African presidents will on Tuesday meet in Nairobi to discuss terrorism during a special summit convened by the African Union and the United Nations Security Council. The leaders are expected to discuss the threat posed by terrorists and how to curb emerging insecurity challenges in Africa. A statement from AU said a dozen heads of state are expected at the summit. “Up to a dozen Heads of State and Government are expected to attend the meeting at Nairobi’s Kenyatta International Convention Centre (KICC) on Tuesday,” said the statement sent to newsrooms. Court halts fresh police recruitment A repeat recruitment of some 1, 215 police officers which was scheduled for Monday next week has now been put off until a case challenging the nullification of the initial exercise is determined. The National Police Service Commission ordered that the recruitment be done afresh in 36 centres because the initial process had been marred by corruption.

MPs amend NSSF law to save workers MPs yesterday passed an amendment to the National Social Security Act that bars the state pension fund board from having any meeting in which representatives of both workers and employers are not present. The amendment to the act was initiated by Homabay Women Rep Gladys Wanga and aims to shield the workers’ pension funds from arbitrary decisions of the government.

China moves to replace Android, Windows, Apple OS China is once again showing intent for independence in computer technology, by creating its own PC and mobile operating system (OS). Their goal is to decrease China’s reliance on US software companies. State-controlled Xinhua News Agency reported the announcement earlier this week, stating that US surveillance was one of the reasons Chinese engineers are developing their own operating system for desktop computers and mobile devices. The Chinese government has complete control of the country’s software market, having forced out search engine giant, Google by introducing their own platform over 10 years ago. China, sometimes referred to

as the notorious red dragon, banned Microsoft’s Windows 8 operating system from government computers in May with the majority of computers still running Windows XP, a system which is no longer supported by Microsoft. The new software would compete directly with Microsoft. Windows and Android operating systems. It would be available to China’s consumers and government personnel alike. The unnamed desktop version of the software is due for release in October with its own app store, which will be independent of western companies. A version for smartphones and tablets is due in three to five years.

Nigeria’s president Goodluck Jonathan has formally launched a national electronic identity card, which all Nigerians will have to have by 2019 if they want to vote. Mr Jonathan received the first biometric card which can also be used to make electronic payments. “The card is not only a means of certifying your identity, but also a personal database repository and payment card, all in your pocket,” President Jonathan said.

City motorists have been warned against exceeding the 50 kilometre per hour speed limit imposed on Nairobi roads as police mount crackdowns in a move to curb growing number of accidents. More than 50 motorists have so far been arrested and charged in court as police move to tame speeding on major Nairobi roads. It is estimated that at least a pedestrian is knocked by a speeding vehicle in Nairobi every day with most of the accidents recorded along busy highways like Waiyaki, Mombasa Road and Jogoo road. According to the National Transport and Safety Authority, 479 pedestrians have been killed in Nairobi in the last six months alone. That represents a decrease of 37 per cent compared to a similar period last year, but police say they are keen at ending senseless road crashes in the city. While some motorists have protested at the new regulations saying they should not apply to highways, Nairobi traffic boss Edward Mwamburi has urged drivers to comply with the new regulation. “All roads in Nairobi are clearly marked with speed limits and motorists should read road signs and stick to that,” Mr Mwamburi said.

13,000 KUCCPS students fail to take up university offers About 25 percent of students admitted to public universities did not take up their places because they are not admitted in courses of their choice. MPs say such students get demoralized when they are offered degree courses they did not choose,

and opt for local private universities or go to study abroad. Education Principal Secretary Belio Kipsang admitted that many of the selected students did not accept their admission offers, adding that the cause could not yet be ascertained. He said that at least 13, 000 of the 56,

937 admitted to public universities last year did not take the offers. “A quarter of those selected to join the 30 public universities and colleges did not take up the offer. Each year about 25 per cent of students admitted to universities do not report. There is no empirical

study yet to ascertain the cause of this,” Dr Kipsang told the parliamentary committee on Education Thursday. He said that the students despite having attained the required points to join the public colleges, opt for local private ones or go abroad.

The shooting occurred at 10 am Monday at Bullets and Burgers, a gun range within the Arizona Last Stop tourist recreational complex southeast of Las Vegas, US. The Mohave County Sheriff ’s Office reported that the instructor, identified as Charles Vacca, 39, was standing near the girl as he taught her how to use the weapon. The instructor praises the girl for the shot and then tells her, “All right full auto.” As the girl pulled the trigger, the recoil caused her to lose control of the gun as Vacca was accidentally shot in the head, the Mohave County Sheriff ’s Office said. Vacca was flown to the University Medical Centre, where he was pronounced dead, authorities said.

WHO warns of Ebola spread as death toll exceeds 1,500 The Ebola outbreak “continues to accelerate” in West Africa and has so far killed 1,552 people, the World Health Organization warned yesterday. The total number of cases stands at 3,069, with 40 per cent occurring in the past three weeks alone as the disease spreads. “However, most cases are concentrated in only a few localities,” WHO said.

Their warning came barely hours after a top American public health official also warned the epidemic could get worse unless concerted global efforts to bring it under control are hastened. The epidemic, described by health experts as the deadliest ever, has been concentrated in Guinea, Sierra Leone and Liberia, with a handful of cases in Nigeria. Reports emerged earlier this week that the virus had

spread to the Democratic Republic of Congo where 13 Ebola deaths were reported. WHO estimates the overall fatality rate at 52 per cent, ranging from 42 per cent in Sierra Leone to 66 per cent in Guinea. The health body issued a “road map” on Thursday that “responds to the urgent need to dramatically scale up the international response” in light of the acceleration of new case.

The road map aims to stop Ebola transmission in affected countries within six to nine months and prevent its spread internationally. It prioritizes the setting up of treatment centres, community mobilization and safe burials. Kenya to host regional Ebola meeting Kenya has invited her neighbours to a regional conference “for experts and policy makers” to discuss Ebola preparedness in a move aimed at reducing the risk of spread of the virus. Director of Medical Services Nicholus Muraguri said the conference to be held in the second week of September is key to ensuring that all the neighbouring countries have almost the same standards of approach in terms of reducing risks. Reports that the virus has spread to DRC is said to have instigated the move as governments become more alert of a posiible spread.

Jeweller sues Sean Kingston American musician Sean Kingston is being sued by a New York jeweller for not paying for several pieces of jewellery, reports TMZ. The lawsuit, filed in New York, says Kingston got more than $200,000 (Sh17million) worth of jewellery from Avi Da Jeweller between 2008 and 2013 ... but never paid for any of it. Indian boy’s hands weigh 18Kg An eight-year-old boy in India has baffled doctors after his hands grew 13 inches (1 foot) from the base of his palm to the tip of the middle finger. The

growth stretched him to a combined weight of about 18 kg. Kaleem, who is only identified by the first name, is unable to use the

hands for simple tasks, such as tying the shoes but is still able to hold a glass. Doctors who have examined Kaleem are

IMF head in Sh46m negligence investigation The head of the International Monetary Fund, Mrs Christine Lagarde, is being investigated by French authorities for negligence. She has been questioned about her role in awarding 400million euro (Sh46.7 billion) in compensation to businessman Bernard Tapie in 2008 by French authorities an allegation that she has denied. Tapie was once a majority shareholder in Adidas but sold it in order to become a cabinet minister in Francois Mitterrand’s Socialist government. He later sued Credit Lyonnais, a majority state-owned French bank, over its handling of the sale claiming they had defrauded him by deliberately undervaluing the company. His case was later referred by Ms Lagarde to a three-member arbitration panel which awarded the compensation. She was the then finance minister in President Nicolas Sarkozy’s government. Tapie had supported Mr Sarkozy in the 2007 presidential election. Investigators suspect he was granted a deal in return for Sarozy’s who has also been placed under investigation on suspicion of seeking to influence judges who were looking into his affairs. He was detained for questioning in July. Ms Lagarde says she does not plan to resign from IMF and will return to Washington where she will brief the IMF board on the recent developments.

Off-road modifications not worth the hassle

Ever taken your touring car to the village and wished you could convert it into a true off-road monster? Well, it’s possible...very possible. “You will need longer wishbones, new shock towers and longer shocks. You will also need a gear down, and bigger tyres to maintain the drive ratio and give a lot more ground clearance. You will also need to beef up parts that are going to take the punishment, basically the lower half of

the body,” says Edwin Ruto, a mechanic on Ngong road. But given the amount of input required, most professionals say it is not worth the effort. That is unless you are motivated by the desire to own a unique conversion. “On-road cars are designed for tarmac and other smooth surfaces. Even if you raise the ground clearance and install off-road tires, the drive-train and suspension components will not stand up to the roughness exposed in

off-road conditions. You are, honestly, better off buying a new car,” says Joe Otieno, a body works expert. Ruto’s sentiments are shared by Bernard Njeru, who says he unsuccessfully converted his Subaru Leone into a completely off-road vehicle. “My car was at a standard onroad factory build but it was no disgrace off-road, either. I, however, needed it to perform better off the road. “In my head, it was a matter of increasing the clearance and getting bigger wheels.

I was wrong. The first mechanic put two-inch spacers on the front shocks and modify rear shocks by adding a two-inch iron bar on the stem. “This gave me clearance I wanted but because no other adjustments were made on the suspension arms, my front wheels ended up dipping inwards, making the car generally unsafe because the departure angle had substantially decreased. I also started noticing body damages where the shocks were connected. I assume this was because no changes were made to make it to counter the increased length of the shocks,” said Njeru. Returning the car to its standard height helped him save it from destruction. For those who still want to push on with the modifications, remember most insurance companies will not touch a car with suspension and drive-train changes.
