A Whistler Real Estate Quick Reference Guide I’m a non-Canadian resident (Foreign Buyer) Can I purchase property in Whistler?

Yes! A large percentage of our Whistler home buyers and investors live around the world. A real estate purchase by a non-resident can be simple and stress-free by using the services of a Canadian accountant or lawyer specializing in British Columbia real estate.

For any property purchase in British Columbia, a purchaser is required to retain the services of a lawyer or notary to perform the purchase conveyance. You should budget approximately $1,500 for this service.

Insurance

Mortgage Lending Mortgage financing for all types of Whistler investments can be arranged quickly by phone or online through our affiliate mortgage broker. Conventional mortgages usually require a 25% down payment. In some cases, high ration financing requiring as little as 10% down is available. For most out-of-country buyers, a 40% down payment is required, but many of our clients have been approved for as little as 25% down. First time buyers may be eligible for a property purchase tax exemption.

Property Transfer Tax (PTT) This provincial tax applies to all of real estate and it is payable by the purchaser on the completion date. The tax is 1% on the first $200,000 of the purchase price and 2% on the balance.

Property Taxes

Property taxes and municipal utilities (water, sewer, etc.) are due on or about July 1st each year. The tax notice will be mailed to you in June at your address as it is shown on title to the property.

GST (Goods and Services Tax) Effective April 1, 2013 HST of 12% was changed to GST of 5% in British Columbia. As this tax applies to certain real estate transactions, the rate reduction is a strong positive! Condominium properties that are zoned for and rented on a nightly/weekly basis are GST taxable. In the sale of condominium properties of this type, the ITC (Input Tax Credit rules apply to offset all or part of the GST that is payable by the Buyer. However, if the sale results in a change of use from short term rental to personal use only, the full GST is payable by the Buyer.

Tourism Whistler Fees

Legal Info

Properties located on Resort land (generally Tourist Zoned properties close to the mountains) are subject to a bed tax. This bed tax is a quarterly fee based on the number of bed units in the property (one bedroom equals two bed units). If the property is for personal use only and is not available for rent more than 14 days per year, you may file a Declaration with Tourism Whistler to pay a lower rate of fees. This tax goes towards the budget of Tourism Whistler, which markets the resort around the globe.

Purchasers are required to arrange insurance on a single-family residence. Banks in BC or lenders providing a mortgage on a property require this insurance on the completion date of purchase. The strata corporation insures strata titled (condo) properties. The strata lot purchasers should consider obtaining liability and contents insurance.

Strata Titled Properties (Condominiums, Townhomes, Duplexes & Fractional Interests) Purchasers of strata titled homes are responsible for paying monthly maintenance charges. The strata corporation is also entitled to levy special assessments for extraordinary expenses should there not be sufficient money in the contingency reserve fund. Prior to committing to your purchase, strata minutes should be reviewed carefully to determine whether the strata corporation anticipates any extraordinary expenditure.

I want to buy a chalet and rent it out for vacation rentals. Can I do that? Unless you purchase a house that is specifically zoned for nightly rentals TA (Tourist Accommodated) zoned, you cannot rent your chalet on a nightly or weekly basis. Most chalets, cabins and homes are in residential zones. You can only rent these on a monthly, seasonal or yearly basis. However there are a few areas in Whistler where homes are zoned for nightly rentals. You will find more condominiums that have TA zoning allowing for flexibility of nightly rentals.

“Phase I ” & “Phase II” Covenants

These covenants are only found in TA zoned areas and mainly found on condos. Properties covered by the “Phase One” covenant have the flexibility of being rented out as much or as little as the owner desires or you can live in these properties full time. “Phase Two” covenant restricts the owner’s personal use of the property to 28 days in the summer and 28 days in the winter and defines how these periods may be booked. The property must be available for rent through a property manager for the remaining days of the year.

DESIGNING WHISTLER VILLAGE

When Whistler Mountain entered the ski scene in January of 1966 it was a pretty big deal, but it still was “just” a ski hill. It wasn’t until the construction of a modern, tourism-oriented village in the 1980s that Whistler’s trajectory to international mega-resort was set. By the early 1970s, it was becoming increasingly apparent that this upstart ski area, blessed with bottomless powder and limitless terrain, all within a reasonable drive from metro Vancouver, had the potential to completely revolutionize the ski world. Thus the provincial government, in concert with key local figures, began exploring the potential for the construction of a new resort village. Plans to develop a separate ski hill on Blackcomb Mountain began to take shape late in 1976, giving village development further momentum as well as making a central location serving both mountains the logical choice. It just so happened that the current site was currently the village dump.

and I’d never heard of Whistler. So Al pulled the [existing Whistler Village] plan out and said, “Something’s not right with this. Could you take a look at it?” ... It was basically a little grid plan. It was like a little city, and a lot of the images felt like a mini-Vancouver... there were major roadways crossing from one side of the Village to the other… So you can kind of imagine both cars and people running together at critical locations... The land [should] always tell you what to do. In this case, there was a plan imposed upon that. That was the major problem. Beck’s initial comments were intriguing enough to earn an invite to Whistler to help amend the designs. During this initial visit Beck spent a lot of time walking around, getting to know the lay of the land and paying close attention to sight-lines. At one point Beck climbed to the top of a spruce tree and recognized the potential for a clear view of Fissile Mountain if the entrance to the village was designed just right. To this day, visitors to Village Gate Boulevard are welcomed by inspiring views of Fissile and Overlord Mountains, nearly 15 kilometers up the Fitzsimmons Valley.

Design proposals began to be solicited, but they left much to be desired, so in the summer of 1978 local alderman Al Raine paid a visit to an up-and-coming resort designer in Colorado named Eldon Beck. As Beck recalls: Al came to town and described what they were doing at Whistler,

Feeling refreshed by his foot survey, Beck reconvened with the resort officials later that day in their “corporate office”: I don’t know whose garage it was, but we went into a garage, and the


Council was there all gathered around... This was a Saturday morning and they said, “We have a meeting tomorrow at two. Could you have something for us at two.” And I said, “Of course.”... What I found in a lot of my design process, I kind of load my brain up and then I sleep on it. So at about four in the morning I woke up and I could really see it pretty clearly. So I got up and basically drew the plan and we worked on it then during the morning, but we had it ready for the two o’clock meeting, and presented it. And they all said, “Hey, that’s what we want to do.” It was supposed to have been a modification of the existing plan, [but] it really became pretty apparent that that was not the way to do it.

And so the Village design adopted a completely new course, following Beck’s lead. His design centered on a pedestrian-friendly stroll that curved like a flowing stream. Like an actual river, major bends in the route were conceived as eddies, incorporating open plazas where people could take a breather and watch the flow of traffic stream by. The meanderings were intentional because, even though they weren’t direct or efficient like a grid, that wasn’t the point. Tourists weren’t here for business, Beck reasoned, but to relax, so a little happy confusion was sprinkled into the design. He wanted people to be able get a little lost in the village and wander aimlessly. Practical considerations were not lost on Beck however; the village still needed to function. Logistical aspect such as the commercial loading bays, underground parking, hotel entrances and so on were packed into back alleys hidden from view to keep the noise and distraction away from the pedestrian zones. The difference in atmosphere between the stroll and these alleys on a busy day, often a mere stone’s throw away, is quite striking. Whistler Mayor Pat Carleton first sunk his shovel into the dirt on August 21, 1978, and Eldon Beck’s design began to take shape. Construction was completed in 1980, the same year that Blackcomb Mountain opened to skiing, and Whistler’s stratospheric ascent was underway. The completed village was so well received that when an expansion was planned in the 1990s (now known as Village North), Beck was invited back to lead the design process. Oh, and about the village being built on the former dump? Rumour has it that an abandoned Volkswagen Bus, among countless other discarded treasures, is still located underneath the village stroll.

A purposed space whose function is to catch the trappings of the day, whether that be muddy bike gear, snow covered clothing, or wet running gear after a long trail run in the woods. The mudroom is the transitional space of the home, the epicenter for action, and the room, that if well designed, can make our lives much more efficient.

Now multiply the list by several family member and you have a storage challenge.

Valued for organizing the family gear, the Mountain Mudroom also acts as an intermediary between the dirt and weather outside and the clean and civilized spaces within. Mudrooms are highly utilitarian at the best of times but the Mountain Mudroom is a breed of a higher order. Those that are drawn to the mountain lifestyle typically have the accompanying long list of outdoor pursuits and with that comes all the related gear for: Mountain biking, road cycling, kayaking, kiting, hockey, hiking, golfing, tennis, yoga, back country skiing, snow

Keeping all of this in order and seasonal takes some organization. Some homes are large enough to accommodate an adequately sized mudroom that can store gear for all seasons. OF AN EFFICIENT MOUNTAIN MUDROOM: HOOKS AND SHELVES Jackets, vests, scarves. They all need a place to hang. Hooks are the simplest and most casual way to accommodate the must get to items. We often will install hooks at varying heights in order to cater to the different age groups . The addition of the lower placed hooks (or kid friendly height) makes it easier for the little people to grab their own outer wear and try to get dressed like the big people in their lives. Shelves above the hooks can often house the smaller readily used pieces like hats and mitts. Make sure that the wall that the hooks back onto is impervious to moisture from the wet gear.

CUBBIES AND LOCKERS Cubbies are the perfect compartment for storing helmets and baskets full of gear. Personalized lockers are the ultimate, especially when each member of the family has one designated for their own use. We often design them with drawers or open boot storage below, open hanging above with several hooks per locker and a cubby on top for the headgear (or gear) basket.

BENCH A comfortable seat is important for putting on or removing footwear. The space below the bench can also serve as a great storage spot for additional footwear, or for drawers for items that need to be contained.

CHARGING STATION Electronic devices are undoubtedly part of our everyday lives. Providing a designated perch for them is an effective way to keep track of their whereabouts and not loose them in the shuffle. Docking stations near the entrance is a great way to do this.

ALLOCATION FOR SMALLER ITEMS Along with cell phones there are keys, wallets, and sunglasses, the smaller items that also need a home. Designated hooks and drawers for these easily misplaced essentials is a good formula for maintaining order.

The Mudroom got its name honestly as it comes with its fair share of wet and mess. The type of flooring you choose is critical to ensure its longevity and general safety. Skid resistant natural stone or tile floors are ideal. In floor heating can help dry up the wet that accompanies the footwear and gear as well as provide a warm place for your feet to land. Heated floors also provide the dual purpose of drying the wet footwear and gear in time for your next visit to the great outdoors.

Some homes don’t have a garage or gear room and often times the skis, poles, boards, bikes and wet suits reside in the Mountain Mudroom. In these cases specialty gear racks or hardware to hold the gear upright, in place and out of the way is required.
