Rosemary development continues to bloom The Rosemary District is in the midst of a building boom, and one local architecture firm is designing even more residential projects. “I think the city of Sarasota only has one way to expand, and it’s to the north,” said Halflants + Pichette architect Michael Halflants. Halflants’ firm, which has been based in the once blighted neighborhood north of downtown for a decade, has started crafting plans for a five-story, 62-unit development at the northeast corner of Fourth Street and Cocoanut Avenue. It will be the firm’s largest development in Rosemary. That concept joins Vanguard Lofts, which will feature six condos, and the 28-unit Risdon on 5th as the company’s latest projects in the area. Vanguard will cost approximately $2.4 million to build, and Risdon will cost $6 million, according to city permits. The firm is also designing 10 luxury townhomes at 1542 Fourth St., across the street from a cluster of restaurants, including Blue Rooster and Servandos. The Rosemary Residential Overlay District, which allows development within its borders of up to 75 units per acre, is a major catalyst for the explosion in new

City officials have attributed the failure of the previous paid parking system in part to the meters themselves, which were criticized as difficult to use. Before any meter vendor is selected, Walker recommends a pilot program in which multiple vendors can compete, allowing the public to decide on its preferred meters. “I think we have an open mind about making sure we have something that’s easy to use, easy to understand, works quickly, but also provides the benefits people expect,” Lyons said. If it’s ultimately approved, paid parking would not begin on St. Armands Circle until the garage is constructed, Lyons said. On Monday, City Finance Director John Lege will also discuss details of the bonding process. The city has already taken steps to establish a special assessment for properties in the commercial tourist district, expected to generate $260,000 per year over the life of the bond. In total, a $15 million bond is projected to require $26.2 million in debt service payments from the city. Although more refined cost estimates and design details on a garage are still to come, landowners, merchants and residents on St. Armands Circle have already endorsed the project. “We’ve received complete support from the community in terms of moving forward to get that accomplished,” Lyons said.

o fund a $14.9 million parking garage project on St. Armands Circle, city staff is proposing a tiered paid parking system for the commercial district. On Monday, city staff will present a detailed update on the proposed garage to the City Commission. In addition to paid parking, staff also recommends creating a special taxing district for properties in the area. Both new revenue sources would be used to pay down a 20-year bond to fund garage construction. A preliminary timeline suggests the project could be complete by December 2018. The latest push for a garage dates back to at least 2011, although stakeholders in the area say the demand has existed for more than 20 years. A 2013 study indicated the Circle is facing a 320-space parking deficit. The new garage, which would be located on a municipal lot on North Adams Drive, would include 521 parking spaces. The demand for a garage may be longstanding, but the possible acceptance of paid parking is a newer development. As the city implemented paid parking downtown — an effort it eventually abandoned in 2012 — officials discussed placing meters on the Circle, as well. At the time, St. Armands stakeholders stood in firm opposition to the idea. “Every Circle merchant and every Circle landowner would be opposed to it,” said Marty Rappaport, co-chairman of the St. Armands Business Improvement District, in a 2011 interview with the Longboat Observer. Today, Rappaport has changed his position on paid parking — a sign of his determination to secure a garage for St. Armands. He says he’s not alone: At a recent meeting of Circle property owners, Rappaport said the group expressed willingness to accept the necessary expenses to make a garage a reality. “There were none opposed, none abstaining,” Rappaport said. “We do have support for the garage.” At this point, some key details of a paid parking system still aren’t finalized. A report from Walker Parking Consultants proposes a system in which the “core” on-street spaces cost $1 per hour, while perimeter onstreet parking costs 75 cents per hour, and surface lot parking is 50 cents per hour. Staff is looking for direction from the commission on the ultimate cost and hours of operation for paid parking, although City Parking Manager Mark Lyons said that likely won’t be the focus of Monday’s meeting. Instead, staff will look to provide information about the potential profitabil-

While Siesta Key residents consider litigation over the dredging of Big Pass, Sarasota County has launched a much less controversial renourishment project at Turtle Beach. Two dredges started pumping 700,000 cubic yards of sand from as far as 10 miles into the Gulf of Mexico onto the south Siesta shoreline last week. The $21.5 million project should be finished by the end of April, according to county project manager Paul Semenec. “All activities on the beach need to be done by then, including planting of native vegetation on the dune because turtle season starts May 1,” Semenec said. County contractor Weeks Marine is shutting down portions of the 2-mile stretch of beach to replenish about 150 feet of shoreline. Crews are currently working on the south end of Turtle Beach stretching down to Palmer Point Park and will continue working northward. Although county officials don’t expect Weeks Marine to work past the April 30 deadline, weather and machine malfunctions are the two biggest risk factors that could delay the 120-day project. On Tuesday, a hole appeared in one of the pipelines stretching into the gulf, shutting down the filling portion of the dredge-and-

fill operation. The county last renourished the shoreline, which serves as a quieter overflow from the crowds of Siesta Beach, during an $11.9 million project in 2007. As occurred during that restoration, roughly 60 gulf-front property owners will be assessed a combined $3.5 million to pay 18% of the contractor’s fee. The Florida Department of Environmental Protection will provide a $2.75 million grant, and the county will dip into tourist tax funds for the remaining $11 million. Semenec said the contractor is trying to be sensitive to the needs of beachgoers during the project. Despite the disruption, he believes the dredging will be worth it in the end. “It’s the height of the tourist season, it’s spring break, and we’re shutting down portions of the beach,” said Semenec. “But when the project is done, it’s going to be a much bigger beach that everyone can enjoy.”

The quest to secure an affordable live/work artist housing project in Sarasota has languished in a preliminary phase for nearly two years, but the coalition that formed in support of the project isn’t giving up hope. Instead, the group is starting a new effort to raise funds. Their first volley is an event Monday, focused on discussing the history of the North Trail and the process of historic preservation in rede-

veloping neighborhoods. The event speaks to the vision of Veronica Morgan, the artist who first raised awarness of the initiative in Sarasota. It’s unknown if her work will ultimately pay off — or where a project would actually be placed — but she sees an opportunity for synergy between artist housing and the revitalization of the North Trail. “I think the North Trail is the most interesting area in Sarasota,” Morgan said. “It’s the last area that hasn’t been compromised.” In late 2013, Morgan began

telling people about Artspace, a Minneapolis-based nonprofit that specializes in developing live/work housing for artists. If Artspace chooses to build a project in a community, it manages it in perpetuity, ensuring the residential units remain affordable. The idea was embraced quickly, and the Arts and Cultural Alliance of Sarasota County agreed to take the lead on pursuing a project. Artspace representatives visited Sarasota in 2014, and an initial report suggested a mixed-use arts project could serve as a “catalyst for change” on the North Trail. Still, that report said Artspace needed more information about the market for artist housing in Sarasota. The next step, it said, should be an “arts market study,” which came with a price tag of $42,500. That report was finalized in May 2014. To date, Artspace advocates have raised just $10,000 toward funding the more detailed study. The project may have fallen out of the public eye, but the effort has never been abandoned, according to Arts Alliance Executive Director Jim Shirley. Still, the fundraising effort is being ramped up, as a small group of volunteers — composed mostly of artists and North Trail residents — renew the effort to bring Artspace here. Morgan credits Jane Nutter Johnson, who has helped guide fundraising efforts, as an important new advocate for that cause. Johnson, who serves as the organizer for the Sun Circle Art Fes-

tival, has visited five live/work artist projects in different states to get a sense of their impact. She came away with the conclusion that a similar development would be a boon for Sarasota’s artists. She also met with Artspace representatives and concluded that a project is still viable. “I felt they really wanted this to work in Sarasota, and we just needed to get enthusiasm going again,” Johnson said. “It was still there, it was just languishing.” Monday’s event isn’t the only source of new funds for the survey. The group is also working to set up an online crowdfunding website, and more events are being planned. Although Shirley cautions against banking on any particular site, he, too, sees the potential synergy with the North Trail. “If you look at the history of what Artspace projects have been able to do nationwide — they’re able to go into an area, develop a project, and the area develops around it,” Shirley said. “It helps bring an area up.” For now, the group is just focused on funding the survey. Still, for the project to succeed, advocates say a bigger coalition of supporters must eventually coalesce around the effort. “There’s got to be buy-in on the part of government and business and the community,” Shirley said. “Whenever you’re working on big consensus projects, sometimes it takes a bit of time to pull it all together.”

Residents praise North Trail mixed-use development After more than a decade of fighting with developers, North Trail neighborhoods see a 156-unit condo plan as vindication of their efforts. DAVID CONWAY DEPUTY MANAGING EDITOR

When Jennifer Ahearn-Koch moved back to her native Sarasota in 1997, she mostly planned on minding her own business. For Ahearn-Koch, who has served as president of the Tahiti Park Neighborhood Association and a member of the city’s Planning Board, that changed with a single project in 2001. “My neighbor came to me and asked me if I had heard about the filling in of a neighborhood pond in the middle of the night,” Ahearn-Koch said. “I have been passionately involved in the neighborhood ever since.” That pond was filled in as part of an effort to develop 8 acres of vacant land in the 1800 block of North Tamiami Trail, located on Whitaker Bayou. Since then, residents in Tahiti Park and Indian Beach/Sapphire Shores have clashed periodically with builders seeking to place a boat storage facility, condominiums, a gas station and other uses on the site. This week, current property owner Jebco Ventures is submitting the latest plans for the land. The proposal calls for a threephase project including 156 condo units with 50 boat slips, 16,500 square feet of commercial space on U.S. 41 and a drive-thru restaurant on 17th Street. Jebco CEO Jim Bridges still needs to gain approvals from the city. Already, though, he’s cleared a big hurdle: potential opposition from residents. On Monday, the Sarasota County Council of Neighborhood Associations hosted a forum with Bridges, Ahearn-Koch and other residents to discuss the new project as a model for neighborhooddeveloper cooperation. Bridges said he never had to deviate from his original vision for the land. other products that would work with that neighborhood there.” CONA President Kafi Benz, a member of the Indian Beach/ Sapphire Shores neighborhood, said residents successfully warded off other projects by focusing on arguments built around city building regulations. Don Farr, who served as president of the Indian Beach/Sapphire Shores Neighborhood Association during earlier battles over the land, said the residents aren’t anti-development. The problem, he said, rested specifically with the rejected proposals — an issue he hopes they’ve now put behind them. “I have no regrets about the incredible amount of time we spent working in opposition to these developments,” Farr said. “It was a situation of developers trying to play fast and loose with the code.” Joel Freedman, Jebco’s planning consultant on the project, credited the possible happy ending to Bridges’ approach to development — one residents hope more builders will embrace. “Jim Bridges is a unique one,” Freedman said. “He is a visionary, he is dedicated to Sarasota, and he understands that sometimes, less is more.”

If you give it, they spend Florida lawmakers decided the state could not afford $600 million of Gov. Scott’s proposed $1 billion in tax cuts. But state spending is outpacing Florida’s growth.

W

bigger, government coffers practically were overflowing with money to spend. It was almost as if legislators and county and city commissioners couldn’t spend it as fast as it was coming in. But all that growth-driven spending eventually caught the attention of taxpayers. They began movements in states and cities to reign it in. In some states, voters elected real fiscal conservatives, and in a few places,those legislators, governors and local elected officials enacted laws that limited spending growth. One of the most commonly advocated limits was capping the annual growth in state spending to no more than the combined rates of growth of inflation and population. Colorado was a leader in this movement with its Taxpayers Bill of Rights (TABOR). Its cap on spending required the state to send checks to taxpayers whenever state tax collections exceeded the growth in population and inflation. And for a few consecutive years until 2005, Coloradoans enjoyed their annual tax refunds. But when the economic downturn began, then-Republican Gov. Bill Owens and the Colorado Legislature imposed a temporary freeze on annual refunds. It took until last year for the refunds to begin again. Meanwhile, when a few Florida lawmakers and other fiscal advocates

ith the conclusion of the 2016 legislative session, we’re reminded of that bromide about government spending: If you give the government money, it will spend it. That certainly has been the case in Florida, even during the era of conservative Gov. Rick Scott and the overwhelmingly conservative Republican Legislature. Well, let’s say allegedly conservative. Lawmakers closed shop last week on another record budget: $82.3 billion — a 4.6% increase over the previous year. But bless their conservative souls. They actually could have spent even more — another $3.4 billion. But being the fiscal tightwads they say they are, ahem, they resisted the urge. They voted to put $3 billion into the state’s rainy-day savings account, and they voted to give back to taxpayers $400 million in tax cuts. Wasn’t that nice? A measly 0.4% of the total tax revenues pouring into state coffers comes back to you. The tide and focus certainly has changed in the past decade. Remember the days, say in the early 2000s, when taxpayers and taxpayer groups railed at the drunken-sailor spending habits of every level of government? Back then, with the economy roaring, the housing bubble getting

attempted to create a similar cap in Florida in the early 2000s, unfortunately, even with a Republican dominated Legislature, the effort died. Not surprisingly, legislators shuddered at being handcuffed. Thankfully for taxpayers, the recession took care of runaway spending, at least at the state and local levels. Those jurisdictions are required by law to balance their budgets. But old habits are hard to break. Once Florida overcame its economic crash, starting slowly in 2011, Florida’s tax collections have been rising steadily. And legislators have responded as they always do to an improving and growing economy. Just look at the table at the lower left. After bottoming out in fiscal 2011-2012, Florida’s spending has increased every year, rising 18% over the past five years. OK, we’ll admit it: With Florida’s population growing again, you would expect an increase in tax revenues and a corresponding increase in the demand for government services. But if you applied the Colorado TABOR test, Florida’s spending is outpacing its growth (see box). What’s contributing to the growth? The biggest driver is transportation. Since Gov. Scott was inaugurated in 2011, state transportation spending has increased 55% to a projected $10.7 billion in the next fiscal year. Many lawmakers and Floridians would say that spending is long overdue, given Florida’s crowded highways. The other contributor is Florida’s human services category — social spending. It has increased 18% since fiscal 2011. Education spending, in contrast, has increased 13.8% — less than the growth in population and inflation. (Mind you, we’re not criticizing that. We’re not in the camp of those who contend you fix public education with more money.) So while many of the press reports you may have heard or read have focused on how lawmakers denied Gov. Scott $600 million of his proposed tax cuts, or focused on how lawmakers and the governor didn’t fund this or vetoed that, we’re just reminding you: The allegedly conservative Republican legislators are not skinflints. They’re good at spending. Perhaps it’s time to revisit putting a cap on the growth of state spending.

The Rubio lessons We recommended Marco Rubio last week in the Republican presidential primary — only as a foil to Trump, not because he was the best candidate. In the end, Florida’s GOP voters pegged Rubio. As the cliche goes: The emperor wore no clothes. Or, as others would say: all talk, bad actions. Among the state’s Republican Party loyalists (as well as Republicans in Washington), Rubio began his presidential quest with a long road of burned bridges — especially among former legislators. Their stories were similar: You were his friend when he needed you; but when you needed him, he didn’t return your calls. People who get burned tell their friends. Indeed, what does it say when not one prominent Florida Republican politician endorsed him? Here’s another big factor: Once you pull the curtain away from his speaking ability, his record of legislative accomplishment is thin. Lessons: 1) Take care of your friends. 2) Personal ambition is like an empty gas tank. It won’t get you there.

An abandoned Sarasota golf course long mired in legal troubles may be soon put tough times behind it, thanks to developer Mattamy Homes. The prolific Canadian homebuilder bought the 115-acre Sunrise Golf Club for $14.3 million this month, further expanding its presence in Sarasota County. The shuttered course sits southeast of the Clark Road and I-75 interchange. The firm, which has partnered with Sarasota-based Vanguard Land Ventures to redevelop the property, aims to place a mix of single-family homes and mutifamily villas on the site. The homebuilder also spent $2.5 million on another two parcels to create an entrance on Honore Avenue to the future gated community. “It’s just a terrific location there in Sarasota,” said Ed Suchora, president of the Mattamy Homes Tampa-Sarasota division. “Anything you can find west of the Interstate — on the true Sarasota side — just seems to be more desirable than anything.” Though Suchora said it’s too early to determine the mix or number of units, a development pre-application filed with the

county in December shows space for more than 300 lots. A 150-foot buffer would separate the new neighborhood from the surrounding homes and condominiums, according to plans, and six retention ponds would mitigate stormwater issues. Mattamy is also proposing a roundabout at Honore and Bridgehampton Boulevard. County commissioners will ultimately have to approve plans to convert the current zoning, which is split into three designations, into a planned-unit development classification. Suchora doesn’t anticipate much controversy regarding the proposed project. “We don’t plan to try to do something like that previous developer,” he said. Alex Mahadevan

In the mid-2000s, local developer Rod Connelly sought to redevelop the course into nearly 700 condominiums, but nearby residents protested the plan. They contended the previous owner of the golf course’s lease prevented new development through 2022. Connelly had purchased the site out of bankruptcy for $3 million in 2003. Courts ruled in favor of residents in 2006. “It seemed such a shame that they didn’t allow future development to come in, because it would have upgraded the property and helped instead of letting it go fallow,” said real estate agent Candy Swick, of Candy Swick & Co., who has sold properties in the

surrounding 378-home Sunrise neighborhood. That will likely change. The homeowners associations representing Sunrise Golf Club Estates and other neighborhoods signed an easement and contract with Vanguard earlier this year, allowing the partnership to redevelop the abandoned course. Vengroff, who manages more than 1,500 rental units in the Sarasota-Bradenton area, owns an 8-acre site at 2211 Fruitville Road. He’s pursuing a series of changes to the city’s regulations on that land, a necessary step before his project can proceed. Right now, he’s still in the early stages of seeking that change. A requested comprehensive plan amendment would allow for a higher-density project on the land, which Vengroff says is necessary to turn a profit. Approving the amendment would lock in the maximum height and size of the project, but most specifics would

be subject to further approval. On March 10, the Planning Board endorsed the amendment in a 5-0 vote. Despite the support he’s gathered, Vengroff said the City Commission has shown no signs of interest in his proposal. “We’ve emailed each of the commissioners and asked for an appointment, and we’ve never gotten a return call,” Vengroff said. “It kind of says, ‘(Forget) you; we’re not going to pass it.’” The commission’s enthusiasm is particularly important, because a four-vote supermajority of the five-member board is needed for the amendment to pass. Officials have rated affordable housing as a major priority for the city, which

makes Vengroff even more surprised by the lack of reaction from commissioners. “If you have somebody knock on your door and say, ‘I’ve got a winning raffle ticket,’ you probably take the ticket and say thank you,” Vengroff said. “They need affordable housing — just let us do it.” City Commissioner Susan Chapman has been one of the voices calling for more affordable housing, but she’s also previously expressed skepticism about Vengroff’s plans. Still, she disputes Vengroff’s assertions officials are uninterested in his proposal. For affordable housing to be successful, she says a confluence

of factors must be prioritized. Those factors include avoiding a concentration of people of poverty, offering a variety of unit sizes and emphasizing good design. Following the Planning Board decision, she declined to comment on the specifics of the project, stating that she will take time to consider the latest version of Vengroff’s plans. “I have to see the proposal,” Chapman said. “I’ve heard there have been some changes.” The proposed apartments, which include efficiency units up to three-bedroom apartments, would range from 350 to 842 square feet. The comprehensive plan amendment includes a stipulation that building heights would not exceed six stories. The estimates for rent range between $650 and $950 per month. Although he’s agreed to ensure rents remain affordable, Vengroff has said he does not want to restrict access to the housing based on income levels. Vengroff said the process of gaining approvals in Sarasota has contrasted with other communities. In Manatee County, Commissioner Robin DiSabatino reached out to Vengroff to help accommodate the developer’s needs. Here, he’s felt constrained by regulations — regulations city officials have said are necessary to ensure a good outcome. Despite his belief he’s on shaky ground, Vengroff is pushing forward with an effort to construct the apartments. He says his proposal is the best possible use of the land he owns — but he’s not certain those in power agree. “If they don’t want me to spend $20 million to put affordable housing on it, (forget) ’em” Vengroff said. “I’ll go sailing.”

DENSITY DIALOGUE One of the biggest changes conferred by the amendment would be a possible density boost from 25 to 50 units per acre. Many developers have stated density increases are necessary to make affordable projects economically feasible, but that’s not a silver bullet for fostering affordable housing. Jon Thaxton, senior vice president for community investment at Gulf Coast Community Foundation, has been an affordable housing advocate. Thaxton said it’s important to consider the actual effects of policy, not just desired results. In the county, builders have passed on density bonuses for smaller market-rate projects because it’s easier. In the city, the highest-density properties are expensive bayfront condos. As a result, Thaxton thinks a more nuanced discussion is needed. “It’s not just as simple as increasing density,” Thaxton said. “Increasing density is an important component but has to be done strategically, looking at the data.”

atrick Duggan, 38, has been involved with the Ringling College Library Association since 2013, helping plan security for high-profile speakers. Duggan, the Sarasota County Sheriff’s Office senior assistant general counsel, has enjoyed seeing how the series works from backstage and meeting speakers face to face. Now, he’s preparing to leave his behind-thescenes role to serve as 2017 chairman of the series. How did you get involved with the Ringling College Library Association Town Hall Lecture Series? My mother in-law, Olivia Thomas, was the chair a few years ago, and I got involved. I work at the Sarasota County Sheriff’s Office as one of the lawyers, and I have handled the security behind the scenes over the years, most notably when President (George W.) Bush came. I had to coordinate with the Secret Service. That’s kind of been my role over the last few years: to make sure the events are safe, but they’re still accommodating access to people.

What were your interactions with President Bush like? He told me about why he can’t run anymore and his exercise routine. He actually, the next day, was having surgery in Manhattan and was flying from Sarasota. He was joking with me about why he didn’t trust the doctors in Dallas. His personality immediately jumps out at you. He’s so downto-earth and Texas through and through. I was pinching myself, saying “How did I find myself sitting here shooting the breeze with

I had the opportunity to have dinner with Justice Antonin Scalia (in 2015), and it was an honor. It was great to meet him, and he was a super personable guy. I helped plan the security with the U.S. Marshalls, and that can be a challenge with the high season. He moved around town a fair amount — had dinner at the Field Club and went to St.

Martha’s Church for Mass. The other thing that he did was go on a fishing trip. He wanted to go fishing out on Longboat Key. That required coordinating with Manatee Sheriff’s Office, Sarasota County Sheriff and the U.S. Coast Guard. It was a lot of moving parts just so one person can go fishing. It ended up being just him and the captain with the host. He had a successful day fishing. What’s it like behind the scenes of the lectures? I’ve had a lot of interaction

Who have some of your favorite speakers been this year? All of them have been interesting. Robin Roberts the other day was perfectly engaging. She’s so humble and down-toearth. It wasn’t an act on stage. I was most excited to see David Petraeus. He’s a general, and he oversaw massive defense actions in Afghanistan. He’s worked closely with presidents, and he’ll have an interesting take on world events in 2016. What is the overall theme behind the list of speakers for 2017? Iconic leaders. Insightful comments and remarks about what’s going to be going on in the world in 2017. — AMANDA MORALES

NEW DIRECTOR The Ringling College Library Association announced it has hired Stephanie Grosskreutz as its first executive director. Grosskreutz has been involved with the series since 2009, when she began volunteering, and served as chairwoman in 2013. The chairperson role requires the individual to begin planning a year-and-a-half before the series starts. “The chair will be the voice and face of the series,” Grosskreutz said. “It will allow them to be involved in the selection of the speakers, but they won’t have a second full-time job.” In her role, Grosskreutz has already started working with Town Hall 2017 Chairman Patrick Duggan. She’s helped him contact vendors, sponsors and agents in the process of settling contracts for speakers. The executive director position will also help the series stay consistent. “It will make it much more seamless,” Grosskreutz said. “Having the office take some of that stuff in-house will make it more fluid.”

Gen. David Petraeus gives public policy outlook

udience members gave a standing ovation before featured speaker Gen. David Petraeus said a word. The four-star general and former CIA director closed out the 2016 Ringling College Library Association Town Hall lecture series Tuesday. Petraeus has a 37-year military career in multiple campaigns that includes serving as the commander of Multinational Force Iraq in 2007 and 2008 and commander of U.S. and International Security Assistance Forces in Afghanistan in 2010 and 2011. “The long war may be longer than we anticipated, but perhaps the forever war is a better description,” Petraeus said. Since retiring from the U.S.

Army in 2011, Petreaus was appointed CIA director for just more than a year before resigning in 2012 due to an FBI investigation. He now serves as chairman of the Global Institute of KKR, a global private equity firm, and lectures on public policy at universities including the Harvard University’s Kennedy School of Government. Petraeus included in his lecture what he calls the “North American Decades,” an outlook on the economic and political future of the U.S., Canada and Mexico. “The United States is better positioned than any other country for 20 years or longer,” Petraeus said. — AMANDA MORALES

ON THE WRONG FOOT 10:30 p.m. — 100 block of Halton Place Property Damage: A woman reported that sometime during the night, someone kicked the rear passenger door of her car. Officers observed a large indentation on the door where a footprint had been left. There was also a fingerprint next to the footprint. Officers lifted the print for further testing. The woman speculated that her mom’s neighbor might be responsible for the damage, as her mom and the neighbor had gotten involved in an argument earlier. The woman said the neighbor might have been attempting to retaliate against her mother but ended up damaging her vehicle instead.

TRUMPED-UP CHARGES 1:30 p.m. — 1500 block of State Street Theft: An employee with the Trump campaign reported that a man left a truck and stole a large sign from in front of the campaign headquarters. The man said earlier, another man had kicked down the sign while walking by it. Officers were able to locate the truck after being given the tag, but nobody was around the vehicle. The campaign employee requested extra police presence around the headquarters due to concerns about protesters.

SOUR NOTE 6:20 p.m. — 400 block of St. Armands Circle Suspicion: An employee at a business alerted authorities that a man was playing a ukulele in front of the building. The employee said the man was singing about drugs and sex and using profanity as children and families walked by the location. The employee also said the man was soliciting money and disrupting her business. The man left the area before an officer arrived, but the officer told the employee to call again if the man returned.

ONE MAN’S TRASH 4:18 p.m. — 1000 block of Indian Beach Drive Suspicion: Officers made contact with a man who had been reported for Dumpster diving. During a conversation with the officers, the man mentioned he found a laptop in the dumpster. Officers ran the laptop serial number to see if it had been stolen, and the results were negative. Police took the laptop for safe keeping.

A sold-out crowd of runners reported to the starting line at the Van Wezel Performing Arts Hall Sunday morning for the First Watch Sarasota Half Marathon. The 11th annual race returned to Sarasota with several changes. Previously, the course took runners south over the John Ringling Causeway with a loop around St. Armands Circle, then back over the bridge before turning north on Tamiami Trial. This year’s route took participants north on Tamiami Trail before weaving through the Indian Beach-Sapphire Shores neighborhood on Bay Shore Road, then turning around at the John and Mable Ringling Museum of Art.

Runners returned to the finish line at the Van Wezel Performing Arts Hall. This year also marked the start of a partnership with St. Jude Children’s Research Hospital. In the first year, organizers hope to collect $50,000, with the goal for 2017 increasing to $100,000. This year, 100 spots were opened for participants after the race sold out, with proceeds benefiting the new partnership. The overall winner for the race was Jonathan Mott whose time was 1:15.54. Jacki Wachtel placed first for females, with a time of 1:23.51.

etsy Mitchell envisioned a picturesque afternoon when she arrived at the Sarasota County Rowing Club boatyard at Blackburn Point for her first rowing lesson. Armed with her camera, cellphone and car keys, the Sarasota resident couldn’t wait to kick back and relax while enjoying the abundance of flora and fauna, particularly the birds and dolphins that call the Intracoastal Waterway home. The thought of getting a little exercise only added to the intrigue. It wasn’t until she reached the dock and met up with Sarasota Adaptive Rowing Program Director and coach Joe Dobson, who politely informed Mitchell that she might want to leave her things in her car, that Mitchell realized this was going to be anything but an average day on the water. The two climbed into an adaptive double, paddles in hand, and took off into the sparkling blue water for her first adventure into the sport. “Joyful excitement,” Dobson said of Mitchell’s initial experience with rowing. “She was hooked immediately, only she didn’t know how deeply the hook was set.” Mitchell first met Dobson, who also announces local regattas, as a volunteer. Having spent so much time around the water as a volunteer, the then 53-year-old thought she would try out rowing for herself. That was five years ago. At the time, the Sarasota Adaptive Rowing Program was just beginning to take shape. “It’s been an interesting adventure,” said Mitchell, whose knee and foot were permanently damaged in a trampoline accident when she was 17.

Now 58, Mitchell has blossomed into one of the nation’s most gifted trunk and arms para-rowers, meaning her legs remain straight throughout the duration of the race, and her arms do all the work. A series of three framed photographs hang on the wall in Mitchell’s home with hooks below holding a trio of medals. Each photograph depicts the same curve in a river — one for each of the past three years that Mitchell and her partner, Cam Sinclair, of Canada, have won the trunk and arms mixed double sculls at the prestigious Head of the Charles Regatta in Boston. Those medals are just one manifestation of the experiences Mitchell has experienced through para-rowing. She’s traveled the world, meeting coaches and athletes, including Australian Paralympic rower Kathryn Ross, one of the top female para-rowers in the world, who was 2 when she was injured in a ride-on lawn mower. Rowing has inspired Mitchell to

push further than she thought she could. “Rowing shows you what you can do and takes away what you can’t do,” Mitchell said. It didn’t take long for Dobson to realize Mitchell’s potential. After her second practice on the water, Dobson told Mitchell she would row in the Head of the Charles Regatta. Mitchell agreed, then went home to research the race. Blessed with a rower’s body — tall with lean muscle — Mitchell put her trust in Dobson to develop her into a technically proficient and powerful rower. “I knew from the first time I met her that she had the potential to be a great rower,” Dobson said. Two months after picking up her first paddle, Mitchell entered her first major regatta: the Independence Day Regatta in Philadelphia. “I was awful,” Mitchell said. “There’s definitely a learning curve because you’re using different equipment.” “She was absolutely petrified,” Dobson said. “It was an absolute soup sandwich slipping through your fingers.” Mitchell lost the race to a Canadian boat by 30 seconds. Two years later, she beat the same boat by nearly 90 seconds. In the years since, Mitchell has learned from every race she’s entered. She’s also grown fully accustomed to adaptive boats, which are slightly wider and heavier than standard boats and have specialized seat bases and shorter oars. In addition, Dobson also created a specialized shoe for Mitchell to even out her legs. “All those physics lessons that I never paid attention to are coming back,” Mitchell said. OUTLET FOR SUCCESS

t’s the time of year when spring break and trips to the beach are on everyone’s mind. The days are getting longer, and here in Sarasota, temperatures are already steadily starting to climb. For area baseball and softball teams, it’s also the time when they begin making their final push toward the postseason. And what better way to see how you stack up than playing against some of the state’s top talent? The Sarasota softball team and the Sarasota, Riverview and Cardinal Mooney baseball teams all will have the opportunity to gauge where they stand during the Sarasota High Spring Slam Tournament March 18 and March 19, and the 31st annual Sarasota Baseball Classic March 21 through March 24. Both tournaments feature 16-team fields, guaranteeing area teams four tournament games — against opponents they more than likely won’t face during the regular season. As in years past, I’ll be heading out to the various ballparks to take photos of all the action. Competition is fierce, but at the same time, both tournaments provide that laid-back feeling that’s synonymous with spring break. I mean, who wouldn’t want to spend an afternoon outside this time of year? Although if you plan on catch-

Elizabeth Mallet (University of Central Florida), Anna Irving (University of Tennessee) and Madison Waddle (Indiana University) all signed Division I scholarships this week. Mallet, who has rowed with the Scullers for three years, earned a silver medal at the 2014 Southeast Junior Regionals. “Once I became acquainted with the coaches, I knew this is where I wanted to be,” Mallet, who plans to study physical therapy, said. “They take such a special interest in your success as a rower and just as importantly a student.” Irving, who plans to study finance, also represented the Colombian National Team in the women’s pair at the 2015 FISA Junior World Rowing Championships last summer in Rio de Janeiro. Prior to rowing, Irving competed in track and field and reached the 2012 AAU Junior Olympics in the pentathlon. “I’ve competed in a variety of sports, but I fell in love with rowing because I enjoy the technical aspect of perfecting every stroke and the challenge of constantly pushing myself physically and mentally,” she said.

Waddle is in her third year of rowing and plans to follow a premed track, double majoring in biological sciences and psychology with a minor in French. “The craziest, kindest, most dedicated and inspirational people that I know are rowers,” Waddle said. “I continue to row because I could never imagine my life without it.”

ticipated in the High Performance Para-Rowing Camp Feb. 29 through March 6, at Nathan Benderson Park. Mitchell qualified for the camp after winning the trunk and arms mixed double sculls at the 2015 Para Rowing and Junior World Championships Trials and finishing 10th in the same category at the 2015 World Rowing Championships last summer, in France. Mitchell was one of four finalists vying for a spot in the trunk and arms mixed U.S. Paralympic Team Trials April 6 and April 7, in West Windsor, N.J. Although she won’t be heading to New Jersey next month, Mitchell used the experience as a learning tool. Mitchell trains four to five days

a week, spending roughly two hours in the morning on the water and also weight trains at home. “I can push myself more than I thought,” Mitchell said. “I think being older, it gives you a clearer focus and appreciation for it. “I still wonder sometimes, is this all smoke and mirrors?” Mitchell said. “Am I really good enough to do this?” Over the coming months, Mitchell will redirect her training efforts to prep for an aggressive rowing campaign, which will include the Royal Canadian Henley July 31 through Aug. 7, the BAYADA Regatta Aug. 15 and the Head of the Charles Oct. 22 and Oct. 23, in addition to regional regattas with adaptive events. “I expect Betsy to continue her age-defying performance,” Dobson said. “I don’t know when Betsy’s age will slow down her rowing. Apparently she hasn’t gotten the memo on the subject.”

During her sophomore year of high school in Geneva, Switzerland, Mitchell was doing aeriels on the trampoline in gym class when she landed the wrong way, breaking both bones in her leg and blowing out her knee. Following surgery, Mitchell developed a staph infection and had to return to the U.S., where doctors fused her knee. As a result, one leg is 2.5 inches shorter than the other. “It doesn’t hurt; it just doesn’t bend,” Mitchell said. “Sports was my favorite class. My accident just shifted the parameters of what I could do.” Mitchell spent three years as a self-described ski bum using only one ski, then gravitated to the pool, where she swam laps for exercise until discovering her love for rowing. Mitchell is also a USRowing assistant referee who had gone through training to earn her certification.

ll things related to honey and bee conservation were on display at the March 12 Honey Bee Festival at Sweetgrass Farms. The first-time festival was hosted by Sarasota Honey Co. and the Suncoast Beekeepers Association as a fundraiser for the Florida Honey Bee Research Lab to Save the Bees. The crowd was abuzz during the event, which featured workshops with local beekeepers, vendors and informational sessions for those interested in learning about bee conservation. Visitors also enjoyed picking strawberries from Sweetgrass, dressing up as queen bees and getting an up-close look at an active beehive.

The main attraction for the evening was a performance by the Drake School of Irish Dance. The congregation wished luck to the dancers who will participate in the World Irish Dancing Championships in Glasgow, Scotland, next weekend.

The Andrew Monroe Memorial Scholarship 5K awarded a total of $3,500 in scholarships to eight recipients during the Riverview High School Soccer Awards ceremony Feb. 29, at the Riverview High School Performing Arts Auditorium. Following his death in a 2011 car crash, Monroe’s family set up a scholarship fund in his name to help future RHS soccer athletes attend and complete college. Tour de Plants The annual Gardens in Paradise tour features six stops this Saturday. AMANDA MORALES STAFF WRITER

Sarasota is home to a variety of eclectic estates and houses. Neighborhoods serve as architectural quilts of sorts with patches of midcentury modern structures, such as the iconic Lido Shores Umbrella House designed by Paul Rudolph and Sarasota’s jewel of the bay, Ca’d’Zan, which was John Ringling’s winter home. Although these are among the most famous homes in Sarasota, the community is home to many lesser-known stylish homes that are framed by lush, manicured gardens. The Sarasota Garden Club has put together a lineup of homes in various neighborhoods featuring unique homes with complementary landscapes for the third annual Gardens in Paradise tour. This year’s tour includes stops at five homes plus the Sarasota Garden Club. This Saturday, the public is invited to take a peek behind the

gates and trimmed pathways of these homes to see how their owners have created paradise in their own backyards. Here’s a glimpse of what awaits tour participants:

While many gardens focus on the ground, the home at 6607 Peacock Road takes its garden to another level by emphasizing the plants above and trees. Palms on this property sport “beards” or “petticoats,” which consist of palm fronds that have died and still cling to the tree, creating a coat around the trunk. Beards on trees also help support wildlife in the area. There is plenty of space worked into the design of the garden that gives plants room to grow. On the other side of the property, large trees frame the view of the bay. This property has also worked a vegetable and herb garden into the scenery.

that extends the living area of the home into the outdoors. At the end of the path, you will be greeted by a lagoon surrounded by laurel oaks, leatherneck ferns and bromeliads. Other notable trees include cinnamon camphor trees, sweet gum, American elms and winged elms. A small lake on the property has been dubbed “Peter’s Pond” to honor the Mallard duck, nicknamed Peter, who inhabited the lake when the owners first arrived.
