If voters approve a $23.4 million project in November to bury power lines and other utility wires along Gulf of Mexico Drive, other opportunities could surface. There will be an 11.5-mile ditch that’s ripe for a fiber optic network that could be installed, according to Town Manager Dave Bullock. “You don’t get open ditches very often and you should take advantage of them when they are open,” Bullock said. But is an estimated $500,000 installation of town-owned fiber worth installing, even if it’s done at a reduced cost because the ditch will be dug for utilities?

Town Manager Dave Bullock came to the Sarasota County Commission June 3 armed with five town commissioners, a planning board member and a handful of PowerPoint slides. He planned to show how much money Longboaters give the county each year — without any county park service request in return. Country Club Shores boat stolen A 32.7-foot Grady-White boat with a custom observation tower and two Yamaha four-stroke motors was stolen from the boatlift behind a home in the 500 block of Outrigger Lane June 2. A boat service company reported the boat wasn’t at the home when employees arrived for an inspection. After the boat owner’s father-in-law, who lives down the street, confirmed it was gone, he called police. The boatlift was sitting in the water, and the boat couldn’t be located, according to a police report. Two companies that have performed recent work at the home, both on the boatlift and the boat itself, were contacted so police could interview employees who worked on the property. A worker last saw the vessel May 18 . Police confirmed the keys to the boat, located in a lock box in the garage, were not taken. Neighbors didn’t report suspicious activity. The boat and its motors have been entered into the Florida Crime Information Center as stolen property. Police are continuing to interview employees in the ongoing investigation.

placed 9,300 cubic yards of sand from the center of the state via a dump truck haul. The town plans to hold a ribbon-cutting ceremony for the beach access soon.

County plans Big Pass study Sarasota County will proceed with a third-party review of plans to dredge Big Pass. Consulting firm Atkins North America Inc. is expected to complete the peer review by the end of September. The county will spend more than $49,000 for the study, which will analyze the city of Sarasota and U.S. Army Corps of Engineers project aimed at pumping more than 1 million cubic yards of sand taken from the inlet between Lido Key and Siesta Key onto Lido Beach.

Fiber-optic backbone: is it worth $500,000? FROM PAGE 1A

The Longboat Key Town Commission doesn’t have the answer yet. But it’s intrigued by the possible benefits. A town-controlled fiberoptic network, a town report states, would allow for access to a wireless Wi-Fi service, stateof-the-art medical monitoring, enhanced security services, better cellular service through Distributed Antenna Systems (DAS) that can connect to the fiber to boost reception, state-of-theart Next Gen 911 access with GPS location monitoring and updated emergency and disaster notification services. But, despite the interest, there was static among commissioners at their June 1 meeting, during which DAS Advisers Inc. consultant John Campbell explained how such a network improves cellular service and boasts island Wi-Fi capability. Campbell said more than 400 communities have a similar fiberoptic network they control, which allows the municipality to help lower the cost of cable, Internet and phone triple play services provided by Comcast and Verizon FiOS. Younger wasn’t happy with many of the suggestions Campbell proposed for the backbone, including automated parking attendant services and controlled public lighting. He pointed to them as examples of things the town doesn’t need. “I had a good feeling about this fiber optic up until you started speaking,” Younger said. Campbell tried to stress that

Does slippery slope start with seawall? There’s no quick fix for a dilapidated seawall owned by a family that can’t afford the repairs. KURT SCHULTHEIS SENIOR EDITOR

An eroding seawall has the Longboat Key Town Commission and Code Enforcement Board’s relationship crumbling as policy issues regarding the complaint linger. At their May 18 regular workshop, commissioners reviewed a code board case involving a dilapidated seawall on St. Judes Drive North after the code board decided not to make a decision on a case they’ve been reviewing since March. Instead, the code board passed the case to the commission. Deborah Wisby reiterated to the commission June 1 what she and co-owners Jody Wisby and Mark Wisby told the code board at its May 11 meeting: that she and family members are preparing to file bankruptcy after medical illnesses crippled their income and

they can’t get a loan to fix the seawall. The family does not intend to file a building permit because they can’t afford to fix the seawall. “I’m so mad and frustrated about this,” Deborah Wisby said. “We haven’t been able to pay the taxes this year. We have tried everything and we’re stuck. A little compassion would be nice.” Code board members explained their rationale for forwarding the case to the commission. “The owners swore under oath they could not raise the funds,” said code board member Beverly Shapiro. “The code board chose the only tool we had, to request the town to determine if the wall is actually a safety hazard.” Former Mayor George Spoll questioned whether the code enforcement officer and the code board did their due diligence. Spoll said he believes the code board leapfrogged the matter to

the commission before it mandated the property owner hire professionals to inspect the seawall and fine them if they didn’t repair it. “I believe we’re not yet following the proper process,” Spoll said. “This could lead to a preemptive suggestion on the part of any owner to say they can’t afford to fix their property.” On March 11, the code board first reviewed the case of the seawall at 759 St. Judes Drive. N. The board issued a 30-day extension on a code violation for the seawall so the owners could fix the problem by obtaining a building permit to repair the seawall. The owners were never fined for their failure to fix the structure. Further complicating matters, Bullock said the complaint was filed through the property standards code, which means it’s being investigated only on the basis of aesthetics and not under the building code. “We haven’t looked at the seawall to determine its structural integrity and durability,” Bullock said. The news irked Commissioner Irwin Pastor. “Our number one concern as a commission is the safety and welfare of this island and its residents,” Pastor said. “The town has to take action.” Commissioners wrestled with possibly sending the case back to

Bullock, though, told the commission that a half-dozen companies have approached the town with interest in using a town-owned fiber system to help improve cellular service. Although commissioners are enticed by the fiber-optic network, they want more concrete facts on what it will provide. “I agree if we have an open trench it may make sense to install town-controlled fiber,” said Commissioner Terry Gans. “But I don’t have anything here that furthers that belief yet.” Bullock agreed to report back to the commission with specific examples of what a fiber-optic system would provide. “Open ditches aren’t enough to justify the expenditure of town funds,” Bullock said. Longboat Key Wireless Group spokesperson Ed Krepela said there are 17 cooperatives in the state the town can engage with to help advance and connect with companies that help install a fiber optic infrastructure. “The town will only own the fiber-optic network to ensure we control our own destiny,” Krepela said. Mayor Jack Duncan said the possibilities for such a network are exciting. “Having Wi-Fi allows us to plug into different opportunities,” said Duncan, noting that a telehealth service connected to a wireless infrastructure allows doctors to monitor a patient’s health 24 hours a day. “With the average population being 70 here, a resident’s ability to have his blood pressure checked at any given moment is exciting stuff.”

IS A FIBER-OPTIC BACKBONE NECESSARY? One person who’s skeptical about a fiber-optic backbone: Jim Eatrides, president of Sarasota-based Alpha Omega Communications LLC, which previously filed applications to build a cellular tower on the island. Despite reports from Town Manager Dave Bullock that there’s interest in companies using a future fiber-optic network to install Wi-Fi and and/or Distributed Antenna System (DAS) systems to help boost cellular reception, Eatrides said it isn’t likely to be built out at this time. “They are all kicking tires until they do their homework and realize the population on Longboat Key doesn’t support the sizable investment,” Eatrides said. Eatrides breaks down his take on fiber incentives: CHEAPER TRIPLE-PLAY CABLE, INTERNET AND PHONE SERVICE Eatrides says it will be difficult to find someone to invest in a new network and manage it to help bring the costs of such services down in the marketplace. ISLAND-WIDE WI-FI “Where it makes sense, cable providers like Comcast and Verizon already provide it. The Wi-Fi won’t penetrate hardened homes and tall condos.” DAS SYSTEM TO IMPROVE CELLULAR RECEPTION “The population is too sparse to support a DAS system. And condos need their own DAS system or Wi-Fi systems. It only works in urban areas that have a high concentration of people. That’s not Longboat Key.”

Commissioner Lynn Larson was upset with the direction, which includes Bullock seeing if a canal depth investigation could include a review of Key seawalls. “We’re jumping into a dangerous pit,” Larson said. “There are a lot of seawalls with cracks and issues. Are we going to start financing seawalls?” Commissioner Phill Younger agreed. “We’re embarking on a slippery slope,” Younger said. “We’re ready to open Pandora’s box, and that concerns me.”

The diagnosis for the future Sarasota Memorial Hospital satellite clinic isn’t life-threatening. But SMH’s sixth urgent care center, on St. Armands Circle, has hit four significant construction speed bumps that translate to a longer wait time before the new clinic opens. The city of Sarasota’s Board of Adjustment denied four variance requests May 27 that SMH sought for a new urgent care center building planned for 500 Ringling Blvd., where the former St. Armands Medical Center was located. Specifically, the board denied SMH variances for building coverage footprint, the number of parking spaces, the location of parking spaces and landscape width (see sidebar). The biggest hurdles for SMH to overcome are its building footprint and parking space problems. The hospital asked to increase

its current building footprint from 30% to 38% as part of a new teardown and rebuild project. The hospital says the existing building, which is now vacant, isn’t suitable for its new facility. It also asked for a variance to reduce parking spaces from the 39 spots that city guidelines require to 24 spaces, explaining that a traffic study showed that the lower number is “more than adequate to accommodate staff and peak patient volumes.” SMH also asked for four parking spaces in front of the building on South Adams Street that would be reserved for employ-

St. Armands Residents Association board member Kevin Bales expressed “extreme disappointment” with the setback at a recent Coalition of City Neighborhoods Association meeting, noting that the board members spent a lot of time discussing the business

model for the project instead of the variances before them. “The board’s biggest issue is parking and that’s a shame,” Bales said. “It seems we continue to let longstanding issues like parking stand in the way of convenient, high-quality urgent care services on the barrier islands.” The variance denials mean the timeline for a new center is delayed. “While the decision was an unexpected setback, we remain

committed to the project and are working with our architect and engineers on several modifications to address the board’s concerns,” SMH spokeswoman Kim Savage said. Savage said there isn’t yet a revised timetable for the center that was slated to open in late 2015 or early 2016. “Once the new drawings and planning documents are complete, we will resubmit them to the city for appropriate permits and approvals, hopefully by late summer,” Savage said. “Meanwhile, we are grateful for the overwhelmingly positive community support and to the many neighborhood, merchant and organization representatives who

attended our public workshops and variance hearing and sent letters of support for our urgent care center plans.” Diana Corrigan, executive director of the St. Armands Circle Association, was disappointed to hear about the variance setbacks Monday but pledged continued Circle support for the center. “Everybody is open and receptive to them opening on the Circle,” Corrigan said. “The hospital continues to work with everyone, and we look forward to their future presence on the Circle.” In December 2014, SMH approved the $3.6 million purchase of the Circle property. The hospital has considered a location in the Circle for six years. SMH estimates a St. Armands facility could treat at least 9,000 patients annually.

Parkland Program, $50,000 from tourism tax dollars, and $650,000 from surtax funds, after funds are reallocated to Bayfront Park from a Venice park. County commissioners made the decision while Bullock and town officials watched from the front row of the County Commission chambers. The County Commission also agreed with Brown’s recommendation that the town and county enter into an interlocal agreement that states the town is responsible for the park’s maintenance and upkeep. “The county doesn’t provide park maintenance for Longboat Key like it does in the city of Sarasota and Venice,” Brown said. The agreement will state the county agrees to pay the lesser of $2 million or 67% of the total cost of the project. As part of the agreement, the town says the county has a right to be a part of the construction review team that oversees a project that could begin in early 2016. Sarasota County purchased a 3.88-acre parcel adjacent to the park in 2007. “I’m certainly supportive of this,” said Sarasota County Commissioner Christine Robinson, whose only worry was the county as a whole is receiving less impact fees daily for such uses when areas of south county are in need of more ball fields. “It’s a fantastic project and it would be great to see it completed. I’m glad the (Longboat Key) commission is here and sees the struggles we

are having with funding. I hope you can understand the struggles with the switching of funding to try and make this happen.” The latest park rendering shows modifications that include shifting a playground to an area shaded with trees, eliminating some nature trails and leaving three potential spots for a future recreation center. New additions include pickleball and shuffleboard courts, a kayak launch/ storage area and other offerings. “This is a great project,” said Sarasota County Commissioner Paul Caragiulo. In March, a $3.9 million budget for park improvements was presented to the Longboat Key Commission. Bullock reduced the price to $3.11 million by eliminating minor parts of the project. Longboat Key’s portion of the project is $1,027,279. “We are thrilled to get moving with this park,” said Longboat

Should you do fiber optic, too? L et’s be honest: If you studied the graphic on page 3 of last week’s Longboat Observer, you probably swallowed hard or your eyes bugged out at the cost of installing underground utility lines per household.

Take the Ranger Lane example. According to a town analysis of every property, a home on Ranger Lane valued at $564,000 and with overhead power lines would be assessed $208 a year for 30 years to cover the cost of going underground on Gulf of Mexico Drive. Then, to go underground from Gulf of Mexico Drive to the home’s doorstep, it would cost an additional $590 a year for 30 years. That’s $798 a year, a 63% increase over the property’s current town taxes. Suffice it to say, the proponents of underground utility lines — and we have been among them thus far — have a big job: Making a convincing case for today’s Longboat Key property owners that the return on investment will more than justify the cost. The story, to be sure, will need to be more than aesthetics. Power officials often pitch the increased reliability, particularly after wind storms. But as we all know, the economics also matter. Likewise, telling the story for underground utility lines also will need to include what other tax obligations will be required over the next 30 years and how those costs will affect taxpayers’ property taxes. In the coming months, we’ll help tell those stories. In the meantime, one of those stories on other possible tax obligations is likely to be this one: whether Longboat Key taxpayers want to pay for the installation of an underground fiber-optic

“backbone” to create a town-wide broadband system that would enhance wireless access for your smartphones, videos and other data streaming. On the night the Town Commission approved two referenda on underground utility lines, commissioners also heard a consultant’s report on this idea. Unfortunately, the consultant failed to make much of a case, leaving commissioners annoyed and puzzled as to why Longboat needs a town-wide fiber-optic “backbone.” After all, they said, don’t we already have FiOS and Comcast? Yes, but it’s not the same as a townwide, broadband fiber-optic system. Such systems are rare around the country, largely because of the cost, but they can offer substantial benefits. The tech news website for millennial, Mic.com, reported last year how a high-speed fiber-optic network has been a boon for Chattanooga, Tenn. “Since first offering its fiber-optic service in 2012,” Mic.com reported, “Chattanooga has generated $400 million in new business investments and 6,000 new jobs. Additionally, fiberoptic networks generate significant revenue, allowing cities to cover operating expenses and pay down initial costs. In 2014, Chattanooga [was] expected to bring in $93.6 million in revenue from its more than 50,000 fiber-optic subscribers. “Moreover,” said Mic.com, “fiberoptic networks can serve as competition to the de-facto monopolies in the

Sad saga of the St. Judes seawall, unfortunately, doesn’t negate codes When interested citizens strode into the Longboat Key Town Commission Chambers the night of June 1 for the Town Commission’s regular meeting, many, we presumed, expected a lively, intense debate over underground utility lines. As it turned out, the most controversial issue that night was whether town taxpayers should pay to repair a resident’s deteriorated seawall. Talk about hitting a nerve. The topic triggered about an hourlong session of citizens, town commissioners, members of the Longboat Key Code Enforcement Board and the seawall’s owners providing comment — some of it emotional, some of it on the testy side, some of it merely explanatory. In the end, rather than make a decision on funding the repairs, commissioners opted to have town staff look into the matter further and report back with seawall safety inspection findings. This particular seawall question has been festering since March. The seawall in question affects a property on St. Judes Drive. The property owners

have said they have tried for two years to obtain a mortgage to pay for the repair. But because they lack steady income, lenders have rejected their attempts. The owners, whose family has owned the home since the 1970s, said they are on the verge of bankruptcy. They told commissioners they want to stay in their home and would like to repair the seawall, but they haven’t been able to secure the funds. Frequently, and typically, when a property owner fails to correct a town code violation, the code enforcement board is authorized to impose a per-day fine — to encourage a quick resolution. But in this instance, Robert Krosney, chairman of the code board, told the Longboat Observer, “We feel that putting $100 fines a day for this particular case won’t get the seawall fixed any faster.” Instead, code board members opted to push the issue to the Town Commission to request it consider paying for the repairs and placing a lien on the property. Krosney, the board chairman, told commissioners the board used as its

broadband industry, which typically make a 97% profit margin on Internet services. Since Google Fiber’s entrance into Kansas City, Time Warner Cable has boosted its ‘turbo’ service by 33% and doubled its fastest available service to 100 Mbps. After Google announced plans to come to Austin, Time Warner announced it would match Google’s 1 GB service and provide free Wi-Fi in public areas to existing customers.” While that sounds compelling, the cost remains a catch, a big catch. Mic. com: “In 2012, the Chattanooga-owned utility company, Electric Power Board, installed a fiber-optic smart grid, connecting each home’s electricity meter with fiber-optic cables and allowing Chattanooga residents to purchase a gigabit service for $299 per month. The total cost of the project, however, totaled $320 million ($112 million of which came from the Federal Recovery Act).” Ok, so that’s Chattanooga. This is Longboat, not exactly the nation’s hotbed of wireless technology and where cell towers are not welcome. Nonetheless, Bullock makes a good point: If the town is going to have open ditches for underground utility lines, it should make the most of the opportunity. As we already noted, the Wi-Fi consultant who appeared before the commission two weeks ago botched the opportunity to make the case for a town-wide fiber-optic network. The Town Commission might consider tapping the formidable business expertise on the Key for insight. And the Longboat Key Wireless Group headed up by resident Ed Krepela, which supports laying the fiber-optic network, needs to become more vocal to help make a convincing case for the network’s viability on the island.

guide a state statute that gives the town the leeway to settle the matter. Commissioner Irwin Pastor initially warmed to this idea, noting that if the seawall collapses, it could adversely affect adjoining seawalls and property owners. Pastor said the town’s first obligation is to protect its citizens. Neighbors shouldn’t be subjected to becoming collateral damage, Pastor intimated. It’s a sad case. The owners’ stories are all cases of unfortunate circumstances. One of the owners recently suffered a debilitating illness, forcing her to give up her job. Another owner is in similar circumstances. And a third is caring for a child whose medical expenses are sapping resources. Compassion tugs at you when you hear the desperate circumstances of the individuals. And you can see Krosney’s point: What good is a daily fine? But that line of reasoning triggered rebukes from Commissioners Phill Younger and Lynn Larson and former Mayor George Spoll at the commission meeting. Younger and Larson sternly warned if the town paid for this seawall repair, it would have dozens of other town residents also claiming destitution for the state of their seawalls. Spoll reminded commissioners that town codes clearly explain a long-established, multi-step process for dealing with code violations — including warnings, liens and fines. Longtime Longboat Key Realtor Andrew Vac noted during a commission intermission that the region’s Realtors encounter similar deteriorating seawalls everywhere, with many of them subject to liens and unpaid code violations. It’s unfortunate and sad, Vac said. But the remedy to this dilemma is the one that occurs most often. Barring a white knight who helps the struggling family satisfy any liens and repair the seawall, the most realistic remedy is also one that may be the most emotional: Sell the property.

RABIN LAWSUIT UPDATE Colony Beach & Tennis Resort Association President Jay Yablon told the Longboat Observer Monday the association has retained Sarasotabased Karins Engineering to perform an inspection review of the Colony, which complies with 12th Judicial Circuit Court Judge Rochelle Curley’s May 13 order. Sheldon and Carol Rabin, owners of two beachfront units, filed a lawsuit in December, which asked Curley to rule the association has been negligent and must restore the buildings to their original configuration and usage. Curley ruled in favor of that request. While the association plans to appeal Curley’s order, Yablon said the association will pay for Karins Engineering to perform the study as part of the ruling. The association believes the report will show Curley that the dilapidated buildings cannot feasibly be restored to their former state in their current condition.

Maloney noted that Unicorp has offered $3.5 million in cash and delivered a $200,000 deposit into a trust account. It has agreed to pay the trustee the additional $3.3 million in cash to the partnership if May approves the sale. “The trustee believes it is time to efficiently monetize the assets of the estate,” the motion states. It also notes that all association settlement efforts have failed. Sanctions ordered against Whittall and Colony Lender LLC principals David Siegal and Randy Langley, though, could play a big factor in May’s decision to either approve or deny Maloney’s request. On May 12, May ordered all three parties to dismiss lawsuits against all Colony unit owners, in which

May ruled that those letters violated an automatic bankruptcy stay. Like many familiar with the Colony Beach & Tennis Resort litigation, William Maloney is not optimistic. Maloney, the Colony Beach & Tennis Resort Chapter 7 trustee who controls a $23 million judgment — which longtime Colony owner Dr. Murray “Murf” Klauber won on appeal against unit owners — doesn’t foresee settlement among Colony parties. So in a June 3 motion, the trustee’s legal counsel suggested it’s time to sell the judgment for $3.5 million to an interested party: Orlando-based Unicorp National Development President Chuck Whittall. On Thursday in his Tampa courtroom, U.S. Bankruptcy Judge K. Rodney May will review a motion in which Maloney seeks

to sell the judgment to Unicorp for $3.5 million or hold an auction June 26 to determine if anyone is willing to submit a better offer than Unicorp’s. Maloney and Whittall have already signed a contract for the purchase of the judgment. Association President Jay Yablon said the association will object to the sale, noting that such a sale to Unicorp would reverse what May’s sanctions order against Unicorp and Colony Lender accomplished. On May 15, Yablon told the Longboat Observer the sanctions stop Unicorp’s plans “of driving people off the property and scaring them into selling their units.” If the judgment is sold to a developer, the sale would bring legal and financial risks for Colony owners. If Unicorp, for example, buys rights to the judgment, unit

MANGROVE MELTDOWN 9:15 a.m. — 700 block of Marbury Lane Civil Disturbance: A woman reported illegal mangrove trimming by a landscape crew in her neighborhood. Police discovered a professional mangrove trimmer and certified arborist was overseeing the trimming. The woman came over to the house and yelled at police and the crew. The crew said they didn’t want her on the property ever again. The woman yelled at police for not stopping the trimming. Police told her the trimming was legal and ordered her to stop yelling and not to trespass on her neighbor’s property again.

Tallahassee hasn’t changed him: Six years later, he answered that number on the third ring when we called to set up an interview. “I’m proud of the fact that I still have friends and colleagues to this day who tell me they are surprised I take their call and that I haven’t changed one bit,” Halas said. “I have an open-door policy. If you call me, I’ll get back to you in 24 hours.” Halas served as Longboat’s fire chief from 1999 to 2009. He previously served as the fire chief for the city of Sarasota from 1992 to 1996, and after the city’s consolidation

Q: What do you do as the director of the Florida Division of State Fire Marshal’s Office Department of Financial Services Office? A: I oversee 240 employees, half of whom are in law enforcement for fire and arson investigations statewide. ... Our arrest record is very high, and we consistently beat the national average for criminal prosecution here in Florida for arson. We also handle fire prevention for the state, including 13,000 state buildings that include the state’s universities. Training is also a big part of what we do. We watch over firefighter safety statewide. We also investigate firefighter injuries and deaths.

Q: What’s one aspect of your job that nobody knows about? A: I used to run into burning buildings, and now I’m not even the official fire marshal for the state. What’s different about my job is the state-elected chief financial officer (currently Jeff Atwater) is actually the fire marshal and I’m here to help him do his job and lead effectively. Any elected chief financial officer can bring in his or her own team and own director at any time. Q: How big of a learning curve did you face when you left Longboat Key? A: The first year was tough. But then I started to realize being a lieutenant and a chief is just a smaller model of what I do now.

Q: How did your career in the Sarasota-Bradenton area prepare you for Tallahassee? A: I moved up through the ranks of lieutenant, captain, battalion chief, deputy chief and chief right where I grew up. It’s really rewarding. Where I worked locally gave me the preparation I needed for my current position. Becoming the president of the Florida Fire Chiefs Association while I was fire chief at Longboat also gave me statewide knowledge and contacts that helped, as well. Q: What are you most proud of since you took on your new role? A: All four of our bureaus are all accredited. They weren’t all accredited when I got here. I helped put in place a lot of safeguards and competency to make sure we meet and exceed the national standards. Q: What’s your average day like? A: The legislative season is chaos — meetings all the time with fire associations. When it’s not legislative season, I basical ly do what I used to do on Longboat Key times 10. It’s a lot of delegation. ... I do 35 to 40 public speaking engagements and keynote addresses per year. I travel thousands of miles a year. Q: How did the town convince you to come back for this event?

A: I can’t say no to the town. It’s home. I actually couldn’t make it last year and felt bad about that. Q: Do you miss Longboat Key? A: Yes. I live in Tallahassee, and it’s a beautiful place to live and work with trees and hills. But I have never sold my home in Mill Creek (East Manatee). That’s home. I’m a beach guy. I have my sights set on retirement there one day. I also have a son and two grandchildren there. But I’m not there yet. Frank Gilfeather, 79, of Sarasota died May 24. Born Dec. 7, 1935, Mr. Gilfeather graduated from Purdue University and held a master’s degree from Northeastern University in mechanical engineering. He served as a lieutenant in the U.S. Navy. Mr. Gilfeather worked for 30 years in the electronics and computer industry. In 1964, he joined Computer Control, a minicomputer startup, which was acquired by Honeywell, where he became director of custom and special products.

Projects included the Mariner 3 Mars fly-by data acquisition system, a fleetwide Navy and Marine Corps logistic control system and an early adapter Internet protocol point-of-sale system for Australia. Mr. Gilfeather was an avid golfer at Wellesley Country Club and served a term as president of the men’s golf association at the Longboat Key Club. Mr. Gilfeather is survived by his wife, Martha; children, Amy Lynch, Maryellyn Larcom, Michael Gilfeather and Luke Gilfeather; eight grandchildren; and brother, Paul Gilfeather.
