he Opposition coalition Cord is considering launching its own ‘prayer rallies’ for Deputy President William Ruto and his co-accused Joshua Sang in what could turn out to be a battle for the United Republican Party (URP) leader. The Jubilee alliance has held several prayer rallies for Ruto in recent weeks and sources say the rallies have turned out to be podiums for political rhetoric through which the ruling coalition continues to get the better of their rivals, at least politically. Cord MPs who are involved in the planning of the prayer rallies say they are meant to counter the Jubilee brigade. “We are not amused by the lies being peddled by Jubilee politicians in their prayer rallies. We must counter them,” a Cord lawmaker who requested not be named confided to X News. The first of the series of the prayer rallies will be held in Nairobi before proceeding to Mombasa, Machakos, Nakuru and Uasin Gishu counties. The Nairobi rally was already scheduled for Kibera’s Kamukunji grounds this weekend with Nairobi County ODM chairperson George Aladwa and Dagoretti North MP Simba Arati tasked with making arrangements for it. Details of the plans are still scanty as the technical committee composed of senators and MPs are said to be fine-tuning the schedule. Both Cord and Jubilee politicians have been trading barbs over claims of fixing Ruto at the International Criminal Court (ICC) with each side accusing the other of coaching witnesses. Speaker Muturi halts vote on contested Bill Speaker of the National Assembly Justin Muturi has postponed the final vote on the Powers and Privileges Bill which curtails reporting on Parliament. He directed the House Business Committee to schedule another day when it will be voted on, in a last ditch effort to seek review, adding that the bill must be debated by the Senate since it had a net effect on both Houses. Muturi, who had supported deletion of clause 27 which requires permission of the Speaker before electronic transmission of plenary or committee proceedings and clause 34 which creates the offence of defamation against Parliament, said the House needed to reconsider the offensive provisions to ensure they did not raise constitutional hurdles. “In response to the points raised by the members, I would defer putting of the question in the Third Reading and refer this matter to the House Business Committee to make a decision after reflecting on all the issues as to when the question in Third Reading will be put,” said

National Assembly Leader of Majority Aden Duale who proposed the deferral said there was no consideration in passing the amendments and urged his colleagues to reject the bill to allow for a more elaborate one to be developed. “This request is informed by the need to allow for further reflection on the contents of the bill and the

provision carried therein. It is indisputable that several provisions contained in the bill are offensive to the general rights and freedoms as espoused in the Constitution,” said Duale. The move came amid protests from trade unions, journalists, the Media Council of Kenya and the clergy who have all asked President Kenyatta to reject the bill should it land

on his desk. Senators have also vowed to shoot down the bill with Majority Leader Kindiki Kithure, saying it intends to amend the constitutional through the back door. “We cannot sit back and watch the mutilation of the Constitution and erosion of media freedom in the name of protecting character,” he said.

MPs petition ASP over fake ICC witnesses’ The Foreign Affairs Ministry has received a petition asking the Assembly of States Parties (ASP) to investigate the alleged ICC witnesses’ procurement and coaching. The petition by Pokot South MP David Pkosing, which has been endorsed by 187 legislators wants the case against DP William Ruto and journalist Joshua Sang halted and witnesses’ recruitment process investigated. The MPs want the president of the ASP to appoint an independent mechanism to audit the process used by the prosecutor to identify witnesses. “Enclosed, please find the original petition and certified copies in respect of prayers by Members of Parliament of the Republic of Kenya to United Nations and the President of the Assembly of States Parties (ASP) of the Rome Statute regarding the appointment of an independent mechanism

to audit the Prosecutors’ witness identification and recruitment process in the case of the Prosecutor V. William Samoei Ruto and Joshua Arap Sang and suspend the case against the two while awaiting determination of this independent audit,” the petition stated. They also want a body formed to determine the impartiality of the process and look at the current allegations and revelations of procuring and coaching witnesses. “Kindly and expeditiously forward the petition to the President of the Assembly of States Parties and the United Nations and secure an appointment with these institutions for physical presentation by the petitioner,” it stated. Gatundu South MP Moses Kuria had confessed that he and Narc Kenya leader Martha Karua allegedly procured and coached witnesses in the case against Ruto and Sang.

Nairobi estates upgrading project has stalled as a result of a Sh100 billion debt that the National Treasury owes the county, Governor Evans Kidero has said. He said the 23, 000 housing units projects meant to increase the number of houses available for the bulging population in the city require about Sh120 billion. Kidero who appeared before the Senate Committee on Transport to respond to questions over the housing project said if they county is paid the money, they would start the construction of the units without getting a bank loan. “We will be able to do this without getting a commercial loan if we were to get this money. The interest rates on loans are really high now,” he said. He said the county government is owed a total Sh106 billion for various services offered before and after the devolved system came in place. The county’s estimations shows that the city’s population will be up from 4 million people this year to 14 million in 2050 making it necessary to establish more affordable housing units in anticipation of the rising numbers. EU launches programme to monitor counties spending The European Union has launched a programme to monitor spending by County Governments to improve governance systems in the country. The programme dubbed “Strengthening the capacities of State and nonState actors for effective devolved governance in Kenya”, was launched yesterday and will be implemented in three phases at Sh118 million for the first selected 10 counties which include, Mombasa, Kilifi, Tana River, Machakos, Makueni, Kitui, Nakuru, Baringo, Elgeyo Marakwet and West Pokot. EU deputy head of cooperation in Kenya Bruno Pozzi said one of the ways to ensure accountability and transparency is to scrutinise budgets and development plans of counties. He advised civil societies to find ways to ensure the functions of counties are not duplicated to also save of how money is spent. Pozzi said public awareness is essential in

governance since citizens can monitor keenly what projects their governments have embarked on. “Without the involvement of citizens in ensuring checks and balances, we will see more overpriced wheelbarrows, more damning reports by the Controller of Budget, not much change in service delivery and in the end, growing animosity against county authorities and the devolution set-up as a whole,” he said. Poaching boost as China bans sale of ivory The fight against poaching especially in the Africa has received a boost after China issued a one year ban on import of African elephant ivory acquired as hunting trophies. The embargo which begins immediately and continues until October 2next year is aimed at ending illegal ivory trade. In February, China introduced a one year ban on imports of African ivory carvings acquired in accordance to the 1975 Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) established to ensure international trade in specimens of wild animals and plants does not threaten the survival of species in the world. The announcement comes after China President Xi Jinping and his US counterpart Barack Obama promised to take timely steps to halt the domestic commercial trade of ivory in an agreement between the two countries which seeks to nearly complete bans on ivory imports and exports, including restrictions on the import of ivory as hunting trophies in their respective countries. The latest move has received credit from various quarters with Grade Ge Gabriel, Asia Regional Director

of International Fund for Animal Welfare (IFAW), terming it a concrete step to fulfill President Xi’s pledge to ban ivory trade in China. An official from the State Forestry Administration of China said the new ban demonstrates the importance attached to wildlife conservation by the government and is a proactive action to end poaching and trafficking of African elephant. “The series of actions taken by China, including an ivory crush and ivory import ban, will support demand reduction efforts through stigmatising ivory consumption,” said the official. Grade Ge Gabriel, however said the one-year time frame gives wildlife criminals hope that the ban will be lifted. “To truly defame ivory trade, these timelines on ivory carving and trophy import bans should be removed. Only by having clear and unequivocal laws banning ivory trade combined with vigorous enforcement and meaningful penalties can attach stigma to ivory trade,” he said. It is estimated that 35,000 elephants are killed annually for the ivory, making the trade one of the world’s most lucrative criminal activities, valued at US$19billion annually.

Kenya to cater for costs at WC10 Nairobi summit

The government will cater for expenses for more than 500 delegates expected to attend the World Trade Organisation summit in Nairobi in December. Speaking during an appraisal meeting, Cabinet Secretary for Foreign Affairs and International Trade Amina Mohammed said the government has already made all arrangements to hold the conference. “We have committed a budget of more than Sh200 million to cater for the accommodation and transport expenses of the about 300 hundred delegates, who will be hosted in our hotels here in Nairobi,” the CS said. She said Kenya is expected to meet the cost of accommodation for 170 officials of the World Trade Organisation secretariat. The government has identified Intercontinental and Serena hotels to host the summit delegates. “The WTO secretariat will be accommodated at the intercontinental hotel and Serena hotel which will be hosting the 155 delegates from the least developed countries LDCs,” revealed Amina. She said 5000 delegates are expected, but about 1000 have confirmed attendance. Amina also said the summit is expected to boost tourism

Hope for new jobs as Kenya’s economy expected to grow

Kenya’s economy is expected to grow at 5.4 per cent in 2015, recording an improvement over the 2014 growth rate of 5.3 per cent, according to a new World Bank Group economic report released yesterday. The growth rate in 2016 is projected to be 5.7 per cent. The report, dubbed the Kenya Economic Update (KEU), attributes the growth to government investment in infrastructure as well as strong consumer demand. Experts have cited a number of benefits with regard to economic growth, including higher incomes, which enable consumers to enjoy more goods and services and enjoy better standards of living and lower unemployment, brought about by higher output firms that tend to employ more workers creating more jobs. Economic growth has also been linked to lower government borrowing as it creates higher tax revenues. Economic growth plays a role in the development of improved public services. With increased tax revenues, the government can spend more on vital social amenities

such as health services and education. “Kenya has the potential to become one of the best performing economies in Sub-Sahara Africa and also among middle income countries,” said World Bank’s country director Diarietou Gaye. “Managing the challenges emerging from the current global economic environment will enable the government to deliver on the promise of a more prosperous future for Kenyans.” The World Bank said Kenya’s economic performance remains solid, though the uncertainty facing global currencies is causing volatility in the domestic money and foreign exchange markets. “The current expansionary fiscal path presents a risk to growth,” said senior economist and the lead author of the KEU John Randa. “Although heavy infrastructure spending is a boon for Kenya’s production space and future growth, the short- to medium-term macro-fiscal framework is vulnerable to macroeconomic shocks.”

The World Bank has said Kenya’s economy is expected to grow at 5.4 per cent giving jobless youths hope that in the next financial year, they will be engaged in meaningful activities coming from the opportunities created by the growth to improve their living standards.

The KEU also focuses on the considerable progress that county governments, with the support of the National agencies make to engage citizens in bid to strengthen service delivery at local levels. Constitutional and legal provisions for transparency, accountability, and public participation are key elements of devolution.

The World Bank Group supports programmes to improve the capacity of county service providers in public financial management, planning, public participation, monitoring and evaluation. “County governments have prioritised the setting up of structures and systems to facilitate public

participation,” said senior social development specialist Christopher Finch. “Strengthening citizens’ participation through participatory and inclusive processes is critical to the success of devolution.” The KEU was prepared by the World Bank Group in partnership with the National Treasury and members of

the Economic Roundtable, which includes the Ministry of Devolution and Planning, the Central Bank of Kenya, Kenya Revenue Authority, Kenya Vision 2030, the Kenya Institute for Public Policy Research and Analysis, International Monetary Fund, the Kenya National Bureau of Statistics, among other agencies.

KTB in fresh bid to woo tourists in Europe ahead of peak season The Kenya Tourism Board (KTB) has trained 70 travel agents to market the country in Italy as part of ongoing tourism recovery efforts as Kenya’s peak tourism season beckons. Speaking at the just concluded TTG Incontri 2015 tourism fair, KTB director of marketing Jacinta Nzioka said there is renewed interest in Kenya as

a destination among Italians. She said KTB had embarked on a concerted marketing drive targeting Italy, geared to proactively addressing the needs of that specific market. “It is important for us to remind Italy that Kenya cares about this market. The Italian tour operators are extremely committed to the destination,” said Nzioka. The training included

sensitisation on e-visa processing and various unique attraction of Kenya as a travel destination. KTB also briefed the operators on the ‘Make It Kenya’ campaign launched by President Uhuru Kenyatta during the Milan Expo last month. The TTG Incontri is the biggest Business-to-Business (B2B) event in Italian

tourism market. Secretary of State to the Italian Culture and Tourism Ministry Francesca Barracciu, who opened the fair, met the Kenyan delegation. Kenya Airways, Narok and Kilifi counties representatives, as well as several local hoteliers and tour operators participated in the fair which attracted over 60,000 participants.

Safaricom launches anti-cash loss M-Pesa feature Safaricom has launched a new feature dubbed hakikisha in its M-Pesa system to curb cash loss to wrong recipients. M-Pesa users will now have to ascertain the names of persons they are sending money to, saving them the agony of losing funds to wrong recipients. The new initiative which translates to

“make sure” has been in its pilot phase for a month now and will be rolled out in more phases leading up to October 30, 2015. “It will ensure that customers no longer lose money to unintended recipients as a result of making a mistake while entering a number,” Safaricom said in a statement,

noting that customers will automatically be opted into the service which is free. The pop-up feature will also apply when customers are making payments to Lipa Na M-PESA (PayBill option) and while making agent withdrawals.

What was it like sharing a stage with the Legendary Morgan Heritage family? It was an honour performing with Morgan Heritage.. They are legends that we all love. Their music is very conscious, timeless and their performance is of international standards. I had an opportunity to learn a lot from them. The organisation of the event was also quite impressive, from the stage set up to the artiste line-up Your performance at Extravaganza 2015 was outstanding and appealed to the audience despite the fact that you are not a reggae artiste, how do you manage to achieve this? Thank you. I always aim at giving my best in every performance, no matter how big or small the audience is. My band and dancers are amazing and always give their best as well. I think it’s not about the genre of music but it is in the delivery of the performance. Is it true that you have shaved off your dreadlocks and now don a bald look? Lol! No, I haven’t shaved. I had taken a picture from an angle that made me look bald and since I like engaging with my fans and getting their opinions on different things , I posted it on my Instagram asking if I should shave my dreads or `not. The reactions were very interesting! Many said I should not dare shave, and a few thought it would not be a bad idea to change my look, others thought I had already shaved. However, I have not shaved my dreads and will not shave anytime soon. How have you managed to stay relevant in the music industry over the years? I see my music journey as a marathon not a sprint. I pace myself and try and keep reading my target audience as I continue creating new music. I try to find ways to keep reinventing

my brand to keep being fresh yet consistent. I thank God for the love that my diehard fans have shown me over the years. Looking at the music industry now, would you say it’s at its peak or some work still needs to be done? We have definitely grown and come a long way, however it definitely needs more work. I think there is a lot of fresh young talent that needs more guidance on music direction. We have a lot of competition and we need to be more innovative on ways to connect better with our target audience and market. The relationship between producer and artiste is very important, where they work hard together to identify the right formula to connect with their target market. Other stake holders also need to play their part in contributing to the growth of this industry. It pains me when I see stakeholders fighting each other instead of building each other. This is our industry and we can’t own any other industry but ours. So let’s make this work. As a pioneer artiste, what is your opinion of the MCSK, KAMP and PRISK partnership? The partnership between the three CMOs is very important. Collectively, they will give one license and collect from the music users then later separate the collections and distribute the funds to all the different right holders. This will thus reduce confusion, mistrust and resistance. What is your source of inspiration? The society I live in is my inspiration. I am inspired by what I see or hear or feel within my surroundings. What are you currently working on? And with whom? Rich Kenyans, poor planning to blame for rise urban slums Wealthy Kenyans and poor planning are to blame for the rise of slums and dilapidated urban facilities in the country, a recent report published days after a summit in New York to discuss their commitment to the new sustainable millennium development goals has revealed. The government, the private sector and many corporate entities have contributed to the city’s ill-conceived infrastructure, a system of roads, networks and real estate that only caters to the rising middle class and the elite.

Despite the fact that Nairobi generates at least half of Kenya’s Gross Domestic Product (GDP), the city is notorious for its unemployed youth and significant poverty. Even though the rural counties are poorer, Nairobi, which is by far the most developed, is plagued by squalor and destitution, argue Jacqueline Klopp, Associate Research Scholar at the Centre for Sustainable Urban Development and Jeffrey Paller, a Postdoctoral Research Fellow at the US-based Columbia University.

The duo has reported evident scarcity in affordable housing units both in Nairobi and other urban areas. “As Africa’s cities grow, the challenge will be to provide adequate services and equitable access to its opportunities,” said the researchers. They cited gaps between the infrastructure services actually needed and the services that exist. One result of this gap is an affordable housing crisis, responsible for the expansion of slums that often exist near expensive gated communities and suburban areas.

While Kenya leads the globe in the adoption of mobile cash transfers, the public is still obsessed with paper money. Sweden, on the other hand, is moving away from paper currency. On accessing credit, factors

that increased access to loans included being a member of a business association, boasting a high number of paid employees, having a business bank account, a registered business, being in highend enterprises (transport, telecom and manufacturing sectors), access to collateral, and for female entrepreneurs, being married. The study, conducted between 2013 and 2014, sampled 2,022 entrepreneurs, 52.3 percent of who were male and 47.7 per cent female.

Kenya Power will add 20.8 Megawatts (MW) of renewable energy to the national grid in a bid to improve service delivery, reduce reliance on existing sources of fuel and drive down the cost of electricity for consumers. The country’s total installed generation capacity currently stands at 2,298MW, company managing director Ben Chumo said. To achieve this feat, Kenya Power has signed power purchase agreements with biomass, solar, mini-hydro and wind micro-plants located in Kwale, Nairobi, Kajiado and Meru. Under the new deals, Kwale International Sugar Company in Coast Region will provide 10MW from its biomass-fired power plant while OlNdanyat Power Limited will provide 10MW from their wind power plant at Kona Baridi in Kajiado County. Chumo said these renewable sources of energy will reduce Kenya’s overrreliance of fossil fuel which, thereby reducing the cost of electricity for customers and the economy at large.

African coffee houses face stiff competition from Starbucks firm African-based coffee houses will face stiff competition from Starbucks, a global retailer that has become synonymous with the coffee-drinking culture which has taken Kenya by storm. The franchise has announced plans to branch further into Africa. Starbucks, a US-based company with operations in North and South America, Australia and the UK, already has a presence in Egypt. The coffee giant is making plans to set up shop in South Africa and may even move into East Africa, experts have speculated. “Starbucks is coming to the continent next year, choosing South Africa as the first location,” said a recent report from Quartz, a product of Atlantic Media.

Tight fixtures for Volleyball champs, Pipeline in Kapsabet WEEKEND EDITION, OCTOBER 16-18, 2015

A busy day awaits Kenya Pipeline women’s volleyball club in Kapsabet today with four league matches lined up on the final day of the regular season. Pipeline has only played a single league match this season after a number of their players were involved in the national team assignment, leaving them with a congested fixture on the last day of the regular season which concludes today to pave way for next month’s national playoffs in Mombasa. Pistorius to be set free on Tuesday Olympic and Paralympic athlete Oscar Pistorius, who was jailed for killing his girlfriend will be freed from prison to house arrest next Tuesday, a South African parole board has said. He was sentenced to five years in prison in 2014 after being found guilty of culpable homicide, or manslaughter for shooting his girlfriend, Reeva Steenkamp through a locked bathroom door when he mistook her for an intruder. The prosecution has appealed, saying he should instead be convicted of murder. That case is expected to be heard on November 3. Pistorius has spent 12 months in jail and will now spend the rest of his sentence under what is termed in South Africa “correctional supervision”, the parole board said. An earlier decision to release him in August was blocked by South Africa’s Justice Minister Michael Masutha, who said it had been made “prematurely”.

New coach Odipo faces Gor’s stern test

aretaker coach Leonard Odipo, will have his toughest job yet as a coach when Tusker FC clashes with Gor Mahia in a Top 8 semi-final match tomorrow at Afraha Stadium in Nakuru. Odipo took over the dugout role at the Brewers after Francis Kimanzi stepped aside last Wednesday following a poor run of form. Of immediate concern to the new tactician will be to re-unite his dressing room after club chairman James Musyoki hinted that players could have sabotaged the coach leading to him being asked to step aside. But the stand-in-coach, Odipo will never the less be in charge of a his first match against Gor Mahia even as he seek to impress his employer who are yet to make a decision about the new head coach. Gor who are still in the race for a quadruple this season, a dream kept alive after their 4-2 win over Palos last Wednesday in a GOtv Shield will take on a struggling Tusker, knocked out of the Shield competition by a second tier side, Nzoia Sugar-a result that played a big part in Kimanzi’s exit. This will be a very crucial match for Tusker considering this is the only trophy they have any realistic chances of taking home after squandering their chance of winning the league and the GOtv shield. While Gor, who last won this trophy in 2011 have no problems hitting the back of the opponents’ nets this season, coach Frank Nuttal should be worried by his defence that has conceded four goal in two matches. Gor boasts of a stellar defence in the Premier League having conceded only 12 goals in 2,340 minutes of action, but not in league competition where they have soaked in a few goals.
