He said the commission will use huduma centers across the counties to register more voters.

The Independent Electoral and Boundaries Commission (IEBC) managed to register just 2000 new voters on the first day of the ongoing mass voter registration, the electoral agency announced today. But the commission’s chief executive Ezra Chiloba exuded confidence that the numbers will grow as the drive gathers momentum. “Only 2000 people turned up across all 47 counties on the first day of registration,” he said adding: “we are actually pleased with the enthusiasm and interest of Kenyans and that is commendable.” The figure realized fall far behind the target the commission had set of registering at least six million new voters. In their plan, the commission targeted at least 200,000 new voters per day during the 30-day period. There had been claims that some BVR kits failed on the first two days of the

State defends title deeds The government has defended the titles deeds and leases it has issued since 2013 saying they are legal and legitimate. Lands Cabinet Secretary Jacob Kaimenyi has said that the court only suspended the invalidity of the leases to enable the ministry to engage the public, the National Lands Commission and seek parliamentary approval within the next 12 months. And in in compliance with the court order, he said his office has constituted a 12-member committee to look into the leases and reports. Prof Kaimenyi defended the leases arguing that the court only directed his office to constitute a committee to relook into the policy regulations guiding issuance of the leases. “ I want to assure the public that the all leases are legal. The direction of invalidity according to the court shall not operate retroactively,” he said.

He was addressing the press from his Ardhi House office accompanied by NLC chairman Mohammed swazuri and Lands ministry top officials. High Court judge Joseph Onguto suspended issuance as well as processing of new title deeds after he found that the Ministry of Lands proceeded to prepare lease documents in violation of the law governing land matters by ignoring the input of the National Land Commission (NLC). Justice Onguto further ruled that the ministry had erred in processing the titles as there were no regulations in place to guide the process in accordance with the Land Registration Act. This is because Parliament is yet to approve regulations, as stipulated by land laws. The High Court made the declarations in a suit filed by Nairobi lawyer Anthony Otiende, @wilson_x254

MPs want EACC secretariat vetted afresh MPs have called for the fresh vetting of all officers at the Ethics and Anti-Corruption Commission (EACC) secretariat arguing that some rogue elements at the anti-graft body must be sacked if the war on corruption is to be won. While approving the nomination of the retired Anglican Church Archbishop Eliud Wabukala as the new EACC chairman yesterday, the lawmakers pointed out that the commission’s secretariat is the major impediment in the fight against corruption. Kiminini MP Chris Wamalwa said if Mr Wabukala is to win the war on graft, there must be a total overhaul of the secretariat whom he claimed has frustrated the effort of the previous c o m m i s s i o n’s chairpersons. “We must make sure that we are sending Wa b u k a l a to a place where he will get a

conducive environment to perform his duty of effectively dealing with corruption and therefore we must deal with the secretariat,” Wamalwa said. He said Wabukala has dedicated his retirement life to help Kenya fight corruption by taking up the job at EACC. “By taking up this Job, Wabukala is putting up his life for the sake of Kenyans,” His comments were echoed by Gem MP Jakoyo Midiwo who said a ‘more powerful secretariat’ at the anti-graft body has been the major hindrance of the EACC commissioners to effectively deal with corruption. Midiwo who is also the deputy minority leader pointed out that there is no way EACC can have a powerful secretariat than the commissioners who are clearly tasked with fight against graft. “There is now way you can a powerful secretariat that dictates what the commissioners do yet Kenyans expect Wabukala to perform. It can’t just work,” Midiwo said. “We cannot approve Wabukala here today and tell him to go and pray over corruption, we must do something to the secretariat,” he added. Midiwo called on parliament to vet afresh

the secretariat and all investigators at the commission whom he said are not carrying out their investigative work professionally. “We have some rogue investigators who only goes to counties to collect money from Governors and then give a clean report yet we know that corruption is stinking in the counties,” he claimed. Ugunja’s Opiyo Wandayi called on the executive to stop meddling into the affairs of EACC and to allow the commission to operate independently in order to fight corruption effectively. Wandayi said Wabukala will only succeed if he receives political goodwill from the executive and the political class. “This is a serious commission with a clear mandate which should be allowed to operate independently. Wabukala should receive political will from the executive without it, it will be business as usual,” Wandayi said. Majority of MPs yesterday exuded confidence that Wabukala will succeed at Integrity Centre where his predecessors have failed to make a lasting mark. Minority leader in the National Assembly Francis Nyenze said Wabukala is not interested in making wealth and therefore will serve @sam_x254 Kenyans diligently.

Varsity warns dons against work boycott

The management of the University of Nairobi (UoN) has threatened to take disciplinary measures against lecturers and post-graduate medical students who have abandoned programmes to participate in the on-going doctors’ strike. Lecturers last week issued a seven-day strike notice in which they threatened to down tools from Friday. But the UoN management says it will not hesitate to taken action, should it establish that students failed to attend to their classes and lecturers abscond duty. In written memo to all heads of departments and students yesterday, College of Health Sciences Dean Prof. Fred Were lamented that since the doctors’ strike began 45 days ago some students and lectures have failed to attend their lessons. College of Health Sciences trains aspiring doctors, dental surgeons, pharmacists, nurses and biochemists. Prof. Were cited clinical studies such as nursing, medicine, dental surgery had greatly been affected by the boycott of some professors and post-graduate medical students. “I want to remind you that your clinical duties are part and parcel of your academic work,” Prof were said the circular. She directed heads of all departments to ensure academic programmes are not disrupted by the striking doctors. Clinical duties are normally carried out by undergraduate nurses and doctors and include admitting patients and following up on them as the primary care provider. While doctors taking post-graduate studies are designated to work at the Kenyatta National Hospital (KNH), they have withdrew their service since the second week of the 45-day doctors’ strike. The university’s decision to take punitive action on lecturer/student doctors and dental surgeons participating in the doctors’ strike has been rubbished by the doctors union.

Three suspects arrested with illegal ivory Kenya Wildlife Service (KWS) security personnel yesterday arrested three suspects for being in illegal possession of two pieces of ivory weighing 51 kilogrammes. The suspects, one of them a primary school teacher, were booked at Mutomo police station. They are expected to be arraigned in court today. KWS security covert team from Nairobi together with the agency’s intelligence team in Tsavo West National Park arrested the suspects at Kivuta village in Ikutha area of Kitui County. Just last month, a Narok court fined a man Sh60 million or serve life imprisonment in default after convicting him of three counts of illegal possession, dealing and keeping three pieces of ivory weighing 10 kilograms. Samuel Santore Imo appeared before the court to face the three charges in breach of section 95 as read with section 92 of the Wildlife Conservation and Management Act, 2013. He denied all the charges. The court found the accused guilty of the three charges and sentenced him to a fine of sh. 20 million for each count, totaling Sh. 60 million or in default to life imprisonment. The court also ruled that the three pieces of elephant tusks be forfeited to Kenya Wildlife Service. @sam_x254

In an interview with X News, Kenya Medical Practitioners and Dentists Union (KMPDU) Nairobi branch secretary general Thuranira Kaugira dared the university management to make good their threats warning that their members will not be intimidated. “We are not cowards and no amounts of threats will

Schools still grappling with textbook challenges Schools are still grappling with few text book challenges despite the government injecting more than Sh10 billion in the last three years to reduce the student’s book ratio. A report by the Kenya Institute of Curriculum Development (KICD) has revealed that the ratio remains at 5:1 against the 1:1 proposed by scholars amid new policies initiated by the Education Cabinet Secretary Fred Matiang’i (pictured) in a bid to realise the desired ratio. Last year, school heads were stripped of their mandate to buy textbooks for their schools as the education ministry blamed them for swindling money making it hard for the government to realise the 1:1 ratio. “The 1:1 pupil-textbook ratio has not yet been realised as a majority of the pupils shared textbooks with more than one pupil in English (53.4 per cent), Mathematics (53.6 per cent) and Kiswahili (54.1 per cent) and there were still schools where only the teacher had text books,” reads part of the report released by KICD yesterday. The study was conducted last December and is part of a national assessment system for monitoring learner achievement as part of the Kenya Primary Education Project which aims to improve the teaching and learning of Mathematics for six million pupils in Class One and Two in public primary and informal schools in Kenya.

The Education CS also sought to have an alternative model for distributing books to public schools that would be fool proof against graft after it emerged that the government had lost more than Sh6.5 million annually to fraudulent suppliers. But the new directives seem to have borne no fruits yet. Calls by the minister on the review of the model have faced resistance from book sellers claiming that adopting the centralisation of book and stationary distribution where government procures the

reading materials directly would lead to the return of mega corruption in the distribution system. The government provides Sh1, 420 for learning materials for textbooks, exercise books and other stationery for each pupil in primary schools. Each secondary school student is allocated Sh3, 000 for books and other materials annually. According the report, teachers’ absenteeism remained high among other key challenges to the education sector despite warnings by both the ministry and the teachers’ employer Techers Service Commission (TSC). “Syllabus coverage was affected to a large extent by inadequate teachers at 64.7 per cent, time wastage stood at 57.5 per cent, frequent absenteeism by pupils was at 50.9 per cent and frequent absenteeism by teachers was at 47.7 per cent,” states the report. Further, it emerged that a majority of the pupils in lower classes were not prepared to handle the yet to be introduced new curriculum demanding the introduction of ICT related learning. “Acquisition of ICT skills is still being faced with challenges as only a small percentage (31.9 per cent) of pupils were reported to have been exposed to the use of computers/ laptops/tablets” reads the report. @wilson_x254

Obama commutes sentence of Wikileaks source President Barack Obama has commuted Chelsea Manning’s sentence for leaking documents to Wikileaks in 2010. The 29-year-old transgender US Army private, born Bradley Manning, will be freed on 17 May instead of her scheduled 2045 release. She was sentenced to 35 years in 2013 for her role in leaking diplomatic cables to the antisecrecy group. The leak was one of the largest breaches of classified material in US history. The White House had suggested in recent days it was open to commuting Manning’s sentence. She twice attempted suicide last year at the male military prison where she is being held at Fort Leavenworth, Kansas. Manning also went on a hunger strike last year, which ended after the military agreed to provide her with gender dysphoria treatment. In one of his final acts as president, Mr Obama granted commutation of sentences to 209 individuals and pardons to 64 others. However, Edward Snowden, a former National Security Agency (NSA) contractor who leaked information on mass surveillance programmes before fleeing the US, will not be granted a pardon. Russian authorities said on Wednesday that Mr Snowden had been granted a two-year extension to his temporary asylum in the country. Writing on Twitter, Mr Snowden said: “Let it be said here in earnest, with good heart: Thanks, Obama,” he said. But Republican Senator John McCain said the decision was “a grave mistake that I fear will encourage further acts of espionage”. And House Speaker Paul Ryan, also a Republican, called it “outrageous”. The US Army charged Manning with 22 counts relating to the unauthorised possession and distribution of more than 700,000 secret diplomatic and military documents and video. Included in those files was video footage of an Apache helicopter killing 12 civilians in Baghdad

The White House last week pointed out that Manning had passed through the US military justice system and acknowledged her crimes. Mr Snowden, however, fled the US in 2013, evading charges in America which could put him in prison for up to 30 years. He now lives in Russia. White House spokesman Josh Earnest said “the disclosures by Edward Snowden were far more serious and far more dangerous” and accused him of fleeing “into the arms of an adversary”. Mr Obama has commuted 1,385 sentences and issued 212 pardons, more than the total granted by the past 12 presidents combined. In America, a pardon not only lifts the sentence but removes other penalties such as the bar on convicted felons sitting on federal juries, and state-level prohibitions on such things as voting or possession of firearms. A commutation means the sentence is lifted but the civil handicaps outlined above remain. Neither a pardon nor a commutation is an acknowledgment of innocence.

Over 280,000 youth to benefit from Sh15 billion jobs initiative The World Bank, in partnership with the Government of Kenya, has unveiled a Sh15 billion initiative aimed at creating job opportunities for the youth. Dubbed the Kenya Youth Employment and Opportunity Project (KYEOP), the initiative will run for four years. It seeks to benefit close to 280,000 youth with employment opportunities and useful skills that will help them survive the current economic crisis. Gender Cabinet Secretary, Sicily Kariuki says youth who will be trained will receive a grant from the said kitty to help them become entrepreneurs thus creating more job opportunities for their counterparts within the bracket. “The youth who will have received foundational skills training at the ministry will proceed to National Industrial Training Authority (NITA) for further training in industrial related skills and workplace experience while some youth will proceed to the Medium and Small Enterprise Authority to get start-up grants and business development services,” said Kariuki. The CS further announced an interministerial national steering committee whose work will be to provide overall supervision, policy guidance and enhance visibility of the project.

Gender Cabinet Secretary, Sicily Kariuki said youth who receive foundational skills training at the Ministry will proceed to the National Industrial Training Authority (NITA) for further training. KYEOP is a predecessor of the experiential Kenya Youth Employment Project that started in 2010 and ended in February 2016. The pilot program was implemented in Nairobi, Mombasa and Kisumu Counties through the coordination of the Kenya Private Sector Alliance (KEPSA).

It provided 21,283 youth with training and 13,505 of these completed internships with private sector employers. According to recent data from the World Bank, it is estimated that one in every five Kenyan youth of working age is unemployed compared to Uganda and Tanzania where about one in every

20 young people is jobless Kenya’s rate of unemployment now stands at three times that of the neighbouring Uganda and Tanzania and is among the highest in the world. UN Alliance to support Kenyan youth-led groups with Sh2.6 million grant The United Nations Alliance of Civilizations (UNAOC) has called on Kenya-based organisations to apply for its Sh2.6 million Youth Solidarity Fund (YSF) as the group moves to support youth-led organizations that foster peaceful and inclusive societies. The Alliance is seeking applications from eligible organisations by providing direct funding to outstanding projects promoting intercultural and interfaith dialogue. “The project aims to improve understanding and cooperative relations among nations and peoples across cultures and religions, and to help counter the forces that fuel polarization and extremism.” the Alliance said in a recent statement. “The project promotes the values of peace and development. The project objectives are clear and there is a logical connection between identified issues, proposed activities and requested funding. Grant Information,” the statement added. The Fund offers grants of up to $25,000 (Sh2.6 million). In order to apply for the grant, youth led organisations must be registered and operate in Kenya or any of the Alliance’s partner states, including Tanzania, Nigeria, Uganda, South Africa and Ethiopi, among others. Kenya, Mauritius to spur continent’s economic growth in new trade agreement

Kenya and Mauritius have agreed to make the two countries the financial and trade hubs for Africa after Mauritius Foreign Affairs, Regional Integration and International Trade Minister, Mr Seetanah Lutchmeenaraidoo held bilateral talks with President Uhuru Kenyatta. The two countries have expressed need to complement each other as they have a similar approach in economic development. President Kenyatta said the two countries will sign agreements that will ensure Kenya and Mauritius become Africa’s financial, maritime and aviation hubs. “Africa is a natural corridor linking Asia and Europe, and our two countries should benefit from this key geographical location,’’ President Kenyatta said. He directed the Ministry of Foreign Affairs to speed up the process of establishing a Joint Commission of Cooperation, which will follow and implement the issues that they have agreed. The joint commission will, therefore, be the vehicle which explores possible cooperation between the two countries and also deal with impediments that hinder bilateral trade. “There could be no better partner for

The World Bank’s most recent Kenya Economic Update (KEU) March 2016 projected a 5.9 per cent growth in 2016, rising to 6 per cent in 2017. The report attributed the positive outlook to low oil prices, good agriculture performance, supportive monetary policy, and ongoing infrastructure investments. According to the latest Kenya National Bureau of Statistics (KNBS) quarterly report, Kenya’s economy expanded by 6.2 per cent in the second quarter compared to 5.9 per cent in the same period in 2015. This growth was mainly supported by agriculture, forestry and fishing; transportation and storage; real estate; and wholesale and retail trade. Vehicle sales plunge 30 per cent as buyers steer clear of luxury cars Vehicle sales have fallen by an estimated 30 per cent over the past year, a new report by General Motors East Africa has revealed. The volume of vehicles sold last year plunged 30 per cent, with the industry selling about 13,535 vehicles compared with 19,523 units sold in 2015. The December 2016 Hot Report compiled by General Motors East Africa shows all the major car dealers in the country experienced a sharp decline in sales last year, signalling suppressed consumption of luxury cars. This is the first time sales have plunged since 2009, with all the major dealers, including DT Dobie, General Motors East Africa, CMC, Simba Colt, Toyota, and Tata, recording slower demand with the exception of Nissan dealer Crown Motors whose sales went up. Ford distributor, CMC experienced the sharpest drop with a decline of 38 per cent in total sales. The festive month of December was the worst, with the industry recording sales of 925 units. During the period in review, Simba Colt led the market with a market share of 27.91 per cent . Toyota registered the highest number of vehicles sold to the export market at

146 units. G Meanwhile, General Motors East Africa accounted for the largest number of sales during the period under review, having sold 4,751 units compared with 6,516 units sold a year earlier. This saw the car dealer’s sales plunge by 27 per cent even as it remained with a 35 per cent market share. According to the report, CMC Holdings’ sales dropped to 970 units from 1,644 units in what cut its market share to 6.9 per cent from 8.2 per cent. DT Dobie, which sells Mercedes trucks and Jeep SUVs, sold 568 units down from 879 units. This reduced its market share to four per cent from 4.4 per cent. Crown was the only major dealer to register higher sales to 741 units from 604 units, boosting its market share to 5.3 per cent from 3 per cent the previous year. Nonetheless, vehicle sales are set to improve in mid-2017, the Kenya Vehicle Manufacturers Association KVMA has confirmed. KVMA Chairperson, Rita Kavashe has projected that sales volumes in the motor industry may remain subdued until mid-this year. these developments come just weeks

after German carmaker, Volkswagen set up an assembly plant in Kenya to commence production of its Vivo model vehicles. Making the announcement late last year, President Uhuru Kenyatta said that VW’s assembly plant would begin with the Vivo and expand to a range of other vehicles, with the first car expected to be rolled out before the end of the year. Ms Kavashe had earlier cited a decision by the government to drop excise duty on vehicle imports and increased projects across counties to support the

sector’s growth. “There was a general slowdown (in motor vehicle sales) and that has peaked into this year. We were projecting the industry to be at the same level as last year, about 20,000 vehicles. But we think this year we are going to close at about 14,000 vehicles which is a major slump,” explained Ms Kavashe. The slowdown in the auto-industry that started towards the end of last quarter of 2015. It was mainly caused by a slowdown in Government projects and escalation of interest rates. This, she said, impacted negatively on sales

since most vehicle customers depend on bank financing. The Association has since called for more incentives to attract investment within the sector. KVMA said that Kenya’s removal of excise duty on locally assembled cars will boost the industry, but the government must make power supplies cheaper and address other concerns to draw more investment, the automobile industry association chief said on Thursday. Developers under fire for flouting code for persons with disabilities WEDNESDAY JANUARY 18, 2017

The National Council for Persons with Disabilities (NCPWD) has announced plans to embark on a national crackdown against property developers flouting the accessibility code for persons with disabilities. The Council, which is a state corporation mandated to facilitate a non-discriminatory environment for the country’s more than 6 million persons living with disabilities has confirmed plans to ensure the full compliance of the national accessibility laws. Speaking at Nakumatt NextGen Supermarket when he officiated over the re-launch of motorized shopping carts for persons living with physical disabilities, NCPWD Chairman Dr. David ole Sankok said the crackdown will focus on public spaces including shopping malls and retail outlets. “The law dictates that Persons with disabilities are entitled to a barrier- free and disability-friendly environment to enable them access buildings, roads and other social amenities, assistive devices and other equipment to promote their mobility,” Dr. Sankok said. “We may very soon require all shopping malls and retail outlets in Kenya to ensure that they strictly comply with the provisions of the Persons with Disabilities Act, 2003, particularly section 21, which covers Accessibility and Mobility requirements,” he added. On its part, Nakumatt Holdings has introduced a new fleet of motorized shopping carts to enhance the in-store experience for physically challenged persons. As part of a strategic effort to enhance accessibility for physically challenged persons, Nakumatt has added a fleet of 15 electric powered shopping carts to be availed at its some of its key branches across major towns in Kenya. The new fleet will be available at Nakumatt Mega, Nakumatt Junction, Nakumatt Prestige, Nakumatt Westgate, Nakumatt Village, Nakumatt Nextgen, Nakumatt Galleria and Nakumatt TRM in Nairobi. Sustainable business models to create 380 million jobs by 2030, states new report Sustainable business models could open economic opportunities worth at least $12 trillion (Sh1.25 quadrillion) and create up to 380 million jobs a year by 2030, the Business & Sustainable Development Commission has revealed. The Commission, which comprises over 45 Chief Executive Officers (CEO’s) and civil society leaders, putting the United Nations’ Sustainable Development Goals at the heart of the world’s economic strategy, could unleash a step-change in growth and productivity, with an investment boom in sustainable infrastructure as a critical driver. Through its report titled ‘Better Business, Better World’ the commission said that it recognises that while the last few decades have lifted hundreds of millions across the globe out of poverty, they have also led to unequal growth, increasing job insecurity, ever more debt and ever greater environmental risks. The report comes just weeks aftermore than 3,000 delegates from 150 countries gathered in Nairobi to share experiences of managing development cooperation, as well as how best to meet the Sustainable Development Goals (SDGs). “This report is a call to action to business leaders. We are on the edge and business as usual will drive more political opposition and land us with an economy that simply doesn’t work for enough people. We have to switch tracks to a business model that works for a new kind of inclusive growth,” said Mark Malloch-Brown, Chair of the Business & Sustainable Development Commission. “Better Business, Better World shows there is a compelling incentive for why the latter isn’t just good for the environment and society; it makes good business sense,” he added. Australian mining firm to review future plans for Kenya’s Sh32bn titanium mine Australian mining company, Base Resources is conducting drilling to determine whether the life of its $305 million (Sh31.7 billion) Kenyan titanium mine might be extended, the firm’s Managing Director Tim Carstens has said. Speaking to reporters in Nairobi on Tuesday, he noted that the project has roughly eight years left to run. The project is also Kenya’s largest mining investment, based in the coastal region of Kwale. “We should be in a position to hopefully declare an additional resource, which will mean an extension of the Kwale mine life,” Carstens said. Base Resources also said that it plans to

start exploratory drilling in Tanzania in the first half of this year. Base Resources said it expected to produce between 450,000 to 480,000 tonnes of ilmenite – a titanium-iron oxide mineral - this year, compared with 455,870 tonnes produced in the year to June 30, 2016. The projection is unchanged from its July 2016 forecasts. Its production of rutile – a mineral also containing titanium - is expected to be 88,000 to 93,000 tonnes, up from 85,654 tonnes in the last financial year. In July, it had a forecast of 88,000 to 95,000 tonnes. It expects to produce 33,000 to 37,000 tonnes of zircon, compared with 31,389 tonnes in the last financial year,

trimming its July forecast of 35,000 to 40,000 tonnes. Zircon, also an important high value mineral, will see its output boosted from the production of 8,000 to 10,000 tonnes of low grade zircon, made from re-processing secondary zircon ore. Ilmenite is used for titanium dioxide production and as a base pigment in paint, paper and plastics. Rutile is used in refractory ceramics and as a pigment. Zircon is used to make ceramic tiles and in refractories, foundries and chemicals. The announcement comes after Chemours, a US-based chemical company said it will raise the price of its lead product, titanium dioxide, for

the third time in nearly a year. The company, which is the world’s largest producer of titanium dioxide, announced that as of February 1, 2017, the price for all Ti-Pure titanium dioxide grades sold in Latin America, the Middle East, Eastern Europe and Sub-Saharan Africa will increase by $150 (Sh15,600) per ton. On the same date, the price for titanium dioxide grades sold in Western and Central Europe, Turkey and North Africa will increase by 175 Euro (Sh19,440) per ton. Chemours did not issue a statement accompanying the decision. In January, Chemours raised its TiO2 prices by $150 (Sh15,600) per metric

ton. At that time some of its rivals took the bait and also raised their prices. Tronox, the fifth-largest TiO2 producer also raised its prices by $150 (Sh15,600) per metric ton and Huntsman Corp., the fourth largest TiO2 manufacturer went even bigger with a $160 (Sh16,640) per metric ton increase. That price increase was followed by a second in April when, again, Chemours raised its TiO2 prices by $150 per metric ton. League expansion talks hit deadlock WEDNESDAY JANUARY 18, 2017

The discussion between Football Kenya Federation (FKF) and the Kenyan Premier League (KPL) over the expansion of the top tier league to an 18-team format has stalled over KPL’s refusal to produce contracts with sponsors Supersport and SportPesa as per a request from FKF. The federation has agreed to cater for the costs of an additional two teams to the top tier, but before then, they have demanded to have copies of the contracts to assure themselves of the exact amount needed to cater for the two new teams. KPL have chosen to play hardball over the same, saying they signed clauses of non-disclosure with the sponsors and hence cannot share the contents of the contracts with a third party. KPL and FKF were reporting back to the Sports Disputes Tribunal on Tuesday afternoon after being given a week to sort out the differences and it was expected a final deal would be laid out on the table to bring the matter to rest. “There was a Joint Executive Committee (JEC) meeting between both parties on Friday and Saturday and in both meetings; this issue of the contract was not raised. Why are they raising it now outside the meeting? It raises suspicion over the motive,” KPL lawyer Mary

from KPL as part of the cash to finance the protracted 66 extra matches. “My client wants to know the exact money it should be getting from KPL and that is the reason we want a copy of the contract. We don’t know exactly how much they should be getting because we have never seen a copy of the contract,” lawyer Patricia Mitei appearing for FKF argued. The tribunal has now directed KPL to

seek within the next 24 hours a waiver from the sponsors on whether they can disclose the contents of the contract and they should notify FKF within another 24 hours on the new position. The two bodies are expected back in the tribunal on January 24 where a final settlement is expected. Tribunal chair John Ohaga has said that if a deal is not reached by then, then they will take up the matter and

supervise the final leg of negotiations and reach a deal before the league starts on February 11. Mitei had earlier asked whether the tribunal could direct KPL to produce the contracts, but Ohaga said they can’t intrude on the contractual position of the league managers and the sponsors. According to the figures obtained by Capital Sports, KPL and FKF have not agreed on a further Sh31mn budgetary protraction that includes a Sh4.6mn cost of two more teams in the KPL U20 championship, a further Sh23mn cost of an additional two more players for each of the 16 clubs and a further Sh1.4mn cost of injured players in the extra month occasioned by an additional two teams. They have also included a Central Bank of Kenya (CBK) inflation rate of Sh1.8mn. According to KPL, adding another month with 66 more matches will increase the risk of injury to players and this will require clubs to add at least two more players to the regular roaster of 30. The league managers say they will be ready to admit two more teams in the league as long as they get guarantees from the federation they will foot the bill, one that is also yet to be agreed. Toure turned down Sh55m weekly wages from Chinese club

Manchester City midfielder Yaya Toure has turned down a £430,000-a-week offer from China. Toure, 33, was the subject of interest from the Chinese Super League last summer. He decided against moving then and gave the same response when he was contacted again to say the offer remained open during the current transfer window, which closes on 31 January. The Ivorian’s contract at the Etihad expires in the summer. Toure’s future appeared in doubt when he was left out of the City squad by Pep Guardiola at the start of the season. However, he has been a regular for the club since he was recalled in November and started his seventh consecutive game in the 4-0 defeat at Everton in the

Premier League on 15 January. Toure has been free to sign precontract agreements with clubs overseas since 1 January but it is understood he still enjoys the

English game. Guardiola has not given Toure any guarantees about his future beyond the summer. helsea striker Diego Costa trained with the first team on Tuesday after being linked with a move to China. The 28-year-old was a target for Tianjin Quanjian but any potential move was scuppered by new rules in the Chinese Super League, according to the club’s owner. Costa did not play in Chelsea’s win at Leicester on Saturday with boss Antonio Conte saying he had a back problem. He trained on his own on Monday but this was to aid his recovery. Reports indicate Chelsea are determined to keep Costa, who is the joint top scorer in the Premier League with 14 goals. Costa’s return to training means he could be in contention for the visit of Hull on Saturday as Chelsea look to extend their seven-point lead at the top of the table.

Egypt goalkeeper El-Hadary make AFCON history Egypt goalkeeper Essam El-Hadary became the oldest player at an Africa Cup of Nations tournament as he kept a clean sheet in their draw against Mali. El-Hadary turned 44 on Sunday and came on in the first half after an injury to Ahmed El-Shenawy, who collided with the post following Moussa Marega’s cross. The legendary was on the bench for the game, but got the call for his 148th cap after El-Shenawy’s unfortunate injury. Ghana win as Egypt is held G hana began their Africa Cup of Nations campaign on a positive note by winning 1-0 against Uganda to move top of their Group. But record seven-time champions Egypt had a faulty start after being held to a barren draw by Mali in the other Group D fixture. Ghana’s Andre Ayew surpassed his father’s record by scoring the goal that beat Uganda 1-0 in the match played at the Port-Gentil Stadium. The West Ham winger slotted in a penalty on 32 minutes after captain Asamoah Gyan had been pulled back. Ghana also threatened through two Gyan headers, while Ayew and Christian Atsu tested Uganda goalkeeper Denis Onyango. Uganda came close when Faruku Miya hit the outside of a post but they could not force their way back into the game. It was a disappointing return for Uganda,

who are playing at their first Nations Cup since 1978 when they lost in the final to then-hosts Ghana. The Cranes created few opportunities of note and struggled against the Black Stars, who were happy to defend their lead. Ghana were far more positive in the first half, with Andre Ayew, his brother Jordan and Atsu posing a huge problem for the Uganda defence. Andre Ayew should have scored from a great cut-back by Jordan, while Atsu relentlessly tormented defender Isaac Isinde, who conceded a penalty by tugging back Gyan after losing control of the ball. The spot-kick gave Andew Ayew his seventh Nations Cup finals goal - one more than the number scored by his father and legendary former Ghana captain, Abedi Pele. But he remains one African title behind his father, who lifted the trophy in 1982.

Ghana had a good chance to add a second late on when Atsu was clean through but his 12-yard drive was superbly saved by Onyango. The only downside for Avram Grant’s side was an injury to defender Baba Rahman, who was taken off with what looked like a hamstring injury after 39 minutes. In the other match played last night, Arsenal’s Mohamed Elneny wasted two first-half chances for Egypt, striking over and hitting an effort wide. Osmane Coulibaly headed over from close range for Mali late on. The results leaves Egypt second in Group D behind Ghana while Uganda remain bottom. Ghana will next take on Mali on Saturday while Uganda will face Egypt on the same day.
