ANNUAL REPORT 2020
Youth Villages starts with You! 2020 is a year that none of us will ever forget. In what felt like an instant, so many things changed as the COVID-19 crisis enveloped our country. One thing didn’t change though: the urgent needs of children with emotional and behavioral problems, their families and young people “aging out” of foster care. In a time of uncertainty, the Youth Villages family stepped up and brought health and hope to more than 30,000 children, families and young people in 23 states and the District of Columbia. Our residential staff became essential frontline heroes, ensuring the continuation of care for children on our campuses. Because of their sacrifice and courage, we were able to admit children who urgently needed help for severe issues during the pandemic. Thousands of staff in other programs seamlessly moved their work from office to home and supported children, families and young people through telehealth and safe-distanced, in-person sessions when needed. Our organization was able to do so much, under such extraordinary circumstances because of you — our supporters, volunteers, foster parents, donors and partnering agencies.
Youth Villages truly starts with you!
• Our commitment to spurring effective help for young people who reach adulthood in foster care led to the expansion of our LifeSet™ program model and other transition-age services. New programs were launched through partnerships with the states of Illinois and Connecticut, allowing young people there to receive the support they need to become successful adults. • Bill’s Place, an intensive residential center, opened in Memphis, Tennessee, to help children with the most serious emotional and behavioral problems and co-occurring medical issues. Across all of our campuses, our residential staff became frontline essential workers and met the needs of children safely by incorporating COVID-19 precautions. • Our philanthropic partnership with rock legend Steven Tyler — Janie’s Fund — made a difference for girls who have suffered abuse and neglect. The Third Annual GRAMMY® Awards Watch Party raised more than $2.4 million, allowing Janie’s Fund to support young women in our LifeSet program as they make a successful transition from foster care to adulthood. This year has challenged all of us in ways we never could have expected, but it has brought out our best. On behalf of our staff and the children, families and young people, we help – thank you for your support of our mission.
In this report, you’ll meet some of the families and young people, you helped this year. Here are some of the highlights: • 87% of the children and young people were living successfully — at home or in a less-restrictive setting — 12 months after they completed their program. Patrick W. Lawler, CEO
James D. Lackie, Chairman of the Board
• Our community-based programs expanded to help 1,738 more children, families and young people. This included growth of our intensive in-home and transition-age services in Tennessee, New Hampshire, Mississippi, Oregon and North Carolina.

Youth Villages gave Juan Cano new tools to manage his children's behaviors and set expectations. He is pictured here with his children and their cousin.
meet the
Cano family
When Juan’s wife left the family, he suddenly had sole responsibility for three children, including 7-year-old twins. It was almost too much for him. There are 424,000 children in foster care in the United States today. About 35,000 children entered state systems in 2019 because their caregiver couldn’t cope with a family crisis. Although foster or residential help is necessary sometimes, just the act of separating from family is traumatic for children. Youth Villages believes about half of foster care placements can be prevented if intensive help is provided to parents or relatives. In Juan’s house, his children were physically fighting — the twins were punching each other. They would often throw aggressive tantrums that left their father frustrated and hopeless. He couldn’t control their behavior. When he heard about Youth Villages' intensive in-home program, Intercept, Juan jumped at the chance to get some help. Even better, he was assigned a specialist who spoke Spanish, Juan’s first language. “I felt a weight begin to lift off my shoulders.”
Intensive in-home services make up the largest of Youth Villages’ core program areas. Last year, we helped 9,065 children by strengthening or restoring their families in 13 states.
\ Intercept specialists help families succeed.
The specialist came to Juan’s home several times a week for sessions with him and the kids. Juan made sure they never missed one, and he often talked to the specialist on his drive home from work. Juan and the children worked with the specialist on building flexibility, frustration tolerance and better problem solving. Those skills are part of an evidence-based intervention used by Youth Villages staff called Collaborative Problem Solving. The specialist helped Juan defuse particularly challenging situations for the family — like bath and chore time. Before long, everyone was happier, and the children’s aggressive behavior ended. “Every day is different with children,” Juan said. “But we’re prepared for whatever comes our way.”

Donal
Donal had everything going for him. He was doing well at home and in school, playing on the basketball and football teams. Then, he started having seizures that medication couldn’t control.
He played quarterback on the Bill’s Place football team and point guard on the center’s basketball gym. He learned therapeutic drumming and became a tour guide for groups visiting the new center.
At 15, surgeons removed parts of Donal’s brain to ease the condition, but his life changed.
Donal graduated from high school at Bill’s Place and began planning his future with support from our LifeSet program, which helps young people who’ve experienced foster care become successful adults. After a big 18th birthday party at Bill’s Place, Donal's first move toward adulthood was to a group home, where he planned his future with LifeSet Specialist Tricia Murphy.
“For two years, I couldn’t play sports," he said. "I had to sit in the bleachers and watch everyone else play. I couldn’t do anything.” Angry and unhappy, Donal came to Bill’s Place, our newly constructed intensive residential center designed to help young people like him who have emotional and behavioral problems with co-occurring medical issues. While most of Youth Villages’ work is done in the community, our residential programs give children with serious challenges the chance to overcome them and get back to their families quickly. Our residential programs are built around evidence-based practices and principles, including the idea that children should know some joy in every day. With his condition monitored closely by 24/7 medical staff, Donal rediscovered himself.
“Since I’ve been here, I’ve started picturing things that I need to work on, like what I want to be, where I want to live,” he said. Donal is rebuilding relationships with his parents and siblings, practicing coping skills and polishing his resume and interviewing skills with Murphy. For Donal, the future is coming into focus. “I want to be a teacher, probably a coach,” he said. “Maybe in middle school.”
This year, 1,043 youth were helped on Youth Villages’ residential campuses in Tennessee and Georgia.

Our Heroes
As the COVID-19 crisis enveloped the country in early 2020, the staff at Youth Villages met every challenge, ensuring that the vital work of helping children, families and young people continued across the country. Each staff member is essential to the mission, but 1,100 employees in residential programs became frontline heroes, reporting to work every day using personal protective equipment, so they could safely support youth despite the pandemic. As family visits and face-to-face mentoring activities were suspended, staff knew that keeping routines was important. They helped youth participate in school and counseling sessions, as well as fun activities like drumming and sports. Our community-based staff faced similar changes to adapt their approach to providing services. On a typical day before the pandemic, most of these staff worked with children, families and young people in the community, meeting as much as three times a week in homes, at school or in neighborhoods. In March, that changed as staff continued their work safely through telehealth. As the crisis began, Youth Villages surveyed every young person and family in all of our programs to determine their technological capabilities and basic needs. We provided hundreds of devices and Wi-Fi connections so that services could continue. In many cases, our community-based staff helped families meet basic needs, like food and housing.
Amber Harris, a clinical supervisor in Oklahoma City, Oklahoma, partnered with local restaurants to deliver care packages.
Taylor Barnes, like thousands of our community-based staff across the country, conducted family sessions through telehealth — a virtual connection using computers, phones or tablets, and software — and treated those sessions the same as she would during a face-to-face visit. “I always conduct safety checks and focus on completing treatment objectives, but also check on how the family is managing during the pandemic,” Barnes said. “If I have learned anything about Youth Villages during this time, it is that we are all practicing our core values every single day, regardless of any difficulties we might face. We make sure kids' needs come first, always, and we are committed to our staff."

Deshala
Every year, Deshala picks a word and an inspirational sentence to symbolize her hopes and dreams. As the COVID-19 crisis changed the world, Deshala woke up every morning in a group home in Washington, D.C., and said to herself: “Keep going! You’ve got this!” Across the country, about 20,000 young people “age out” of foster care between their 18th and 22nd birthdays each year, leaving them without family or continuing state support. Youth Villages has made a commitment to ensure these young people get the help they need. Our LifeSet™ program model is now implemented through our own services and partnering agencies in 23 states and the District of Columbia.
Deshala's LifeSet Specialist, Yvonne Moore, works at D.C.’s Child and Family Services Administration. Moore has helped her maneuver through difficult situations, learn problem-solving skills and money management. Through it all, Deshala's been getting things ready for when she ages out, such as finding an apartment, saving money, and keeping up with her classwork — she’s a sophomore at the University of the District of Columbia. Moore gives advice, makes sure that Deshala stays on track and stays in her ear. “She checks up on me. Sometimes, I check up on her,” Deshala said, laughing. “She says things like ‘You know you’re aging out soon, can’t be lollygagging…” During the COVID-19 pandemic, Youth Villages has led a coalition of more than 270 organizations advocating that the U.S. Congress give targeted relief for transition-age youth in stimulus relief bills. One of the provisions would allow young people like Deshala to stay in extended foster care right now. We developed LifeSet as the bridge from foster care to successful adulthood, but believe that young people shouldn’t have to step off that bridge during the pandemic.
LifeSet Specialist Yvonne Moore (left) has helped Deshala achieve many personal goals.
In 2020, Youth Villages helped 4,386 young people through transition-age services. It is our second largest program area.
The D.C. Council has allowed young people to stay in foster care until the pandemic eases. Deshala believes she'll be ready when it's time to leave the system. She’s got this. Her 2020 affirmational word? Triumph.

Keep going! You’ve got this!

Hatten family Across the country, 120,000 children and youth are in foster care systems waiting for loving adoptive families and permanent homes. Many, like Stephon, are teenagers. Stephon came to foster care after running away from an abusive and neglectful home. His first two foster homes didn’t quite fit, and he went to a Youth Villages residential program for help dealing with childhood trauma. At 14, Stephon desperately wanted a family of his own, and our foster care and adoption staff in Tennessee are experts in matching teens with family that will last a lifetime.
home and the structure he needed. In June of 2020, Stephon was formally adopted in a ceremony held over Zoom from an attorney’s office because of COVID-19. When the judge finalized the adoption, Stephon leaned over, hugged Ms. Johnnie and whispered, “Yes, Mom, it is forever.”
His adoption specialist decided that a “Welcome Home” balloon was fitting for the occasion. The little boy who had waited so long had finally found his forever family.
When he was ready, Stephon went to Ms. Johnnie Hatten’s home. She had taken classes through Youth Villages to become a licensed foster/adoptive parent. She learned therapeutic strategies to help children and youth overcome emotional and behavioral issues, and she received ongoing support from our foster care staff. Ms. Johnnie was ready to open her home and heart to a child who needed love and guidance. Stephon now calls her “Mom.” “I remember walking into her home,” Stephon said. “It smelled so fresh, like a brand-new home.” From the very beginning, Ms. Johnnie was willing to do whatever was required to adopt Stephon and provide him with both a loving

Legendary rocker Steven Tyler continues to help young women in the LifeSet program heal from trauma and meet their full potential through his many events supporting Janie's Fund.
The night included performances by Gavin DeGraw, Nuno Bettencourt, Luke Spiller of The Struts and the Youth Villages African Drumming Group — which includes girls in programs supported by Janie’s Fund.
Childhood should be safe and nurturing, but for many girls growing up in the United States, that’s just not true. One in five girls will be sexually abused before they turn 18. Others suffer physical abuse, neglect, plus the trauma of family abandonment or separation. Through Janie’s Fund — a philanthropic partnership with Youth Villages — rock legend Steven Tyler has made it his mission to help young women who have experienced childhood adversity. The fund supports girls and young women who participate in our LifeSet program, the bridge from foster care to successful adulthood, and in the two Janie’s House residential programs. In January, the Third Annual Janie’s Fund GRAMMY® Awards Viewing Party was held in Los Angeles, hosted by Terry Crews. More than 500 guests attended, including stars like Kelsey Grammer, Nathalie Emmanuel, Abbie Cornish and Teddi Mellencamp. They watched Aerosmith perform at The GRAMMY® Awards as they received the Lifetime Achievement Award, and then Tyler came back to the gala to kick off the silent auction. The night raised over $2.4 million to support girls in their recovery.
Jennifer Rhodes, a Youth Villages staff member and a former LifeSet and YVScholars participant, spoke at the gala, representing thousands of young women across the country who are being helped through Janie’s Fund.
Steven Tyler and Gavin DeGraw
“Today, I see myself and so many other former LifeSet participants ending the cycles of abuse, trauma and broken families — having beautiful lives, families, homes and experiencing the good in the world,” Jennifer said. In May 2020, in response to the COVID-19 pandemic, Steven also enlisted his friends and family, including Mia Tyler, Terry Crews, Kristin Dattilo and John Stamos, on Instagram Live to help direct $500,000 to support the expansion of LifeSet in North Carolina, Massachusetts, Oregon, Tennessee and New York City.
Jennifer Rhodes
“Thank you, Steven, for caring so much and creating a safe place where young women who have experienced the unimaginable can speak out, find healing, know we are important and bring out our magic,” Jennifer said. “Thank you to each person who donates to Janie’s Fund for becoming part of our stories. Your impact will ripple throughout generations of lives to come.” Learn more about Janie’s Fund at janiesfund.org. Terry Crews
