CEO set to retire

Province on track in spite of flood damages It’s been a challenging year both in Yorkton across the province due to weather related issues but according to the numbers Saskatchewan is still faring well. Finance Minister Ken Krawetz says the provincial budget surplus remains intact, even with a $150 million allowance for flood
related costs. The projected surplus is $75 million, up $3.5 million from budget, despite the flood allowance, largely due to a projected increase in total revenue of $169 million. “The final cost of the flooding which devastated many Saskatchewan communities earlier
this summer is still being determined,” Krawetz said. “However, we are setting aside $150 million for flood-related expenses.” According to the numbers the total revenue for 2014-15 is now forecast at $14.242 billion including an increase of $110 million from non-renewable re-
sources and an increase of $81 million from Government Business Enterprises, which are primarily Crown Corporations. Total expense for 2014-15 is now forecast at $14.167 billion, up $165 million from budget, with the bulk of this increase being the $150 million flood allowance.
The Parkland College Board of Governors has announced that President and Chief Executive Officer Dr. Fay Myers will retire at the end of the 2014-2015 academic year. Myers will step down effective June 30, 2015. Dr. Myers has led Parkland College since 1997. During her tenure, the College has strengthened, evolved, and excelled at meeting the training and education needs of students, communities, and industry in the Parkland region and beyond. Under her leadership, the direction and sustainability of the College into the 21st century has been of paramount importance and continues to be achieved. “This is the right time to make this decision to retire,” she comments. “The College will be opening the Trades and Technology Centre in Yorkton next fall and will have new strategic directions to achieve. I have truly enjoyed my 18 years with Parkland College working with amazing people.” The Board of Governors reluctantly accepts Dr. Myers’ resignation and takes this opportunity to express its gratitude for her extraordinary vision and leadership. Chamber pushes for change – airport in need of attention By SHANNON DEVEAU N-R Writer Changes are needed when it comes to the operation of Yorkton’s airport say directors of the local Chamber of Commerce and it’s up to the city to lead the charge. Managing market volatility, it takes discipline If not placed in the context of either market history or investment horizon, a significant market drop will cause some investors to doubt the wisdom of their investment plans and become nervous. Then they jeopardize their long-term portfolios by making short-term decisions during the turbulence. They forget that a portfolio stocked with quality investments, and coupled with the right mix and timeline, will ride out the storm. Investor nervousness during market upheaval is not entirely unpredictable, given the effect of so many media delivering the information. The facts may be identical but the cumulative effect of numerous outlets providing the same data with different emphases means that some hysteria is inevitable. Investors who conclude the worst, react accordingly. They sell at the worst possible time and their panic selling in the midst of the turmoil further drives down share prices. They hope to ‘cut their losses’ but only succeed in turning paper losses into real ones. Some try to time the market by selling with the hope of buying again when things are about to improve. This is a futile activity. The noted professor of finance and winner of the Nobel Prize in Economics, William Sharpe, proved statistically that a timer has to be right 74 per cent of the time to benefit from market timing. Volatility can be unsettling but it can also be a

By concentrating on valuations, they benefit from the downward impact of emotional selling and add to quality positions at better prices. Dollar-cost averaging techniques work well in volatile markets. Instead of purchasing in a lump sum, investors ease into an acquisition by buying over a long period, eliminating any inclination to time the markets and reducing the cost base. Simply speaking, when the market is up you pay more for fewer shares but as the market drops you receive more shares for the same amount. The lower average price per share means that when the markets rally, as they always do, the returns are bigger. NEW RECRUITS – A new group of firefighting recruits has started training at Parkland College in Melville. Sixteen students are enrolled in the College’s Professional Firefighting program, which began Aug. 5. This is the 11th platoon to train at Parkland College. The National Fire Protection Association (NFPA) 1001 program is the only full-time firefighting program currently available in Saskatchewan. Parkland College delivers the 13-week program in partnership with Lakeland College Emergency Training Centre of Vermilion, AB.
