. On a recent visit, Lance gave the new space a thumbs up. “This place is awesome," he said. "I love it. It's making me very happy."

Right now, Lance is holding out hope for something else that will make him happy ­— an adoptive family. Youth Villages’ adoption program helped 80 children find forever homes in 2021, but Lance is still waiting. He wants a family that will help him participate in activities. At Youth Villages, he’s been the lead in a school play and a featured drummer. He runs 5Ks with the campus running group. “A family would mean that I have hope and can accomplish anything I try,” he said.

When growing up in poverty with a lack of family support, there’s very little to believe in. Twin brothers Jordan and Devan moved around a lot with parents who were in and out of their lives. Their father was caught up in alcohol; their mother got involved with drugs. “Definitely, not the fondest of memories,” recalled Jordan. At 17, the brothers were referred to Youth Villages’ LifeSet program. “When we first got into the program, we didn’t know if we would even graduate high school,” Devan said. “We wanted to go to college and pursue that dream, but we weren’t sure how to do it.” Through LifeSet, Jordan and Devan received the support they needed to graduate high school — the first in their family to do so — and meet all the requirements for college. Youth Villages is committed to making sure that every young person in the United States who turns 18 in foster care has the kind of comprehensive support Jordan and Devan received. LifeSet, which serves as a bridge to adulthood for youth aging out of foster care.

It is the largest program in the country helping these young people and one of the only ones to have demonstrated favorable results in a large clinical trial. The program increased employment, earnings and positive mental health, while reducing homelessness, economic hardship and partner violence. Through LifeSet and our YVScholars program, Jordan and Devan had continued support through college to keep them on track. They graduated in May and now share an apartment. Jordan is employed with Youth Villages in the Information Technology department. Devan is looking at jobs in finance and investment and has a particular interest in the stock market. “I have a lot of days where I don’t think I should be here,” Jordan said. “I was going to give up. Youth Villages changed all that. They interacted with me, pushed me, motivated me and worked with me and have made me the person I am today.”

“We can’t emphasize enough how Youth Villages is the foundation of our lives,” Devan said. “The change in our lives is so massive that we’re completely different people.”

Nathe’anna Young people who experience foster care are resilient, strong and capable. Still, they need support as they move toward adulthood.  Nothing proves that point more than Nathe’anna’s journey, as she overcame health issues, the COVID-19 shutdown and a natural disaster. At every turn, she had the support of the Louisiana Department of Children and Family Services,  which chose LifeSet as the program model for their extension of foster care in 2019.   To meet our commitment to see that every young person who ages out of foster care in the United States receives comprehensive support, Youth Villages has expanded the  LifeSet program through direct services and partnerships with state agencies and innovative private providers. This year, more than 5,000 young people participate in LifeSet through direct services and more than 1,000 through partners.  Nathe’anna, the youngest of four children, came into foster care around the age of 7. As she turned 18 in a group home, the world shut down with COVID-19. There was no graduation ceremony before she was off to university as a freshman.   “It was like having my life stop and then restart in a whole different time zone,” she said.

Then, her health deteriorated, and she had to have gallbladder surgery, alone because of pandemic visitor restrictions. Her LifeSet specialist was there, through the phone line, offering support and encouragement.   After she recovered and was back in school virtually, her community was struck by Hurricane Ida. There were weeks without electricity, with roads closed and businesses shut down. Even when she couldn’t be there in person, LifeSet specialist Kelly Adams stayed connected.    “There was a text every day,” Nathe’anna said. “She kept up with me. Did I have food? Safe housing?”  Now, the two meet every week in person, working on  Nathe'anna's goals, including her latest: to complete certification as an EMT.   LifeSet turned into a lifeline.   “I watched every one of my brothers and sisters age out of foster care because they were older than me," Nathe'anna said. "This program wasn’t around for them, and they all had negative outcomes, I’m glad it was here for me. LifeSet is a program that gives you a chance, that gives you hope.”

Maclin Family Most people believe in second chances, but some of the children and youth we help have never even had a first chance to succeed. Daniel and Veronica Maclin believe in helping children and young people because of those who helped them. In the U.S., more than 120,000 children and youth are waiting to be adopted. The numbers in foster care are higher at around 435,000 youth. Veronica was abandoned by her parents at the age of 10. A cousin adopted her and her siblings. “That was a blessing,” Veronica said. “To experience the love she offered made me want to give to someone else.”

Daniel left his home at 15 years old due to his parents’ drug use and bounced around different friends’ homes. “One thing that I said to myself is that if I ever had kids, I would never abandon them,” he said.

Daniel and Veronica have been — and continue — putting action behind their words. With seven daughters of their own, Daniel and Veronica have also been foster parents for 19 years and just more than a year ago added to their family through adoption. The Maclins’ latest addition is a young teenager named Mariah, whose adoption was finalized in July 2020. Before Mariah came to the Maclins, she was passed from family member to family member, and many times found herself at home alone. She had little hope. “I was at the point where I was feeling no one cared,” Mariah said. It took no time for Mariah to feel at home with the Maclins, especially after the other girls in the family immediately welcomed her. “I was like, ‘I’m going to get along in this family.’”

The Maclins aren’t stopping either. They are currently fostering another girl and a boy in their home. “Both blended right into our family,” Veronica said. “We’re in this to make the youth feel welcome and show them love.” The girls sing together in a church group.

The Pierce family worked hard to overcome challenges and bring their six kids home from foster care. They tell other families not to give up.

Pierce family When Cohen was born in an East Tennessee hospital in 2019, he didn’t get to go home with his mom and dad. Substance use had already broken his family, and the baby joined his five brothers and sisters in foster care. Nationwide statistics tell us that one in three children are entering foster care now because of parental substance use. It is a devastating national epidemic that has been in part overshadowed by COVID-19. Jordan and Cody Pierce had been working to overcome their addictions and bring their family back together. It had been a hard road, filled with steps forward and back. Through it all, the Pierces believed in their family and fought to put the pieces of their lives back together.

“I think Youth Villages was vital to this family’s success,” Reynolds said. “They were helping Jordan and Cody navigate parenting six children together for the first time after months of separation. It brought a lot of comfort to the team to know that there was a trusted provider seeing them regularly.” Finally, Cohen ­— the toddler who had spent his entire life in foster care ­— came home to be with his parents and his siblings who love him so much.

“This is the first time that we can breathe,” Jordan Pierce said. She has advice for other parents facing the same journey. “Never give up,” she said. “Even if there’s just a shred of hope, hold on!”

Kaki Reynolds at the Knox County Safe Baby Court referred the family to Youth Villages’ intensive in-home services program, Intercept, and Family Intervention Specialist Shanddrikka Dodson. She supported the Pierces as they completed rehabilitation programs and worked to fulfill all the court requirements. As each child came home, Dodson was there to pave the way, helping the parents learn communication skills and make sure the children were transitioning well from foster care to home. She also helped with practical things, like making sure there were enough beds.

Legendary rocker Steven Tyler continues to help young women in the LifeSet program heal from trauma and meet their full potential through his many events supporting Janie's Fund.


Sometimes all it takes is one person to believe in you. For Ayla, that was her LifeSet specialist. “My specialist supported me when I was at my absolute lowest,” she said. “I wouldn’t have made it out alive without her encouragement.” Ayla is one of thousands of young women across the country who are being helped by Janie’s Fund — Youth Villages’ philanthropic partnership with Steven Tyler.

Suzanne Somers, Melissa Joan Hart, Vanessa Simmons and Rosa Blasi also announced an additional $460,000 in support for LifeSet on Instagram Live, watched by thousands of Janie’s Fund supporters. After taking a year off due to the pandemic, the Fourth Annual Grammy® Viewing Party is scheduled to take place in Hollywood on January 31, 2022. Ayla joins other young women in the LifeSet program in thanking Steven Tyler and his fans for believing it’s possible for them to overcome the past and have a brighter tomorrow.

The legendary rock star has made it his mission to help young women who have experienced childhood adversity. One in five girls will be sexually abused before they turn 18. Others suffer physical abuse and neglect, often combined with the trauma of family abandonment or separation.

With LifeSet’s help, Ayla overcame depression and moments when she considered suicide. She learned coping skills and found support, hopefulness and growth. She can’t stop smiling when she thinks about the future.

The fund supports girls and young women who participate in our LifeSet program, the bridge from foster care to successful adulthood.

“Now, instead of dreaming about it, I live in a reality that allows me to do everything I can imagine,” Ayla said.

This year, $930,000 was raised through Janie’s Fund and its new Give 5-Save 5 program, which directly supports the continued expansion of LifeSet to young women all over America.
